THE INDEPENDENT VOICE OF MID CANTERBURY

Record breaker Ealing dairy farm set to go for $70m in auction BY MICHELLE NELSON MICHELLE.N@THEGUARDIAN.CO.NZ

A Mid Canterbury property is expected to smash farm-price records when it goes to auction with no reserve next week. Ealing Pastures is 1284 hectares, milking 3200 cows and producing 1,332,069kg of milksolids annually. It has two rotary dairy sheds, one 70bail and one 80-bail, and its own run-off block, making it almost self-sufficient. When asked for the expected price range Property Brokers’ rural real estate agent Chris Murdoch, who is marketing the farm, said; “who knows where the bidding will end, ask on March 14”. However, on April 30 last year, the Court of Appeal estimated the property to be worth approximately $60 million, with the stock and plant expected to add another $10 million to the price tag. “To our knowledge there hasn’t been a farm of this value sold in Mid Canterbury,” Mr Murdoch said. The property has generated a reasonable amount of interest, with several pro-

spective buyers in the wings, including both vendors. “There are several independent individuals looking at it – I suspect it will probably go this way rather than be purchased by a corporation,” Mr Murdoch said. “One person might buy it and a consortium will come in behind them.” Ealing Pastures was purchased in 2000 for $5 million, by a farm partnership that was 25 per cent owned by Allan and Jean Hubbard, 25 per cent by Andrew and Rachel Morris and 50 per cent by Pullington – an investment company owned by Western Australian couple Geoffrey and Frances Holman. The three-way partnership was terminated by Mr Hubbard’s death in 2011. The farm is being sold by order of the High Court to dissolve the remaining partnership and sell the land at public auction with no reserve. The buyer must also buy the stock and plant at market valuation. It will be auctioned in the Ashburton Trust Event Centre on March 14 at 2pm.

■ ASHBURTON COLLEGE PERFORMANCE

In brief

Hip-hop dance crew a no-show BY MYLES HUME

MYLES.H@THEGUARDIAN.CO.NZ

The Original Kids Krew, who claimed fame on New Zealand’s Got Talent, hit another unexpected blip – this time on the way to perform at Ashburton College. The hip-hop/kapa haka dance group were expected to arrive at the college auditorium about 1.15pm yesterday, but managed to contact the college

to tell them the show would be cancelled. “They couldn’t make it because of a car crash just out of Christchurch, the message relayed to us was ‘hey we were attempting to do a U-turn and went down off a bank’. “They are all okay, but the vehicle is not,” Ashburton College arts co-ordinator Lyndal Lane said. This comes after the Turangi dance crew, which had 25 mem-

bers aged 8-44 on New Zealand’s Got Talent, struck misfortune earlier this year when some of its members returned from a trip to Sydney with measles. Ms Lane said the performers were disappointed they couldn’t make it, as were pupils from Ashburton College, Hampstead, Allenton and Netherby schools who had permission slips signed and tickets purchased for the 40 minute

performance and following workshop. She said the college spent most of the lunch time refunding the $3 tickets, and telling disappointed pupils the show was cancelled. The show would have provided ideal entertainment for a wet lunch hour. The Original Kids Krew were unable to be reached for comment, and are now expected to carry on with their tour in the North Island.

■ ICONIC BISCUITS ON SALE AGAIN

Girl Guides to take biscuits to the streets BY TONI WILLIAMS

TONI.W@THEGUARDIAN.CO.NZ

You can never just have one; such is the attraction of the iconic Girl Guide biscuits on sale this month. Thousands of girls nationwide will hit the streets selling the original, chocolate and mini varieties. They are also stocked at Postie and Mad Butcher stores. At $3.50 a packet, the annual bake sale has been the guiding movement’s main money earner for 57 years, benefitting Pippins, Brownies, Guides and Rangers. GirlGuiding New Zealand chief executive Susan Coleman said more than 450,000 packets of the original biscuits were for sale during the biscuit season, as well as the fabulous chocolates and mini varieties. “We are looking forward to a fun and profitable season this March. We have been selling Guide Biscuits for the past 57 years and they’re an important part of what makes Guiding in New Zealand so memorable.” The season has not got off

Drink driving A man was stopped about 12.30am yesterday by police on State Highway 1 near Hinds, suspected of drink driving. He was processed and returned an excess breath alcohol level of 758mcg. He will appear in Ashburton District Court.

Domestic violence Ashburton police attended two domestic disputes on Monday. The first was at 11am before being called to another at 7.30pm. The offenders will be dealt with accordingly.

More measles cases Another seven cases of measles have been confirmed in the Auckland region, taking the number of notified cases in the area to 52 this year. Some 26 of those cases are students of Westlake Boys’ High School and family members. North Shore Hospital and Waitakere Hospital emergency departments had seen seven confirmed cases of measles since January 1, five of them at North Shore Hospital since February 1, health officials said. - APNZ

Man shot in the leg Two men shot another man in the leg at a Manukau house early yesterday before fleeing, police say. Emergency services were called to a property at Conifer Grove after a gunshot was heard about 2am, Detective Senior Sergeant Dave Pizzini said. bottom of the biscuits. “We’re disappointed about this, but have moved quickly, in conjunction with Griffin’s, to deal with it. “It’s important to us that our customers enjoy high quality biscuits, so if they discover an imperfection in their biscuits

we’re asking them to return the packet to their local Guiding group and the biscuits can be replaced like for like.” Buyers can also call Griffin’s on 0800 GRIFFINS – 0800 474 338.” The biscuits will be available throughout March.

