If your chimney pumps smoke into the air this winter you’ll be slapped with a $750 fine.

Environment Canterbury is clamping down on air pollution from domestic fires and smoking chimneys are its number one target, with repeat offenders likely to be fined. And those offenders could be property owners with new compliant logburners or one of the decreasing number of Ashburtonians

who have yet to replace their out-ofdate fires, says ECan director for air, Katherine Trought.

The proposed Canterbury Air Regional Plan requires better management of smoke emissions through new rules that allow ECan to issue abatement notices to offenders and fine anyone continuing to flout emission rules, she said.

After 15 minutes of lighting or stoking your fire, smoke should no longer be visible.

Last year’s smoking chimney and better burning campaign was successful in creating awareness, but with the 2016 national deadline of no more than three high pollution nights each year looming, compliance had to be stepped up, Ms Trought said.

Author EL James said yesterday that she is publishing a new version of her sexually explicit novel, this time written from the point of view of the business tycoon and not temptress Anastasia Steele. The new book, entitled Grey: Fifty Shades of Grey as Told by Christian, will be published on June 18, the fictional character’s birthday, the author announced on her website. James said she has dedicated the book to the thousands of readers “who asked... and asked... and asked for this”. James’s trilogy of books in the Fifty Shades series sold more than 125 million copies all over the world.

Handbag sells for $222,000 Christie’s said yesterday that a Hermes designer handbag smashed a world auction record in Hong Kong. The auction house did not identify the buyer of the crocodile skin Birkin Bag in fuschia with 18 carat gold and diamond hardware. It sold for 1.72 million Hong Kong dollars ($NZ310,000). The previous record was set at a US auction in 2011 for another Birkin Bag, in red crocodile skin, that sold for $NZ285,662. The Birkin Bag was designed for and named after British actress Jane Birkin.

Hooters in NZ? Hooters could be expanding to New Zealand if local partners can be found when a representative for the company visits this week.

Industry publication Franchise New Zealand reported Hooters’ vice president of global business development, Mark Whittle, was to arrive in Auckland yesterday and stay for three days to meet as many potential investors as possible. Mr Whittle will be looking for an investor to own and manage up to six outlets at high-profile sites in Auckland, Christchurch, Queenstown and Wellington, Franchise NZ said. The company said the investor or group must have demonstrable liquidity of around $5 million to fund the acquisition and management costs.

Ancient link Researchers from Otago University have linked an ancient marine dolphin fossil, found in Waitaki, with an endangered dolphin that lives in the river systems of Nepal, India, and Bangladesh. The fossil was discovered in the Hakataramea River valley, and is one of only a few other dolphins known to have existed from about 22.5 to 24.5 million years ago. Professor Ewan Fordyce and his PhD student Yoshi Tanaka have formally named the new fossil species Otekaikea huata, which refers to the marine limestone formation it was deposited in and the Maori word for spear. The dolphin fossil belongs in the once-diverse and widespread dolphin group called Platanistoidea. The group is now extinct and is represented only by the endangered Ganges river dolphin and Indus river dolphin subspecies. “Our study is one of several showing that the South Asian river dolphin lineage was more diverse in the past,” Prof Fordyce said.

Illegal hunting rife

Mid Canterbury is the “wild west” of the Central South Island Fish & Game catchment, with 41 hunters’ prosecuted in the past five years.

Fish and Game officer Mark Webb said this number was higher than other districts within the catchment.

“The majority of the offending involved unlicensed hunters and the use of lead shot – which was banned 10 years ago,” Mr Webb said.

“They don’t seem to be learning. They are caught red-handed and they confess.

Whether they are knowingly taking risks I don’t know – but that seems to be what it is. Every year we send rangers there and every year we are seeing offending.”

Fish & Game have noticed an increase in the number of hunting licences sold in the district.

The development of water storage ponds is a possible contributor, and that’s where about half the offenders are nabbed.

“They are really easy places to hunt, access is easy – you only need to talk to the farmer, there’s no need to build mai mais, you can just roll up a few hay bales and hunt from those,” Mr Webb said.

“They are relatively open – it’s good hunting for people new to the sport.

But I wouldn’t say it’s the new guys who are responsible for the offending – there doesn’t seem to be any pattern.

“It’s not like all the hunters on the irrigation ponds are new

and all of them are offending.”

First offenders, who cooperate with the rangers, may be offered the chance to pay reparations, or alternatively they may end up before the court to answer charges.

Despite the higher numbers of hunters, it hasn’t been a good season.

“Opening weekend was poor right across the region – we’ve been doing hunter surveys for 24 years, and this is in the bottom three,” Mr Webb said.

■ GYPSY DAY

Pupils all around settle into new schools Gypsy Day is done and dusted for another year and pupils across the district are settling into their new schools.

The start of the new dairy season sees a lot of Mid Canterbury families move to new farms around the district, and for many children that means adjusting to life at a new school.

It is also a big adjustment for teachers, who have to assess their new pupils and determine what stage of their learning they are at.

Mount Somers Springburn School principal Brent Gray said the school had accepted five new pupils on Gypsy Day, with none leaving this year.

Despite some unexpected arrivals turning up at the school gates on Gypsy Day in previous years, Mr Gray said everything went to plan this time around.

“They were all in and settled in classes by 9am, so that was great,” he said.

