Ashburton Mayor Donna Favel is backing an investigation into reviving passenger rail services south of Christchurch. The Canterbury Mayoral Forum has instigated a project to look at the potential for a rail service. The region’s mayors, including Favel, will discuss it later this year. Favel said she supported the opportunity to consider passenger services south of Christchurch. Additional information would be needed though before she and the Ashburton District Council made an official decision to support such a service, or not. The mayoral forum received $50,000 from the previous Government’s Regional Growth Programme to develop a preliminary business case and investigate the potential for a passenger rail service between Christchurch and Invercargill. liminary business case, the first stage of which was finished in December last year. The second is due to be completed in the next few months. Mayoral Fund principal advisor David Bromell said commercial sensitivities meant some of the information could not be shared, but non-sensitive sections would be available to the wider public after the mayoral forum had had the opportunity to engage in detail with KiwiRail. He said the business case would take into account whether there was an evidence-based market demand from a range of potential user groups and if there was, what their requirements might be. Requirements included stations that might be served, likely operator and timetable, price and ride quality, along with the associated need for infrastructure and rolling stock.
