Ashburton’s rural swimming pools were yesterday thrown a lifeline that will ensure they can open for business this summer.

The five pools, all built on Ashburton District Council reserve land, were earlier warned that tough health and safety regulations could see them footing the bill for compliance costs that for most would be unaffordable.

Council staff met on at least one occasion with pool committee members to outline what was required including

set opening hours, trained and registered pool staff, controlled pool entry, water testing regulations and for Hinds and Rakaia, the likely decommissioning of their high diving platforms.

The pool committees’ reactions were swift – those regulations were too onerous and pools would struggle to comply. Each wrote to the council stating their concerns.

The pools were the heart of their communities and they provided a valuable opportunity for youngsters to learn water skills, the committee members said.

At yesterday’s council finance and business support committee meeting, councillors also challenged the staff report on pool regulations.

The report and recommendations were prepared by people and capability manager Cindy Meadows to ensure the council met its health and safety requirements as owners of the land on which the pools were located.

Approaches to three bridges washed out

A high flow in the Hinds River has washed out approaches to the three “sunshine” bridges that cross the river at Boundary, Winslow and Hackthorne roads.

Ashburton District Council roading manager Brian Fauth said the washouts are a result of heavy rain in the high country over the weekend, which led to rises in the Ashburton and Hinds rivers.

It’s the fourth time this year the bridge approaches have been washed out, Fauth said, adding that in the previous three years

there were no washouts of the bridge approaches at all.

He was unsure as to when the bridges would be back in use, with any repairs being weather dependent.

“We’ll have to look at the weather forecast and try and weigh it up,” he said. If more heavy rain is predicted then repairs would likely be postponed, he said, as there was no point doing them too soon only for that work to be washed away again in the near future.

The bridges were well-used however, so the council would en-

deavour to have them back in use as soon as was practical, he said.

When the forecast allowed, the council would send in bulldozers to restore the approaches.

Fauth said it cost upwards of $10,000 combined to do the repairs each time the bridge approaches were washed out, which meant this year between $40,000 and $80,000 will be spent there rather than on other road repairs.

The wet weather this year has put a lot of pressure on the district’s roads, he said, with potholes and erosion of roads more prevalent during rain.

They opted to rewrite the recommendations to ensure pools were able to open for the summer.

Pool committees will now be able to decide their own opening hours, but must let the council know what these are and while they will not be required to have trained volunteers on active supervision, if they choose to do this, those names must be registered with the council.

Pools rules will be set by the council and committee members will be required to enforce these and the council will look at ways to ensure there is secure access to all five pools.

Rather than decommissioning the two diving platforms, the council will now review their future, after determining whether the depth of each pool is correct.

Because pool water quality tests are a health and safety requirement, the council will undertake and fund these. A business case for the council will be made as part of the council’s long term plan discussions.

Council staff will now meet with pool committees to explain the new operating rules.

Pool committee members were not the only ones who were unhappy with the tough regime of recommendations; councillors also believed they went several steps too far.

Three of the pools are in Peter Reveley’s western ward and he said those communities were not happy.

“As I read this you’ve been far too tough. I’ve got three of these pools in my area and they’re reasonable angry with the council. This could be alleviated by you talking to them,” he said.

“This report shows they virtually reject what we’ve put on the table.”

Stuart Wilson suggested the council should pay for pool testing and that it should also pay to train locals for each pool as supervisors.

“Pay a salary to a person at Hinds for example, rather than loading this all onto volunteers,” he said.

Christchurch choir bringing some legends to town

Legendary hits, a genre extravaganza and “lots and lots and lots of energy”.

That’s what to expect when the Christchurch Pops Choir roll into town next week.

The 84-strong contemporary vocal group grew out of the 2011 Christchurch earthquake and is now venturing out of town and down to Ashburton for the first time ever.

On October 21 they’ll take to the stage of the Ashburton Trust Event Centre to deliver Legends: Music of Our Times.

Artistic Director Ravil Atlas said the group has grown exponentially in size and popularity.

Members now journey to practices from as far north as Hanmer to as far South as Timaru, ranging in age from 18 to 62 years.

“If you look at us, we’re like a real cross section of Christchurch,” he said.

The Legends concert will encompass classic tracks from icons including Elton John, the Beatles, Aerosmith and Mi-

Time to be prepared for a disaster

Ashburtonians are being encouraged to sharpen their safety skills, stock up on emergency supplies and “get ready” for a natural disaster.

This week is annual Get Ready Week – a national safety campaign run by the Ministry for Civil Defence and Emergency Management (MCDEM).

Staying safe and well-informed in a disaster is the focus of this

year’s Get Ready Week.

The week also coincides with the United Nations Day for National Disaster Reduction on October 13, and aims to ensure that every member of the family knows what to do during a national disaster.

Mayor Donna Favel said that with the region experiencing earthquakes, flooding and tsunami warnings in recent years, there is “no better time to update your knowledge on what to do in an

emergency”. “Knowing where to access information is particularly important.”

Ashburton updates can be found on the Ashburton District Council’s website and Facebook page, as well as the Canterbury Civil Defence Emergency Management Group website and social media.

MCDEM also advise that if the

Consent, more funds still needed

The site is secured, the resource consent application is in and the funds are accumulating – but lobbyists for a public skate park in Methven say there’s still a “big hill to climb” before their dream becomes a reality.

The KidzMethven community group have successfully secured a 2024m2 section at the corner of Bank and McMillan Streets, on which they hope to build a 1200m2 concrete skate park with a bowl, ramps and other features.

However, chairwoman Liz McMillan said the group now face a patient wait for their resource consent to be granted, having put in the application two weeks ago. The group are also seeking about $120,000 further in funds.

“We’ve got a really good committee … and we’ve been really lucky with support,” she said.

“But we’ve still got a wee way to go.”

The group formed in 2008 after a popular indoor skate park in Methven suffered earthquake damage, and had to close. It comprises about 18 members –

from parents to high school students and skaters in their 20s.

McMillan said a new skate park would bring a host of benefits to the Methven community – and in particular, its youth.

“A few years ago we built a ramp in Chambers Park – and that’s just been so popular,” she said.

Though the group had decided not to take up an initial offer of land from the council due to its proximity to the main road, KidzMethven had seen a renewed passion for their cause this year.

The group had found a new site, and launched a number of new fundraising initiatives to build on the existing $20,000 in their bank.