The new arrivals had seen the school’s roll jump from 78 pupils to 83 overnight, but Mr Gray said the increase was manageable.

Schools around the district reported only minor changes, with no more than five pupils coming or going from most of them.

New arrivals Hunter Pihema, Sabastion Pihema, Dylan MacPherson, Devon Cunningham, and Alex MacPherson are adjusting to life at their new school in Mount Somers.

Armed police stun shoppers Ashburton shoppers were stunned to see police carrying firearms in the CBD yesterday.

However Ashburton’s top cop says the incident was an operational matter and refused to provide any further details.

According to multiple witnesses, two police officers pulled over on Burnett St outside ASB Bank shortly after 1 pm.

The officers then allegedly got out of the car, carrying firearms, and approached another vehicle.

However the officers then turned around and got back into the vehicle without speaking to anyone, and drove away.

One retail assistant who witnessed the incident described it as “crazy”.

She believed the incident was a case of mistaken identity, but she was concerned about officers walking around a busy street carrying firearms.

“It’s not a good look for Ashburton,” she said.

Another witness said she was shocked by the sight of police carrying “massive” guns.

Senior Sergeant Scott Banfield discounted the news value of the incident, telling the Guardian that police were carrying out their day-to-day operations and the community was not at risk.

A request for information made to Canterbury police district communications manager Lisa-Marie Brooks went unanswered by deadline yesterday.

Victorious weekend for Ashburtonians

Ashburton sister and brother Chloe and Tamati Graham have returned victorious from a highland dancing trip to Dunedin.

They had to make room in their parents car for all the trophies they won at the Highland Dancing Queen’s Birthday Championships held in the city at the weekend.

Chloe in particular did well, her huge haul of trophies including the Jacqui Seque Medal for the Most Outstanding Performance Under 14, no small achievement for a six year old.

She has been dancing since the age of three, while fiveyear-old Tamati decided to follow in his sister’s footsteps when he was four.

was doing the sailors’ dance, because it had a lot of shuffles. Shuffles are a particular dance move requiring plenty of fine-tuned footwork.

der-six-year-old fling and was the youngest boy competing, said his favourite thing was the many car trips he got to go on, “because we get time to play on mum’s

iPad”. Not to mention stops at McDonald’s, and making friends with other boys of all ages at competitions.

Mum Amanda said highland dancing was a family affair for herself, the two children and dad Kurt.

“We have travelled all over New Zealand and been to places we never thought would exist,” she said.

That included Hastings at Easter and Blenheim in a couple of weeks.

And the nationals were to be hosted in July in Ashburton, something Chloe, Tamati and their fellow Ashburton dancers are gearing up for.

Fellow Mid Cantabrians performing well at Dunedin at the weekend include Sarah Gluyas, runner up most points 18 and over, Charlotte Sloper, most points under 14, and Lucy Moore runner up under 14.

Slides not dead in water

Neil Brown has handed the community a challenge – if you want hydroslides at the EA Networks Centre, raise the money and the Ashburton District Council will give the project the nod.

The district councillor chaired last week’s hearings and deliberations on the district’s long-term plan that spells out council spending and rates requirements each year.

He and seven other councillors effectively canned a planned hydroslide project for the EA Networks Centre, but that doesn’t mean the project is dead and buried, Mr Brown said.

With the district facing a rate rise of a minimum of 6.5 per cent next year, Mr

Brown said it was not prudent to build the $2.7 million hydroslide project into the council’s budget.

The Ashburton Stadium Trust was committed to raising half the money needed, but the council was faced with funding the remainder – about $1.3 million from borrowings, with interest and repayments impacting on rates over many years.

“That was a dollars and cents decision and the bulk of submissions were saying don’t do it now, not at this time.

We’ve taken the dollars out of the longterm plan, but we haven’t taken out the words,” he said.

If the community, through the stadium trust, wanted to raise the money, then Mr Brown said he was sure the

council would agree to the project.

“If the money is there and if everyone wants it that much then the council will do it.”

The decision not to support the council’s contribution of about $1.3 million for the project in the 2016-17 financial year had nothing to do with running costs, it was based on the upfront cost and the impact on rates, he said.

“This will be the ultimate test of how much the community wants it; the community needs to take the lead with the dollars.”

If the council had opted to pay its share of the hydroslides, an extra $86,000 (0.3 per cent) would be needed from rates in the 2016/17 year and an extra $224,000 (0.6 per cent) in 2017/18.

ECan to get tough on smoky chimneys From P1 Ashburton’s first high pollution night this winter (a daily average concentration of PM 10 over 50) was on May 29, at 60.

Last year nine high pollution nights were recorded, up from four in 2013.

Fines would be a last resort; an educative approach would be taken first, she said.

ECan staff will be on the ground in Ashburton spotting smoking chimneys and using heat detectors to identify noncompliant logburners still in use. An information brochure will be left in the letterbox of an offender and the property would be monitored. If there are further breaches a warning letter will be sent and the property owner will be contacted by ECan staff.

“By the time it gets to an abatement notice, the homeowner will have had at least three contacts with us so it shouldn’t come as a surprise,” Ms Trought said.

ECan commissioner David Bedford said that the abatement and fine regime was a first in the drive to achieve clean air standards.

