Ashburton hits city crime levels

Ashburton’s youth crime rate is hitting levels previously only seen in cities.

In response, a funding bid has been made to provide for ramped up consequences for recidivist offenders.

Safer Ashburton manager Kevin Clifford said the agency had applied for funding through Child, Youth and Family to run Supervision with Activity and Supported Bail programmes in response to unprecedented levels of

youth crime in the town.

“The kind of activity we’re now seeing is more commonly seen in much larger centres, often in the North Island,” Clifford said.

“In those centres funding is available to provide higher levels of intervention, but those contracts and funding have not traditionally existed in our community – because it hasn’t been needed.”

Safer Ashburton along with other local agencies have been resourced to work with youth offenders at a much

lower level, however some of those young people had drifted into the periphery of the hardcore group responsible for much of the current crime wave.

“It’s easier for police and other organisations to deal with those at the cusp of involvement or engaging in petty offending,” Clifford said.

Sina’s killer sentenced for prison rampage An Ashburton convicted killer who admitted going on a prison rampage was sentenced yesterday but won’t serve extra time behind bars.

Bronson Kelekolio, 20, is serving a life sentence for the December 2012 murder of 22-year-old Ashburton woman Sina Nerisa Solomona.

He was 15 when he stabbed Solomona 14 times in a frenzied attack before slitting her throat and sexually violating her.

In July 2014, he was sentenced at the High Court in Christchurch to life imprisonment with a minimum nonparole period of 14 years and six months after pleading guilty to her murder.

But on December 13 last year, he and co-accused Jesse Lee Fraser, became frustrated at their perceived bad treatment inside the Rawhiti unit at Christchurch Men’s Prison.

At a scheduled mid-morning lock-up, they refused to go into their cells, Christchurch District Court was told.

After Corrections staff locked down the area, the pair, in particular 21-year-old Fraser who is serving a sentence for aggravated robbery, yelled obscenities and displayed aggressive behaviour towards them.

The offenders used fire hoses to spray water around and threw hose nozzles at the unit guardroom and cell observation windows.

They then smashed up a

table tennis table and armed themselves with its metal legs.

They refused to listen to Corrections negotiators and the disturbance only ended when they were pepper-sprayed, contained, and taken off to another cell block.

No staff were injured in the rampage, but it caused $6000 of damage.

A 15cm metal shank was later found in one of the cells.

Neither man was legally represented when they appeared for sentence at Christchurch District Court yesterday.

A pre-sentence report noted that Kelekolio’s behaviour has “generally been pretty good” and the incident was somewhat out of character for him.

Asked by Judge Tom Gilbert if he wanted to say anything before he was sentenced, Kelekolio said: “Na, I’m all good.”

Kelekolio smiled as he was sentenced to six months in jail, after learning it would be served concurrently, given that he is serving a life sentence.

Judge Gilbert noted that it might be something that the Parole Board considers when he finally comes up for parole in many years’ time.

Fraser was due for release in June next year but was yesterday ordered to serve an extra seven months.

Reparation of $6000 had been sought but Judge Gilbert said that was “unrealistic” given that both men are serving prisoners.

Mayfield A&P Show pig trainer John Farnell won’t be on hand tomorrow to see his speedy piglets in action.

Farnell, who has been training this year’s crop with son Mike, will be in Palmerston North supporting wife Wendy at the New Zealand Rural Games; the endurance horse rider, trainer and official has been nominated for the Contribution to the Rural Sports Industry Award to be presented by MPI minister Nathan Guy. The Farnells have been training piglets for the show for the past five years, so John knows the drill and has no doubt the 2017 crop will be primed for the big day.

The piglets have been trained to run around an obstacle course and will take part in a full card of races, open to the betting public. They will be rewarded with food then sold off to cover John’s purchase costs.

The racing pigs have become a fun tradition at the Mayfield show, which will this year feature Clydesdales powering a vintage chaff cutter and other machinery from 100 years ago.

The 92nd show will be held at the A&P association’s showgrounds, which have been prepped this week for the big event.

Show president and fifth generation dairy farmer Martin Williams said pig racing was an established and exciting part of the annual

show and he was looking forward to seeing them in action tomorrow.

Williams said the show remained a great event to unite the community and gave farmers a chance to showcase their good work, especially when the agricultural industry had so many detractors on social media.

The show committee had been busy working on a line-up of entertainment, alongside competitions in the stock ring and produce shed, which would appeal to families and people of all ages.

There will be a treasure hunt and crazy bikes for the kids, as well as farm machinery, tractors and vintage machines, including a tin mill driven by a traction engine.

Large scale demolitions on horizon

Sweeping changes to building safety standards could see the demolition of dozens more commercial buildings around the Ashburton District.

And with up to 30 buildings possibly to be levelled within two blocks, the impact on Ashburton’s townscape could be quite dramatic says Ashburton District council building services manager Michael Wong.

The council currently maintains a register of the district’s commercial buildings and where

they sit in terms of compliance with national building standards, but from July 1 that register will become public, creating headaches for some building owners, he said.

“From that date any buildings that are below 33 per cent of the standard will have a sticker or placard placed on them to alert the public. It’ll say something along the lines of the building being rated at below a percentage of the national building standards and that people enter at their own risk.”

Buildings where compliance

is between 0 and 20 per cent are likely to be orange stickered and those between 21 and 33 per cent will be identified by a yellow and black sticker. In addition, buildings that are potentially earthquake prone but where an engineering inspection has not been carried out will also be identified.

“At our current count 148 buildings will be stickered but because the government is shifting the line in the sand there are possibly up to 800 that will eventually have stickers,” Wong said.

In 2012 when standards were

tightened after the Canterbury earthquakes, the council was required to do a desktop assessment of all buildings constructed before 1976. From July 1, this assessment will be extended to include buildings constructed before 2005.

