GPs flat out with sick kids

Mid Canterbury GPs are struggling to cope with a dramatic increase in doctors’ visits from children aged six to 13-yearsold.

Ashburton GP spokesperson Mick Tarry said there had been approximately a 20 per cent increase in presentations of under-13s since doctors’ visits became free in July of last year.

Locally, there had also been a 30 per cent increase in after-hours visits, and that was of concern due to mounting costs, he said.

“After-hours costs are a worry as the scheme is cost neutral when seen at after-hours clinics, but the funding is insufficient to cover individual call-outs outside of clinic times,” Dr Tarry said.

The cost neutral nature of the scheme meant there was no future proofing and

the level of funding for the free GP visits was not guaranteed to match the rate of increasing costs.

Previously, Dr Gayle O’Duffy of Methven said the scheme would need to run for a year before it would be known whether funding was adequate.

Official welcome for 2016 students

New students and staff at Ashburton College were welcomed during the school’s annual powhiri yesterday morning.

Speeches were made by principal Grant McMillan and head of Maori Tipene Philip and several waiata were sung by new and existing college members.

Mr McMillan addressed the crowd by saying the powhiri is a very special way of welcoming new people to

the school. “We’re just really excited about the new year.”

It will be a busy, active and fun time, he said.

A total of 240 new students and five new staff members were welcomed during the ceremony, which was held on the College Field.

Students’ first day back at school were staggered throughout the week with Year 9 students starting on Tuesday, Year 10 and 11 on Wednesday and Year 12 and 13 yesterday.

Hinds plains plan accepted

From P1 A spokesperson for Pegasus Health, the Primary Health Organisation that looks after the Methven Medical Centre, said the practice had seen a “significant” increase in presentations of six to 13-year-olds.

While this was consistent with other Pegasus practices in Canterbury, it was believed the increase was also partly due to Methven’s growing population.

The Rural Canterbury PHO, which looks after Mid Canterbury’s other seven practices did not respond to queries before deadline yesterday.

However, unlike other areas of New Zealand, even though patient visits are on the increase no local GPs have indicated they would opt out of the scheme, although some do support a partial charge.

After months of discussion Environment Canterbury has accepted recommendations which will affect the way landowners’ farm in the Hinds Plains catchment.

Nutrient losses, minimum flows and water discharges are all on the agenda for change.

“The package developed by the Ashburton Zone Committee was used to develop Plan Change 2 for RMA (Resource Management Act) purposes,” Commissioner Peter Skelton said.

“It makes provisions to deal with the significant over allocation to deal with nutrients and in particular nitrogen losses in that area, which have to be addressed in line with the national policy on Fresh Water Management.

“There are also some provisions related to ground water shortages.”

The recommendations include

KEY FEATURES OF PLAN CHANGE ■ Restrictions on further land use intensification until nitrate levels are at or below an average annual groundwater concentration of 6.9mg/l.

■ Properties will still be able to develop under the RDR discharge permit until it expires in 2019.

■ Rules will affect the future growth of the Barrhill-Chertsey Irrigation scheme in this area.

■ Good management practice is required of all farming activities.

■ Land users are permitted to increase nitrogen losses up to 15 kilograms per hectare per year without requir-

ing consent.

■ Properties exceeding 20kg/ha of nitrogen per year will be required to progressively reduce their discharge beyond Good Management Practice levels by: 15% by 2025, 25% by 2030, 36% by 2035 - but will not be required to reduce nitrogen losses below 20kg/ha per year.

■ Switching of surface water takes and hydraulically connected groundwater takes to deep groundwater is enabled. No overall increases in takes will be allowed and water surrendered must be left in the river.

interim references to minimum flows for the Hinds drains, which will ultimately be dealt with by the outcome of the Hinds Drains Working Party’s deliberations, Professor Skelton said.

The Hinds Plains area contains some of the most productive land

in the country, however water resources are now under stress and already high nitrogen levels are increasing. Waterways regularly dry up in summer and aquifer levels are dropping.

Over time this has impacted on the environment, and on domestic

and stock water supplies.

The challenge for the zone committee and ECan has been to identify ways to reduce nutrient discharge and increase water in the system with minimum impact on agriculture and the economy.

“The community and the Ashburton Zone Committee have been at the forefront of finding ways to these trends around,” Professor Skelton said.

The plan change sets limits, targets, timeframes and additional policies and rules on water quality in the Hinds catchment to address the challenges.

The council’s decisions will be notified on February 13.

“People will have the opportunity to read through the decision very carefully, there will be a series of public meetings to look at the meaning and implications of these decisions over the next three weeks,” Professor Skelton said.

Farm staff first to feel impact of cuts

Freefalling dairy prices might be hurting dairy farmers and sharemilkers, but it’s their staff who are likely to be the first to feel the real impact of a cash-strapped sector And no one knows that better than Ashburton’s Presbyterian Support manager Jackie Girvan.

If costs have to be cut, farm staff numbers are often cut and for many, losing their job also means losing their home, Mrs Girvan said.

The combination of Fonterra’s lower than predicted end of season payout and on-going falling dairy prices on the global market will see farmers looking at all options, she said.

Already she’s seeing signs that the there could be individuals and families who are looking at a bleak future as their on-farm employment contracts are terminated.

“We’ve already had one, someone who was made redundant.

We’ve had one and I believe we’ll see more,” Mrs Girvan said.

For many farm employees, a

home was part of their salary package so they had the double whammy of losing a job and a home in one go, she said.

“The big thing for these people will be finding them rentals in town. Renting is fine when you’re in the system but they will have to find a bond from scratch, to come up with $2000 overnight.”

The number of farm staff look-

ing for homes and jobs will increase, she believes, as farmers look at all options for cutting costs.

“People will have to be looking at ways to save money and unfortunately in some cases that may well be making staff redundant.

I’m anticipating we’ll see more in here and we’ll just have to deal with these cases one by one.”

