Debate begins on domain’s future

The redevelopment of Ashburton’s domain has been on the drawing board for several years and it’s back on the Ashburton District Council’s agenda.

What’s in the plan and what’s not, however, is still under wraps, with district councillors opting to discuss the latest draft development plan in com-

mittee at today’s service delivery committee meeting.

The discussion would be taken in public excluded, council chief executive Hamish Riach said, because it was clear there were many matters to weigh up in developing the plan, some of which were commercial in nature.

Surprise 100th anniversary for club

He could be any mother’s son, ‘she’ could be the most embarrassing mother in the neighbourhood, but together they formed one of the highly entertaining groups and duos performing in Tuesday night’s Ashburton College Lipsync competition.

College lipsync battle entertains When lipsync hits the Ashburton College auditorium it is guaranteed to be a night of weird, wacky and, at times, absolutely outrageous entertainment.

On Tuesday night college students kept up the school’s tradi-

tion of turning on an evening that was high on music, energy and absolute fun as, item after item, they had a capacity audience laughing in their seats.

Community consultation was carried out in 2014 and 2015 but plans were put on hold while the council worked with NZ Transport Agency on a plan to install traffic lights at the Walnut Avenue–West Street intersection.

Last year the council decid-

ed to kickstart the redevelopment project and the results of months of planning will hit the council table today.

The Ashburton Domain is 37 hectares of open space, lawns, gardens and recreational facilities.

Its playing fields are used by a range of sporting codes and as well, an area leased to the Ashburton Bowling Club.

Those traditional uses, however, may not survive if some of the ideas that were put forward at the council’s youth forum in May are taken on board.

The forum used the domain redevelopment as its theme with wide ranging ideas put forward for the facilities they believed would make the area more relevant into the future.

The event also featured the annual lipsync-off between students and teachers.

After a news article from nearly 100 years ago was discovered earlier this year, plans are being put in place to celebrate the Mayfield Rifle Club’s 100th anniversary.

The club had just been carrying along as normal, and it was not until they were made aware of an article in the Guardian, from 1919, did they realise they were approaching a major milestone.

The article, headlined Mayfield Rifle Club, was published in the Ashburton Guardian on July 23, 1919.

The first meeting of the club was held in the Mayfield Band Hall, with bad weather accounting for a poor turnout to the opening meeting.

Withell to fire the first shot, and declare the club open,” the article said.

The club was believed to be the first of its kind that had ever been formed in Mayfield.

Despite being the opening night and the first time shooting for many of the entrants, good scores were recorded, with T Corbett the first winner in the club’s history after a shoot-off.

Club treasurer Carl Nordqvist said they had not made final plans for the celebration, but said it would most likely involve a meal or a get-together in Mayfield.

Nordqvist said that if there was anybody out there with long-lost trophies from the club, or anyone that had any interesting history, they should get in contact with the club.

Big effort under way to stop water waste

Meters measuring water consumption on residential properties are not on the Ashburton District Council’s radar, but they are in use to pin point leaks and waste in urban supplies Along with local authorities around New Zealand, the council wants to ensure that water made available in its public supplies is used, not wasted, and it’s goal is to have no more than 15 - 20 per cent of water unaccounted for, said council service delivery group manager Neil McCann.

the supply illegally or that there were leaks in the underground pipe network, he said.

As part of those water conservation measures, the council was installing water meters on all new properties and in developments such as Lake Hood. This means it can identify areas where a leak or excessive use may occur, McCann said.

“We’re getting more and better information and with the zone meters it means we can identify if there are spikes in consumption and we can then look for a leak.”

Recording data was becoming increasingly sophisticated and that meant the council was making good progress towards its un-

accounted water target.

“I’m comfortable with where we are and where we’re heading. It takes time but we are putting water meters in so we can identify areas where use is excessive, he said.

When it came to the wholesale installation of water meters McCann said local authorities that had gone down that path had found the cost of installation and maintenance of meters outweighed the cost savings in reduced water waste.

Ashburton’s unaccounted water levels were very modest compared to some parts of the country such as Christchurch City where more than 600 identified water leaks were waiting to be repaired.

Help for bovis affected farmers over winter Mid Canterbury farms under stock movement restrictions over winter because of mycoplasma bovis will have support, Ashburton Mayor Donna Favel said.

She was speaking after a meeting of the Ashburton Mycoplasma Bovis Advisory Group in Ashburton last week.

The group, which also includes DairyNZ, Beef + Lamb New Zealand and VetEnt, spoke with Ministry for Primary Industries (MPI) staff about the impact of the eradication campaign moving into the colder months.

Favel said winter would be challenging with stock movement restrictions in place, but the group was focused on addressing the needs of affected farmers.

“My counterparts in the group, including Federated Farmers, DairyNZ and Beef + Lamb New Zealand, together with the eradication programme’s regional managers and recovery advisors, are all ready to support farmers in any way they can … whether that be around pasture damage, feed shortages, calving or other challenges.”

Favel also thanked Mid Canterbury farmers for their co-operation and efforts ahead of Moving Day on June 1, when MPI was trying to confirm animal movements with more than 1000 farmers nationally.

During that period, 12 more properties in the Ashburton district were issued a notice of direction. A total of 17

beef and dairy farms are under notice, though that does not mean they have M. bovis; there are six actively infected properties.

Favel said the advisory group was pleased at the way farmers had worked to prepare for Moving Day and acknowledged the time and effort they took to help as best as possible and reduce the potential for the disease to spread.

She said MPI had stressed that farms that had been placed under a Notice of Direction should work with MPI field teams as soon as possible to separate trace animals and send them off for slaughter and sampling. Determining the status of a property cannot be completed until the trace animals have been removed and this step can hold that process up.

“We know that this is a stressful time for our rural community and the sooner farmers can be certain of their property’s status, the clearer their position will be.”

PGG Wrightson, Carrfields and Progressive Livestock all have valuers available to use before stock are sent to slaughter.

MPI is also reiterating that farmers should not be concerned about coming forward with out-of-date National Animal Identification Tracing (NAIT) records, as they are not taking compliance action if farmers are proactively trying to get their records right, or if they are reporting possible risk animals.

Vaping ‘not as harmful’ as smoking

Mid Canterbury smokers are surprised by the Ministry of Health’s stance on promoting vaping as a way to give up cigarettes.

Associate Minister of Health Jenny Salesa this week launched a new website, vapingfacts.health. nz as a source of clear and credible information about vaping as a way to stop smoking.

The ministry will also roll out a campaign in September, with Maori women as the focus, due to their high smoking rate – 32.5 per cent compared with the country’s total rate of 13.8 per cent.

Salesa said vaping could provide nicotine but without the toxins found in cigarette smoke.

“The combustion of the chemicals found in cigarette smoke is what causes almost all of the harm from tobacco,” Salesa said.

“The benefits of a smoker switching to vaping include reducing the risks to their health and the health of their children, reducing the likelihood that their children will become smokers, and a lot more money left in

the pocket,” she said.

“In New Zealand, 5000 people die each year from smoking-related illnesses. While vaping products are not harmless to health, they are much less harmful than smoking.”

One Ashburton mum said she had found vaping a good way to give up smoking initially, but it had been short-lived.

“I don’t know how safe it is,” she said.

Concern over the fact it may have been just as damaging for her health as cigarettes was part of the reason she went back to smoking, a habit which sees her buying a $27.50 packet every second day.

“Vaping is definitely better on the pocket, that’s for sure,” she said.

She was surprised by the ministry’s stance, but was interested in the advice nonetheless.

“I would definitely give vaping a go again, it does work. I just don’t think I want to give up right now.

I think a lot of it comes down to whether you really want to stop or not,” she said.

Sylvia Cornelius, who has resided in Ashburton but currently lives in Temuka, switched to e-cigarettes last year and has not looked back.

“I don’t have a cough anymore, my chest has all cleared up, the doctors are overwhelmed with what I have done,” Cornelius said.

She started smoking at the age of 14 and was now 44. She would go through a packet of tobacco each week, and was now only spending $45 on e-cigarettes every two months.

“I’m saving hundreds,” she said.

She was surprised at the ministry’s stance of promoting vaping as a way to give up smoking. But the campaign made sense, even though vaping would not necessarily work for everyone.

“People do need help, and giving up smoking isn’t easy to do,” she said.

The Asthma Foundation of New Zealand recognises vaping may help some people give up smoking, while cautioning there are no long-term, robust cause-and-effect studies showing it is without long-term harm.

Give blood, save lives

Blood donors living in the Ashburton District have every reason to celebrate – over the past 24 months, 560 of them have helped boost New Zealand’s stocks of stored blood.

Across the district there are 405 donors, part of a national network of 110,000 people who regularly donate blood.

Tomorrow is World Blood Donor Day and at the same time as it recognises the thousands of Kiwis who give blood, NZ Blood is putting out a call for more people to join their ranks.

In Christchurch alone, the service is counting lost donors over the past year at almost 4000. Nationally another 55,000 donors are needed.