The council has 10 years to assess the 800 buildings that will now come into the pool. The owners of those identified as earthquake prone will have one year to have an engineering report completed and if work is required, they will then have 25 years in which to either carry this

Chinese settlement’s future under spotlight

Ashburton’s historic Chinese settlement on Allens Road could have a new future as a cluster of modern day allotment gardens.

This was one of the ideas raised yesterday when restoration and heritage consultant Arlene Baird met with Ashburton District councillors to look at the future of the land and its cluster of elderly buildings.

In 2013 the 2.4 hectare site was put in the council’s stewardship by descendants of the last known owners. In return for the ability to use the land as a recreation reserve the council undertook to maintain, restore and protect the site.

Since then the council has used funds from the Chinese poll tax fund to restore a rare Chinese oven and has carried out rudimentary work on the site’s buildings, otherwise upkeep has been limited to grass cutting.

The council had an exciting opportunity to turn the Chinese settlement into something special for the community and for visitors, Baird said.

“There are not many of these sites left in New Zealand so there’s a level of rarity here. The buildings are clearly in a dilapidated state but the level of heritage value goes beyond the physical structures. We need to identify

The council could look at a range of options for the buildings from demolition or restoration through to bringing them up to a standard where they could be reused, she said.

“The best way to preserve any heritage structure is to reuse it.

Whether this is possible or not, but it’s something that could potentially be looked at. Perhaps

some of the buildings could be restored to a state where people can enter them while others are just stabilised.”

Other options could include demolishing the most dilapidated of the buildings and erecting a series of interpretive boards that told the story of the early Chinese settlers.

The value of any historic site was increased if there were physical structures in place, Baird said.

of the buildings, the council could look at turning some of the land into allotments that could be leased at peppercorn rental to local gardeners, she said.

“Considering it was a market garden in the first place, going back to allotment use again might be appropriate.”

Baird will undertake an assessment of the site and provide the council with a number of options for its future.

After July 1, Wong said the inspection of the 800 odd buildings will need to be staged over several years because of the huge amount of work involved.

“Once police have put them before the court, they have done all they can within their capacity and it’s up to the court.

“There’s no magic bullet of course, because this didn’t happen overnight and we can’t fix it overnight, but at least it provides for higher levels of intervention,” Clifford said.

“There has never been any long term contracts of this type in Ashburton, and to be honest up until two years ago we didn’t have young people in our community who would have met the tariff to get the funding for those higher levels.”

The intervention programmes would require youth offenders on bail to engage with positive activities and provide for more intensive bail monitoring.

If the funding bid is successful the programmes would come into effect from July 1.

Internationally-recognised New Zealand private investigator, Julia Hartley Moore, will be the guest speaker at tomorrow’s sold-out Zonta Club of Ashburton International Women’s Day Breakfast.

Held at Hotel Ashburton from 8.30am, the motivational and inspirational speaker will draw on experiences running her investigation agency, Arbeth & Co Limited, life as a television personality and her own personal background.

Julia is the author of three international best-selling books: Infidelity, Suddenly Single and Julia Moore PI. Convenor Christine Todd said the annual breakfast had become a feature on the calendar and this

Students get a taste for the honey business

Every student at Fairton School had a taste of the honey business this week.

The 30 students visited Midlands Apiaries as part of a learning unit, where they are following food from the paddock to their plates.

Teacher Andrea Small said the study involved visits to farms and factories so the children could see what happened to the food they ate.

At Midlands, they tasted the honey and saw how it was removed from the hive and processed.

The occasional bee caused a few anxious moments, but they also had a chance to view a live hive from behind a glass wall.

Midlands has about 6500 hives, each with 70,000 bees, and produces about 1700 tonnes of honey a year, most of it exported to honey-lovers around the world.

Production is expected to increase when the company moves into bigger packaging premises in April.

Midlands has hives for both honey and pollination.

In brief Burn-off deadline lifted Mid Canterbury farmers can now burn crop residue at any time of day, but must continue to meet all other conditions included in the current restricted fire season.

Following a review of the restricted fire season status in place throughout Mid-South Canterbury a decision was made yesterday to lift the 1pm deadline previously in place for stubble burning. An updated version of the Crop Residue Burning Code of Practice is now available on the council website. A restricted fire season was declared in the district on February 28. It will remain in place until further notice.

Playcentre awareness Playcentres around Mid Canterbury have been busy spreading the word of playcentres during playcentre awareness week. From roaming the streets to open days and a visit to the fire station, playcentres have been busy. The fire station visit saw about 15 to 20 children from the Ashburton Playcentre given a tour of the station, shown the gear firefighters wear on the job and even got to see a truck and hose in action. The culmination of the week’s celebrations will be today, when the Ashburton Domain will be hosting the Playcentre Play Café, where parents and children will have the perfect opportunity to see what playcentres are all about.

He walked the Fairton students through life in the hive, where the female worker bees did all the work while the drones sat around eating.

He said the hives were manipulated much like sheep, with worker bees bred from good queens.

Hives were treated regularly for the varroa mite, a bloodsucking pest that led to deformities in young bees.

Inside Midlands’ factory, the honey is extracted from the frames, processed and sold as

manuka, clover or wildflower honey. Sales and marketing manager Joseph Ong said Midlands was the third-largest honey producer in the country and regularly hosted visitors to raise awareness of the industry.

People of all ages were always genuinely interested in the inner workings of a hive and how their honey was made, he said.

A man shot by police officers in Christchurch last month can now be named. Murray James Allan, 24, suffered minor injuries in the incident which came after he allegedly pointed a blank firing pistol at officers early on February 4 in Woolston. He was initially charged with possession of a firearm, namely a pistol, and using a firearm against a member of police acting in the course of their duty. However, when Allan appeared in court yesterday via audio visual link from prison, police withdrew the earlier charges and replaced them with three new charges, including carrying an imitation firearm, namely a blank firing pistol except for lawful, proper or sufficient purpose, assaulting a police constable with the blank firing pistol, and possession of 9mm ammunition. Judge Tom Gilbert remanded Allan without plea in custody until April 3.

