Council’s budget retreat Buller District councillors will take their sleeping bags when they go on retreat next month. Their budget-style accommodation will cost ratepayers about a third as much as a previous proposal. Before last year’s local body elections, council chief executive Paul Wylie suggested a post-election retreat to Maruia or Karamea. It’s understood that would have cost ratepayers over $12,000.

The idea was postponed after all three mayoral candidates expressed concern at the cost. One of them, Greg Hart, suggested councillors save money by pitching tents and retreating to his backyard. It’s taken almost a year, but the new council has now come up with a plan. Buller Mayor Garry Howard said councillors and key staff - about 15 people all-up - would spend August 1 and 2 at Westport’s Maxwell Gage Centre. He said they would have to take sleeping bags because the centre features dormitory-style accommodation.

Train crash victim dies in hospital

Ashburton’s high air pollution rates play an adverse effect on people’s health, especially those with existing respiratory problems.

Four people were admitted to hospital recently coinciding with four of Ashburton’s seven high air pollution dates.

Environment Canterbury (ECan) reported the levels exceeded ranged from 51cmg to 74cmg.

The acceptable limit was 50cmg.

Ashburton Hospital acute admitting unit charge nurse manager Marg Anderson said on four of Ashburton’s high air pollution dates there was one admission each day.

These admissions were patients with respiratory problems.

They were admitted to Ashburton Hospital on June 4, June 5, June 22 and June 28.

There were no reported admissions on the other three dates – June 14, June 17 and June 23.

Wellington Hospital respiratory physician and Asthma Foundation medical director Kyle Perrin said windless cold nights and air pollution did not help people with existing respiratory issues.

There may be equal amounts of pollution released as at any other time, but the windless conditions had an impact.

“It’s obviously more of a problem in really cold areas

where there is no wind and the particles sit lower in the atmosphere,” Dr Perrin said.

“Generally, air pollution whether it is from heavy traffic density or from open fires (smoke) hanging in the cold it’s almost always worse for people with exiting respiratory disease like asthma and COPD,” Dr Perrin said.

The ECan readings were taken from midnight to midnight but Dr Perrin said people did not have to be outside in the bad evenings and could start to feel unwell days after.

“You can get people admitted to hospital with two or three days of worsening breathlessness and coughing, who had begun to feel unwell after particularly cold nights,” he said.

“People with advanced lung disease who are very sensitive to these sorts of conditions would become unwell purely as a result of air pollution,” Dr Perrin said.

He said there was also a higher death rate among people with bad lung disease exposed to prolonged high pollution levels.

Ashburton had four high air pollution nights last year over the entire winter.

ECan was currently reviewing its air plan for Ashburton and how to limit its exceedances.

They had a goal for 2016 of no more than three exceedances per year and wanted no more than one by the year 2020.

The young man whose vehicle collided with a train on Northpark Road, just north of Ashburton, has died in hospital.

Witnesses reported hearing the driver of the southbound freight train sounding the horn repeatedly before it hit the westbound truck at about 8.15am on Monday.

The Westpac Rescue Helicopter flew the truck driver to Christchurch Hospital, where he succumbed to his injuries yesterday. The train driver was uninjured but badly shaken by the event, KiwiRail reported.

A police spokesperson said the deceased man will probably be named today.

It was the second collision involving a truck and train on the railway crossing in a year, and the second fatality. In May last year a Verkerk’s truck-andtrailer unit was hit by a southbound train at about the same time of day. Miraculously the driver walked away on that occasion.

In 2002 a motorcyclist was killed on the same spot after he was struck by a train.

KiwiRail is currently in the process of installing flashing lights and bells on the crossing.

However, nearby residents and those who use the crossing to access the Ashburton Business Estate want the upgrade to include barrier arms. They say sunstrike was a factor in last year’s collision, and possibly this fatality.

Investigations into the cause of Monday’s collision are ongoing.

WOF standards ‘being met’

Politicians might support the introduction of warrants of fitness for rental properties, but in Ashburton the scheme would make little difference to rental housing standards, an Ashburton real estate agent says.

By default, property management companies were already achieving the same results that a warrant of fitness would, through their programme of regular property inspections, Trevor Hurley said.

“Managers keep an eye on properties at every inspection; that’s when the maintenance is done and kept up to speed.”

Those same controls were

not always in place in the private sector, he said.

“Our properties have to meet our standards; without good standards you don’t get good tenants. No property manager wants to take on a property where maintenance is not kept up by the owner. That’s when you get a sub-standard tenant and that leads to problems.”

He estimates there are between 800 and 1000 managed rental properties around the Ashburton District, but the number of private rentals is unknown.

The Christchurch situation was quite different to that experienced in Ashburton, Mr Hurley said.

“I’ve heard some horror stories. Some landlords appear to be milking it as long as they can. In a situation like Christchurch people seem to be able to sit on their hands a bit.”

Because there was good balance between available rentals and tenants in Ashburton, landlords generally understood that achieving market rental and securing good tenants relied on having a property that was of a reasonable standard, he said.

“In Christchurch it’s different. People are screaming out for rentals, and they’re taking sub-standard accommodation, but again it’s largely the properties that are not managed

where the maintenance problems are occurring.”

Renting in Ashburton was still affordable, with average three bedroom homes on the market at around $330 a week and two bedroom homes in the late $200, Mr Hurley said.

“That’s not the case in Christchurch where they’re off the chart. I don’t know how people can afford some of the rentals and I know that in many cases people are now just renting a room because they have no other option.”

Ashburton was fortunate in that there was still an “investors’ market” in real estate and that ensured a steady supply of rental properties, he said.

Moving in to new home slow, methodical work

Happiness for Kathleen Stringer is a temperature controlled room filled with the written and photographic history of the Ashburton District.

And she’s become a part of that history herself, as the first person to take up residence in Ashburton’s new museum where she’s the lone, permanent, week day worker.

The relocation of the district’s museum and art gallery from Baring Square to the new complex on West Street is an exercise that is taking place over several months, involving hundreds of hours of paid and volunteer labour.

When completed the archive rooms at the museum will hold documents, photos and negatives that tell the district’s social history. And when the museum opens its doors, those items will be available through the public research rooms.

“We roughly know what’s in each box, but our long term

goal is to scan the majority of the negs and then they’ll be accessible to the public,” she said.

The photo archives also include the museum’s own collection made up of donated photos and photo albums.

“When everything is in here we won’t have a lot of gaps and we know the collection will continue to expand as more photos come in.”

Written material is also being transferred into the document store next door.