Second pie option McDonald’s is re-introducing another item to its Georgie Pie menu, with the Chicken ‘N’ Vegetable option available from today. The pie is slightly different to the original, which came in a larger round shape. However McDonald’s said it had stayed true to the original recipe as much as possible. The most significant change is that the new pie has no added MSG. McDonald’s said it had been “inundated” with customer requests for other pies after last year relaunching Georgie Pie with the Steak Mince ‘N’ Cheese variety. Chicken ‘N’ Vegetable ranked highest when McDonald’s Facebook fans were polled, the company said. McDonald’s said it may bring back more Georgie Pie classics and may consider some new ones. - APNZ

Firefighters in the upper North Island were busy battling several large scrub fires yesterday. Northern communications shift manager Jaron Phillips said a large peat and scrub fire, measuring about 3000 square metres, in Glenview in the Waipa district had been contained yesterday afternoon. Further north, a slightly smaller scrub fire measuring about 1000 square metres, in Mahurangi, had been brought under control by several water tankers. - APNZ

■ METHVEN A&P SHOW

Joy exhibited in 1960 and is still going BY SUSAN SANDYS

SUSAN.S@THEGUARDIAN.CO.NZ

Ashburton grandmother of 21, Joy Wilson, has been exhibiting at the Methven A&P Show since 1960. Her amazing track record of high quality and quantity of entries will continue at the 100th show next week, when she enters two greeting cards, two pieces of embroidery and 13 pieces of knitting. Mrs Wilson farmed at Alford Forest with her late husband Dallas Rountree, and began marshalling and stewarding in the 1980s at the show when he joined the Methven A&P committee. In later years her daughter Melinda Lattimore became the association’s first female president, in 2004 to 2005. As a mum of five and then a grandmother of 21, Mrs Wilson said she always knitted, crocheted, sewed, embroidered and baked, so entering the show had just seemed a natural thing to do. “I have knitted all my life, I think I was knitting before I started school,” Mrs Wilson said. After tea each night she will park up on the couch and knit for over three hours, taking in a bit of television, and even reading a book, at the same time. Embroidery, which she also likes to use for decorating greeting cards, takes more concentration, but is just as enjoyable, she said.

■ WINSLOW FACTORY FIRE

Blaze causes ‘reasonable damage’ Several Mid Canterbury fire crews fought a fire at a Willowby feed factory early yesterday. Volunteer firefighters from Ashburton, Willowby and Hinds attended the blaze inside the SealesWinslow factory on State Highway 1 about 7.30am. Ashburton Volunteer Fire Brigade chief fire officer Alan Burgess said the fire ignited inside the plant which produces animal feed, causing “reasonable damage”. He said it was not clear what sparked the fire, but said a stone or metal may have got into the area, causing it to ignite or a bearing may have collapsed. The fire was under control shortly after firefighters arrived, who left the scene about an hour later. It is the second time in as many weeks firefighters have been called to the factory after a tub grinder fire tied up firefighters for almost three hours on February 21.

The four bull terrier crosses which attacked a 7-year-old girl in Murupara on Monday had no history of aggression, according to council records. The Japanese girl was farewelling friends with her family at the semi-rural home when the attack occurred. They were due to fly back to Japan today before returning to New Zealand to live. Whakatane District Council dog control spokesman Graeme Lewer said the dogs had no record of having attacked in the past. “They’re bull terrier crosses. Two of the dogs have also been desexed by their owners, they’re all microchipped, all registered.” Earlier reports described the animals as bull mastiff-type dogs. A Counties Manukau DHB spokeswoman said the girl remained in a critical but stable condition at Middlemore Hospital. She had enrolled at Maori immersion school Te Kura Kaupapa Motuhake o Tawhiuau and was expected to re-enrol for the 2015 year. Principal Pem Bird said the girl’s family were in the process of gaining permanent residency and had bought property in Murupara. She was attacked as her family farewelled friends. “They liked [Murupara] obviously... she settled in amazingly well. Language

is no barrier, kids connect in other ways like play, singing, doing everything kids do. “She was picking up Maori very quickly, it’s pretty similar [to Japanese] in terms of pronunciation.” Police were informed of the attack just after 2pm. The dogs’ owner voluntarily had them put down by a vet shortly after the attack. A police investigation was under way, however a spokeswoman said it was too early to say whether the owners would face charges. A Consulate General of Japan spokesman confirmed they had been in touch with the family and assistance had been offered. The girl’s family are with her and have requested privacy. A family member of one of the dogs’ owners said they hadn’t been coping well since the incident, before declining to comment further. A law change in 2003 banned imports of several breeds of dog and gave the Government power to ban imports of other breeds in the future. The current list doesn’t include bull terriers. Local Government Minister Paula Bennett said she was considering whether dog control regulations needed to be improved. “At the end of the day it is horrific for that wee girl and her family and for the whole community.” - APNZ

■ ASHBURTON PALLIATIVE CARE

Role attracts nurse from Ireland By Toni Williams

Toni.w@Theguardian.co.nz

Palliative Care has brought Olwyn Ballantine and her family halfway round the world. She has moved to town to take up the Palliative Care Clinical Nurse Specialist role at Ashburton Hospital. Husband Dave has taken a job at the Ashburton District Council. They have a young son. The newly appointed nurse specialist has spent the past 12 years working in Palliative Care and Oncology in Ireland and is a psychotherapist counsellor. The Palliative Care service has been in existence for years but the role itself is different and it’s fuelling Ms Ballantine’s passion. “It’s really exciting for me. I moved to New Zealand to work and take up this exciting role.” “It’s for anyone who has a life limiting illness,” she said, of the service. “We make sure people are as well as they can be, for as long as they can be.” Palliative Care used to deal mainly with cancer patients in their final days of life but these days a large number had non-cancer causes such as liver disease, heart failure or pulmonary problems. There are between 40 to 60

A search resumed for the 56-yearold man and his 24-year-old daughter yesterday. They were found about 8.40am and were airlifted to safety, police said. The pair had left for an overnight tramp on Saturday and were reported overdue on Sunday night. They had been travelling from Klondyke Corner to the Waimakariri Falls and Waimakariri Col area. - APNZ

people in Palliative Care in Ashburton at any one time. Ms Ballantine is the link between Ashburton and Christchurch, overviewing the service in town. “I go and see them anywhere.” She stressed it was a team effort with both primary and secondary health professionals playing a part in the patient’s care, alongside the patient’s family.

This included GPs, District Nurses and Allied Health staff including occupational therapists, physiotherapists, social workers and assisting with spiritual needs. The amount of pain someone suffered was unique to them and was not only limited to physical pain. A number of people suffered with mental angst and the reality of death “is this it, is this all there is?”

“Palliative Care can make space for these questions but don’t pretend to know the answers,” Ms Ballantine said. Rural Health Specialist Dr John Lyons has a special interest in Palliative Care. He has 12 years’ experience but has been in his current role two years. He was also based at Ashburton Hospital and provided another link to specialists in Christchurch.

