Urban rates hiked BY SUE NEWMAN

Urban Ashburton will bear the brunt of next year’s rate rise, with the average home owner footing the bill for an extra $144. When the Ashburton District Council signed off its draft annual plan yesterday, mayor Angus McKay explained the breakdown of costs contributing to the 9.2 per cent increase that will see owners of an average priced Ashburton home ($241,500) paying $1706 in rates. The work programme and budget in the annual plan reflected the transformation and growth the Ashburton District was undergoing, Mr McKay said. “Sometimes we don’t all agree with everything in here but we have to remember that this is a draft. It is our responsibility to put this out so the community can have its say.” While the overall rate increase was 8 per cent, 1 per cent of this was made up in growth of the district. Increases range from 11 per cent for Ashburton commercial properties, to 2 per cent in Dromore and Mayfield. Rural property owners bore the brunt of the current year’s rate rise, but next year rural rates will rise by just 3.6 per cent. The council will need $28.916 million from rates to run the district next year, with more than 25 per cent of this to be spent on transportation
(roads). Drinking water, waste water and recreation and leisure account for more than $4 million each of rates money. “It has been a challenge to keep the rates as low as possible as our population grows and community expectations increase. “Progress needs to be affordContribution to the EA Networks Centre $54 able but the council must ensure it provides quality and cost effective infrastructure and services to the community,” Mr McKay said. The council has also voted to invest an additional $1 million on maintenance of the Contribution to Refuse collection district’s roads. This arts and heritage and wheelie bin money will not attract a subsidy from the New study $22 centre $25 Zealand Transport Agency and will come from its reserves funds. Councillor Rod Beavan wasn’t happy with the extra $1 million added to next year’s budget for roading. “This was bunged on without any debate and that’s a Stormwater and waste water cost increases $30 bit rough compared to the way some of our agencies have had to undergo interrogation,” he said. A series of community meetings will be held around the district from April 14 to discuss the annual plan and budget.