Senior curator Maryann Cowan is spending her days checking, stacking, dismantling and shifting anything and everything that needs to be moved. She’s working to a plan and largely that plan is running to time, she said.

Like any new project, the museum relocation is an exciting one to be part of, she said.

“It’s a challenge, but is something you only get to do once in your lifetime.”

In brief Police and fire briefs Ashburton police were called to deal with a family violence matter at 12.30pm on Monday.

• A farm bike was stolen from a shed on Anama Station Road overnight on Sunday.

• Police attended a vehicle crash on the corner of Havelock Street and Baring Square West on Monday afternoon.

• Methven Volunteer Fire Brigade carried out a training session on Jackson Street on Monday.

Trains in miniature Mini railway tracks and pint-sized engines in a model train show will take over the Tinwald Hall this weekend. The event will showcase a variety of train sets, track setups and options for children to be fascinated by, or for people looking at building their own rail system. The entry cost is $6 an adult, $3 a child or $15 a family.

All proceeds go to the Ashburton Railway and Preservation Society.

It will run on Saturday and Sunday between 9.30am and 4pm.

Donation for Cadets The Ashburton Cadet Unit was given $480 recently in a funding grant from the Mazda Foundation.

The foundation has this year given more than $75,000 to charities and community organisations nationwide. It was the largest amount granted since 2009. The cadet unit planned to use the money to buy compasses for outdoor training exercises.

Labour Party visit Labour Party spokeswoman Carol Beaumont will be in Ashburton on Tuesday. She will visit with a number of people in industries within her Labour portfolio. She covers women’s affairs and is associate labour spokesperson.

It is a general visit as part of the pre-election campaign.

Complaint laid A Dunedin woman has laid a complaint with TV3 after comedians joked about dead Bain family members. Mel White is usually a fan of the satirical panel show 7Days but not after Friday night’s show. “It was just disgusting; it was so disrespectful,” she said.

Landmark puts Rakaia on the map Maori trust kept alleged fraud ‘in-house’

A Maori trust initially dealt inhouse with its CEO’s irregular spending of about $22,000 . . . rather than prosecute.

It did not want to risk the “hammering” Maori entities took when problems were publicised, its general manager Richard Brooking told Gisborne District Court.

But about two years later, when former CEO Te Hemoata Dawn Pomana launched a personal grievance for wrongful dismissal against it, the Ngai Tamanuhiri Whanui trust went to police.

Pomana, 59, pleaded not guilty to three charges of using a document for pecuniary advantage and faces a judgealone trial before Judge Tony Adeane in Gisborne District Court this week.

The charges are representative and relate to her use of two trust credit cards between 2006 and her resignation in 2011 to obtain total amounts of $15,440, $3793 and $2806.

Police prosecutor Sergeant Tess Brownlie said the larger sum amounted from 94 cash withdrawals – many of which were late at night or in the early hours of the morning and from the same cash machine “near the TAB”. Sometimes several withdrawals totalling several hundred dollars were made in one day.

In evidence, Richard Brooking said that when he first stepped in during September 2011, the trust was on the brink of financial collapse and could only afford to pay its five workers for the next fortnight.

An excuse that the cash withdrawals were for “soft loans” to whanau members did not bear up.

While most of the money had been reimbursed, Pomana’s efforts to do so had implicated other office staff – including her daughter (her PA) who had expressed concern to him, he said.

Rakaia has been dubbed “legendary” and as one of New Zealand’s most iconic landmarks.

Rakaia’s giant salmon statue has been made part of New Zealand Post’s latest stamp collection, Legendary Landmarks.

People all over the country will be able to see the 12 metretall salmon when they receive letters, giving Rakaia free publicity.

Ashburton i-Site manager Katherine Lorenzo saw the stamp as another great form of publicity for the town and region.

“It’s awesome … every little bit helps,” she said.

Rakaia Community Association chairman Neil Pluck thought the postage stamps were a good way of recognising New Zealand’s small towns.

“It all helps keep little towns on the map,” Mr Pluck said.

“We’re particularly proud of our salmon, which was created by the Lions Club,” “It makes people stop in Rakaia,” Mr Pluck said.

The town always has busloads of people stopping to take photos and it makes people stop in Rakaia, Mr Pluck said.

Rakaia’s giant salmon has been given the seal of approval.

Driver caught speeding just hours before fatal collision A Dutch businessman who was involved in a crash which killed three people and left one seriously injured had been caught speeding hours before the collision, it has been reported.

Johannes Jacobus Appelman, 52, was recorded as travelling

at 108km/h in a 100km zone of State Highway 1 at Burnham, at around 10am on May 31, The Press reports.

A 4km/h speed tolerance was in force at the time, as it was the Queen’s Birthday weekend.

Hours later, at 3.55pm, Appel-

man ran a stop sign at the intersection of Somerton Road and Thompson’s Track, killing Sally Summerfield, 49, her daughter Ella, 12, and Ella’s friend Abi Hone, also 12. Shane Summerfield was seriously injured in the crash.

It comes after it was last month revealed that Appelman crashed another car the night before the fatal collision.

No-one was injured in that incident, which took place on Johns Rd, near Christchurch Airport.

In both crashes Appelman was driving rental vehicles.

He has pleaded guilty to three counts of careless driving causing death, and one count of careless driving causing injury.

He will be sentenced later this month.

Rural economy our backbone

By Thomas heaTon Ashburton’s local businesses should be fine so long as the rural economy remains strong, amidst reports of a slip in Business confidence.

A New Zealand Institute of Economic Research’s (NZIER) report said that business confidence has slid over the June quarter and rural regions lost momentum due to a decline in commodity prices while businesses maintained steady price

rises. Grow Mid Canterbury CEO Rob Brawley was confident in the region but noted the year may not be as successful as last year, but will still be positive.

Mr Brawley said he thought the local economy was in “good heart” and “one of the strongest” in New Zealand.

In 2013 the average wage increase was at 4.7 per cent in Mid Canterbury, compared to a national increase of 3.3 per cent and 5.7 per cent new jobs

increase compared to only 0.8 per cent average for New Zealand.

He said this year’s growth may seem slow due to the lower dairy payout than last year, the largest ever, and a “challenging” year in the arable harvest.

But these factors will not be detrimental to the overall growth of Ashburton’s economy as conditions have “by and large” been good for dairy as well as sheep and beef.

Although he said he had not seen any “noticeable” change in his business over the past 12 months. “Although it’s very hard to know when you’re entering the school holidays,” Mr Lilley said.