Search mission for boatie A search and rescue operation was initiated after a man was reported missing from the Rakaia River, Mount Hutt, in the early hours of Thursday morning.

Senior Sergeant Scott Banfield, of Ashburton, said the man was reported missing by family members at 1am after failing to return from a fishing trip in his jet boat.

The man was spotted by the Westpac Rescue Helicopter at about 6.30am in his boat.

He was safe and uninjured but had been unable to return home due to the boat getting stuck after suffering mechanical problems, he said.

Search and rescue, police, friends and family had searched for the man overnight and the helicopter was deployed at first light.

The man’s family had been worried about him because of health problems, Senior Sergeant Banfield said.

Having been part of the scheme since its inception now Dr Cox said she now favoured a small partcharge.

While supportive of the scheme Dr Tarry agreed it was not without its issues.

As Mid Canterbury was relatively “under GP’d”, it could be more difficult for families for whom English was not a first language to access a GP. “[They] can be squashed out of limited appointment availability because they were less assertive in getting an appointment for their child with their practice.” he said.

The increase in patients seeing GPs also has a flow-on effect for pharmacies, said the operator of Ashburton’s after hours pharmacy Steve Wise.

“And I think that’s great because it means when people come to the pharmacy at the weekend and they’ve got a child who is unwell or who we think we may not be able to help appropriately, we know we can refer them to the doctor without a cost barrier.”

Students put to work raising funds Ashburton Borough School Year 7 and 8 students spent a hot day yesterday at a Lismore farm stacking pea straw to raise funds for their home and school committee. A total of 1500 bales were stacked and transported into Ashburton with the help of parents.

Unexplained death inquiry continues Investigations are continuing into the unexplained death of a woman in Wellington, who has been named as Rosemary Dey. Ms Dey, 31, was found dead by police in her Constable Street home in Newtown on Tuesday night, after worried friends contacted them concerned about her

whereabouts. Wellington Area CIB’s Detective Senior Sergeant Warwick McKee yesterday confirmed the woman’s name, but said her death was still unexplained.

“A post-mortem was carried out today and the results at this time are inconclusive. Further analysis will be undertaken.

“At this stage the death still remains as unexplained.”

Mr McKee said the woman’s family and friends were being supported.

Police had to climb scaffolding at the back of the woman’s flat to enter the building after she did not answer the door.

All parties sign agreement

By Sophie Ryan The Trans-Pacific Partnership was signed yesterday by the 12 countries involved to applause from delegates at SkyCity’s Convention Centre.

The trade deal, the biggest to be signed in 20 years, was many years in process, and a number of countries paid tribute to New Zealand’s role from the early days of discussions through to the final role as host country.

Trade Minister Todd McClay played a key role in the day’s proceedings. When he spoke on behalf of the 12 ministers pre-

sent to recognise the moment of signing he said it “represented an historic achievement”.

Now that the 12 signatures have been placed on the trade deal, the countries must go through their individual domestic processes to ratify the deal.

The countries have two years to do this before the deal falls over.

Trade Representative for the United States Mike Froman said he was confident the TPP could be ratified, despite some early concerns about it passing in Congress.

After the formal signing, Prime Minister John Key said Froman

had not given him any indication that the deal might not make it through the American Congress.

When posed a question on the impact the deal would have on Maori affairs and other indigenous cultures of countries involved, McClay said the Treaty of Waitangi commitments would be upheld in the deal.

He said the trade deal would help Maori business prosper and expand.

“My advice and my opinion is that the TPP will do nothing but benefit all New Zealanders,” he said.

Canada’s Minister of Inter-

national Trade, Chrystia Freeland, said its First Nation people would be consulted before a vote is taken on whether the TPP would be passed into legislation.

McClay said he would only look at appointing a secreteriat for the deal once it had been ratified.

He said the fact that a number of other countries wanted to be part of the TPP confirmed what a good deal it was.

Australian Minister for Trade and Investment Andrew Robb said the TPP was a pathway to an Asia-Pacific free-trade agreement.

Cultural diversity ‘great for school, community’ These days its nothing unusual for Ashburton College principal Grant McMillan to hear students using several different languages to converse in the school grounds.

While it hasn’t always been the case, the college has evolved from its predominately European roots, to become a melting pot of cultures.

This diversity adds depth, interest and “real dynamism” in the classroom and to the school as a whole, Mr McMillan said.

From his perspective, this century’s multi-cultural school environments are laying down foundations for acceptance and understanding which will bode well for the future of the wider community.

“Every different culture has a slightly different way of seeing the world and different ways of thinking,” Mr McMillan said.

“Having those difference inside a learning organisation is amazing - it’s something which benefits everybody, our staff, and other students, especially those whose exposure to other cultures has been more limited.

Man seriously injured A Mid Canterbury man, aged in his 50s, was airlifted to Christchurch Hospital with serious injuries after a mechanical accident involving a car he was working on at 3.50pm on Wednesday. A St John spokesperson said the man was injured at a private residence on Ealing Montalto Road. A St John ambulance and the Westpac Rescue Helicopter were both sent to the incident.

Contractor dies in fall An electrical contractor has died at an egg farm in Masterton. It is believed he was working on the roof of Henergy Eggs when he fell.

Staff administered CPR to the worker, who was transferred to Wairarapa Hospital by ambulance, but he was pronounced dead at the hospital.

Over the past six months, the Ashburton District Council was forced to write off more than $27,000 worth of unpaid parking fines.

During that period the council was forced to send $99,672 worth of unpaid fines to the Ministry of Justice for collection through the court system. Of this, $72,505 was recovered and paid to the council.

August and September had the two highest outstanding totals for the period, more than $20,000 each. Just half of the money that was due in unpaid infringement notices was recovered in August.

The council does not impose a penalty on late payment of infringement notices, instead, they send the notices to the Ministry of Justice for collection.

Muhammad Rizalman has been sentenced to nine months’ home detention for indecently assaulting Wellington woman Tania Billingsley. The Crown accepted he was eligible for home detention.

