The 21-year-old Canadian popstar took to the stage on Thursday night – at a gig of his own and later at hip hop duo Rae Sremmurd’s show at Auckland venue The Studio. A video posted on promoter Paint it Gold’s Facebook page shows Bieber sharing a stage with Rae Sremmurd and performing his latest chart-topping single What Do You Mean? Blunt shocked by backlash British actress Emily Blunt was “astonished” by the backlash she received after making a joke about her US citizenship. The Devil Wears Prada star was sworn in as an American in August and she later made a gag about her new status in a TV interview. During an appearance on US talk show Jimmy Kimmel Live!, she joked about a political debate between Republican presidential hopefuls, including Donald Trump. “I became an American citizen recently,” said Blunt. “And that night, we watched the Republican debate and I thought, ‘This was a terrible mistake. What have I done?’ ” The comment sparked outrage online and among rightwing pundits, who heavily criticised the Brit over the gag. She subsequently issued an apology, saying, “It was so not the intention to hurt anybody or cause any offence so I really apologise to those that I caused offence (to). It was just an offhand joke...” Blunt has now opened up about the controversy, revealing she was shocked by the vitriol aimed at her over what she thought was a harmless joke.

Sandra Bullock adopts baby girl It’s been a big week for actor Sandra Bullock – her boyfriend moved in and she adopted a baby girl. The 51-year-old Gravity star began dating photographer Bryan Randall in January after she hired him to take photos at her son’s fifth birthday party. Randall moved into Bullock’s Los Angeles Home this week, according to US Weekly. RadarOnline.com reports that Bullock recently finalised the adoption of a baby girl, five years after she adopted son Louis in New Orleans. After the October 29 release of her latest film Our Brand is Crisis, Bullock has no movies on her plate, according to IMDB, allowing her time to bond with her baby.

Potter fans are freeing Dobby Harry Potter fans visiting the Warner Bros Studio in London are leaving their clothes beside an enclosed statue of Dobby the house elf in a effort to free him. In the Harry Potter books, house elves are enslaved and can only be freed if their master gives them clothes. Hogwarts Logic tweeted a photo of three socks that had been left beside the glass-enclosed Dobby statue. Harry Potter author JK Rowling retweeted the post to her 5.63 million followers.

Lydon warned of cancer risk Punk icon John Lydon has been warned he is at risk of skin cancer after revealing he removes his own moles using a nail file and vinegar. The Sex Pistols star regularly carries out the gruesome procedure by scratching the raised skin away with an emery board and then “burning” it with acidic cider vinegar. But leading skincare experts have warned he is risking his own health because the moles are not being checked for signs of cancer. The selfremoval process also leaves him prone to infection and hideous scarring.

Canty urged to brace for strong winds

The Ashburton District had more fatal car crashes than anywhere else in the South Island last year, prompting calls for Mid Cantabrians to take more care on the road. According to New Zealand Transport Agency (NZTA) figures there were six fatal crashes in the district last year, tying Ashburton with Southland for the most of any district in the South Island. There were also 53 crashes resulting in injuries in the Ashburton District, affecting 75 people. Waikato held the unenviable record for the most fatal crashes in the country, with 15 deadly accidents on the district’s roads. While police say the spike in serious Ashburton crashes was a matter of a chance, it was still important to improve driving behaviour on the district’s roads. Mid/South Canterbury area commander inspector Dave Gaskin said police were doing whatever they could to prevent road fatalities. “Unfortunately sometimes it works, sometimes it doesn’t,” he said. “Enforcement is only one aspect that contributes to the lowering of the road toll.” Other factors were education and engineering, which had

seen some positive changes, he said. There has also been good progress in terms of the average road speed. “The average road speed is dropping all the time,” he said. “We’re still getting some people travelling too fast, but they are the abnormal rather than the normal.” However there were still issues in rural areas, with drink driving being of particular concern. “Alcohol is a real problem,

we’re still catching too many people drink driving,” Mr Gaskin said. The number of people caught under the new lower limit had been very small, which showed that while people were thinking more about drinking before they drove, there were still too many recidivist drink drivers, he said. AA Canterbury/West Coast District chairperson John Skevington said while the high number of fatal crashes was a coincidence, it was important

for Mid Canterbury motorists to stay focused behind the wheel. Two people have been killed on Mid Canterbury roads so far this year. Terry Henry Munday, of Tinwald, died when his car failed to take a moderate bend on Grahams Road in July, while David John Tayles, also of Tinwald, was killed when the truck he was driving plunged into a riverbed on Maronan Road last month.

Kiwi caught up in Oregon shooting The young Kiwi caught up in yesterday’s Oregon college shooting has been praised for warning others about what was happening. Jaylen Gerrand, was at the US college when the lone gunmen opened fire, killing 10 and injuring seven. The former Westlake Boys High School student had only been in the US for two weeks when his scholarship dream turned into a nightmare.

Mr Gerrand, who was at Umpqua Community College on a basketball scholarship, said he was waiting outside a class and described a “rush of things” before people started running. He said he ran until he got out of the campus. A man he was running next to was shot. He has been praised for getting a message out, warning others about what was happening.

His basketball coach in Oregon, Daniel Leeworthy, said the young man was the first of the team to text him when the shootings began, to warn others to get off campus. He said his actions were heroic. While he’s uninjured, his former coach, Jeff Green, said Gerrand was pretty shaken up. “He was running alongside a guy and the guy was shot dead - the guy running next him,”

Gale force winds are set to hit Canterbury tomorrow, prompting warnings to stay indoors and refrain from lighting outdoor fires. The severe weather warning encompasses all of Canterbury but the MetService has forecast blasts of up to 160km/h will hit in the foothills areas and in exposed places. Winds are expected to be of a similar strength to the windstorm which hit Mid Canterbury in September 2013, causing widespread damage, bringing down trees, lifting roofs and making travel hazardous. Civil Defence emergency management duty officer James Thompson said people should not light outdoor fires at any stage of the weekend, as embers could be fanned to life in strong winds, causing a fire hazard. Any fire lit during the past week should be thoroughly extinguished and re-checked at a later time to ensure it is out. Outdoor furniture, rubbish bins and other loose items should be secured. Civil Defence recommends staying indoors and avoiding travel where possible. Due to likely power outages people should also stock up on emergency supplies. The severe weather event is likely to hit Mid Canterbury tomorrow afternoon and die out overnight. Powerful nations ‘abusing their power’ BY CLAIRE TREVETT Prime Minister John Key has accused the five permanent members of the United Nations Security Council of abusing their power and protecting their privileged positions, sidelining the elected members on that council. Mr Key delivered New Zealand’s statement to the General Assembly in New York yesterday after a week dominated by a stand-off between Russia and the US over Syria and criticism of the Security Council for failing to deal with Syria. He said New Zealand fought hard for a seat on the Security Council last year because it believed the UN was the only body able to resolve the world’s most pressing issues. However, real action was too often blocked by internal divisions on the council. “Since we have been on the

council we have found it as hard as many of you warned. The council’s agenda is lengthy and contentious. The dynamics within it are difficult.” Mr Key saved his harshest criticism for the five permanent members - Russia, the US, China, France and the UK. “The permanent members have become used to exercising power and are protective of their privileged position. They presume to control the council’s agenda and to deter-