“So long as the rural economy stays strong, traditional Ashburton businesses should stay positive.”

Huge winds stretch emergency services Northland’s emergency services were stretched to capacity as winds up to 160km/h and rain lashed the region yesterday and overnight, sparking the busiest day for Far North firefighters in seven years, with more than 50 call-outs as trees fell on houses and powerlines.

Fire Service Far North area commander Allan Kerrisk said with 28 roofs damaged or blown off and countless trees and powerlines brought down, yesterday was the busiest day in the Far North since the storms of 2007 – and more was due overnight.

The damage at 6pm included 28 roofs, with entire roofs blown off homes at Omapere, Kaingaroa, Waimamaku and Mangonui. A fire was going in one Waimamaku fireplace at the time, spreading flames through the house.

The worst hit area was the Aupouri Peninsula but by nightfall the worst of the winds had moved on to Doubtless Bay and down the west coast to Kaipara.

About 3.30pm a Dune Rider bus was hit by a falling tree near Ngataki Marae, about 60km north of Kaitaia. No one was hurt but the windscreen was smashed and the bus had to be towed free.

Dog attack kills seal A seal has died after it was involved in a fight with a dog at Castlecliff Beach on Sunday.

Department of Conservation staff are urging beach visitors to be cautious around the coastal area and keep dogs on a leash.

Conservation partnerships manager Jasmine Hessell says the dog owner reported the incident to DOC after she had tried to separate the fighting animals and was bitten by the seal during the incident.

Kayaker bobbing along A trans-Tasman kayaker attempting to make landfall in New Zealand is content bobbing in the open ocean while he waits for wild weather to abate. Taupo rescue pilot John Funnell said last night kayaker Scott Donaldson was 30kms off the coast of Taranaki, drifting to the south-west. “He’s in good spirits. He’s happy to sit out this adverse weather – those galeforce winds are going to get up.”

Mr Donaldson was within sight of Mt Taranaki, but poor weather halted his attempts to make it to land, three months after he set off on his journey.

Blasting to begin Bathurst Resources is now directing its work at its new Denniston Escarpment Mine towards clearing areas for infrastructure. It has notified the public that it intends to begin blasting at the mine site. Corporate relations general manager Sam Aarons said the blasting was part of the initial earthworks to clear some of the site areas.

Expletive-laden rant A video of the Maori King’s son has emerged showing him making an expletive-laden rant. A source within Waikato Tainui confirmed the young man in the video, claiming to be a top kapa haka leader, is Korotangi Paki – the Maori King’s middle child and younger son. The video is likely to be of further embarrassment to Mr Paki’s father King Tuheitia. The 19-year-old has also been in the firing line for posts he made on his now-disabled Facebook page, which were published on Radio Live.

Attitude A truly magical performance ‘shows change’

Convicted sex offender Stewart Murray Wilson appears to be admitting wrongdoing, a Parole Board report indicates.

Wilson was denied parole at a hearing in Wanganui on July 2 for a second time following his recall to jail in April 2013.

But the board decision details released yesterday said Wilson had seen a psychologist for the first time since imprisonment 18 years ago and had acknowledged he “needs to get into the issues” around his behaviour.

Wilson wants to return to accommodation in the grounds of Whanganui prison.

The board was developing a “reintegration plan” with Wilson, and as well as talking to a psychologist, he has done some work with ACC. Until now, Wilson has steadfastly refused to admit his crimes or get professional help.

His progress was described

as “incremental” but was seen as “genuine engagement and opened the door to further work with the psychologist”.

The decision said while the “focus had largely been directed to Mr Wilson’s issues, there has been the development of an initial safety plan.

“Mr Wilson acknowledged that a deeper level of engagement will be required. He acknowledged that he needs to get into the harder issues with the psychologist” said panel convener Neville Trendle.

Wilson had also agreed “to some extent that he has wronged people in the past and it is necessary for him to put things right.”

However, the board said Wilson could not be paroled until the reintegration plan had been completed and further work done with the psychologist.

Kids were delighted and dazzled as they experienced a magical performance at the Ashburton Trust Event Centre on Monday.

The active and enthusiastic audience was encouraged to get involved as a number of assistants were called up to help magician Josh Grimaldi with his performance.

Children had their faces painted and received their very own balloon animals before the show and were in good spirits.

As part of the performance, balls disappeared, reappeared and multiplied, dice teleported and a bird magically transformed into a rabbit.

Mr Grimaldi also showed the audience his unicycling skills, riding five different types, one with three wheels arranged vertically and another was two metres tall.

“It’s an adrenaline rush getting a fresh audience and get-

ting them excited,” Mr Grimaldi said.

The magician started getting into unicycling when he was just 13 years old; the magic came soon after.

“I wanted to put on a show, and within two weeks I was

performing,” He will be taking his work overseas in two weeks, to Scotland to take part in the Edinburgh Fringe Festival, as he attempts to release himself from a straightjacket on his two metre tall unicycle.

Hope finally in sight after 16 operations His parents describe him as a “special little boy” whose incurable eye condition has given his Auckland family many sleepless nights.

Hadley Christian has had to endure 16 operations on his eyes in the 11 months since he

was born. And at one point he had to have eye drops put in 18 times a day.

The Auckland baby was born with glaucoma, a condition that damages the nerves running from the back of the eyes to the brain.

Patient died after doctor punctures lung

By ReBecca Quilliam An elderly woman died after a doctor accidentally punctured her lung while performing a chest drain procedure, a coroner has ruled.

Judith Seymour Sheehan, 76, was admitted to Wellington Hospital with fluid on her lung in April 2010, Coroner Ian Smith said in his finding.

He was told doctors decided to drain the area with a small needle in an attempt to avoid lung damage.

The registrar who performed the procedure, Dr Ilamaran Kumarasamy, known as Dr Moran, was an advanced trainee in general medicine.

Following the draining Mrs Sheehan became increasingly breathless and Dr Moran contacted a consultant Elaine Barrington-Ward, Coroner Smith said.

“At the time Mrs Sheehan was notably distressed and clammy, short of breath and only talking in short sentences.”

She underwent medical intervention, but died in the Intensive Care Unit at the hospital later that day.

A post-mortem examination found there had been an “inadvertent” puncturing of the lung that resulted in a haemorrhage, cardiac arrest and death.

A Capital Coast District Health Board review team made a number of recommendations, including always using an ultrasound before the procedure.

Coroner Smith noted in his conclusion that he hoped a dedicated ultrasound machine was now available.