“Over the past few years we’ve been working closely with industry, wood merchants and the community on how to address emissions from home heating. We’ve never infringed a domestic wood-burner owner for producing smoke, but now, even if you have a complying woodburner, you still have to manage it well,” he said.

Logburners older than 15 years must be replaced with new compliant burners and from 2019 all replacements will have to be with low-emission burners which are just coming on to the market in New Zealand.

For people who would struggle financially to replace their woodfire, assistance could be arranged through Community Energy Action, Mr Bedford said.

“Since our winter assistance programmes started we have helped more than 600 people (across Canterbury) in a range of ways including granting shortterm extensions to keep using their woodburner, with free home energy checks and with financial support in some cases.”

The message, however, was very clear: “We’ve got past the point where people can just ignore this, they have to be seen to be making an effort.”

Students prepared for ‘real life’ business Several of the Timaru restaurant ‘The Oxford’ staff were polytechnic graduates, which owners Michael and Clarissa Doran said was testament to the institute’s quality training.

“Your staff are your biggest asset and also your biggest liability. Finding the right people is the most important part of any business. Once you have trained, skilled staff the great food and service follows.’’

“The students come out with an understanding of the industry, and the basic skills and knowledge that we can build on and groom to suit our business,’’ Clarissa Doran said.

She was encouraged by people wanting to study and work in Timaru.

“Students can utilise what they have learnt to become proficient relatively easily.’’

The Oxford’s Aoraki graduates include the senior sous and the commis chef, who was the apprentice while studying. The Doran’s are soon to hire another student as an apprentice.

The restaurant also has had two food and beverage graduates and a few barista trained staff. The duty managers have completed the Liquor Licence training at the polytechnic.

Clarissa said the importance of trained staff should not be underestimated.

“There is so much temptation to leave Timaru and work in a larger town or city. We think Timaru has a real shortage of skilled young people looking at hospitality for a career.

“Timaru has some great businesses that are working with the polytechnic to give students the study, practice and guidance they need to become career hospitality professionals.’’

Clarissa said practise, patience and ongoing training was key.

“This is not your nine-to-five job. There are long hours and things constantly change. Even after you graduate you need to start at the bottom and work your way up. Hospitality is part instinct and that takes time to master. It can’t be taught.’’

An open letter to all urban Canterbury woodburner users Now that winter is upon us, you’ll be starting to use your burner. Before you light your next fire, we have some important information for you.

There is a new rule which requires no visible smoke from urban chimneys*.

Many woodburner users believe they are already burning smoke free. Yet the smoke coming from urban chimneys tells a different story. Even if you are one of the many people who have changed to a new burner, you need to ensure your fire burns smoke free. It is easy to learn how.

Meth house to be sold

Housing New Zealand is about to divest itself of a property declared off limits in December because it was found to be contaminated with traces of the drug methamphetamine.

The Dobson Street house sat for some time in an unkempt garden with its windows tightly boarded up. Its tenants had been evicted after an alert that the drug had been used on the property.

Initially Housing New Zealand was unsure whether the house had been used as a meth lab or whether the contamination was due to meth use.

The house was tested and while contamination was found, there was no indication it had been used to manufacture the product.

It was subsequently professionally cleaned and decontaminated.

At the time a Housing New Zealand spokesperson, Kate Milton, said that illegal activities were not tolerated in any of the organisation’s houses. Eviction was automatic if tenants were found to be using methamphetamine.

The house has been cleaned and will be placed on the market.

The sale has been prompted by a lack

of demand on the social housing register for four-bedroomed houses in Ashburton, asset manager Bill Sharp said.

“We have yet to complete the steps we take before divesting the property, so it could be some time before this house is listed for sale and we’d be happy to share the results of the comprehensive testing and subsequent clean-up with any prospective buyer,” he said.

Remedial measures for houses with methamphetamine contamination can range from specialised cleaning through to stripping out and re-fitting a property or demolition.

Costs can range from $20,000 to $40,000 for a specialised clean, while demolition of a small house can cost around $15,500.

In some cases, in the interests of public safety, houses may need to be removed from their section and taken away for demolition elsewhere at an additional cost.

The value of a property is carefully assessed when deciding whether it is prudent to clean or re-fit a property as opposed to demolishing it.

Further testing is carried out after a property has been cleaned or remediated to ensure it is safe to be occupied.

People-smuggling boat headed to NZ Prime Minister John Key says New Zealand was alerted to a people-smuggling boat with 65 people on board that was headed to New Zealand.

He said it was steel-hulled and there was every likelihood it could have made it to New Zealand.

Mr Key said he did not know what had happened to the people on the boat but he understood the boat was sent back to Indonesia.

“It fits in with what I have been saying for quite some time, that these people smugglers are going to get hold of more robust boats, with better capability of a steel-hulled boat, so it certainly could have made it to New Zealand.”

Methven will launch its winter lights project in style with a special celebration on Sunday.

About 450 metres of LED lights, stretching along one side of Main Street from The Blue Pub to Cinema Paradiso, will come to life at 6.30pm.

The big switch-on will be undertaken by town identity Viv Barrett, as part of a wider celebration involving stalls and a bouncy castle beginning in the Methven square at 5.30pm.

Cinema Paradiso co-owner Richard Sheppard and The Professionals real estate agent Martin (OJ) Dodson have been working on the lighting project for some time, and presented their case to a Methven Community Board meeting earlier this year.

