Within 15 months, Ashburton’s Work and Income and Child Youth and Family Services will have a new home in Ashburton’s $40 million Eastfield precinct.

The two Ministry of Social Development (MSD) services will be housed in a purpose-built building on the old Millies site, next to the Tancred Street arcade, with the 450m2 single-storey building expected to be completed in early 2017.

In September 2014, MSD moved out of its Cass Street premises after two staff

members were killed by a gunman. In February, John Tully will stand trial for the shootings. The two services are now based in temporary container offices in the grounds of the Ashburton Police Station.

Eastfield Investments chairman Brian Davidson said he was delighted to secure the MSD deal.

“After more than two years’ planning, we are now beginning to see the master plan for the site take shape, providing a central focus for the town and a broad mix of services and activities for both lo-

cal people and visitors. We’re very pleased to be able to announce this new partnership with MSD, as the first of the community-focused tenancies within the Eastfield precinct site,” Mr Davidson said.

Securing MSD as a key tenant in the 10,548m2 property reflected the development group’s focus on providing a hub for both the community and businesses at the centre of Ashburton, he said.

Hula-hooping record broken An Auckland student has broken the record for hula-hooping at the highest altitude. Maggie Shui, 20, joined a team of 17 Peruvian and international charity workers to climb 6057m on Chachani, a volcano near the city of Arequipa in the south of Peru. Oxygen levels at the treacherous summit are 50 per cent compared to at sea level and high-wind speeds add further challenges. The team set out on December 6 to climb the volcano, resting only for a few hours, to make the summit at 7am on December 7.

What we are watching on YouTube Pranks, children’s videos and film parodies topped the charts of the most popular YouTube videos in New Zealand this year. Taking out the number-one spot for the top trending video of 2015 was an episode of the children’s show Pepper Pig. The clip, Peppa Pig – 9 Episode Compilation 2, proved wildly popular with Kiwi kids and others worldwide, racking up more than 61 million views. Second place was taken by Silento – Watch Me (Whip/Nae Nae), which featured four people dancing to the hit song. Star visits NZ school Star Trek star Karl Urban dropped into Mt Roskill yesterday to plant fruit trees at a low-decile school. New Zealand-born Urban, who again plays Dr Leonard “Bones” McCoy in Star Trek Beyond, spent more than an hour at Dominion Road School as an ambassador for the KidsCan charity, which has recently added orchards to its programmes providing food, shoes, raincoats and healthcare for low-decile Kiwi schools. The school’s acting principal Kerri McKay said many of her students lived in tightlypacked sections with two or more houses on land originally planned for single houses and had no space for fruit trees.

“Much of our community lives in quite a densely-populated area now, so it gives them an opportunity to see part of the garden process,” she said.

“Obviously, being a decile three community, KidsCan gives us a lot of support with food and clothing, and this is additional.” She said the school already ran a Garden to Table programme, growing vegetables and cooking them in meals for the children. The 20 new fruit trees would also be used to feed the children and teach them how to grow and prepare food.

Remote farmers to get access

People living in some of the Ashburton District’s most remote areas will shortly have access to 4G broadband services.

Spark New Zealand announced yesterday it would fast-track the roll-out of 4G to rural Canterbury communities, a deal that will see it invest $14 million over the next 12 months instead of the three years it was originally planned to take.

The fixed-wireless broadband technology runs on Spark’s 4G cellular network and will give farmers in particular the ability to use machine-to-machine com-

munications that will allow onfarm management using remote mobile devices.

For the rural community the arrival of 4G would be like having a lifetime of Christmas presents delivered on one day, local dairy farmer Willy Leferink said.

He is involved with both Federated Farmers and Grow Mid Canterbury, and said the two groups had been working for a long time to achieve better communication technology into rural areas.

“For farmers this is magic, it brings the whole rural sector back on par with the urban sector. Rural people will now have the same sort of connectivity.”

The roll-out of 4G would make a massive difference in the lives of rural people, he said. Currently it took farmers many hours to transfer data from one source to another, but the machine-to-machine ability that came with 4G would see a dramatic time saving.

For newcomers in rural areas, their sense of isolation was heightened by the inability to easily connect and communicate with friends through forums such as Facebook because of slow speed connectivity. The arrival of 4G would put them back in touch, Mr Leferink said.

“I take my hat off to everyone involved in making this happen.

This is setting us up for the future.”

Ashburton mayor Angus McKay applauded the ramping up of Spark’s 4G roll-out and said it was a major win for Canterbury and for the Canterbury Mayoral Forum.

“Spark have made a considerable effort to understand the needs of our farmers and rural communities and what fast broadband can do to drive economic growth and social wellbeing,” he said.

The launch ties in with the Canterbury Regional Economic Development Strategy announced in October. Digital connectivity was one of seven key issues Canter-

bury mayors planned to address and it was a key that underpinned the other six work programmes, Mr McKay said.

“We need digital data and communications on farm to ensure the most efficient use of our precious water.

“We also need it to manage nutrients, stock and the business of farming, including keeping our farm workers safe and getting emergency help to them quickly if there is an accident,” he said.

Canterbury councils have agreed to work with Spark on design and consenting issues to ensure the roll out is as fast and efficient as possible.

Work would start soon on the MSD building and discussions were under way with other prospective tenants with businesses and activities that fit within the precinct’s masterplan.

One of those was the Ashburton District Council for its new civic building and library.

A range of lease, ownership and construction options were being looked at, Mr Davidson said.

The Eastfield Precinct is planned to provide a range of

office and commercial spaces, with a small amount of boutique retail to complement the existing CBD, as well as a medical centre, serviced apartments and multi-level car parking building to service the development.

