There will be more deaths on Ashburton roads because the Ashburton District Council has opted to apply its controversial one-way door policy to urban Ashburton pubs only, a hospitality expert says. By axing its original plan to apply a 3am closing and 1am one-way door policy to all pubs in the district, Ashburton Trust chief executive Giles Beal said the council has made a decision that defies logic. “This is very, very stupid, it’s disingenuous. We have the chief medical officer of health saying that one-way door policies only work if they are consistently applied. It’s hard to believe the council has ignored this,” he said. After months of consultation the council came up with
a draft Local Alcohol Policy (LAP) that set a 3am closing for all pubs and clubs, with a one-way door policy applying after 1am. The rural-urban division for the one-way door policy would push Ashburton’s late night drinking problems into rural areas and it would see more people drinking and then driving, Mr Beal said. “The responsibility for this happening lies with the council.” Timaru has 3am closing with a one-way door policy applying after 2am and Ashburton’s hours would inevitably see people unable to get into an Ashburton pub after 1am, driving south, he said. “This is the last thing you want; this policy will end up costing lives. The council has ignored the submitters and the working group and it’s cherry picked the advice of experts. This beggars belief.
You’ll have huge movement late at night and you’ll also have the transfer of parties into private homes, in an uncontrolled environment, until 4am.” The trust might not have wanted a one-way door policy but it accepted that in formulating a responsible alcohol policy for the district there would always have to be compromise. “The two changes taken together are ridiculous and being out of step with Timaru is even more ridiculous. The consistent approach is the only way a one-way door policy works. “They’ve tried to find some kind of compromise and they’ve ballsed it up. It will create massive issues. This will end in a catastrophe.”
