Let the hospital rebuild begin

With the demolition work that began at Ashburton Hospital in 2013 complete, the building work can now start.

The $8.7 million rebuild of the outpatients area and operating theatre, as well as earthquake strengthening of other parts of the hospital, and the refurbishment of ward blocks and an extension to the Acute Admitting Area of the hospital, was announced in June 2013. The project was originally scheduled for completion at the end of last year. However, several delays due to the discovery of asbestos pushed that date out.

Bradford Building Ltd general manager Mark Wilson said with the demolition now done, the next step was to

start construction on the new Acute Admitting Unit.

“It looks like we’ve got clearance and that we are just about to get ready to be geared up and get under way for the new build,” Mr Wilson said.

He expected work to start in three weeks’ time.

Queries to the CDHB about the new building and other on-site work went unanswered last week.

Refurbishment work on the interior of Ward Block C has also begun.

Bradford’s Building returned to Block C on Monday of last week, after completing the exterior work earlier this year.

“That [Block C] has been assigned back over to us on the first floor because the winter flus have now sub-

sided and they’re able to release that to us,” Mr Wilson said.

“We have been carrying out stripping that area up on the first floor to get the necessary strengthening and fire rating upgrade under way up there as well.”

There will also be some minor structural strengthening completed on Ward block D. Bradford Building were confirmed as the successful tenderer for the rebuild and refurbishment work shortly before Easter this year.

The first steps of the rebuild were then taken in April, with the refurbishment of Ward Block C.

Waititi to host awards Taika Waititi will host this year’s live televised Vodafone New Zealand Music Awards. This year the awards ceremony will celebrate its 50th anniversary and for the first time will be broadcast live on TV3.

Beckham eyes movie career Brooklyn Beckham plans to attend university in the US in a bid to carve out a career in film or photography. The 16-year-old son of David Beckham and his wife Victoria had hoped to emulate his dad’s sporting success, but was dealt a blow earlier this year when he was let go by London club Arsenal after bosses decided not to offer him a scholarship. He has already signed up to a modelling agency and has also undertaken an internship with director Guy Ritchie.

Stan Walker promotes new film Promotion of New Zealand hip-hop film Born to Dance is gearing up ahead of its premiere at the Toronto International Film Festival. Directed by Tammy Davis, Born to Dance tells the story of Tu Kaea, a teenage boy from Auckland suburb Papakura who gets the chance to audition for the best hip hop crew in the country but has to go behind the backs of his home crew and his best friend Benjy, who is played by singer Stan Walker (below).

Tia Maipi plays Tu Kaea. The film is choreographed by Parris Goebel, the Kiwi hip hop dancer who has worked for Jennifer Lopez. Born to Dance will premiere as part of the discovery section at the Toronto International Film Festival next Thursday and will screen in New Zealand from September 24. Walker and Goebel are attending the film’s premiere. Born to Dance is the debut feature film from director Davis.

To promote the film some of the dance moves are being taught at events at Les Mills gyms from Sunday, organisers say on the film’s Facebook page. Born to Dance is one of three New Zealand films to premiere at the Toronto International Film Festival. Meanwhile there are 13 Australian films to feature, the largest number of local entries selected for the gala since 2009. The Dressmaker, starring Kate Winslet and Liam Hemsworth, will make its world premiere, while Looking for Grace, Downriver, Spear and A Month of Sundays will also play as part of the massive local line-up. The festival runs from September 10 to 20.

Petition attracts signatures A campaign to try to force the Government to add a fifth design to the shortlisted alternative flags has almost 14,500 signatures after three days - but the Government has ruled out any changes. A petition was set up at https://www.change.org/p/prime-minister-john-key-red-peaks-for-newzealand-flag?recruiter=338592183&utm_source=share_petition&utm_ medium=facebook&utm_campaign=autopublish&utm_term=mob-xs-share_ petition-no_msg&fb_ref=Default to push the case for Aaron’s Dustin’s design of ‘Red Peaks’ after a groundswell of support for it on social media. However, it may be too little too late for fans of the flag which was on the long list of 40 but did not make the final cut. The shortlisted four will be voted on in a referendum in November. A spokesman for Flag minister Bill English said there would be no changes to the shortlist. “A lengthy process was followed, the panel has made its recommendations and the referendum is proceeding.”

Red Peaks may also not be as popular among the wider public as on social media. It features an abstract design whereas the silver fern was by far the most popular symbol for a new flag in the most recent Herald Digipoll survey.

If you’re scared of monsters under the bed, emergency services probably shouldn’t be your first port of call. However, yesterday the Fire Service received several 111 calls reportedly from a 15-year-old boy - because he said he was scared of monsters. A spokeswoman for the Fire Service said she had “lost count” of how many times he had called and was unsure if he was serious or not. Fire Service northern communications shift manager Jaron Phillips said the timewasting calls - that were made from a cellphone - had been referred to the police. “111 is for emergencies only,” he said.

“The risk is if we were to act on something malicious and fictitious, in this case it wasn’t making up an actual emergency or anything but still timewasting speaking to call takers.” People who abuse or misuse the 111 emergency system can be prosecuted.

Financial literacy challenges

With eftpos cards a far more common sight than cash in today’s society, a local principal says teaching students about financial responsibility has become that much harder.

The level of financial literacy in New Zealand schools has become a hot topic recently, with national Money Week aiming to remind young people to be responsible with their finances.

Mid Canterbury principals

have stressed the importance of teaching financial literacy at school, but they admit that there are challenges.

An already overcrowded curriculum means teachers have to fit financial education in where they can, according to Methven Primary School principal Chris Murphy.

“It can be difficult in a crowded curriculum to find opportunities,” he said.

“So the opportunities that are afforded within the normal

maths lessons and aspects of enterprise are probably as much as most primary schools can deal with.”

While it was easy to add things to the curriculum, it was then a question of what would be taken away, he said.