“We’ve had a Lions dinner and we’ve been selling reusable coffee cups, and Methven Primary School had a mufti day,” she said.

“We’ve now passed the $30,000 mark.”

The next fundraiser on the cards is the sale of the popular Fairlie Pies, with the group currently taking orders on their Facebook page.

The old Methven indoor skate park had to be closed due to earthquake damage.

Tread carefully in the river bed

Conservation groups are urging Mid Cantabrians to tread carefully around the gravels in braided rivers and look out for nesting feathered friends.

Nesting season is under way for wrybills and other native birds, but eggs on riverbeds can be hard to spot, and susceptible to trampling underfoot or under the wheels of four-wheel-drives.

Wrybills are a threatened species of bird, endemic to New Zealand and completely dependent on the South Island’s braided rivers for breeding – which wrybill researcher Peter Langlands said makes them “quite vulnerable”.

“A wrybill is unique in that it’s perfectly camouflaged in all stages of its life,” he said.

“And that includes the eggs.”

Wrybill eggs are small, light blue and speckled, which helps them merge with the gravel of riverbeds. While Langlands said that eggs being crushed by humans isn’t the main threat facing the wrybill population, he said four-wheel-drives on the rivers can be a “big problem”.

“We’ve got to address the four-wheeldrives … it would be really good to minimise that.”

“On areas like the Ashburton River it’s just a free-for-all at the moment.”

Langlands said wrybills can mostly be found around the upper Rakaia River, upper Rangitata River and Tasman River in the Mackenzie District, the latter two of which are Department of Conservation wrybill conservation sites. Smaller populations of wrybill can be found on the Ashburton riverbed, and Waimakariri River.

Other birds currently nesting in Mid Canterbury braided riverbeds with “inconspicuous” eggs include the black-fronted terns, black-billed gulls, banded dotterels and black-fronted dotterels, all of which are also threatened species.

Breeding season lasts from September to late December.

Environment Canterbury, the Isaac Conservation and Wildlife Trust and Canterbury Water are also pleading for the public to be careful during breeding season.

They advised to stick to formed tracks and avoid driving in the riverbed during this time.

Aqua jets a hit in school holidays

A unique underwater activity has drawn crowds to the EA Networks Centre pools these school holidays.

The first aqua jets in New Zealand arrived at the pools last week.

The hand-held jets can pull swimmers through the water, allowing them to dive deep, twist and turn.

An underwater obstacle course has been set up at the centre’s pools for aqua-jetters to manoeuvre their way through.

“The interest has been great,” sports facility asistant manager Richard Wood said.

He said one of the centre’s swim instructors was inspired to bring aqua jets to Ash-

burton after seeing them overseas.

“It’s long been one of our goals to have more activities at the pools, and the kids are really jumping on them.”

The aqua jets are available for hour-long sessions on weekends. The centre has also introduced school holiday water volleyball sessions, and is holding a number of school holiday swim classes.

Wood said the jets are not due to go anywhere anytime soon.

“They’re here to stay permanently, and we’re bringing them to the Tinwald pool soon too.”

The jets are available for anyone over the age of eight who is competent at swimming and has booked in to use them.

Horrific crash claims four lives A horrific crash north of Taupo has left four people dead and eight with moderate to serious injuries.

Sergeant Fane Troy confirmed the fatalities.

The head-on smash involved two people-mover type vehicles.

The crash, described by a witness as the most serious he’s

seen in 20 years, happened at the intersection of State Highway 1 and Tutukau Road around 3.15pm, and blocked both lanes on SH1.

At least three people were trapped with critical injuries, police said.

St John Ambulance would not comment on the injuries

or number of injured involved in the crash, directing all media queries to police.

St John media spokeswoman Victoria Hawkins described the crash as a “major incident that needs investigating”.

Local reporter Laurilee McMichael, who was at the scene, said there was a heavy presence

of police, fire and ambulance staff.

She had seen three helicopters, two of which took off heading north.

“I was told it was a two car head-on at the end of a passing lane.

“It’s the full nine yards.

counted that the police told him “it was the worst thing they’ve seen in 20 years”.

Jeff from nearby business Commando Paintball said he was told by an emergency service staff member that two people mover vans had collided.

The crash blocked both lanes.

Protesters clashing with police while blockading a defence industry conference in Wellington have been carried from the venue.

Shouting “army of the rich, enemy of the poor”, the group had set out to make life uncomfortable for those attending what protesters have labelled a weapons expo.

At least three people appear to have been carried and escorted away from the scene by police, one in handcuffs.

Nine people have been arrested for obstructing a roadway, said Inspector Neil Banks.

Eight were arrested for obstructing a public road, and one for disorderly behaviour. Police say “a number” were released on pre-charge warnings.

Banks said the protesters needed to keep the safety of themselves and others in mind.

“Police must balance the lawful right to protest against the public’s right to go about their daily business without being disrupted by protest action.

“We are disappointed that a number of protesters behaved in a way that created safety issues, disrupted traffic, and caused delays that inconvenienced the wider public.

“I would like to acknowledge the patience shown by our staff, who conducted themselves with professionalism and acted appropriately based on the situation that was presented to them.

“We are aware of allegations in the media about police conduct, and would remind anyone with concerns that there are several avenues available to them if they wish to make a complaint.”

At the protest, officers told the group “we don’t want anyone hurt”.

At the time, protesters were pushing up against police and forcing them onto the road outside Westpac Stadium, where the New Zealand Defence Industry Association forum is being held.

The forum includes discussions on emerging technologies and cybersecurity.

The association denies it is an expo, saying it is a chance for business to engage with the defence forces.

Protesters started gathering about 7am.

Among them is new Green MP Chloe Swarbrick, who told TVNZ Kiwis needed to stand up for change.

“I think it’s really crucial we do things like protest, that we do stand up, that we do have those difficult and uncomfortable conversations because otherwise nothing is ever going to change,” she said.

Anglican Bishop of Wellington, Justin Duckworth, also attended. The protesters are connected with Peace Action Wellington.

“It’s important to act and to target the drivers of war, those who make billions of dollars from killing people,” protest spokeswoman Jessie Dennis said.

Chch man charged in train mask case A Christchurch manager has indicated a guilty plea after two teenagers claimed they were attacked on an Auckland train where he was disguised in a mask and apron.

