Mid Canty schools start to sign up to donations scheme

Netherby School has been among the first cabs off the rank in signing up for the government’s school donations scheme.

Principal Phil Wheeler said the email came from the Ministry of Education last week asking schools if they wished to come on board.

“I responded to it immediately,” he said.

And the answer was “yes”.

Wheeler said the school’s board had already discussed the offer, and decided it would accept it.

The scheme takes effect from next year and means the government gives schools $150 per child to cover costs associated with internal sports, buses and swimming.

Wheeler said the scheme would mean extra money for the school’s 158 pupils, and additional activities would be able to be held as a result.

He thought it was good that the ministry had tweaked the proposal so that schools could ask for funds for overnight activities such as school camps.

“The last thing you want is for schools to be in a position where they can’t ask for funds and cut their activities as a result.”

Schools have until November 14 to decide whether or not to opt in to the scheme.

Minister of Education Chris Hipkins said the government was taking significant financial pressure off many Kiwi families, with decile 1 to 7 schools able to opt in.

“We know how difficult it is for parents to afford the donations that schools requests, and the pressure it places on parents who aren’t able to afford them. Many students will now be able to get the education they need with less financial pressure on their parents.”

But schools excluded from the scheme due to their higher deciles have been critical of the initiative.

In Mid Canterbury, nine of the district’s 21 schools do not qualify.

For instance, Mid Canterbury’s largest school, Ashburton College, which has not yet made a decision on whether to opt into

the scheme, is decile 6.

If it opts in it would see a guaranteed $150 per student come to the school, instead of having to ask parents for the up to $100 per student donation each year,

which slightly less than half of parents currently pay.

However, Mount Hutt College, which is decile 9, is faced with having to continue asking parents for the donation.

Ashburton College has not yet made a decision on whether to opt into the government’s school donations scheme.

Farmers send message to Govt

Hundreds of Mid Canterbury farmers sent a clear message to Government yesterday: People matter as much as fish and swimmable waterways.

Almost 400 people from the district’s farming community, and others whose livelihoods are linked to farming, packed into the Hotel Ashburton to provide some passionate and informative feedback on the Government’s proposed tough new freshwater rules.

They wanted to see the science behind proposed bottom lines for nitrate leaching, the biggest concern in Mid Canterbury, and how destocking and other measures needed to achieve that would impact on the district’s economy.

They already know the latter, it would be lights out for Ashburton, but they wanted to make sure cabinet ministers making final decisions on the proposed rules over summer got the picture.

Eiffelton farmer Ian Mackenzie, who has been on national freshwater advisory groups in the past, said Government had simply replaced past science on healthy waterways with science more suited to their political agenda.

Bottom lines for dissolved nitrogen in waterways were simply unachievable, he said.

“Our issue is 1 milligram of dissolved nitrogen per litre is not something we can aspire to. It puts us out of business. We can aspire to 6.9, it will be difficult in the Hinds Plains but we know we can get to it. What you are pro-

posing is not innovating or tweaking, it is closing down any type of industry in this district.”

Most farmers in the region have spent a lot of time, effort and money changing farming practices to improve water quality and quantity, though it is acknowledged a few had not moved fast enough.

Ministry for the Environment’s head of water Martin Workman said the low limit for dissolved nitrogen, six times lower than drinking water, took into account the fact that fish and insects could not tolerate higher levels, while humans could.

He said some of the proposed bottom lines could take decades to achieve, though regional councils will have to have land and water plans in place with those

targets by 2025.

“Part of the proposal is working out how long it will take and the need for innovation, technology and other things over decades to come up with solutions for this.”

Compensation for farmers was not on the table, though genetically-modified ryegrass could be.

Farmers were told their feedback would make it to Wellington, but they needed to make submissions during the consultation phase, which ends on October 17.

Many consider the consultation phase too short, given farmers are calving and there are local body elections looming.

Water consultant Matt Bubb said while the proposed freshwater plan was science led, it needed to be accompanied by an assessment of economic implications.

Ashburton deputy mayor Neil Brown said farmers in this district were leading edge.

“We are environmentally responsible and doing a lot of what you are asking.”

After the meeting Mid Canterbury dairy farmer Phil Everest, who is currently trialling tools to reduce the property’s greenhouse gas emissions, said he hoped the farming community’s concerns would be relayed to the decision-maker.

“My concerns are is water to be pristine or to be able to support healthy ecosystems and will the drive to one part per million send New Zealand broke.”

He said the new freshwater rules needed to consistency across urban and rural areas for buy-in.

Sharing a special moment

The justice system proved it had a big heart yesterday when Courtney Green was admitted to the bar in Ashburton.

While her contemporaries took their oaths in a group ceremony in Christchurch, Green was given a rare dispensation to be admitted at a solo ceremony in her home town because her father Simon was unable to travel.

In an emotional ceremony, Green took her oath before Justice Cameron Mander and said achieving her goal would not have been possible without the support of her family. She paid tribute to her father for his unfailing belief in her ability to reach that goal.

“Words cannot express how much today means to my family and me. Thank you for believing in me. Dad, we did it. You are and always will be a huge source of motivation to me,” she said.

The admission ceremony was a short, but very special one, Justice Mander said.

“You are in a special professional group, the function of which is of critical importance to society.

It is central to the way we live our lives,” he said.

As an officer of the court you have an expectation to uphold the law and to observe certain standards, he told Green.

“When a lawyer falls from grace he or she falls from a great height.

The day of admission, however, was about celebration and about feeling pride in your achievement, he said.

“Being admitted to the bar is one of those milestone occasions.

It represents years of hard work and you’ve achieved a difficult and challenging goal. You have earned this day of celebration.”

There was a place in the practice of law for both passion and compassion, but it also required common-sense, Mander said.

Green attended both Mount Hutt College and Ashburton College and completed her double degree in law and criminal justice at Canterbury University.

She is a member of the 26-strong legal team working at

Christchurch Community Law that also holds fortnightly clinics in Ashburton and Timaru. It largely offers free advice to clients.

Working at Community Law reminded her every day why she chose to pursue a career in law, Green said.

“It embraces a lot of the values I share and that is why I chose law.”

Mid Canty a good place to be a young person

The majority of young people in the Ashburton District have a positive view of the area as a good place to be young, according to the YMCA South & Mid Canterbury Youth Survey.

Three-hundred-and-seventy young people aged 12-24 years from throughout the Ashburton, Mackenzie, Timaru and Waimate districts, completed the online 2019 YMCA South & Mid Canter-

bury Youth Survey, the fourth time YMCA has undertaken the comprehensive survey.

Sixty-eight per cent of respondents from the Ashburton District said it was a good place to be a young person, while 25 per cent responded unsure.

As with previous surveys, safety and having things to do are by far most important to young people when it comes to living in their district.

A healthy majority of young

people perceive there are good opportunities to find employment/ change jobs and for study/training in their district, with 67 per cent strongly agreeing in Ashburton in regards to employment, while 66 per cent also strongly agreed in regards to study and training.

However, 39 per cent of Ashburton respondents disagreed or strongly disagreed that there are opportunities for them to advance their career locally.

respondents also disagreed or strongly disagreed that there were good opportunities for social activities and entertainment in the district and the percentage increases beyond the age of 18.

Views about opportunities for employment, study/training, career advancement and social activities/entertainment become more negative with age, following a similar trend noted in the three previous surveys going back to 2014.

Crusaders coming From P1 “Obviously they are taking the philosophy of getting some of these pre-season games out into the regions and we’re really excited that they’ve chosen here for next year.

“It’s great for the town as a whole, because these opportunities don’t come along too often.”

Crusaders chief executive, Colin Mansbridge echoed the sentiments of Patterson and added that for his organisation, matches away from the big venues were vitally important to regional fans.

“The opportunity to play at the Ashburton A&P Showgrounds for our pre-season game is an exciting prospect for our club,” he said.

“We played on the West Coast as part of the 2018 pre-season, and Southbridge Rugby Club last year, so getting out to our regional fans is a great way for our players and coaches to connect ahead of the season.”

The match has been set down for Saturday, January 18, with a kick-off time to be confirmed and tickets will go on sale for the match on November 4.