The demand for blood and blood products continued to grow, said NZ Blood national marketing and communications manager Asuka Burge.

“Many people, particularly those with immune deficiencies, rely on weekly transfusions of plasma to lead a ‘normal’ life,” she said.

For some recipients, donated blood would make the difference between life and death, she said.

“It is not about abstinence, it is about giving people a chance

to reduce the amount of alcohol they are consuming,” she said.

Deputy mayor Neil Brown attended the meeting to throw his support behind the competition.

“He did a Dry July and, while it was more of a health thing, as well, he said, it was really difficult to be going out and having the pressure of people expecting you to drink,” Scott said.

“It is healthy to be going out and being social.

“We just want to try to encourage people to socialise without drinking.”

Accused named The man accused of a fatal driveby shooting in South Auckland can now be named. Tamati Kas Simpson, 21, appeared in the High Court at Auckland for the first time yesterday morning where his interim name suppression lapsed. He is accused of murdering 23-year-old Faaifo “Joe” Siaosi.

Co-defendant Montana Tangi Manu, 21, also appeared yesterday and is facing a firearms charge. A three-week trial was fixed for June next year, while Simpson and Manu were remanded in custody by Justice Mathew Downs until their next court appearance in August.

Measles action Health authorities want all babies in Auckland to get their first measles, mumps and rubella (MMR) shot at 12 months instead of 15 months, as the measles outbreak continues to grow. The change is being made immediately as the number of cases of measles in Auckland hits 104, with 43 per cent of victims aged under 5. Babies are extremely vulnerable to measles, which is highly infectious and potentially fatal. The Auckland Regional Public Health Service and Ministry of Health want all 12-month-old children in Auckland to get their MMR shot early.

Mt Hutt opens doors to the locals Mid Canterbury skiers and snowboarders are in for a treat this weekend, when their local mountain is offering heavily discounted passes.

It will cost just $20 for an adult day pass at Mt Hutt this Saturday, which is a $99 discount off the full price of $119. Kids’ passes will be the same price, while those needing to hire equipment will also get this at a heavily discounted price of just $20 for the day.

Sales and marketing Richie Owen said the Locals’ Day was a fundraising initiative and the money would be going to KidzMethven for its skate park to be constructed.

The skate park was a fantastic development and Mt Hutt wanted to support Mid Canterbury youth by helping out.

In addition, Mt Hutt wanted to show its appreciation to Mid Cantabrians, who would no doubt enjoy a great day’s skiing

or snowboarding on the internationally-acclaimed field.

“I put them in as an experiment really, and I wasn’t even sure I would get anything out of them.

“Then when I went to dig them, I saw a red tuber and thought ‘oh great’. I went to pull it out and it was huge – and they just kept getting bigger. It was bizarre.”

Cowper harvested five giant kumara, with the largest weighing 6.7kg, and others weighing in between 1.5kg and 4.9kg.

“Some of them looked fairly normal, but the big one looks a bit like a tumour or something you’ve had cut out of your body,” he said.

Cowper said he had no clue as to what was the success to his kumara-growing technique.

“I don’t know whether it is something in the climate this year that has triggered it maybe.

It’s a puzzle.”

Despite their size, Cowper said the sweet potatoes still taste normal.

Cowper said he plans to expand his vege patch, after retiring last week, but hopes he can grow some normal-sized kumara next season.

DHB deficit jumps by $40m in a month

The total District Health Board (DHB) deficit has jumped by $40 million in the space of just a month, according to the most recent financial results.

This is one of the largest single-month deficit increases since September 2017.

The year-to-March financial results show the overall deficit across all 20 DHBs was $264 million.

The same figures for the month prior showed a total deficit of $221 million.

The DHB data, obtained by the National Party from written questions to Health Minister David Clark, showed all DHBs but one – South Canterbury – were in the red.

At $64 million, Canterbury DHB’s deficit is the highest in the country. Waikato is second with a $43 million shortfall and Counties

Manukau is third with a $30 million deficit.

Speaking at the health select committee this morning, Health Minister David Clark acknowledged that DHBs were “under pressure”.

He admitted it was “not realistic to expect all DHBs to break even in the coming year. I want them to get closer to that – that is my expectation”.

Clark said the government was looking at the planning process at the moment.

Speaking to media before going into the House yesterday, Clark said he was sending a “clear message to DHBs that I expect them to manage their resources carefully, but also to continue to deliver the services New Zealanders would expect them to”.

He said part of the government’s plan to turn the deficit around was to invest in new models of care, which are better for the

patient and cheaper to deliver.

The DHBs’ financial results for March are not yet publicly available on the Ministry of Health’s website and were obtained through written questions to the Health Minister.

National’s health spokesman Michael Woodhouse said this was not good enough.

“The fact that I have had to get this information from a Parliamentary written question rather than have the publicly available data come up is, in my view, an attempt by the Minister and the Ministry to mask a rapidly deteriorating financial position [of the DHBs].”

The March DHB data also showed that the Ministry of Health was now expecting the final 2018/19 financial year deficit to be $390 million.

This is in line with Treasury’s estimates in the Budget.

But the government only pro-

vided $190 million in Budget for DHBs to manage their deficits – meaning there is a $200 million shortfall.

Speaking to media outside the health select committee this morning, the Ministry of Health’s director-general Ashley Bloomfield was not keen on commenting on the deficits.

He said the money in the Budget for DHBs was “the biggest uplift DHBs have had in the last 10 years”.

“Our job is to work with DHBs to ensure they continue to deliver the services people need and that they work towards a path of financial sustainability.”

When questioned about the $390 million projected deficit – forecast by both the Treasury and the Ministry of Health – Bloomfield said those figures were just “speculation” and would not comment on “what the deficits might be”.

Twyford pulls out of summit

Housing Minister Phil Twyford has pulled out of a speaking engagement at the KiwiBuild Summit later this month ahead of the policy’s reset.

He was scheduled to be one of the keynote speakers at the event in Auckland on June 24, but a spokesperson said he had papers before Cabinet this month so he needed to be in Wellington on that day.

In January, Twyford announced that the KiwiBuild policy would undergo a reset after it did not achieve the numbers that had been anticipated in the early months of the programme.

By next month, Twyford had expected 1000 KiwiBuild homes to have been built but yesterday he revealed just 120 have been constructed since the policy was launched. The KiwiBuild re-

National’s housing spokesperson Judith Collins said Twyford pulling out of the summit at a time when the policy is in such trouble showed “a lack of leadership and belief in his own policy”.

“It is starting to look like Phil Twyford is trying to reshuffle himself out of the Housing portfolio.”

The KiwiBuild Summit’s website has changed in recent weeks to remove any reference to Twyford being at the event.

But cached versions of the same webpage from May show Twyford was going to take the stage at 9.55am to deliver a “KiwiBuild Overview”.

“KiwiBuild is working to deliver 100,000 modest, affordable

homes over the next decade.

A review of the last 12 months, progress made and new initiatives to assist the industry to deliver,” was scheduled, according to the description of his speech on the site.

Since then, Twyford has backed away from that 100,000 figure and wouldn’t comment on a target until after the reset has been announced.

Minister of Building and Construction Jenny Salesa is scheduled to attend the event but will not be speaking.

Other speakers at the event include Fletcher Building residential & development chief executive Steve Evans and head of Kiwibuild Delivery Helen O’Sullivan.

Twyford was meant to be on a panel discussing KiwiBuild standards but is no longer listed as one of the panellists.

A man appeared in the Gore District Court yesterday after being arrested in relation to laser strikes on the Otago Rescue Helicopter.

Deliberately shining a laser at an aircraft can cause the pilot to become disoriented and temporarily blinded and, in turn, could lead them to lose control of the aircraft.

On May 22, the rescue helicopter was targeted by a laser pointer around 7.30pm – the crew were uninjured in the event.

In a statement, police said the 33-year-old man faced court charged with endangering transport, which carries a maximum penalty of 14 years imprisonment.

“I think the majority of the public would agree that deliberately endangering an aircraft, which has the sole purpose of saving lives is absolutely shocking behaviour,” said detective Leigh Waddell of Gore Police.

“Thankfully on this occasion, there were no patients on board at the time.”

Waddell would like to hear from anyone else who witnessed the incident.

Pets on trains in Auckland NZME Don’t be surprised if you see some furry critters on Auckland’s trains next week.

From Sunday, pet owners will be able to take their furry and feathery friends on Auckland trains, as long as they are in a cage or other carrier that would fit under a seat or on their owner’s lap.

But, they will only be able to travel outside peak hours, at weekends and on public holidays.

Auckland Transport spokeswoman Stacey van der Putten said the trial was one of the steps it was taking to make public transport more accessible.

Many Aucklanders did not have access to a vehicle to take their animal to the vet or to explore the city.

Pet owners would be responsible for cleaning up any doo-doos.

Auckland Councillor Cathy Casey said it was a great step forward in a city where pet owners had effectively been barred from public transport for a long time.