Giuseppe Lyle Vassalini, 32, appeared in the Auckland District Court yesterday charged with assault.

The Rolleston man, dressed smartly in a suit, was remanded on bail by a Community Magistrate to appear again in the Christchurch District Court on October 25.

Vassalini was one of a group of men, dressed as the Four Square character, believed to be travelling to the Auckland Darts Masters competition on August 12.

Video footage shows the group allegedly assaulting and abusing two teenagers on the train.

Police said it was a “completely unprovoked attack”.

A 31-year-old Waikato painter and decorator was also charged and will be sentenced for indecent exposure in the Hamilton District Court on December 4.

A 35-year-old teacher from Papamoa, near Tauranga, will appear today in the Auckland District Court charged with assault with intent to injure.

The mother of one of the teens said her daughter and friend were travelling home on the train when they were confronted by five drunk men in costumes.

Police earlier said there was a large amount of public interest in this case and thanked the public for the information provided, Transdev and Auckland Transport for their support.

Firm withdraws controversial consent for water extraction The company behind a controversial application to take 6.9 million litres of water a day from Putaruru’s Blue Spring to send offshore has withdrawn its application.

NZ Pure Blue Springs Ltd told the Waikato Regional Council yesterday it would not be going ahead with the resource consent application, a council spokesman confirmed.

The application has been pulled just prior to the October 16 deadline when the company was asked for written approval from Raukawa, deemed to be an affected party, in order for the consent to be nonnotified.

Raukawa had already confirmed it would not give written approval. Raukawa Settlement Trust chairwoman Vanessa Eparaima said at the time that they had sent a clear message that the application or its proposed activity was not wanted in the area.

In June the Herald revealed the company had lodged a resource consent application to Waikato Regional Council to extract 6.9 million litres a day from the Waihou River.

The company, owned by a majority of overseas investors, had ambitions to be the largest bottling plant in the Southern Hemisphere and applied for a 15-year consent

with the hope of opening the bottling plant by 2019.

South Waikato District Council supported the plan because of the economic benefits it believed it would bring to the region.

The company had also promised to donate money to a community trust.

However, as public opposition around the proposal grew, internal communication from within the district council and released to the Herald under the Official Information Act showed management also had doubts about how realistic the proposal was.

An online petition opposing NZ Pure Blue’s application for a resource consent also gained more than 70,000 signatures.

South Waikato District Council mayor Jenny Shattock said the council was disappointed it had fallen over as one of its main focuses was on growing the economy and creating new jobs.

This is the second deal that has fallen over for the company which first attempted to purchase the right to extract and export 1.4 billion litres of pure, artesian water a year in Ashburton in 2016 following public backlash.

Swimming in a PC-mad world Matt Markham

ands up if you grew up swimming in a place that would now be deemed as unsafe?

If at least three quarters of those of you reading this didn’t put your hand up, then consider me shocked.

Growing up in a rural community, swimming in a local river or waterway was almost a rite of passage.

For many of us, I’m sure, hours were whiled away under the summer sun swimming in places like the Ashburton River, up at the Rakaia Gorge or jumping off one of the many bridges of the RDR (Rangitata Diversion Race).

It was just what you did.

You respected the associated dangers though.

You knew what was safe and what wasn’t, often from advice passed down from generations who had done exactly the same in years gone by.

Yes, on occasions you would push those boundaries. But there was always a respect.

We knew no different so it became a part of life, yet we were recently faced with the possibility of five rural swimming pools being closed due to new health and safety laws.

Luckily, the Ashburton District Council look set to avoid the most negative outcome at all costs and are working hard to ensure that all gates are open in time for the swimming season.

But it does pose the question of what has become of us?

Are we now that stringent that it’s unsafe for our kids to swim in community-based pools in summer?

Surely not?

But it kind of feels like it’s being forced upon us.

At yesterday’s finance and business support meeting for the Ashburton District Council, the six recommendations originally tabled were altered – offering somewhat of a lifeline to the pools at Mt Somers, Rakaia, Hinds, Ruapuna and Mayfield, with more support set to be offered to those volunteers who each year play a part in keeping these pools up and running.

Yes, things will be slightly more monitored at a local government level than what they probably have been previously – but at least it’s a step away from the absolute extreme in which those pools may have had to lock their gates for good.

First year reflections I

t’s been a busy first year as the new Mayor of the Ashburton District and I am proud of what your councillors, council staff, and I have achieved in the past 12 months.

Last term, six of our 12 councillors retired and the local body elections saw seven new councillors, one new Methven Community Board member, and myself elected.

This was a massive change for the council and like anything, it takes some time for newcomers to learn the ropes and find their feet.

While this meant some slowing of momentum for the chief executive and his staff, there has still been a significant workload achieved and some great successes.

From a governance perspective, we have received and considered the S17A review on community safety; approved the statement of intent from Experience Mid Canterbury; met quarterly with council controlled organisations – EMC and ACL; adopted policies, documents and terms of reference; and attended multiple training sessions.

Operations wise, we have approved the extension of the Ashburton town water supply to Taits Road properties; considered water consents for Lot 9 at the Ashburton Business Estate; approved the contract for the Rakaia Resource Recovery Park weighbridge; and considered use of 500 l/s of unused consented stock water for the MAR Project.

We have also done a considerable amount of work in relation to property sales and acquisitions.

Another significant achievement was the new kerbside collection service.

This included the overall collection area being extended to some properties in Lake Hood, Fairton and Winslow which had not previously received kerbside collection services.

We’ve had good feedback so far on the service and we’re proud of how smooth the transition has been.

The council continues to be committed to providing quality core infrastructure and services including roads, footpaths, drinking water and solid waste services.

I am also extremely proud of the community facilities that we have here in Ashburton. We also have great parks and open spaces for people of all ages to enjoy.

We’ve had some wonderful improvements made to the Argyle Park walkway and we have begun the process of developing the Chinese Settlement area, thanks to the generosity of the Ng and King families.

As a district, we have been very active in assisting other regions in times of need.

For example, we rallied together with other councils, community volunteers, and emergency services to respond to the devastating Kaikoura earthquakes and Port Hills fires.

It’s been a busy year here in Ashburton and we have accomplished a lot.

I want to thank everyone who has supported me over the past

12 months and I look forward to seeing what we can achieve together in the year ahead.