Patterson said the process going forward was that the Crusaders management took over the running of the match and that the Mid Canterbury Rugby Union was on hand to assist where required.

With a grandstand and corporate area they had the capability to seat around 600 people but with ample room around the main ground, there was the potential to hold a crowd of around 5000 people.

“We have some extra seating we can obviously bring in and I’d expect we might have to considering the popularity of the side.”

Patterson also said the rugby union was grateful to the Ashburton A&P Association for the use of the ground during what is normally a very busy time.

Black-billed gulls had been known to nest on roofs previously. For example, in Christchurch at a refuse centre, the gulls and their more common cousins red-

billed gulls, nested together on top of buildings.

On top of Harvey Norman and Mitre 10 yesterday, Tomlinson and two of his staff erected the bird kites. There was one falcon, one eagle and one hawk on each building.

They had been beaten to the job by neighbouring New World, where a large black bird kite

could be seen careening in the wind.

Late yesterday the kites seemed to be working, with few gulls remaining in the vicinity.

But whether they will go straight to the river is yet to be seen. In fact, Tomlinson said they may even settle on top of other building roofs nearby in the meantime.

Firefighters often cop flak

They have had bottles thrown at them and had to call for police protection on many occasions, but Mid Canterbury’s firefighters cannot recall ending up being assaulted like an incident that allegedly happened in Otago earlier this week.

Members of the Kaitangata Volunteer Fire Brigade were addressing an incident on Tuesday and two passersby – apparently not connected with the property or incident – allegedly launched an assault on four of

Falcons, eagles and hawks are ruling the skies above Harvey Norman and Mitre 10, and have scared away Ashburton’s critically-endangered black-billed gulls.

The birds of prey are not the real thing, but are instead kites, and were erected on telescopic swivel-top poles on the roofs of the two buildings yesterday by Flick Pest Control operators.

The two stores, desperate to drive the gulls away, called in the pest controllers.

The gulls have made the roofs home since the beginning of last month.

The gulls congregate annually in the area, north of the Ashburton River, before moving to the riverbed to set up nesting colonies, lay eggs and raise their young.

But this year they have made their presence felt in larger numbers and seem to have been reluctant to move on this spring.

There have been fears the birds would instead stay and begin nesting on the roofs. They have caused a nuisance, fowling not only the rooftops, but also down the sides of buildings, as well as surrounding carparks.

Flick branch manager Mark Tomlinson said the problem with many species of birds was that they could all of a sudden stop going to where they used to nest.

Ashburton Volunteer Fire Brigade chief fire officer Alan Burgess said while he could not recall any assaults on firefighters, there have been concerning situations in the past.

“We’ve come under [attack] in the past, but not any physical contact. We have had to call in for police protection before,” he said.

“We have had situations where bottles have been thrown at us and times where people have been less than co-operative.”

Burgess said due to the high stress nature of situations people deal with, they can often not be thinking straight and can be more challenging to deal with.

“There is always that potential for something to go astray,” he said.

Burgess also said dealing with people who may be affected by substances such as drugs could also present a challenge.

“If there is someone that is affected by drugs, trying to reason with them can be somewhat of a challenge,” he said.

Rakaia Volunteer Fire Brigade

chief fire officer Tyrone Burrowes said he could not recall any incidents.

“There has been nothing that I can recall in recent times,” he said.

“Obviously we are lucky in that regard, but have discussions about how to deal with members of the public.

“If it is something like a rubbish fire in a backyard you can go to it and they might tell you to bugger off and, unless it is threatening property, there is nothing we can do about it and it becomes an ECan issue.”

The Ashburton County Scottish Society is hosting a celebration of all things Scottish at the Pipe Band Hall on Creek Road later this month. The event on September 22, called a celidh concert, will include pipe band music, singing, music and Highland dancers. The society is charging a $5 admission fee at the door and is keen to show off its newly-renovated hall and chairs. There will be an afternoon tea provided.

1 dead in fiery crash A person has died in a dramatic and fiery crash in the South Auckland suburb of Papakura.

Emergency services were called to the crash just after 10.30pm on Tuesday. Police say the car left the road, then crossed the berm and ended up in a construction site, hitting a shipping container where it caught fire.

Murder arrest Police have arrested a man over the death of Lois Tolley in Upper Hutt in December 2016. A 27-year-old was due to appear in the Hutt Valley District Court yesterday charged with murder.

Tolley was allegedly shot at point-blank range and stabbed in her Wallaceville flat, sparking a homicide investigation. With an arrest made, Inspector Scott Miller said police would be going back to people already spoken to in this investigation. He said the investigation team would continue to “actively pursue other suspects”.

Busy month for helicopter rescues A third of the missions flown by Canterbury’s Westpac rescue helicopter last month were to Mid Canterbury.

The crew, which took possession of a new rescue helicopter in August, was called out 61 times around the region, for a range of trauma and medical incidents.

They visited Mid Canterbury 21 times in the month, including trips to Mt Hutt skifield.

The crew flew 19 missions across North Canterbury, 18 to South Canterbury and three to the West Coast.

Two separate avalanche incidents in the Mt Cook National Park area resulted in patients being located and flown to Christchurch Hospital for treatment, while a serious motor vehicle accident near Rangiora saw a motorcyclist with multiple leg fractures flown to Christchurch Hospital in a Status 2 condition.

August has been the busiest month of the year so far for crews, but also special, with the introduction of a brand new H145 rescue helicopter – the first of its type to be used for emergency medical services in New Zealand.

Christchurch’s rescue base now operates two rescue helicopters, with the H145 ZK-IGI on 24/7

standby and the BK117-B2 ZKHJC on 10/7 standby 365 days.

GCH Aviation and Westpac rescue pilot Matt Boulcott said the H145 had increased range, engine power and space.

“There’s nothing better than going to a remote place and rescuing someone where you know you’re their only option out of there. It’s pretty rewarding if you can do something like that.”

Intensive care paramedic Chris Harrison said the clinical set-up on board allowed a lot more space to work in.

“And having all our medical equipment mounted in one place makes a huge difference, the H145’s set-up is the gold standard of clinical care.”

The new chopper also has advanced avionic and autopilot features including auto hovering and auto levelling on approach, which means a greater level of patient care.

The H145 went into service on August 14, and its first job was to Porter Heights ski area to uplift a young male skier with a shoulder injury.

The month included 18 visits to skifields, including Mt Hutt, with injuries ranging from an unstable leg fracture through to a serious

head injury, where the patient required on scene intubation .

Three separate incidents on fishing vessels during the month required the use of the H145’s winch system.

Medical emergencies and patient transfers also kept the rescue helicopter crew busy, with 32 patients requiring urgent medical intervention for conditions in-

cluding stroke, suspected meningitis, sepsis, chest pain, cardiac arrest, respiratory difficulties, labour complications and hernia.

The Rescue Helicopter crew flew a total of 57 patients during August; the youngest was an 11-day-old baby flown from Timaru Hospital to Christchurch with suspected septic arthritis.

an ICU team was in attendance for the neonatal transfer. The oldest patient was an 89-year-old man who was flown from North Canterbury to Christchurch Hospital post cardiac arrest.

One in five missions required the use of night vision goggle equipment.

The introduction of night vision goggles has been one of the most important enhancements to improve service capability and responsiveness in recent years. Further enhancements are planned over the next 12 months, with the development of instrument flight rules routes that will enable the rescue helicopter to be flown safely in conditions that have previously precluded their deployment.

Routes are being planned for Tekapo, Timaru, Ashburton, Christchurch and Kaikoura, and the rescue trust will soon be launching regional fundraising campaigns in these communities to help support the implementation costs.

Arab nations condemn plan BBC Arab nations have condemned a plan by Israeli PM Benjamin Netanyahu to annex part of the occupied West Bank.

On Tuesday Netanyahu pledged to apply Israeli sovereignty over the Jordan Valley and northern Dead Sea if he is returned to office following a general election next week.

Officials in Jordan, Turkey and Saudi Arabia sharply criticised the announcement.

The chief Palestinian negotiator said the move would be “manifestly illegal”.

The annexation proposed

by Netanyahu would be a “war crime” that would “bury any chance of peace”, Saeb Erekat said.

