Hundreds more Mid Canterbury buildings could need earthquake assessment under a Building Amendment Act passed last month by Parliament. The act will take effect in May 2018, and could potentially mean another 850 buildings need to be assessed, said Ashburton District Council buildings services manager Michael Wong. A desktop review in 2012 following the Canterbury quakes required 315 buildings to be assessed, and another 39 were added later. At the end of May this year, 30 of the 103 buildings identified as earthquakeprone had been demolished and 25 strengthened. “The new act suggests to increase the
construction date of 1976 to a construction date of 2003. This could potentially add another 850 buildings that will require an assessment.” Ashburton District has been categorised as a medium seismic risk zone. Under the new legislation, the threshold for defining an earthquake-prone building remains at 34 per cent of new building standards. Parts of buildings can now be assessed as earthquake prone. The timeframes for assessing and strengthening buildings in Mid Canterbury are 10 years to assess and 25 years to strengthen. Mr Wong said regulations were still under development and will be consulted on; they would likely exclude most resi-
dential and farm buildings and prioritise education and hospital buildings. He said once buildings were identified, owners had a year to provide an engineering assessment and then 25 years to demolish or strengthen. “If they fail to give us a report in time, the building will be automatically classified at the lowest reading and we would act accordingly. Buildings will be given a coloured sticker or plaque advising the public of its grading. Then it is up to the public to decide if they want to enter the building.”