The precinct is designed around a central square, connected from the surrounding streets by a series of laneways, to provide a sheltered, welcoming space for community activities and hospitality businesses.

The design process would draw on the best local and international models available to create a unified design for the whole precinct that reflected the best of living in the Ashburton District, Mr Davidson said.

“We’re excited to reach this next stage in the development and a new era for the growth of Ashburton. This is a significant step for us.”

Chief fire officer Alan Burgess said the exercise involved a simulation fire with smoke filling the building and hazardous substance training. Lure to attract doctors

More GPs are being encouraged to come to Mid Canterbury and a $10,000 incentive could sweeten the deal.

Mid Canterbury has increased its number of GP registrars thanks to the Voluntary Bonding Scheme and numbers could increase yet again when applications open in February.

The scheme is designed to entice medical graduates to work in a list of hard-to-staff communities and specialties for three to five years after they graduate.

GP spokeswoman Dr Charlotte Cox said GPs with an interest in teaching were likely candidates to take on registrars.

“It would benefit the registrar and can benefit a practice with new blood, new ideas,” she said.

The addition of registrars would help to boost GP numbers in Ashburton, however most young people preferred urban locations.

“This region may appeal to sporty types, people who like to think outside the square.”

The decision to opt in is one made by individual GPs. Methven GP and Pegasus Health Board representative Dr Gayle O’Duffy said her practice currently had two registrars, one of whom was in the bonded scheme.

into the scheme receive a monetary incentive for up to five years.

Funding received by health professionals in the scheme is intended for the repayment of student loans – if they have them.

People can apply for their first

payment after three years, and again at the end of the fourth and fifth year.

To qualify, people must have studied at a New Zealand accredited tertiary institute, are working or intend to work in an approved hard to staff community, specialty or profession and are a New Zealand citizen or permanent resident.

The Canterbury District Health Board is particularly in need of doctors and lead maternity carers.

Other hard to staff specialties include aged care, mental health and community care.

The registration period for the 2016 intake of the scheme runs from February 1 until March 11.

One said his cousin had driven a four-wheel-drive onto the

river bed, only to be told off by his father.

“And that’s why signs are really important,” Mrs Smith said.

The colony below the bridge numbers about 700 adult birds, which are now at the stage of feeding their growing young.

The birds share the care of their chicks, with neighbouring birds

looking after chicks while their parents go out looking for food.

Scientists in an aerial survey conducted by ECan last month recorded 15 colonies throughout Canterbury and North Otago. Numbers in the colonies are being counted from photographs, and are expected to be released in February.

As Ashburton’s black billed gulls raise their young surrounded by predators and careless fourwheel-drivers, they have a group of school children on their side.

Three Ashburton Borough School classes of six and sevenyear-olds did chores at home and presented Forest and Bird chairwoman Edith Smith with about $75 at the school yesterday.

Mrs Smith also thanked them for signs created by members of the school’s environmental group, which warn river users to stay away.

The critically endangered gull is nesting on the Ashburton Riverbed through to January, and four wheel drivers, dog walkers and others are asked to give them a wide berth.

Four wheel drivers on the riverbed last month disturbed a colony just below the State Highway 1 bridge, as well as a group of terns nesting downstream. Barriers on the south side of the highway bridge to prevent vehicle access were illegally removed by persons unknown, but ECan has since installed new ones.

“Every season is different, last season we just didn’t have the crop there but we do this season – we just need a few hot days.”

Mrs Dobson and her husband Alan began developing the berry farm, which produces three types of raspberries, ranui berries, tayberries, blackberries, gooseberries and black and red currants, 20 years ago.

While just a handful of pickers were hard at work yesterday, numbers are expected to build as the season progresses.

“We can have up to 40 people here when we are in full swing, plus packing staff,” Mrs Dobson said.

The pickers work from about 7am until lunchtime, with the occasional evening stint.

“We don’t pick once it gets really hot because the berries get too

soft to handle,” Mrs Dobson said.

Once picked the berries are chilled, packed to requirements and sold, either from the farm shop on the Tinwald Westerfield Mayfield Road, or dispatched to the markets in Christchurch, Temuka and Geraldine.

The business is registered with quality assurance provider New Zealand GAP which audits processes and put systems in place to ensure traceability.

One man is dead and two people are injured, one seriously, after a car crash in Christchurch on Wednesday night. A 24-yearold man died when a Subaru crashed into two parked cars on Wairakei Road about 7.45pm, said Detective Sergeant Geoff Ruddick.

Mr Ruddick said a 25-year-old woman was seriously injured and a 24-year-old man received moderate injuries in the crash. He said the cause of the crash was being investigated, but it was believed speed was a “significant contributing factor”.

TV falls on toddler A 17-month-old boy is in Starship after a television allegedly fell on him at his Oamaru home this week.

Police would not comment on how the boy, who was originally identified by police as being 14 months old, received his injuries but said there was nothing to suggest the matter was suspicious or criminal. Stuff.co.nz reported that the boy is Daniel Milliken, and that he received serious head injuries after climbing a set of drawers that had a television on top. “The drawers toppled and the TV fell on him landing on his head,” his 20-year-old half brother Michael Clarke told Stuff.co.nz.

St John ambulance spokesman Ian Henderson said paramedics were called to the corner of Thames Highway and Foyle St at 4.13pm on Tuesday. He said the boy was transportedinitially to Oamaru Hospital.

Methven ‘will still be promoted’

Methven will continue to be promoted effectively as an international ski destination despite dissolution of the Mt Hutt Marketing Group, says former chairperson Katherine Lorenzo.