“It is good news for the owners of Auckland’s 103,000 registered dogs. Our pets are an integral part of our lives and I am very pleased that we can now travel with them on off-peak trains across the region. I expect the trial to be a howling success.”

Casey said there would be accidents but dog owners needed to be prepared with plastic bags.

Every responsible owner looked after their pet, like she did when she took her dog into a TV studio, Casey said.

Businesses wary of tariffs AP President Donald Trump’s aggressive and wildly unpredictable use of tariffs is spooking American business groups, which have long formed a potent force in his Republican Party.

Corporate America was blindsided last week when Trump threatened to impose crippling taxes on Mexican imports in a push to stop the flow of Central American migrants into the United States.

The two sides reached a truce Friday after Mexico agreed to do more to stop the migrants.

But by Monday, Trump was again threatening the tariffs if Mexico didn’t abide by an unspecified commitment, to “be revealed in the not too distant future”.

Such whipsawing is now a hallmark of Trump’s trade policy. The president repeatedly threatens tariffs, sometimes imposes them, sometimes suspends them, sometimes threatens them again. Or drops them.

American business groups are getting spooked by President Trump’s use of tariffs.

PHOTO AP Business groups, already uncomfortable with Trump’s attempts to stem immigration, are struggling to figure out where to stand in the fast-shifting political climate.

They have happily supported Trump’s corporate tax cuts and moves to loosen environmental and other regulations. But the capriciousness of Trump’s use of tariffs has proved alarming.

“Business is losing,” said Rick Tyler, a Republican strategist and frequent Trump critic.

The Chamber of Commerce, too, is in the early phases of disentangling itself from the Republican Party after decades of loyalty. The Chamber, which spent at least $29 million largely to help Republicans in the 2016 election, announced earlier this year that it would devote more time and attention

to Democrats on Capitol Hill while raising the possibility of supporting Democrats in 2020.

Trump’s boundless enthusiasm for tariffs has upended decades of Republican trade policy that favoured free trade.

It has left the party’s traditional allies in the business world struggling to maintain political relevance in the Trump era.

Trump’s tariffs are taxes paid

by American importers and are typically passed along to their customers. They can provoke retaliatory tariffs on US exports. And they can paralyse businesses, uncertain about where they should buy supplies or situate factories.

Trump seems unfazed.

“Tariffs,” he said, “are a beautiful thing”.

Congress was already showing signs of wariness, especially over Trump’s decision to dust off a little-used provision of trade law to slap tariffs on trading partners.

Congress is considering bipartisan legislation to weaken the president’s authority to declare national-security tariffs.

Giant 40,000-year-old wolf head found NZME A 40,000-year-old detached wolf head – with its brain intact – has been found in Siberia by scientists.

The snarling wolf head measuring 40cm long – about half of the full body length of a modern wolf – was discovered preserved in permafrost in Siberia.

The prehistoric remains were found by a local man named Pavel Efimov in the summer of 2018, between June and August, in a remote area near a river – but the find has only just been revealed.

The 40,000-year-old wolf –

dated by Japanese scientists – was fully grown at two to four years old when it died, and it still has its thick mammoth fur and extraordinary fangs intact, reports The Siberian Times.

The reason for the wolf’s head being detached is unknown, al-

though scientists said it is unlikely to have been a trophy of a hunter as mankind only arrived in this part of northern Russia around 32,500 years ago.

“This is a unique discovery of the first-ever remains of a fully grown Pleistocene wolf with its tissue preserved,” said Russian scientist Dr Albert Protopopov.

“We will be comparing it to modern-day wolves to understand how the species has evolved and to reconstruct its appearance.”

The DNA examination will take place at the Swedish Museum of Natural History and

the discovery was announced in Tokyo, Japan, at the Woolly Mammoth exhibition.

Alongside the wolf head, scientists also presented a well-preserved cave lion cub named Spartak, which was found around the same time.

“Their muscles, organs and brains are in good condition,” said professor of paleontology and medicine Naoki Suzuki, who studied the remains with a CT scanner.

“We want to assess their physical capabilities and ecology by comparing them with the lions and wolves of today.”

Perry, Swift end feud Katy Perry and Taylor Swift have apparently ended their feud. Katy Perry posted a photo of a bunch of cookies with the words “peace at last” written on the plate. She shared the image with the caption “feels good”, tagging Taylor Swift on Instagram. The geotag of her photo was also “Let’s Be Friends”. Taylor Swift commented on the photo with heart emojis, while it was confirmed that Swift made the cookies for Perry. The Instagram comes just weeks after fans noticed that Swift had added Perry’s new song Never Really Over to her personally curated Apple Music playlist.

Swift and Perry’s feud has been publicly documented over the past decade.

Open the door on domain plans A

decision to discuss the future of a very public facility, such as the Ashburton Domain, behind closed doors should raise a few eyebrows in the community.

No doubt that decision was made for what were believed to be the right reasons, but when it comes to the domain – our domain, one might have thought every debate, discussion, batting around of ideas should have been public property. It must be one of the few development projects where there is absolutely nothing that is not for public consumption.

However, when Ashburton District councillors discuss options for the domain’s development at today’s service delivery commit-

tee meeting, they’ll be doing so during an in-committee, public excluded session. The reason given is that, apparently, there’s an element of commercial sensitivity involved and that means it complies with section 7(2)(h) under the Local Government Official Information and Meetings Act. This particular clause states that a public excluded meeting can be held if the withholding of information is seen necessary to enable a local authority holding

the information to carry out, without prejudice or disadvantage, commercial activities.

One could question how any aspect of any activity on this very public piece of land could be deemed commercially sensitive.

There are no businesses run from the domain, its use is community use and while there may be leases or occupancy rights in place for a bowling club, and the sports of hockey and tennis, with their pavilions and fields or courts, none of those could, by the wildest imaginings, be deemed ‘commercial’.

The domain belongs to every person in this district and it’s something surveys show we feel very passionate about. It rates highly in every survey of council

facilities and it’s a place we all want the best for.

And given councillors have already gone out asking for ideas for its development from the district’s youth during a forum last month, one would have thought the community already feels a sense of investment in the domain’s future.

One has to ask why even these initial discussions need to be closed-door discussions. Yes, we know further down the track plans will be part of the community consultation process, but the community would no doubt be keen to see all all ideas that were on the table, to hear discussions and to understand why some made the cut and others did not.

It’s our second attempt at

creating a development plan with the first shelved after community consultation in 2015. The stumbling block then was the need to change entrance ways because of the high traffic volumes at the Walnut Avenue and West Street intersection. Nothing’s changed there, except the situation is now a lot worse.

Plans for the domain this time round will still need to deal with access and egress issues and it’s clear the West Street/State Highway One one will have to come off the options table. No secrets or commercial sensitivity there.

This is election year and on this issue, as with any issue of high community interest, it would be useful, as voters, to know who supported what – and why.

Decriminalising cannabis

n a Mike’s Minute commentary this week, Mike Hosking told his listeners and readers that the government’s Wellbeing Budget “subscribed $1.9 billion to mental health, and yet the next move is to decriminalise a substance directly linked to psychosis”.

“How mad is that?” he demanded. “How many health professionals do you need to hear from to make up your mind about the madness?”

The answer to these questions can best be found in He Ara Oranga: the Report of the Government Inquiry into Mental Health and Addiction, which, as the NZ Herald observed on its release in December, is the most comprehensive report of its kind in a generation.

The expert panel that delivered the report did not rail against decriminalisation of drugs. It did the opposite. Its list of recommendations called for the replacement of criminal sanctions for use and possession of drugs with civil and health responses.

This position, the panel explained, was the fruit of a national consultation process, where “in relation to illicit drugs, we heard how their illegality poses a barrier to seeking help and how a criminal conviction for drug use has far-reaching impacts across a person’s life.”

The authors also observed that “criminalisation of drugs is widespread around the world, yet it has failed to decrease drug use

or the harmful effects of drug use and has contributed to social issues such as gangs’ involvement in the supply of drugs, prison overcrowding, unemployment and family separations”.

As a group, the panel represents several of the most distinguished health professionals in the country – a Health and Disability Commissioner, a Families Commissioner, a director of the Mental Health Foundation. Its call to end drug criminalisation was based on more than 5000 submissions, many of them from people at the frontlines of mental health work.

The call is firm, explicit and reiterated in the text. And it’s one that the people Hosking characterised as “those of us who work in the department of common sense” should contemplate.

But what Hosking was fulminating against in his comment was not actually decriminalisation, but the proposal for legalisation and regulation of cannabis that New Zealanders will be asked to vote on next year.

It’s a common enough mistake for people who have not paid attention to the detail, if perhaps one that public commentators should seek to avoid.

The problem with only decriminalising a substance as widely used as cannabis is in New Zealand (where the majority of us use it at some point in our lives) is that you’re leaving production and supply in the hands of criminals.

You might have curbed one set of harms, those associated with criminalisation, but you’ve left

yourself no tools to address the others.

Criminals rarely ask for proof of age and they’re not fussy about dose or purity.