Not only did board members support it, but they and Ashburton Mayor Angus McKay moved that the small cost of power would come under the council’s bulk bill for street lighting.

decorative lighting fund contributed the $2500 required to buy the lights, wiring and other materials.

Mr Sheppard said it was great to finally see the project coming to fruition after they had been working on it for about four months.

“It’s just amazing, we are coming to an end now with the final project, everybody has been great, the support we have had has been amazing.”

However, he believed the project was far from final in the real sense of the word, as the enthusiasm it was generating was proving infectious. The Mall businesses were getting together to add their own lights to the display, and the Methven i-SITE had also installed lights.

He and Mr Dodson are originally from the United Kingdom, as is fellow Methven resident Martin (Moose) Hickman, who works for EA Networks and was helping the pair install the lights at the weekend.

The trio referred to the Blackpool Illuminations, a famous annual lights festival in the English seaside city, when talking about the potential of the project.

Whisky auction raises $25,000 Bottles of special whisky to mark the retirement of the Iroquois helicopter fleet have raised $25,000 for families of people killed while serving in the Air Force.

Fourteen bottles – one for each of the ‘Huey’ helicopters being decommissioned on July 1 – went under the hammer at RNZAF Base Ohakea on Saturday night.

Company presented 16 bottles of the 25 year-old single malt whisky to the Air Force.

Fourteen bottles were auctioned off to the highest bidder and two were held back by the military to “respect those two aircraft that went down on the Kapiti Coast in Anzac Day 2010,” the company’s operations manager Grant Finn said.

Council needs to ‘toughen up’

Grow Mid Canterbury’s grant for next year might have been signed off by Ashburton District councillors during deliberations last week on the district’s long term plan, but not every councillor was happy The council had written a grant of $240,000 into its budget for the economic development organisation and like all spending it was up for debate as submissions were heard on the plan.

Councillor Ken Cutforth didn’t mince words when he said he was concerned about the organisation’s “lack of accountability”.

“It’s been going on for four

years. Grow Mid Canterbury is dodgy to say the least and I don’t see why we should continue funding an organisation that doesn’t present its accounts on time.

Every deadline’s been broken and we need to toughen up,” he said.

Rather than hand Grow Mid Canterbury the grant money, Mr Cutforth recommended it should be “drip fed” and tied to the organisation producing its accounts.

Darryl Nelson was of a similar mind.

“I believe they almost treat us with contempt,” he said. “If you don’t turn up and report every six months, then you don’t get any money. People should come

when they’re scheduled to come.”

In an effort to improve the organisation’s accountability, the council last year established a liaison committee to act as the bridge between Grow Mid Canterbury and itself and that took the place of some of the six monthly reporting, councillor Neil Brown said.

Getting tough was also on the agenda for Peter Reveley.

“They’re a business group and as a business group, it’s a bad look,” he said.

In line with the cost cutting that marked last week’s budget deliberations, Stuart Wilson suggested the council should reduce Grow Mid Canterbury’s grant to $140,000.

“If this had been a key project and we said we were granting $2.4 million over the next 10 years, we’d have had a big reaction,” he said.

Donna Favel wanted a softer approach taken.

“Cut it by $10,000 and indicate an on-going reduction,” she said.

While some of his fellow councillors might not like the size of the Grow Mid Canterbury grant, Alan Totty said it did what few other organisations did with their grant money, went out and turned that into income that was three or four times the original amount.

By a majority vote, councillors opted to stick with the status quo.

Holiday toll rises to five The country’s top road cop is lamenting the deaths of five people over the Queen’s Birthday holiday weekend, including a 5-year-old boy who died in hospital on Monday.

Police assistant commissioner Dave Cliff said while there was one fewer death than last year, when six people died over the holiday weekend, even one road death was too many.

Levin boy Kaide Preston, 5, died yesterday in Starship Hospital from injuries sustained in a Friday evening crash, raising the holiday toll from four.

The dead also include three drivers and a motorcycle pillion passenger.

Inglis to speak Mountaineer and double amputee Mark Inglis will be in Ashburton next week as a guest of the district’s rural business professionals. After losing his legs as a 23-year-old mountaineer Mr Inglis was forced to rethink his career, but continued as a climber, becoming the only double amputee to summit Mt Everest. He has also won medals as a paraOlympian. As New Zealand farmers are faced with low payouts, droughts and the impending global food shortage Mr Inglis will speak at a meeting on Monday night on rethinking careers and turning obstacles into opportunities. Water supply funds While they cut costs in some quarters, Ashburton District councillors were happy to give financial support to the South Rakaia Bach Owners’ Association.

During hearings on the district’s long-term plan, association members asked the council for a one-off grant towards an ultraviolet treatment system for their water supply. They asked for $15,000 and councillors agreed.

St John Ashburton’s St John Ambulance travelled 3025 kilometres last week attending 92 call-outs. Of those 31 were urgent. Seventy five calls were to medical events and 17 to accidents.

Christchurch police are investigating a possible stabbing after a man was found with non-life threatening injuries early yesterday morning. The victim was found outside a residential property in Armagh St about 12.30am with injuries to his upper body. He was taken to hospital and is undergoing surgery and police have cordoned off the area to complete a scene examination.