CCDHB deputy chief medical officer Grant Pidgeon “unreservedly apologised” to Mrs Sheehan’s family.

“Capital and Coast DHB fully accepts its responsibility for providing safe health care. Any incident which involves a patient suffering harm or death while in our care is one event too many.”

An internal review found that the decision to treat Mrs Sheehan by attempting to drain the fluid was reasonable and took into account her history, Dr Pidgeon said.

“Following this incident the training of registrars undertaking this procedure has been enhanced, and the importance of pre-procedure ultrasound marking has been stressed.

“These teachings are now part of a regular in-service programme.”

The respiratory team also had a dedicated ultrasound machine that was routinely used, he said.

Their GP referred him to a specialist and tests showed glaucoma.

Auckland Transport, said hearing Hadley’s diagnosis was heartbreaking.

Hadley was in and out of hospital for two months for surgeries to make tiny adjustments.

Mr Christian said Hadley’s eye pressure had been in the

correct range since the last operation about six weeks ago.

“Hopefully the trabeculectomy will work. It’s not a fix, you only manage it, it’s not going to cure the problem. There’s no cure for glaucoma, it has to be managed for life.”

Awards recognise top performer

BY THOMAS HEATON One of Mt Hutt College’s high achievers has been awarded colours for academic excellence and it’s only the start of July.

Year 13 student Irene Anderson, 18, received a number of honours for academic excellence on Monday.

She was presented with her Level Three Bronze, Bronze with Excellence, Silver and Silver with Excellence colours.

These awards show Irene has achieved over 40 credits with excellence already and is well on her way to passing Level Three with flying colours.

Mt Hutt College Principal John Schreurs was impressed with Irene’s academic year, so far.

“Performing at that level this early in the year is something pretty special,” he said.

Excelling in the academic field is not something new for Irene, she achieved scholarship economics in Year 12, which is usually reserved for high performing Year 13s.

credits needed to achieve Level Three before the end of the second term and is still undecided in what she wants to do next year.

She studies accounting, calculus, chemistry, physics and graphics and is keen to do scholarship in a few of the subjects.

She said she was still undecided on what she will do next year, but is looking at doing accounting or engineering at the University of Canterbury.

Cactus course a success Sixteen youngsters took to the hilltops of the Craigieburn Forest Park (above) recently to celebrate completing an eight week long Cactus programme in Methven.

It was run over the school term two period.

The Combined Adolescent Challenge Training Unit and Support course, or Cactus, was designed for adolescent chil-

dren to build confidence through physical fitness. It helped youth find their inner strength and abilities.

Programme co-ordinator Jenny Reed said the recent programme was a huge success.

The youths involved were aged 10 to 14 years old and they finished their programme with an overnight camp at Craigieburn Forest Park.

‘Distress’ at jobs shake-up Fifty-two jobs will be lost and 54 jobs created in the latest restructuring by the Tauranga City Council.

W

e are at the point where the issues surrounding home ownership – that aspirational ideal of anyone in a successful place – should be an election issue in Mid Canterbury.

Political parties have made a bundle of announcements about helping people into homes but it is hard to see how well these would work for the provinces.

After all, talk of building affordable housing in the cities sounds other-worldly when such housing has price tags that outstrip what you’d pay here.

Plans to impose a capital gains tax might discourage speculators but, no matter where you are, it might also discourage building and improving old houses.

Even tackling interest rates is fraught with difficulty: Keeping them down could devalue savings and remove wealth from hard-won nest eggs. Even so, the problem of would-be home ownership is a debate worth having as the politicians jostle for the vote of Mid Cantabrians.

As we draw closer to the election, indications are that house prices in our province will continue to set new benchmarks.

Quotable Value says the average house price in Ashburton District is $323,495, which is 7.9 per cent more than it was this time last year. You’d be hardpressed to say that’s bad news.

After all, real people own these homes and those people should profit from their investment.

That might be why some respondents to the latest Guardian online poll, which asked how easy it was to enter the property market, looked further than price. They said a tool imposed to cool big city property markets was prohibitive: The 20 per cent deposit cap imposed by the Reserve Bank last October was just too high.

That loan-to-value ratio means the “average” Mid Cantabrian would need a deposit of about $64,000 to get a mortgage to buy the “average” home.

That’s a fair whack from the median household income of roughly $63,000 a year.

Some banks have relaxed their criteria, some people are dipping into KiwiSaver and prudent parents continue to help fund their children’s deposits.

Prudence and graft have their place but buyers (and savers) deserve clarity as to what plans for Auckland mean here.

Today a small dog made good her escape from her property and crossed the road, and ripped into our rubbish bag and that of another neighbour.

The dog was secured and rubbish put back in bags, however before the truck arrived an unknown cat or dog attacked our rubbish again.

The rubbish truck duly arrived and cleaned up the mess, for which we were extremely grateful.

Today we mainly only read about things that haven’t gone well or someone moaning about something, so we thought we’d like to publicly acknowledge the fine work carried out by the collection guys. Well done and thank you very much.

the rail crossing truck vs train on Northpark Road on Monday morning – (in my view) most likely sun strike (Ashburton Guardian, July 8).

In this day and age where we have to be very vigilant, one and all of us, with the health and safety of the public, this comes with a large cost financially. How is it, that New Zealand Rail can get away with operating a business of this scale in this day and age with the attitude that the incidents at that crossing do not meet the criteria for arms and bells!

That was the attitude three major accidents ago and now they are being installed.

If any company director refused to put systems in place to care for their employees, until such time as there was a given number of incidents, we all know how that would end.

I suggest if you cannot afford the cost of basic barrier protection, maybe you should not be running this enterprise.

n one form or another, Ashburton District Council has been around for quite some time. The first Ashburton Road Board was formed in 1864.

It will come as no surprise that over those 150 years the council has acquired a lot of information relevant to the district and its administration.

As of June 2014, we estimate the council holds 920 linear metres of paper records and a further 800 gigabytes of electronic data. That amounts to around seven million pieces of paper and 1.4 million electronic documents.

Property related information represents the largest volume of our physical files. These files total 4.4 million pages and continue to grow daily in size.

Property related information covers: • Building consents (or building permits) • PIMs (Property Information Memorandums) • Resource consents (Land Use and Subdivision information and the like) • Liquor licences (onlicence\off- licence\club\ manager etc) • Leases (for council owned property) • Building warrant of fitness information • Vehicle crossings information • Food and Health Licences • Dangerous goods information • Generic property information.