Top Otago department faces cuts While New Zealand universities sat high in recent international rankings, despite a drop from last year, a top University of Otago department is in the firing line for job cuts.

The School of Physical Education, Sport and Exercise Sciences, named among the top 10 in the world, was the top ranked university department in New Zealand after placing seventh in the annual QS World University Rankings by subject.

The ranking in the subject area of sport and sport-related disciplines comes just over a week after staff in the department were offered voluntary redundancies ahead of a review which is likely to result in job cuts.

The school was not the only subject where Otago University excelled, with anatomy, dentistry, archaeology and development studies all making the top 50 and seven other subjects making the top 100.

The school’s dean Prof Douglas Booth said its performance would “really raise staff morale” ahead of the review.

It would hopefully also boost student numbers, Prof Booth said.

He believed the school’s international profile was a major contributor to its high ranking.

“So it doesn’t really come as a surprise to me, because I’ve always known that our staff has been performing well above their weight.”

Asked if the rankings could affect the outcome of the review and potentially mean fewer job cuts, Pro-Vice-Chancellor, Sciences Prof Richard Barker said: “The proposal for change ... is related to ensuring its operational efficiency rather than addressing its research and teaching excellence, which are clearly demonstrated by these rankings.

“Given that this subject area at Otago has had such a strong showing in this QS rankings exercise, it is clearly vital that the school remains financially viable so that it can continue to shine in this regard,” Prof Barker said.

Meanwhile, New Zealand-wide, University of Auckland was lead-

ing the pack in the rankings.

Kiwi unis placed in the top 50 institutions for 22 subjects and in the top 100 in 39 subjects, an overall decline from last year.

Collectively, New Zealand’s eight universities saw improvements in 24 subjects rankings and drops in 55 subjects.

Universities New Zealand executive director Chris Whelan said despite the drop, there was still a lot to be proud of.

“These are outstanding results for a country with eight universities being evaluated against 4430 other universities from around the world,” Whelan said.

“They reflect the high regard in which our universities’ teaching and research is held across a wide range of disciplines.”

The overall decline was mainly a consequence of low institutional funding levels by international standards, he said.

“New Zealand spends $US15,400 [$22,293] per student, relative to an OECD average of $US16,200.

Other countries are recognising the importance of higher education, research and innovation to drive prosperity and enhance well-being.”

Because of this, keeping pace with other countries got harder every year.

“If we want the universities to continue to rise in the subject rankings, and so give our students even better educational experiences, the nation will have to be prepared to invest in them.”

Now in its sixth year, the annual QS World University Rankings by Subject compares academic reputation, employer reputation, research citations, and impact.

Rankings played a big part in who students, researchers, countries and research institutes chose to work and study with, Whelan said.

“It’s not about institutional vanity, it’s about their international reputation.”

The QS Rankings by Subject results were based on survey responses from more than 305,000 academics and 194,000 employers.

Bid to unfreeze operations grant

On Wednesday, a bright yellow and blue campervan was in town for a very important reason.

The Better Funding, Better Learning campaign made one of its many stops on its way to Wellington.

On board the campervan was a petition to unfreeze the school operations grant that was frozen in 2016.

The freeze reduced funding for teacher aides, librarians, learning support specialists and admin staff.

Cezarne Rodgers, a member of the support staff, said that, so far, about 30,000 to 40,000 signatures have been collected, and they are hoping to have collected 60,000 by the time they reach Wellington.

“The response has been very positive so far,” Rodgers said.

“We have received a generally good response from people when we were out on the streets.”

The van travelled all over town, starting the day outside Allenton School, before travelling to the centre of town. A stop outside Hampstead School was the second to last visit of the day before arriving at the St John Hall for a talk with early education teachers.

Early education is another area that saw its budget frozen by the government, this time in 2010. In an effort to reverse this decision, the Every Child is Worth It campaign has been started.

To go along with the petition for Better Funding, Better Learning, people are being asked to sign postcards to show their support of the campaign.

“The early years are the most important to give them the best start in life,” Rodgers said.

hen it comes to preserving our past, how high a price is too high?

That’s the question Ashburton District councillors will have to ask themselves when they look at options for the future of the district’s historic Allen’s Road Chinese village.

Yesterday they discussed options ranging from clearing the site through to full-scale restoration of buildings to a point where they could be reused.

Clearly restoration for re-use has to be off the table – unless it’s funded by a private entrepreneur rather than ratepayers – but so too should total demolition.

We have all too few historic buildings left and, while what we have on Allen’s Road may not be old in the absolute sense of the word, it is unique and it should be saved.

It’s easy to see that cluster of old, dilapidated buildings as an eyesore, but those buildings are the sole remaining link with a group of people who were an integral part of life in the Ashburton District from the early 1900s.

Those Chinese settlers worked a flourishing market garden that fed much of the district for many, many years. They lived in quite primitive conditions and worked every daylight hour possible.

As their numbers grew from a handful to about 80, so too did their position across the Ashburton District as producers of fine food.

The lives and the work of those early settlers is now almost forgotten, but when their descendants gave the site into the stewardship of the council, they gave the district a great opportunity to tell their story for the future.

What the site’s future is will be decided after a scoping report is prepared by the experts, but one intriguing option has been raised – turning the land back to its original use as communally shared garden space.

Allotments, tracts of land where plots are rented to individuals to treat as their own garden, are common in many parts of the world. Perhaps the allotment concept that provides not only food but also social connection, has come of age in New Zealand.

Imagine, a handful of the elderly buildings restored to tell the story of the past, while the activity of the past was revived by today’s gardeners.

What’s the answer to youth crime?

ow frustrating!

I received a text from Skippy at Robbie’s on Wednesday morning, while I was on air. Unfortunately it wasn’t of the humorous nature that I usually get from him.

