It could come down to a battle between bulldozer and budget as the Ashburton District Council ponders the future of some of its elderly housing units. Like many local authorities around New Zealand, the council has been caught by changing regulations around insulation in rental properties. The new standard comes into effect in July, 2021, if a unit is let to a new tenant and in July, 2024, for all units with existing or new tenants. Not only is there a significant cost in the insulation requirements, the roof structure of some of the council’s 112

units does not allow sufficient space for insulation to be installed. Once current tenants leave, its only option will be to leave the flats untenanted. Insulation has been installed in all units where this is possible, but concrete floors and a lack of ceiling space means this is impossible for some, said council business support group manager Paul Brake. Currently there is one uninsulated unit sitting empty, however, 16 units are unable to have insulation installed. In two insulation can only be partially installed. “The 16 units are at Friendship Lane

and we are unable to insulate due to the constructions of the units – we would need to replace the roofs to do this work. “The other two units are partially insulated as we can’t insulate under the floor as the floor height does not meet the minimum safety standard for the insulation staff,” Brake said. For 16 years Eric Gardiner has lived in an uninsulated council flat in Friendship Lane, but he’s not complaining – now.