Nowhere that cannabis has been legalised – not Uruguay, Canada or any of the US states – has the population ended up “all stoned” as Hosking thinks New Zealanders would be.

The fact is, most of the people who use cannabis are already using it.

In Colorado, youth use has been stable since legalisation in 2015, interrupting a rising trend – and, thanks to an education campaign, heavy use by teenagers, which we know to be harmful, has declined.

In the first full quarter of legalisation in Canada, a rising trend in youth use has also been, at least for now, halted. The modest increase in first-time use – 3 per cent against 1.5 per cent in the same quarter in 2018 – has been entirely among older Canadians.

What has been proposed in the Cabinet paper foreshadowing the referendum question is closer to Canada than Colorado and more conservative than either.

The Ministry of Justice team working on the details is seeking to learn from what has worked best in other jurisdictions, not only in banning advertising and imposing age restrictions and product safety rules, but in the best ways to take the market away from organised crime.

It may also regulate potency, which is another key area for reducing harm.

Under prohibition, since the 1970s, THC levels in cannabis have risen sharply – and the ratio of THC to CBD, the cannabinoid with anti-psychotic properties, has fallen far out of balance.

A good deal of the harm attributed to cannabis is related to that trend. It’s a trend the black market will never reverse – supply will be dominated by what medicinal cannabis campaigner Rose Renton calls “rocket fuel” weed.

It is, however, a trend that regulation – and canny tax treatment of higher-CBD strains – could change.

Drug policy is already changing in New Zealand.

In response to the recommendations of the Mental Health and Addictions Inquiry, a new amendment to the Misuse of Drugs Act will direct police discretion towards health-based, rather than criminal, responses.

Next year, New Zealanders will get to choose whether to do more, and seek to exercise some control of the way cannabis is sold.

That decision should be informed by an attention to evidence, rather whatever we fancy “common sense” to be. And it would be better made without commentators purporting to speak for medical professionals but saying the polar opposite of what those professionals actually believe.

Tough year doesn’t deter growers A Canterbury family partnership has claimed this year’s top award in the United Wheat Growers competition, New Zealand’s premier grain-growing awards, showcasing the best of the country’s grain growers’ efforts.

Earl Worsfold of Darfield claimed not only the top award, but also won the feed wheat section of the competition where growers have the opportunity to enter across all five wheat processing divisions – premium, milling, biscuit, feed and protein.

The competition is a highlight on the arable farming calendar and provides an opportunity for the industry’s best operators to pitch their best cropping efforts against their peers.

Worsfold farms in partnership with his parents Syd and Trish on 400ha, including 260ha Earl leases from a neighbour. They typically sow about 200ha a year in wheat, with Earl’s focus being more on feed grains.

The win is a welcome second award for the family, with Syd being awarded Federated Farmers’ arable farmer of the year award last year, marking 30 years of commitment to the sector.

The win was also particularly rewarding for the Worsfolds with long-time grower Syd having judged the competition over a number of years and experiencing a particularly tough season the year before.

“But this year things seemed to line up well for us in what was quite a difficult start,” Earl said.

“The crop got away well, but then we lost a lot of sunlight over December, which set things back a bit. However, we picked it up and the winning crop came off our dryland crop – this season I think dryland farmers would have done as well as irrigated.”

The Worsfolds managed to enter a 13t/

ha winning crop using the Graham hybrid, one Earl says has more than proven its worth.

“We just look at the FAR trial results when selecting and this was one that definitely stood out. It’s been pretty exceptional for us, the seed weighed well and every truck that collected the grain was very full.”

Competition judge Tim Dale said the

growing season had in some ways been the opposite of the year before, with significant wet, overcast periods leading up to early January.

“The long spell of overcast conditions was not good for ripening and also brought significant disease challenge to crops. This did tend to reflect in the end result this year, with average wheat yields down about 2t/ha, or about 20 per cent.”

He said many growers would have been disappointed with their final yields and quality, but the challenges were typical for this season.

“Overall growers did exceptionally well, given the circumstances. As judges we saw a lot of shrivelled grain alongside the reduced yields. But at harvest time the weather was good which certainly helped, grain moisture was good and test weights were good too considering the earlier conditions.”

Ruralco seeds sales manager Craig Rodgers said the competition helped set good benchmarks for growers to aim at and for the traditionally low-profile sector to show off its best work.

“Something we also noticed this year was the number of new younger arable farmers who are taking an interest and participating in the competition. It’s great to see new blood in the industry wanting to show what they can do, and it was a tough season to step up in.”

He said feedback indicated individual farm location and soil type had a greater impact than usual this year on crop quality and yield among competition entries.

UWG board member Guy Wigley said it was heartening to see how growers had opted to continue to support the competition, despite it being a season when putting the best crop forward was more challenging than usual.

“I think farmers’ expectations have become quite high now and that reflects the level of skill and experience we have in this sector, operators are among the best in the world.”

Wigley said he was delighted to see the Worsfolds take out the top award and it came at a time of renewed optimism within the arable sector.

“We are now experiencing better prices than we have seen for several years. They are putting our growers in a far more sustainable position compared to even 18 months ago.

Aorangi YF needs your vote

North Otago farmer Alan Harvey will carry the hopes of the Aorangi region with him to the grand final of the Young Farmer of the Year competition.

Mid Canterbury people are being urged to get behind Aorangi Young Farmer Alan Harvey, who will be representing the region at this year’s Young Farmer of the Year competition in the Hawke’s Bay next month.

All seven farmers at the national grand final also compete for a people’s choice award, where rural communities can be fiercely loyal and vote online for their young farmer.

The contestants have set up special Facebook pages after a marketing 101 to raise their profile.

Harvey is a farmer from North Otago, where the 28-year-old’s family farm has 500 border-romney cross ewes, 150-200 trading cattle and arable crops.

He has ambitious plans to double the flock, with the breed well suited to the rolling dryland property the Harvey family has farmed since the late 1800s.

Lambing starts soon and Harvey is expecting a few on the ground before he heads to the grand final.

It’s been a hectic few

months for the Five Forks Young Farmers member since he won the Aorangi Young Farmer of the Year title in February.

He started a new job in March as operations manager at Borst Holdings Limited in North Otago.

The privately-owned company operates four largescale dairy farms and a runoff.

The dairy farms cover a combined area of 992 hectares and milk 3500 cows.

Harvey is responsible for adding technology to the business, compliance, nutrient management, staff and helping to improve all aspects of the operation.

Prior to moving into the dairy sector, Alan worked for Oamaru-based Agri Planz and was also an agronomist for Agriseeds covering the Otago and Southland regions.

The FMG Young Farmer of the Year 51st Grand Final runs from July 4-6.

Blackcurrant benefits A new study by scientists at Plant & Food Research has found that an extract from New Zealand blackcurrants could offer benefits for people with an active lifestyle.

The study, just published in Frontiers in Nutrition, contributes to the mounting research around the benefits of anthocyanin-rich New Zealand blackcurrants on exercise recovery and post-exercise immune function.

“The growing body of research suggests that consumption of New Zealand blackcurrants may have real benefits for those living an active lifestyle,” Dr Roger Hurst, biomedical scientist who leads the team at Plant & Food Research, said.

This new study looked at the minimum serve size required and found that consumption of a single serve of 1.6mg of New Zealand blackcurrant anthocyanins per

kilogram of bodyweight taken one hour before exercise had positive effects on exercise recovery.

According to this study, the benefits are unlikely to be attributable to the antioxidant properties of the extract and more likely due to the blackcurrant extract activating adaptive defensive pathways in cells and tissues.

A separate pilot trial explored the effects of the New Zealand blackcurrant supplement on immune function, which can be compromised following prolonged or intense exercise.

The researchers looked at neutrophils – the body’s first line of defence against infection – and found that consumption of the New Zealand blackcurrant extract one hour prior to exercise preserved circulating neutrophil function.

Richlister’s advice: Four-day work week

By Damien Venuto Kiwi Richlister Andrew Barnes says that if the Government is serious about wellbeing then it needs to do more than simply pour more money into areas of concern.

In an open letter to Prime Minister Jacinda Ardern, the Perpetual Guardian boss applauds the Government for committing an unprecedented level of resources to mental health, family welfare and transforming the economy, but then questions whether this is enough.

“While significant commitments were made, these were still reactive, responding to the pressures of the modern world rather than dealing with them at source,” Barnes said.

He questions whether there isn’t perhaps an alternative strategy that could address all these concerns and, in turn, make the need for “a future Wellbeing Budget redundant”.

His answer is to rethink the way and the amount that New Zealanders work on a daily basis.

As the first prominent businessperson in New Zealand to adopt the four-day week, Barnes

believes there could be merit in employing this policy at a Government level.

In the 16 months since first implementing the four-day week at his business, Barnes says he has garnered a far better understanding of the human cost of work in the age of the gig economy and 24-hour commerce.

“We talk about working smarter, not harder, but too often that is shorthand for a reliance on the digital devices that are making it impossible to separate our work lives from our home lives.”