Get Ready Week In New Zealand, particularly Canterbury, we’re prone to natural disasters.

We’ve experienced several in recent years from earthquakes and flooding to tsunami warnings.

For some of you, these events will have had a big impact on you, your family, your friends and your possessions.

While some disasters come with a warning, others can strike with no warning at all – something the Canterbury earthquakes made us all too familiar with.

This week is Get Ready Week – a national awareness campaign run by the Ministry of Civil Defence and Emergency Management (MCDEM).

It coincides with the United Nation’s International Day for Natural Disaster Reduction on Friday, October 13.

This year’s theme is Stay Safe, Stay Informed. It focuses on how people can stay informed during an emergency. In a natural disas-

ter, it can be hard to know what to do first.

To stay informed about an emergency in the Ashburton District, look for information on the Ashburton District Council website and Facebook page.

Our district has many small and close-knit communities, so if you haven’t done so already, this is the perfect time to get to know your neighbours.

In an emergency, neighbours are often the best people to help you get through a difficult time.

This week is also a good time to create an emergency survival kit or to check that your current one is up-to-date.

Californian wildfires kill 10 Wildfires whipped by powerful winds swept through California wine country, destroying at least 1500 homes and businesses and sending thousands fleeing as flames raged unchecked through high-end resorts, grocery stores and tree-lined neighbourhoods.

Officials say at least seven more people have died, bringing the total number of fatalities to 10.

The flames were burning “at explosive rates” because of 80km/h winds, Ken Pimlott, director of the California Department of Forestry and Fire Protection said.

Fourteen large fires were burning, spread over a 300 kilometre region north of San Francisco.

Governor Jerry Brown declared a state of emergency in Napa, Sonoma and Yuba counties.

The ferocity of the flames forced authorities to focus primarily on getting people out safely, even if it meant abandoning structures to the fire.

Some of the largest blazes were in Napa and Sonoma counties, home to dozens of wineries that attract tourists from around the world.

They sent smoke as far south as San Francisco, about 100 kilometres away. What caused the

Malala attends first lectures Belongings collected Education rights campaigner Malala Yousafzai has attended her first lecture at the University of Oxford five years after she was shot by the Taliban.

The 20-year-old Nobel Peace Prize winner tweeted a photo of three philosophy books.

She wrote: “5 years ago, I was shot in an attempt to stop me from speaking out for girls’ education. Today, I attend my first lectures at Oxford.”

Thousands of well-wishers responded with messages of congratulations.

Yousafzai is following in the footsteps of many world leaders in studying Philosophy, Politics and Economics, or PPE. She did not reveal her grades but earlier this year she told a conference she had received an offer, which was conditional on achieving three As at A-level.

After the deadliest mass shooting in modern US history, concert-goers and family members of those who attended a country music festival that ended in death for dozens of people sought to recover belongings left behind in panic.

FBI investigators spent a week combing the crime scene, carefully cataloguing evidence and separating personal items before

But her campaign angered local militants and she was shot during an assassination attempt while taking the bus to school.

She was treated at Birmingham’s Queen Elizabeth Hospital and, fearing reprisals in her native country, made the city her home.

In 2014 she became the youngest person to be awarded the Nobel Peace Prize and her campaign for children’s rights to education across the world has seen her addressing the United Nations on the issue.

Auckland port changes under debate

There are about 194 craft breweries, of which 130 are deemed to be small operations.

The growing demand for craft beer has seen the country’s dominant brewers raid their boutique rivals, most recently with DB’s purchase of Tuatara Brewing Co and Lion’s Panhead acquisition.

September retail spending flat New Zealand retail spending on electronic cards was flat in September, which economists said was due to cooling house prices.

Seasonally adjusted retail spending on credit and debit cards rose 0.1 per cent from August, having dropped 0.2 per cent that month, Statistics New Zealand said in a statement. Total spending, including non-retail industries, fell 0.1 per cent, having risen 0.6 per cent a month earlier.

“Consumer spending has cooled significantly in recent months – in fact, the level of card spending is down since the start of the year,” said Westpac chief economist Michael Gordon.

“Consumer spending in New Zealand tends to have a strong link

with the housing market, and the slowdown in spending is consistent with the cooling in house prices over the past year.

“In the absence of a renewed fall in interest rates, we expect the housing market, and therefore growth in consumer spending, to remain subdued over the next couple of years.”

Statistics NZ retail manager Sue Chapman said the agency was unable to draw “any firm conclusions about the impact of the general election on electronic card spending in September”.

Westpac’s Gordon said retail spending had risen less than expected, with some of the shortfall due to fuel spending, which gained 0.9 per cent despite an estimated 5

per cent rise in fuel prices over the course of the month.

Yesterday’s figures show credit and debit card spending on durables dropped 1.2 per cent and apparel spending fell 1.1 per cent.

Expenditure on consumables rose for a fourth month, up 0.8 per cent.

Hospitality spending decreased 0.2 per cent and spending on vehicles excluding fuel dipped 0.1 per cent.

Yesterday’s figures show actual retail spending climbed 2.9 per cent to $4.9 billion in September from the same month a year ago.

Card-holders across all industries made 137 million transactions in September versus 139 million in August. The average value was steady at $48.

Renaissance Brewing, the first local company to raise capital through equity crowdfunding, is up for sale after cash flow woes and product management issues led to the appointment of voluntary administrators.

Shephard Dunphy’s Iain Shephard and Jessica Kellow were appointed voluntary administrators of the Blenheim-based boutique beer brewer, Companies Office filings show. Shephard said the brewer ran into cash flow difficulties and was operating too many product lines at times, however he says the business is good and will keep operating as usual.

Among Peters’s campaign pledges was relocation of Auckland’s container port operations to Northport at Marsden Point by 2027.

Council chief of strategy Jim Quinn, a former Kiwirail chief executive, told the meeting central government will have a role in funding any future relocation because infrastructure such as road and rail connections fall under its umbrella.

the chief executive to undertake a scoping process to investigate options for the port, including other alternatives that may come from central government. It also supported an amendment to lobby central government to instigate an upper North Island port strategy, something the Crown has been reluctant to pursue.

Peters is currently in negotiations with the Labour and National parties to form the next government, setting a deadline

to a different use. The consensus working group study looked at a 50-to-100-year timeframe for the port.

The 2016 study put forward several recommendations for the port in the event that demand outstrips its capacity to service the country’s biggest city.