The defence, meanwhile, says Rizalman is sorry and has written a letter of apology and offered to pay reparation. It also argued he deserved a sentence less severe than home detention. It had previously indicated it would apply for a discharge without conviction but no application was made yesterday and Rizalman was also convicted and given a three-strikes warning.

Tramper rescued A German tramper with a broken leg was airlifted from the Greenstone track near Queenstown on Wednesday. Sergeant Keith Newell, of Queenstown, said the 26-year-old tourist tripped and broke the tibia and fibula of one leg near the Rats Nest Hut, about 20km southwest of Glenorchy. The man managed to walk another 200m before realising he could not go on.

The injured tramper was flown by helicopter to Lakes District Hospital in Frankton.

Arrests for murder More arrests have been made in relation to the murder of Lee Rata on New Year’s Eve in Kaitaia.

Mr Rata, 35, was severely beaten on Bonnett Rd in Kaitaia on New Year’s Eve while a wedding party was taking place at a nearby home.

A passer-by found him and he died the following day in hospital.

Police had already charged a man with murder and yesterday arrested three men and a woman after raids on gang homes in Moerewa.

Jobless total may be down, but vacancies up

The low level of unemployment the Ashburton District was highlighted by an increase in job vacancies in January, with 80 coming on-stream in just one week late in the month.

Work and Income media spokesperson Amanda Cook said she anticipated the growth in job numbers would continue as opportunities arose for seasonal work over the harvest period.

Vacancies likely to come forward were, among others, for drivers, packers, cold store and dispatch workers.

“The Mid Canterbury agricultural sector is complemented by a significant processing sector and these industries are growing features of the expanding local economy with food processing and engineering being key sectors.

“There are also a large number of seed companies with job vacancies in the district with

seed cleaning, packing and distribution facilities,” she said.

One of the district’s larger employers, Silver Fern Farms worked hand-in-hand with Work and Income to secure staff and dairy farms traditionally started recruiting for staff in April for the new season starting June, Ms Cook said.

“A recent programme to train Work and Income clients for the dairy industry was successful with four Ashburton people securing jobs.”

Seasonal work would also start filtering through for lifting and packaging work with bulb growers, and this would create additional jobs from May to August.

The aged care sector was another area where there were often vacancies along with some of the district’s larger retail outlets, she said.

With just 317 registered job seekers on its books in Ashburton, Ms Cook said people looking to gain employment had good opportunities to do so.

New court ‘an awesome asset’

A speech, a song and a miniwheels session were features in Chertsey School’s official opening of their new basketball court on Wednesday.

A dozen parents and community members as well as the entire school gathered beside the new court at 10am for the ceremony.

Principal Sean Wansbrough said the court was remade with donations from their home and school committee for the reseal, the Fonterra Grass Roots Fund

for the basketball and netball hoops, the Ashburton District Council communities grant for the marking and the school board for the rest.

Their old court had no basketball markings, the nets were broken and the surface was not ideal so it is great for the children and the community to have the new area, he said.

“It’s an awesome asset for Chertsey.”

Everyone in the community is encouraged to make use of the court outside of school time, Mr Wansbrough said.

It will also benefit the school’s mini-ball teams.

Work started on the new court in June last year and was completed a few weeks ago.

The ceremony included a speech from Mr Wansbrough and a song from the students.

Representatives from the home and school committee, the Ashburton Communities Grants Trust and the board were present.

Following the opening children were invited to test out the surface with scooters and bikes in a mini-wheels session.

Timaru woman Lisa Blaikie’s murderer denied parole The man who is behind bars for the murder of Timaru woman Lisa Blaikie has been denied parole.

A decision revealed yesterday showed the New Zealand Parole Board had made the decision to

keep Timothy Taylor behind bars till at least December.

It’s the second time he’s been denied parole in the past year, having been last seen by the board on February 5, 2015. Taylor was serving a life sentence,

handed down to him in 2002 for the murder of the Timaru woman.

His conviction was upheld by the Court of Appeal in May 2005.

In the latest report outlining its decision the board indicated Taylor was still at high-risk of re-

offending.

“He is described in the psychologist’s report as being of high risk of general offending involving criminal attitudes, violence, substance abuse and gang relationships.

“[He] has a very significant way to go before he could be eligible for release.”

The board indicated Taylor would next be up for parole in December this year.

Starvation case shocks SPCA

Haggis on menu to celebrate Scottish poet

Scotland’s national poet Robert Burns will be remembered during a traditional dinner in Ashburton on Sunday.

The Ashburton County Scottish Society’s annual Burns Celebration will be held at the Ashburton Seniors Centre at 6pm.

Ashburton County Scottish Society chief Ken McKenzie said he expected more than 100 people to join in the festivities, which includes bagpipes, a traditional meal, humourous poetry and highland dancing.

Every year more and more people go to the event because the programme keeps getting better and more people are looking back to their heritage, he said.

Some highlights of the evening will be the piping of the haggis and the address to the haggis.

“It’s quite a ceremony,” Mr McKenzie said.

The haggis is sourced from a butcher in Dunedin who specialises in the Scottish delicacy.

Members of the Timaru and Waimate Scottish societies have also been invited.

There are still a few tickets left and can be purchased by calling 308-6322, 308-3077 or 308-7818.

An Auckland man has been sentenced to four months’ jail after he nearly starved his dog to death in a case that has shocked SPCA. Terepai Noel Teremoana was found guilty of reckless ill-treatment of an animal following a tipoff about a malnourished dog.

The dog, Ben, was hours away from death and in such an emaciated state the animal inspector who rescued him described him as a “skeleton covered with fur”.

Though Ben put on weight at the SPCA compound, the trauma of abuse he suffered at the hands of Teremoana meant he developed serious psychological problems and was too dangerous to rehome. He was put down.

SPCA Auckland chief executive Andrea Midgen said this was a disgusting case of animal cruelty and Ben’s owner deserved to have the book thrown at him.