Mr Key said that was why New Zealand supported the proposal for the veto power to be restricted in cases of mass atrocities and genocides - a proposal that is also supported by France and the UK. Mr Key said the failure to deal with Syria was evidence of the dysfunction on the council. “It is time for the council to step up. It’s time for members to set aside their vested interests and historical alliances in order to stop the violence and end the suffering.” While the council sat on its hands, thousands were dying and millions were displaced. “We cannot afford to let the council go from an institution with failings to a failed institution. There must be a political solution to the conflict in Syria. And it must come soon.” - NZME

In brief Appeal for info Ashburton police are still appealing for information after a young boy was allegedly offered sweets by a man at the EA Networks Centre swimming pool. Police have confirmed they are investigating an incident in which a young girl allegedly witnessed a man approach a younger boy, aged about five years old, in the pool area and offer him sweets between 2-3pm on Sunday. Sergeant Janine Bowden said yesterday that no new witnesses to the alleged incident had come forward. Anyone who has any information that may be of assistance should call Ashburton Police Station on 3078400.

Toddler injured A Waikato toddler suffered a serious head injury after falling out of a car on Thursday. Waikato police Senior Sergeant Andrew O’Reilly said the 19-monthold was unrestrained when he somehow fell out of the vehicle in the driveway of a Matuku Road property, near Morrinsville, about 5.45pm. Missing hunter found A hunter missing in “difficult terrain” near Wellington has been found in good health. Concerns were raised for Timothy Cleghorn when he did not return home from a hunting trip on Wednesday night. Ten teams of rescuers from Wellington, Manawatu, Horowhenua and the Wairarapa searched for Mr Cleghorn and his dog in the Akatarawa Saddle through to the Waikanae Valley. The 28-year-old was found yesterday “safe and well”, according to a statement issued by police. - NZME

Cannabis stash found Police have found a stash of 500 cannabis plants yesterday in a massive indoor dope-growing operation. Inspector Naila Hassan said police searched warehouse accommodation on Wordsworth Street, Cambridge. “This led to the discovery of a large commercial indoor cannabis growing operation in which over 500 plants were recovered,” Ms Hassan said. - NZME

Keep your trees trimmed The Ashburton District Council is on the warpath, tracking down property owners who let their trees and shrubs hang over footpaths. Rain, sunshine and warm weather have kick-started spring growth and council assets management engineer Geoff Rhodes says property owners need to check their street frontages to ensure anyone using the footpath can do so without dodging overhanging trees. Vegetation needs to be 2.5 metres above the footpath and trimmed back to property boundaries. Foliage hanging over footpaths was

also an impediment to council contractors working on footpath renewals, he said. A list of the footpaths up for renewal work this summer is on the council’s website. It is a requirement to keep trees and shrubs trimmed and if this is not done, the council will write to a property owner requesting the work is done, Mr Rhodes said. ‘If nothing is done then, the council is able to cut back the foliage and charge for the cost involved,” he said.

An Ashburton business is hoping to break new ground when it comes to solving staff accommodation problems by establishing an employee accommodation block alongside its retail operation. Farmers Corner has become one of Ashburton’s quiet success stories, operating from a rural B zone property off Longbeach Road. Its success, however, means increasing staff numbers and with that a constant struggle to find accommodation from Ashburton’s small letting pool. The business has applied for resource consent to establish employee accommodation alongside its retail business. This will accommodate up to 18 people. On-site meals will be provided.

Planner David Harford has prepared a resource consent application for the company and believes it is one that will test the waters for what is likely to be similar applications in the future. “These guys have struggled in the past to find accommodation and now they’re wanting to do something about it. They’re looking to the future,” he said. As well as providing staff with accommodation, the businesses owners want to provide staff with language teaching opportunities as part of the accommodation deal. The consent application requires immediate neighbours to be consulted and Mr Harford said this process had started with some support for the venture being generated. Because the application was

the first of its kind in a rural B zone, Mr Harford said it came with some ‘interesting’ planning aspects. Last year Farmers Corner applied for consent to extend its retail and restaurant complex, adding 64 square metres over two levels to be used for packing, storage and as office space. The Ashburton District Council’s planning team recommended the application be declined, Mr Harford said, but when it went to a hearing, the panel signed it off. “I feel the council put its mark in the sand on that one on rural development but I believe this sort of thing is something that should be approved if you want to look forward and look to development in the district in the future,” he said. The resource consent appli-

cation has been publicly notified and submissions can be made until November 2. Council environmental services group manager Jane Donaldson said the council’s district plan spelled out the activities that could and could not take place in a rural B zone. For the applicant it might seem logical to provide accommodation alongside his business but the council’s belief was that good rural land should not be taken over for commercial activities, she said. If the application goes to a hearing, it will be before an independent commissioner. Farmers Corner established its business on Longbeach Road 11 years ago, moving from its home of about 20 years on the corner of East and Havelock streets.

A Ministry of Health email blunder has spilled private medical information of more than 24,000 Kiwis. Officials are investigating how a spreadsheet of National Health Index (NHI) numbers, containing the birth and death dates of 24,092 people, was emailed to around 950 pharmacists on Thursday morning. The email was supposed to be sent internally. Security on NHI numbers is extremely high, with access restricted to health professionals and agencies governed by the Health Information Privacy Code. Access to the data, which also includes gender and location details, is comprehensively logged and subject to a signed agreement, with the system recording details each time an NHI is looked at - including which NHI, who looked at it, when and what they did with it. An audit programme monitors whether access was justified and whether it was used for legitimate purposes. In a statement, information director Graeme Osborne said the ministry “understands that the public rightly expects that any health information, even information which has been protected, should be held secure”. The ministry has apologised for the mistake, saying any unintended release of information - even if it is coded and to a group of health professionals - is unacceptable. “The information related to 24,092 individuals who had passed away in the six months from January this year,” a spokesman said. - NZME

Don’t underestimate the power of tourism to add valuable dollars to the Ashburton District’s economy, says Experience Mid Canterbury’s new chief executive Bruce Moffat. The district’s tourism spend now tops $120 million each year and growing that amount means it is important to capitalise on every opportunity possible to increase the number of overnight stays in the district, Mr Moffat said. He comes to the chief executive’s role with a strong tourism background, most recently as national sales manager Pacific region for Virgin Australia. With one week down, Mr Moffat said he’s looking forward to getting out on the ground and meeting tourism operators. He’s passionate about the possibilities the Ashburton District offers as a place to stay and explore. “This area has so much to of-

fer. My job is to make sure the local New Zealand community and the global community knows that too,” he said. With China Air flying into