“Mate I’ve got a scoop for you.

The little f@#kers have been back and kicked the door in at work and flogged a heap of booze.”

I feel for him and Amanda.

Six times in the past 12 months!

As a business owner, how long can you continue being dragged out of bed at all hours every two months on average to inspect the damage and loss to your livelihood, before you throw your hands up and give it away.

That’s enough to drive anybody bloody nuts!

And it’s not just them on the receiving end, there are a lot of people affected by these youths.

So I posed the question on

social media. “What’s the answer to this sort of crime in town?”

As you can imagine there was a variety of answers, from the extreme like, Andrew’s “Put a lazer (sic) around the property so when they go to walk through it poof they gone” and Shaun’s “Instead of letting our useless justice system deal with them as youth, put them in a real man’s prison with some real bad bastards. But only leave them there for 48hrs the first time so they don’t get time to fit in ... (abridged)” I think Alli, Sharon and Savann are on to it.

Alli: “As suggested by people on other posts. A town meeting so collectively everyone can work together. The other problem is every time there is postings about what they have done then they will be getting satisfaction of the high profile they are getting.

“Totally understand people venting, as I have done myself, but now we need collective action. Work with the police as their list of crimes to investigate is growing daily and it doesn’t take 5 mins on each one which is causing community frustration and thinking they are doing nothing.

“They need hard evidence and a better judicial system to allow them to get better results for the community. I wouldn’t be in their jobs – would you?”

Sharon: “Time to beef up our Town Watch, help these amazing people who already do this job.

How long can businesses survive if this continues. Hold a community meeting, see who is willing to spend a few hours a week patrolling the town gathering information, ie car regos, photos.

Put the heat on these low-life scumbags, deal to them once and for all if they want to be a part of our community behave or get run out of town.

“Parents of these wannabe gangsters and criminals need to have consequences to face as well.

“I’M UP FOR IT.” Savann: “The law needs to change so these youth don’t walk away so easily. I say compulsory boot camp. Send them away to the army to learn discipline and respect. “(It) could also have an incentive at the end if they do well in having a career with the army, as most of these youth don’t have

much chance to gain decent jobs.”

It’s an issue affecting a lot of people in this community, so it’s time to front up as a community!

Don’t sit back and expect the police to magically fix it. Help them. Take note of suspicious behaviour and let these guys know you are watching them. Join Town Watch if you’re able.

Petition the Government for tougher penalties for recidivist offenders.

Surely a curfew and matching ankle bracelet could be a start.

the option of a joint college/council library.

The Courier article referred to above mentioned that Ashburton Mayor Donna Favel asked council business manager Paul Brake if there was a funding and land offer when council first considered the college as a library site. There was not.

Granted the civic project has been ongoing for a long time.

Surely it is prudent, however, to now consider factors that were not present when the issue was previously discussed, not least of all due to the fact that there has been a change in the decision makers?

At the council meeting Ross Preece indicated that if the college was chosen as the preferred site, matters could move sooner rather than later – the site is clear, the college has funds in reserve for the project and is expecting another injection of funds in the short term.

As a ratepayer I would much rather have the councillors I elected take a little extra time to consider newly-presented and feasible options even if it does result in some delay and further expenditure.

At least there would be some confidence that the best result had been achieved. It is only through the consultative process of discussion, investigation and consideration that this can be accomplished and if the Baring Square East site is indeed the best option then this will prevail.

As far as our elected council representatives go, I applaud Donna Favel for having the temerity to readdress the issue. As for Cr Brown and Cr Ellis, what gives them the

right to resign or consider resigning from the project at this early stage of the council term when things are not going as they would like?

They were elected by the people of Ashburton to perform a service.

Not to throw their toys out of the cot when things got a little testy, “I want no more to do with it”.

Really? If they are not prepared or unable to perform the duty that they were elected to do, then perhaps it is not just the project group they should be resigning from.

YOUR VIEW Civic centre and library I have hesitated to add my thoughts to the ongoing debate regarding the future location of the civic centre and library, but the late introduction of siting the library on the college land where the swimming pool stood has stung me into action.

The ex-swimming pool land has only one future use and that is as a carpark. The number of cars parked on Walnut Avenue increases annually and off-street parking is essential, both for students and for college evening functions.

When the original “hole in the ground” was built there was a major problem with underground water and I doubt if it has dried up.

With all due respect to the new principal of Ashburton College, I wonder if he has gone into his offer of building a town library on that site without a full investigation. I have a feeling that he has listened only to those who have a vested interest.

The site will always belong to the Education Department and never Ashburton District Council. The present Owen McDowell Library, (named after former principal, the late Owen McDowell), was OK in the late 1970s when the college roll peaked at approximately 1625, so what is the problem for approximately 1200 students today?

The college library is, and must remain, the centre of the college community. Likewise, the Ashburton Public Library should be in the centre of the Ashburton community and that is either in Eastfield or next to the Methodist Church in Baring Square East.

I prefer the latter.

The civic centre: I wonder if our mayor and the district councillors have any idea of the total land area of the present civic centre? Have they walked around it? I have! From north-west to southeast it stretches from the boundary with the Masonic Centre to the frontage of the main building.

(I suggest that it could include the cross street between Havelock and Cameron Streets and the Cenotaph wall.

Its other boundaries are Havelock Street to the rear of the Cameron Street residencies and the courthouse. Where else in Ashburton is there a better site to erect a new civic centre worthy of that title? It is an architect’s dream. A new multi-storey building, including a staff carpark, can be erected behind the present structure before it is demolished and the area landscaped to include public parking. Logistically, the staff carparks would need to be temporarily relocated. The ATS uses the Masonic Centre during the day and I am sure a similar arrangement could be made with St Joseph’s School and St Andrew’s Presbyterian Church.

The council cars could be taken home for the night. St Stephen’s Anglican Church doesn’t have a carpark and they manage when there is a funeral, so that would not be an issue during the construction of a new civic centre.