The dog also suffered from infected pressure sores on his rump and an inch-long tail wound.

He was infested with fleas and worms.

The vet who treated the dog stated that in 24 years of practice Ben was the most emaciated dog she had ever seen.

PM refuses to be gagged at marae Prime Minister John Key says the organisation at Te Tii marae is “Mickey Mouse” and he won’t go there today if he is under a new gagging order.

He has now been told he could not discuss politics in the whare and that the best place to talk about political issues would be in Hone Harawira’s tent.

“I am not going there with a gagging order and I am not going there if I can’t speak on the marae,” he told reporters after yesterday’s TPP signing.

“It’s a little bit frustrating because it’s all Mickey Mouse if you

ask me but the Mickey Mouseness of it is sitting on their side, I’m sorry.”

Mr Key said the new conditions arrived in a letter to his office Wednesday night.

That followed an earlier invitation from the marae trustees which said he could speak on the same conditions as he had before – inside the whare and without restrictions on what he talked about.

He had got his staff to contact the marae to double check that those were the conditions and they had been assured they were.

Thanks to the Advance Ashburton Community Foundation, 22 young people from the Ashburton District have been given a financial handup for their academic year.

This year there were 70 applicants, the highest number since the foundation’s scholarship programme began and for the first time the timetable for awarding of scholarships was split.

Application, interview and the decision-making process of health science and Smyth scholarships were undertaken between November and January (when students of these disciplines were most likely to be home in the district), and the Jaycee Industry Training and Outward Bound Scholarships being advertised, and awarded in February and March.

On Wednesday night, as well as awards funded by the Johnston Brothers, United Friendly Society, Smyth and Woods Funds, and the Advance Ashburton Community Foundation general fund, a new scholarship for an agriculture, aquaculture or horticulture

student was awarded, along with an additional health science scholarship from the Tinwald Club Trust Fund.

As it was every year, the process of awarding scholarships was very challenging, Advance Ashburton Community foundation trustee Mary Ross said.

Applications are reviewed by all members of the grants committee, following which a short list is compiled for interviews.

Following an interview, applicants are considered against a matrix of characteristics, including life experience, educational achievements and community involvement.

Referees’ opinions are sought and the finalists’ names submitted to the full board of Advance Ashburton for approval.

“The calibre of applicants was yet again very high; Ashburton can be very proud of the young people of the district.

“Advance Ashburton would love to be able to award each applicant, but obviously that is not possible,” Mrs Ross said.

Bring on a rail yard relocation Sue Newman

O

n the global scale it’s a minor nuisance, a minor event, but to anyone trying to get across Ashburton when the clock’s ticking, a shunting train becomes a problem of giant proportions.

Traffic becomes log-jammed, patience becomes stretched to the limit, but the train driver and his signal moving mate are clearly oblivious to the angst their snail-pace actions are creating among the motoring public. It’s not their fault.

They’re just doing their job.

If there’s a fault, it goes back to the town planners of the past, the men (and back then they were only men) who decided the perfect place for the main trunk line was through the centre of town.

In the horse and cart days it made sense to have what was then the transportation hub carving the business sector in two. Today it makes no sense at all.

And yet, relocating those rail lines or coming up with a solution that ensures traffic flows at the same time as trains do their business, has always been in the too hard and too expensive basket.

Over the years ideas have been floated, plans drawn up, but each time they’ve failed to gain traction – we’ve had underpasses, over-passes and relocations, but it’s the latest plan that had the most going for it.

Practically, relocating the rail line would never be a goer, but the Ashburton District Council’s plan to relocate the shunting yard to minimise the disruption that comes with trains shunting through town was a winner.

It wanted through trains to use the tracks, but for shunting to become an activity that only occurred on a rail siding at the Ashburton Business Park.

When it was first floated, the idea received solid public support and it also won the heart of KiwiRail. What it didn’t do was come with any accompanying funding.

And that meant it’s been put to one side until there’s either sufficient demand from the business park for a rail loading area or someone came up with the cash.

Neither of those has happened, but the relentless buildup traffic in Ashburton should see this relocation become a priority project that stands on its own merits on the grounds of road safety.

Or maybe, in those service industries, we should be taking a leaf from Uncle Sam’s book.

From KFC to the Cheesecake Factory, airport transfers to limo rides to restaurants and everything in between, the service we received in the US was brilliant.

Because they knew if it wasn’t then they would feel it in the pocket.

The tipping system is superb in my opinion and they still love it over there too.

According to a recent poll of

3000 North Americans conducted by Horizon Media, fully 81 per cent of restaurant-going adults support tipping.

The study comes on the heels of an anti-gratuity movement that aims to cease tipping in order to raise wages for service industry employees, increasing job stability and minimising employee turnover.

Opinions on tipping differ significantly by age. While a full 29 per cent of 18-to-34s believe that tipping is an outdated practice, only 13 per cent of 50-to-64s feel the same way.

don’t know about you but I get a little hot under the collar with bad manners.

We were always taught that it doesn’t hurt to say “please” and “thank you”, but when you go to some businesses in this town, you have got two shows of getting either. Especially, but not exclusively, from the younger generation.

Do they think that because they are providing a service, giving me a beer or burger, for example, that I’m the only one in this arrangement that should be thankful or polite?

Hang on a minute, I’m giving you my hard-earned cash!

I could have chosen another business to buy that burger or pint and surely you should be thankful of that?

I am constantly saying to Manda when we are out that “I’m not sure they are enjoying their job”.

A prime example of this was last week when we were in Christchurch for an appointment and grabbing a quick coffee at Maccas.

A young lady took my order, without a hint of a smile, let alone any manners.

The same lady, who rubbed her nose constantly while making the mocha, then delivered it minus manners again. She almost made me feel bad for making her do some work.

It’s not my fault you didn’t study hard enough at school and have a minimum wage job.