Christchurch from December, Mr Moffat said the district was well positioned to capitalise on the growth in the number of Chinese tourists those flights

would bring. “But it’s really important we understand how to look after these Chinese tourists, how to give them a really great experience of our area,” he said. The Ashburton District had a real advantage in being the first district with wide open spaces those tourists would see after travelling for hours on a plane, he said. He has a suite of ideas he plans to introduce to ensure the district grows the flow of tourism dollars. These include better and more interactive signage and the use of an interactive app that alerts tourists to special places to stop, explore and photograph while they are in the district. Building itineraries, possibly around agri-tourism, is also high on his list. He sees this as the district’s ace card when it comes to creating a total visitor experience. “We’ve got some unique properties here, we’re not just

centralised on a mountain. In my ideal world we’d bring in tourists from the international market to see how successful we are at agriculture, offering them really good hospitality options such as luxury barn style accommodation on significant land and giving them an onfarm experience.” Creating unique itineraries that packaged scenery, experiences and accommodation was another way to capture more tourist time in the district, Mr Moffat said. Experience Mid Canterbury is funded by the Ashburton District Council and Mr Moffat wants ratepayers to not only see they are getting value for their money he also wants them to become passionate advocates for the district. “We’re not using ratepayers’ money for the hell of it, it’s about utilising that money to get the greatest number of people possible to come and play in our playground.”

Age Concern Ashburton is in the throes of planning its first ever expo. The local group plans to hold a Positive Ageing expo in March, and is now in the process of rallying local organisations. Age Concern Ashburton president Trish Small said the indoor event has been in the works for around about a year. “We had been contemplating the reality of doing it but it has taken a wee while to get the logistics in place,” Mrs Small said. “But now it is all go.” The local group decided to host its own expo due to the success of the annual expos held by Age Concern Canterbury in Christchurch, Mrs Small said. “We feel that it is so well received in Christchurch and it’s an opportunity for people to come together at the one venue and see what is actually on offer.” The expo will include all sorts of services from financial representatives to health and wellbeing professionals and local community groups. Not only is it an opportunity for over 65s to see what is on offer in the district, families of elderly people or those who want to plan ahead for their retirement are more than welcome to attend, Mrs Small said. The expo is set to take place on March 3 at the Ashburton Racecourse. For more information people can contact Age Concern Ashburton.

Police are still working to identify a body found at a Waiheke Island reserve on Thursday. Auckland City Police launched an investigation after a member of the public found the body while walking near Ocean View Road about 2pm. Officers were investigating, but no further details have been released. It was unknown whether the body belongs to a male or female or how long it might have been there. - NZME

Haka ditched The American College Football side that made headlines this week for adopting the haka made famous by the All Blacks has decided to abandon the pregame ritual. A spokesman for Arizona Athletics said yesterday that the Arizona Wildcats would no longer be performing the haka before games. A video of the American football side performing Ngati Toa’s “Ka Mate” haka before a game against UCLA recently was picked up in New Zealand and international media earlier this week. According to Statistics New Zealand cohort life tables a 65-year-old man can expect to live until they are 86 and a 65-year-old woman until they are 88. In the future, people will probably live even longer. Men reaching 65 in 2031 can expect to live until they are 88 and women until they are 90.

Few people have enough money for retirement According to a survey undertaken by the Colmar Brunton Panel earlier this year, only one in 10 retirees aged over 50 believe they currently have enough savings or investments to tide them over throughout their retirement. The survey stated that most non-retirees had some savings or investments, while low-income households were much less

likely than others to have them. Heartland Seniors Finance representative Andrew Wilson explained around 80 per cent of New Zealanders aged over 65 own their own home, most of them mortgage-free. However, their median income is just $20,000 with many depending largely on superannuation. As a result, the key is to either start

planning early or – for those retiring now – look into something like a Home Equity Loan which allows retirees to live in their homes more comfortably. The Commission for Financial Capability’s general manager of investor education David Boyle is encouraging Kiwis to plan early if possible. People in their 20s, 30s and 40s should be saving and investing now, he said.

NZ’s gender pay gap widens . . . again The gap between women’s and men’s median incomes has widened to the biggest gap since 2008. Women’s median pay rose by only 50c in the past year, from $20.73 an hour in June last year to $21.23 an hour this year, while the male median rose by

Man’s body found The body of missing Mosgiel man Bruce Jenkins was found yesterday near Milton. Search and rescue volunteers found the body in a semi-remote location. There were no suspicious circumstances, Dunedin police said. Mr Jenkins, 50, was reported missing on Thursday after leaving his home in Mosgiel about 9.30am and failing to arrive at work in Milton. - NZME

Pushing the case for GP training By Sue NewmaN

General practitioner Jane Burrell has one big goal, to see a compulsory training programme established in New Zealand for new GPs. Currently the ex-Ashburton woman said, a graduate doctor can simply hang up a shingle or buy into a practice and set themselves up as a general practitioner. “And that’s one of my big bugbears, there is no requirement to be GP trained.” She elected to undertake GP specific training when she graduated and believes similar training should be a pre-requisite for any doctor wanting to enter general practice. Today she works in Palmerston North as a trainer for new GPs, a job that this year earned her a prestigious Distinguished Fellowship of the Royal New Zealand College of general practitioners. Only a handful of fellowships are awarded each year. She’s passionate about education and believes it should be a requirement not only for new graduates but should also be a regular re-

quirement for practising GPs. “It’s about trying to make doctors reflect and see where they need to upskill,” she said. And it’s not just the clinical aspect of the job that she believes is important for new doctors, acquiring communication skills and an understanding of patients as people is equally as important, she said. “My goal is to have all GPs vocationally trained. With our programme it’s good because you can mould them into being patient centred in their care rather than hospital centred.” While Dr Burrell’s goal is to have GPs vocationally trained, she admits that’s unlikely because it could be a deterrent factor when it came to recruiting staff for hard-to-fill rural practices where overseas doctors often filled gaps. “I see the dilemma, but you would think they’d need more training for rural doctors rather than less. We try to send as many trained GPs rurally as we can but we’re struggling to get numbers. Unfortunately general practice does not appeal to many as there’s not as much mon-

ey in it as in hospitals. They spend so long in hospitals during training they get brainwashed. General practice then becomes a lifestyle decision.” While she spends just one day a week in a general practice, Dr Burrell spent many years of her career working the front line. She’s worked in Wanaka and then for several years in Dunedin, buying into the Mornington practice in 2006. She later moved to Upper Hutt where she worked as a locum as well as in education before moving to Feilding. She also works with medical practices to achieve quality accreditation. Becoming a member of the elite group of Distinguished Fellows of the RNZCGP often comes, as it did in Dr Burrell’s case by “being dobbed in by her peers”. Her award recognises her contribution to the college and to medical education teaching as well as to general practice. She was a student at Laghmor School and Ashburton College before studying at Otago University.