He says the focus in the workforce should shift from the number of hours worked to what is actually produced during those hours.

Evidence from Barnes’ early tests into the four-day week showed that productivity among workers improved, along with the overall happiness of staff.

“It is clear from our discussions with business and leaders from around the world that the emphasis we placed upon maintaining productivity rather than just focusing on work-life balance has resonated and has been given credibility by the independent research we commissioned to as-

What’s more is that New Zealand also lags behind when it comes to paid holidays.

According to 2018 figures, New Zealand’s 20 paid holiday days lag behind France at 30, as well as Norway, Finland and Sweden at 25.

It’s also worth noting that almost three-quarters of British workers claim they could do their job to the same standard in four days, according to a survey commissioned by the Government.

And the British Labour Party has also recently commissioned a study into the viability of a shorter working week for public sector workers.

“Overseas, companies in eight countries have implemented a four-day week, with the US, the UK and Australia leading the charge,” Barnes said.

Whether the policy spreads is yet to be seen, but Barnes believes that New Zealand could play a leading role in challenging the status quo of the working week.

New Zealand’s net migration rate for the year to April 2019 rose to 55,800 from 50,200 in April 2018 – up more than 10 per cent.

A new statistical model has meant some ongoing revision to the figures, but the latest data indicated a “second wind” for net migration was still in play, said ASB senior economist Mike Jones.

If it continued it could have implications for the Reserve Bank’s assumptions about the economy which are based on falling net migration, Jones said.

Annual net migration has remained at high levels since the December 2014 year, StatsNZ said yesterday.

“Since late 2014, annual net migration has ranged between 48,000 and 64,000,” population indicators manager Tehseen Islam said.

“The only previous time net migration was at these levels was for a short period in the early 2000s.”

There has been some ambiguity about net migration data since Stats NZ switched to a new “outcomes”-based methodology – based on electronically recorded arrivals and departures rather than the stated intention of migrants.

But Stats NZ chief demographer Kim Dunstan said the model being used to make estimates was now into territory where it could be considered robust.

“Annual arrival and departure data are subject to notably less revision at 5–6 months after the reference period,” he said.

“By this time there is more

certainty about whether travellers are short-term or long-term (migrants), according to the 12/16-month rule.”

The outcomes-based measure was introduced in September last year.

Where the peak in net migration numbers had previously been recorded at 72,000 in mid-2017 (right at the height of the election campaign) the new data says the record was just 64,000 set in mid2016.

Dunstan described the change as being from “having very precise but not necessarily the most accurate numbers to having something that has uncertainty, at least initially, but which is a more accurate measure because it’s based on actual outcomes”.

Given the time it takes to be sure someone really has stayed long term, it is generally considered that it takes 12-16 months before you can be 100 per cent sure of the data.

But in order to maintain a timely flow of data, Stats NZ is modelling the results which are expected to get more robust as the months pass.

That uncertainty saw StatsNZ yesterday revise its provisional estimate of net migration for the November 2018 year is 51,200.

“Interpreting monthly net immigration data remains difficult,” ASB’s Jones said.

“Monthly net immigration inflows ticked up in April, but only because prior months were again revised lower. This nevertheless continues the reported net immi-

gration ‘second wind’ in play since mid-2018.”

“The longer this reported upswing goes on the bigger risk it is to our and the RBNZ’s expectations for net immigration to trend lower over the next few years,” Jones said.

Jones said he expected the RBNZ wil continue to look through the upswing for now but he noted that it was something with the slowdown in housing and consumer spending had been attributed.

For the year ended April, 2019, (compared with year ended April 2018) provisional estimates were: ■■ Migrant arrivals, 151,000, up 7 per cent ■■ Migrant departures, 95,100 up 4 per cent ■■ Annual net migration gain, 55,800, up from 50,200.

For migrant arrivals in the April 2019 year, New Zealand citizens were the largest group with 35,900 arrivals. The next largest groups were citizens of: ■■ China: 18,500 ■■ India: 13,800 ■■ Australia: 8600 ■■ South Africa: 8200 ■■ Philippines: 7800 ■■ United Kingdom: 7500 For migrant departures in the April 2019 year, New Zealand citizens were the largest group with 46,100 departures. 60ml vegetable oil 2 eggs 1 box Free From Gluten Pizza Dough Mix 1/2 t vanilla essence 2T caster sugar, plus 1/4 cup for cinnamon sugar 1/2 t cinnamon, plus 1T for cinnamon sugar Spray oil ■■ Preheat oven to 205°C (180°C fan forced).

■■ Line 2 baking trays with baking paper.

■■ Follow the instructions on the Free From Gluten Pizza Dough Mix box, but add in 2 tbsp sugar, 1/2 tsp cinnamon and vanilla essence before mixing.

■■ Put the mix into a piping bag and pipe 10-15cm lengths of dough onto the lined baking trays.

■■ Spray piped dough with oil, then place in oven for 10-15 min or until golden brown. To make the

Club news 14 Ashburton Guardian Ashburton Citizens Association At the May meeting a variety of topics was discussed including updates on matters that had previously been brought to members’ attention and the ongoing structure and focus of the Association.

The mayor, Donna Favel, attended for part of the meeting and was able to tell us of the plans relating to the domain development, stockwater, climate change policy and immigration. Members had lots of questions and debate about these matters.

The AGM will be held on June 20 at 7pm in the MSA Meeting Room off the Burnett Street entrance.

The guest speaker will be Hamish Riach, CE of the Ashburton District Council and there will be a chance to have him answer questions. Supper will be provided and all members of the public are invited.

Ashburton Golf Club Club champs qualifying round three last weekend, and young Paul Houston came to golf in his mask and striped jumper and promptly burgled a net 69 off the longest and hardest course we have had for a while. Gordon Bird chimed in with a 71 as well to come in second place.

The grades are taking shape now with most of them oversubscribed, so you will need to have two good scores to get in.

Grades get settled, on the fourth qualifier which is late July. If you do not wish to play in the match play please let Matt know so he can take you out of the field.

This Saturday another stroke round with qualifying for Presidents trophy match play. Again if you cannot play in the matches for the following four weeks, please let Matt know so somebody who can, does not miss out.

While we are being serious. Rakes in bunkers, there is a directive from the Match Committee. Please, after raking, put the rake back in the centre of the bunker, head forward handle back. This is to allow the ball to roll to the bottom of the bunker giving players a chance of getting a shot out.

If the rake is left under the lip and the ball is trapped there, you have got no chance, so please think of players playing behind you, it is not hard to do.

Last Sunday the pennants boys were at it again. Hamish and the Holmes boys had a great win, Davo led the Redpath in Hoppy’s absence and led like General Custer, to a massive defeat. Shane’s team in the Moyes had a great result, getting a bye, so well done boys a great half.

Tom’s Patterson boys had a setback after hitting a speed bump in Mayfield and are now struggling to reach the semis, but the other Patterson team stormed to the top of their league with a massive win over previous leaders Fairlie.

Now I am not about self-praise, you all know this, but when the captain sees the opposing team sporting a gun professional player, how many would say “Ok boys I will take this one”.

So captain Blythe fell on his sword allowing the other players easy wins. The word hero is banded about willy-nilly these days, hopefully I can keep my place for the last round robin game, it would be a travesty.

Ashburton Photographic Society At the start of May members were entertained with a talk by Geoff Cloak from Timaru.

He is a well-known photographer, and while travelling around New Zealand with his wife and camping in his car (the ultimate in freedom camping from a Kiwi perspective) had a very entertaining show for us titled End of the Road.

This title could be interpreted many ways and Geoff explored a great number of them. He was able to regale us with many funny stories of his travels along with beautiful photos.

Our Photojournalism Competition was kindly judged by Matt Markham, editor of the Ashburton Guardian. The criteria of this competition is that each entry has to be of a standard to be used in a newspaper, magazine or advertising.

It was very pleasing to hear from Matt that the entries he judged would be suitable to appear in the Guardian, some will in future additions in Your Place.

He also spoke about the changing face of photography in journalism, no longer is there a dedicated full-time photographer, now reporters have become photographers as well. We were pleased to hear they are using digital cameras and not cellphones!

The prizegiving ceremony will be at the Ashburton Museum on Friday, July 19 at 2pm, the mayor will be present. Entries have started coming in.

The assignment for the meeting was “Tomorrow is a New Day”. Members wrote of darkness, depression and grief, trapdoor, smile and remember tomorrow is a new door, love and laughter and on my own.

The instant exercise was to include the words cat, pumpkin and porridge. Members wrote of neighbour’s cat and kittens, trick or treat, pumpkin soup, pumpkin pie and pumpkin porridge.

The meeting concluded at 2.45pm with a word exercise and the serving of afternoon tea.

Run and Walk Ashburton Throughout the week runners met on Tuesday and Thursday evening with Joe Ford leading them through lactate threshold and VO2 max training.

Despite the chilly evenings great numbers turned out with impressive times recorded on both evenings.