Hand-forged leg irons that might have been used to restrain Maori political prisoners in Dunedin will go under the hammer in Dunedin today. Steve McCormack, 60, of Dunedin, said he put the irons up for sale at Hayward’s Auction House in Dunedin. Opera house unsafe Hawke’s Bay Opera House’s Theatre Building has been closed following engineering advice that it is earthquake prone. Several million dollars was spent upgrading the 99-year-old building between 2004 and 2007. “A 2013 report on the earthquake strength of the Opera House Theatre provided assurances over building safety but advised that further work be done,” Hastings Mayor Lawrence Yule said yesterday. “The indicative verbal advice that we have now received is that the theatre is earthquake prone.” - APNZ

■ CHILDS PLAY PRESCHOOL

Team building taken to an all-new level BY TONI WILLIAMS

TONI.W@THEGUARDIAN.CO.NZ

Team building expectations just went up a level after the staff from Childs Play Preschool took to the streets in full costume in a depiction of the Amazing Race. It was a team building exercise. Childs Play Preschool have 30 staff and up to 72 children on site – including up to 20, under two-year-olds. Around 25 staff – in four teams – took part in the event, jaunting around town to various destinations to uncover clues. The overall winners were Victorious Secrets. Race organiser, Extension Room Head Teacher, Jazzlyn Leonard said the race started at one private address but ended at another private residence. In between they were led to the showgrounds, the town clock at Baring Square East, went out to Lake Hood and to the preschool in Tinwald, where Miss Leonard had hidden clues in heaps of sandcastles painstakingly made in the children’s sand pit. It was a lot of planning but Miss Leonard said she would definitely organise it again.

■ DEFAMATION CASE

US firm eyes NZ charter school An American-based firm has expressed interest in setting up a charter school in New Zealand. But opponents of the schools say overseas organisations should not be publicly funded to run schools – potentially for profit – in New Zealand. The Government is working towards more charter or “partnership” schools beyond the five which started this year. Applications for the next round, to open next year, close next Tuesday and officials will not say who is interested until then. But the NZEI and PPTA education unions say Ministry of Education staff have confirmed an unnamed United States-based company has expressed interest. - APNZ

The Conservatives leader said in a statement yesterday that Dr Norman’s comments demonstrated a cavalier and reckless disregard for the truth. Man escapes conviction A prominent man has escaped conviction and identification on an indecency charge, almost two and a-half years after the offence was committed. The man, now in his late 60s, appeared before Judge David Saunders, of Christchurch, in the Dunedin District Court yesterday and accepted a sentence indication of discharge without conviction, on payment of $6500 reparation to the female complainant. Judge Saunders also indicated final name suppression. He said it was accepted the man had “carried a bit of a cross” in the time since the matter first came before the court. The man was pleased to put the stress of the prosecution behind him. Crown counsel Robin Bates said the Crown did not consent to either application (for a discharge without conviction and final name suppression), but neither did it oppose the applications. It was a matter for the court, applying the correct principles, he said. In deciding to grant a discharge, Judge Saunders said he wanted to be clear it was not a case of “chequebook justice”, or of the man getting any special recognition because of who he was. Rather, it was a logical recognition of the facts. - APNZ

situation doesn’t look promising for the next few days. The MetService reported wind speeds of 69 kilometres per hour Ashburton Airport yesterday, but predicted they could hit 120km/h last night.

Local artists clean up in Nelson Mid Canterbury artists returned victorious from the New Zealand Sun City Country Music Awards in Nelson at the weekend. Liam Kennedy-Clark led the charge, winning eight sections, including two open and the intermediate overall. He also won the Saturday night

Local band Generation Gap, comprising Liam and Lanae and Bruce Hill, was named the most entertaining performance and were second in the open group section. Kayla Marshall was another local standout performer and received a highly commended in the senior duo section.

Michael Laws’ new job in Timaru is likely to cost Wanganui ratepayers $40,000 for a byelection to replace him on the council. The district councillor said in an email to Wanganui mayor Annette Main yesterday he would probably make the “complete transition south” in late April or early May. Final details had to be worked out but, once they were, he would tender his resignation from both the district council and the Whanganui District Health Board, he said. Reports yesterday said former mayor Mr Laws had a two-year, fixed-term contract with Craighead Diocesan School in Timaru. The job is as development manager, raising funds for new school buildings. Mr Laws’ new job - primarily a fundraising role - begins in late April and the contract is renewable after two years, it was reported. Ms Main said a by-election must be held, under local government legislation, because a council seat cannot remain empty. A by-election is estimated to cost about $40,000. She said Mr Laws had not formally advised her of his resignation - she had only heard media reports. “While it will be disappointing to lose a councillor so early in the term, and the consequent need for a by-election, we recognise that people’s lives change according to personal circumstances,” she said. Fellow Wanganui councillor Ray Stevens said by-elections had cost more than $100,000 in recent council terms and it would be more sensible to leave the seat empty or appoint the next highest polling candidate at the October elections - in this case, radio host Jason Granville. In October he had suggested the council should lobby for a local government law change along those lines. New district health board chairwoman Dot McKinnon had also not received a formal resignation from Mr Laws. A Health Ministry spokeswoman said health board byelections were not permitted under law. Instead, the minister appointed people to fill seats left empty by elected board members. Craighead is a boarding and day school for year 7-13 girls. It is a private school that receives state funding and has to fund its own building costs. Mr Laws was reported as saying he was putting his children first in his role as solo father, and was looking forward to moving to South Canterbury. - APNZ

Buyers will come for Qantas Who in the world would want to buy Qantas? Quite a few people, it seems, who could look past the $252 million loss, the $2 billion cost overhang and the haemorrhaging international operations to see a lucrative domestic operation. The federal government has announced its intention to repeal part of the Qantas Sale Act in order to remove caps on foreign ownership. Labor and the Greens will oppose the move but if successful it will enable majority foreign ownership of Qantas’ domestic business. Despite the airline’s highprofile problems, including plans to sack 5000 workers, aviation analyst Peter Harbison said there would be plenty of interest from overseas airline operators. “We’ve seen several players are interested in buying into Virgin, if you explore the reasons for that it’s basically because we have a very attractive domestic market and they want to be a part of it,” Mr Harbison, who is executive director of the CAPA Centre for Aviation, said yesterday. While Qantas’ alliance partner, Emirates, has so far resisted investing in the Australian airline, the Dubai-based operator would likely feel forced to buy in if other airlines started doing the same, Mr Harbison said. Cashed-up Chinese airlines are likely to be among those seeking to invest in Qantas. “Australia is going to be an important market,” said Mr Harbison. “There’s another carrier which is making acquisitions