Before making important decisions, we try to make sure we find and take account of the information in our records

that is relevant to the matter being considered. It is not a particularly good look to find out later that we missed sourcing something from our records, or have spent time and effort on doing something that has actually been done before by earlier administration’s and long forgotten.

There are now enhanced statutory requirements for public bodies to improve on their past record keeping practices.

The council incurs significant cost holding and maintaining a growing mountain of physical and digital records. Council records take up a considerable amount of storage space – be that hard copy physical files that you can take off our shelves and hold in your hands, or electronic documents that can be viewed on-line and stored on one of our computer systems. There is quite a bit of duplication in our records system, with different council departments or council officers holding identical copies of the same information.

We have investigated how much it would cost to digitise

our paper records. For the 4.4 million pages mentioned above we would need to spend around $630,000 and it would take a year and a half to carry out the work. No funding has been provided at this time.

Finding a way to work with our paper records while moving into a fully electronic environment is a key challenge for us.

Council organisational restructuring in 2013 looked at this issue and created two new Information Management positions to help us – an Information Management Specialist and an Information Management Officer. Both positions have been filled and we are now under way with a project to ensure the successful adoption of an Electronic Record and Document Management System (EDRMS) suited to the council and its customer’s needs.

EDRMS is a complex software application that applies information management principles to control and manage corporate documents.

The organisational wide project consists of four phases: an

Information Audit, Preparation, Implementation and Business Adoption.

The first phase of the project, the Information Audit, is complete. Our current information architecture, both physical and electronic has been documented. Our scanning compliance has been reviewed.

Information management issues have been identified. Our management of paper records has been assessed. Integration and migration options have been investigated.

The next phase is to work through our detailed requirements in order to go to tender for an EDRMS. We hope to go to the market before June 30, 2015. Costs for delivering such a system could range from $350,000 through to $600,000 depending on the solution selected and functionality required. We have $500,000 budgeted.

The project’s final phases are planned for completion by June 30, 2016.

Dam operators caused flood Brisbane’s devastating 2011 flood would have been no more than a minor event had four dam engineers done their jobs competently, lawyers for the victims will argue in a class action.

Approximately 4500 flood victims will seek compensation which could amount to hundreds of millions of dollars in the claim, which was filed at the NSW Supreme Court by Maurice Blackburn Lawyers yesterday.

At least $5 million has been spent putting the claim together, including expert reports alleging the dams were operated in a negligent way.

The claim alleges engineers at the Wivenhoe and Somerset dams repeatedly failed to follow their own guidelines throughout December 2010 and January 2011 with both dams above their maximum water supply levels during that period.

Robbers loot Samsung plant Thieves raided a Samsung electronics factory in Brazil during the night shift early Monday, subdued workers and guards, and made off with at least $6 million worth of cellphones and computers.

The gang of heavily armed men captured eight plant employees as they neared the factory in a company bus just before midnight, said civil police in Sao Paulo state. They stole the workers’ ID tags and took two of them with them as hostages as they entered the factory in the college town of Campinas. The remaining six employees were taken to an unknown location.

Once inside, the gang overpowered security guards and spent more than three hours in the plant, trucking out the electronics.

Bomber kills 16 A Taliban suicide bomber killed 16 people, including 10 civilians and four NATO soldiers, in an attack in eastern Afghanistan, officials said, as foreign troops wind down their war against the insurgents.

The Taliban claimed responsibility for yesterday’s attack, saying one of its suicide bombers had blown himself up near a NATO patrol in the province of Parwan, north of the capital Kabul.

The attack comes as Afghanistan is mired in political crisis, with a bitter row raging over allegations of fraud in the presidential runoff election.

Nicaragua’s government and Hong Kong-based HKND Group have unveiled the route of a proposed $40 billion inter-ocean canal to compete with the Panama Canal that Sandinista officials hope will lift the Central American country out of poverty. While the canal has the support of President Daniel Ortega and most Nicaraguans, many legal experts charge that the deal violates the country’s national sovereignty. Environmental experts warn that construction could cause profound ecological damage by damming rivers, splitting ecosystems and moving untold tons of earth. Japan stung A powerful typhoon pummeled the southern Japanese islands of Okinawa on yesterday, paralysing transport and prompting US forces based there to cancel all outdoor activity. Trade deal signed Japan’s prime minister Shinzo Abe met with his Australian counterpart yesterday to sign agreements bolstering defense and trade ties between the countries. Stress: Not a medical diagnosis

T

he word ‘stress’ is seemingly everywhere nowadays.

Stress is a term that describes many heart-racing emotions such as; busy, fearful, worried, angry, or anxious. But when the term stress is used to describe these normal emotions, it can make them seem abnormal. In turn, this can create a notion that something needs to be fixed.

If the emotions relate to work, the law expects the employer to manage the problem.

This is despite stress not being a medical diagnosis.

It’s also inaccurate to describe an event itself as stressful.

Stress is a response to an event, which varies from one person to another. Some individuals go out of their way to get ‘stressed’ by bungy-jumping 43 metres above a raging torrent or going to watch a horror movie!

EMPLOYMENT MATTERS

So what can an employer do when faced with a stress claim?

Our advice is to address the claim front on. Manage this issue like any other health and safety matter.

If an employee tripped over and broke their leg the employer is expected to get medical assistance, then identify what they tripped on, and finally either put up a barrier or remove the trip hazard.

A stress claim is no different.

The employee should be sent for a medical assessment then offered some counselling.

The cause of what made them feel stressed needs to be identified clearly with the employee.

Be very specific about the causes and address those issues.

Finally, it is important to remember that not all stress claims are necessarily work related.

Often there is not a single source of anxiety, fear or anger that can be traced to the work place.

An employer is not responsible for non-work issues, and will not be held accountable for them.

A reasonable level of personal resilience can be expected from employees.

“We’ve retained the Stonegrill licence and we’ll keep the same menu for a while but will definitely look at increasing the breakfast trade.

“We’ve got lots of ideas. Allenton has so much going for it.

There’s something about this area, it has real potential,” Sarah said.

Anticipating a busy summer, they plan to build up staff numbers. And they’re keen to build their daytime café trade, focussing on great coffee.

“You pay good money for it, so it has to be good,” Sarah said.

“We’re so excited about the possibilities,” Sarah said.

They don’t plan any major changes, but have a raft of ideas for small changes they believe will make a difference. One of those will be the introduction of a courtesy van.

“We want people to be able to come out and enjoy themselves and providing a courtesy van is one of the ways we can help them enjoy a night out.”

They plan to reinvest in the business, but they want to sit back and see how that business runs first.