Still, councillor Mike Lee pointed out at yesterday’s meeting the study shows improved efficiency could see the current port cope with a trebling of throughput to three million TEUs (20-foot equivalents) per year.

The scoping work signed off yesterday in a 10-seven vote will look to provide indicative costs of any future recommendations and will also take into account what factors might trigger the need for the port to be relocated.

Before the committee discussed the future port study, Shane Vuletich of the Society for the Protection of Auckland Harbours and Julie Stout of Urban Auckland made a submission for the council to include broader factors in triggering a relocation than simply capacity constraints, such as the opportunity cost of the status quo.

Auckland Council’s planning committee pressed ahead with plans to scope the next stage for the future of the city’s port, shaking off objections the political hot potato might face interference from Wellington.

The committee met yesterday to discuss the next steps in the 2016 consensus working group report into the port’s long-term future, which put forward several options to secure the multigenerational viability of the hub, including relocation.

The council put off deciding what to do with the report until after last year’s local body elections, which installed a new mayor in Phil Goff.

Mmmmmm bacon ...

T

here’s nothing like the smell of freshly-cooked bacon.

It’s so tempting, so tantalising, you don’t even need to be hungry to feel like tucking into a meal that has bacon in it, on it or alongside it.

And the joy of bacon is that it can become part of a dish and you don’t need a whole lot to gain that delicious bacony flavour.

If you’re using bacon, however, it’s worth paying a bit more to ensure you buy a product that won’t turn pale and watery in the pan.

Choose your bacon with care. of each cup and lift out with a spoon.

Bacon breakfast cups 2 slices of bread 4 slices of bacon 4 eggs Salt and pepper

Lemon butter chicken and bacon

■ Preheat oven to 200°C. ■ Prepare 4C of a muffin tin by spraying generously with cooking spray.

■ Place the bacon slices on a rimmed baking sheet. Bake for 12 minutes.

■ Flatten the two slices of bread with a rolling pin ■ Cut with 2 1/2 inch biscuit cutter to get two rounds from each slice of bread.

■ Remove the bacon from the oven. Place on stacked paper towels to remove excess grease.

■ Reduce oven temperature to 190°C. ■ Line the bottom of each prepared muffin cup with a piece of bread.

■ Line the side of each cup with a rounded piece of bacon.

■ Crack an egg into the centre of the cup you created, being careful not to crack the yolk.

■ Bake for 18 minutes until the whites are completely set and the yolk is still slightly runny.

■ Run a knife around the edge

250g farfalle (bow tie) pasta 2T olive oil 40g butter 1/4 C (30g) plain flour 1/2 pinch salt and pepper to taste 4 skinless, boneless chicken breast halves – pounded to 1/2cm thickness 120g bacon 170g mushrooms, sliced 170g artichoke hearts, drained and halved 2t capers, drained 1/4 C chopped fresh parsley for garnish Lemon butter sauce 1/4 C (65ml) white wine 5T (100ml) fresh lemon juice 5T thickened cream 250g butter, chilled 1 pinch salt and pepper, to taste ■ Sauce: Pour the wine and lemon juice into a saucepan over medium heat.

■ Cook at a low boil until the liquid is reduced by a third.

■ Stir in cream and simmer until it thickens.

time to the sauce, stirring until completely incorporated.

Season with salt and pepper. Remove from heat and keep warm.

Bring a large saucepan of lightly salted water to boil.

Add pasta and cook until al dente, about 8 to 10 minutes. Drain and set aside.

Heat oil and butter in a large frying pan over medium heat.

In a bowl stir together flour, salt and pepper.

Lightly coat chicken with flour mixture.

Without crowding, carefully place chicken in hot oil. (If necessary, cook in batches.)

Fry until cooked through and golden brown on both sides.

Remove the chicken and place on paper towels.

Stir the bacon, mushrooms, artichokes and capers into the residual oil.

Cook until the mushrooms are soft.

Cut the chicken breasts into bitesized pieces and return them to the frying pan.

Stir half of the lemon butter sauce into the chicken mixture.

Place pasta in a large bowl.

Stir the chicken mixture into the pasta and adjust seasonings.

Stir in additional lemon butter

sauce as desired. Toss well and garnish with parsley.

Chicken and bacon pasta 2C (500ml) chicken stock 2C thickened cream 250g linguine 6 rashers bacon 2C chopped cooked chicken 1C frozen peas, thawed 1C freshly grated parmesan cheese ■ Bring chicken stock and cream to a boil in a heavy saucepan over high heat.

■ Reduce heat to medium-low and simmer until reduced by half, about 30 minutes.

■ Bring a large pot of lightly salted water to a boil.

■ Add linguine and cook 8 to 10 minutes or until al dente; drain and set aside in a large serving bowl.

■ Place bacon in a large, deep frypan.

■ Cook over medium high heat until evenly brown. Drain, crumble and set aside.

■ Once the cream has reduced, stir in crumbled bacon, chicken, peas and parmesan cheese.

■ Cook for a few minutes until hot.

Pour sauce over pasta to serve.

Potato bacon bake 350ml milk 6 cloves garlic, finely chopped 1t salt 1C cheese, grated 2kg washed white potatoes, peeled and sliced very thinly 1T olive oil 4 eggs, beaten 4 pieces bacon, finely diced Chives, chopped ■ Preheat the oven to 190°C. ■ Mix the eggs, milk, garlic, salt, bacon and 3T chopped chives.

Reserve.

■ Using 1T of oil, oil a 20cm square ovenproof dish.

■ Layer one third of potatoes evenly into the dish.

■ Pour over one third of the egg mixture, making sure bacon and chives are evenly distributed.

■ Repeat with the remaining twothirds of the potatoes and egg mixture.

■ Sprinkle the cheese evenly on top.

■ Cover loosely with foil and place in the oven for 45 minutes.

■ Uncover and bake a further 15 minutes until the potatoes are tender and everything is bubbling and golden.

Lamb wellingtons Serves 4 2 x 300g Quality Mark lamb rump 2T each finely chopped flat-leaf parsley leaves and picked thyme leaves 2 sheets pre-rolled butter puff pastry, slightly thawed 1 egg, lightly beaten White or black sesame seeds 750g-1kg agria potatoes, peeled 3T olive oil 4 sprigs fresh thyme 1/2 C red wine 1C beef stock 25g cold butter, cubed Steamed green vegetables ■ Preheat the oven to 220°C. Line a shallow roasting tray with baking paper.