The tourism marketing group had over 50 members from throughout Canterbury who paid an annual fee ranging from $662 to $4464 per annum, including big operators such as the Christchurch International Airport.

Mt Hutt Ski Area contributed about $40,000 per year and put in extra money for targeted campaigns.

Memberships, altogether representing about $120,000 per annum, ceased on October 31 when the group dissolved, after 20 years of operation.

Mrs Lorenzo said the dissolution was a result of a merger with Experience Mid Canterbury for marketing activities, such as promoting the Kids For Free initiative.

It had made sense to merge the activities when there was just a small group of operators in the district supporting both organisations.

Methven had not lost any of its marketing capacity as a result, and operators were instead spending their marketing dollar

with Experience Mid Canterbury and other organisations.

“All these people are still dedicated to marketing the district,” she said. “They are still committed to spending money for advertising and promoting the area.”

Group co-founder and longtime member Pete Wood, of Ski Time in Methven, agreed. The restaurant and lodge complex had had a $1400 per year membership, and would now pay about $2500 per year to belong to Experience Mid Canterbury instead.

While the Mt Hutt Marketing Group had done a good job marketing the town, there was a duality of its role with Experience Mid Canterbury, which he expected

would do just as good a job.

“By amalgamating, it’s streamlined it, giving better bang for our buck,” Mr Wood said.

Mt Hutt Ski Area general manager of operations James Urquhart said the ski area had taken up a new Experience Mid Canterbury membership, spending about $10,000 per annum.

And for the 2016 season the ski area would spend about $40,000, combining with NZSki, Christchurch Airport, Experience Mid Canterbury and Christchurch and Canterbury Tourism to market the area.

“We will still continue to go out and represent the region,” Mr Urquhart said. Altogether the ski

Save the Children shop to shut its doors After nearly 40 years, Ashburton’s Save the Children shop is closing its doors.

Eighty volunteers will be affected by the closure, set to take place on Christmas Eve. Save the Children has been retailing in Ashburton for 36 years and first opened in the Ashburton Arcade.

Save the Children president Liz Quaid said in a statement the volunteers were sad to hear the news.

“While our shop was still profitable, others were not,” she said.

“We are a charity [but] we were also a business with the same overheads such as rent and power.”

Save the Children New Zealand board chairwoman Susie Staley said over the years the organisation had grown, however its stores were no longer contributing to the overall income.

Last year Save the Children stores made up just 0.2 per cent of total income, she said.

The declining trend was driven by a range of factors including competition from large chains and online retailers.

Man suffers head injuries in police chase A man has suffered head injuries after being thrown from his vehicle in an early morning police chase in Queenstown.

Police say the 25-year-old from Queenstown was seen driving his Subaru “in an evasive manner” between Athol Street and Shotover Street at 4am yesterday.

Sergeant Tracy Haggart told the Otago Daily Times when officers got out of the car to stop the driver he fled the scene, leaving at speed and travelling in the direction of Arthurs Point on Gorge Road.

While police were in pursuit, the man drove down a bank on Gorge Road, his car overturned and rolled 20m, Sgt Haggart said.

The man was taken to Lakes District Hospital where blood alcohol testing was carried out. His condition was not known.

Police had spoken to the man and they were investigating the incident.

Charges were likely, they said.

Sewer upgrade completed

The Ashburton District Council has just taken $1.8 million and buried it deep in the ground.

That money, however, has not been wasted, it’s been spent upgrading Ashburton’s 65-year-old sewer pipeline as part of a project that will eventually see pipes replaced under the Ashburton River and work carried out on the town’s relief sewer.

For council projects and operations manager Viv Eyberg making the final connection from the new 700mm pipe to the old 450mm pipe represented the completion of seven months of hard work.

After 65 years the old pipe had passed its use-by date, while the new, larger pipe will future-proof Ashburton for years and will be able to accommodate significant population growth, Mr Eyberg said.

The new pipe also meant there would be significant savings from the ongoing maintenance, he said.

With the switchover made to the new pipe, work is under way on removing a section of the old pipe in the Manse Street area and filling the rest with concrete.

The ones we’re taking out are right in front of houses.”

The sewer upgrade project will still have years and millions of dollars left to run, however, with both the pipe network under the

Ashburton River and the town’s relief sewer needing to be upgraded.

The figures around those projects are large with the river work likely to cost $20 million, Mr Eyberg said.

And that work is needed before the relief sewer replacement to ensure the environmental integ-

rity of the system under the river is maintained. Any breach of that would be a disaster that would take years to right, he said.

“Ideally I’d like to see the work started within two years but realistically it’s a project that will be spread over three years and we have to get the costs into the long-term plan first.”

Paedophile has NZ passport An Australian convicted paedophile travelling on a New Zealand passport has been detained in Thailand on suspicion of child sex offences.

Police detained Peter Dundas Walbran, 59, of Sydney, on Wednesday at a secluded school 616km from Bangkok where he had been working as a teacher. He was not arrested.

Police had been tracking Walbran for 18 months, the Daily Mail reported, after receiving a tip the school had hired him in May and he was overseeing its 70 international students. The school has 4000 students on its roll.

Walbran told the pack of photographers and journalists, who gathered outside the school to capture him being led away, that he was “okay” before becoming increasingly aggressive.

In October 2011, Walbran, a former head of the Australian International School in Jakarta, was extradited from Australia to Indonesia following a request by the country’s government. The next year he was jailed for the rape and molestation of Indonesian boys, some as young as 8.

He served two years of a threeyear sentence before being deported back to Australia in April last year.