The Arab League, meanwhile, denounced “the dangerous development” as “aggression”.

Israel has occupied the West Bank since 1967 but has stopped short of annexation.

Palestinians claim the whole of the area for a future independent state. Netanyahu previously insisted Israel would always retain a presence in the Jordan Valley for security purposes.

Netanyahu, who was campaigning for the election, unveiled the plan in a televised address.

Blue and White’s co-leader, Yair Lapid, hit out at Netanyahu, insisting he “doesn’t want to annex territories, he wants to annex votes”.

“This is an election trick and it’s not even a particularly successful trick because the lie is so transparent,” he said.

Later, Netanyahu was whisked off stage by bodyguards during a campaign event in Ashdod, a southern city, as air raid sirens went off.

Israel said it shot down two rockets that had been fired by Palestinians from the Gaza Strip. Netanyahu continued his speech several minutes later.

Radioactive water to be dumped into Pacific NZME Eight years after the Fukushima Daiichi nuclear power plant suffered a catastrophic meltdown, the Japanese government have announced that they will have to dump contaminated water from the plant back into the Pacific Ocean.

Environment Minister Yoshiaki Harada announced in a televised press conference that the only solution for the waste was to “release it into the ocean and dilute it”.

“There are no other options,” he said.

Since the meltdown, tens of thousands of tons of water have been used by the plant’s operator Tokyo Electric to cool the nuclear fuel cores.

Once used, that water has been put into storage but space is now running out.

Tokyo Electric has attempted to remove radioactive material from the water, which is held in hundreds of tanks at the site.

How much is too much to run a team?

T

he old saying “different strokes for different folks” is never more true than when it comes to the way in which a group of elected people run an organisation.

We’re all quick to criticise if that organisation is not running the way we think it should, but it’s not until you’re in the hot seat that you really know what it takes to make that organisation tick.

Take a local authority. We’re all experts when it comes to suggesting what those we elect are doing right or wrong, how they’re spending money and how they’re doing business on our behalf.

And we get our chance every three years to get rid of those we believe aren’t doing the job we

want, replacing them with those we hope will get it right.

Of course it’s difficult to measure an individual’s performance, we can only go on what we see, but that’s as good as it can get for most boards or councils.

When it comes to a mayor, they’re all different. Different styles, different focus, different ways of getting things done.

And that’s shown very clearly in

an analysis of expenses claimed by the previous term council against expenses claimed this term. At first glance in Ashburton, it appears to be a conservative three years followed by one of extravagance. That’s at first glance.

As mayor Angus McKay had the good fortune to have with him around the table a team of tried and tested councillors, Favel did not. She might have had a couple of terms as a councillor under her belt, but she was a new mayor and seven of her team had no council experience.

And what do you do with newbies? You train them and train them until they get what the job’s about. For most that worked;

perhaps, for the odd one it did not, but training costs.

And likewise during her term, she ventured into new fields. It mightn’t have won the hearts of everyone in the district, but Favel wasn’t afraid to go where no mayor had gone before, into migrant and refugee territory for example.

She was also forced to go into territory that was foreign to her, picking up the economic development portfolio left vacant by the demise of Grow Mid Canterbury. None of that came without costs.

Quite rightly this council team has claimed mileage on their vehicles. And why shouldn’t they, but in doing that they’ve added $30,000 to the expenses bill.

Mayor McKay opted to pay his own way, but no-one should be expected to do that. You wouldn’t in the private sector, why should you if you’re working for the district?

Most of the extra costs for this council can be explained, if not happily accepted, but one cost that is still open to challenge is the need for Favel to have her own PA. Yes, that person also works for others in the governance team, but mayors of the past have always got by without one.

Given that a mayor earns a pretty decent salary, it would seem far more appropriate that they employed a PA for whatever hours they needed, out of their own pocket.

On this date: In 1914, forty-three miners were killed in an explosion at Huntly.

At 7.20am an explosion at Ralph’s mine on Raynor Rd rocked Huntly. It was caused by a miner’s naked acetylene cap-lamp igniting firedamp (methane gas given off by coal).

Fixing our highways overdue

I

agree with Rod Vaughan’s analysis that fixing our killer highways is years overdue.

Since 2013, the number of people dying on our roads every year has increased by nearly 50 per cent.

That’s why, when our Government came to office, we knew we couldn’t sit back and do nothing after years of neglect.

We made safety our top transport priority and we’re investing $4.3 billion into safety infrastructure and programmes to bring down the number of deaths on our roads.

This is a 37 per cent increase compared to the previous government – which translates to $1.2 billion more to save lives.

The road toll won’t come down overnight, but we’re pulling out all the stops.

Where I don’t agree with Rod is that the solution is to build a handful of four-lane highways in a select few locations, which is the National Party’s policy.

The fact is that only 3 per cent of all deaths and serious injuries in the last 10 years have been on the few routes the National Party

wants to spend tens of billions on.

We can’t go back to the days of spending 40 per cent of the transport budget on just seven projects while the number of deaths and serious injuries increase every year.

Our Government is investing $1.4 billion over the next three years in targeted road safety upgrades, like median and side barriers and wider shoulders, across 3300km of state highways.

This is expected to prevent 160 deaths and serious injuries every year once fully rolled out. I know that Rod doesn’t think much of these targeted upgrades, but the research shows they save lives.

For example, flexible road safety barriers can give a 70–80 per cent reduction in road deaths. Shoulder widening can reduce crashes crashes by up to 35 per cent. Wider centrelines can do the same by 20 per cent.

We’re already engineering up highways all over New Zealand.

Construction on life-saving upgrades have already started at places like Dome Valley and SH2 between Waihi and Omokoroa.

finished in the Waikato, and the barriers on SH3 between Ohaupo and Te Awamutu have been hit around 40 times – potentially preventing at least that many deaths and serious injuries.

But it’s not just about installing upgrades, we know that we have to bring our roads and state highways up to scratch across the country.

We’re spending around $2 billion to operate, maintain and renew over 80,000km of local roads – 22 per cent more than the previous government.

This is on top of the over $2 billion we’re spending maintaining our state highways, which is 18 per cent more than the previous government.

Rod also says that there is $3.7 billion set aside for Auckland light rail and this could build six or seven four-lane highways similar in length to the 37km between Tauranga and Katikati.

There are a couple of issues with this.

Firstly, given that a four-lane motorway between Warkworth and Whangarei could cost around $5 billion, there’s no way you could get six or seven.

Secondly, we have actually set aside $1.8 billion seed money for Auckland light rail.

It will be able to ease congestion by carrying up to 11,000 commuters per hour – the equivalent of four lanes of motorway while taking up a fraction of the space.

The reality is, we are taking action to prevent ongoing carnage on New Zealand’s worst horror highways. We’re also spending a record amount on roads in our regions to boost opportunity and in public transport in our cities to get them moving.

Instead of focusing on a few handpicked highways that only take four per cent of vehicle journeys, we’re taking a balanced approach and investing in safety upgrades and infrastructure across the country.

Farmers financial pressure continues

Two new Mid Canterbury farms – one dairy and one beef – have been confirmed with cattle disease Mycoplasma bovis in a small national spike in cases.

After four weeks of no new confirmed properties, nine more were added nationally last week – seven beef and two dairy farms.

There are now three active infected farms in the Ashburton district, with another 25 cleared, according to Ministry for Primary Industries figures. Nationally, there have been 191 confirmed properties, of which 171 have been cleared.

Farms identified as potentially at risk from the disease in the Ashburton district were down slightly, with 24 properties under a Notice of Direction (NOD), and 51 under active surveillance.

This was in contrast to a rise in monitored farms nationally, with 295 NODs and 606 under active surveillance.

M. bovis programme manager Andre Nobbs said the small spike was not unexpected as the latest confirmed properties were processed within the programme at one time, in a single batch.

All confirmed properties were connected by animal movements, Nobbs said.

To date, 112,500 animals have been culled in a government programme to eradicate the disease, which can cause lameness, mastitis and abortions in cows.

Barr, who started the Mbovis Affected Farmers support group last November, said what was happening on the ground with infected farms in terms of compensation, communication and tracing of animals was at odds with MPI’s statements on progress.