internationally called Hainan Airlines, which is a big, amorphous group in China. “I have no doubt that they would be interested in acquiring in Australia, but there are plenty of other carriers too.” Despite the attention on foreign ownership, Mr Harbison said the mooted changes were “a sideshow” distracting from much deeper structural problems Qantas faces as an international operator. “Getting out of international and having something which is much more virtual, like Virgin, is, like it or not, the only way to go for the long term because we just aren’t competitive - we cannot be competitive even by reducing costs.” Qantas is disadvantaged by being an end-of-the-line operator rather than based in a hub like its competitors, Mr Harbison said, meaning that on any stopover there are 40 competing airlines offering a better product. “That’s why Virgin has developed pretty much the ideal model: it’s a virtual international carrier and a good domestic carrier. “That’s what Qantas should be focusing on here, but it can’t.” Another aviation analyst, who asked not to be named, said the best outcome would the removal of the Qantas Sales Act in its entirety to allow Qantas to attract capital and cut costs. “There are restrictions around having to retain a certain amount of maintenance in Australia,” the analyst said. “That’s not to say (Qantas) would definitely look to move some of those facilities but a lot of carriers do have their

Russian President Vladimir Putin has told troops to return to their permanent bases after calling a snap drill to check their battle-readiness last week. “The commander-in-chief President Vladimir Putin gave the order to the troops and units taking part in military exercises to return to their permanent bases,” Putin’s spokesman Dmitry Peskov told Russian news agencies yesterday. A US-led resolution calling for an international probe into allegations that 40,000 civilians were killed at the end of Sri Lanka’s separatist war has been filed with the UN’s top rights body. In a draft resolution posted on the Human Rights Commission’s website yesterday, the United States endorses UN human rights chief Navi Pillay’s recommendation for an external investigation into alleged war crimes in the final stages of Sri Lanka’s Tamil civil war in May 2009. The draft welcomed Pillay’s recommendation following her visit to Sri Lanka in August that there should be an “independent and credible investigation in the absence of a credible national process with tangible results”. International rights groups as well as UN experts have said there are “credible allegations” that up to 40,000 Tamil civilians were killed after government forces had ordered them into a no-fire zone. - AFP

OUR VIEW

World holds its breath Coen Lammers EDITOR

T

he world is holding its breath as the disturbing events in Crimea unfold at a rapid pace. Ukraine may be a world away from Ashburton, but the invasion of the Crimean peninsula by Russian troops has the potential to have global fall-out. Aside from the sizeable Ukrainian and Russian community in Mid Canterbury who are personally affected, any armed conflict could drag in New Zealand, physically or economically. Russian president Vladimir Putin has used the political instability in Ukraine to seize control of the former Soviet Black Sea port of Sevastopol, under the pretence of protecting the local Russian population. In reality, Mr Putin wants to put a stop to the pro-European movement taking power in the Ukraine after pro-Russian president Viktor Yanukovych was deposed. Yesterday, Ukrainian troops and ships in Crimea were still resisting demands from the far superior Russian forces to surrender their weapons. Hopefully by the time you read this, the stand-off will not have escalated into armed combat. The world community has responded furiously, with US Secretary of State John Kerry, comparing the actions with 19th century imperialism as the Russians trample all over Ukrainian sovereignty. The New Zealand Government has also made its disapproval known by pulling out of the free trade negotiations in Moscow and demanding an explanation from the Russian ambassador. But like other foreign leaders, Prime Minister John Key will be wondering how to get through to Mr Putin and stop this invasion. US President Barack Obama is considering economic sanctions, but any genuine international response through the United Nations will be blocked by the Russian veto. Sadly, Mr Putin is unlikely to take much notice of these threats, and like all international aggressors before him, only takes notice of actual force. The US and Europe are extremely reluctant to risk an armed confrontation with Russia, so despite all the rhetoric, it looks like the Ukrainians are on their own.

FROM YOUR COUNCIL

O

ur local roads continue to be top of mind for the council. Last week in budget workshops instead of reducing next year’s predicted overall average rate increase of 7.4 per cent, councillors instead agreed that our Draft Annual Plan should propose that increase, including in it, an additional one-off spend of $1m on our roads. Our local roading network excludes state highways managed by the Government through the New Zealand Transport Agency (NZTA). Our local network, managed by Ashburton District Council (ADC) is the fourth largest in New Zealand. At 2656 kilometres (kms) only Auckland with 7500kms, Southland with 5000kms and Clutha with 2800kms are bigger. We have 1490kms of sealed roads and 1166kms of unsealed/gravel roads. We also maintain 224kms of sealed footpaths, 3090 street lights and 9172 signs. This year the council is spending $11.25 million on the roading network - $5.5m budgeted for sealed roads, $1.85m for unsealed roads and the remaining $3.9m will be spent on bridge replacement and repairs, drainage, signs, road marking and winter maintenance works such as snow clearing, ice gritting, and slip clearing. We calculate that 158 million kms are travelled on our local sealed roads each year. That is 91 per cent of the total vehicle kms travelled in the district. Only 9 per cent or 15.4 million vehicle kms a year are travelled on our unsealed roads, where maintenance expenditure at $0.12/vehicle kms travelled (VKT) is three times the amount expended per VKT on our sealed roads. Each year we undertake a limited amount of sealed road resurfacing to ensure that the surface of the road provides waterproofing for the underlying road structure and to provide a surface that is smooth and safe to ride on.

Today’s online poll question Q: Do you think more dog breeds should be banned in New Zealand?

CONTACTS Our local network, managed by Ashburton District Council is the fourth largest in New Zealand.

Both the sealed and unsealed network are assessed and where we find examples of roads failing due to structural deficiencies we rebuilt or strengthen the road so it will theoretically be able to support the forecasted traffic load throughout its 25 to 30 year design life. Roads for these works are chosen and placed into a forward works programme by examining the following items: ■ Annual road condition surveys over a 10 per cent sample of the network ■ Annual roughness driveovers of the network ■ Network traffic counts ■ Actual maintenance costs that have been recorded for sections of the network ■ Customer road requests or complaints ■ Staff, consultant and contractor generated reports on the state of the roads within the network. Our unsealed road maintenance work is currently contracted to Fulton Hogan Ltd (FH) who work with the following resources: ■ Two full-time graders and one part-time grader. They use a north/south district split, working to a set programme based on an agreed number of grades per annum per road. Inspection reports of condition are carried out for each road and are recorded and returned to FH/ADC for analysis to improve requirements where necessary.