The conditions were ideal on Saturday June 8 for the annual Norrie Cup Cross Country Championships, the sun was shining, however it was accompanied by a chilly wind.

Competitors soon warmed up with great competition taking place.

The cup was donated by Alfred Norrie of Timaru around the early to mid-1920s making this an important event on our calendar for both Ashburton and Timaru members.

Starting and finishing at the Tinwald Hot Rod Club Rooms on a new 2km loop course, there were many turns which kept it interesting and meant you could keep an eye on a fellow competitor!

We appreciate the support Run Timaru give, by travelling to join us. Ashburton Club are well known for putting on a fantastic afternoon tea along with Joe Ford’s delicious mulled wine, always a bonus!

Target Shooting Mid Canterbury Last Thursday saw round three of the National District Championship and our Titans team emerged with a 14 to nil win over Hutt Valley Wasps and a narrow 8 to 6 win over Auckland Jaffas.

Best for our team was Shania Harrison-Lee who earned three bonus points for her 200.14 shooting as a junior in the open team.

Sandy Bennett who had three 99s for a total of 297 just headed off Nina McKenzie on 296 with the only other 100.

In the friendly match against Southland Stags competed at the same time our teams won the open grade and junior team but were soundly beaten in the composite team.

Overall score favoured the Southlanders but we took a points win 11 to 5.

It was a quiet weekend with no open championships attended by our members.

Perhaps they are saving themselves for this weekend with the Christchurch Open being held on Friday night and Saturday and our own Coronation Open Champs on Sunday.

Not forgetting that our friends in Balclutha have extended an invitation to attend their South Otago open as well.

There were some good scores from Coronation Club members on Monday, Colin Taylor led off with a 99.5 setting the bar high. Sandy Bennett followed with 100.5 and then Nick Stewart topped that with a 100.9.

Tuesday night for the Phoenix club was down a bit in numbers resulting in the unusual situation where there were more coaches than shooters.

But every cloud has a silver lining and the opportunity was not wasted for some quality one-on-one coaching. Madison Tourle and Jack MacIntosh gaining much

from the experience. Good luck to those competing this weekend.

Tinwald Branch New Zealand Red Cross The branch meeting was held in the Tinwald Hall on June 4.

President Pat O’Brien welcomed members and also Kathy O’Neill Red Cross Humanitarian Services Engagement Manager for Mid-South Canterbury.

Members said the Red Cross Principles.

Birthdays were acknowledged especially Ailsa Lovett’s who celebrated her 90th birthday on the 6th and members will visit her.

Funds were distributed to various New Zealand Red Cross programmes including International Programmes, Refugee Programme, People Savers Programme and the NZRC general fund.

The Knitting Project will have approximately 140 pairs of fingerless mittens to distribute to new entrants in some Mid Canterbury schools and the knitters were thanked for their efforts.

Details for the spring raffle was decided.

Members were reminded that the next meeting is the annual meeting which will be a lunch meeting beginning at 11am on July 2.

The formal part of the meeting closed and Kathy O’Neill spoke of her Red Cross role as part of the Red Cross team.

She encouraged us all to have an Emergency Grab Bag in case we have to leave our homes suddenly in case of an emergency or disaster.

Also, if we have a vehicle, to always have the fuel tank at least three-quarters full.

Margaret Blair thanked Kathy for her informative talk.

The raffle was drawn and the sales table did a brisk trade followed by afternoon tea.

Wakanui WI Wakanui WI’s May meeting was held in the Sinclair Centre with a pleasing number of members attending.

Motto for the month was “The past is like using your rear vision mirror in the car – it is good to glance back and see how far you have come but if you stare too long you will miss what’s in front of you.”

President Juliana Protheroe conducted the meeting with minutes of the last meeting taking very little time as they are circulated to members by email to all but two members.

This month’s display was a holiday photo with some interesting destinations.

Members were thanked for supplying biscuits to Age Concern Ashburton’s 206 Club.

Final arrangements were made for catering at the Wakanui Ploughing match. Entries for the Federation Cup Day on June 28 were discussed and members volunteered to enter teams for the Quizco.

Notice was also given for a Federation Sewing Workshop in July.

Speaker for the afternoon was Bob Girvan who spoke on High Country driving in a 4x4 with a group of friends. We watched a video with some amazing scenery and then a Power Point presentation showing more steep roads and river crossings.

Barrett off to the Blues?

NZME All Blacks first-five Beauden Barrett could be about to make a shock move from the Hurricanes to the Blues, a transfer a long time in the making and which would have a huge impact on the fortunes of both franchises.

The two-time World Rugby player of the year was close to joining the Blues in 2016, instead signing again with the Hurricanes, where he has been since 2011.

But it is understood the underperforming Auckland-based franchise have never given up luring the quality playmaker north and will privately hope they have done enough to get him over the line this time.

Barrett is the one key All Black yet to declare his intentions after this year and initially wanted to announce his re-commitment to New Zealand Rugby alongside Brodie Retallick, who released his contract news yesterday.

The longer the 28-year-old Barrett, who has played 73 tests, leaves it to confirm his intentions, the more likely it is that he will be joining the Blues because he will be aware any impending move will serve as a potential distraction to the Hurricanes, who play Leon MacDonald’s side in Wellington on Saturday, and have already qualified for a home quarter-final.

Confirmation of his exit would be a huge blow to a franchise who won their maiden championship in 2016 Asked for comment, Blues chief executive Michael Redman issued a one-line statement which said: “Our policy remains unchanged that we never comment on speculation around player or staff recruitment.”

The Blues have sought a quality No.10 for many years, but for various reasons have either failed to recruit one – Barrett, Dan Carter and even former England international Jonny Wilkinson have turned them down – or develop their own. It is the one major reason why they haven’t won a Super Rugby title since

2003. A complicating factor is that even if he does move north, Barrett won’t play for the Blues until 2021 because he is planning to take a sabbatical next year. That could involve playing in Japan or Europe, or simply taking some time off.

Late last year reports emerged out of France that clubs were willing to pay upwards of $2 million a year to lure Barrett to Europe.

The Blues, who have missed out on the Super Rugby playoffs for the eighth straight season, currently have three first-five options – Otere Black, Harry Plummer and Stephen Perofeta.

Last month, Hurricanes head coach John Plumtree told Radio Sport’s D’Arcy Waldegrave his discussions with Barrett about

his decision had been positive.

“First prize for us is that he stays at the Hurricanes in some capacity,” Plumtree said.

“There might be a sabbatical involved or he might decide to go and play overseas. The chats that I’ve had with him have all been pretty positive around playing for New Zealand Rugby and his future in New Zealand Rugby, so I think we can probably wait for the rest.”

Barrett recently told Radio Sport Breakfast he hoped to be able to announce his plans soon.

He said when re-signing with New Zealand Rugby and the Hurricanes in 2016: “I love playing for the All Blacks and representing my country in the black jersey and I’m loving my footy at the moment.

“The All Blacks are an incredibly special team to be part of and I’m looking forward to playing my role and adding my small part to the legacy over the next few years.

“As well, with the Hurricanes, we’ve built a great culture at the club and it’s an exciting time to be involved with a great bunch of guys and a quality coaching staff.

“Next year I’m looking forward to doing everything I can to help build on our success this year.

“I’m also a proud Taranaki man, proud of my roots and stoked to be recommitting to my home province.”

Barrett married long-time partner Hannah Laity on Rakino Island, near Auckland in January.

Brodie Retallick has confirmed he will remain in New Zealand until the end of the 2023 season, extending his contract with the Chiefs and New Zealand Rugby.

Under the terms of the deal announced yesterday, Retallick will leave New Zealand at the end of the year and play two seasons in Japan’s Top League in 2020 and 2021, with an extended family break in between. He will then return to rugby in New Zealand in May 2021 and play through to the end of the 2023 season.

A Rugby World Cup 2015 winner and the New Zealand and World Player of The Year in 2014, 28-year-old Retallick is now into his eighth season of professional rugby and been a powerhouse player ever since making his professional debut as a 21 year old in 2012. He played his 75th Test in the last game of 2018 and is the latest of a number of leading players who have committed long-term to New Zealand Rugby.

Retallick said: “It has been a big decision to make, but I’m grateful to be able to have the opportunity to head over to Japan and experience not just the rugby but for my family and to be immersed in another culture.

“I’ve been playing high-octane rugby with the Gallagher Chiefs and All Blacks since 2012, and while I’ve loved every minute of it and my workload has been managed well, I’ve decided to give my body a break from the New Zealand game, so that ultimately I can extend my career here.

“I’m lucky enough to work with a great group of people in both the Chiefs and All Blacks – they’re two teams I love to play for – so I look forward to returning in 2021.”

Retallick said he has also resigned with Hawke’s Bay Rugby.

“Even though I haven’t played for the ‘Mighty Magpies’ for a few years, I do want to acknowledge my connections to Hawke’s Bay and thank them as well for their support.”