Farmgate milk price decision ‘good news’

Fonterra’s decision to hold its farmgate milk price at $4.60 per kilogram of milksolids is good news at this point in the season, a Mid Canterbury industry spokesperson says.

Combined with the estimated 45 to 55 cents earnings per share, announced last month, the co-operative’s farmers are up for a total cash payout in the $4.95 to $5 range.

Federated Farmers’ Mid Canterbury vice-president and dairy section spokesperson Jessie Chan-Dorman said Fonterra’s decision was based on the view GlobalDairyTrade prices were likely to improve in the second half of the 2015-16 season.

However, DairyNZ has estimated the break-even cost of producing a kilogram of milksolids at $5.30, leaving many

farmers in the red for the second season running.

Mrs Chan-Dorman was not surprised by Fonterra’s decision to withdraw its farmer support loan scheme from the end of this month.

The loan of 50c per kgMS was made available when the forecast milk price was $3.85.

Mrs Chan-Dorman said most farmers were now through the tight spring period, when the top-up was most needed.

However, she reiterated it will still be a tough year for farmers and urged those needing assistance to put their hands up.

“People need to be keeping an eye on their neighbours, keeping in touch with their rural professionals and looking out for friends and family,” she said.

“Try to put worries aside over Christmas and spend time with the people most important to you.”

Big trucks and roads a bad marriage Sue Newman

I

f there’s one thing most people using New Zealand’s highways would wish for it would be that heavy trucks did their business on someone else’s roads.

We’ve all experienced the frustration of being stuck in a stream of highway traffic that involves very large trucks with very large loads trundling along and holding up traffic. That’s one of the prices we pay for living in a region that is a huge producer of primary produce, one that is vibrant and economically strong.

And it’s one of the curses of living in an island where the movement of freight by road is a constant.

What we produce of course has to be moved from farm to its place of further processing and for the carrier involved the larger the quantities of product they can move at one time, the more money they’ll make.

We’ve steadily watched the size of big rigs increase along with the loads they can carry. This has been encouraged by the New Zealand Transport Agency in the belief that bigger trucks meant fewer journeys which, in theory should make the roads safer for other users.

The downside comes in big rigs on busy highways and the destruction of secondary roads that were originally built for horses and carts but now carry massive trucks with massive loads travelling at comparatively high speeds.

And now there’s a proposal out for public comment that would see gross weights increased for trucks with an accompanying increase in overall dimensions too.

That equals just one thing in the highly productive Ashburton District – a more rapid destruction of our roading network and increase in slower traffic on our highways.

Unfortunately we’ve all but dismantled what should be the most efficient form of long distance transport – rail. Rather than building bigger trucks to clog up the highway, it seems far more sensible to improve our rail network, use modest sized vehicles to move loads locally and to move those loads from road to rail.

Upping the quality of the remaining rail network might not lessen the wear and tear on rural roads but it would ease the rapidly increasing congestion on our state highways.

YOUR VIEW No rights as an employee As a hard-working employee, I always believed that I had rights and that someone would look after me if things turned nasty in an employment situation.

I thought I don’t need to be a union member as I have an individual employment contract and that’s a legal document meaning employers have to do what is in that contract and not just employees.

How wrong I was! I have since discovered with my former employer that they can basically do what they want.

They can dismiss you illegally, they can owe you money, they can lie about you to protect themselves and they can treat you like a piece of smelly meat and throw you in the rubbish.

CRUMB

Even though you can spend over $1000 and have a lawyer write to them telling them they have done things wrong and illegally they can just ignore that.

And if you have a spare $3500 to $4500 you can take them to mediation and try and recoup some of the money you have spent trying to get a little bit of money from them that you are legally owed due to their actions.

So really unless you are rich, or entitled to legal aid, you really have no rights as an employee.

Things drastically need to change to cover our genuine hard-working everyday Kiwi employee.

Yes, even the Department of Labour make you go through mediation with the employer, and have no rights to tell them they are wrong and they have to pay you.

Men are better navigators It’s official now … men have a better sense of direction than women.

So says a new study from the Norwegian University of Science & Technology that finds men use different parts of their brains for “way finding” tasks compared to women.

In experiments, men rely more on cardinal directions (north, south, east, west), take more shortcuts and complete about 50 per cent more navigational tasks than women.

It’s thought the reason may be

that male and female brains have evolved differently because, in ancient times, men were hunters and women were gatherers.

In simple terms, a spokesperson says, women are faster at finding things in the house; while men are faster at finding the house.

I’ve been thinking about this and I reckon the reason us blokes are better at navigation than the girls is because the girls are always telling us blokes “where to go”.

Shooters held radical views The two San Bernardino shooters were radicalised at least two years ago — well before one of them came to the US on a fiancée visa — and had discussed jihad and martyrdom as early as 2013, FBI Director James Comey said yesterday in providing the most specific details to date about the couple’s path toward extremism.

Investigators are also looking at whether the husband accused in the shootings was planning an attack in 2012 but abandoned those plans, according to two people familiar with the investigation who were not authorised to discuss the matter publicly and spoke on condition of anonymity.

One week into its investigation, the FBI now believes that Syed Rizwan Farook and his wife, Tashfeen Malik, embraced radical Islamic ideology even before they had begun their online relationship and that Malik held extremist views before she arrived in the US last year, Comey told the Senate Judiciary Committee.

Though the FBI believes the pair was inspired in part by Islamic State ideology — Malik pledged allegiance to the group’s leader in a Facebook post around the time of last week’s massacre — agents are still looking for other motivations and sources of radicalisation, especially because the couple’s interest in extremism predates the terror group’s emergence as a household name.