It’s not my fault you had a big fight with your partner last night.

When you walk through the workplace door, especially a public service type profession, all that other stuff gets left at the door.

I certainly can’t bring all my woes to work and I’ve had my share over the years – it wouldn’t make for a fun breakfast show would it?

Here’s a thought for that young lady and others in a similar position – make the most of things,

experiences and are concerned that the eradication of tipping might negatively affect customer service.

UN calls halt to Syria talks The peace talks in the Syrian civil war are taking a break.

The fighting is not.

UN Special Envoy for Syria Staffan de Mistura announced yesterday there would be a “temporary pause” in the indirect peace talks between the government and opposition, saying the process will resume February 25.

In a statement later in the day, de Mistura’s office said the talks would take a “recess” by the end of Friday and would resume “no later than February 25, and possibly much earlier.”

The delay reflects the rocky start of the talks earlier this week in which neither the government nor the opposition even acknowledged that the negotiations had officially begun.

“It is not the end, and it is not the failure of the talks,” de Mistura told reporters after a meeting with opposition leaders.

Both sides remain “interested in having the political process started,” he added.

The conflict that began in March 2011 has killed at least 250,000 people, displaced 11 million and given an opening for the Islamic State group to seize large parts of the country from forces loyal to President

Bashar Assad. “I’m not frustrated I’m not disappointed,” de Mistura said of the pause.

“When you have a five year war and had so many difficult moments you have to be determined, but also realistic.”

The last round of talks broke down in 2014.

The Saudi-backed opposition, known as the High Nego-

tiations Committee, had been reluctant to come to the talks, saying the government should first end the bombardment of civilians, allow aid into besieged rebel-held areas, and release thousands of detainees.

Yesterday, delegation head Riad Hajib said the Assad government had not met those

demands.

“The HNC delegation will leave tomorrow and will not return (to Geneva) until we see positive steps on humanitarian issues,” he said.

“This regime that ruined the Geneva negotiations in 2014 is doing it again during this political process,” Hijab added.

Lord Lucan officially declared dead

Lord Lucan tralia, India, the Netherlands and South Africa.

The High Court declared him dead in 1999 but the law at the time did not allow his son, George Bingham, to inherit his title.

Yesterday, Bingham used

new legislation to successfully apply for a death certificate to be issued.

“My own personal view, and it was one I took I think as an eight-year-old boy, is he’s unfortunately been dead since that time,” Bingham, now Earl of Lucan, said outside court.

“In the circumstances I think it’s quite possible he saw his life at an end, regardless of guilt or otherwise.

“Being dragged through the courts and through the media would have destroyed his personal life, his career and the chances of getting custody of his children back.

“That may well have pushed a man to end his own life but I have no idea.”

One of numerous theories

about what became of Lucan, who would now be 81, was that he shot himself and was then fed to tigers at the zoo of his friend John Aspinall.

Aspinall himself said in 2000 that Lucan had weighted himself down with a stone and drowned himself in the English Channel.

Rivett’s son Neil Berriman told reporters he bore no ill feeling towards Bingham but hoped the mystery would be explained with the help of new evidence in the next year.

“There is no getting away from the fact that whatever happened that night, Lucan is guilty of something in my eyes,” he said, without giving details of the evidence he referred to.

Five-year-old calls 911: ‘Daddy and mama got shot’ Between recurrent gang violence and last summer’s shooting rampage by a lone gunman, Chattanooga police have fielded some brutal 911 calls in the past year.

Perhaps none as painful, however, as the call they received late Sunday night from a five-year-old boy.

“My daddy and my mama got shot,” the boy said calmly.

The boy’s blunt statement

Caitlyn Jenner had secret breast reduction surgery over 20 years ago. The 66-yearold reality TV star – who revealed she was transgender last year – admitted that she first grew breasts through hormone treatment around 1990 but decided to have them removed after meeting and falling in love with her now ex-wife Kris Jenner.

She said: “I started on hormones. I was a good 36B. I loved them. I thought this was fabulous. My mission at that point was to transition before I was 40. Got to 39 ... I just couldn’t go any further. “[Kris and I] hit it off from day one. I was very honest with her.

I had to be, I was a 36B. While Caitlyn had originally wanted to transition by the age of 40, she changed her mind and decided to focus on her relationship with Kris.

Lord Lucan, a British aristocrat who vanished without trace 42 years ago after the murder of his children’s nanny, has officially been declared dead by London’s High Court, allowing his son to inherit the title.

The dapper, moustachioed peer disappeared hours after Sandra Rivett was found bludgeoned to death in his house in central London in 1974.

A car he was using was later found at Newhaven on the English coast with bloodstains and a length of lead piping.

The fate of Richard Lucan, a gambler and socialite known as “Lucky”, has intrigued Britons ever since and there have been reported sightings across the world, including in Aus-

seemed to catch the dispatcher off guard.

“You said your brother and your mama is doing what?” she asked.

“My mama and my daddy got shot,” the boy repeated.

“They’re fighting?” the dispatcher asked.

“No,” he answered. “This dude shot ‘em.”

The call is subdued and yet also heartbreaking. The

boy is too young to know his own address, and yet here he is having to give a statement about how his own parents were just slain in front of his eyes.

After the boy was able to help police locate his house, officers arrived to find George Dillard, 24, and Lakita Hicks, 25, dead inside the house.

The boy, whose name has not been released, was un-

harmed. As heartbreaking as the call is for the boy and his family, it is also a testament to the city’s continuing struggle with gang violence.

Although Chattanooga police have not said if the shooting was gang-related, they did confirm Dillard was a gang member.

According to the Times Free Press, he belonged to the 52 Bloodstone Villains.

Three more movies confirmed Revheads won’t be short of a Fast and the Furious fix over coming years, with the movie franchise set to continue until 2021. Fast and the Furious veteran actor Vin Diesel has confirmed the release dates of the next three movies, with Fast 8, 9 and 10 set to drop in 2017, 2019 and 2021 respectively. The star posted the news on his Instagram, with a photo reading “2 decades, 10 films, 1 saga”.