On Monday, Sarah Davidson and Kendall Sandrey realised a dream – they turned the key in the door of their new restaurant and bar.

The couple have taken over ownership of Allenton’s hospitality spot Bedrock, and they have dozens of ideas they plan to implement to ensure they become a big player on Ashburton’s café and restaurant scene.

“It was right place, right time, an opportunity that was too good to pass up,” Sarah said.

Kendall’s a newcomer to the hospitality trade, but for Sarah hospitality is her career.

She’s managed a café-bar in Christchurch, spent four years as the Ashburton Trust’s operations manager and currently owns the Arthur Street Kitchen in Timaru.

While she’ll continue to run the Timaru café, Sarah plans to work the weekend nights at Bedrock.

Kendall will be on deck every day. “ We’re keen to be very hands on and out front. Kendall has poured his first pint and he’s away,” she said.

While his background is in the rural sector, the dream of owning their an Ashburton café-bar was a shared dream. He admits he’s looking forward to the challenge of a new job away from the dairy sector and he’s looking forward to becoming the business’s number one frontman.

His philosophy is to ensure their patrons – bar or restaurant – have a good experience at Bedrock.

The couple are both committed to ensuring Bedrock becomes the Allenton local, a place where

Try tasty lamb mince instead

M

ince is often the first thing you grab when you want a quick and easy meal.

It’s versatile and if you buy good quality product, it’s also a healthy option.

Think of mince and you generally think beef, but lamb mince is a great alternative. It’s super tasty and it gives a whole new slant to mince dishes.

Moroccan lamb patties 500 g lamb mince 1 small onion, finely chopped 2 cloves garlic, finely chopped 1 t ground cumin 1 t ground coriander 1 t ground paprika 1 T Tomato sauce 2 T fresh coriander and mint; chopped oil for frying ■ Place all the ingredients, except for the oil, in a large bowl ■ Using clean hands, mix until they are well combined.

■ Form the mince mixture into 4 even-sized patties.

■ Heat the oil in a frying pan and add the patties (do not overcrowd).

■ Cook for 2-3 minutes on each side (the patties should not be overcooked).

■ Slice four Turkish rolls into two ■ Rub the cut surface with a clove of garlic and drizzle over a little olive oil.

■ Grill the bread slices until golden.

■ Spread the bread with a layer of humus, topped with lettuce and the lamb patty.

■ Drizzle the patty with natural yoghurt and sweet chilli sauce.

■ Top with the remaining half of the bun and serve.

■ Add the peas and lemon juice and simmer for 3 minutes.

■ Stir in 1 1/2 tablespoons of the coriander and season.

■ Serve hot with the remaining coriander scattered over the top.

Mexican meat loaf 1 onion 1 red capsicum chopped 1 t dried oregano 1 t dried thyme 500g lamb mince 2 T tomato paste 425g chilli beans 1 egg Topping: ½ cup tasty cheese 2 cups corn chips ■ Preheat oven to 180C. ■ Place onion, oregano, thyme and mince in a bowl ■ Mix in tomato paste, chilli beans, salt, pepper and egg.

■ Line a 23cm loaf pan with baking paper and spoon in meat mixture.

■ Crumble corn chips and gently press into meat.

■ Cover lightly with baking paper and cook for 45 minutes.

■ Uncover, sprinkle with cheese ■ Bake a further 15 minutes or until golden and cooked through.

■ Stand for 10 minutes before serving hot or cool.

Spicy lamb kofta 500g lean minced lamb 1 onion, finely chopped 1 egg 1/4 t ground cumin 1/4 t ground cinnamon salt and freshly ground black pepper 3 teaspoons olive oil Cucumber and yoghurt dip: 2/3 cup Greek-style yoghurt 3 t olive oil 1/2 Lebanese cucumber, coarsely grated 1 garlic clove, crushed salt and freshly ground black pepper

Lamb shepherd’s pie

■ Soak eight wooden skewers in cold water for at least 30 minutes.

■ Mix together the mince, onion, egg and spices in a bowl.

■ Add salt and pepper, then bind the mixture together by kneading with your hands.

■ Divide the mixture into sixteen equal portions, then roll into balls.

■ Thread two meatballs onto each of the skewers, leaving a space of about 2cm between them.

■ Lightly brush with the oil. Preheat a grill to a moderate heat.

■ To make the dip, blend the yoghurt with the oil, then stir in the cucumber, garlic and salt and pepper to season. Mix well and chill until ready to serve.

■ Put the skewers under the grill, about 12cm from the heat ■ Cook for about 15 minutes, turning regularly, until golden.

■ Serve with the yoghurt dip.

Minced lamb curry

1 green chilli, seeded and finely chopped 1 1/2 T curry paste 1 1/2 T tomato paste 350ml lamb or vegetable stock 1 1/2 C frozen peas, thawed and drained 1 T lemon juice 2 T roughly chopped fresh coriander leaves salt and freshly ground black pepper Cook the minced lamb in a large non-stick frying pan until well browned stirring frequently to break up any larger pieces.

Remove from the pan using a slotted spoon and set aside.

Heat the oil in the pan and, when hot Add the onion and cook for 10 minutes, stirring occasionally, until soft and translucent.

Add the garlic, ginger, chilli and curry paste and cook for a further 2 minutes, stirring all the time.

Return the meat to the pan, add the tomato paste and keep stirring until well mixed.

Pour in the stock, stir again, then reduce the heat, cover and simmer gently for 45 minutes.

Remove the lid and cook for a further 10 minutes, or until the meat is very tender and the

800g potatoes, peeled and chopped 1 T butter ¼C milk 1 t oil 2 cloves garlic, chopped 1 onion, finely diced 500g lamb mince 2 carrots, grated 2 T tomato paste 1 t rosemary 1 T plain flour 250ml (1 cup) beef stock ½ cup tasty cheese, grated ■ Preheat oven to 180°C. ■ Place potatoes into a saucepan of boiling salted water ■ Cook for 20 mins or until tender.

■ Drain, return to saucepan, add butter and milk, mash until smooth.

■ Heat oil in a saucepan over medium heat.

■ Add onions and garlic, cook for 5 mins until softened.

■ Add mince and carrot, cook until browned.

■ Add tomato paste and rosemary, cook, stirring, for 2 mins.

■ Remove from heat.

■ Stir in flour, add stock, return to heat.

■ Cook for a further 3 mins, stirring constantly, until sauce has thickened.

■ Spoon into a 2 Litre (8-cup) capacity ovenproof dish.