For Mount Hutt College principal John Schreurs, and increasing reliance on eftpos and credit cards rather than cash had also created another barrier.

“The value of money is different now,” he said.

“A young child doesn’t see money now, they see their parents going to the grocery shop, getting their groceries, and handing over a card.

“We are a cashless society,” he said.

Using cards or buying online also made it harder to be financially responsible, as young people did not see physical money being handed over, he said.

“So to be fair to our young people, the system is that much harder, they don’t necessarily

get the value of money in the same way,” he said.

A study undertaken by the Commission for Financial Capability showed that many teachers thought students’ money management skills were low.

However in contrast, students were confident they knew how to manage their money.

Education Minister Hekia Parata said the research provided rich information for those designing financial capability programmes in schools.

■ FABRIC ARTIST IN TOWN

Globetrotting quilter visits Ashburton Internationally renowned fabric artist Sue Spargo is in Ashburton teaching others how to stitch up a storm.

South African-born Ms Spargo is now based in Ohio, US, but her art takes her around the world and travelling provides the inspiration for her colourful works.

Ms Spargo’s work encompasses folk art, appliqué and embellishment to create texture-rich pieces.

“Most of my quilts have a story,” she said.

Cottons, silks, velvets, linens and wool are combined with an array of embroidery stitches using different fibres.

A colourful piece titled Bird Dance was inspired by an antique tiled floor in Sicily in 2013 and incorporates a range of fabrics, fibres and bead work.

“Your own art work evolves.

When I started working with wool I became fascinated with the dimension you get with it,” Ms Spargo said.

She has now written more than 14 books featuring design, patterns and embroidery stitching.

Quilting has been regaining popularity for some years and Ms Spargo’s classes at Annie’s Country Quilts in Tinwald, held at the weekend and today, have attracted people from across the South Island.

More than 100 people turned out to hear Ms Spargo speak on Friday night.

Her New Zealand itinerary also included teaching classes in Auckland and Nelson before arriving in Ashburton.

Ms Spargo will leave New Zealand tomorrow bound for Italy.

New workshops praised

The head of the Mid Canterbury Principals’ Association (MCPA) is singing the praises of a new rural youth mental health initiative that will launch in Methven later this month.

Mental health experts are turning their attention to youth in rural communities in the wake of the district’s dairy slump, with three workshops run by The Collaborative Trust set to provide support for a range of mental health issues.

The initiative has been wel-

comed by Mid Canterbury principals, who have long been critical of the level of mental health support available to atrisk youth in the district.

MCPA president Chris Murphy said the initiative was “a wonderful idea”.

“It’s fantastic,” he said. “It’s great that The Collaborative Trust has stepped up to deliver the service, and I’m sure it will be very well received by our community.”

Concerns have been raised by principals on multiple occasions over the past 12 months

over their struggle to source adequate mental health support for their students. Local services were described by one principal as “swamped”, while another said Mid Canterbury was “the poor cousin” in terms of mental health services.

Young people are facing increasingly complex social issues, Mr Murphy says.

“What we are seeing is increasingly complex issues that are broader than just children’s issues, they’re family issues,” he said. “That does take its toll on the family’s mental health.”

The rural workshops are the first of their kind in the region, and if the Methven meetings prove successful, they could be expanded to other rural communities.

There are three different workshops taking place in September and October, including Maintaining Mental Health, on September 16, Alcohol and Other Drugs, which will be held on September 30, and Grief and Loss, on October 14.

All three workshops will be held at St John Hall in Methven.

Ashburton Hospital rebuild set to begin From P1

By June, the main ward block roof had been replaced and the exterior painted.

At the time Ashburton Hospital’s finance operations manager Sue Sheerin said the tentative start date for the new build work was July, but due to further asbestos testing that was delayed.

The rebuild and renovation is funded jointly by the Canterbury District Health Board ($7.2 million) and a group of local charities ($1.5 million).

The charities include a significant contribution from the Frampton estate along with the Lochhead Charitable trust, Wilson Bulk Transport, Mackenzie Charitable Foundation and the Ashburton Licensing Trust.

The overall completion date is still tentatively set for mid2016.

Bus and car collision Police are trying to find the driver of a bus involved in a crash in Christchurch on Saturday night. Police said the bus and car collided at the intersection of Bealey Ave and Victoria Street about 11.50pm on Saturday. A passenger in the car received moderate injuries and the driver of the bus didn’t stop.The bus is described as white with blue and silver stripes, possibly a 20 seater or house bus. It was last seen driving North on Papanui Road with panel damage to the front left.

Trampers rescued Two trampers have been rescued from a mountain in Nelson Lakes National Park after spending a night exposed to -18C and falling snow. The trampers, a woman from Ireland and a man from Latvia both aged in their 20s, were suffering from hypothermia when rescuers arrived yesterday morning. Senior Constable Dave Colville said rescue teams returned the pair to normal body temperature after using hot water bottles and warm clean clothes to heat them up.

High winds and falling snow had prevented a helicopter reaching the two trampers until a clear opportunity arrived around midday.

Car flips A car flipped on State Highway 1 in Northland yesterday, leaving one person injured. Fire service northern communications shift manager Jaron Phillips said the incident occurred near the Rangiahua Bridge in Mangamuka at about 11am yesterday. A spokeswoman for St John ambulance service said one person received moderate injuries and was taken for medical care in the Bay of Islands.

Positive results for diabetics

Each year more than 400 Mid Cantabrians move towards a healthier lifestyle with the help of a Green Prescription.

A Green Prescription is a health professional’s written advice to a patient to be physically active.

Most referrals are to support the prevention or management of chronic disease and long-term conditions such as cardiovascular disease and diabetes.

Mid Canterbury Green Prescription co-ordinator Jules Wilke said in Mid Canterbury, Green Prescription clients actively engage in many activities including swimming, aqua classes, gyms, walking and cycling as well as aqua jogging, which has become particularly popular.