■ Three single man repair crews. They work on a daily quartile rota to set routes where there have been historical problems. Crews carry out pothole repairs, small dig-outs, sign repairs, seal edge break repairs and painting as required. Crews report back any identified more major issues to FH for programming of major repairs or for ADC to programme into the future workload. ■ Additional construction crews are brought in as required for major repairs. Crews can be added when required but cost restrictions limit the frequency of additional resource allocation. ■ FH sub-contract winter maintenance activities to Rural Transport and Philip Wareing Ltd for grit spreading and snow clearance. This does not affect FH base resources unless snow is on the ground and no work can be carried out. ■ Using the quartile rota system for the repair crews lessens the cost of moving resources reactively all over the district when complaints are first made about a road’s condition (unless there is a significant safety issue). The work is programmed into the crew’s daily programme on a category basis set by the FH supervisor. FH carry out ongoing inspections as part of their daily work.

Other major road work required on an annual basis is undertaken by separate contracts, which are regularly tendered (annual resurfacing, strengthening work, drainage improvements, bridge replacement etc.). Companies like Ashburton Contracting Limited (ACL) have been successful in gaining significant parts of this work. As a council-owned company, ACL’s performance is closely securitised and subject to formal reporting obligations. Our contracts set out the work and the standard of quality we require. We will of course have occasions when some work doesn’t come up to scratch. If the contractor is at fault they are required to redo the work at their cost or the council can withhold a percentage of the agreed price. All contracts have a maintenance period of 52 weeks following completion of the initial work where any problems that are subsequently found have to be rectified by the contractor at their cost. The new council has been reviewing the way it maintains our local roads with the NZTA, consultants Opus (who helped us prepare the maintenance contract FH have) and our roading department staff. Getting a better result for work we call ‘dig-outs’ is a top priority for us at the moment. Andrew Dalziel is CEO, Ashburton District Council

Woosh Wireless Holdings, the local internet service provider, posted a loss in the 2013 financial year and will need more cash from its unprofitable Californian parent, Craig Wireless Systems, to meet future cashflow requirements. The Auckland-based company made a net loss of $2.59 million in the 12 months ended August 31, 2013, compared to a loss of $2.39 million in the 10 months ended August 31, 2012, according to financial statements lodged with the Companies Office. Woosh made an operating loss of $1.45 million on sales of $16.1 million. It held cash and equivalents of $448,000 as at August 31. The losses decreased Woosh’s cash resources and indicated a “material uncertainty that may cast doubt about the ability of the group to continue as a going concern,” according to a note to the accounts. Craig Wireless intends to provide additional support and won’t require repayment of almost $7 million in shareholder loans, it said. “Ongoing operation and cost improvement initiatives are underway to reduce operating losses,” the accounts said. “However, it is forecast that further cash injections will be required in order for future cash-flow requirements to be met.” The accounts were tagged by new auditor William Buck Christmas Gouwland over Woosh’s ability to continue as a going concern because of the

In brief Concerns over Ukraine Stocks on both sides of the Atlantic slumped amid increased concern about the growing crisis in Ukraine and the potential for war with Russia. Russia’s ruble sank to a record low, while the country’s key stock index plunged 11 per cent. Diplomatic efforts ramped up yesterday with UK Foreign Minister William Hague visiting Kiev, a day before US Secretary of State John Kerry is to arrive. In afternoon trading in New York, the Dow Jones Industrial Average dropped 1.28 per cent, the Standard & Poor’s 500 Index shed 0.99 per cent, while the Nasdaq Composite Index fell 1.23 per cent. Declines in shares of Visa, down 2.3 per cent, and those of 3M, down 1.9 per cent, led the Dow lower. All 30 members of the index were down. - APNZ

In receivership company’s losses and net liabilities of $2.44 million, though they didn’t qualify their opinion. Woosh and Craig Wireless president Gary Birkland said the parent company has “committed management resource and continue to financially support Woosh to ensure that it is able to fulfil its potential in the New Zealand wireless broadband market”. Craig Wireless bought 51 per cent of Woosh for US$5.5 million in 2011 in a deal to satisfy $20.6 million of debt owed to then-investor Kuwait Finance House. The following year it lifted its stake to 75 per cent with an equity injection of US$1 million. TSX-listed Craig Wireless has its own issues to continue as a going concern, with accounts for the three months ended November 30 showing the telecommunications company obtained a US$2 million loan from chief executive Boyd Craig and was holding “active negotiations with other potential sources of third party financing as required in the cash flow model.” - APNZ

Hundreds of Otago workers face an uncertain future after Southern Cross Forest Products Ltd was placed in receivership yesterday. The company is one of New Zealand’s largest processors and manufacturers of pine products, and has corporate headquarters in Dunedin. It owns sawmills and pine manufacturing sites in Mosgiel, Milburn, Milton, Balclutha and Thames. The majority of its 400 staff are in Otago. Brendon Gibson, of receiver KordaMentha, said there were no planned redundancies at this stage. Mr Gibson said the business would be advertised for sale as a going concern, and operations would continue as normal in the meantime. - ODT

Cheese leads charge New Zealand commodity prices rose to a record in February, as cheese prices surged to a six-year high. The ANZ Commodity Price Index advanced 0.9 per cent to 337.4 from January. The index is 22.4 per cent above February 2013. International prices for nine of New Zealand’s main commodities increased in the month, four fell and four were unchanged. Cheese led the gains, up 7 per cent from January, paced by butter lifting 6 per cent in the month. Casein rose 1 per cent to reach a five-year high, while log prices increased 2 per cent to a 20-year high, said ANZ. - APNZ

ew Zealand’s rural women know all about a good day’s baking, and they’re sharing their tips and favourite recipes in a cookbook this month. A Good Baking Day is the third in a series produced by Rural Women New Zealand, following A Good Spread and A Good Harvest. I talk to the group’s national president Wendy McGowan about the book and rural life.