AP PHOTO been part of this, but these two killers were starting to radicalise towards martyrdom and jihad as early as 2013,” said Comey, using an acronym for the Islamic State.

“And so that’s really before ISIL became the global jihad leader that it is.”

The latest disclosure also suggests that the government’s vetting process failed to detect Malik’s radicalisation when she applied for the visa, though Comey said he didn’t know enough to say whether weaknesses in the visa process ena-

bled her to enter the US. “After this hearing, every American will be asking the question, how did this woman come in on a fiancée visa?” said Senator Chuck Schumer.

Malik came to the United States in July 2014 from Pakistan after being approved for a K-1, or fiancée visa, and married Farook the following month. Homeland Security Secretary Jeh Johnson has said the Obama administration is now reviewing the programme. He did not say what changes were being considered.

Malik’s father, reached in Jiddah, Saudi Arabia, condemned his daughter’s actions and said he is “very, very sad. ... I am in such pain that I cannot even describe it.”

The father, Gulzar Ahmed Malik, has been a resident in the kingdom since the early 1980s, the Saudi Interior Ministry says.

His daughter was from Pakistan but travelled to Saudi Arabia. A former classmate, Afsheen Butt, said Malik showed drastic changes after a trip to Saudi Arabia in late 2008 or early 2009.

Last week’s shooting attack at a holiday party killed 14 people and left 21 injured. Former neighbour Enrique Marquez bought the two rifles used in the attack, officials say.

One law enforcement official briefed on the investigation says Marquez has told investigators that he and Farook planned an attack in the United States in 2012 but abandoned the idea.

Marquez is a relative of Farook’s through marriage. The official says it’s unclear what spooked them into cancelling the apparent plot.

That account was confirmed

by Idaho Senator Jim Risch, a Republican who sits on the Senate Select Committee on Intelligence. Risch said Marquez and Farook “were plotting an actual attack” that year, including purchasing weapons, but became apprehensive and shelved the plan because of law enforcement activity in the area.

Republicans struggle with Trump fallout

Republicans are struggling to deal with the fallout from Donald Trump’s widely condemned remarks on Muslims, worrying the controversial mogul could torpedo their 2016 White House hopes.

The party, which hopes to end eight years of Democratic White House rule, faces a stark choice between turning on their presidential front runner and tethering a 161-year-old brand to the whims of a billionaire many Americans see as a bigot.

Trump caused international outrage on Monday when he demanded a ban on Muslims travelling to the US. He currently leads Republican polls by double-digit margins over his nearest rivals.

His fellow Republican candidates were among those to condemn that plan, but senior party figures have refused to throw Trump under the bus, or even rule out voting for him.

“I like and respect Donald Trump,” said Senator Ted Cruz, who is a favourite of conservative Republicans.

Donald Trump “I continue to like and respect Donald Trump. While other candidates in this race have gone out of their way to throw rocks at him, to insult him, I have consistently declined to do so and I have no intention of changing that now.”

But sensing trouble, Trump very bluntly warned Republicans he may launch a third party campaign if they move against him.

That could all but kill Republican chances of beating Hillary Clinton, if she is indeed the eventual Democratic nominee.

“A new poll indicates that 68 per cent of my supporters would vote for me if I departed the GOP (Republicans) and ran as an independent,” Trump said in a Facebook post on Tuesday.

According to a USA Today/ Suffolk survey, he is supported by 27 per cent of Republican likely voters, a level of support that has been fixed through months of controversy.

His nearest rival, Cruz, stands on 17 per cent, with Senator Marco Rubio on 16.

Trump’s campaign has thrived on free television and social media exposure garnered by ever-more outlandish remarks. Party elders have long taken a long view, stressing he has yet to win any nominating elections, which begin in Iowa in just under two months.

Germany’s cabinet has agreed to introduce an identity card for refugees as it tries to better control the wave of migrants arriving from Syria, Afghanistan and other troubled spots.

Around one million refugees are expected to arrive in Germany this year and local authorities have struggled to cope with the scale and pace of the influx.

German Chancellor Angela Merkel has come under increasing criticism by opposition groups and some of her conservative allies for opening up Germany’s borders to Syrian refugees, criticism that has increased since the attacks in Paris.

Ali hits back Boxing great Muhammad Ali has criticised Republican presidential frontrunner Donald Trump’s proposal to ban Muslims from entering the United States, calling on Muslims “to stand up to those who use Islam to advance their own personal agenda.” Ali, one of the most famous Muslims in the world, issued a statement saying, “True Muslims know that the ruthless violence of so called Islamic Jihadists goes against the very tenets of our religion.” He added, “I believe that our political leaders should use their position to bring understanding about the religion of Islam and clarify that these misguided murderers have perverted people’s views on what Islam really is.”

Terror charges Australian police say five people are facing terrorism charges as part of an ongoing investigation into an alleged plot to attack a government building in Sydney.

Australian Federal Police Deputy Commissioner of National Security Michael Phelan says a 15-year-old and 20-year-old man from western Sydney were arrested and charged on Thursday with conspiracy to prepare for a terrorist act. Three other people who are already jailed on other terror charges will be charged with the same offence.

Officials said the arrests were not related to a new terror threat, but linked to a plot they previously uncovered that prompted a series of raids in Sydney in December 2014. That alleged plot involved a plan to target a government building in Sydney.

Finding tumours A new scanning test developed in the UK could help doctors pinpoint dangerous cancers before they spread around the body.