“The reality is that it is putting significant financial pressure on some farmers. It is just disgraceful.”

Barr, who was confirmed with M. bovis in November last year, said he “got off lightly” as his dairy farm was unaffected. Instead it was a run-off block at Lowcliffe carrying calves, yearlings and beef cattle that tested positive as a result of calf trading.

“I just got my last claim paid.

Even though it was reasonably straight-forward it was five months in the system. Their claim of 24 days is just a joke.

“I have even got a letter from Damien O’Connor two months ago stating compensation is 14 days on average. This just shows how out of touch he is with reality.”

Not enough resources were being put into casing and tracing of animal movements from infected farms, Barr said.

“There are still heaps of farms out there that have received trace animals and have not been contacted (by MPI).”

For more than six months the support group had been urging MPI to prioritise legacy cases, still unresolved since 2018 and in some instances 2017.

some minor improvements, it is not much better than 12 months ago,” Barr said.

MPI figures show that of the 1364 claims for compensation it had received, 1019 had been completed, or had part payments. It had paid $90.4 million of the $105.9m in claims assessed.

Nobbs said that, based on rec-

ommendations contained in a programme review made public in July, MPI was adding significant numbers of new staff to its casing and tracing teams. This would take its disease control team to about 90 full-time equivalent staff.

Some would be in Wellington, with others deployed in the regions.

“This increase in resources has already allowed us to significantly improve our performance and we are continuing to add resource where required to allow for greater regional decision making and quicker turnaround.

“We have also established new standards for how quickly trace animals must be processed (one month for urgent and four months for routine),” Nobbs said.

Compensation claim assessment took time, influenced by the complexity and type of claim being made, if the claim was adequately supported by information to verify the loss, and the volume of claims coming through the system, he said.

“By making a number of improvements to our claims process and increasing our staff numbers in recent months, most claims now progress through our system more quickly.

“Currently the rolling fourmonth average for a claim to be processed and paid (from when it was received) is 24 working days.

We recognise that there are a number of claims that have been on the books for longer, and they continue to be a priority for us,” Nobbs said.

NZME The Dairy Industry Restructuring Act, or DIRA Bill, has narrowly passed its first reading at Parliament, 63 votes to 57.

The changes proposed by the government follow a lengthy review of 18 yearold-rules governing Fonterra and the farmers that supply it.

Fonterra was given near monopoly status after dairy industry restructuring in 2001.

The DIRA was put in place to regulate Fonterra, with the aim of protecting the longterm interests of farmers, consumers and the wider economy.

Agriculture Minister Damien O’Connor told Parliament the industry had changed considerably since 2001.

Fonterra’s market share had fallen from 96 per cent to about 80 per cent, and legislation needed to be updated to reflect that, he said.

“Moving into that different situation it is important that Fonterra are not exposed to all the risks and that its competitors pick up all the opportunities,” O’Connor said.

He said the changes would give Fonterra increased rights to refuse milk from farmers who do not meet required standards on the environment, employment conditions or animal welfare.

There would also be a relaxed, but not removed, obligation by Fonterra to supply milk to its rivals.

The National Party opposed the bill at its first reading. Its agriculture spokesperson, Todd Muller, said the bill did not go far

Muller said the company should have the ability to treat returning suppliers on different commercial grounds than those who had stayed with the co-operative.

He added that National was also opposed to Fonterra having to continue to support scale competitors with start-up milk supply.

“National supports rural New Zealand and knows the importance of the dairy industry to our country. We want legislation that will help it succeed on the world stage not constrain it,” Muller said.

The bill would now go before a select committee, which would give industry stakeholders a change to have their say.

Wetlands inspires arable farmers

Women, and a couple of blokes, who earn a living from agriculture paid a special visit to a picturesque Mid Canterbury farm this week, where the main attraction was playing hard to find.

FAR’s Women in Arable group spent a couple of hours in the sun at Ian Mackenzie’s Longbeach Road farm Akaunui on Tuesday to talk about and be inspired by the Mackenzies’ wetlands and aquatic habitat, home to the largest population of Canterbury mudfish.

The mudfish breed prolifically in the ponds and waterways he and his wife Diana have enhanced in a paddock near their home that was simply too wet to farm. The mudfish were hard to spot, except for the few previously trapped and on show temporarily in a big bucket.

The area has its own resident shag, which happily controls the mudfish population. Mackenzie says natural predators are okay in his book, but he keeps introduced fish species like trout out.

The waterways are also home to eels and cockabullies.

The land was originally swamp, but drained by early settler John Grigg who saw big potential in the soil.

The Akaunui wetlands takes the form of an original water course and the Mackenzies have enhanced it over 20 years., becoming passionate advocates for the environment along the way. The wetlands also provide a home for a huge variety of birds.

a lot about the mudfish who live there. They are a secretive native fish, who adapted to drought by surviving in cool muddy areas.

Mackenzie also has over 10km of riparian fencing on the farm.

About 40 women attended the field day, which was part of a calendar of events and learning opportunities organised by FAR for the Women in Arable group.

Mackenzie was one of the original directors of the Foundation for Arable Research, set up nearly 30 years ago.

The family farming operation is a diversified one, producing grain, seeds, meat and milk, all under irrigation.

The Women in Arable group visited Ian and Diana Mackenzie’s farm this week.

Climate change bill raises concerns for Silver Fern Farms NZME Silver Fern Farms, the nation’s largest procurer and exporter of red meat, has tabled “significant concerns” related to the economic impacts of the Government’s proposed climate change response Bill.

In its submission to the environment select committee yesterday, the company said while it supported the Bill’s ultimate temperature increase goals, it had concerns specific to methane reduction targets, the inability of farmers to offset the warming effects of biogenic methane and processor obligations for farm emissions.

Silver Fern Farms head of communications and sustainability Justin Courtney said the submission had largely been informed by discussion with more than 750 of the company’s 15,500 farmer suppliers across New Zealand.

The zero carbon proposals as tabled were “top of the list of farmers’ concerns”, he said.

According to the written submission, the current targets for methane reductions of 24 per cent, which exceeded science-based recommendations for reductions, would have economic implications for areas such as Hawke’s Bay (which had two processing plants in Takapau and Pacific).

“It would cost the region $128 million in export income, reduce wages by $17 million and reduce farm income from red meat by $100 million. Some 240 processing job losses would result from the reduced production, though changes of such scale would likely force wide-scale industry restructuring.”

The submission pointed out that removal or reductions to the proposed methane target in the Bill to 10 per cent gross reduction target by 2050, or the ability to off-

set methane through sequestration, did not mean the sector was not addressing the warming effect of its emissions.

“Farmers will still be making a contribution to warming reductions through their reductions of CO2 and CH4 emissions sources where they have tools currently available to take action.”

Silver Fern Farms further noted that farmers should be able to offset the warming effect of biogenic methane through on-farm carbon sequestration.

“We strongly encourage Government to review the current approach in the ETS to broaden the inclusion of plantings on-farm (shelterbelts, riparian margins, erosion control generally under 5m high, 1ha in area, or under 30m in width) so that farmers can gain credit under the ETS for their planting efforts that are sequestering carbon.”

Courtney said it was clear there

was an appetite and potential for farmers to sequester carbon through appropriate plantings on unproductive areas of their farms.

“During our consultation with farmers, many have made the point that technology should be used to lift the accuracy and granularity of on-farm carbon sequestration. They know that every tree can sequester carbon and, in their view, should be counted.

“The example that is mentioned is that if fertiliser companies can fly over a farm in a plane and get an understanding of the farm’s nutrient balance down to one square metre then measurement of sequestering vegetation (eg shelterbelts, scrub, native plantings in gullies and riparian areas) should be just as easily carried out,” the submission noted.

A major sticking point for the processor was around the point of obligation for ETS measurement.

“We want to support progres-

sive farmers who take action on their farms through using available mitigations, though they should not end up subsidising those farmers who do not change.

Having the cost incurred on farm allows efficient producers to prosper relatively.”

Courtney said a farm-level point of obligation would also incentivise farmers to integrate trees and plantings into farms, which also deliver other environmental benefits such as nutrient management for improved water quality and biodiversity outcomes.