A service to netball

Ex-Ashburtonian Christine Rodda (nee Loach) was awarded a Queen’s Service Medal in the Queen’s Birthday honours.

While she has lived in Christchurch for many years, Mrs Rodda grew up in Ashburton and attended Ashburton Borough School, Ashburton Hakatere College and then Ashburton College.

She received her award for services to netball as an administrator and during her youth she was a regular netball player in Ashburton.

Mrs Rodda has been heavily involved with netball in the Canterbury region since the late 1980s.

She was chairwoman of the Christchurch Netball Centre (CNC) Board from 2011 to 2014, during which time she led a restructure to form a governance board, which necessitated updating the centre’s constitution, regulations and policies.

She previously served as vice president of the CNC from 1996 to 2010.

She researched and produced a comprehensive Representative Team Manager’s Manual for both Canterbury Netball and the CNC, and a comprehensive health and safety manual for the latter.

She launched and guided a Mentor Scheme for Coaches at CNC. She was Convenor of South Island Secondary Schools Junior Netball Tour-

nament from 2002 to 2013.

In 2012 she was a member of Netball New Zealand (NNZ) Zone Four Working Committee and a member of NNZ Core Consultation Group in 2011.

She has been President of the Christchurch Girls’ High School Netball Club, a member of the Canterbury Sports Foundation, a founding member of South Island Junior Netball Development Committee, and a Selector and Manager of Canterbury and Christchurch representative netball teams.

Mrs Rodda was a member of the Metro Sports Facility Project Committee from 2013 to 2014.

She has received a number of previous awards for her services to netball including Canterbury Lifetime Achievement Award, 2014, Netball New Zealand Service Award, 2008, Christchurch Netball Centre Life Member, 2006, Christchurch Netball Centre Service Award, 1999.

Staff Sergeant Robert Victor Keith McGee, DSD (New Zealand Distinguished Service Decoration) for services to the New Zealand Defence Force.

Displaying leadership skills beyond his rank and compassion for fellow soldiers were two of the reasons behind an army staff sergeant and former Ashburton man being honoured.

While serving as a patrol commander with the New Zealand Provincial Reconstruction Team in Bamyan Province, Afghanistan, Staff Sergeant Rob McGee was responsible for the command of a small patrol working within the Khamard District.

The patrol came under fire after they were tasked with clearing insurgents from the side of a valley as part of the ‘Battle of Baghak’ on August 4, 2012.

Mr McGee showed excellent leadership under fire, suppressing a number of enemy positions and successfully extracting two of his men who had been injured in the firefight.

One serviceman was tragically killed in the fighting.

The night following the battle his patrol were attacked by in-

surgents at their Forward Patrol Base. During the fight Mr McGee exhibited excellent control of his patrol and successfully repelled the attack.

Then on August 19, a large Improvised Explosive Device on a district road detonated under the rear vehicle of his patrol, instantly killing the three occupants. He secured the scene and ensured the remaining members of the patrol remained focused.

Mr McGee has been rewarded for displaying leadership skills beyond expected of his rank, his comradeship in dealing with the tragic loss of four comrades and attending to the well-being of the remaining members of his patrol.

In brief Standing’s good for you Are you sitting down? In that case, you should probably stand up before reading this. In the first advice of its kind, British experts are recommending office workers stand for at least two hours a day, in a warning against the dangers of prolonged sitting. The guidelines were developed by a group of experts invited by Public Health England and an advocacy group and were published online Monday in the British Journal of Sports Medicine. The experts recommend people start with two hours of standing or light activity, adding they should eventually double that to four hours. In recent years, the hazards of sitting too much have been compared to those of smoking, with research suggesting people who spend most of their days seated are more likely to be fat, have heart problems, cancer and even die earlier. Not even regular exercise seems to help.

Survivors yell for help Rescuers pulled six survivors to safety after hearing cries for help yesterday from inside a capsized cruise ship that went down overnight in a storm on China’s Yangtze River with 458 people aboard, most of them elderly, state broadcaster CCTV said.

At least 12 other people are known to have survived, including the captain and chief engineer, and five people were confirmed dead in the accident during a cruise from Nanjing to the southwestern city of Chongqing, the broadcaster said.

Search teams heard people calling out from within the

partially submerged ship when they climbed aboard the upside-down hull, CCTV reported more than 12 hours after the ship went down in Hubei Province about 9.38pm.

Footage from the broadcaster showed rescuers in orange life vests climbing on the upsidedown hull, with one of them lying down tapping a hammer and listening for a response, then gesturing downward.

Divers later pulled out at least one survivor, a 65-yearold woman, from inside the overturned hull, CCTV said.

Then, rescuers reported an additional five people rescued, though no details were

given on those rescues, which brought the total number of people who reached safety, to 18. Many of the initial survivors swam ashore.

The broadcaster said five people were confirmed dead.

The overturned ship had drifted about three kilometres downstream before coming to rest close to the river shore, where choppy waters made the rescue difficult. The location is about 180 kilometres west of the Hubei provincial capital of Wuhan.

The fact the capsized ship drifted downstream was a good sign for rescuers because it meant there was enough air

inside to give it buoyancy, and could mean there are enough air pockets for survivors to breathe, said Chi-Mo Park, a professor of naval architecture and ocean engineering at South Korea’s Ulsan University.

“It all depends how much space there is inside the vessel,” Park said.

