The Ashburton District Council is to review its drug and alcohol policy to ensure employees’ privacy is protected. The council announced the review yesterday following media coverage on its acting chief executive declining a random drug test at work. Jane Donaldson was in her usual role of group manager environmental services, and was also the council’s privacy officer, when she declined the test, as she did not believe her privacy had been adequately protected.

Fairfax reported the story yesterday, saying the “top council boss” refused the test earlier this year. Council people and capability manager Sarah Mosley said yesterday the council believed the person who informed the news organisation about the issue was “acting with malicious intent”. “At the time, she was in her usual role of group manager environmental services and our chief executive Andrew Dalziel reviewed the matter,” Mosley said. “The outcome has been that there is

to be a review of our drug and alcohol policy to ensure all employees’ privacy is protected, as far as possible, and proper processes are followed in regards to random drug testing.” Donaldson had the full support of the mayor, councillors and senior management team. “We will be making no further comment on this issue.”