Wellington – A city with Guardian reporter Michelle Nelson visited Wellington recently, to confront the gruesome reality of World War One, dine out in style and create new memories.

ugust 4: “Are you alright?” Mum asked my father. “No I’m not,” he replied and then he was gone – just like that. In the days and weeks that followed we all struggled to understand how that happened; how could someone larger than life, order a red wine and die in a country pub? Mum and I had tickets to fly to Wellington, with the intention of visiting the World War One exhibition at Te Papa, prior to dad’s sudden departure. We decided to press on with our plans; it would be good to do something different, something with no memories of dad attached to it. I booked an apartment suite at the eclectic Museum Art Hotel and off we went. It’s at least eight years since I’d been to the capital and it didn’t disappoint. It was great to be back in a city with a heart – while evidence of the rebuild can now be seen in Christchurch, the city centre remains a bit of an eyesore. The aptly-named Museum Art Hotel offered us all the distraction we needed. Until July the hotel was owned by prominent Wellington businessman Chris Parkin, who sold to ASX-listed Amalgamated Holdings for $28.5 million. It will soon be rebranded as QT in line with the company’s upmarket hotel chain. The hotel was famously moved across the road to make way for the Te Papa Museum upgrade in 1993, saving it from the wrecking ball. Mr Parkin had the building shifted 80 metres east and 40m south across Cable Street on railway tracks over two weekends, in a $2.4 million engineering project.

Over the years he has amassed an extraordinary collection of artwork, which has remained on display in the hotel, along with several limited-edition MV Augusta motorcycles. Mr Parkin has remained on site as art curator. Our fully-equipped apartment was luxurious and quiet. After a freshly-brewed coffee we set out to see the sights, stopping first for lunch at a suitably dark and slightly grungy Asian fusion restaurant. I really hanker for decent Asian food and the pork dump-

lings and fragrant roast duck with orange sauce didn’t disappoint. After an hour or so spent window shopping we hit out for Te Papa, for our first look at Gallipoli: The Scale of our War. The exhibition opened in April, to mark the centenary of World War One and was staged in conjunction with Weta Workshop. From the moment you step through the door you are immersed in the sounds, sights and grim reality of war. Scaled by 2.4 times, the exhibition tells the stories of eight

Kiwi soldiers and a nurse. The Weta team spent in excess of 24,000 hours creating the figures and capturing the backdrop to their war years. The attention to detail is breath-taking, the models so real that despite their impossible size you expect them to move. Fabrics were woven and leather stressed to create authentic outsize uniforms, a huge can of bully beef crawls with flies, the battle wounds vivid. Each expression tells its own story – fear, determination, hopelessness, despair and grief

etched on faces from long ago. As well as the figures, cuttingedge technology has been used to capture other wartime experiences, including 3D maps and film, miniatures, models, dioramas and interactive displays. Visitors were strangely silent as they moved through the exhibition. We found Gordon and Robin Harper, brothers who hailed from Carew and fought side-byside in Gallipoli then in the Sinai Desert, where Gordon lost his life. Also on display is the German

Maxim machine-gun the brothers captured from the Turks and took home at the end of the war. The harsh realities of war are hammered home. Not only were the servicemen engaged in battle, they lived on bully beef and hard biscuits in primitive conditions, infested with lice and suffering frequent bouts of dysentery, surrounded by the bodies of the dead. Lottie Le Gallais’ story was particularly moving. A nurse on the Maheno hospital ship, Lottie sits on a crate weeping as she reads of the death of her fiancé before the siren sounds a

warning of incoming wounded. With no time to grieve she is called back on duty. We returned to the museum twice more over the course of the weekend, visiting the famous (and hideous) giant squid and revisiting the war exhibit. We met up with mum’s cousin Dee for lunch on Saturday – a delicious Yum Char, before making a nostalgic visit to Kirkcaldie & Stains historic department store, established in 1863. The dapper doorman in a top hat and tails brings to mind a bygone era, when the store was

in its heyday. Unfortunately the business will close in January and, with it, a tangible slice of the city’s history. On Saturday night we dined in style at the highly-acclaimed Hippotamus restaurant, housed in the Museum Art Hotel. We chose executive chef Laurent Loudeac’s French-inspired six plat degustation menu and ate at a table overlooking the Wellington waterfront. The food was divine, the service fabulous. It’s an expensive experience, but one which everyone should enjoy at least once.

We made our way to the National War Memorial on Sunday morning for an even more sobering perspective of the Great War and left asking ourselves what part of it was great? – walking through the exhibition along a timeline strewn with the bodies of young men and civilians left to rot in the mud. The plight of civilian populations was particularly confronting – as New Zealanders we certainly suffered huge casualties in the war, but were largely able to go about our daily lives unhampered.

Not so in Europe where millions of people were left homeless and destitute. Next on the programme was a drive-by tour of Weta Workshops which takes up much of the Miramar business district, before popping into art deco elegance for lunch at CoCo at the Roxy – a delicious quinoa salad and a seriously good coffee. The Roxy Cinema opened in 2011 following a $6 million rebuild, reclaiming its former purpose. It was built to house the Capitol Theatre in the late 1920s but morphed into a shopping mall in the 1960s. The cinema complex has received international acclaim for its authentic art deco design and fabulous artwork. Once again Weta Workshop talent was on show – don’t visit the Roxy without a couple of hours up your sleeve – even the restrooms are opulent. The only downside to our weekend was the Wellington airport – the gateway to the country’s capital city is a disgrace. The work of the Weta team once again dominated – this time in Lord of the Rings territory, giant eagles fly overhead carrying good guys of some variety off to fight some bad guys – orcs if my memory serves me correctly. Gollum also swims high above while Smaug glares from his cave. So that part’s great! But no lift, no-one at the help kiosk, no signs and no way to get mother and luggage down the impossibly steep stairs to some obscure gate. Just finding Gate 18 was a mission! Forty minutes later I finally baled up a checkout worker on the Air New Zealand counter – by now I was breathing fire and making like Smaug myself. With a startled young woman in tow I retrieved mum from underneath Gollum, where I had parked her, and we were ushered through the corridors of the staff administration area into a lift. I have a suggestion for management – install lifts and signs before you purchase another bloody orc, dwarf or troll! For the record the Gate 18 boarding area is about the size of the average family living room – with two flights departing, one from a mysterious Gate 18A and one arriving – it was the stuff of a sardine can. And so much for security – no bag checks, no x-rays, no questions, nothing – just a whole mob of confused and angry people milling around trying to work out which of the Gate 18s they were to board through. Much as we had loved our sojourn to the city, we were more than pleased to be out of the airport and heading for home.