■ Lamb: Heat a large frying pan over medium-high heat. Rub the lamb with a little oil and place in the hot pan, turning to brown on all sides.

Remove from the pan, season and rub lamb with the chopped herbs.

Set aside to cool.

■ Pastry: Lightly flour the bench. Roll 1 sheet of pastry out a little more until 3mm in thickness. Place on 1 lamb rump (cut the pastry so it is square, ensuring you have enough to cover the lamb). Bring 2 opposite corners together, brush the edges with egg wash and crimp together.

Repeat on the other side until the lamb rump is completely enclosed in the pastry. Place on the prepared

tray. Repeat with remaining lamb rump. Brush the pastry well with the egg wash and make small slits in the top of the pastry, for the steam to escape. Place in the fridge to rest and firm for 30 minutes.

Remove from the fridge, brush with the remaining egg wash and sprinkle with a little flaky sea salt and a few sesame seeds.

Place in the oven and cook for 20 minutes, then remove from the oven and rest for 8-10 minutes before slicing.

Potatoes: Preheat the oven to 190°C. Cut potatoes into even-sized pieces. Place in a saucepan with cold water just to cover, lightly salt and bring to the boil, then reduce the heat and cook for 5 minutes. Drain and dry off over the heat. Place into a roasting dish, toss with the oil and thyme and season. Place in the oven and roast for 30 minutes until golden and crisp.

Pan sauce: In a wide saucepan, heat the red wine and reduce by half. Add the beef stock and reduce by half again. Add the butter and swirl until glossy. Season.

To serve: Slice each lamb wellington in half and serve with the sauce, potatoes and steamed green vegetables.

It’s all about the jersey

Mid Canterbury rugby player Eru Cooper-Tahuri has achieved one of his big goals after pulling on the silver fern to represent New Zealand over the weekend.

The 18-year-old, who plays his club rugby in Ashburton for Celtic, was named as part of the New Zealand Maori Under-18 side that played two matches last week, one against the New Zealand Schools’ Barbarians and then the Tongan Schools’ side.

“It was a top level of rugby and a good experience, it was very hard and quite a challenge,” he said.

“We went there to prove ourselves and make our own statement and we did that by almost beating the Barbarians.”

When it came to the highlight of the time away, the answer was easy for Cooper-Tahuri.

“It was pulling on the jersey and representing New Zealand, and seeing that silver fern on my chest,” he said.

While rugby was a big focus on

the trip, Cooper-Tahuri said there was also a lot of cultural learning involved with the time spent in the camp.

“We learnt all about our ancestry and the Maori Battalion and lots of little activities,” he said.

“There was a routine where we would get up early in the morning and go out and do prayers and stuff, and the same in the evening before bed.”

There were 25 players in the squad, all of whom formed a quick bond.

“There was a really good bond early on.

“It was awesome to meet so many people and still be in contact with them,” he said.

While play time was spread evenly over the two games, Cooper-Tahuri said he got more game time in the first match against the Barbarians, as it was a game they were really wanting to win.

“We were really wanting to win that Barbarians game to make a statement so some guys got more time than others,” he said.

The Wallabies have jumped up two spots to third in the latest world rugby rankings. Australia claimed second place in the Rugby Championship, behind world No.1 New Zealand, to move ahead of Ireland and South Africa. Michael Cheika’s side recorded two wins, two draws and two losses in the recent four-nation tournament that featured the All Blacks, Springboks and Argentina. The All Blacks extended their lead at the top, over second-place England, after an unbeaten Rugby Championship campaign.

Rebels chasing Force

Smith ‘very close’ to joining England assistant, is detailed in Andrew’s new book Rugby: The Game of My Life: Battling for England in the Professional Era. The Telegraph has just published excerpts, and England’s embarrassment at failing so dismally when hosting the 2015 tournament still apparently lingers.

Andrew has slammed coach Stuart Lancaster, particularly over the selection of rugby rookie Sam Burgess, the league star.

Former England flyhalf Andrew writes: “Burgess was a rogue ingredient in the mix, and his inclusion had a negative effect.”

“I am trying to be reasonably low key, with my objectives to work on in the race which can’t be any worse than the last couple of times.

“Last year I swelled up pretty bad, all the hydration and nutrition just sat in my gut, and wasn’t being absorbed into the body.

“But I have strategies to manage that this year – the aim is to lose weight rather than put it on during the race this year!

“Managing my effort levels throughout the day is key, it is hot and everyone goes out like it is a two-hour race, but it will be eight hours out there in 30-degree heat and 80 per cent humidity with the best athletes in the world who have all trained all year for this.

“It really has to be just another day, as soon as you think of how big the race is in terms of competition and what it means for your career, that is when you can get into trouble.

“I have always enjoyed putting pressure on myself and stepping up, but I am staying emotionally controlled and looking to be strong all day.”

Currie is pleased with where he is at, after posting an impressive win at the Ironman Santa Cruz 70.3 five weeks ago.

“I’m in the best condition Ive ever been in and I’m feeling happy with where I am.

“Santa Cruz 70.3 gave me confidence in the progression I have made, and gave me the opportunity to race quite a few of the top guys who will be at Kona.

“I couldn’t have asked for a better lead in and now its just about resting and staying healthy, preparing to bring the energy levels up for race time so I’ve got what I need on the day.”

Braden Currie and Terenzo Bozzone are the sole Kiwis on the pro start line at the Ironman World Championship in Kailua-Kona, Hawaii on October 14 (Sunday morning NZT).

Currie is the rookie of the two, but is now clearly established alongside Bozzone amongst New Zealand’s leading long-distance triathletes.

The former off road and multi-sport star is heading into the unknown however, when he races for the first time at Kona this weekend.

“Kona represents my biggest challenge in endurance sport.

“Once I decided I wanted to race it, I committed to ensuring that I gave myself every chance to race it at my full capacity.

“We designed my year around having the space for long training blocks in environments that offered everything I needed to get the most out of the many days of swim, bike and run.”

Unlike many who might get a little nervy at having never raced at the famed Kona course before, Currie is taking a typically laid-back approach and using his rookie status to his advantage.

“I am really aware of some of the challenges that Kona presents for a first-time athlete.