Finally, I suggest that the Guardian reprints the excellent article written by Sue Newman when she interviewed former mayor Geoff Geering on this subject some time ago. From memory Geoff said it all.

It was with some concern and not just a measure of annoyance that I read councillor and deputy mayor Neil Brown has resigned from the project group overseeing the council’s civic project (The Courier, March 2, 2017).

The article also stated that Cr Russell Ellis is indicating he could quit. As a former elected board member, albeit of a small local school, I am acutely aware of the responsibilities attached to elected positions and the duty to the parties who elected you.

This inevitably involves working with other elected members who have different opinions and ideas, but ultimately the goal is to achieve the best result for the electors, so you work through the issues.

Differing views are unavoidable and working through the decisionmaking process is what eventually results in a robust decision being made.

Frustration is to be expected, particularly when you are working with others who are at a different stage of their elected lives. The current council is made up of new, medium term and seasoned members.

The new members are always going to take longer to come up to speed on issues that have been discussed and debated before their tenure started. This is not necessarily a negative, as fresh eyes and fresh ideas can be brought to the table.

Gunmen hit hospital Gunmen wearing white lab coats stormed a military hospital in Afghanistan’s capital yesterday, killing at least 30 people and wounding dozens in an attack claimed by the Islamic State group.

The attack on the 400-bed military facility, located near two civilian hospitals in Kabul’s heavily-guarded diplomatic quarter, set off clashes with security forces that lasted several hours.

The brazen assault reflected the capability of militant groups in Afghanistan to stage large-scale and complex attacks in the heart of Kabul, underscoring the challenges the government continues to face to improve security for ordinary Afghans.

Gen. Dawlat Waziri, a Defence Ministry spokesman, said there were “more than 30 killed and more than 50 wounded” in the attack.

Afghan forces battled the attackers floor by floor, he added.

The ministry said the attackers were dressed like health workers.

According to Waziri, four gunmen were involved, including two suicide bombers who detonated their explosives vests once the group was

By mid-afternoon, the attack was over and a clean-up opera-

tion was under way.

Abdul Qadir, a hospital worker who witnessed the attack, said an attacker in a white coat shot at him and his colleagues. Ghulam Azrat, another survivor, said he escaped through a fourth floor window after attackers killed two of his friends.

Divorce called off

Criminal probe launched into CIA leaks US federal agencies have launched a criminal investigation into the public release of documents said to detail CIA hacking tools, US officials say.

They told US media that the FBI and CIA were co-ordinating the inquiry after Wikileaks published thousands of files.

These carried claims that the CIA had developed ways to listen in on smartphone and smart TV microphones.

The CIA, FBI and White House have declined to comment on the authenticity of the files leaked on Tuesday.

A CIA spokesperson told the BBC on Wednesday: “The

American public should be deeply troubled by any Wikileaks disclosure designed to damage the intelligence community’s ability to protect America against terrorists and

other adversaries.

“Such disclosures not only jeopardise US personnel and operations, but also equip our adversaries with tools and information to do us harm.”

On Wednesday, the US officials – who spoke on the condition of anonymity – told US media that the criminal investigation was looking into how the files came into Wikileaks’ possession.

The inquiry would also try to establish whether the disclosure was a breach from inside or outside the CIA, the officials added.

The CIA has not confirmed

whether the documents – said to date between 2013 to 2016 – are real.

But one of its former chiefs was concerned by their publication.

“If what I have read is true, then this seems to be an incredibly damaging leak in terms of the tactics, techniques, procedures and tools that were used by the Central Intelligence Agency to conduct legitimate foreign intelligence,” ex-CIA director Michael Hayden told the BBC. “In other words, it’s made my country and my country’s friends less safe.”

Ben Affleck and Jennifer Garner have reportedly called off their divorce. The former couple went their separate ways in June 2015, but remained close for the sake of their three children, Violet, 11, Seraphina, eight, and five-year-old Samuel. Following a recent turbulent period that almost saw them walk away from one another for good, they have decided to try and work out their differences and give their marriage another try. A source told People: “Jen has called off the divorce. She really wants to work things out with Ben. They are giving things another try.”

Iceland to require firms to prove equal pay Iceland will be the first country in the world to make employers prove they offer equal pay regardless of gender, ethnicity, sexuality or nationality, the Nordic nation’s government said yesterday — International Women’s Day. The government said it will introduce legislation to parliament this month, requiring all employers with more than 25 staff members to obtain certification to prove they give equal pay for work of equal value.

While other countries, and the US state of Minnesota, have equal-salary certificate policies, Iceland is thought to be the first to make it mandatory for both private and public firms.

The North Atlantic island nation, which has a population of about 330,000, wants to eradicate the gender pay gap by 2022.

Social Affairs and Equality Minister Thorsteinn Viglundsson said “the time is right to do something radi-

cal about this issue”. “Equal rights are human rights,” he said. “We need to make sure that men and women enjoy equal opportunity in the workplace. It is our responsibility to take every measure to achieve that.”

Iceland has been ranked the best country in the world for gender equality by the World Economic Forum, but Icelandic women still earn, on average, 14 to 18 per cent less than men.

In October thousands of

Icelandic women left work at 2.38pm and demonstrated outside parliament to protest the gender pay gap. Women’s rights groups calculate that after that time each day, women are working for free.

The new legislation is expected to be approved by Iceland’s parliament because it has support from both the centre-right government and opposition lawmakers.

The government hopes to implement it by 2020.

Divorce a closed subject Scarlett Johansson says she will “never” talk about her divorce because of her daughter. The Ghost in the Shell actress is believed to have signed legal documents to end her relationship with her husband Romain Dauriac after two years of marriage because she believes their marriage is “irretrievably broken”.