Strongest warning yet for horror summer El Nino BY JAMIE MORTON

ew Zealand yesterday received the strongest warning yet that it’s gazing down the barrel of the worst El Nino summer since the calamitous 1997/98 event that cost the hundreds of millions of dollars. The latest climate outlook, released by the National Institute of Water and Atmosphere (Niwa) yesterday afternoon, reported it was now “virtually certain” – a 99 per cent chance – that El Nino conditions would continue over the next three months. By many measures, the current event was tracking close to the 1997/98 El Nino – the strongest since 1950 – and was expected to intensify further over the next three months. In New Zealand, the oceandriven system typically brings cooler, wetter conditions, bringing higher rainfall to regions that are normally wet and often drought to areas that are usually dry. Farmers in the western, wetter parts of the country often faced significant damage to pastures from too much rainfall and it was also harder for stock to thrive in the constant wet.

Is generally regarded as one of the worst El Nino-Southern Oscillation events in history, causing widespread drought, flooding and other natural disasters around the world. In New Zealand, it was much drier than normal in the east from July 1997 onwards, with drought areas particularly pronounced from the Bay of

ing too much of a hit if they cull their poorer producers.” Meanwhile, temperatures between now and December were about equally likely to be near average or below average for the whole of the country, while cold snaps and frosts can still be expected from time to time in spring in some parts. Rainfall was about equally likely to be in the near normal or below normal ranges in the north and east of the North Island and about equally likely to be in the near normal or below normal ranges in the north of the South Island. Near normal rainfall was the most likely outcome for the west of the North Island, while seasonal rainfall in the west of the South Island was about equally likely to be in the near normal or above normal ranges. Soil moisture levels were most likely to be near normal or below normal in the north and east of North Island, and equally likely to be near normal or below normal in the east of the South Island. In the western regions of both islands, as well as the north of the South Island, soil moisture levels were most likely to be in the near normal range. – NZME

Sam’s life-altering career change I

t’s New Year’s Eve and, while most are enjoying festivities, a young Ashburton mum is sitting in an ambulance with her brother observing his career as an intensive care paramedic. On this night she expected the odd drunk who had met with trouble, but that was not the case – there were only minor call-outs, yet she felt fulfilled by the help her brother was able to dispense to those in need. By the time Curt had finished his shift, 32-year-old Sam began to think seriously about joining St John. A hairdresser since the age of 19, she was forced to consider a career change when carpal tunnel developed in her wrists. The syndrome derives from an irritation of the median nerve in the wrist that leads to numbness, tingling, pain and weakness in the hand. It typically affects the thumb, index and middle fingers and can often be particularly troublesome at night. Repetitive

At first the keen sports fan and coach considered sport as her next move, but the ambulance shift she shared with her brother changed all that. Sam says she had never considered it as a career prior to New Year’s Eve, even though her brother had a long history with all things medical, having been a St John Cadet since the age of eight, before further training after his high school years. On the day of the second and most devastating earthquake, Curt was in Auckland, but was flown back to help deal with the tragedy. “I thought I could never do

it because of some of the stuff my brother told me about, but when you are face to face with it, you realise it’s a job and you can be separated from it.” But with three primary school children, retraining and fitting in work, coaching and studying was a big ask. With block courses towards her National Diploma in Ambulance Practice in May and August and a final one due in October, in between ambulance driving, being a first responder and basic management courses since the start of the year, there hasn’t been a lot of down time. Add to that the fitness training Sam has undertaken in order to compete in the Coast to Coast this year and you have one highly-motivated mum.

It’s clear that she has enjoyed the journey towards becoming an emergency technician with St John and says the respect received by ambulance officers is “really great”. “It’s quite intriguing to be that important person on the scene.” St John and the work it does was incredibly important, she said. “They’re not only saving lives but giving people direction to get the right sort of help as well.” As of yet Sam hasn’t had to deal with anything overly traumatic, but said she didn’t think that would upset her when she did. “You learn to leave it behind because it’s work. You still definitely care about your patients,

but you emotionally detach yourself a little bit.” While she will miss her hairdressing clients and the rapport she has built up with them, Sam is excited about the future. She hopes to move to Christchurch once she has fully qualified and eventually wants to train to become a paramedic – the next step up the ambulance officer ladder. In the meantime, she will continue juggling a job, training and family life happily knowing that she has turned what could have been a career-ending carpal tunnel injury, into a positive new beginning. Her message is simple. “You have to challenge yourself over and over again,” she says, “or you’ll get bored.”

British Egyptologist Nicholas Reeves is in Cairo to probe his theory that Nefertiti is buried in a hidden room adjacent to the tomb of Tutankhamun, the son of pharaoh Akhenaten. Damati believes such a tomb could contain Akhenaten’s wife Kiya or his daughter Merytaten. But both men hope that sophisticated radar equipment will reveal the existence of another funerary chamber in the heart of Tutankhamun’s tomb. The final resting place of the boy king, who died in 1324 BC after just nine years on the throne, was discovered by another British Egyptologist, Howard Carter, in 1922 in the Valley of the Kings near Luxor in southern Egypt. - AFP

Gunman shoots 10 The gunman who went on a shooting rampage at a US college ordered students to stand up if they were Christian and then shot them. “They would stand up and he said, ‘Good, because you’re a Christian, you’re going to see God in just about one second’,” the father of one of the wounded students said. Stacy Boylan said his daughter Ana played dead when the gunman ordered her to stand up as she lay on the floor. Ten people died and seven were wounded before Chris Harper Mercer, 26, died in a shootout with police at the Umpqua Community College in Oregon. Mercer opened fire in a classroom at the college in rural Roseburg, and moved to other rooms methodically gunning down his victims, witnesses

said. Student Cassandra Welding was in a classroom when she heard 35 to 40 shots coming from an adjacent room. She saw a fellow student shot after opening the classroom door to check what was happening. “Then we locked the doors, turned off the lights and ... we were all pretty much in panic mode and called 911 (emergency services) and our parents and (said) ‘I love yous’ because we didn’t know what would happen, if those were our last words.” Hanlin said police were alerted to the shooting at 10.38am and rushed to the site where two officers cornered the gunman and exchanged fire with him. He was later confirmed dead. Authorities said investigators were examining social media

postings thought to belong to the shooter. Several reports said he may have shared his intentions online beforehand. Other reports said police recovered three handguns and an assault rifle at the scene along with a mobile phone that presumably belonged to the shooter, who wore a bulletproof vest. Hanlin confirmed that authorities had identified the gunman, but declined to release his name. “You will never hear me mention his name,” Hanlin said. “I will not give him the credit he probably sought prior to this horrific and cowardly act.” A candlelight vigil was held for the victims in Roseburg, a close-knit logging community with many locals among the 3300 students at the college. Police meanwhile sealed off the gunman’s apartment in