The official Xinhua News Agency quoted the captain and chief engineer as saying the ship sank quickly after being caught in a cyclone. The Communist Party-run People’s Daily said the ship sank within two minutes. CCTV said the two were under police custody.

IS Iraq advance ‘represents a global failure’ US-led coalition members carrying out air raids against Islamic State jihadists are holding crunch talks in Paris as Iraq’s leader pleads for more support against what he says is now a foreign-dominated group.

Prime Minister Haider alAbadi said the advance of IS jihadists represented a “failure” for the global community, upping the stakes ahead of the gathering of around 20 ministers from the coalition.

The talks were given added urgency by a suicide bomb against an Iraqi police base,

which killed at least 37 and further slowed an operation to retake the city of Ramadi near Baghdad.

Iraq’s plan to recapture Ramadi will dominate the meeting, according to a senior US official, with Abadi set to outline how his government intends to retake it and what coalition partners can do to help.

“This is not a business-asusual meeting,” said the senior official, speaking on condition of anonymity by teleconference.

“We’re coming to discuss with... Abadi his plan for liber-

ating Ramadi and Anbar province.”

And just hours before the meeting, Abadi stressed that IS was not just a problem for Iraq and Syria, where the Islamic group has overrun large parts of territory, but the whole world.

“The flow of foreign fighters is more than before,” he told reporters in Paris before the meeting started.

“There is an international problem, it has to be solved.”

He said that up until recently, around six out of 10 fighters were Iraqi and the remainder

foreign, whereas now the proportion was reversed.

“Daesh is creating a new generation of fighters, dedicated, ideologised. They are prepared to die but they are not suicide bombers,” said the prime minister, using an alternative name for IS. The international community has to explain “why so many terrorists are from Saudi Arabia, why so many from the Gulf, why so many from Egypt, why so many from Syria, and Turkey and from European countries?”

Fifa secretary general Jerome Valcke was not involved in the $10 million payment mentioned in the US corruption probe engulfing soccer’s world governing body, Fifa said yesterday. Fifa said the payment was approved in 2007 by Julio Grondona, the former chairman of the finance committee who died last year.

The Fifa statement follows a New York Times report that American law enforcement officials believe Valcke transferred the money in 2008 to accounts controlled

Greece submits plan Prime Minister Alexis Tsipras says Greece has submitted a proposal for an agreement with its creditors, as Athens seeks a deal that will unlock desperately needed rescue money. Tspiras said the proposal, which he did not give any details of, was submitted to the country’s creditors. Migrants evacuated Paris police started evacuating hundreds of migrants Tuesday from a tent camp near a major train station and tourist area — a patch of increasingly crowded pavement that has become a symbol of Europe’s struggle in facing a surge of migrants. The migrants, mostly from East Africa now find themselves in legal limbo. Anger at their presence has mounted among residents. In response, dozens of police vehicles and garbage trucks surrounded the area. Migrants slowly gathered their blankets and meager belongings and mounted buses.

Old or new, smoking chimneys are banned Sue Newman

A

fter years of taking a softly, softly approach to achieving clean air, Environment Canterbury was always going to reach a point where it had to get tough.

That point has been reached and Ashburton homeowners are on notice – if there’s smoke pouring out your chimney this winter, someone will spot it and you’ll be on the fast track to facing a fine.

Ashburton’s logburner replacement saga has been long and it’s been tortuous.

ECan came in with a big stick, told homeowners that if their home heating units were more than 15 years old they had to be replaced. The public was outraged. Some complied, most resisted.

A few years of gentle persuasion and education, rather than the sledge-hammer approach followed.

This worked to some degree.

Many logburners were upgraded, many more were not, but smoke continued to pour from the chimneys of both.

And that has everything to do with what we burn and the way we’re burning. Old or new, if wet wood or rubbish are burned in a log fire then smoke will billow out of the chimney.

A clause in the proposed Canterbury Air Regional Plan puts prosecution teeth around the drive to achieve the national clean air target of no more than three breaches of clean air limits a year. Last year we had nine, in 2013, four so we’re almost there.

If smoke billows out of your chimney for more than 15 minutes at a stretch and it’s spotted by air inspectors you’re on a slippery slope that will start with education and could end with a $750 fine.

Homeowners who’ve zealously clung to their old burners until they were ordered to ditch them have been quick to point out that new fires smoke just as much as old fires. And they’re right, but now it doesn’t matter where the smoke comes from, put it there and you’re in trouble.

Councillors do listen

T

he long-term plan (LTP) is a statutory document that the Ashburton District Council is required to consult on every three years.

This plan is what the council sees as the priorities and directions for the Ashburton District over the next 10 years and relies on feedback from the community to ensure it reflects the views of the people.

As we all know, it is difficult to plan in detail for 10 years into the future, but all of us have our vision of where we would like to see ourselves in seven to 10 years.

This requires constant reflection and re-evaluating to make sure we are on track to achieve our goals. Hence, every year the council develops and consults on an annual plan to outline what is to be done in that specific year based on what was stated in the longterm plan.

The annual plan cannot differ greatly from what is in the

long-term plan unless a special consultation process is undertaken.

The consultation process for both the annual plan and the long-term plan is the same.

A draft consultation document is sent out to all residents. This document comes from councillors bringing the thoughts of the community to the council table, along with the direction given by previous long-term plans.

