Mid Canterbury farmers are spending hundreds of thousands of dollars to prepare the information required for a resource consent so they can continue farming. From January 1, Environment Canterbury requires all farmers in nutrient red zones to have land use consent by 2017, so it can attempt to manage nutrient losses to waterways. Most of Mid Canterbury is red and some farmers are scrambling to comply because their farming systems are very complex for the software programme that assesses nitrate loss.
A complex farming system may include; multiple soil types, multiple crops, combination of crops and livestock, different water sources or span different nutrient management zones. Ashburton Forks farmer Chris Allen said each farmer was spending thousands of dollars on applying for a resource consent, creating a Farm Environment Plan and a nutrient budget. In Chris’ view that money would be much better spent on farms actually taking additional on farm steps on improving the environment rather than on the cost of trying to meet challenging compliance rules. The costs of compliance will be annu-
al with auditing and updates required. Overseer is the software used to calculate nitrate leaching - it is geared more for dairy farms and has difficulty calculating losses on farms that run a combination of livestock and crops. In many cases a “human workaround” is required involving false input. Allen said farmers were very passionate about the environment and not averse to farm plans. But they had become so difficult they needed consultants to work them out.