Winchester, located some five miles north of Roseburg, and interviewed neighbours and relative, CNN reported. Meanwhile, three people have died and at least one more is seriously injured in a second mass-shooting in the US yesterday. The Levy County Sherrif ’s Office, in Florida, has told a local news station three people have died and one person has been airlifted to hospital with serious injuries. WCJB TV reporter Alex Browning reported the shooting happened outside the Inglis Town Hall. The man thought to be behind the shooting was among the dead, he said. “Deputies say the man they say was the shooter is dead, self-inflicted gunshot wound.” - AFP

Hungary rolls out anti-migrant razor wire Hungary was yesterday attaching razor wire to a fence erected at its border with Croatia, in a possible prelude to sealing the frontier to thousands of migrants. Hungarian soldiers, wearing thick leather gloves, were unrolling the wire and attaching it at ground level to the fence near the Beremend crossing point in Hungary’s south, reporters said. Next to the road where people cross, there were two metal gates two metres high and three

metres high on wheels that can be rolled into place and block entry at any point. Hungary last month sealed its border with Serbia, cutting off the main entry point for tens of thousands of migrants travelling up through the western Balkans trying to make it to northern Europe. This diverted the flow of migrants, mostly from Syria, Iraq, Afghanistan and other hotspots, into Croatia. But Zagreb has since been transporting them to the Hungarian bor-

der, and Hungary takes them to the Austrian frontier. At Beremend, Hungarian authorities have also set up a “transit zone” made up of 25 dark blue containers lined up next to the two-lane road that runs from Croatia to Hungary. Another fence, about two metres away, forms a path to the “transit zone” where Hungarian authorities plan to examine and likely reject, rights groups say - requests for asylum once it is operational. About 200 kilometres north-

west of Beremend, at the border post of Letenye, a similar transit zone of 28 containers has been put in place. Hungarian Prime Minister Viktor Orban last week said he aimed to close the border with Croatia but that he would discuss the move with UN chief Ban Ki-moon at this week’s UN General Assembly in New York. A witness to a fatal double shooting in Sydney’s west says a man was yelling and wielding a gun outside NSW Police headquarters moments before he heard shots and saw a man lying on the ground. Real estate agent Edwin Almeida says he heard shots and saw a man in a black gown pacing and waving a gun outside the police centre in Parramatta yesterday. Mr Almeida said his frightened staff ran into their office and heard three to four gun shots. He said afterwards he could see two bodies under sheets lying in the street. - AP

Murderer executed The US state of Virginia has executed multiple murderer Alfredo Prieto, rejecting last minute court appeals from lawyers for the Salvadoran man. Prison officials said in a statement that Prieto, who was put to death by lethal injection, was pronounced dead at 9.17pm on Thursday. Prieto had been convicted of or linked to nine separate killings across the United States. His lawyers had filed a lawsuit seeking to temporarily postpone his execution over objections to the protocol of drugs used, but courts rejected their appeals. - AFP

11 dead in plane crash A C-130 military transport plane has crashed in eastern Afghanistan, killing 11 people, including six US soldiers. Though it was not immediately clear what caused the crash, it comes as Afghan forces - backed by NATO special forces and US air support - pushed into the centre of Kunduz in northern Afghanistan to flush out Taliban insurgents who held the provincial capital for three days. The C-130 crash left six US soldiers and five civilian contractors dead, US Army Colonel Brian Tribus said. - AFP

Officers attacked A Victorian maximum security prison is in lockdown after four prison officers were seriously assaulted. Three of the officers from Barwon Prison were taken to hospital for treatment on Thursday afternoon, but the extent of their injuries is not clear. Placed the cooked chicken on the paper lined tray to drain. Twist the cucumber noodles onto a plate with a fork. Place the Deli-Fresh Lime and Coriander tenderloins on top of the noodles. Drizzle over a little honey and serve.

They may be underdogs, but the Mid Canterbury 12th grade football team have prepared well for the Gavin Roberts South Island Junior Football tournament in Blenheim next week. Mid Canterbury have been training twice weekly for the last month and once weekly for three weeks prior. Coach Neil Simons said he is pleased with his side’s improvement, and is hoping to cause some upsets. Mid Canterbury recently had a pre-season hitout in Timaru and took a 3-0 win over South Canterbury, but fell to 6-0 and 2-0 losses to Selwyn and Canterbury respectively. Hampstead Bowling Club will host the Walls Cup today and club president Malcolm Behrns is expecting strong competition from the 16 teams participating. The Walls Cup will kick off a busy week for bowls with the South Island Chartered Clubs’ Ladies Fours Championships beginning on Monday. The tournament will see 48 teams, made up of 192 players, compete at Allenton, MSA Ashburton and Hampstead bowing greens.

It’s being widely billed as Wayne Bennett versus Johnathan Thurston, the supercoach pitting his wits against the guile of the master playmaker. But both know neither hold the key to Sunday’s historic allQueensland NRL grand final between Brisbane and North Queensland. “The forwards will determine who wins the game,” Bennett said as he plots a seventh premiership with the Broncos in his first season back at Red Hill. “Whoever does the job best will allow the halves to play. The halves can’t play if the forwards don’t lay the groundwork. The Cowboys and the Broncos are in the same boat.” Thurston modestly credited his “middle men” after collecting his record fourth Dally M on Monday and is banking on Test props Matt Scott and James Tamou getting the better of Brisbane’s reluctant - but effective - front-rowers Sam Thaiday and Adam Blair at ANZ Stadium. Telling statistics indicate it will be an intriguing battle up front as the Broncos look to deny the Cowboys their maiden premiership in their own quest for grand final glory for the first time since 2006. Scott and Tamou average 126 metres and 136 metres respectively in 2015 against far more modest figures from Blair (81m) and Thaiday’s 93m. If Scott and Tamou are allowed to continue in that vein, they will likely set the platform for a famous Cowboys victory. Brisbane great Gorden Tallis has no doubt Sunday’s showdown will be won in the engine room. Tallis is tipping the Cowboys in a thriller, chiefly because he believes it’s impossible to nullify Thurston’s impact. “You can’t shut the great players down. What you’ve got to do is limit their opportunities,” he said. “If he’s given opportunities like against Melbourne, he will make them pay. You can make him have what we call a quiet game, but he’ll still be the best player in their team. “But, no, you can’t shut him down.” - AAP