“A levy at the processor level, rather than the farm gate, based on livestock processed will be passed on to farmers, where they will view it as a tax on production.

Basing any levy on the ETS price will mean that pricing is determined by the demand for CO2 and supply of forest, and is completely independent of actual farm emissions.”

A ‘painful’ step toward recovery NZME Fonterra Cooperative Group has taken a painful step toward recovery but any wavering would put immediate pressure on its A- rating, says S&P Global Ratings.

The co-operative has a “reasonable prospect” of building a rating buffer over the next 12-18 months and the suspension of dividends and adjustment of the milk price indicate the group is willing to actively protect the interests of creditors which is “broadly analogous to the long-term sustainability of the co-operative”, the ratings agency said.

Fonterra is in the midst of a cooperative-wide strategic review and in August scrapped its dividend as it slashed the carrying value of assets around the world.

S&P does not expect structural changes to Fonterra’s vertically integrated, farmer-only co-operative structure at this stage. “We believe the co-operative’s core function of collecting, processing and selling New Zealand milk remains fundamentally sound.”

However, “we are mindful of executive risks and any wavering of the co-operative’s commitments to restoring its financial health would put immediate downward pressure on the A- rating.”

The rating relies on the board and management remaining resolute in restructuring the co-operative and repaying debt. In S&P’s opinion “governance factors have

contributed to the widespread misallocation of capital”.

S&P said, however, it believes current management have “little attachment to its past strategy”.

It said capital expenditure is expected to have reduced to $650 million in the 12 months to July 31, 2019, and “we believe there is scope for further reduction”. That’s down from $861 million in the July, 2018, financial year.

S&P said Fonterra’s long-term profitability would be supported

by limiting annual capital spending to $500 million between now and the July, 2021, year and adopting “a more commercially-orientated research and development function”.

According to S&P, “Fonterra has somewhat lost its way over the past seven years.” The ratings agency lowered the credit rating twice, largely because of “the cooperative’s ambitious capital investment that sought to grow Fonterra beyond its core function of

collecting, processing and selling New Zealand milk,” it said.

That was based on a belief that unconstrained demand would surpass New Zealand’s milk supply, S&P said. Fonterra invested in offshore milk pools and processing capacity in New Zealand at a time when it was also investing in higher-value specialised ingredients and consumer and food services.

The result stretched Fonterra’s balance sheet and came at a time when operating costs increased and dividend payments remained high.

“In our opinion, the balance sheet could have absorbed any one of these factors. However, it was the combination of factors that stretched Fonterra’s balance sheet,” it said.

“Asset write-downs, such as those the co-operative announced on August 12, are symptomatic of poor investment decisions or execution.”

S&P also noted that critical mass is necessary for Fonterra’s plant utilisation and to mitigate the risk that assets become stranded. Fonterra needs to remain competitive against independent processors, it said.

Apple TV+ set to hit NZ NZME Apple’s new Apple TV+ streaming service will hit New Zealand on November 1 for $8.99/month as part of its 100-country launch.

The new service will feature Apple-original programming such as The Morning Show, a “cut-throat drama” starring and executive produced by Reese Witherspoon and Jennifer Aniston, and with Steve Carell, and a show featuring talk-queen Oprah Winfrey.

All up, Apple is spending some $US6 billion on original programming – putting it in the same league as Netflix, HBO and other top streamers and broadcasters.

The service will be available on the Apple TV app on iPhone, iPad, Apple TV, iPod touch, Mac and other platforms, including online at tv.apple.com, with a seven-day free trial. Some smart TVs will also get Apple TV+ support.

An aggressive promotion, which started yesterday, sees anyone who buys an iPhone, iPad, Apple TV, iPod touch or Mac, get Apple TV+ for free for a year. Through Family Sharing, up to six family members can share one Apple TV+ subscription, the company says.

An increasingly crowded battlefield will see Disney+ launch in NZ on November 19 for $9.99 a month or $99.99 a year.

Disney+ will break Sky’s longtime near-monopoly on Disney content in these parts. Disney says that, ultimately, Disney+ will be the exclusive home of its content.

Both Apple+ and Disney+ will go up against established giant Netflix, which recently bumped the monthly price of its one-screen basic plan by 4 per cent to $11.99, its two-screens-at-once standard plan by 13 per cent to $16.99 and its four-screen, 4K Premium plan by 19 per cent to $21.99. Outside of sport, Netflix has so far been the only streaming service to put money behind locally-produced original (backing David Farrier’s global show Dark Tourist and the NZ-set and super-syrupy Falling Inn Love).

Sky recently slashed the price of its no-contract streaming service Neon to $13.95 a month – making it more competitive with Netflix.

Neon draws heavily on Sky’s NZ-exclusive contract with HBO, and features binge-worthy classic series like Game of Thrones, Big Little Lies and Chernobyl, plus

movies like First Man and Bohemian Rhapsody.

Neon previously cost $20 a month for its full-blooded version, including TV and movies – although there was also $12/ month version that only offered TV series. That option has now been axed, meaning some users will pay more. There is now only one plan – the $13.95 a month offer that includes all content.

The Spark-owned Lightbox lets you stream all the TV shows you like on a $12.99/month (two screens) or $15.99/month (four screens) plan. Movies cost between $4.99 and $6.99.

Amazon Prime, which charges Kiwis in US dollars, costs $US2.99 ($4.30) a month for your first six months then $US5.99 ($7.20).

Netflix is still the king in terms of having the most content and being the only service that offers a 4K or Ultra High Definition option (on its $21.99/month four-screen plan).

In sports, the $20/month Spark Sport is offering Formula One, English Premier League football, NBA basketball and other sports as part of its regular stable, plus a $90 Tournament Pass to the pending Rugby World Cup.

Risotto with salmon, shrimps, rocket ■■ Heat a frying pan or electric frying pan and add 20ml of the olive oil.

■■ Add the vegetables and garlic in order of cooking time and lightly cook. Remove from frying pan and set aside.

■■ In the same pan add the rest of the olive oil and add rice. Stir the rice on a moderate heat for about 3 minutes.

■■ When the rice is lightly toasted, add wine and stir until absorbed.

Add the heated fish stock one cup at a time, stirring constantly until absorbed.

■■ When the rice is almost cooked but still al dente (you may require a little extra water), gently stir in fish, shrimps and lemon zest and juice.

■■ Take care not to break up the fish

too much and just allow the heat of the rice to cook the fish.

■■ Stir in the cooked vegetables, parsley, rocket and cream and season with a little salt and pepper to taste.

■■ Serve risotto topped with parmesan, a little freshly ground black pepper and accompanied with lemon wedges. Simply divine!

Ashburton Golf Club A great day last Saturday saw the kick off for this year’s club champs matchplay, and some cracking games took place.

Looking at the results there were not any great upsets. In the seniors all the lower handicaps prevailed, and all through the grades some wonderful quarter finals have been thrown up.

Again with so many games taking place we can only look at a few.

In the Junior B the tie of the round is club legend and evergreen Bill Hetrick against club, pin the tail on the donkey champ, Pat Turton.

This game could go either way, maybe Bill will win or maybe Pat will lose, anyone’s guess.

In Junior A teacher and pupil finds Jeff Williamson take on young Wilson, should be a cracker, Jeff will need all his matchplay nous to stifle the young buck. Alan White will take on his Watson Cup partner Chris Robertson, another great game looks likely.

The pick of the Intermediate draw is defending champ Chris Lovelock locking horns with Pete Morrison, again these two have played a lot together and will know each other’s strengths, too close to call.

Then big hitting Braydon and Slugger Strange will both beat their chests with finesse going out of the window.

In the Seniors Blair will play Lefty, Robbie takes on Hamish, Pete Walker will try and tame the Hopster and top seed Jeff will have a battle on his hands with young Hiro.

Every game looks to have a favourite, but they are all very close and on any given day, a great putt or bad bounce can swing a game. Good luck to all players and all the ones taking part in the plates.

Last Sunday we travelled to Tinwald with what looked like a very strong team. Terry, Peter and Spud led the way well, but a few of our young guns must have had their lemonades spiked on Saturday night as they were not quite up to the task and Tinwald retained the Foodstuffs Trophy. Many thanks to Cameron, Bruce and the gang for making us very welcome, the course was in great condition and a fun day had by all.