We’re 99 days out from the Rugby World Cup NZME With 99 days out from the Rugby World Cup, All Blacks great Mils Muliaina says it’s about this time of year that players start to worry about whether they’ve done enough to make the squad for the tournament.

Hopeful All Blacks have potentially one more round of Super Rugby games to impress Steve Hansen and selectors before the playoffs begin next weekend.

Muliaina, who played 100 tests for the All Blacks, took part in three World Cup campaigns. His first two featured early exits including

the 2007 shock loss to France in Cardiff, before he was part of the successful 2011 squad.

Muliaina reflected on Radio Sport Breakfast what goes through your mind as a player at this stage of the year with the World Cup looming.

“In a World Cup year during Super Rugby you’re thinking ‘I hope I make that cut at the end of the year’ and I know they’re about to name the team next month … there’s excitement but there’s also that sort of feeling, especially if you’re an incumbent, that hopefully if you haven’t hit some good form that the selectors still feel a

need to pick you. “Certainly in my case there was a period in 2011 I had a few injuries and I was sort of hoping that leadership role would come to fruition and thankfully enough it did.”

The former Chiefs and Blues fullback/utility said of the current crop of All Blacks, the pressure was probably most on winger Waisake Naholo who only just returned from a serious knee injury for the Highlanders weekend.

“The obvious one, probably because he’s been out with injury for a very long time, is Waisake Naholo. He came back last week and scored two tries. Shows just how

good he is.”

“There’s uncontrollables. The fact you’re injured. Sometimes you put yourself under so much pressure, you get yourself out there way too early and then all of a sudden you do something again like Kevin Durant did in the NBA finals. So those are the worrying things that guys have on their mind – ‘perhaps haven’t shown enough during the year to get myself picked’,” Muliaina said.

The All Blacks’ 31-man squad for the Rugby World Cup in Japan will be revealed in August. The side’s first test of the tournament is against rivals South Africa on Sep-

tember 21, a day after the tournament opener between Japan and Russia.

Muliaina picked one bolter for the squad – Crusaders winger Sevu Reece who leads Super Rugby with 13 tries this season.

“It’s hard not to go past a bolter like Sevu Reece and what he’s done. He brings the x-factor. It’s really down to do they want to take two specialist wingers opposed to one specialist winger who is definitely on the list who is Rieko Ioane. Then you have someone who can cover the other positions. The makeup is huge. Sevu Reece for me has been spectacular this season.”

Warriors challenged NZME Roger Tuivasa-Sheck has put the challenge to his Warriors teammates to lift their individual performances after being humbled by the Melbourne Storm last week.

With a 4-8 record through their opening 12 games, the Warriors have made their worst start to an NRL season since posting the same record in 2000.

“Individually, know where to look back at that game. That’s all you can do; just look back at the errors you made and where you can be better this week,” Tuivasa-Sheck said on where the side could improve.

“The boys started that game really well, but unfortunately we couldn’t finish it off. We didn’t do too well in the second half so it’s about finding where you could be better and bringing it this week.”

The Warriors took a 10-8 lead into the halftime break, before being run off the park by the competition leaders who scored

24 unanswered points in the second half.

Speaking after the game, coach Stephen Kearney noted his team didn’t dig their heels in to make it hard for the Storm and the score line reflected that.

“It’s disappointing,” Tuivasa-Sheck said of the performance. “We just didn’t match the intensity that Melbourne had.

They took it up a gear and unfortunately not many of us went with them, but we’ve addressed that.”

The Warriors will be playing for more than pride when they visit the Gold Coast Titans, with veteran forward Adam Blair playing in his 300th NRL game.

The Warriors won the reverse fixture 26-10 back in round four in a game that sparked a run of impressive form during which they picked up three wins and tested some of the best teams in the competition. However in recent weeks the side has regressed, with the attacking output a particular concern.

Cross-country champs crowned Run and Walk Ashburton’s annual Norrie Cup cross-country championships were held on Saturday afternoon, and among those hitting the track – which was based around the Hot Rod Club on Maronan Road – was Tam Grant. The boys’ under-16 2km event was won by Jamie Hooper in 17.40 minutes, while Hazelle Tate won the girls’ under-16 race in 20.47 minutes. The girls’ under-14 4km race was won by Angel Spooner in 17.59 minutes, while the senior women’s 6km event was won

by Ashlea Mulligan in 25.50 minutes. The women’s 35-plus event was won by Toresa Hooper, while Leanne Allnutt won the women’s 50-plus race. Sam Clements-Stewart won the senior men’s 10km race in 40.51 minutes, while the men’s 35-plus 8km title went to Barney Hoskins, and the men’s 50-plus 8km race was won by Joe Ford. For the walkers, Judith Crozier – fresh off a second placing at the Christchurch Marathon – won the 6km event, finishing in 46.33 minutes.

#CWC19 Smith out of Waratahs clash NZME Ben Smith may have played his last game for the Highlanders.

The classy All Black outside back was expected to be named in the Highlanders’ line-up for Friday night’s match against the Waratahs in Invercargill.

But he has been ruled out.

The Highlanders playoffs prospects are best described as hopeful, so we may have seen the last of Smith in a Highlanders’ jersey.

The co-captain’s troublesome hamstring has not recovered sufficiently enough for him to take his place in the 23 despite training with the team this week.

“Ben worked extremely hard to be available for his team this week, unfortunately he is still a little short of being match ready,” coach Aaron Mauger said.

Hooker Liam Coltman will play his 100th game for the team when he takes the field.

Coltman, who has only missed one game this year, has been in outstanding form all season and was recently voted player of the year at the club’s awards night.

Tei Walden is restored to the midfield and Daniel Lienert-Brown and Elliot Dixon will form part of a six/two: forward/back reserve bench for what is shaping as a season defining game for the Highlanders.

Their playoff aspirations rely on a strong winning performance against the Waratahs.

Heartbreak for Football Ferns NZME The Football Ferns have suffered an unfortunate defeat in their first match at the Fifa Women’s World Cup, with the Netherlands scoring a last gasp winner in the 93rd minute.

On the balance of play the 1-0 scoreline was probably a fair result, with the European champions dominating possession and laying siege to the New Zealand goal in the second half.

But the Ferns rearguard had successfully repelled waves of attack from La Oranje, and were oh-so-close to picking up a valuable point before Holland’s late, late winner.

Dutch substitute Jill Roord headed home, after the ball had been sent back across goal from a deep cross.

The post game review will be hard to watch, as Roord got there ahead of defender Abby Erceg and goal keeper Erin Nayler, who was otherwise excellent between the posts.

As the match wore on in the second half the Ferns sat deeper and deeper, but looked to have done enough to earn a draw.

The equation could have been so different had New Zealand been able to convert one of a handful of opportunities they created in the match.

Olivia Chance was unlucky to strike the crossbar with an early shot, and midway through the first half a long range left footed effort from Rosie White, after fine build up play, brought out a strong stop from the Dutch keeper Sarai van Veenendaal.

just after the halftime break, but miscued her shot from a Betsy Hassett cross and van Veenendaal did well to save.

Though the manner and timing of the Dutch goal will be hard to stomach, the Ferns will take some confidence from their display.

They were well organised defensively – with the Netherlands looking most dangerous from set pieces – and showed they can engineer openings at this level.

But they struggled to keep possession for sustained periods in the second half, which ramped up the pressure, though the Ferns generally contained the Dutch attack, particularly star forward Lieke Martens.

“I was happy with the performance right throughout the game,” said Ferns coach Tom

Sermanni. “I thought we were courageous, battled hard and were unbelievably disciplined.

We gave everything we could give and tactically the players did everything we asked of them. It’s a bit heart-breaking but that’s football.”

“The players will be absolutely devastated but we’re a resilient group and I’m pretty confident we’ll bounce back.

“We came up against one of the best teams in the world who have a chance to win this tournament and I think we went shoulder-to-shoulder with them.

“We can go away with a lot of confidence from this game.”

The Football Ferns take on Canada in their second match of Group E on Sunday morning (NZT).

When Mate Ma’a Tonga travel to Auckland to meet the Kiwis, they’ll be bringing some of the NRL’s biggest stars with them.

North Queensland Cowboys lock Jason Taumalolo and Cronulla Sharks prop Andrew Fifita were among the big names listed in the team’s wider squad for their test against the Kiwis at Mt Smart Stadium on June 22.

Some familiar faces for the Mt Smart faithful could also be wearing the red thread of Mate Ma’a Tonga in the match, with Warriors duo Solomone Kata and David Fusitu’a named in the squad.

New faces in the squad include John Asiata from the Cowboys, Manly’s Manase Fainu, Broncos’ centre Kotoni Staggs, Titans’ prop Moeaki Fotuaika and Rooster Sitili Tupouniua.

World Cup representatives Mahe Fonua (foot) and Ata Hingano (thumb) were in the preliminary squad but are unavailable due to injury.

Head coach Kristian Woolf said he was pleased with the squad he has been able to assemble.