Last week, Health Minister Jonathan Coleman said of the 48,000 Green Prescription referrals issued last year, almost a third were for people with or at risk of developing type 2 diabetes – up

20 per cent from the previous year.

Ms Wilke said throughout wider Canterbury and the West Coast around 28 per cent off all referrals are received for clients with pre-diabetes or a diabetes diagnosis.

“The establishment of any form of regular exercise will assist in the control of a pre-diabetes diagnosis or established diabetes in most cases,” she said.

The feedback from many of the clients who have made gains towards controlling their diabetes has been positive she said, especially from people with a pre-diabetes diagnosis.

Funding for Green Prescriptions from Budget 2013 was specifically targeted at increasing the number of diabetesrelated referrals.

The $7.2 million worth of funding set a benchmark of 11,531 referrals for 2014/15, this has already been surpassed with nearly 14,000 referrals recorded nationally.

Black billed gulls back to breed

Beaten children ‘deserve apology’

Thousands of critically endangered black billed gulls are back in Ashburton preparing to breed.

The birds been congregating in the district since early August as they return from their wintering migration.

Ashburton Forest and Bird president Edith Smith said the gulls had been foraging at Hakatere River mouth where tiny smelt, whitebait and invertebrate help build up condition ready for breeding.

Others have been seen in the domain, and feeding in rural areas and on Lake Hood.

■ REFUGEE QUOTA

“This week a large number of gulls returned to last year’s colony site,” Mrs Smith said.

“There appears to be about 3000 birds already congregating on small areas of clear shingle near the State Highway 1 bridge.”

Expanses of exposed shingle on braided rivers is the preferred habitat the gull, which is native to New Zealand.

“Unfortunately the site where they are gathering this week is not ideal for a large colony such as we saw last year,” Mrs Smith said.

“There has been prolific

growth of lupins which has considerably reduced the exposed shingle suitable for nesting.

“At this time of the year freshes and floods, while helping to clear the weeds, can also wash through a colony and cause the gulls to abandon their nests.”

The lupins also provide cover for stoats, ferrets, feral cats and hedgehogs which predate the gulls and Environment Canterbury is currently carrying undertaking a predator control programme.

Black billed gulls have the

same critically endangered status as kiwi because their numbers are in serious decline, Mrs Smith said.

Forest and Bird will continue to monitor the progress of the gulls through their nesting season with help from Braided River Aid (BRaid), ECan, the Ashburton District Council and the Department of Conservation.

Endangered bird signs will be erected soon and access recommendations will be publicised once the gull colony settles.

Refugee quota in spotlight The leaders of Labour and Green have detailed their parties’ planned joint approach to increase the quota of refugees coming to New Zealand in the face of the Syrian crisis.

Andrew Little and James Shaw told TVNZ’s Q and A yesterday that the parties had two bills that would be “complimentary”.

Mr Little said he was introducing a bill to Parliament tomorrow for an emergency intake of 750 refugees.

Mr Shaw said the Greens had a bill in the ballot since last June to extend the national quota to at least 1000 people.

“The two are complimentary,” Mr Little said.

Labour’s emergency increase “reflects the nature of the crisis and the magnitude of it” Mr Little said.

“We are hoping to get our bill through to increase the quota on a more permanent basis. Andrew’s bill gives us an emergency one-off thing to deal with immediate situation and our bill will compliment that,” Mr Shaw said.

Mr Shaw said the government would have to “reallocate funds” to deal with the cost of the increased number of refugees.

Syrian Solidarity New Zealand spokesman Ali Akil said the opposition parties’ proposed response is “not enough at all”.

“I would hope for a bold statement... we can do a lot more than 1000 [people],” Mr Akil said. “As a one-off for the scale of the crisis, maybe 10,000... would be a bold enough statement.”

■ WAIKATO FIRE

Fire being treated as suspicious A fire at a rural Waikato school is being treated as suspicious, the second arson of a school in the region in a week.

However, the damage was able to be limited to a classroom at Glen Massey School, five minutes west of Ngaruawahia, after the actions of quick-thinking residents.

Firefighters were called to the school just after 7am yesterday.

School principal Tim Howard said damage was confined to their much-loved 100-yearold classroom which had three

of its small windows smashed on Saturday, the sixth vandalism at the school since March.

Fortunately for the school, Mr Howard believes the classroom will be able to be saved but the school will have to close for the next two days as they find an alternative room.

The fire had begun outside the classroom with an item being lit near the rear entrance to the building.

Fire shot up into the eaves of the roof and had affected a bit of a hallway, he said, but thanks to residents hearing

the school alarms they used the school’s emergency hoses to help contain the blaze until firefighters arrived.

“When I heard I was thinking the whole block had gone.

We’ve had issues with vandalism with broken windows and there was another incident on Saturday morning and my initial thought was that it maybe related and it might still be,” he said.

Mr Howard thanked the community for rushing to the school’s aid.

By Peter de Graaf Former MP Dover Samuels is calling for a formal apology to a generation of children who were beaten - in some cases until they bled - for speaking Maori at school.

No less than an apology from the Prime Minister, on behalf of the government, would suffice.

Mr Samuels made his demand during an impassioned submission to the Waitangi Tribunal at Matauri Bay’s Te Tapui Marae.

The former Maori Affairs Minister, now a Northland Regional councillor, attended Whakarara Native School at Matauri Bay in the 1940s.

When he started school Maori was the only language he knew.

As soon as he passed through the gate he was required to leave his language and culture behind. The beatings were administered, “for no other offence but speaking the language of my people”, with a supplejack vine about a metre long which the teacher kept under his desk.

They started in his early years at school and continued until he left.

They took place in front of the other children, which he said was an attempt to humiliate him and “cast a degrading image about me as a young Maori child”.

“This in many ways has remained with me, the enduring symbol of the deliberate punitive acts of the Crown against my culture, my people and myself.”