The Ashburton Art Gallery has been a hub of activity over the past three weeks with several school groups visiting. Students from Tinwald, Hampstead, St Joseph’s, Borough and Hinds schools have been drawing themselves, their teachers and each other as they focus on identity through the art of portraiture, based around the gallery’s education-

al exhibition Who Am I? The gallery secured the public exhibition from the Dowse Art Museum in Lower Hutt and people have just a few days left to see it as it finishes on Sunday. Public programmes co-ordinator Simone Barnsdale said the exhibition was particularly aimed at children and their families. “It is all about looking at portraits and asking ‘who are

you?’ and ‘who am I?’ “There are many different kinds of portraits made for many different reasons and this exhibition demonstrates this to its audience by the diverse range of portraits from renowned artists,” Ms Barnsdale said. The exhibition linked closely with some of the objectives of the New Zealand curriculum including diversity, identity and the visual arts.

It offered the ideal opportunity for students to observe and examine subjects such as pose, expressions, backgrounds in individual portraits, group portraits, selfportraits and gaze. Students participated in fun interactive activities which included drawing their peers while they wore different facial masks, and their teachers posed for portraits whilst dressed in selection props.

■ RUGBY LEAGUE

In brief

Hurrell has work to do BY MICHAEL BROWN Konrad Hurrell has his sights set on playing for the Kiwis in this year’s Anzac test but his first goal will be to break back into the Warriors starting lineup. The blockbusting centre has been left out of the Warriors side for the season opener against the Eels in Sydney on Sunday. Carlos Tuimavave has instead been selected at right centre, with Dane Nielsen taking his regular spot at left centre after overcoming a niggling hip injury which saw him miss all three pre-season games and the Auckland Nines. Coach Matt Elliott is an avowed Tuimavave fan, and Hurrell’s defensive frailties have counted against him. On attack, Hurrell is one of the most devastating ball-runners in the game. He’s difficult to stop close to the line - his rate of 25 tries in 37 games is one of the best in the NRL - but he can also be exposed on defence and the right edge was a major issue last season. Hurrell also admitted the club weren’t impressed with him when he came back to preseason training overweight, but said he had shed the kilos and had a strong half against the Broncos in the final preseason hitout in Dunedin. “Carlos stole a march through the nines and trials,” Elliott said. “Against the Broncos, he put

two tries on for Glen [Fisiiahi] and scored one himself. Konnie did really well in the half he played. That was a really, really tough call but Carlos has had his nose in front the whole preseason. “Sometimes what you have to do is put yourself in the best position to compete for the spot. It’s highly competitive. “Jerome Ropati missed out, too, and he’s had a really good pre-season. Our centres are on notice.” Tuimavave played three games last season, spending most of the year with the Auckland Vulcans. He grew up playing fiveeighth but the Warriors are keen to turn him into a centre and, at 1.85m and 94kg, he has the physical attributes. It hasn’t always been an easy and happy transition and in his eight

NRL games since his debut in 2012 he’s played three at fullback, three at centre and twice come off the bench. Elliott has plumped for four debutants to face the Eels. Sam Tomkins, Chad Townsend and Jayson Bukuya were all expected to feature but less obvious was the choice of John Palavi as starting backrower. The 21-year-old was on the cusp of making his NRL debut in 2012 when he was 18th man for a game and is into his third full season with the first-grade squad. Ben Henry is still getting back to full fitness

after his serious knee injury last year and will play his first game when he turns out for the Vulcans this weekend. Captain Simon Mannering was an option in the middle of the park but Elliott said Palavi deserved his spot. “His performances in the trials demanded he be picked there,” he said. “His whole pre-season he’s brought a toughness I didn’t know he had in him. His teammates want him there. They believe he’s what we need in our team.” Manu Vatuvei missed all the pre-season games with injury but comes straight back into the side and Glen Fisiiahi has won the battle for the rightwing spot over the likes of David Fusitua and Ngani Laumape. Elliott has opted for a big bench, with Sione Lousi joining Jacob Lillyman, Suaia Matagi and Feleti Mateo. Townsend would play at dummy-half if Nathan Friend is injured, with Mateo or Tuimavave slotting into the halves. Warriors side to play Parramatta Eels at Pirtek Stadium, Parramatta, on Sunday (8.30pm): Sam Tomkins, Glen Fisiiahi, Dane Nielsen, Carlos Tuimavave, Manu Vatuvei, Chad Townsend, Shaun Johnson, Sam Rapira, Nathan Friend, Ben Matulino, Jayson Bukuya, Simon Mannering (c), John Palavi. Interchange: Jacob Lillyman, Suaia Matagi, Sione Lousi, Feleti Mateo. - APNZ

Konrad Hurrell: Defensive issues may have cost him his spot

Stats suggest Bulls should be easy meat BY PATRICK MCKENDRY “Not a lot of physical; a lot of mental”, was Blues coach Sir John Kirwan’s summary of how his team would prepare this week after a long trip from Auckland to Pretoria, and a glimpse at the Bulls’ performances ahead of their match at Loftus Versfeld should help with the latter. The men from the high veld have won this competition three times, including successive titles in 2009 and 2010, but this is not the Bulls of old, although in Victor Matfield they do have a blast from the past. Frans Ludecke’s team have won one match from three; the state of their season reflected

Ashburton Guardian 19

in the relief on their faces after their sole victory - 25-17 over the Lions at Fortress Loftus at the weekend. In seasons past a victory over a team welcomed back into the Super Rugby fold after a year’s hiatus would be expected as a matter of course. After successive losses to the Sharks and the Cheetahs, it was seen as a breakthrough. Morne Steyn, the first-five who would expect to kick everything in the opposition’s territory, including drop goals, has gone; his place swapped between Louis Fouche, Handre Pollard, and more recently, Jacques-Louis Potgieter. Potgieter is back at the Bulls after leaving in 2010, sick of

playing second fiddle to Steyn. He played 80 minutes against the Lions, scoring 20 points, and seems set for a long stint in the No10 jersey. Ludecke might have found the solution to one of his problems, but others remain. Tellingly, his team is the worst in the competition in several attacking categories, although the wet weather which seems to have followed them around will not have helped. They have made the fewest clean breaks, beaten the fewest defenders, made the fewest passes and scored the fewest tries (two). They also kick the ball away more than any other team - and this could hurt them severely

against the Blues, who have shown against the Highlanders and Crusaders that they can be devastating counter-attackers. The attacking merits of Charles Piutau, George Moala and Tevita Li have become obvious recently, with skipper Luke Braid, a loose forward, also becoming a force to be reckoned with. The Bulls have struggled to express themselves with the ball so far this season - a problem the Blues do not have. The contrast in styles - pragmatic rugby versus an entertaining game - will be fascinating and in truth both Ludecke and Kirwan would probably like to adopt some of their rivals’ qualities. - APNZ