The technique uses magnetic resonance imaging to map regions of oxygen deprivation within tumours. Lack of oxygen, or hypoxia, is often a sign a cancer is growing aggressively. It also stimulates the growth of blood vessels linked to tumours that promote cancer spread. The new scan could guide the targeting of dangerous tumours with highdose radiotherapy, and track the effectiveness of cancer treatments by monitoring oxygen.

Pistorius studies law Oscar Pistorius will not have to return to jail as he waits to appeal against his murder conviction, after telling a judge he needs daily internet access to study for a law degree. The 28-year-old athlete, who was found guilty of murder last week for the shooting of his girlfriend, Reeva Steenkamp, two years ago, said he had no income and no assets and was trying to find a job from his uncle’s home in Pretoria, where he lives under house arrest. He was granted bail pending an appeal to the Constitutional Court, South Africa’s highest, after agreeing to pay a reduced surety and wear an electronic tag on his wrist.

Pistorius said he had enrolled to study law and business by correspondence at the University of London and needed daily internet access.

announcement from Fonterra that the forecast payout for the 2015/16 season would be held at $4.60 for the time being.

Fonterra chair, John Wilson, mentioned that the market remained volatile however there were promising signs of a recovery.

This indicates that Fonterra is expecting to see a pick up in the Global Dairy Trade Auction prices in the beginning of 2016. If the dividend is included, farmers can expect a $4.95 to $5.00 cash payout per kilogram of milksolids.

By holding the forecast steady Fonterra has given hope to dairy farmers, however, most economists are predicting that there will be another cut to the payout before the end of the season.

In the US this week, markets had a chance to process a better than expected jobs report that came out late last week.

The non farm payrolls showed an increase of 211,000 in November, as well as upward revisions for the past two months.

The underlying detail of the report was solid with decent job gains in both the goods producing and services sectors. The unemployment rate remained unchanged and wages rose 0.2 per cent.

The path is now looking clearer for a rate hike with the market pricing suggesting almost an 80 per cent chance of a rise. The focus will then move to what the Fed will do in 2016, and whether or not there will be more rate hikes to follow and how quickly these will happen.

The futures market is pricing in another 50 basis points of increases while the median Fed projection is for a 100 basis point rise in total.

Markets struggled this week as a global commodity rout took hold. Oil prices fell below $40 a barrel and iron ore prices tumbled to their lowest level in 10 years.

There were two reasons for the fall in oil prices, the first being the result of an Organisation of Petroleum Exporting Countries (OPEC) meeting held at the end of last week.

The OPEC committee decided to maintain current production levels of 31.5 million barrels per day. At the moment this level of production has caused an over supply.

The second reason for the oil price drop was the large climb in the weekly US distillate supplies.

The climb has increased fears further of an oil glut, dragging prices down further.

he biggest news this week was the Reserve Bank of New Zealand’s decision to cut rates by a further 25 basis points. The announcement was not entirely surprising however as the market was 50/50 on whether the central bank would move or take pause until next year.

The cut takes the official cash rate to 2.50 per cent and reverses all of the rises from 2014.

The reasoning for the cut was that although economic growth is running better than anticipated, inflation remains low. In order for this to rise to the mid-point of the targeted range, monetary policy needs to be accommodative.

In addition, global growth is below average despite loose monetary policies.

Governor of the RBNZ, Graeme Wheeler, indicated that, barring any unexpected event, it will not be necessary to cut rates any further. The market took this as a positive and the New Zealand dollar rose against all its major trading partners.

In terms of the outlook from the RBNZ, they continue to see uncertainties and risks, particularly in the primary sector.

Dairy prices are set to remain soft and the current el nino weather pattern has raised the potential for drought conditions, which are likely to have a negative effect.

However, the RBNZ reiterated that it expects New Zealand to achieve the targeted inflation rate and see continued growth in the economy in 2016.

Reserve Bank governor Graeme Wheeler provoked a jump in the Kiwi dollar, even while saying a strong currency was unhelpful, because his quarter point cut to the official cash rate came with a comment that rates were now about right to achieve the bank’s inflation target.

Wheeler cut the key rate back to a record-low 2.5 per cent, a level he said should help drive inflation back to the middle of the 1 per cent to 3 per cent target band.

“We expect to achieve this at current interest rate settings, although the bank will reduce rates if circumstances warrant,” he said yesterday.

The kiwi climbed as high as 67.36 US cents from 66.36 cents immediately before the 9am announcement, and later traded at 67.31 cents. The trade-weighted index climbed to 73.06 – above the 70.7 average the bank forecast for the fourth quarter in yesterday’s monetary policy statement.

Smoked chicken risotto with roasted shallots

■ Put shallots in a small ovenproof dish and drizzle with oil. Season with a little salt and pepper then roast them for about 25 minutes in an oven preheated to 200°C (fan bake), or until golden; turn them once or twice during cooking.

■ Slice chicken breast thickly along the length with a sharp knife, then cut slices in half, then

into smallish chunks. Put peas in a sieve and rinse off icy crystals under a hot tap. Bring chicken stock to simmering point, then set the heat so that it is kept very hot, but does not boil and evaporate.

■ Choose a shallow sauté pan rather than a deep pan to make risotto. Set it over a medium heat; add 1T oil and half the butter, then garlic. Cook a few minutes, until garlic is lightly browned, then tip in rice. Cook for a minute, stirring, then pour in wine and let it evaporate by half.

■ Add a ladleful of stock. This will evaporate quickly, so be ready to add a second ladleful.

■ Stir continuously, adding more stock as soon as it has evaporated. Continue cooking in this way, stirring every few seconds (if you don’t stir, the rice will stick), adding more stock once

the rice is no longer sloppy. The rice is ready when, like pasta, the grains are al dente (still firmish and only just cooked through, but no longer chalky inside). It will take 15-20 minutes to reach this point.

