Ashburton support services are in a state of flux with funding cuts announced for several programmes later this year. From the end of October the Government will no longer fund the Budget Advisory Service. The news comes on the back of recent Government decisions to quit funding the Parents as First Teachers (PAFT) and Strengthening Families programmes, both of which operate in Mid Canterbury. Capped funding for the ThinkFirst three-year anti-bullying programme has also ceased. Both the budget advice and the PAFT programmes fall under the umbrella of a suite of services offered by the Ashburton branch of Presbyterian Support Services, while Strengthening Families and ThinkFirst were administered by Safer Ashburton.

Ministry of Social Development service development and innovation manager, Ruth Palmer, said the ministry was undertaking a major shift in how it funds and supports budget services. “The aim is to build the financial capability of New Zealanders experiencing hardship,” she said. The restructuring aims to ensure services take into account the diverse and complex needs of New Zealanders experiencing hardship and to deliver a “seamless experience for clients”. Providers of Budget Advisory programmes will continue under their current contracts until October 31 to enable time for decisions as to who will provide the new Financial Capabilities Service, Ms Palmer said. The new services will be implemented from November 1. PSS Ashburton manager Jackie Girvan said the local budget advice service operated well, however, some of the very small services had struggled.

“If you belong to the Federation of Budget Advisory Services you have to be accredited to it to use their material, which we do,” she said. “They don’t know what their future is either – they have funding until the end of January and they’ll find out what’s happening then.” Meanwhile, PSS Ashburton has had no word of whether the service is under consideration to run a Family Start programme in lieu of the soon-to-be defunct Parents as First Teachers programmes. Early Start, a subsidiary of Family Start, operates in Christchurch but the closest operating Family Start programme is in Dunedin, Mrs Girvan said. “We do believe we will get a Family Start service in Ashburton, we have to, but it won’t cover all the families we currently see. “We are feeling a little fragile at the moment. We don’t expect to hear anything about the budget service until September, it’s a very unstable time for providers.”