Morgan Cowboys’ No.1 Utility Michael Morgan has been named at fullback for the North Queensland Cowboys’ NRL season opener against Canberra in Townsville on Saturday night. But Cowboys coach Paul Green will keep the Raiders guessing after also including No.1 option Zac Santo on an extended bench that won’t be finalised until later in the week. Once considered their halfback solution, Morgan is now in the fullback mix after North Queensland’s prized off-season recruit Lachlan Coote suffered a serious knee injury at the recent Auckland Nines. - AFP

Manly missing Williams Former NSW winger David Williams is out of Manly’s NRL season opener against Melbourne on Saturday after failing to recover from a knee injury. Williams sustained the injury during the Auckland Nines and it was initially feared he could be out for the season. However after it emerged the injury wasn’t as serious as first feared coach Geoff Toovey was hopeful Williams, who scored 20 tries last season, would be fit to face the Storm at Brookvale Oval. Cheyse Blair will instead make his club debut following an off-season switch from Parramatta. Peta Hiku is selected on the other wing due to Jorge Taufua’s shoulder injury with former South Sydney prop Josh Starling starting in the front-row alongside Brenton Lawrence. - AAP

Walker at five-eighth South Sydney coach Michael Maguire has named Dylan Walker at five-eighth for Thursday’s NRL season opener against Sydney Roosters. Walker is battling to be fit following an ankle injury sustained in the Charity Shield with John Sutton selected at lock. Dual international Lote Tuqiri will make his Souths debut on the wing with halfback Adam Reynolds passed fit to play following a knee problem. Walker is yet to play in the halves at NRL level having played most of his career in the centres, but has filled the role in the lower grades.- AAP

Key role for Hoffman Ousted from fullback by Ben Barba, Josh Hoffman has been given the key role of five-eighth for Brisbane in their NRL season opener against the Bulldogs. Coach Anthony Griffin yesterday named oncedisgruntled New Zealand Test fullback Hoffman in the halves alongside Ben Hunt for the Friday night clash at Sydney’s ANZ Stadium. Former Dally M Medallist Barba will run out against his former team at fullback but is set to rotate with Hoffman during the match. Griffin had considered using teenage playmaker Kodi Nikorima at pivot after his impressive Auckland Nines campaign but finally opted for Hoffman. - AAP

Test for talented filly Rock Diva will put forward her final case for a place in the Gr.1 Wellfield New Zealand Oaks when she steps up in grade at Ellerslie today. In similar fashion to her stablemate More Than Sacred, the lightly-tried filly will book a trip to Trentham provided she acquits herself well in the Gr.3 McKee Family Sunline Vase. More than Sacred won the Ellerslie event 12 months ago and then justified her late Oaks nomination with a memorable victory in the classic. The wellrelated Rock Diva is a half-sister to the dual Gr.1 Australian Derby-Oaks winner Shamrocker. - APNZ

Former Mid Cantabrian Andre Poutama, now of the North Island, has won the 2014 Australasian Young Drivers Championship in Australia this week. Ten drivers competed for the harness title, including two other New Zealanders - Samantha Ottley and Simon McMullan. Of the drivers in the competition, the one with the most points after 10 races - held in five meet-

ings over six days - took the title. The 22-year-old Poutama took the title with 89 points. He was 11 points clear of second place Australian Dylan Ford (78 points) and third place, Ottley (77 points). Poutama was born in the North Island but moved to Mid Canterbury when he was nine. He returned to the North Island after secondary school.

NBA superstar LeBron James has scored a career-high 61 points as he sparked the defending champions to a 124-107 win over the Charlotte Bobcats. James sank eight 3-pointers, hitting 22-of-33 shots from the field overall, and also grabbed seven rebounds and passed off five assists in the home game. “Once you get into a zone you feel like you’re hitting a golf ball into the ocean,” said James. As fans chanted “M-V-P”, the fourtime NBA Most Valuable Player broke the Heat’s single-game scoring record of 56 points set by Glen Rice in 1995. - AFP

Hutchinson lifts Boomerang Cup Chris Hutchinson led in a large group to claim victory and lift one of the oldest cups in the Tinwald Cycling Club’s cabinet, the 91-year-old Boomerang Cup on Sunday. The 50km handicap event in Hinds saw a number of groups come together inside the final 5km, with the majority of the field finishing inside 90 seconds. Hutchinson led out strongly

with only Matt Marshall and junior Joe Hutchinson able to go with him. Marshall held on gamely to secure second with Rachel Thow charging into third in a tight finish with fourth placed Dave Knight. Mid Canterbury Heartland rugby coach Glenn Moore continued his good season, finding the line solidly in fifth with rugby referee Kevin Opele

rounding out the top six. Michael Templeton recorded the fastest time riding the course in 72.46 minutes with co-markers Brad Hudson and Tony Ward setting the second and third best times. Earlier Abe O’Donnell had shown grit into the headwind finish to take the win in the 18km junior handicap. Caitlin Titheridge continues to impress with a top ride to claim

second and secure the fastest time. Bella Roulston dug deep to secure third with Bailey O’Donnell and Oliver Davidson filling the top five spots. Brian Ellis put his home town knowledge to good use leading in Janette Hooper to take victory in division 2. Next week the club will run their three stage mini tour at Wakanui, with the Open grade starting at midday.