“But I believe this is a great way to take some of the pressure out of the event.

“I am looking forward to experiencing it in its entirety. I also feel confident that I have given everything I can to my preparation for the event, so I know I won’t have any regrets when I am on the start line about what I have put in.”

Thirty-two-year-old Bozzone has had a rough year by his high standards, with a few injury niggles and then catching pneumonia in July.

He sees the good in that though, feeling fresh heading into this stage of the year

Lowe laments loyalty lost Former Kiwis coach Graham Lowe has lamented the loyalty and respect shown by players in both the NRL and international rugby league.

Speaking to Radio Sport’s Martin Devlin, Lowe lambasted the manner in which North Queensland Cowboys star Jason Taumalolo turned his back on the Kiwis a day prior to the squad announcement for the upcoming World Cup last week.

“I read that he [Taumalolo] wanted to play for Tonga in this World Cup so that he could inspire young Tongan boys to go on and play in the NRL, I accept that, and I totally respect that some of the guys want to play for their Island nations,” Lowe said.

“But what I can’t accept is the timing of it, leaving it as he has done right up to the last minute, being part of the promotion for the World Cup, and accepting all that without saying [anything].

“If he wanted to do what he said he wants to do, he should have put his hand up at the start of the year and said ‘Listen all you young Tongan boys, I’m playing for Tonga this year, and you

should come try and have a go and try make the NRL’.

“I think the timing of it, the way they’ve all followed the leader, particularly the ones that were already engaged in one way or another with the Kiwis side, it’s been a disgrace, and a total lack of respect for the Kiwis jersey.”

The 71-year-old also suggested that rugby league’s loose eligibility laws was a key component in the lack of commitment and loyalty shown by players at the international level of the game.

“International football is not about grabbing an atlas and deciding which country you’re going to play for,” he said.

“You get one chance to play for your country and that should be it.

“For me, it’s black and white. “[It’s] such an honour and privilege to represent your country, and I totally respect that these guys want to play for their Island nations, but they’ve got to put their hand up and say ‘This is what I want to do’.”

The former Queensland State of Origin coach went on to criticise both New Zealand Rugby

Graham Lowe League and the Rugby League International Federation [RLIF] for a lack of leadership.

“It’s not just one player; it’s a mentality that’s crept into the game at that international or professional level of rugby league.

“I don’t know how it’s crept in, but it’s a lack of strong leadership from the International Board, the leadership from the New Zealand Rugby League has certainly been questionable, but there’s a men-

tality that’s been allowed to creep in.

“There are so many young people in this country that would give their right arm to play, to represent their country.

“It’ll get washed over and everyone will forget about it as the emotional heat goes off it. I won’t forget about it. I don’t think they should ever, ever be considered again for the Kiwis.

Smith eyes future after World Cup

By Murray Wenzel Australian rugby league captain Cameron Smith says he will start thinking about when it might be time to call it quits after the World Cup. Smith won a second Dally M Medal this season and was unlucky to miss out on best on ground honours in a winning NRL grand final with Melbourne Storm.

Despite passing the record-breaking 356th NRL game milestone in September, the 34-yearold will lead the Kangaroos into this year’s home World Cup in arguably career-best form.

He played his 50th test for Australia in May and his 40th Origin for Queensland four weeks later.

But a testimonial game, to be played at Suncorp Stadium on February 23 in Smith’s and North Queensland champion Johnathan Thurston’s honour, has him pondering his future.

The pair will play for their clubs Storm and North Cam Smith Queensland in a grand final rematch in a game designed as a ‘thank-you’ to them, and a chance for the players to also thank their fans.

Both Smith and Thurston are off-contract at the end of the 2018 season.

“JT and I grew up in this area, we’ve had some great memories here (at Suncorp Stadium) and it’s about celebrating what we’ve achieved and giving back,” Smith said.

Thurston has already announced the ensuing season will be his last, leaving Smith to admit it was only natural to be contemplating retirement himself.

Smith has shown interest in eclipsing the 400game mark, while Wally Lewis is among pundits backing him to play beyond 2018. Smith currently sits on 358 games and would need to play on in 2019 to reach the magical 400 mark.

Morgan’s a utility Injured five-eighth Johnathan Thurston has hesitated to back team-mate Michael Morgan as the man to replace him at this year’s Rugby League World Cup. Venus out of Classic Venus Williams will not be returning to Auckland’s ASB Classic after signing on for the Sydney International instead next year.

Williams will end a 20-year absence from the Sydney event next summer as she warms up to go one better than her 2017 Australian Open final loss to sister Serena.

Happy hunting ground Joy Anna’s only previous visit to Taupo resulted in victory and the lightly-tried mare is expected to give another bold account of herself there today.

The four-year-old, who beat the highly-regarded and subsequent winner Princess Kereru on the course in August, will chase further success in the Starlight Cinema Handicap (1000m).

“She’s talented and I’d expect her to go pretty close again,” Tauranga trainer Mark Blackie said.

“She’s thrived since her last run.

“In the last two weeks she might have done too well, but it’s only 1000m so she should get away with it.

“As long as she comes through the run well she’ll go to Rotorua 10 days later for a 1200m race.”

Joy Anna was an easy debut winner last season before a minor placing and she was then spelled after an unplaced run in the Listed Soliloquy Stakes (1400m) at Ellerslie.

Fighting for sight Surgeons in Christchurch are fighting to save Cambridge trainer Tarissa Mitchell’s sight in one eye after a two-year-old galloper lashed out at her. Mitchell, 44, underwent surgery on Monday night after the horse took fright and kicked her in the head, connecting with her eye.

“I’m pretty sure I’ve lost my sight in the eye,” an understandably emotional Mitchell said.

Auckland Cup winning mare, Dream About Me, heads the nominations for this weekend’s $35,000 Methven Cup. The Mark Purdon and Natalie Rasmussen-trained mare is the sole representative from the All Stars stable and is looking to become their sixth winner of the race in the past eight years.

Third behind her high-flying stablemate Lazarus in last weekend’s Canterbury Classic, Sunday will be the first appearance on the grass track for the million-dollar

earner – and she meets some well credentialled grass track specialists for the assignment.

Hannon Memorial winner, Titan Banner – who has form on grass tracks in his career – will lead the charge against the mare while up and comers Classie Brigade, Seel The Deal and Buster Brady all have performed strongly on the greentop in the past as well.