She has issued a statement asking for people to “respect” her decision and stop commenting on her marital status. It was previously reported Johansson asked for primary custody of daughter Rose, but Romain is desperate to leave America and move back to his home town in France with his child following the split.

Cyber attacks cost small NZ firms 19k

The Reserve Bank of Australia was the first cab off the rank in terms of the March central bank meetings and, as expected, kept to the status quo. This is the sixth month that the cash rate has stayed at the historic low of 1.50 per cent.

The commentary was upbeat about the state of the Australian economy, with non-mining investment spending continuing to increase. The labour market is showing positive signs, however, the housing market in Australia remains mixed with some cities, namely Melbourne and Sydney, experiencing significant increases, while other areas are now seeing price declines. Inflation is expected to pick up over the course of the year to be above the targeted 2 per cent, while underlying inflation is expected to be more gradual.

At the time of writing the European Central Bank was yet to have its March meeting, to be held later this week.

Expectations are for the ECB to stand pat and not make any changes to the current monetary policy. However, the commentary again will be closely watched for signs of when tapering of the massive quantitative easing programme will begin.

Inflation is back at the targeted level of around 2 per cent for the first time since 2013, gross domestic product in the region is growing at a steady rate and economic data is positive with the purchasing managers’ index at a 70-month high.

Over the coming weeks, markets are likely to focus on further important pieces of data, the Federal Reserve meeting, and anything more we see on the policy front out of the US. At present, there is a lot of optimism around tax cuts and deregulation. However, this must be balanced against how easily President Trump can implement these changes, as well as potential trade policies that are negative for growth.

At the time of writing, the market was pricing in a 100 per cent chance that the March meeting for the Federal Reserve would result in a rate hike. It hit 100 per cent following the ADP survey of private sector employment beating expectations by adding 298,000 jobs. This comes ahead of the all-important non-farm payroll report due out Saturday morning (NZ time).

Beyond that, the French elections are looming as the next major political event to watch.

The first round takes place in late April, with a second round likely to take place in early May. Markets will follow this closely, with France the second biggest economy in the Eurozone.

certain amount of caution crept into markets this week in anticipation of the Federal Reserve’s March meeting, bringing them back from recent highs.

Global markets have had a strong run over the past month or so with shares in the US in particular posting some impressive gains. Since the election in November, the S&P500 has gained more than 10 per cent, as optimism around tax cuts and deregulation spurs markets higher.

In New Zealand, with reporting season now over and done with, investors are turning to global sentiment and economic data and there has been a few interesting reports released this week.

Building consents for January rose 0.8 per cent from December, ending the two-month streak of declines. Consents for apartments and town houses were the driving force behind the gain, with the number of permits for new houses falling. Consents rose 3.4 per cent from the previous year, while the value of consents slipped 3.5 per cent to $619 million, the lowest level since January 2015.

The latest Global Dairy Trade auction this week saw a sharp decline in the index, falling 6.3 per cent, the second auction in a row of declines.

The larger-than-anticipated volumes saw a bigger-than-expected decline in prices, particularly in the key product groups for New Zealand farmers.

Financial losses as a result of cyber-attacks averaged $19,000 for smaller New Zealand businesses, according to a survey by security software firm Symantec, almost three times the losses for Australian firms.

The survey of 525 business owners and operators of firms employing up to 20 people found that email and phishing scams were by far the most common, with 70 per cent saying they had been subject to such attacks. A further 47 per cent said they had been subjected to hacking attacks.

Some 5 per cent of business owners said they had been affected by a ransomware attack and 13 per cent of those had paid a ransom to get back access to their

ing system. Some 84 per cent of laptops and 72 per cent of mobile phones were password protected, the survey showed.

A further 27 per cent said staff had access to their firm’s financial data via a mobile phone while 36 per cent could access it through a home computer.

The biggest impact of attacks was in the time wasted, with 45 per cent citing downtime and 41 per cent inconvenience.

Privacy breaches were cited by 16 per cent of those in the survey while 15 per cent suffered financial loss and 12 per cent lost data.

The survey found that 70 per cent of firms used internet security, while 18 per cent didn’t and 12 per cent didn’t know if they did.

Data recovery scored lower, with just 31 per cent having systems in place to automatically back up data, 26 per cent were doing it manually once a day and 19 per cent weekly. Seven per cent said they never backed up data or didn’t know.

Gorrie said Symantec’s advice included keeping software up to date, getting employees involved and using “strong” passwords.

Why they were called Binders Wayne Cooper is producing superb newsletters for members of Binders (Down Under) NZ. In one Wayne provided this fascinating explanation of the Binders nickname.

I

have spent some time on the internet trying to discover why international trucks were nicknamed Binders.

Interestingly, through some forums (I have not referenced here) I found the following as answers to this question: International Harvester started out as McCormick-Deering and invented the grain binder more than 100 years ago.

IH was primarily a farm equipment company ... trucks were a sideline.

IHC always maintained an interesting niche in the truck business.

Known for their indestructibility, they were also looked down upon by some as farmers’ trucks and were

called Binders due to their farming ancestry (from corn binders, an early International Harvester product).

International Harvester/Farmall/ McCormick was a major manufacturer of farm/agricultural implements, including corn binders, grain binders and combines.

Hence the nickname “Binders” for International Trucks.

Of a more authentic reference was from a book Chevrolet Pickups, 1946-1972: How to Identify, Select and Restore Chevrolet Collector Light Trucks, by John Gunnel.

It states that: “International Harvester trucks were known as corn binders; the company was among the earliest of truck makers and also manufactured farm implements.

“During the 20s, the popular Red Baby model was marketed through farm equipment dealers blanketing both the United States and Canada.

Farmers, being big users of trucks, enjoyed buying them from their farm implement dealers.

“As a result, sales started climbing. For years only Chevy and Ford out-produced IH”.

Wikipedia Defines Binders as: “Binder is the common name given to the autos and trucks made by International Harvester before 1980. The name was due to the close association with farmers and farm equipment (often the trucks were used with IHC reaper-binders); also called a corn-binder in derogation of the same”.