Fast 8, to commence production in June, will be the first movie of the franchise without star Paul Walker, who died in a car crash in California in 2013.

Max Key is releasing a single Max Key isn’t following his father’s footsteps into politics anytime soon - he wants to be a musician. The 21-year-old son of Prime Minister John Key posted on Instagram that he will be releasing his new single Forget You on February 16. “I can’t wait to drop this,” he wrote. Key had been hyping the news through his Instagram account, telling fans to stay tuned for “a huge announcement”. When contacted, Key said he couldn’t comment because “I don’t really do media at the moment”. Some have suggested the title of his song could be a reference to Amelia Finlayson, his exgirlfriend who he split from at the beginning of the year.

Noel’s off his cornflakes Noel Gallagher says Adele’s songs put him off his breakfast. The 48-year-old rocker has been continuously outspoken on the fact he is not a “fan” of the Hello hitmaker’s music and he is now fed up with her ruining his bowl of cereal every day when her tracks come on the radio. Speaking in the March edition of Britain’s GQ magazine, he said: “Adele? I’m not a fan. She always comes on the radio when I’m having my cornflakes, Hello? No, f*** off!’ ” This is far from the first time the former Oasis guitarist has dished out a verbal blow to the 27-year-old singer as he previously branded her music as only suitable for “f***ing grannies”.

Capital purchased the business from Woolworths in 2012, before floating it on the Australian stock exchange the following year.

Stewart said the underpayment, which totalled around $A2 million, appeared to “reflect an incorrect application of the relevant industrial award”.

Meanwhile, Dick Smith’s chief financial officer Michael Potts has lost his job in a restructuring that resulted in 22 positions being cut at the firm’s Sydney support office.

Potts – who joined the retailer in September 2013, three months before the firm’s ASX listing – has

been replaced by Bert van der Velde, who has taken over as interim chief financial officer.

Receivers Ferrier Hodgson said van der Velde had over 25 years of experience in Australia, Asia and Europe, including previous roles with Woolworths, Eldorado Company and Metro Cash and Carry.

The overall theme was that risks remain to global stability and the expectation is that monetary policy will remain loose.

Low inflation alone will not be a driver of a cut to the official cash rate.

In the US, reporting season has continued and it has been a busy week, with plenty of multinationals and large caps reporting.

This included Alphabet (Google’s parent company), which had an outstanding result, showing growth and a positive outlook for the company.

The share price rose 8 per cent following the result, and momentarily took the title of largest market cap from Apple.

Of the companies that have reported, 80 per cent have beaten earnings estimates, while only 47 per cent have beaten at the revenue level. This trend has been apparent in the past few reporting seasons.

The reporting season continues next week with Twitter and Disney just two of the many companies set to report.

Next week the Australasian reporting season gets under way with Ansell and SkyCity due to report.

Volatility a continuing trend olatility continues to be the name of the game for markets in 2016, with the first week of February seeing plenty of bouncing between positive and negative territory.

The NZX50 has had smaller moves than its global peers this week, characterised by small fluctuations rather than the wild swings we have seen elsewhere.

Oil prices have once again been a major driver of volatility this week, with global markets tending to follow them up or down.

January finished much better than was expected thanks to the Bank of Japan’s stimulus package, which gave stocks a cause to rise.

The central bank implemented a new negative interest rate for excess reserve deposits sparking a global rally and saw the yen fall dramatically.

The negative interest rate applies only to excess reserves in an effort to encourage banks to lend deposited funds that are outside of their regulatory requirements.

It has been a busy week on the local economic front, starting with another record inflation figure. Trends have continued seeing large numbers of Kiwis returning from Australia and fewer departing for Australia, as well as increased students from China and India.

The latest global dairy trade auction this week saw a third consecutive drop in prices for the year. The 7.4 per cent fall came as a surprise to markets, which predicted a drop but not one as severe as this.

Gift card holders and customers who placed deposits on products are on a list of unsecured creditors owed around $A250 million.

Dick Smith may have underpaid Australian staff by $A2 million for annual leave entitlements dating back to 2010, according to the firm’s receivers.

The electronics chain collapsed into receivership on January 5, owing around $A390 million to creditors.

Receivers Ferrier Hodgson said an issue had been identified relating to the historical calculation and payment of annual leave loading for employees of Australian stores.

New Zealand staff are not affected.

“Based on our investigations to date, we understand that up to 3200 current and former employees of the Australian business may have been underpaid their annual leave loading entitlements, potentially dating back to 2010,” Ferrier Hodgson’s James Stewart said in a statement.

That would mean the potential underpayment began when Dick Smith was still owned by supermarket operator Woolworths.

Warriors ignore the hype Each year there’s a tremendous amount of pressure on the Warriors to perform in the NRL Auckland Nines but outside back Jonathan Wright says they are taking a more relaxed approach into the Eden Park tournament this weekend.

The Warriors are accustomed to having high expectations placed on them, as the one and only host club, and despite stacking their team full of big names and thrilling the crowd with some typically entertaining play over the last two years, they have failed to live up to their potential in the short-form game.

Coach Andrew McFadden’s side bowed out unexpectedly in the semi-finals of the inaugural 2014 tournament and last year were bundled out in the quarterfinals.

Part of the reason for their underwhelming results is the fact they have been caught up in the hype surrounding their status as tournament favourites, but Wright says they are carrying a more laid back attitude this year.

“The team has learned from last year,” Wright told Radio Sport.

“The last few years the boys and the coaches have sort of gone overboard a bit.

“There was a lot of pressure on the boys and they took it probably too seriously and this year we’ve kept it nice and relaxed,”

Wright said. “A lot of people expect the Warriors to do very well in this competition, and I don’t blame them.

“But this year they have just taken a step back and hopefully will just throw the ball around a bit more and keep it a bit more low-key during the build-up.”