Hammers’ set-up suits rugby nomad By James Ford

chance meeting in an Ashburton coffee shop with Mid Canterbury assistant coach Grant Polson in July led to Tama Tuirirangi dusting off his boots and joining the Hammers’ Heartland campaign. Tuirirangi had been retired for eight months, but the opportunity to play in a Ranfurly Shield challenge against Hawke’s Bay proved too attractive of an offer to turn down. Tuirirangi’s career has been a journeyed one, spanning across the Tasman and back to play for the Reds, Hurricanes and Chiefs at Super Rugby level, Manawatu, Wellington, Taranaki and Otago in the ITM Cup and now for Mid Canterbury in the Heartland Championship. The former New Zealand under-21 player said he is enjoying his time with the Hammers, and described the Heartland experience as ‘refreshing’. “I’ve quite enjoyed the grassroots rugby, it’s why we all played at the start, so it’s a full circle really, and it’s reminded me why I started playing in the first place,” he said. Tuirirangi’s ITM Cup career came to an end with Otago when the aches and pains of the game became more prominent. The stalwart prop moved on to coaching an under 16s team in Hong Kong for six months, before returning to New Zealand in March. “I realised when I was playing for Otago, I had about three surgeries in 18 months. “I realised that maybe my body wasn’t up for it, I think the coaches gave me a little hint but I already knew,” he said. Despite plenty of miles on the clock, Tuirirangi looks fit - weighing in at just over 100kg - and believes his leaner frame has played an integral role in his longevity.

“When I was playing professionally I was roughly over 120kg, and at Otago I was around 114kg,” he said. “The older I’ve got, I’ve had to lose weight because I just can’t keep that weight at that pace, and the fitter I am the easier it is. “I probably should have been like this in my earlier days.” Tuirirangi said he is enjoying the passion of the game in the South Island, and has been impressed by the structure of Mid Canterbury rugby. “Rugby’s definitely more passionate down here than it is up in the North Island. “I realised that when I moved to Otago and played my first season down there, and coming up here I didn’t expect any different,” he said. With the Hammers gunning for their seventh win in as many weeks against Horowhenua Kapiti today and a semifinal berth all but guaranteed, Tuirirangi is confident that his side can achieve an unprecedented third successive Meads Cup triumph. “We could easily do it, but we’re still not happy. “Although we haven’t lost a game yet, a lot of us believe we still haven’t played to our ability,” he said. Revenge not our motivation - Cheika By Joe Barton

ustralia no longer face a do-or-die outcome in their Rugby World Cup clash with England - but it’s close enough. Wales’ failure to secure a bonus point in their 23-13 win over Fiji - much like the Wallabies in their opening fixture - means Michael Cheika’s men will almost certainly get a second bite at the apple regardless of the outcome at Twickenham tomorrow morning. The Wallabies, though, can’t afford a blowout loss. As it stands, Australia sit on nine competition points - four behind Pool A leaders Wales. With four points for a win, one dished out for a loss by seven points or fewer and another bonus point on offer for scoring four or more tries, the Wallabies control their own destiny. Should the Wallabies lose to England by seven points or fewer, they would still progress to the quarter-finals with a victory over Wales - as long as the Welsh don’t pick up two bonus points in defeat. A heavier loss to England would require the Wallabies to either secure a four-try bonus-point victory or one by greater than seven points against Wales. England still face certain elimination and the indignity of being the first World Cup hosts being knocked out in the pool stages - should they lose to Australia. “It’s such a momentous occasion, to play with the Poms in a World Cup at their home and at the home of rugby ... it’s something you dream about,” five-eighth Bernard Foley said. “We’re really looking forward to the occasion and getting the enjoyment out of the experience as well as how much of a tough battle it’s going to be. “There’s plenty (riding on it) and that’s the exciting thing about it.” England have had the wood on the Australians at recent World Cups, winning the 2003 tournament with a Jonny Wilkinson extra-time field goal over the Wallabies before causing a major boilover to defeat them in the quarter-finals four years later. Mid Canterbury under 18 and under 16 representative teams have kicked off their respective South Island tournaments with losses. The under 18s were downed 32-25 by Canterbury Cavaliers in Kaiapoi, and will face Canterbury Country today. Coach Dave Macleod said his under 18 side performed well,

but could not find a way back in to the tie after conceding two late tries. “We were in the hunt most of the game. “We were ahead 25-18 with about 10 minutes to go but they scored two quick tries,” he said. “We were a bit hard done by to be honest, we played really well and were hard on attack at the end, but just couldn’t get it over the line.”

The under 16s South Island tournament is being played in Methven, but Mid Canterbury could not take advantage of the familiar surroundings and fell to a 40-22 loss to Southland. Jock Cockburn’s team led the southerners 22-16 at the interval, but Southland took advantage of a strong wind in the second half to keep Mid Canterbury scoreless. The under 16s will face Otago

Peak performance at just the right time

here’s so much going on in the sporting world right now it’s seriously hard to keep up. Today the mighty Hammers will make it seven from seven when they take on Horowhenua Kapiti at the showgrounds, building nicely up to peak performances when they really matter, and that’s in the next few weeks. Our big brothers the red and blacks take on Crusader stablemates Tasman in a blockbuster today, but that’s nowhere near the top of the attention tree right now either. Across the ditch the annual frenzy is in full swing for NRL grand final action, and it’s fascinating to note that as well as the finalists both being from ‘up north’, almost every other age grade champion team is from Queensland; a massive shift in power base for that game. After the Broncos and Cowboys had met in the first preliminary final, one or two wise watchers suggested that here were the grand finalists, and so it has proved.

Will Johnathan Thurston’s brilliance be enough to counter Ben Hunt’s? Will Jason Taumalolo spoil Justin Hodges’ leaving party? Will Supercoach Wayne Bennett achieve the almost unbelievable, scoring his eighth championship in his first year back where he belongs, with the Broncs? All will be revealed tomorrow night, but that’s not the biggest show in town either. While net debt reached $386 million by September 30, 2013, SFF and its lenders were more rattled by the seasonal peak debt, which blew out to $550 million in early 2014, making them “increasingly alert to the financial risk the company was exposed to”.