Mr Samuels said the beatings left welts and bruising on his thighs and sometimes blood.

Only later did he realise the beatings were Crown policy because they occurred throughout the country. He estimated the boys at his school were whipped on average twice a week. He was reluctant to tell his parents in case they thought he’d been misbehaving and he got a “double dose”.

Speaking Maori was punished at schools at least until the 1960s. Mr Samuels said the apology he sought was not for himself but for a whole generation of tamariki.

Some argued the Government had made amends through the funding of kura kaupapa and kohanga reo, and the elevation of te reo to official language status.

Confident in district’s future Stu Oldham

alk of challenging times - no matter how realistic - must be weighed alongside the boom this district has experienced over the past few years.

Much of Mid Canterbury has done very well on the back of a primary produce sector that was well-tuned to profit while commodity prices were good.

Dairy prices, sheep and beef prices, and the price of just about everything from the arable sector were strong enough to stimulate district growth.

Economists would say this promoted business confidence and consumer optimism. The boom became a boom nearly everywhere.

Last week, there was further evidence of how this affected people’s confidence in their district and its economy.

Ashburton District Council figures showed 1000 new homes were built here over the past five years, with about a quarter of those in the past year.

Numbers have climbed since 2010/1, when there were 142 new dwelling consents, to the point there were 242 consents in the previous financial year.

No matter how you look at it, this is a boom that strongly suggests job availability, wage certainty, and business growth buoyed and enhanced the local economy.

Pressure on old housing stock grew as more people were retained by, and attracted to, the district and to livelihoods that they felt had a good future.

Many invested in new properties, reflecting the optimism many have that the growth the district has enjoyed, and which sustained their jobs, is no flash in the pan.

In many respects, the building consents show confidence in where the district was, then, and where it is headed. Nobody takes an expensive risk such as building a home, lightly.

That applications for new homes dropped by a third last month may be early evidence of a slowdown but, as with dairy prices, lamenting the end of the boom overlooks how much has been achieved to set the district up for the future.

he International Day of Charity was marked on September 5 and offered New Zealanders an opportunity to consider the array of charitable opportunities available to them.

New Zealanders are recognised for their generosity and volunteering ethic.

On average there are just over 400,000 kiwis volunteering every week for a charity, giving over 1.5 million hours to our communities.

I well know from the many organisations and groups I visit in the Rangitata Electorate how generous people in our communities are in giving their time and talents to a wide range of valued community causes and projects.

Our community is all the richer for it.

An even wider range of philanthropic opportunities exist these days thanks to websites like Seek Volunteer, crowd funding initiatives, and social enterprises, which support community goals through sustainable business ventures.

I firmly believe that through generosity we enrich our own life as well as those we are helping.

The International Day of Charity is a reminder of how we can use this generosity to give back to society.

payments they aren’t entitled to.

That’s why the Ministry of Social Development is working hard to prevent welfare fraud from occurring, and preventing large debts from accumulating.

A record $2.21 million in overpayments recovered from beneficiaries in the quarter to June 2015 was a one million dollar increase from the previous quarter.

A total of $9.11 million in overpayments has been recovered since the welfare fraud initiatives began in March 2013.

As well as helping people whose changing circumstances unintentionally lead to an overpayment, we continue to catch people who are intentionally trying to defraud the system.

Around 97 per cent of our welfare fraud prosecutions are

successful.

Over the last year 927 people have been successfully prosecuted and now work is proceeding to recover from them $32 million in taxpayer money.

The welfare fraud initiatives have led to over 10,200 unlawfully obtained benefits being cancelled, saving an estimated $174.5 million of taxpayer money.

Visit to South Africa This week I am in South Africa for five days attending the XIV World Forestry Congress.

Held once every six years, it is an opportunity to engage with international forestry leaders and delegations on a range of forestry issues.

I will also launch New Zealand’s Third Country Report

on the Montreal Process Criteria and Indicators, which demonstrates New Zealand’s sustainable management of natural and planted forests to the international forestry community.

Included in my visit is a meeting with the Minister of Agriculture, Forestry and Fisheries to discuss bilateral trade, and also key New Zealand primary industries business partners.

Gunmen kill 13 Hazaras Gunmen have shot dead 13 minority Hazaras after dragging them out of their vehicles in northern Afghanistan. The victims, all male passengers, were taken from two vehicles in the usually tranquil province of Balkh at the weekend in a rare fatal attack targeting ethnic minorities. The Taliban denied responsibility for the incident, but it comes as the insurgents are ramping up attacks amid a bitter leadership transition.

Abdul Razaq Qaderi, the deputy police chief of Balkh, confirmed the fatalities, adding that officials were investigating who was behind it.

Migrants stream into Austria Thousands of migrants have streamed into Austria, desperate to travel on to Germany after days of ugly stand-offs with authorities in Budapest’s train station that made headlines worldwide.

Austria’s interior ministry said 6500 people had crossed into the country since Friday night when Hungary laid on more than 120 buses to ferry the migrants to the Austrian border.

But on Saturday, Hungary’s police chief announced the end of the bus transfer, calling it a “one-off ”.

Hungary’s tough line contrasted with a show of solidarity elsewhere in Europe, reflecting divisions over how to

handle the continent’s biggest refugee crisis since the end of World War Two. “This has to be an eye opener, how messed-up the situation in Europe is now,” Austrian Foreign Minister Sebastian Kurz said on arriving in Luxembourg for European Union (EU) talks dominated by the crisis.

“I hope that this serves as a wake-up call.”

Finnish Prime Minister Juha Sipila offered to put up refugee families in his country home, in France more than 10,000 people rallied in support of the migrants and in Frankfurt, hundreds of Germans gathered at the city’s railway station, ready to welcome refugees with water, food and clothing.

Around 4300 migrants boarded trains in Salzburg for Germany on Saturday, with no

incidents reported, Austrian officials said.