The 28-year-old is thrilled to have been included in McFadden’s nines squad, having played the 2014 tournament with his former club Cronulla before being ruled out of last year’s Warriors’ campaign due to a carry-over suspension.

“I was shattered last year when I found out I couldn’t play and then this year I’ve got the nod from Cappy [McFadden] so I’m pretty excited,” Wright said.

“I enjoyed it the first year.

“It’s a great weekend, the fans get into it and it’s something different and I’m really looking forward to putting the jersey on.”

Adding to the weight of expectation upon the Warriors this year is the off-season arrival of Roger Tuivasa-Sheck and Issac Luke, two of the biggest purchases in the club’s history, but Wright insists the entire squad

needs to perform to help the side perform consistently.

“With the quality of players they’ve got in the squad now it basically comes down to there being no excuses,” he said.

“But again, you can have a star-studded line-up and still not perform, so it comes down to the whole squad buying into the coaching staff and what we want to achieve and how we’re going to play.

“We’re all confident and we know what we can do, there just needs to be a consistent level of how we play during the year.”

“I am very excited by the challenge of taking England on to the next level,” said Bennett, who will be in England later this month with last year’s NRL runners-up Brisbane for the World Club Series.

“Wayne is quite rightly regarded as the outstanding coach of his generation and I am delighted that we have been able to secure his services,” RFL chief executive Nigel Wood said.

“This England team has made considerable progress over the last few years and we now possess truly world class players across all positions. These players deserve the very best support and coaching.”

Coldstream will host Allenton while Methven visit Tech in the second weekend of Muirhead Rosebowl senior cricket tomorrow.

Following an eight-wicket humbling at the hands of Coldstream last weekend, Lauriston may be making the most of the bye this Saturday.

Coldstream produced a confi-

dence-boosting performance in what has been an inconsistent 2015-16 season.

Lauriston skipper Jeremy Duckmanton won the toss and his side were all out for 160 in the 38th over after electing to bat first, with Richard Print taking a five-wicket haul in a fine display with the ball.

In reply, Coldstream chased down Lauriston’s total in the 42nd over with eight wickets intact to

kick off their Rosebowl campaign in style.

Coldstream will face a tough test tomorrow, however, as Allenton also chalked up a convincing win last Saturday over Methven.

Methven won the toss and batted out their allotted 45 overs, recording 167 for eight, before Allenton chased down the target in 28.5 overs at a loss of four wickets.

Tech will return to action tomorrow after the bye last week

and hope to put points on the board against Methven.

The Pritchard Shield winners fell to a 201-run loss to Allenton in their last outing a fortnight ago, but will be favourites against a Methven side that hasn’t won since November 2.

Eden Park demolition sows seeds of doubt

W

arning: this column will tempt fate.

But you can almost smell the fear coming out of Australian cricket after they were crushed at Eden Park.

The tourists have found themselves in a lion’s den, and they don’t have many big rocks to throw at the beast.

Their media and former players like Michael Slater are turning the spotlight on selections (particularly the non-selection of Usman Khawaja at Eden Park) and the selectors (particularly head Rod Marsh).

New Zealand’s mammoth one day victory against the mighty foe makes it very tempting to gloat.

So let’s gloat.

Brendon McCullum’s cricket revolution spat Australia with close to disdain.

I say that with all due respect to Australia, the finest of cricket nations.

The gloating only comes because Australia has been so amazingly good for such an amazingly long time, and they’ve dished out so many beatings.

But they are operating on thin resources right now, they have a relatively inexperienced captain, coach Darren Lehmann is stranded at home for health reasons, and in a crazy turnaround it is the Kiwis who have the scary fast bowlers.

Australian cricket teams don’t lie down, but this might be shaping as the worst team they’ve sent here. Turn a few screws, and it could turn to disarray.

In contrast, McCullum’s mob appears so high on confidence they can charge into the cauldron even without leading lights Ross Taylor and Tim Southee.

The remaining one-dayers are important in themselves, but they are further chances to demoralise Australia before the tests.

Is this treading dangerously considering it’s Australia we are talking about?

Never. The demolition job at Eden Park is something to be wildly celebrated. We’ve had so many dark days against Australia that a win like that deserves fireworks. And Steve Smith is facing a potential firestorm.

New Zealand cricket teams can get away with sub-par performances, but the world caves in on Australian sides who don’t live up to a glorious past.

Smith’s rise to the Aussie captaincy and status as one of the best batsmen in the game has been somewhat surprising. That tells a story, because he doesn’t have a lot of experience to turn to, and certainly not in the class of previous Australian teams.

Now is the time for New Zealand to put a foot on the throat in the one dayers, and hopefully in front of packed houses at Wellington and Hamilton.

It feels as if New Zealand is consistently punching above its weight like never before, despite relative disappointments such as last year’s tour of England.

These players can write their names loud in history, by landing knockout blows in the test arena.

Hopefully, Taylor will make it back from injury in time for that.

George Bailey has given his version of events on David Warner’s controversial LBW dismissal against New Zealand, saying he told the Australian opener to review it but he didn’t.

Warner opted not to use the Decision Referral System (DRS) against New Zealand in their ODI at Eden Park on Wednesday, before replays showed the dismissal that became the catalyst of a 4/2 collapse would have been overturned.

“I said ‘what does it feel like?”’

Bailey told RSN Breakfast yesterday.

“And he said ‘high’.

“And I said ‘go for it’ and he turned around and walked off, so I don’t really know what more he wants from my end.”

Bailey lost his own wicket in the following over as Australia fell to a 159-run flogging and immediately questioned Warner in the dressing room why he had opted to walk.

“He said ‘I wasn’t that confident in what you had said’ and I said ‘well I’m not really sure what you’re after Davey, but I can’t be any more explicit than saying go for it”.’

However, Bailey played down the role of the non-striker in DRS referrals, arguing the dismissed batsman is always best placed to determine their fate.