Ban upsets Bournemouth Bournemouth condemned the “extraordinary” decision to ban Tyrone Mings for five matches for stamping on the head of Zlatan Ibrahimovic. Mings was found guilty of violent conduct, after landing on Ibrahimovic with his boot during the Cherries’ 1-1 draw at Manchester United. Ibrahimovic had already accepted a three-match ban for elbowing Mings in the face. A commission ruled the standard punishment of a three-game suspension for violent conduct would have been “clearly insufficient”.

Swimmers revel in superb crowd support About 160 swimmers have taken to the EA Networks Centre pool as part of the Mid Canterbury Schools’ Sports Association County Swimming Sports.

Committee chairperson, Kerrin Lester, said schools from all

over the Mid Canterbury region were participating in the event, held for only the second time at the centre.

Top qualifiers from each event will progress to the Canterbury championships later in the year.

Parking spots at the stadium were at a premium with parents and grandparents lining the pool to lend their vocal support to the students.

“We had some grandparents turning up at around 10.30am

with more starting to filter in at 11,” said Lester. “The support we have had from the local swimming club has been fantastic.

“We have around 10 volunteers and their support is just amazing.”

In the shadow of the Beast

By Michael Burgess Warriors winger Ken Maumalo has learned his lesson and is vowing not to be drawn into verbal battles with NRL opponents in the future.

Maumalo blotted an otherwise solid performance in the 26-22 win over the Knights last Sunday with his shove on Jamie Buhrer late in the game, which sparked a scuffle that involved almost all 26 players on the field.

Maumalo’s action in isolation was fairly innocuous, but it could have been costly, if the referees had chosen to penalise the Warriors winger, giving Newcastle territory and possession.

That was reflected in Ryan Hoffman berating his team-mate immediately afterwards.

“It was a bit of a silly play from me,” said Maumalo.

“I was trying to get into his head.

“When I was making those errors in the first half, he was giving it to me, so that’s why I thought I would give it back to him.

Otherwise, I wouldn’t have done that.

“There was nothing much in it.”

Former Bulldogs and Sharks hooker Michael Ennis, for all his remarkable qualities as a top player, became one of the most unlikeable players in the sport for his habit of reminding players – either verbally or physically – when they had made an error.

Maumalo doesn’t want to follow that lead.

“There was no need for me to do that,” said Maumalo.

“It’s a learning thing for me and I know next time not to let them get into my head.”

Aside from a couple of handling errors, Maumalo, who has 19 NRL matches under his belt, had a solid game against the Knights.

He regularly went looking for work, accumulating 133 metres from 14 carries, and was solid defensively.

The 22-year-old is far from the finished product, but looks

more confident than he did in his debut year, when he came into a Warriors side that was struggling badly in the second half of 2015.

Maumalo is also aware of the giant shadow of Manu Vatuvei, with the “Beast” coming back into reckoning, as he regains full fitness.

Vatuvei took no part in either of the pre-season trials due to niggling injuries, but played a full match for the Warriors reserve grade side on Sunday and has been named in an extended 21-man squad for Friday’s clash with the Storm.

“Manu is a legend,” said Maumalo.

“It is good for both of us ... pushing each other.

“I can push him and he will do the best to push me.

“There is a battle for that [left] wing spot, but I can’t control that.

“The only thing I can control is my performance on the field and that is what will determine if I play or not.”

Wayne Bennett has resisted the temptation to unleash off-season recruit Benji Marshall in Brisbane’s blockbuster NRL derby against North Queensland at Suncorp tonight. The former Kiwi looked poised to make a surprise Broncos debut off the bench after training strongly with the main group yesterday.

Zigwig eyes up NZ Oaks

It’s a long way from a mid-week industry day at Ashburton to the Group One New Zealand Oaks, but that’s the most likely path for Zigwig.

The talented three-year-old filly made it two wins in a row when she ran away with the Rating 85 2100 metre event at yesterday’s Ashburton Racing Club meeting, silencing a few opinions that the daughter of Zacinto might not be as good over the bigger distances in the process.

In fact the Nick Wigley-trained

filly looked like she would handle any amount of ground as she wore her way to victory yesterday under the guiding of Alysha Collett.

Zigwig has now won three of her 11 starts and placed on a further four occasions for stake earnings of more than $50,000.

The New Zealand Oaks is being held at Trentham on March 18 and this year carries a stake of $150,000 – a notable increase on the $10,000 which Zigwig raced for yesterday.

Earlier in the day a couple of the South Island’s most expe-

rienced jockeys, Kylie Williams and Chris Johnson were unable to be split with a dead-heat being declared in Race 3.

Williams, riding Mulberry, looked to have the race won 100 metres from the post as she plotted a perfect path to clear heels and storm to the line but Johnson called on all his experience and skill in the saddle to get that little bit extra out of his mount, Hell Raiser, as the pair drew level close to the line.

In this day and age with the wonders of modern technology, dead heats are almost a rarity in

racing with margins being able to be worked out down to the thousandth of a second, so a dead heat is exactly as it would seem.

Hard yards rewarded

For local martial artist Taylah Burrowes, a medal from the Sugihara Cup is just another string to her bow.

The 13-year-old competed at the Sugihara Cup in Auckland at the end of February, taking home the gold.

Mum, Karen Burrowes, said it was the first time Taylah had travelled to a competition without the support of her, or her sensei.

“The experience clearly didn’t faze her, and it will be great for her confidence going forward,” she said.

This was the first event of what is a busy year ahead for the brown belt.

She will travel to the New Zealand open in April, Nationals in Wellington and has made herself available for selection for the New Zealand team to travel to the Commonwealth Karate Championships in South Africa.

If Burrowes is selected for the Commonwealth Championships, it will not be her first foray to the event, having competed in India two years ago.