This Sunday we have pennants semis, the Holmes team will take on Timaru at Geraldine, Hoppy and the Redpath boys are also at Geraldine against Rakaia and Tom’s Patterson boys are at Gleniti against Point.

The meeting concluded at 2.45pm with the serving of afternoon tea, and a grammar exercise. It was too easy!

Moment of truth NZME Less than a week after its official launch, Emirates Team New Zealand have started testing their radical new boat’s rigging and sail systems.

The boat, named Te Aihe, was unveiled on Friday at Auckland’s viaduct, with fans getting their first chance to see the vessel that Team New Zealand hope can defend the 2021 America’s Cup. The crew then took the boat for a tow on the harbour, but were more secretive about their first foiling session – although that didn’t stop intrepid followers from managing to spot the crew in action on Monday.

With most of the weekend’s wet and windy weather settled, the Herald can confirm that

Emirates Team New Zealand take their new AC75 Te Aihe for a tow on the Waitemata Harbour.

They have already dipped their boat at their Rhode Island base but are yet to announce a date for its official launch.

U3A The final speaker in the U3A ‘Space Series’ was Alistair Perkins. Alistair is a well-known Ashburtonian who has been active in the local Astronomy Club for many years.

His subject A Layman’s Guide to the Universe provided the attendees with a lively and comprehensive overview of the significant contributions made by the ancients, right through to modern day scientists, all of whom had a fascination for the universe and whose endeavours played an important role in plumbing its mysteries.

His explanations of recent space research, the photographic evidence and the staggering analogies of distance and time left many struggling with incomprehensibility as to its vastness, beauty and mystery.

An appropriate quote from J.B.S. Haldane from 1935 seemed to epitomise what many were contemplating. “The universe is not only stranger than we suppose, but stranger than we CAN suppose”.

A display of fashion garments through the ages had members searching through their wardrobes.

Garments included a child’s smocked frock, a very old wedding gown, a flower-girl’s frock which had been worn by a member, culottes, fur coat and a shawl.

As a recognition of Daffodil Day it was agreed we donate $200 to the local branch of the Cancer Society.

Members agreed to enter a Bay in the Federation competition and a Tray at the Ashburton A&P Show.

Guest speaker for the day was Julie James, accompanied by husband John who displayed a wide range of jewellery products, mainly necklaces and earrings in a variety of colours, many being her original ‘one-off’ designs.

Members took the opportunity to make many purchases.

Eight-week ban for eye gouging NZME Canberra Raiders forward Hudson Young has been hit with an eight-week ban by the NRL judiciary for dangerous contact with a player’s eyes despite victim Warriors’ Adam Pompey defending his opponent.

The judiciary dismissed evidence from Pompey and handed Young his second ban for the dangerous contact with a player’s eyes charge this season. He was handed a five-week ban for a similar incident in round 12.

Young’s claims that he had not made any contact with Pompey’s eyes were rejected.

The ugly moment came in the 30th minute in Saturday’s game when the Pompey scored to make it 12-all.

The act went unnoticed initially.

The Warriors would go on to win 24-20 and resign the Raiders to a final match against runaway minor premiers the Melbourne Storm in week one of the finals series. Young will now play no part in the finals.

Former New South Wales halfback Brett Finch exploded over the incident, slamming the young

star for the ugly act.

“He’s a repeat offender – yeah, he’s gone,” Finch started. “He’s got serious issues, he’s done it before, that is absolute garbage.

“That is not what our game is about, that’s a disgraceful act.

Look at the pressure on his eyes here, that is terrible.”

“He should react, he should put one right on his chin, And this is a bloke who spent five weeks on the sideline, you can’t attack the eyes of an opposing player.”

The commentators noted Young had seen himself on the big screen and looked worried.

“He knows he’s done it in the first half and he’s a repeat offender, that’s a disgrace,” Finch said.

“He’ll be disappointed, Ricky, he doesn’t coach players like that – that’s crap. It’s really poor.

Young pleaded guilty to an eye gouge on the Canterbury Bulldogs’ Aiden Tolman earlier in the year and was awarded a five-week ban in June.

After the game, Warriors coach Stephen Kearney said “it didn’t look good”.

“He had two snaps at him, I didn’t think it looked real pretty,” Kearney said.

Dogged persistence pays off NZME From Starbucks in Auckland to the luxury hotel in the Japanese coastal resort of Miyazaki, Piers Francis’s journey to the World Cup has been shaped by toil and persistence.

Cut from the Saracens academy when he was just 17, as he was deemed not big enough for the professional game, the 29 year-old has known no other way. It is a resilience that would eventually win him place in Eddie Jones’ 31-man squad.

His doggedness would take him from Old Gravesendians, the junior club in Kent where he first picked up a ball and Maidstone FC, to New Zealand after deferring university to play for the Marist club and working as a barista in Auckland to help make ends meet.

“I had an old Kent coach who was coaching Auckland Marist under-21s. That was the

only club I knew, so I hooked out with him and made contact with Marist.”

The Auckland academy were the first to recognise his latent talent, as his gap year rolled into a second, and he was selected for the Counties Manukau in the National Provincial Competition.

It would lead to a place in Auckland Blues’ squad and eventually to a place at inside centre for their Super Rugby campaign. This took his game to a new level and keeping alive his dream of returning one day to play for England.

Francis first came onto England’s radar when he signed for Northampton Saints in 2017, and Jones, who has made no secret of his penchant for selecting players who have had to battled their way to the top, moved quickly, picking him for the tour of Argentina before he had even made his Premiership debut.

Fare thee well, old friend

All that remained on the weekend of the Paul Kelly Stand.

NZME It could be a war zone. A shattered bombed-out nightmare. The ground thud-thud-thuds with batteries of heavy machinery and toppled pillars.

Standing on what was once the old half-way line, the exposed soil is pockmarked and sandy.

Twiny remnants of astroturf are semi-buried amid candy-cane twists of rusty rebar and crushed concrete.

Today, as New Zealand’s biggest ever demolition job rumbles on, it requires an Yvette Williams-sized leap of the imagination to conjure up the once-immaculate, manicured champagne turf that once lay here.

For 130 years, Lancaster Park played host to some of the most extraordinary moments in New Zealand sporting, and cultural, history: Richard Hadlee’s 400th; double world records for Peter Snell; Ranfurly Shield fever; Springboks tests; Davis Cup victories; Pope and royal visits; U2 and Dire Straits concerts.

Childhood dreams were forged here; lovers met, and even wed; ashes spread and tears shed. David Latta could’ve cried; Ewen Chatfield technically died.

Home of rugby and cricket, it also hosted athletics, cycling, motor-cycling, rugby league, soccer, hockey and horse harness racing.

During The Great War, the patch of prime land in the eastern suburb of Phillipstown was turned into a potato field to help with the war efforts.

At the southern entrance, on Stevens Street, white stone memorial gates were built in 1924 to commemorate the sacrifice of Canterbury athletes during the 1914-18 war.

They are fenced off and will be the only living survivor of Lancas-

The earthquake-induced demolition of historic Lancaster Park in Christchurch signals the end of one of New Zealand’s last great original sporting arenas. For generations of one-eyed redand-black fans, it was the scene of countless sporting memories and joys. NZME’s Christchurchbased journalist Kurt Bayer looks back on Canterbury’s theatre of dreams. ter Park’s glittering history. The epicentre of the vicious, shallow magnitude-6.3 February 22, 2011, earthquake was just southeast of the stadium and caused significant damage. The new giant stands – the eastern Deans Stand and western Paul Kelly Stand built to host 2011 Rugby World Cup games which would eventually be moved elsewhere – withstood the violent shaking but had sunk and cracked.

Although insured for $143 million, the $255m-$275m repair bill was deemed too much and, in 2016, Christchurch Mayor Lianne Dalziel announced the stadium was uneconomic to repair, and would be “deconstructed”.

The enormous two-year, $12m demolition project is nearing its end. The Tui Stand at the southern end was demolished last year, while the Hadlee Stand came down within months of the killer 2011 quake for safety reasons.