“We have had a good core of players for the Mate Ma’a Tonga team since the 2017 World Cup and we have been able to add some more depth this year,” he said.

“It is going to be a huge occasion coming up against the Kiwis on their home turf at Mount Smart Stadium.

“I know these players and the wonderful Tongan fans are already excited for the event, and this squad will give us every opportunity to perform well in the test.”

The final Mate Ma’a Tonga team to face New Zealand will be named after this weekend’s NRL round concludes.

The sides haven’t met since the Mate Ma’a Tongan side toppled the Kiwis 28-22 during the 2017 Rugby League World Cup.

Kuru – I still can’t believe it NZ Racing Desk Saturday’s Awapuni race meeting marks 12 months since jumps jockey Aaron Kuru and steeplechaser Des De Jeu became the talk of the racing world and the duo will be reunited when they contest the L J Hooker Manawatu Steeplechase (4200m).

The low-key rider became a media sensation after staging one of the most remarkable comebacks ever witnessed on a racecourse.

Kuru and Des De Jeu fell at the first of 13 jumps to seemingly extinguish his prospects in a maiden steeplechase.

But showing incredible horsemanship, Kuru was able to keep hold of the horse’s reins and remount the jumper as he scrambled to his feet. Despite losing more than 10 lengths, the pair went onto win by half a length.

Video and images of Kuru’s spectacular feat traversed the world on both traditional and social media and the usually reserved horseman was thrust into the spotlight.

“It was all a bit of a blur really,” Kuru said.

“It was the first race of the day but I didn’t really reflect too much on what happened because I had the Awapuni Steeplechase and Hurdles coming up.

“I was focused on those two races but after that I had time to reflect on what happened and it obviously didn’t hit me at first but it was a great feeling.

“I enjoyed it more because my main supporter, Paul Nelson, didn’t have a single runner there but I still managed to ride two winners and two seconds on the day.”

Kuru was initially overwhelmed by the public interest in the story and the 27-year-old went to ground for a few days.

“I had no choice but to turn my phone off for a few days,” he said.

“It absolutely buggered my phone, it went berserk. Luckily (fellow jumps jockey) Matt Cropp and I went out hunting the next day and it took my mind

fere with the rest of my season because I was pretty focused on riding as many winners as I could.

“But because of what happened, Racing Victoria wanted me to go over and ride in the Grand National. They got me a couple of rides and I ended up running third in a maiden hurdle and I just missed out on winning the Grand National.

“There are plenty of opportunities for me to go over there but I learnt my craft here and I am pretty happy to stay in New Zealand.

“My partner and I are trying to set up a few of our own things here so mainly I am just focussing on New Zealand jumps racing. I love it here and it is where I learnt how to ride.”

Kuru rode Des De Jeu twice last season and greeted the judge first on both occasions, but he isn’t expecting the winning run to continue when the gelding steps out in an open steeplechase for the first time this year.

Zealand at softball and revealed he has recently ventured back into one of his favourite pastimes.

“I took a few years off from softball because I wasn’t enjoying it like I used to,” he said.

“I got back into it again over the summer at a club up in Northcote on Auckland’s North Shore. They got hold of me and managed to twist my arm.

“I actually really enjoyed it and we had a great season. I will be going back again this summer.

Between softball and riding over jumps, Kuru also rides work for Cambridge trainer Tony Pike but makes regular visits to Hawke’s Bay to ride for Nelson and McDougal.

“It actually all fits in really well,” he said.

“My family all live down in Hastings and I go down three or four times before the season starts to school the horses. I will do that on a Saturday so I can spend Sunday with my parents.

Although not a natural media performer, Kuru was the subject of numerous radio and television interviews across Australia and New Zealand and said the publicity was good for the sport he loves.

“I didn’t really want to do it but going forward it put New Zealand jumps racing on the map and in a good light as well,” he said.

“I’ve got a lot of mates that live around the world and a lot of their friends didn’t realise there was jumps racing in New Zealand. As a result we have had a few more point to point riders that were interested in coming to New Zealand, so that has got to be a positive.”

Twelve months on from the incident, Kuru, who was New Zealand Champion jumps jockey two seasons ago, was still pinching himself.

“I still don’t believe what happened, but it happened,” the modest horseman said.

Group Two winner Seventh Up will make his raceday return on Saturday when he contests the Trigg Construction (1200m) at Ruakaka.

The Shelley Hale-trained eightyear-old has been spelling since contesting all three legs of the Hawke’s Bay Spring Carnival last year and Hale said she has taken a patient approach with the son of Shinko King.

“There’s been no particular reason (for the eight month break),” Hale said. “I just wasn’t that happy with the way he was looking, so I decided to give him a long spell.

“The whole spring prep was very rushed for him, he just never quite caught up with himself. I felt like I put him under the pump, so I just wanted to give him a good break to recover.

“Since he’s come back he looks really good.”

Hale was pleased with his spring campaign last year, and is eyeing a return to Hastings next term with a particular aim towards the Gr.1 Windsor Park Plate (1600m), a race he finished fourth in last year.

While Saturday will be Seventh Up’s first raceday start in eight months, Hale was buoyed by his 935m trial win at Cambridge last month heading into Saturday.

“I’ve taken plenty of encouragement out of the 900m trial at Cambridge. It’s hard to get back and come and win and he did that,” she said.

“I don’t know how strong it was, but he did all we could ask of him. He looks really well, so it just proved that he is feeling good.

“He is getting a little bit longer in the tooth now, but he still wants to do it, so I am pretty happy with him.”

Seventh Up has drawn the outside gate in the eight horse field on Saturday and will carry 60kg in the 1200m event.

There was once a time, not so long ago, when Kayla Cullen missing Silver Ferns selection would be inconceivable. Yet here we are pondering whether the dynamic defender will play for New Zealand again.

Cullen is one of those rare x-factor talents any team craves. Once the golden girl of New Zealand netball Cullen has, at various times throughout her career, played every position on court and changed the course of many matches along the way.

Four years ago at the last World Cup she turned superwoman with a performance, inspired by pre-match criticism from Catherine Cox, that helped the Silver Ferns stun Australia at home during pool play.

Such influence has been heavily missed as the Ferns have fast faded on the international scene. In recent times, Cullen’s knee issues ruled her out of last year’s Commonwealth Games capitulation, when the Ferns finished fourth on the Gold Coast.

Ferns coach Noeline Taurua has now opted to overlook Cullen’s aggression, athleticism and anticipation at both ends of the court from wing defence for the World Cup in Liverpool in July.

In an ironic twist, Cullen will line up for a formidable local All Stars team who face the Ferns, along with the New Zealand men’s side and Fiji, at the end of this month in Auckland.

Not only left out of the 12-strong World Cup squad, Cullen was also deemed surplus to the four non-travelling reserves.

In the end restricted minutes throughout the ANZ Premiership season were not enough to convince Taurua to take a calculated punt on Cullen’s big game temperament and 47 tests of experience.

With eight World Cup games featuring in 10 days, Taurua feels she can’t trust Cullen’s body to handle the repeat load.

“It was a shame that she never got the full court time with the Stars until the last two games which was way too late to be able to monitor her properly,” Taurua said. “I don’t want to go into the worlds with uncertainty.”

Methven A need a win

Two games into the second round of this year’s Mid Canterbury Netball premier one competition, there are two teams yet to notch up a win.

And they’re teams that many wouldn’t have expected to have been in that position – Hampstead A and Methven A. Both have just a bonus point to their name at the bottom of the round two leaderboard, while up the top with maximum points are defending champions Celtic A,

and the team that was only promoted from premier two a fortnight ago, United A. In the middle, with a win and a loss to their names to start round two, are College A and Mt Somers.

What the results show, is that this year’s competition is one where no result can be taken for granted.

A few weeks ago College A came so close to ending Celtic’s unbeaten run from the past couple of seasons, in the end having to settle for a draw. But then, last

week, they lost to United A by nine goals. Methven A finished second on the table in round one, but have been missing key player and top shot Leanne Clemens, for the past few weeks, and in round two they’ve struggled.

They started the round with a surprisingly big loss to the team they lost to in last year’s premier one final, Celtic A, before suffering a shock loss to Mt Somers last week.

It was just the second win Mt Somers had taken this season.

Tonight, Mt Somers will take on

a Celtic A team that has also been missing a couple of key players in recent weeks, but that hasn’t been reflected on the scoreboard.

They’ve been able to call in some pretty talented replacements who have taken them to big wins to start round two, and it is this form they’ll be looking to continue tonight.

That game will be the feature match of the 7.30pm round, while the night’s opening round at 6.30pm will see Hampstead A face what is likely to be a tough battle from United A, and Meth-

ven A and College A both looking to bounce back from those shock losses a week ago.

In premier two action tonight, leading contenders to take on the bottom team from premier one in the promotion/relegation match which awaited at the end of round two – Southern – will take on newly promoted Hampstead C. Meanwhile, Hampstead B will take on Celtic B, the team relegated from premier one after round one, and Ashburton College B will face Methven B.