As a result SFF embarked on a strategic review that ultimately led to the Shanghai Maling offer, but Grant Samuel notes that the company was making progress in strengthening its balance sheet. Net debt fell to $287 million in 2014 and was forecast drop further to $148 million in the 2015 year and to just $88.7 million by September 2016, although the seasonal peak would still reach $333 million that year. IPOS – open market opportunities PO (or initial-public-offer) is the acronym used to describe the process by which a company whose shares are privately held can attract public shareholders by issuing new shares on a registered stock exchange. In New Zealand, this process is governed by a set of regulations contained in the Financial Markets Conduct Act, with listing and post-listing regulatory activity undertaken by New Zealand’s licensed market operator, NZX Group. Typically, companies which undertake an IPO are looking to raise capital to fund future growth. Or a company’s existing owners (who in some cases may be private equity interests) may seek to exit or sell-down their ownership. It’s not uncommon for both objectives to be behind an IPO. Generally, an environment of steady economic growth, low interest rates and low market volatility are the primary factors conducive to an IPO being successfully undertaken. This is because investors will prefer to invest in companies where future earnings growth is probable (rather than merely possible), where potential returns are likely to be higher than cash in the bank and where the risk of short-term loss of investment capital is low. In New Zealand, companies may apply to have shares listed

that “the time frame to arrange alternative debt finance, in light of the pending expiration of the current facility on 31 October, became too tight”. The advisory firm says the capital investment from Shangai Maling “is excess to the current requirements of the company”. The deal proposed by Shanghai Maling and unanimously supported by the SFF board also allows the co-operative and its members to be looked after as their interest in the meat company shrinks to 50 per cent. The total deal actually values the business at $311 million plus $7 million to meet the co-operative’s directors’ fees and governance costs into the future, $50 million available for distribution and $7 million estimated transaction costs. The banking syndicate, which is led by Westpac Banking Corp, last month agreed to provide SFF with transitional banking facilities that will tide the company over until the Shanghai Maling deal settles. – NZME

Silver Fern Farms ran out of time to consider alternatives to a 50-50 joint venture with Shanghai Maling Aquarius, because of the looming deadline for its debt facility with a banking syndicate and the risk that lenders would withdraw support and tip the meat company into receivership if the deal wasn’t consummated, according to independent NZ corporate advisory group Grant Samuel. The independent appraisal of Shanghai Maling’s $261 million investment proposal concludes that the terms and conditions are fair and the per-share value of $2.84 falls within Grant Samuel’s valuation range of $2.56 to $3.03. Yet the report also indicates the banks ran out of patience with SFF, having set a target for the meat company to reduce debt by more than $100 million through the introduction of new capital. Debt jumped in 2012 with the cost of rebuilding SFF’s Te Aroha plant, the debt-

would shrink to 18 per cent in 2016 from 55 per cent in 2013. “As a result of an improved financial performance and other strategic initiatives, SFF has achieved a degree of deleveraging over the last two years and it is arguable that given time it will be able to achieve a more conservative capital structure without the need for new capital,” Grant Samuel said. An alternative funding proposal from a group of New Zealand agribusiness companies to underwrite a rights issue for between $40 million and $50 million was rejected by SFF’s bankers and Grant Samuel notes

Criminals need tighter controls Stu Oldham

hillip Smith’s lawyer says he should be congratulated for exposing just how easy it is for dangerous criminals to escape custody and escape New Zealand. Certainly he should. And may his congratulations continue to take the form of a custodial sentence with increasingly fewer holes to wriggle through. The Government inquiry into the convicted paedophile’s escape to Brazil last year found a chain of shortcomings and failings that need to be fixed. It was frankly astounding to learn law enforcement agencies do not have “reasonably open access” to data held by other agencies to stop crims at the border. Smith secured his passport and left without fear of agencies sharing biometric information, fingerprints, photographs, citizenship data and NZTA files. Granted, he assumed another identity – he secured his passport under his birth name – but the silos between agencies meant his rouse was not picked up. The Government has accepted most of the recommendations and is prepared to enact, frankly, long-overdue laws to ensure high-risk offenders can be tracked. Allowing agencies to have real-time access to each other’s databases is high on the list, but so too is establishing how this will affect a criminal’s right to privacy. Yes, you read that right: data sharing to track criminals will have to be undertaken with regard to the same right of privacy no doubt available to their victims. Removing passports from high-risk offenders – yes, they can still hold them – will also be explored, but there are early concerns about the effect on human rights. Yes, you read that right, too: the Government may have to defend cancelling passports on the basis a criminal who breached someone else’s rights has rights of their own. Phillip Smith disregarded others’ rights when he offended and when he absconded. If he exposed anything, it is that high-risk criminals must be tightly controlled.

For goodness sake council get your head out of the sand, as I’m sure with this woman having a family [the gym] would not be going all hours of the night. What is the difference [does it make] having visitors all day with cars parked in the area anyway and for noise controlling “music” noise late at night, early morning when people have to get up to face a day’s work. President of the regional government of Catalonia, Artur Mas, says he will unilaterally declarate Catalonia independent in the next 18 months.

We would have preferred a referendum like in Quebec and Scotland but the only course left to us was to organise these elections,” said Artur Mas, president of the regional government of Catalonia. So, he said, the election that was held recently in Spain’s richest province should be seen as a referendum on independence – and he won it. It was not a big win: the proindependence parties needed 68 seats for a majority in the 135-seat regional parliament, and they got 72. But it was a win nevertheless and Mas says he will unilaterally declarate Catalonia independent in the next 18 months on the strength of this vote. Catalonia could certainly make it as an independent country: it’s about the same size as Switzerland, with about the same population (7.5 million). But there is some doubt about whether a majority of Catalonia’s voters would actually vote “yes” if there were a real referendum. The pro-independence parties got a majority of the seats, but they only won

48.7 per cent of the votes. Mas’ parliamentary majority is therefore a flimsy basis for such a momentous decision as breaking up Spain, but he is going ahead anyway. He says that he will immediately start building the institutions of an independent state – a diplomatic service, central bank, tax authority and armed forces – and declare independence unilaterally 18 months from now. This will create a serious confrontation with Madrid in much less than 18 months, because creating such separate institutions is against Spanish law. But Mas argues that he has to go ahead without a referendum, since the Spanish government refuses to authorise a referendum on the grounds that the constitution does not allow regions to make unilateral decisions on sovereignty.

In fact, Madrid’s intransigence gives the separatist leader an excuse to proceed without a referendum that he might well lose. Not only did Mas not get 50 per cent of the popular vote in the election. He cannot even assume that all of the 48.7 per cent of voters who backed the pro-independence parties would actually vote yes in a referendum: some traditional left-wing voters will have supported those parties for other reasons. The arguments for independence, pro or con, often focus on the economy, but it’s very unlikely that an independent Catalonia would experience either an economic disaster or an economic bonanza. Independence is basically an emotional issue, not an economic one – and for Catalan nationalists, the emotions are very strong. The problem is that ethnic Catalans are barely half the population. Catalonia’s relative prosperity attracted huge numbers of Spanish immigrants in the latter half of the 20th century and 46 per cent of the people in Catalonia now speak

Spanish as their first language (although 96 per cent claim to speak both languages). It’s very hard to win an independence referendum when almost half the population does not share the emotions that drive the cause, so the separatists’ best hope is to go for independence without one. That is going to make things very messy in Catalonia and even violence is not to be excluded. Nor is the forthcoming national election in Spain likely to change Madrid’s fierce resistance to Catalan independence: all the major Spanish parties oppose it except the new Podemos Party, which at least supports Catalonia’s right to hold a referendum on it. But then, that may just be tactical thinking. Letting Artur Mas hold a referendum would not necessarily be doing him a favour.