Few have better credentials though than all-out grass track toff, Johnny Eyre. The Mike Brown-trained pacer has started out of his grade in the past two

editions of the race, but been far from disgraced finishing fourth behind last year’s winner, Smolda.

Local chances in the race will rest firmly on the shoulders of Rakaia pacer James Dean.

The Leo O’Reilly-trained runner has created a strong impression in his short career and was very impressive when winning on premier night at Addington last Friday night.

The Methven Cup has been a long-term target for the tough pacer.

Seel The Deal for Greg and Nina Hope and look to win his home track feature for the third time following previous wins with Baileys Dream (2007) and Kirchdorf (1992).

The Methven club have received more than 200 nominations for the meeting with their annual fillies and mares trot reaching 20 entrants including Group One trotting winners Habibti Ivy, Wilma’s Mate, Arya and Missandei.

Full fields for the meeting will be released around midday today.

Weatherley taking on best jockeys in the world Last season’s leading apprentice jockey Sam Weatherley will be flying out to Algeria after his rides at Matamata on Saturday to compete in the HH. Sheikha Fatima Bint Mubarak World apprentice championship.

The Matamata rider, apprenticed to Lance O’Sullivan, will be the first New Zealand jockey to compete in the series after New Zealand Thoroughbred Racing (NZTR) was welcomed into the International Federation of Horse Racing Academies (IFHRA).

As part of the world series, Weatherley has also been invited to Abu Dhabi next month, however he will need to win his race in Algeria in order to qualify for the World Series final.

“He will still be invited to Abu Dhabi no matter what,” Watson said. “But if he wins in Algeria he will ride in the final in Abu Dhabi in November.”

Another heartbreak on the mountain Reigning Supercars champion Shane van Gisbergen is feeling more circumspect after another chaotic Bathurst 1000 seemed to slip through his fingers at Mount Panorama on Sunday.

The 28-year-old Kiwi has endured some heartbreak in the iconic race the past few years.

A stalled engine in his final pit stop while leading a couple of years ago was a bitter pill to swallow while last year he missed winning the race by the closest competitive margin in the history of the race – settling for second behind Will Davison.

He added to that list in treacherous conditions Sunday by spinning while leading at the penultimate safety car intervention and then throwing the car off at high speed and ripping a tyre from the rim as he got himself back into contention to win in the dying stages.

“It is just a crazy day – it is what that place is,” van Gisbergen said.

“It throws everything at you and we tried to throw everything back but it didn’t come off in the end.

“Our car was not that good even as early as Thursday or Friday – I think not having the best car we were driving over the limit to try and be competitive and I think that is what made for the mistakes.

“If we had a bit more speed we probably wouldn’t had to have driven over the limit like that and done all that crazy stuff.

“Unfortunately the result wasn’t what we wanted.”

The Red Bull Holden driver’s aggression and passing moves late in the race were something to behold, making a case to say it was a blown opportunity given the errors that followed.

Van Gisbergen admitted that he was pretty down after eventually finishing fifth but he is starting to see it differently.

“Afterwards I was pretty gutted and really pissed with myself but now, after a day or two to think about it, I gave it everything and we did make some mistakes but I am not ashamed of it at all,” he said.

“We managed to get back from that but went off at The Chase a few laps later.”

Despite the disappointing result van Gisbergen has actually got himself back in the championship fight thanks to the dramas leading pair Scott McLaughlin and Jamie Whincup suffered.

He is fifth in the standings but only 289 points behind new leader Fabian Coulthard.

He had been the best part of 400 points adrift prior to Bathurst.

Sport More money for winners The winners of men’s and women’s Australian Open singles tennis titles will bank $4 million in prize money for the first time. Tournament organisers yesterday announced a 20 per cent increase in the prizemoney pool to $55 million. Rio chief stays in jail

Will Graham made an appearance for a Canterbury Select XI last week, and will have the challenge of captaining the Ashburton College 1st XI in the return to division one.

Carlos Arthur Nuzman, who headed the Rio Olympics, will remain in prison under a judge’s order issued yesterday. Nuzman was arrested last week and held temporarily in an investigation into a vote-buying scheme to land the 2016 Olympics. The judge’s order changed Nuzman’s status from temporary detention to preventative detention. Brazilian authorities allege Nuzman was a key figure in channelling at least $2 million to Lamine Daick, a former IOC member from Senegal who helped sway votes for Rio.

Shock selection for Will

Mid Canterbury cricketer Will Graham made a big step forward in his cricketing goals after appearing for a Select Canterbury XI against a New Zealand under 19 side last week.

The Ashburton College 1st XI captain was asked to join the side after participating in the Canterbury under 18 winter training squad.

“At the start of this year I was selected to join the squad and me and another guy from it were asked if we wanted to play in

the game against a New Zealand side,” he said.

“It was a bit of a shock.

“It was only a week before so I didn’t really get the chance to think about it.”

Considering himself a bowling all-rounder, Graham did not get a chance with the bat after the Canterbury side won by three wickets, but did pick up a wicket.

“I was pretty chuffed with that,” he said.

During the winter training programme, Graham travelled to Christchurch two to three times a week for trainings.

“We would work on technique, fitness and mental stuff, it was mainly about getting ready for the season,” he said.

While the Year 13 player has his sights set on playing premier cricket in Christchurch next year, he still has the task of leading AshColl in their return to division one of the schools competition for the remainder of the year.

“It is going to be hard. It is not really about winning or losing but it is about us senior guys using our experience and stepping up to show the younger guys

what it is like as it has been a few years since the College was up there,” he said.

On a personal level, Graham has his sights set on spending plenty of time in the first class cricketing world.

“I want to make it into the Canterbury under 18 team this year and go to the national tournament, and also eventually work my way up into the Canterbury team and stay there for a few years,” he said.

“Of course everyone wants to play first class cricket and play for the Black Caps one day.”

Burgess a blunder Ex-England boss Stuart Lancaster made an “almighty blunder” selecting Sam Burgess for the 2015 World Cup, according to the Rugby Football Union’s former director of professional rugby Rob Andrew.

Burgess became the scapegoat for England’s World Cup failure two years ago after he was fast-tracked into the squad following a switch from rugby league. Lancaster has since said he would not have selected Burgess if he had known he would return to rugby league within a few weeks of England’s World Cup exit.