■ Aim to end up with the rice nicely moist and sloppy as it will absorb a little liquid as it infuses.

■ When rice is ready, season with 1/2 teaspoon salt and pepper to taste and beat in the rest of the butter and parmesan cheese, for about one minute. Fold in chicken and peas then cover risotto with a lid and leave it to infuse for two minutes.

■ Dish immediately into heated bowls and top with roasted shallots and extra parmesan cheese.

Slice of history in new stand

Celtic supporters will be able to watch their team in comfort next season from an 80-seat concrete stand with a glass surround and roof, which is set to be completed in February.

After discussing the construction of a permanent stand for

a number of years, volunteers broke ground in October, and have made speedy progress on Saturday mornings.

The new stand will boast a little bit of history of its own, with its seats coming from Carisbrook, after a club member, with one eye on the future, found them online three years ago.

“The seats are from Carisbrook, they were found on Trade Me on the chance that we’d need them for a stand one day, we’ve had them for a few years now,” said club secretary Stefan Brook.

Funds for the stand were donated by the Murney family, who have a longstanding affiliation with the club, and Brook is look-

ing forward to its completion ahead of the 2016 campaign.

“It’s just to keep the younger ones involved and look after the older ones who can’t sit in the bad weather,” he said.

“It’s permanent, we’re investing in the future of the club, we’re building it, whereas other clubs are struggling these days.”

Guptill century takes Black Caps past 400 Opener Martin Guptill had a day to remember when New Zealand’s home international summer began at University Oval yesterday.

The tall Aucklander was finally dismissed shortly before stumps for 156 as New Zealand took advantage of an easy-paced pitch having been sent in by Sri Lanka.

At stumps, New Zealand, even allowing for losing their way in the final hour, were 409 for eight.

The last time they had passed 400 on the first day of a test was last Boxing Day, when they rattled up 429 for seven, also against Sri Lanka, in Christchurch.

Guptill’s third test hundred, and first since 2011, was a handsome innings, laced with fine drives both through the offside and down the ground.

He brought it up with a classy off drive, his 17th boundary. He raised his arms, waved his bat to the New Zealand dressing room

and doubtless felt immense satisfaction at the achievement.

It followed centuries against Bangladesh in Hamilton in 2010 and in Bulawayo against Zimbabwe a year later, which was 40 test innings ago.

Guptill spent two years out of the national side from May 2013, before regaining his place on the back of his fine World Cup tournament this year.

Having fought his way back into the side, he had a tough time of it in Australia recently.

The hundred came off 147 balls with 18 fours and when he was out with five overs left in the day, had faced 234 balls and hit 21 fours.

Two players from the Silver Ferns World Cup line-up have been relegated to the national development squad for 2016 with new coach Janine Southby ringing in the changes in her first squad naming. New free-play rule The NRL have introduced a “free play” rule for next year’s Auckland Nines that it hopes will encourage enterprising play. The rule will allow teams who have gained the ball from a turnover to attempt a high-risk play without fear of losing possession. Under the rule, after a team gains possession from a knock on, forward pass or accidental offside, they will be given a free play. That means that if the ball is dropped or lost on the next play, the attacking team will be allowed to play the ball. - NZH

Upsets galore at Fast Fours The only leading team not to be beaten this week was Croziers Turkeys in section two of the Terrace Downs Fast Fours on Tuesday evening.

Croziers Turkeys proved that experience is a great quality, and have yet to drop a match.

Section one saw all of the leading teams take a hit, each losing 2-1, meaning with two weeks left in the current round, four teams are top equal, while the other two teams are only a point or two adrift.

After months of negotiations, the IOC approved the cycling venues for the 2020 Tokyo Olympics, including the cost-cutting move of indoor track events to a facility located two hours from the host city. The International Olympic Committee said moving track cycling from Tokyo to an existing velodrome in Izu would save $100 million in construction costs, bringing to $1.8 billion the total savings from a series of venue changes for the games.

It’s taken half the campaign but the Breakers will finally be able to call on their full squad for tonight’s clash with the Kings.

And with Tai Wesley back to bolster his side’s big men, the defending champions seem primed to push for the top of the table in the second half of the season.

Various absences have conspired to limit coach Dean Vickerman’s options in the opening 14 games of the year, from Corey Webster’s NBA trial to a rare injury for Mika Vukona to a number of ailments for Wesley in recent weeks.

But the Breakers have performed admirably with their ros-

ter in such a state of flux, sitting in third with a 9-5 record and the table-topping Melbourne (114) and Perth (10-5) well within sight.

A home encounter against cellar dwellers Sydney at Vector Arena tomorrow night will be an ideal way to begin a second-half surge, especially with Wesley set to suit up for the first time since early November.

Since then a number of issues have seen Wesley sit out seven games - dad duty, an appendix operation, an associated liver infection - and spoil what had been a promising first month.

But a fired-up Wesley will begin from the bench against the Kings and aim to assist his team-

mates in continuing their current hot streak.

“We’re playing good basketball and we haven’t had our full squad the entire season,” the forward told Radio Sport. “To be full strength right now is going to be something awesome that we can hopefully build on and keep the momentum going.”

Wesley described the long layoff as “extremely frustrating” but found ways to stay involved. He was a vocal presence at practice and film sessions, able to exert his influence despite wearing street clothes.

“I like to be involved and yell, and I feel like I’m a coach when I can’t play,” he said. “We’d come into video and Deano would say,

‘well, Wesley, you watched the game, what did you see?’ So I was able to pick a couple of things apart.”

