The decision to run Environment Canterbury (ECan) with a mix of elected councillors and government appointed commissioners has Ashburton Mayor Angus McKay’s support. Environment Minister Nick Smith announced the new governance model yesterday. Following next year’s local government elections ECan will be run by six elected councillors and seven appointed commissioner. A chairperson will be chosen from the 13 members. Under the mixed governance model the three provincial constituencies – North, Mid and South Canterbury will each have an elected councillor. Christchurch will have four.

The Government appointed six commissioners to replace the elected councillors in 2010, frustrated with the failure to progress the Canterbury Freshwater Management Strategy, as part of a three-year plan. However, Mr Smith pushed out the timeframe to returning to democracy to accommodate earthquake recovery. Yesterday he committed to returning ECan back to full democracy in 2019. Mr McKay said he was “very comfortable with the arrangements for ECan’s governance”, in particular the special powers of appeals on points of law only for the Land and Water Plan. “This will allow zone committees to make good collaborative committee decisions for their individual areas.

“I thought that if they had a majority of elected councillors they would have done away with that. “It will allow the Ashburton and Pareora zone committees to go ahead with confidence. “I believe it is a very good decision for the transition back to full democracy for Canterbury.” There are no plans in the future for any amalgamation of any territorial authority in the Canterbury area. ECan will undertake a representation review in the lead-up to the 2019 full democratic elections. The four constituencies comprise north of the Waimakariri River to Kaikoura, Selwyn and Ashburton, south of the Rangitata River to the Waitaki River and Christchurch City.