The vast stands have been picked apart, with just their concrete frames remaining. By January, the site should be cleared – 100,000 cubic metres of material, mainly concrete and reinforced steel hauled off and recycled elsewhere, to live another day.

In its latter years, it had several corporate names but for most, it will always be Lancaster Park. My first memory of going there was with my dad. It was a Shell Cup cricket game, coloured-clothing, circa late 1980s.

As with most halcyon childhood memories, it was a stinking hot

summer’s day. As we walked up the concrete stairs in the middle of the Number 3 stand, the blue sky up ahead of me slowly fell until I captured my first glimpse of the hallowed green turf. It made my heart leap, like a first love.

By the end of the long day’s play the crowd, especially those sat shirtless on the giant red, rolled covers on the boundary’s edge, was sunburnt and rowdy. I assume Canterbury won because I went home giddy and bouncing in the front seat, regaling the burly Auckland left-hander’s (possibly John F Reid?) booming cover drives and hoicks onto the infamous terraced embankment.

As a teenage cub reporter in the mid-1990s, my independent North Canterbury community newspaper boss Les Whiteside indulged me by letting me gain accreditation to photograph Canterbury and All Blacks matches. My brief was to capture my country region’s star players – Richard Loe and Todd Blackadder mainly – in action for the twice-weekly paper. But in essence, it was fulfilling a childhood dream, while still basically a child, in getting sideline at the big games and feeling a part of things.

On game days I’d arrive a good four hours early. I’d head straight for the media box at the top of the Number 3 stand. I’d grab a programme, nick two cans of DB or Canterbury Draught out of the always-well-stocked beer fridge, and scarper back downstairs. I’d roam the concrete corridors freely, hanging outside changing rooms.

When Auckland smashed Canterbury 35-0 in 1995, I waltzed into the away side’s changing sheds to watch them drink their posh DB Export off the face of the Log o’ Wood. I snapped All Blacks prop Olo Brown sporting a shiner delivered by teammate Robin Brooke’s misdirected scrum punch until someone finally questioned my

presence and I scarpered.

Often I’d only photograph the first half of games. Then I’d jump the embankment fence and find my mates in the crowd and drink my two pilfered DBs. The crowd was raucous in the 90s, especially during Canterbury’s 10-game Ranfurly Shield defence run. Crowds of 35,000-40,000 were commonplace.

There was an atmosphere, loud and emotional, which rose when the team needed the boost, feeling that the next scrum could make or break the game open, urging them on.

Christchurch City Council has decided to retain Lancaster Park for “community use, sporting and recreational purposes”.

A “spatial plan” for its redevelopment, which includes rugby and football fields, as well as cricket grounds and “informal, public open space”, was released in July and will be considered at a council meeting today.

Lancaster Park – or AMI Stadium as it was by 2011 – was not perfect at the end. It was odd-shaped and too small for top-drawer cricket and hardly ideal for rugby either, especially in wind and rain.

But it was ours. And it was a redand-black pilgrim’s receptacle for sporting deeds past, and no doubt future, and whatever shape it takes in these uncertain post-quake years, one-eyed Cantabs hope it features a flat stretch of cultivated grass where you can kick your jandals off, wiggle your toes, and dream big.

In brief Snub XV line-up While they missed out on making the All Blacks Rugby World Cup squad, Owen Franks and Ngani Laumape have been ‘selected’ for another world-class team. Labelled desperately unlucky to miss the World Cup in Japan, 108-test veteran Franks and Laumape were named in Fox Sports Lab’s Snub XV – a 23-man strong fictional team deemed “good enough to beat most sides in the world”.

Franks came in at number three on Fox Sports Lab’s countdown with Laumape at 12 with Liam Squire also named in the squad – although it was noted he had initially made himself unavailable.

Nathan Harris, Vaea Fifita and Karl Tu’inukuafe were named in the reserves of the Snub VX line-up.

A mind-blowing welcome NZME If the All Blacks’ extraordinary welcome in Japan gives any indication of what the tournament will be like, head coach Steve Hansen couldn’t be more excited.

Speaking to allblacks.com following their first training session, Hansen said it was unlike anything he had experienced at any World Cup. “Awesome reception, we got,” he said. “Pretty mind-blowing actually.

“I’ve been to five of these things and never seen anything like that so if that’s an indication of the kind of support all the teams are going to get then it’s going to be fantastic.”

Having settled into training in Japan, Hansen said he’s excited

by the week ahead as they prepare to open their Rugby World Cup campaign.

The All Blacks kick off their first pool game against South Africa next Saturday night, setting the scene for arguably the toughest opening game of the competition.

Not wasting any time, Hansen said they’ve already hit the ground running on their first day in the capital city.

“As you can see the pitch is in outstanding nick,” Hansen said. “We’ll get a good week’s worth here done and get really excited about next week so I’m

pretty happy. “It just takes the pressure off and gives us time to work on the little things that we know we have to get better at and you can really emphasise those, so some really specific [things] that we have to get right to compete against South Africa.”

And as for the sweltering heat? “Hydration is key, so sunblock and a real good hat, nothing to complain about here,” Hansen laughed.

The All Blacks will take on the Springboks at International Stadium Yokohama on September 21.

Everything happens earlier in Super Rugby next year in changes that SANZAAR hopes will make the faltering product more successful. The 2020 draw unveiled on Tuesday features the competition’s first-ever January fixtures and an uninterrupted schedule which finishes in midJune, catering for the interhemisphere test window being pushed back to July. In a bid to boost live and television audiences, night matches in Australia will kick off at 7.15pm (Australian time), which is about 25 minutes earlier than in recent seasons.

Games in New Zealand will also kick off earlier, at 7.05pm (NZT).

The format otherwise mirrors this year’s competition, with 15 teams playing 16 regular season matches, including eight against teams in their own conference before an eight-team, three-week finals window.

Another medal Kiwi para-swimmer Sophie Pascoe has captured her 10th world championship title with victory in the S9 100m backstroke in London.

The result brings her second gold medal of the 2019 championships, as she clocked 1m 07.49s, less than a tenth of a second outside the world record. The Cantabrian began the meet with victory in the S9 100m freestyle with 1m 00.20s on Monday – within half a second of her own world mark – and will also contest the 100m butterfly and 50m freestyle this week.

New Zealand also claimed a silver medal, when Tupo Neiufi finished second in the S8 100m backstroke, clocking 1m 16.37s. “I definitely felt nervous, but I just kept telling myself, trust the process and everything,” she said. “I’ve done all the work, I’ve done all the hard yards and all I need to do is show everyone how it is.” Neiufi has two more medal opportunities this week, racing over 50m freestyle and 200m individual medley.

Brothers set to back-up today NZ Racing Desk A pair of brothers are set to backup at Wingatui today after disappointing at Riccarton on Saturday.

Raise You Ten finished fourth on the weekend and Brian Anderton, who trains the gelding in partnership with his son Shane, is expecting a better showing when he lines-up in the PGG Wrightson Real Estate South Otago Cup (1400m).

“I was disappointed with his run on Saturday, he didn’t finish on, he just battled,” Brian Anderton said.

“The jockey (Corey Campbell) said he didn’t handle the ground, it was pretty puggy.

“It should be nice and loose on Thursday. He’s come home and eaten well and there is nothing wrong with him, so I thought he could run again.”

Anderton said the son of Raise The Flag has struggled in the handicaps since his win in the Listed Gore Guineas (1335m) in 2017 and he is looking for some weight relief for the six-year-old today.

“He is a badly handicapped horse,” he said. “He has only won four races and he’s carried a bit of weight all the way through.

He got penalised for winning the Gore Guineas, which is a setweight race, and he has never overcome that.

“We are going for a three kilo allowance on him with (apprentice jockey) Rohan Mudhoo.

“I also think stepping back to 1400m will suit him better, he just seems to be lacking a bit at

While Anderton thinks Raise You Ten is better suited to the lesser distance, there is a possibility he could have a tilt at the Gr.2 Coupland’s Bakeries Mile (1600m) in November.

“He’s nominated for the Coupland’s, but there are hundreds of others too,” Anderton said. “He’s

going to have to step up to run in that.”

Meanwhile, his full-brother Raise You Five will also back-up today in the Congratulations Jackfrost 65 1600 after his unplaced run at Riccarton on Saturday.