Germany’s open policy on asylum has made it a magnet, especially for those fleeing warravaged Syria. The bill for the German government is expected to be around 10 billion euros ($NZ17.7 billion) this year, according to the Frankfurter Allgemeine newspaper.

But Chancellor Angela Merkel insisted Berlin could still balance its budget and fulfill its “duty” as a haven.

At the Austria-Hungary border, Red Cross medics were on hand to tend to the sick and injured.

“We treated a two-day-old gunshot wound. We’re seeing eye injuries caused by stun grenades. We’re seeing bruising, including children with bruising,” Red Cross spokesman An-

dreas Zenker said. Most boarded special buses and trains to Vienna, from where they planned to continue on to Munich, or other German cities.

The perils of thei migrants’ odyssey could be seen on Saturday on the Greek island of Agathonisis where a twomonth-old baby died shortly after the family landed there from Turkey. Authorities did not immediately provide the cause of death.

It comes just fews days after a three-year-old Syrian boy, Aylan Kurdi, washed up on a beach in Turkey, the photographs vividly showing the horrific human cost of the Syrian exodus.

■ TAJIKISTAN

Thirteen killed in Tajikistan crackdown Thirteen militants have been killed in Tajikistan, a day after their armed group allegedly carried out deadly attacks on police, the interior ministry says, as the Socceroos arrive in the country.

The operation by the army and police follows attacks on Friday that saw eight policemen and nine militants killed and which the government says were orchestrated by former deputy defence minister Abduhalim Nazarzoda.

“At this time, 32 members of Nazarzoda’s criminal group

have been detained, 13 of whom have been eliminated,” the ministry said.

Four policemen were killed in a shoot-out with militants on the outskirts of the capital Dushanbe on Friday and another four officers were killed in an attack in the town of Vahdat just outside the capital, the interior ministry said.

A large-scale security operation is under way to find the assailants, who seized a “large amount of weapons and ammunition” during Friday’s attacks, the ministry said.

The Socceroos are due to play the national side tomorrow.

Football Federation Australia said it is monitoring the security situation and is confident the situation is in hand.

The Tajikistan government has said 51-year-old Nazarzoda, who was relieved of his duties on Friday “in connection with a crime committed”, fought on the side of the United Tajik Opposition during a civil war that waged between 1992 and 1997.

Authorities also claim the former deputy defence minister

was a member of the opposition Islamic Renaissance Party of Tajikistan effectively shut down by the government last week.

The IRPT has denied Nazarzoda is one of its members.

Nazarzoda and up to eight of his accomplices have fled to the mountains northeast of the capital, the ministry said.

Authorities have launched a massive air and ground search in the area, dispatching military helicopters and additional army units.

The Mexican colonial city of Puebla is excavating old tunnels and waterworks under the city’s downtown with a view to possibly opening them as a tourist attraction. The head of Puebla’s historic district says two structures uncovered so far were probably old drainage tunnels. Sergio Vergara said there is also an old bridge that was apparently buried after the city flooded centuries ago. Puebla is one of the oldest colonial cities in Mexico, founded around 1531. All the underground structures are filled with mud and silt, and must be excavated.

Tunnel-like structures have been found in Puebla before, perhaps trenches or defensive works from the 1862-1863 battles between Mexicans and invading French forces.

Sentence reductions?

Prisoners still in lockdown more than two months after Victoria’s worst prison riot are applying for sentence reductions. But Corrections Victoria Commissioner Jan Shuard says time off to compensate for the lockdown at the Metropolitan Remand Centre, known as emergency management days, is not an entitlement and no application has been approved at this stage. “No prisoners involved in the riot will be granted emergency management days,” she said yesterday. Masked inmates armed with sticks smashed windows, bashed doors and lit fires at the maximum security facility during the June 30 riot, which was triggered by a statewide ban on smoking in prisons. The riot caused more than $10 million worth of damage.

Fishing boat capsizes At least 10 people have died when a South Korean fishing charter boat capsized off the country’s southwest. The 9.77-tonne Dolphine went missing near the island of Chuja on Saturday night and its wreckage was found on an island nearby yesterday, the coastguard said. Three people were rescued and 10 bodies have been found so far, it said, adding it was unclear how many were on board. A public passenger record showed 22 people on board, but at least four people on the list were confirmed to have not boarded the vessel, it said. One of the three survivors was also not on the list, it said, adding search efforts involving dozens of ships and divers were under way.

France mulls air strikes France is considering air strikes against Islamic State (IS) jihadists in Syria, in what would be a reversal of its current position, Le Monde daily newspaper says.

Neither the French presidency, the ministry of foreign affairs nor the defence ministry would comment on the report, with officials saying only that President Francois Hollande may address the question during his twice-yearly press conference today.

France currently only participates in missions against IS in Iraq following that country’s request for international help against the jihadists.

Paris has refused to join coalition strikes in Syria on fears that foreign intervention may inadvertantly help Syrian President Bashar al-Assad hold on to power.

But Le Monde said France is feeling forced by events to reconsider its position and contemplate air strikes and re-

connaissance flights over the war-torn country.

“The accelerating exodus of Syrian (refugees), the failure of the coalition to push IS back to Iraq and the possible reinforcement of Russian military presence (in Syria) are challenging the French position,” Le Monde said.

One French official, speaking on condition of anonymity, rejected the paper’s claim, saying “our line hasn’t changed, and there’s no question of

joining the coalition in Syria.”

However, official sources said Paris may renounce its pledge not to intervene militarily in Syria “for reasons of national security... (and) in complete independence” in response to France having been targeted this year by terror attacks and plots to IS-linked jihadists.

But at the same time, officials said, France’s priority remains finding a credible political alternative to Syria’s current regime.

Bart Cummings to be remembered

Japan town reopens The Japanese government has lifted the evacuation order for the first town near the crippled Fukushima reactors, more than four years after ordering mass relocations near the tsunamiwrecked nuclear plant.