The council holds a series of public meetings for information sharing, clarification and feedback from the public.

The community then has the opportunity to give feedback by ticking boxes to indicate preferences and/or give a

written submission.

Written submissions can also be personally delivered to the council though the hearings process.

The council has the task of making a judgement based on a variety of information – technical reports, budget forecasts on costs of activities, community feedback, submissions from the public and the previous long-term plans.

Technical reports are commissioned and received during the development of the original consultation document and are all made public when they are received.

If you have missed the opportunity to see some of this documentation, it is all on the council’s website.

I personally relish the interaction with constituents at any time, but especially during times like the recent submissions on the long-term plan.

Thank you to those who thought about the long-term plan and either came to a

meeting or submitted their thoughts.

On many issues opinions can be varied and the final decision will always leave some people frustrated that their views were not what the councillors decided to go with.

I can assure you councillors read and listen to all submissions intently.

So if you are upset at a decision or direction the council has taken, rest assured that we do listen, discuss, weigh up the options, consider the impact on ratepayers and make a decision for what we think is the best outcome for the community at this time.

When I meet with other councils around New Zealand, they are always amazed at what we achieve in Ashburton.

We are recognised nationally as a go-ahead district with its people working together for lifestyle and opportunity.

Remembering our stories

D

uring the Anzac commemoration events we heard so many heartrendering stories of the tragic loss of life, the bravery and the commitment made by so many young men who willingly signed up to serve with the forces against a war that was not really ours.

However, we were closely connected to Britain and the saying often quoted then was “Where Britain goes we go”.

The stories of those dedicated soldiers and of the horrendous battle scenes that have been collected form a vital part of New Zealand history and all media sources are to be congratulated on the wealth of information that was presented to us in so many forms, amazing especially as those fortunate to return home were reluctant to speak of their experiences.

It cannot have been easy to put those stories together.

Those who had kept diaries and whose families had retained them or kept letters from

the battlefields had valuable historical data. But what of the stories of those at home while battles were raging on the other side of the world.

I began to try and recollect what it was like for me as a child during those World War Two days.

My mother had told us what it was like for her during World War One; this was collated into her history.

How many of those who lived through that time have actually written down those precious memories.

All the recent events have spurred me on to actually writing my story while I can still remember details. Some that I vividly remember were the air

raid drills when schools were required to evacuate and because I was a small child I had to be billeted with a family who lived nearer the school.

I remember being taken home to this place and waiting till the all-clear was given and we could return.

Communication must have been difficult without cellphones and I need to research a little more of the details.

When there was a very real threat of an invasion either from the air or a landing along the coast the fear was always there. I am not into interpreting dreams, but I am now wondering whether the continual nightmares I have had throughout my life of war planes crash- landing on home territory stems from those days.

Other memories include blackouts of houses during hours of darkness and the consequences of putting on a light, collecting food for a starving Britain and packaging it up to

be sent away, ration coupons for certain household items that were in short supply.

And then, of course, the end of the war and the special welcome-home functions and walking as a school into town to view victory parades and for the visit of a certain Field Marshall Montgomery. There is so much more that I think it might keep me busy over winter.

I encourage those of you who lived through the war to try and recall and record your memories while you can still remember.

There will be some who were parents at that time and their stories would reveal a different perspective.

What may appear as of no consequence to the individual may be of historical value to New Zealanders.

Z Energy to run multi brands

BY PATTRICK SMELLIE Z Energy says it is committed to running a multi-brand strategy following the acquisition of the Caltex and Challenge! brands from Chevron New Zealand in a $785 million deal announced yesterday after details leaked to the Australian market on Friday.

The deal will give Z some 49 per cent of the retail petrol station market and will require clearance from the competition regulator, the Commerce Commission, which it hopes to receive by November.

Shares in the company, which also owns a 26 per cent share of the Marsden Point oil refinery and supplies the aviation and shipping markets, were trading at $6.18 mid-afternoon, a 21 per cent jump on Friday’s closing price, and briefly touched a record $6.19. The deal is expected to be “earnings-accretive” from

day one, adding 34 per cent to earnings per share before counting anticipated synergy benefits of between $15 million and $25 million a year starting in 2017.

Z Energy chief executive Mike Bennetts insisted the decision not to change the Caltex and Challenge! petrol brands to Z was not simply to give the regulator assurance that the domestic transport fuels market would remain competitive if Z was to complete the transaction.

The two companies ran distinctively different business models, with Z concentrating on a “full service” offering, including food, coffee and car washes while Caltex was more focused on fuel sales, including having a “much better” truck stop operation than Z’s.

“We would destroy the value (in Caltex) by turning it into Z,” said Bennetts, who noted that Caltex’s rates of return were stronger than Z’s, although

Yes, it matters. There are two distinct processes – one for managing poor performance and one for dealing with bad behaviour – and it is important to start off down the right path.

A gym manager who lost his job after returning from holiday to find several complaints had been made against him has been awarded $6000 compensation for unjustified dismissal.

The Employment Relations Authority (ERA) found his employer, Snap Fitness, was unfair in firing Mathew Milne as the complaints made were about performance, rather than serious misconduct.

Eight allegations against Mr Milne were raised, among them that Mr Milne had been rude to customers, to have failed to take seriously a number of complaints made about the safety of the gym and he was accused by another trainer of taking four-hour lunch breaks.