“More often than not I reckon you know,” Bailey said.

“Quite often those discussions with the bloke at the other end, you’re sort of hoping for a miracle.

“But I think in his case it was him just going with his gut,” he said.

Australian captain Steve Smith also questioned why the decision wasn’t sent upstairs by Warner.

“It wasn’t a great non-referral,” Smith said on Wednesday after the loss.

“I thought he must have hit it when I saw it live because Brendon McCullum caught it.

“I’m not really sure of the conversation those two had just yet.

“I’ll find out once I get back into the sheds.”

New boys making their mark

By Andrew Alderson Wednesday night’s 159-run opening Chappell-Hadlee Trophy win over Australia again proved the New Zealand cricket team has the depth to survive without senior players like Ross Taylor and Tim Southee.

Henry Nicholls and Matt Henry are less-experienced players tasked with filling their pivotal roles.

They have performed admirably, and offered further evidence that the inclusive New Zealand environment constructed in the Mike Hesson-Brendon McCullum era is paying dividends.

If you will permit a corporate term, they operate on more of a flat structure compared to the more hierarchical systems of the past.

No one is indispensable in most fields of life, and the Black Caps are no different.

Taylor and Southee’s respective pedigrees are established, but Nicholls and Henry have convinced.

Nicholls’ 61 off 67 balls on Wednesday, and match-winning 82 against Pakistan in Wellington underlined his status as a fledgling No.4.

Henry’s three for 41 off six overs on Wednesday and 18 wickets at 13.88 and an economy rate of 4.65 since Boxing Day have intertwined aggression and composure, even if he can’t break into the World T20 squad.

Henry has been in the team ranks for two years in various capacities while Nicholls has yet to clock up two months, but the pair of 24-year-old Cantabrians

have benefited from a welcoming group hug.

“We’ve got some senior guys out, but [having the depth] is something we pride ourselves on,” Nicholls said.

“It’s my third series but first summer with the team.

“It’s a great culture.

“Guys look after each other, making it easy to trust your performance and contribute to team wins.”

Nicholls said that helped when he was posted at cow corner and he caught Matthew Wade swinging across the line.

“It felt like a huge crowd which was normally noisy, but when that ball went up they went quiet.

“It was nice to enjoy that moment.

“When I first played, I dreaded

it, but I’ve got more confidence now.”

Henry preferred to mollify anyone looking to talk about a chasm in ability between the teams.

“I wouldn’t say they folded, it just came down to a half-hour period when things really went our way and we bowled well in a partnership.

“They’re still a great side with a strong batting lineup.

“They are world No.1 and I think they’ll be up for the next one.

“We’ve just made sure we’re focusing on the small things, individual plans, and it’s not always going to swing, or swing for long with the white ball.

“It’s just making sure we’re putting it in the areas for long enough to create pressure on the opposition.”

Ko ‘a bit rusty’ Top-ranked Lydia Ko shot a 3-under 69 yesterday in the Coates Golf Championship in her first round of the season, leaving her four strokes behind leader Ha Na Jang.

The 18-year-old Ko closed with a birdie on the par-5 18th, her fourth birdie on the back nine on the Golden Ocala course that features some tributes to holes at Augusta National, St. Andrews and others.

Ko tied for second last year in Ocala to reach No. 1 in the world ranking, and went on to win five times, and sweep the pointsbased player of the year award, Race to the CME Globe and the money title.

“First nine holes were pretty rusty, but almost felt like our whole group as we made the turn, we started making birdies,” Ko said.

“On 10 it was my first birdie of the season, so it was great.

“Obviously, starting to get back into play-

ing competitively and think more targetoriented.

“It’s definitely different than hitting the ball on the range. It’s a pretty solid start.

I’m happy with the way I finished today and definitely the back nine, hitting a few wedges close.”

She is learning how to drive - a car.

“I got my learner’s permit, so whoever is around Orlando or around ChampionsGate, I would recommend not being on the road when I am,” Ko said.

“Everybody said it’s the same as a cart, but it’s nothing like a cart. It goes so much faster.”

Jang made an 18-foot birdie putt on 18 for a bogey-free 65 and a three-stroke lead over six players.

Winless on the LPGA Tour, the South Korean player also tied for second last year behind Na Yeon Choi.

Ashlee Strawbridge will focus solely on playing basketball in 2016, after deciding to have a season away from competitive netball.

Strawbridge, who can operate at goal keeper and goal defence, will, however, remain involved in netball in a coaching capacity.

“I’m going to coach, still be involved (in netball) but not play,” she said.

“I felt like I could go further

in basketball, and I’ve got more dreams in basketball to go further.”

Despite her decision, the basketball starlet’s year did not get off to the best start.

Strawbridge strained her medial collateral ligament (MCL), ending her hopes of selection at the Basketball New Zealand under 16 trials at Auckland’s Rangitoto College last month.

“I slipped in to the wall. I injured my knee, it took me out for the whole rest of the trial,” she said.

Strawbridge remained in the North Island for the remainder of the trial, but found being confined to the stands and unable to influence the game she loves a frustrating experience.

“I don’t like watching from the sidelines, you just have to watch them all trial when you want to be out there playing,” she said.

Following the injury blow, Strawbridge was supported by her coach Angela Perrott-Hunt, who encouraged her to keep working on her game, in preparation for

next year’s programme.

“We had one-on-one interviews and the coach said to me to come back next year and told me I’d do amazing and to keeping working and come back stronger.”

Despite the disappointment, and a month’s injury layoff, the Ashburton College student remained positive, with the knowledge that at the tender age of 14, she will have another opportunity to show the under 16 national selectors what she is capable of.

lege team three times each week and also plays in a summer development league in Christchurch, but still wishes she could get more court time.

“I love the speed, momentum and the energy.

“I don’t get bored, I wish I could play more,” she said.

The power forward has aspirations of one day plying her trade at college level in the US, and with an admirable dedication to the sport, the dream may not be too distant.