■ Top with mashed potato then sprinkle over cheese. Bake for 30 mins or until golden.

Sarah’s new lease on singing

BY THOMAS HEATON A returning local delighted audience members with her voice during the Christchurch City Chorus’ visit to Ashburton on Saturday.

Soprano Sarah Templeton, 26, has been making progress in leaps and bounds since going under the tutelage of a new singing teacher.

Under the tutelage of singing teacher Virginia Humphrey-Taylor, Ms Templeton has been encouraged to make the most of her voice and has been doing “fantastically”.

Miss Humphrey-Taylor helped Ms Templeton gain the lead in the Canterbury Repertory Society’s entirely solo production Tell Me On Sunday this year.

“She is still quite young, and to get a role like that is hard,” Ms Humphrey-Taylor said.

Since teaching Ms Templeton, Ms Humphrey-Taylor has seen a marked improvement and has been impressed by her dedication and diligence.

Because Ms Templeton has worked hard and has managed to achieve a three octave range.

As part of the show, Ms Tem-

pleton sang songs by Frank Sinatra and Andrew LloydWebber in solo performances as well as singing a duet with Chris Firken. Her favourite songs to sing have roots in musical theatre, which she gained some experience in whilst at Ashburton College.

“Although I do like the classical stuff, because it’s really challenging,” she said.

Sugar-sweet Adelines A Saturday afternoon in the company of a group of sassy, snappy singers, under the control of an equally sassy and snappy musical director … a soothing respite from the necessary chores of life.

The Sweet Adelines, also known as the Christchurch City Chorus (ranked sixth in the world) presented a well designed programme to an audience filling very nearly half of the Ashburton Trust Event Centre theatre.

The opening bracket of New Zealand songs including E Papa and Poi E immediately captured the attention of my Italian

friends, who were delighted by the use of poi.

The Vocal Network, four extremely talented young men, excelled in their Barbershop delivery of Blackbird … a song made well known by the Beatles. With eyes closed I heard from nothing more than the four voices, a backing which rivalled that of the guitar playing Beatle lads.

Ashburton’s Sarah Templeton featured as a guest artist and what a delight to hear her again. Opportunities available in Christchurch have contributed greatly to Sarah’s vocal development and her rendition

of Unexpected Song was simply beautiful.

The second half of the Adeline’s performance was presented as a light hearted act, woven around a wedding theme. The bride to be couldn’t quite recall whether she was to be married for the third or fourth time but either way, she was eager to tie the knot again, even if it meant delving into the world of Internet dating.

I’m getting married in the Morning, Somebody to Love and Bohemian Rhapsody (the latter complete with hand held candles) were all sung with passion. Bohemian Rhapsody

sounded extremely busy, giving us Barbershop at its best.

Thankfully, all worked in favour of the bride to be and we were able to witness a wedding … of sorts. It was a blessing that the young men from The Vocal Network happened to be present!

Barbershop is not everyone’s cup of tea, nor does it have to be, but those attending knew why they were there and showed their appreciation, to the extent of requesting an encore which sadly did not eventuate.

Ticket official arrested A director from the FIFA partner company handling World Cup ticket packages has been arrested, accused of leading a network that illegally sold game passes.

Ray Whelan, a director at Match Hospitality, was detained at Rio de Janeiro’s luxurious beachfront Copacabana Palace Hotel, days after 11 people were rounded up in a raid to dismantle the network. Fabio Barucke, the case’s lead investigator, said Whelan faces charges of facilitating the distribution of tickets for their illegal sale and criminal conspiracy.

If found guilty, he could face four years in prison.

Loew warns about fouls Germany coach Joachim Loew has accused Brazil of going “beyond the limits” in their tackling and says he expects “a battle” in the World Cup semi-final against the Selecao. Loew turned up the pressure for the semi-final at Belo Horizonte by insisting Mexican referee Marco Rodriguez clamp down on hard challenges to ensure they do not go “beyond what is acceptable.”

Sabella ‘go to’ man When Alejandro Sabella was handed the task of reviving Argentina’s fortunes after a poor campaign at the 2011 Copa America, not everyone in his homeland was convinced he was the right man. “I don’t know why they chose him,” said the country’s legendary 1978 World Cup-winning coach Cesar Menotti.

“I don’t know what his project is.”

Three years later, and Sabella’s appointment is starting to look like a stroke of genius by his bosses at the Argentina FA as they prepare for their first World Cup semi-final since 1990. Brazil doing it for Neymar

By Ryland James Germany will meet tough-tackling Brazil head-on when football’s titans clash in this morning’s World Cup semi-final with the host nation desperate to win the title for injured superstar Neymar.

Joachim Loew’s Germany want to avenge their 2002 final defeat to Brazil by knocking the hosts out in Belo Horizonte to reach Monday’s final in Rio de Janeiro.

Brazil are forced into a reshuffle without playmaker Neymar and suspended captain Thiago Silva as they look to realise dreams of a sixth title on the home soil of the Maracana.

The entire nation laments Neymar’s misfortune after the 22-year-old fractured a vertebrae in Brazil’s uncompromising quarter-final win over Colombia, but the Germans wish he was fit to face them.

“It’s always better when the opponent have all their best players, besides it’ll bring the (Brazil) team together and they’ll want to win the title for him (Neymar),” said Germany’s Bastian Schweinsteiger.

Brazil paid the price for their rough treatment handed out to James Rodriguez as Colombia met fire-with-fire before Juan Zuniga’s challenge on Neymar left the Selecao star in hospital.

“Neymar sets the standard for us. He is capable of deciding any game, so playing without him will be difficult,” said Willian.

“We know the quality that we have. We are all very sad at losing him but we are now even stronger after what happened and we can continue to pursue our dream.”

The 25-year-old Chelsea midfielder or Bernard are prime candidates to replace Neymar against Germany.

Bastian Schweinsteiger contemplates the battle with Brazil

Schweinsteiger kicked off the mind games by insisting the referee must pay close attention to the Selecao, who made 59 fouls in the last two matches, compared to the Germans 29 in the same period.

“The Brazilians here aren’t the magicians of old, the team

has changed and so has their playing style,” said Schweinsteiger. “Hard challenges are definitely a part of their game, it’s something we have to be careful of and the referee too.”

Remarkably for two World Cup powerhouses with 24 semi-final appearances between them, this will be just their second meeting in the competition after the 2002 final.

“It’s an honour and a challenge to play against the hosts, but it have would be better to play Brazil in the final,” said Schweinsteiger.

“It doesn’t matter how much experience you have, to play the hosts in this football-crazy country is something special.”