Having been doing karate for five years, and now training four times a week, including national training camps in Auckland, it is a huge commitment.

“Taylah was happy with the result in Auckland,” said Burrowes.

“It is great to see the hard work and training she has put in be rewarded.”

Forward slugfest likely in North Island derby

By CampBell Burnes Chris Boyd got some air time this week with his belief that the Lions of South Africa will be tough to beat in Super Rugby 2017, but that should not detract from the fact his Hurricanes can make a major statement with victory in Hamilton against the Chiefs tonight.

Skipper Dane Coles is under no illusions as to what awaits, especially if the weather packs in and forces a forwards slugfest with an aerial bombardment.

“I suppose they have had two tough games, and we’ve had two games where we didn’t have to work that hard, but I know we haven’t been lacking any motivation or intensity,” says Coles.

“It’s always quite personal against the Kiwi sides.

“We know each other, but you see in these New Zealand derbies that everyone is out to hurt each other. All the Kiwi sides like to run with the ball.

“It’s almost like a test week with the All Blacks.

“I love the competitive nature of these derbies and it looks like they’ve been enjoying it the last couple of weeks too.

“Obviously Dom (Bird) and Retallick are exceptional at getting up in the air, but those guys have to be lifted as well,” says Coles.

The scary thing is that the competition leaders have not fired in two quarters, and yet they have an extraordinary points differential of +131.

“It’s a bit of a rarity beating Super teams by that much.

“It was fun, but we know this is going to a different level and intensity.

“Obviously our attacking game has worked well for us, so we are not going to shy away from having a go, but in that first 20 against the Rebels, we didn’t earn the right,” cautions Coles.

These two franchises split two games in 2016, though the Hurricanes won the semi-final 25-9.

Skipper leads from the front

By Dave Williams New Zealand have fought back well in the first cricket Test against South Africa but have lost senior batsman Ross Taylor to what appears to be a seriesending injury.

Taylor limped off Dunedin’s University Oval yesterday afternoon with a calf tear.

He was on eight when he appeared to have hurt the right leg while running between wickets and he may be in doubt for the rest of the match and series.

An update on his condition is expected this morning.

At stumps the hosts were 177-3, 131 runs behind South Africa’s first innings of 308.

Kane Williamson was 78 not out and night watchman Jeetan Patel nine.

Williamson showed his class against the South African attack.

Three of his 11 fours came in one Kasigo Rabada over to bring up his 26th test fifty.

However, three times he had outside edges fall short of first slip and not long before stumps he survived a tight run out chance when Henry Nicholls sent him back from attempting a third run.

Earlier Williamson and Jeet Raval (52) set a second-wicket partnership record of 102 against South Africa, beating the previous best of 90 by Matt Horne and Nathan Astle in February 1999 in Auckland.

They scored at a good rate of more than 3.5 an over before Raval’s third test fifty came to an end when he needlessly clipped Maharaj to Dean Elgar at midwicket.

Sport Home form abysmal Pep Guardiola has bemoaned Manchester City’s home form after his side were held to a frustrating goalless draw by Stoke. The stalemate was City’s fifth at the Etihad Stadium in the Premier League this season and left them 10 points behind leaders Chelsea.

Guardiola said: “Our results away are much better than at home. Maybe next season will be the opposite.

We dropped points. We have to analyse.” Guardiola, thinking ahead to Saturday’s FA Cup quarter-final at Middlesbrough and next week’s Champions League trip to Monaco, rotated his squad for the game.

Mid Canterbury will face an uphill battle if they are to be contenders in this year’s Heartland Rugby Championship.

The two-time Meads Cup winners of the prestigious grassroots rugby competition have received a tough draw for the 2017 edition which sees them take on many of the championship’s traditional heavy-hitters including their old foe and fivetime Meads Cup winners, Wanganui.

Matches during the roundrobin stage also see them tackle Hanan Shield bedfellows, North Otago and South Canterbury.

The green and golds will open their account against Poverty Bay at Ashburton on August 26.

Poverty Bay have proven to be one of Mid Canterbury’s more difficult opposition since the inception of the competition in 2006.

They’ve played on seven occasions with four wins to Mid Can-

terbury and three to Poverty Bay – with many of those fixtures, incidentally, the first match-up of the season.

At home, they’ve battled winning just one of the three fixtures against the Gisbornebased side.

North Otago, who they face in the second round, makes for slightly better reading statistically.

In 14 matches since the introduction of Heartland, they’ve won 10, six of them at home and four in Oamaru, impressive reading considering that for so long the Old Golds were such a dominant force in lower level provincial rugby.

After North Otago comes South Canterbury at the Ashburton Showgrounds and they’ve only lost once to the Timaru side in the past 11 years at home.

Wairarapa Bush in round four will prove a tough challenge, especially playing in Masterton which became somewhat of a fortress in 2016.

The Bush made massive strides last year and will be buzzing with confidence this season.

Mid Canterbury has only lost to them on three occasions and have beaten them on home turf on three of the four occasions they have met up there.

Mid Canterbury’s round five match-up promises, already, to be a thriller.

They will host Wanganui in Ashburton to continue a rivalry that has stretched the length of the Heartland competition.

The two sides have squared off the most of anyone in the history of the competition but it’s been Wanganui who have held advantage, winning 10 of the 15 encounters.

Mid Canterbury will take solace in the fact that three of their five wins against the defending Meads Cup kings have come on home turf.

Mid Canterbury will then travel to Paeroa to tackle Thames Valley before returning home to host Buller.

They close out their round robin play by heading to Taupo to play King Country – a side who they haven’t lost to since 2007.

What will be of major assistance to the side in preparing for the season is a pre-season schedule that should see them fit and ready to go once competition kicks off in late August.

That pre-season includes a rare Ranfurly Shield match against big-brother Canterbury in Ashburton on August 4.

Andrew Bogut’s season with the Cleveland Cavaliers is officially over.