Among communities where the entire population was forced to evacuate after the nuclear crisis started in March 2011, Naraha is the first town to allow all of its residents to return home permanently.

It is seen as a pilot case for nearby areas, with Prime Minister Shinzo Abe’s government aiming to lift a raft of evacuation orders by March 2017.

But only about 10 per cent of 7368 registered residents of Naraha were expected to return home because of fears over continued nuclear contamination and uncertainty over whether enough locals, particularly young people, would come back to restart the community.

Local mayor Yukiei Matsumoto pledged Naraha’s rebirth would finally be able to com-

mence. “The true reconstruction of our town will begin now,” he said during a televised speech on Saturday to his staff at the town hall.

“Let us work together for the creation of a new Naraha.”

Meltdowns in three of the reactors 20 kilometres away blanketed vast tracts of land with isotopes of iodine and cesium, products of nuclear reactions that are hazardous to health if ingested, inhaled or absorbed.

Evacuation orders have already been lifted for selected spots of regional cities, with the government saying decontamination work has reduced radiation levels.

Former Naraha residents held a candlelight vigil to mark the rebirth of their town.

However, the town’s future remains uncertain at best.

Many young people have found jobs and started lives in cities far away from the crippled reactors, since leaving more than four years ago.

Racehorse trainers aren’t usually honoured with state funerals, but such is the stature of Bart Cummings he will be farewelled by people from all walks of life in Sydney today.

There have been many tributes to Cummings in the week since he died aged 87, with many racegoers paying homage to him at Randwick on Saturday.

Many will also turn up at St Mary’s Cathedral along with people from all walks of life who know him as the “Cups King” for his record 12 wins in Australia’s most famous race, the Melbourne Cup. Cummings’ 10th Cup winner Saintly, which lives on the trainer’s Princes Farm on the outskirts of Sydney, was a star attraction at the Randwick race meeting.

The 23-year-old patiently stood in his stall for photo opportunities and was paraded on the track before the JB Cum-

mings Ming Dynasty Quality, a race named for his dual Caulfield Cup winner.

As well as his 12 Melbourne Cup wins, Cummings garnered another 256 Group One trophies, a number bettered only by the late TJ Smith.

The son of a Melbourne Cup winning trainer, Jim Cummings, Bart spent his life around horses, beginning his career in South Australia before moving to Melbourne and then Sydney.

A naturally shy man, Cummings perfected the art of the one-liner, mainly to keep journalists at bay.

He reserved his affections for his family and the horses he loved.

Although he had five children, only one, Anthony, followed him into racing and has become a leading trainer in his own right and his sons James and Edward are continuing the tradition.

Sailors shocked at death of yachtsman Grieving sailors have told of their shock and sadness after a British yachtsman was killed adjusting a sail as he competed in a round-the-world race.

Andrew Ashman, 49, died in the early hours of Saturday morning after being knocked unconscious by a mainsheet - a rope connected to the boom while sailing off the coast of Portugal.

The former paramedic, who was awarded the Queen’s Medal for his 20 years service for London Ambulance, was less than a week in to the year-long Clipper Round the World Yacht Race when he died.

His team-mates aboard the CV21 boat have temporarily withdrawn from the race.

Fellow racers described him as a “lovely guy” and told of their horror at his death, which has cast a shadow over the race.

Clare Winter, who is due to sail aboard the same boat later in the competition, wrote on Twitter: “Lost for words. My thoughts are with Andy’s family, friends, Darren and the rest of my crew. Farewell my friend.”

The vessel was in moderate seas when it was hit by a Force Six strong breeze (21-27 knots) when the tragedy happened.

The former paramedic was adjusting the sail of his team’s boat just after midnight when he was knocked unconscious by the mainsheet and possibly the boom, race organisers said.

Thai junta-backed constitution rejected Thailand’s junta-appointed reform council has rejected a new constitution aimed at steering the country out of political turmoil, a move likely to extend the military’s time in power and delay elections.

Critics had pilloried the document as divisive, anti-democratic and aimed at prolonging military rule.

But its rejection at a vote by the National Reform Council means the painstaking process of drafting a charter will now start again, potentially knocking back the timetable for elections

which had been slated for midlate 2016.

Of the 240 NRC members who voted, a majority of 135 were against the document, leaving 105 in favour.

“Those in favour were less than half of NRC members, it means this NRC meeting has voted against” the charter, NRC chairman Tienchai Kiranan said in a televised count.

The army seized power from an elected government in May last year, promising to reboot the country after years of rival street protests and political acri-

mony. The junta has said a new charter - Thailand’s 20th since it abandoned absolute monarchy in 1932 - holds the key to bridging those divides before democratic elections can be restored.

For years the kingdom has been split between pro-democracy supporters of ex-premier Thaksin Shinawatra’s populist parties and a conservative, royalist elite flanked by the military and judiciary.

Analysts say the no vote is also politically expedient for the junta as it sets back the return of democracy.

Museum spreads comic relief F

rom a transparent suitcase for nudists to automatic nose pickers – Austria’s museum of nonsense and its vast collection of silly yet brilliant inventions are proof that bad ideas, if carried out well, can turn into genius creations.

The so-called Nonseum – which claims to be the only one of its kind in the world – has developed a cult following among fans of the absurd.

Every year, thousands of people from around the world flock to the small village of Herrnbaumgarten, tucked away in the northern wine region close to the Czech border, to find comic relief at the Nonseum.

“We get groups from farflung places like China and South Korea, and although I sometimes worry that the puns

Her brother-in-law, sculptor Fritz Gall, co-founded the Nonseum in 1994 with four other local artists.

They got the idea after organising the country’s first fair of failed inventions in 1984, which unexpectedly proved a huge success.