“It was only a battler’s run on Saturday. But once again, the

ground was a bit too puggy for him,” Anderton said.

“He’s a big, gangly sort of horse and we will back him up here and then we will rest him for a while, put him out and get a bit of summer grass in him.

“Even though he is a five-yearold, he is going to be a better horse in another six months.”

The holy grail awaits Auckland Cup winner NZME Kiwi trainer Bill Thurlow isn’t taking Glory Days to Flemington on Saturday to try to win.

He is taking her there to try to keep his jockey.

The Auckland Cup-winning mare makes her Victorian debut in a 1700m handicap this week on the track where Thurlow hopes to have her in the Melbourne Cup on November 5.

Even getting a New Zealand horse into the Melbourne Cup isn’t easy these days but Thurlow is confident the mare’s third in the Sydney Cup last autumn will help.

Glory Days was given 52kgs for the Melbourne Cup, pretty much as Thurlow expected, when the weights were released yesterday.

So with Australia’s greatest race the main aim, Thurlow’s job is to get Glory Days ready for 3200m and to keep the services of champion jockey Craig Williams.

Williams has been engaged for Saturday’s race but is obviously high on many trainers’ hit lists for preferred Melbourne Cup jockeys so will have plenty of options in the next seven weeks.

“We would love to have him on for the Cup and because he can ride light it is realistic, but that all comes down to what he wants,” admits Thurlow.

Wait A Sec – he’s back

Glory Days winning the Auckland Cup. “So while I don’t think she can win this Saturday I’d love her to get back and hit the line well and give Craig a good feel so he would be keen to stick with her.

“She actually has 60.5kgs on Saturday because she has been given a few more rating points over here than back home but that will help with getting her into the Melbourne Cup so I am not moaning about it.”

Safely through Saturday, Thurlow will aim at second-tier

feature races like maybe even a A$125,000 Benalla Cup over 2046m on September 27.

“I think once she gets up to 2000m she will start to be competitive but I want to keep her away from the top ones and then we will have to start meeting them in either a Caulfield Cup or the Herbert Power depending how things go. But the trip she had to Sydney back in the autumn has helped. She didn’t travel that well back then but to my eye she has settled in better this time already.

“And we are out at Patrick Payne’s place so we are away from everybody and all the fuss.

“Still, we are over here and aiming at the Melbourne Cup and it doesn’t get much bigger than that. So it is pretty exciting.”

While New Zealand horses like Te Akau Shark and The Chosen One were largely luckless but still impressive in Australia last weekend, there will be fresh Kiwi legs joining the fray this weekend.

Yourdeel, who was crowned our champion 2-year-old for last season at Sunday’s national awards, makes his Australian debut also at Flemington on Saturday for new trainers Hayes/ Dabernig while Volpe Veloce is nominated for two races in Sydney after a recent impressive Taupo trial.

Group One winner Wait A Sec will make a return to stakes company at Awapuni on Saturday when he lines-up in the Gr.3 Boehringer Ingelheim Metric Mile (1600m).

The Guy Lowry and Grant Cullen-trained nine-year-old has been off the scene since his win in the Wairoa Cup (2100m) 18 months ago through injury.

“He did a tendon, so he’s just on his way back,” Lowry said.

“Grant has done a really good job of getting him back to the state he is in. He’s done a lot treadmill work and a lot of hill work in the last 18 months.”

The son of Postponed made his raceday return at Hastings on the first day of the Bostock New Zealand Spring Racing Carnival and Lowry was pleased with his run in the Reliable Man Trophy (1600m) despite finishing at the tail of the field.

“I was pleased with his first run, he ran the third fastest last 600m in that race, although he finished last, and had 60.5 kilos on his back,” he said.

“When you have got a bit of age on you it takes a while to get going again.”

With that in-mind, Lowry isn’t holding great expectations with Wait A Sec heading into Saturday and is treating it as a stepping stone towards his main goal of the spring, the Gr.1 Livamol Classic (2040m) at Hastings on October 5.

Wait A Sec won the race in 2017 and Lowry said it would be great to start in the race after such a long layoff.

“He has got a bit of a goal and that is to get to the Livamol,” he said.

“I couldn’t imagine him figuring in the finish on Saturday, but to see him run a nice race would be great and then he can back-up a week later here (Hastings) in the Open 2000m.

“Hopefully he is getting somewhere where he needs to be for the Livamol.”

Meanwhile, Lowry will also line-up Mohaka at Awapuni on Saturday.

The four-year-old daughter of Nadeem will jump from gate five in the CR Grace/Marsh Insurance Broker Handicap (1600m) and comes into the race in good form.

“She’s had a couple of nice placings, I have been really happy with the way she has been going,” Lowry said.

The multiple stakes placed mare is set to have a quiet start to the spring with Lowry eyeing black-type targets later this year.

“We will just take it along quietly with Mohaka,” he said. “She had quite a big three-year-old season, so at this stage we’ll just go through the grades and eventually we will try and get some black-type, but that won’t be early on in the spring.”

Lowry is relatively confident with Mohaka heading into Saturday, but cited the current Heavy11 track conditions as his main concern.

New Zealand Cup trip a long way off

After the most magnificent of seasons last term, the mighty horse’s past two Menangle runs have been well below his best.

You could make some arguments for his second to Islandspe-

cialmajor last week, albeit he did have a good run and the whole home straight to run that vastly inferior horse down.

But he looked a shadow of himself beating just one rival home in Saturday night’s Group 3 Vic Frost Cup over the mile distance at Menangle.

Tiger Tara was ninth, almost 17m behind the impressive win-

ner The Black Prince in a 1min51sec mile.

Sure it’s just turned spring and the big races a long way off, but now Tiger Tara has turned nine years old, every defeat will spark scrutiny.

One thing is for sure, trainer Kevin Pizzuto will have issues finding suitable races because just about every Menangle free-for-all

is a preferential draw and most are over a mile.

Both those factors really hurt Tiger Tara.

You should never write off a champion, but there will be plenty watching and wondering when he steps out next time.

And he will need to improve enormously to justify a trip to New Zealand for the cup and/or

Auckland Inter Dominion.

The winner, The Black Prince, certainly deserves a mention after posting some explosive sectional times without winning of late.

And the story around him was even better given his driver, Tom Ison, only posted his first Menangle win 90 minutes earlier aboard The Black Prince’s stablemate, Pitch Perfect.

Tackling the Salmon Run Some call it one of the most picturesque multisport races around, and for good reason.

Rakaia’s Salmon Run multisport event is based around the beautiful Rakaia River and every year since its inception it has attracted athletes from near and far.

And as they prepare for the event’s fifth running – on October 19 – the event’s organisers are hoping that this year it will be just as successful.

The Salmon Run is an event that caters to athletes of all abil-

ities and fitness levels, with seven different events targeted at both individuals and teams.

There’s the big one – the multisport course which takes competitors on a 36km bike ride, a 14km kayak and an 11.5km run – which event spokesperson Jo Burrows said always filled up fast, as it’s popular with people who want to test themselves in the build-up for the Coast to Coast.

If people just want to bike, they can give the 27km mountain bike course a crack, or if they just want

to run there’s a 21km half marathon on offer.

But, if they want to combine a bit of running with a bit of biking ,there’s a couple of duathlon options to choose from – the long duathlon which consists of a 35km cycle and a 14.6km run, and the short course duathlon which is a 25km cycle and a 6km run.

There’s shorter distances for those who just want to run or walk, too, with a 14.2km long run/ walk section and a 6km run/walk section on offer, and Burrows said

those events and the duathons are designed for people who want to give something a serious go, as well as those just wanting to tick something off their bucket list.

Burrows said the biggest change competitors will notice this year will be in the mountain bike race. They’ve redesigned the mountain bike course, which will now go under the two bridges and be more challenging than it was last year.

The mountain bike race was a new addition to the annual

event last year, taking competitors through the Rakaia Riverbed on a new track that had just been developed, which was suitable for everyone from beginners to advanced riders, with families also in mind.

The Rakaia Lions Jackson Holmes Salmon Run event is being held on Saturday October 19, with all events starting and finishing at the Rakaia Domain.
