The special education system is in complete disarray, according to the president of the Mid Canterbury Principals Association. Schools are having to fund extra teacher aides and special education support themselves, putting a dent in their operating budgets, Chris Murphy says. A lot of local schools are unhappy with the special education system as it stands, he said yesterday. “The special education grant in our operations budget barely touches the sides,” he said.

However the Ministry of Education believes special education funding is adequate. Head of sector enablement and support Katrina Casey said special education funding has increased by 29 per cent in the last six years. Special education funding now stands at more than $530 million, she said. “However we recognise there is more work to be done to ensure children with special needs are well supported in the education system,” she said. Mr Murphy said funding seems to be constantly taking a step backwards. “I think by and large, principals in

schools feel that inclusive education is the way forward, it is important, but it’s also important that the ministry recognise the extra challenges that schools face,” he said. He said schools were sinking a lot of resources into the sector, but he recognised that it was not enough. “And then at what point do you say ‘well, we’re actually funding this to the detriment of the other children’,” he said. “It’s really not fair, it’s not equitable.”