Sleepy Herrnbaumgarten, usually home to about 970 inhabitants, was suddenly overrun by 5000 visitors from across Austria and beyond, who

had all come to chuckle at the unsuccessful gimmicks.

Gall and his friends realised they had uncovered a unique market niche – coming up with seemingly pointless inventions, which managed to serve a purpose, said Machac: “Putting a smile on people’s face but also making them think for a second.”

The five artists created a not-for-profit association that would, for the next decade, organise a series of “absurd” events such as a 24-hour snail race or a festival of scarecrows.

With each event, their inventory of weird inventions grew too and in the end, they decided to unite all these silly ideas

under one roof.

Today, hundreds of pieces are spread across the museum’s three large buildings, with new items added by the founders on a regular basis.

They include, for example, a soup plate with a plug, which allows you to discreetly drain the food when you’ve had enough.

“It’s one of my favourite pieces. I wish I’d had one of those as a kid,” Machac said.

Another highlight is “the world’s one and only collection of famous button holes”, concealed inside little square boxes with transparent lids.

leon’s military vest,” explained Machac with a serious face, pointing to one of the empty boxes. “while that one was worn by Austria’s foreign minister during the signing of the republic’s treaty of independence (in 1955).”

There is also a rifle with its barrel twisted backwards so that the muzzle faces the shooter – the ultimate, and final, “selfie”, indicates a small note next to the glass display.

But the spaghetti travel case, tricycle for twins and champagne cork retainer also hide a more serious message: they reflect a subtle critique of the modern consumer society, according to Machac.

“It’s a philosophy of life: these are all things that we don’t really need, but at least we’re admitting that we really don’t need them.”

Silver Ferns’ coach Waimarama Taumaunu will take sole charge of the national side for next month’s Constellation Cup series, but it is unclear whether it will be her last campaign. Taumaunu’s contract was initially due to expire following the World Cup, but earlier this year the national body struck a deal with Taumaunu and the players to extend their contracts through to November due to the short turnaround between campaigns.

What happens beyond November is still anyone’s guess. Netball NZ have commenced the recruitment process for the head coach position, with applications for the role closing yesterday.

Mt Hutt came from behind in the first quarter against Mackenzie College to win 67-40 in their A Secondary Schools’ Basketball Premiership tie at

the EA Networks Centre stadium on Saturday.

Sam Rodgers was in fine form with 22 points while some effective rebounding from Max Goodwin also helped secure the win.

Mt Hutt then took on Hagley College in a playoff for 13th and 14th position.

Hagley narrowly downed Mt Hutt after extra time in pool play, but Kaylib Gorrie’s side produced a much improved

performance for a 49-42 win.

Mt Hutt maintained a slender lead at the end of each quarter with fine defensive blocking from Ben Copland and some quick steals by Aleks Small in the last two minutes.

Spieth misses again

Webster chasing NBA dream Corey Webster never expected to feel this way about his “family” but he hopes he’s made his last bucket with the Breakers.

The shooting guard last night flew out for Louisiana in his latest bid to achieve a lifelong dream and play in the NBA, having earned an off-season trial with the New Orleans Pelicans.

Webster will work out for three days in front of the Pelicans coaches and, with an eye on winning a place at the club’s

full training camp, he’s happy to wave goodbye to the Breakers for good.

“Hopefully,” Webster laughed when asked if Friday’s practice was his last on the North Shore.

“I’ve thought about it and obviously it’s the dream, it’s what I want.

“But I pay all respect to the Breakers for helping me get here - I wouldn’t be the person I am today without them.

“Hopefully I don’t come back

but this will always be my home.”

Webster has a few more hurdles to clear before he can call New Orleans his new home but the noises emanating from the Pelicans are promising. The franchise - home to basketball’s best young player in Anthony Davis - wants a player of Webster’s capabilities and a spot on the roster appears a realistic target for the 26-year-old.

“What I love about the club he’s going to is that there’s a

roster spot there,” said Breakers coach Dean Vickerman.

“If he gets there and competes against NBA guys and shows what he can do, he definitely has a legitimate shot at it.”

That shot arrived after Webster’s virtuoso efforts in the Tall Blacks’ defeat against Australia in the Oceania series.

Webster’s performances raised eyebrows in America and led to a promising phone call from his agent earlier this week.

Mid Canterbury extended their unbeaten run to three matches with a 25-17 victory over King Country at the Ashburton Showgrounds in blustery conditions on Saturday.

Coach Grant Keenan fielded a side with five changes from the team that took a last-gasp 30-28 win over Wanganui in game two, but managed to pick up four points despite some unconvincing patches.

Adam Williamson started ahead of Mark Andrew at loosehead, while James Annabell replaced Jackson Donlan at hooker, Maikeli Mudu began at lock, Eric Duff moved to blindside flanker and Seta Koroitamana returned to the left wing.

It was announced just before the teams emerged that Murray Williams would be replaced at first five by Ewan Scott.

Keenan said the decision to rest the 33-year-old was precautionary after straining his hamstring at Cooks Gardens last week.

Scott missed his first opportunity to put points on the board from a penalty two minutes in as both sides struggled

to keep possession in a cagey opening spell.

Scott was on target from a penalty after 20 minutes before halfback Zayn Tipping returned fire with a penalty of his own.

The Hammers began to gain momentum and force errors as Scott scored from a chargedown and duly converted his try to push the home side’s lead out to seven points, before slotting a penalty on the stroke of half time for a 13-3 score at the interval.

Mid Canterbury looked to wrap things up early in the second half, pouring phase after phase at King Country.

Keenan then decided to freshen up his forward pack as loosehead prop Adam Williamson made way for Mark Andrew.

The Hammers’ first try of the second half stemmed from a well-worked lineout and some quick phase passing as centre Fa’aitu Tuamoheoa touched down for his side’s second try, but Scott failed to collect the extras in challenging conditions for the kickers.

Scott’s conversion rattled the post on its way over as the lead extended to 25-3.