Germany are desperate to end their 24-year wait for a fourth World Cup title, while Loew’s side are determined to avoid a defeat which would mean the third-place play-off - for the third consecutive time. - AFP

■ SAMBA BOYS’ SUCCESS

Brazil has won five world titles - somehow

B

razil is the most successful nation in the history of the World Cup. Even if the Germans manage to spoil the party this morning and end up winning the trophy, the samba boys will have more titles than any other nation.

Proud locals often remind you that the five stars on the shirt represent five world titles.

Germany and Italy are the next in line, with three titles each.

Having spent a few weeks in Brazil it seems incredible that the South Americans have been such a dominant force.

Brazil and its football lacks the structure, coaches, facilities and finances that other top countries consider a basic requirement.

If it came down to the state of the football pitches, number of coaches and club structure, even the All Whites should play Brazil off the park.

Sadly we know that reality is a bit different.

Young footballers in New Zealand are part of a nationally developed training programme from their earliest years and start playing competitive games against other clubs when they are seven or eight years old.

From there, clubs select their best players for the top grades and this system carries on at a regional and eventually national age-group level.

It was surprise to find out that Brazilian football has none of these structures.

You will find no sport parks on a Saturday morning crammed with hundreds of little players in nice strips with coaches and parents, as we see all over New Zealand.

There simply are no competitions for young children, or even organised social grades for seniors as we are used to.

Instead, Brazilian football is based around the pelada, which is a generic term for a variety of matches, from a social kickaround to more serious matches between unaffiliated

group of friends.

This can be on the beach or the local dirt pitches that you can find you in every neighbourhood and village around Brazil.

Don’t expect beautifully lush green grounds, mostly its small dirt patches, or concrete blocks, with rusting goalposts and no markings.

However, that doesn’t stop the locals from having fiercely competitive encounters, at any time of the day.

Brazil has hundreds of professional clubs, and some are among the best in the world, but they do not fulfill the social role of our amateur clubs.

Like the numerous private football schools, clubs recruit youngsters from the dirt patches, and train them until

they are ready for a representative youth team.

For those that don’t make the top grade, there is no B-team, just the option to be farmed out to a lower-grade professional club or go back back to the neighbourhood pelada.

And if the lack of structure through the age-groups is not enough, Brazil and its footballers are furthered hampered by corruption, nepotism and bribery.

It truly seems a miracle, the yellow shirts have been so good for so long.

Just imagine how good they would be if they truly got organised and in place an efficient national training and scouting structure like Germany or the Netherlands.

Or maybe we just got it all wrong and should abandon clubs and coaches and all just grab a ball and head to the beach or nearest park.

It seems to work in Brazil.

Fifa refutes leniency claims Fifa has angrily hit back at suggestions referees had been told not to give red and yellow cards in order to provide a more entertaining World Cup. Referees are under scrutiny after Brazil’s bruising quarterfinal with Colombia, where star striker Neymar suffered a tournament-ending injury after a match which saw several wild tackles failed to be punished by a caution.

The failure of Spanish referee Carlos Velasco Carballo to issue a yellow card until more than 40 fouls had been committed has been sharply criticised.

The steep fall in yellow cards issued at the 2014 World Cup compared to previous years has prompted questions over whether Fifa had issued guidelines to referees to let play flow.

The German newspaper Bild Zeitung reported that Fifa referees chief Massimo Busacca had told officials to limit cards in order to improve the spectacle.

But Fifa’s chief spokesman

Cup presentation Brazilian President Dilma Rousseff will present the new World Cup winners with the trophy at Monday’s final in Rio de Janeiro.

“I will hand over the trophy at Sunday’s final and am keeping my fingers crossed it will be to Brazil,” the president said in an internet chat. She has avoided watching World Cup games at stadiums after being booed during the dress rehearsal Confederations Cup opener a year ago. Walter De Gregorio angrily took issue with the report yesterday, branding it “unacceptable”. “(The story) that there is a secret plan from Fifa telling the referees not to sanction with yellow or red cards in order to have more entertainment or television shares,” De Gregorio said.

“In other words that Fifa is risking and tolerating that players like Neymar and others are injured.

“This is just unacceptable.”

So far 168 yellow cards have been issued in 60 matches, an average of 2.8 per match.

That contrasts with an average of 3.8 per match in 2010, and 4.8 per game in 2006.

De Gregorio said he accepted that some World Cup referees may have erred.

“This is part of the game and we accept that,” he said.

“But what we can’t accept is the question on an ethical level, that there is a hidden plan from Fifa.”

Headquarters under fire Fans angry at Russia’s lame World Cup display have hurled condoms at the federation’s Moscow headquarters and demanded coach Fabio Capello’s sacking, ITAR-TASS news agency reported.

Former England boss Capello’s contract ties him to Russia until the 2018 World Cup on home soil. Despite Russia’s first-round exit, the 68-year-old Italian was given a vote of confidence by the country’s football supremo Nikolai Tolstykh and sports minister Vitaly Mutko. In Brazil his squad failed to make it to the knockout stages despite having a relatively easy group comprising South Korea, Algeria and Belgium, and returned home without a single win. - AFP

Better Scoot sets the pace When starter Jimmy Hooper sent the first trials field on the way at Ashburton Raceway yesterday, Ken Barron and twoyear-old Better Scoot set the standard for the day.

About 300 metres into the

race the Bettors Delight-Miss Jubilee gelding moved into the lead and sat there for the remainder of the race with Je Suis Rapide in the trail.

For almost the entire 2400m the field of six ran in Indian file,

With 450 metres to run, Barron cranked up the pace as Alta Santina moved out to lay down a challenge for the lead.

Better Scoot ran the 2400m in 3.07.4, 800m, 58.3secs; 400m, 28.5 secs to win by half a head.

RE-REGISTER YOUR DOGS It’s that time of year again when dogs need to be registered and to help make this easier and quicker for dog owners, Council is encouraging re-registrations using its pay it online service.

All dogs over 3 months of age are required to be registered with the Council, including all farm dogs.

Alternatively, you can register your dogs by filling in and returning the registration form mailed to you at the beginning of July or by going into the Council offices.

Please note that if there are changes to your dog’s registration this year e.g. a change of address, you can only pay it in person at the Council offices.

A new board is being appointed to manage the Mt Hutt Memorial Hall and Methven Heritage Centre, at Methven.

As well as providing governance functions the board will be required to develop a management plan for the Heritage Centre, the assets of which are now vested in Council.

Urgent requests for service are given a priority response.