Pardew sweats on FA headbutt ruling Newcastle manager Alan Pardew (right) is facing a nervous wait to discover what action the Football Association will take following his headbutt on an opposition player. The Magpies boss was involved in the nasty altercation when he clashed with Hull’s Da-

vid Meyler during his side’s 4-1 away win at the KC Stadium on Saturday. Pardew was fined STG100,000 ($A189,000) by Newcastle, who stopped short of sacking the fiery Englishman. FA chairman Greg Dyke said in the aftermath of the incident

There was a time when Western Force captain Matt Hodgson thought he would never get the chance to play a single game of Super Rugby. Nine years later, and with 99 Super caps to his name, Hodgson is still thanking his lucky stars as he prepares to become the first player to notch a ton of games for the Force. Hodgson suffered a serious knee injury while playing sevens rugby. Add in shoulder and ankle reconstructions, and a career at the elite level looked beyond him. But a dedicated rehab programme and a meeting with Force coach John Mitchell gave the young flanker his rugby break. - AAP

Scott eyes top spot Adam Scott could be less than a week away from supplanting Tiger Woods as the world’s top-ranked golfer. Scott will become No.1 if he wins this week’s WGC Cadillac Championship in Miami and Woods finishes outside the top seven. Woods, who has held the No.1 ranking for a record 673 weeks, is the defending champion and a seven-time winner of the Cadillac Championship. But he might not even tee off at the renovated Blue Monster course after withdrawing from the Honda Classic due to back spasms. - AAP

New era for All Whites The All Whites are heading into a new era as they eye World Cup qualification four years down the line but will take on an opposition tonight who are very much focused on the present. New Zealand play a strong Japan side heading into their final phase of preparations for the World Cup and will do it with a youthful side. Seven of the starting side have played just 24 internationals between them. It’s an exciting lineup, and one that is likely to be around for some time as the focus goes onto qualification for the 2018 World Cup in Russia, but they face a difficult assignment against Japan. - AFP

Eriksson hits back Former England manager SvenGoran Eriksson has denied Sol Campbell’s claim he would have been captain of the national side “for more than 10 years” had he been white. Campbell, one of the leading black English footballers of his generation, made the controversial allegations in a new biography. The 39-year-old former Tottenham Hotspur and Arsenal defender said: “I believe if I was white, I would have been England captain for more than 10 years - it’s as simple as that. I think the FA wished I was white.” - AFP

YOUR STARS by Forecasters

ARIES (MAR 21 – APR 20) Home and family matters along with a professionally focused day demand attention, it’s up to you to balance the two. TAURUS (APR 20 – MAY 21) Jupiter’s last full day in retrograde motion in your communication sector gives your relationships a chance to find their voice. GEMINI (MAY 21 – JUNE 22) There is a lot of focus on money matters today and while there shouldn’t be too much financial tension, there’s enough to keep you on your toes. CANCER (JUNE 22 – JULY 24) A day for looking back to identify your personal needs is also a day for looking to the future when it comes to identifying your relationship needs. LEO (JULY 24 – AUG 23) Venus’ last day in your work sector is a chance to cement desires and expectations that will define your reality for months or years to come. VIRGO (AUG 23 – SEP 23) While you may be juggling many balls today, the stars want you to make both social matters and matters of the heart a priority. The rest can wait. LIBRA (SEP 23 – OCT 23) Today you’re likely to be facing work/life balance dilemmas rather than challenges or issues, with ways to combine the two. SCORPIO (OCT 23 – NOV 24) Don your Teflon suit before leaving the house today. Let tensions wash over you, heeding any messages and don’t sweat the small stuff. SAGITTARIUS (NOV 24 – DEC 21) The money gods can’t agree whether you should look back at old financial matters or forward to new income matters, but they agree money should be a focus. CAPRICORN (DEC 21 – JAN 20) This is a day for keeping an eye on the rear view mirror and another on the road ahead, aware of where you’re going. AQUARIUS (JAN 20 – FEB 19) Take a wait and see approach to work matters today, with as much focus on the rear view mirror as possible. Be grateful for anything stalled or stuck. PISCES (FEB 19 – MAR 20) This is a day for putting reality aside, instead buying into a sense of romantic nostalgia and the social and serendipitous forces in play today.

In at the deep end Mid Canterbury’s up-andcoming swimming stocks went head-to-head all under one roof at the Ashburton County Swimming Sports yesterday. Allenton School’s Jack Gibson, 10, was one of almost 180 pupils who descended on the Ashbur-

ton Community Pool, putting his skills to the test against youngsters who had shone at their own schools’ swimming sports in previous weeks. Jack was competing in the freestyle relay, with others going on to swim in butterfly, backstroke and

breaststroke events, all vying for a place in the regional champs. Mid Canterbury primary sports co-ordinator Ray King said he was impressed with the support shown as parents and teachers lined the pool’s edge. The district’s top swimmers

are expected to compete at the Canterbury Primary Schools’ Swimming Championships to be held at the Selwyn Aquatic Centre for the first time on April 10, while the intermediate schools’ regional champs will be on April 15. PHOTO DONNA WYLIE 040314-DW-122

■ CRICKET

Retirement stuns cricket world BY ROB FORSAITH From the moment he shone a spotlight on Australia’s incessant sledging 12 years ago, Graeme Smith has done things with a sense of confidence and defiance in terms of what was the natural order. To the benefit of South Africa’s all-conquering cricket side, now searching for a new captain after Smith’s shock retirement after day three of the Test series decider in Cape Town, they’ve followed and it’s worked incredibly well. English captains came and went during Australia’s recent

decline, but Smith has been a near-constant concern for the side over the past 10 years. No longer. “This has been the most difficult decision I have ever had to make in my life,” Smith said in a statement after informing team-mates of his unexpected decision. Smith is playing his 117th and final Test at Newlands, the same venue where he made his Test debut in 2002 at age 21. An infamous interview with a local magazine followed, which did away with the ‘what happens on the field, stay’s on the field’ mantra. Smith explained how

Matthew Hayden “stood on the crease for about two minutes telling me that I wasn’t f****** good enough”, how Brett Lee vowed to “f****** kill” him and Shane Warne repeatedly swore at him. It didn’t wash with anyone in the Australian team, and would come to define his unyielding approach to the two sides’ oft-heated rivalry. Smith was appointed captain the following year, a title he would hold for 109 Tests to be the game’s longest-serving skipper. There were plenty of battles with Ricky Ponting and Michael Clarke to follow, and he got the better of many.

Graeme Smith: Time to go

The 33-year-old was a nononsense operator who typified South Africa’s success - not one of his 27 Test centuries came in a loss. Smith set an incredible standard over the past five years. The No.1 spot on the ICC’s

Test rankings has not been up for grabs since August, 2012 and it will remain that way even if Australia win the ongoing clash in Cape Town. He lifted the Proteas to a landmark Test series win over Australia in 2008-09, the nation’s first home series loss in almost two decades, and famously came out to bat with a hand broken by a Mitchell Johnson screamer. AB de Villiers is the Test side’s vice-captain and most obvious successor, although Faf du Plessis is skipper of the national T20 team and his leadership is highly rated by Cricket South Africa. - AAP