Keenan rang the changes on the hour as Will Mackenzie was replaced by Mavae Tomasi at halfback and Simon Fleetwood relieved tighthead Tama Tuirirangi.

After a dominant spell, Mid Canterbury allowed King Country back in to the contest as wing Lliesa Tavuyara put the hammer down to touch down under the posts for the visitor’s first try of the clash, and Tipping slotted his conversion.

With 10 minutes remaining, King Country began to play with a renewed sense of belief, and a slick offload from Te Waiti Mareikura released fullback James Hemara to dot down under the posts before converting his try with the last kick of the game.

Keenan said he was pleased that more players were able to get game time and to pick up a third successive win.

“I think it took us a little while to get in to the game, there were five personnel changes

and one positional change from last week,” he said.

“We have to make those changes because as the competition goes on you need as many guys as possible with minutes under their belts.

“We had a good first 25 minutes in the first half and we let them back in a bit at the end, but we had some missed chances that could have really opened the flood gates.”

The defeat was King Country’s second of the season and assistant coach Gareth Williams believes his side’s basic errors proved costly.

“There were too many unforced errors and dropped balls and we couldn’t build up enough pressure.

“We thought we had a chance but the game hinged on that charge-down,” he said.

“If we had gone in to the sheds at 3-3 we would have had our tails up more in the second half, but really it was the errors that cost us, easy turnovers, dropped balls and penalties.”

Taranaki recovering from horror ITM start Taranaki are slowly but surely regaining the type of form that last season brought a maiden ITM Cup title to the province.

Footballers supporting White Ribbon campaign Teams from Mid Canterbury United Football Club and the Methven Football Club took to the field for a good cause yesterday.

The inaugural White Ribbon Football Tournament kicked off in Ashburton yesterday, featuring teams ranging from

the under 10s up to seniors.

Mid Canterbury United took out the majority of the games and eventually lifted the White Ribbon Shield.

White Ribbon ambassador Evans Chibanguza said that the tournament was very well supported, and it would

be back bigger and better in 2016.

The All Whites have been associated with the White Ribbon campaign since 2012, and Chibanguza said it made sense to combine sport and the campaign against domestic violence.

“We play with aggression on the field, but that aggression has no place in the home,” he said.

Taking part in the yesterday’s tournament were Mid Canterbury United’s Mehk Permersi and Methven Football Club’s Tevin Perkins.

Trainer nabs a double Victories by Silhouette Noire and Pacific Choice provided a welcome return to the winner’s circle for local trainer Terri Rae as she notched a double at her home base at Riccarton on the weekend.

Rae experienced a relatively quiet season in 2014/15 with just 10 winners but Saturday’s result made it three wins already in the new racing year with bigger and better things to come for the talented horsewoman.

In particular Rae is confident that Silhouette Noire can measure up to better company in the coming months.

“She has taken a wee while to fully mature, and while there is probably still improvement in her she is finally starting to come of age now as a five-yearold,” she said.

“Her win on Saturday was very good as the 1400 metres was really a little short for her but we took that option as it was the first race of the day

and the ground was at its best then.

“She doesn’t really like it too wet or too dry but she coped on Saturday and it was a nice patient ride by Samantha (Wynne) to get her home.”

Wynne bided her time at the

rear of the seven horse field that contested the rating 85 contest before tracking race favourite Maybe Miami into the straight and out-finishing him in the drive to the line.

“That’s the best way to ride her, and when she gets a nice

comfortable run like that she has a very powerful final burst,” explained Rae. “She does really want to get over more ground now, so we will be lining her up in a fortnight over 1800 metres at Riccarton.

“Her main aim for this campaign is the Listed Spring Classic over 2000 metres in late October.

“After that she may go for a spell as we are thinking she could be at peak in the autumn where we could travel her north or look to some of the Easter features here at home.”

Rae was also delighted with the win of Pacific Choice.

The six-year-old daughter of Snitzel has won twice for Rae after being transferred south following her third wind operation.

She will now be prepared for a tilt at the Listed Pegasus Stakes on the first day of the New Zealand Cup Carnival in November.

Hayne survives ‘dark days’

By Peter Mitchell Jarryd Hayne tried to remain cool, but as he stood on the edge of San Francisco Bay, with the Golden Gate Bridge in the distance and a cup of coffee in his hand, he decided enough was enough.

His career was on the line and he had to halt the sightseeing.

Hayne wanted to know if he was a San Francisco 49er or not, so at 1:15pm local time Saturday, 15 minutes after the deadline for the 49ers to announce their 53-man roster, he called his US agent Jack Bechta.

“Do I have a job?” Hayne asked.

The answer was sweet.

Yes, Hayne would be a 49er so the former star of the NRL’s Parramatta Eels hugged his mother Jodie and sisters Jessi-Lee and Taygan, who had flown from Sydney to visit.

There were tears, but there were no champagne corks or lavish lunches.

The Haynes continued the sightseeing and visited a museum.

It’s an understated way to celebrate what could become one of the great Australian sports stories, but this Jarryd Hayne, the religious, matter-of-fact athlete raised in government housing and blessed with a powerful, 188cm tall body and speed, took it in his stride.

He said the biggest question on his mind after the news was working out what the family would have for dinner.

“This whole journey was never about making a roster,” Hayne, 27, told reporters on a conference call.

“It was about giving myself an opportunity. I wanted to take a risk.”

He did have doubts, particularly in his first weeks at the 49ers’ facility in Santa Clara, when he found himself walking into the team’s classrooms and being unable to decipher the terminology other running backs and special teams coaches were saying.

He tucked sheets of paper into his shorts on the practice field because that’s how he could remember plays.

Hayne said they were “dark days”, but he has emerged as a shining light in Australia and the US. “We’re fired up and it should be a celebration in Australia,” 49ers head coach Jim Tomsula said. “I do understand it’s huge in its magnitude.”