One of those things was the need for an increased presence in the post, perhaps unsurprisingly given that’s the particular area in which Wesley excels. Averaging 14.7 points and 6.4 rebounds from seven games, Wesley was more than ready to make make his presence felt on the inside, though he has been more than impressed by the efforts of his teammates in his absence.

“One big thing I told Deano was that we had to throw it inside more, so I’ll be looking forward to that,” he said.

Heat on to fill last semi-final berth North Harbour, Canterbury and Bay of Plenty have secured semifinal berths at the 2015 women’s Toro golf Interprovincials in Ashburton.

The three sides have played a great brand of golf throughout the week and were rewarded yesterday with the early knowledge they are in the top four.

North Harbour were the first team to hear the news with their unbeaten run continuing yesterday to complete a five from five record. They put on a clinic in the afternoon with a 5-0 victory over Wellington to top off what has been a successful week thus far.

North Harbour’s experienced number two, Ela Grimwood is excited about the weekend ahead.

“It feels pretty good and after last year it gives us another chance to go one better. I think we have a solid team this year so we just have to believe we can do it and go from there,” said Grimwood, who is personally five from five as well.

North Harbour manager Helen Chegwin has been here many times before and puts the early success down to team depth.

“We had a lot of depth in the team and it meant we were able to just pick and choose as far as who went first, second or third, it just didn’t matter. They are all very equal which made it easy.”

Canterbury had the biggest challenge of all yesterday, coming up against competition heavyweights in Waikato and Auckland.

They stood up to the challenge defeating Waikato 3½ to 1½ in the morning and rode the momentum to scrape past Auckland in a one point victory.

Canterbury beat the best yesterday, earning every right to make the final four.

Bay of Plenty also secured a semi-final position after four victories and one halve. Bay of Plenty number one Alanna Campbell has had a successful 2015 and a victory at the Toro Interprovincials would top it all off.

“I don’t think it has sunk in yet because it’s so hot out there,” said Campbell.

Fleming out of a job after Super Kings banned

By Andrew Alderson Stephen Fleming accepts he could soon be out of a job at the Chennai Super Kings.

The Twenty20 cricket franchise, along with their Rajasthan Royals counterparts, were banned from the Indian Premier League for two years in July by a Supreme Court-appointed panel.

In 2013, police launched legal proceedings against several officials from the teams and three Rajasthan players for illegal betting and spot-fixing. In Chennai’s case, owner Gurunath Meiyappan was found guilty of betting on IPL games.

The decision to ban the franchises came

as a general shock. Heavy fines had been expected.

Bids from the cities of Pune and Rajkot won the auction to replace them, ensuring an eight-team competition remains.

However, the Super Kings launched a final appeal, known in India as a PIL – public interest litigation – via local politician Subramanian Swamy.

Swamy wanted the Madras High Court to hear the appeal earlier this month but it is fixed, so to speak, for December 14 and 15.

Torrential rain and flooding means Chennai has ground to a halt in the interim.

The PIL petition is expected to raise concerns over the legitimacy of the process in

previous courts which delivered the suspension.

“It’s pretty unsettling at the moment,” Fleming said of the franchise he has taken to two IPL and two Champions League titles. “We’re waiting on the result of the High Court appeal, and that will determine the immediate future of the coaching staff.

“However, the players can be re-bought and, if the appeal is not successful, we will have the ability to get them back in a couple of years and start again.”

Fleming is currently coaching the Melbourne Stars in Australia’s Big Bash which starts next week.

He has not ruled out staying with the

franchise. In the meantime, if the ban is upheld, he will become a free IPL agent, as will his Australian assistants Andy Bichel and Steve Rixon.

The New Zealand players involved – Brendon McCullum and Matt Henry (Super Kings), Tim Southee (Royals) – could be selected among the 10 players (five per team) to be picked by the new franchises in a special December 15 auction. Otherwise they will go into the annual auction set down for February 6.

McCullum told the Herald one of his test players had made him aware of the news, but he had no idea how the scenario would unfold.

Sam Medhurst is hoping to boost participation and improve the level of Methven cricket during his five-month stay in New Zealand.

The 21-year-old arrived from England on October 28, after studying at the University of Chichester, where he graduated with a degree in sport development.

The opportunity to come to Mid Canterbury arose through former Methven Cricket Club coach Dan Wheeler. Fellow Englishman Wheeler coached in Methven last year, and suggested his Bishop’s Waltham teammate to the club.

Medhurst said he is thoroughly enjoying his time in New Zealand and has been pleasantly surprised by the level of young talent.

“I was really excited, coming

straight out of uni, it’s an ideal opportunity to improve on what I’ve learnt,” the all-rounder said.

“It’s really nice, the area’s got a community feel, I’m doing the 4th 5th and 6th grades and seniors as well, and there’s a lot of talent.”

Medhurst, who is a middle order batsman and an off-spin bowler, has also been playing for Methven in the Pritchard Shield and coaches the senior side twice a week,

while passing on his knowledge to the juniors on Tuesdays, Wednesdays and Thursdays.

Medhurst will host a Methven Cricket Summer School in January, which is endorsed by Methven Cricket Club, and is hoping for a good turnout.

“The aim of the week is to be fun, exciting and interesting. Obviously the aim is also to improve but it’s more of an introduction

and get everyone involved,” he said. “If you don’t start playing somewhere you’re never going to get better, you don’t have to be a great level, as long as they enjoy it, that’s my goal.”

Week one of the Methven Cricket Summer School will be for players aged 8-11 and run from January 6-9, while week two, for 12 to 14-year-olds will begin on January 13 and end on January 16.