On this count the ERA found no basis for the allegation, noting the trainer who made the complaint “clearly did not get on” with Mr Milne.

Serves 4 2 kumara, peeled and diced 1/2 C crushed pineapple 1T cashew nuts pinch salt freshly ground black pepper, to taste 2C rocket

■ Preheat oven to 180°C. ■ Spray a baking dish with oil.

■ Place kumara in baking dish and cook for 20 minutes.

■ Add pineapple, nuts, and seasoning. Stir and bake a further 15 minutes or until kumara is soft, stirring occasionally.

Slow-cook it for tender results

W

hen it’s cold outside there’s nothing nicer than walking into a kitchen and being greeted by the smell of dinner cooking.

That’s a luxury when you work fulltime, but if you’re comfortable with the timer on your oven you can whip something up the night before, pop it in the fridge, slide it into the oven before leaving for work, set the timer and when you arrive home the work is done.

Or you could use a crockpot.

Crockpots are great, but they don’t seem to issue the same taste-tempting smells as an oven.

Winter warming food often means a casserole and while that means slow cooking, it’s worth the effort.

Slow-cooked beef with potato topping 1kg gravy beef, trimmed and cut into 6cm chunks 1 onion, chopped 4 cloves garlic, crushed 1 leek, finely chopped 400g button mushrooms, sliced 3C beef stock 1/2 C tomato paste 1T Dijon mustard 2 bay leaves 1 1/2 T cornflour mixed with 2T water Crunchy potato topping 1kg mashing potatoes, peeled and chopped 50g butter 1/2 C grated cheese 1/2 C breadcrumbs

■ Add the beef in batches and brown all over, then transfer to a casserole dish.

■ Return the pan to a medium heat and add a dash more oil with the onion, garlic and leek and cook, stirring for five minutes.

■ Add the mushrooms and cook for another five minutes.

■ Add the stock, tomato paste, mustard, bay leaves and cornflour mixture.

■ Stir to combine then pour over the meat in the casserole dish and stir.

■ Cover and bake in the oven for 2.5 to 3 hours.

■ Cool while your prepare the potatoes (remove the bay leaves).

■ Increase the oven temperature to 200°C conventional.

■ Crunchy potato topping ■ Boil potatoes until tender ■ Drain and replace over a low heat for a minute to remove excess moisture.

■ Mash and stir the butter through and season to taste.

■ Arrange spoonfuls on top of the meat mixture to cover.

■ Toss the breadcrumbs in a dash of oil and scatter over the potato with the cheese.

■ Bake in the oven for 15 minutes until golden on top (you can grill for the last few minutes).

Lamb and chickpea curry 1kg lean lamb shoulder chops 2T butter 1 onion, finely chopped 2 cloves garlic, crushed 2t fresh ginger, finely chopped 1T each garam masala, turmeric, ground cumin, ground coriander, curry powder 1/4 t cayenne pepper 1C chicken stock 400g can chopped tomatoes 400g can chickpeas, drained and rinsed

2T lemon juice 1/2 C natural unsweetened yoghurt To serve Natural unsweetened yoghurt Fresh coriander, chopped Steamed rice and warmed naan bread ■ Heat a dash of oil in a large frying pan over a high heat.

■ Season the lamb with a little salt and pepper and brown on both sides (this is best done in batches).

■ Set the chops aside.

■ Reduce the heat to medium and add the butter or clarified butter and another dash of oil to the same pan.

■ Add the onion, garlic and ginger and cook, stirring, for about 5 minutes until the onion is soft.

■ Add the spices and cayenne pepper and cook for another few minutes, stirring all the time so the spices don’t stick and burn.

■ Add the stock to the pan, bring to the boil then immediately turn off the heat.

■ Stir in the tomatoes, chickpeas, lemon juice, yoghurt and the lamb and its juices.

■ Taste and season as required.

■ Put in covered casserole dish and cook in the oven for 3 hours ■ To serve ■ Serve the curry with steamed rice, a dollop of unsweetened yoghurt, a sprinkle of lemon zest and fresh coriander and hot crispy naan bread.

Paprika beef and capsicum casserole

into large chunks 2T sweet paprika 2T plain flour 2t caraway seeds (optional) 400g can tomato puree (or diced tomatoes) 2 1/2 cups beef stock ■ Preheat oven to 180°C. ■ Cut beef into 2.5-3cm cubes.

■ Season with salt and pepper, and add about 2 tablespoons of oil to the beef, mix well.

■ Heat a large frypan over a medium-high heat.

■ Brown the beef in two or three batches. Remove each batch and place it in a casserole dish.

■ Reduce heat in the pan and add a little oil, add onion and garlic, cook for 1 minute, add carrot and capsicum, cook for 1-2 minutes, and stir occasionally.

■ Sprinkle in paprika, flour and caraway seeds, stir until the carrots and capsicums are coated.

■ Gradually pour in the tomato puree and stock, stirring well. Stir until the mixture boils. Add to the casserole dish, stir to combine.

■ Cover the casserole dish, place in oven.

■ Stir every 40 minutes or so, add water if needed to keep the ingredients just covered.

■ Cook until the beef is very tender.

Chicken casserole and mash

1 parsnip peeled and sliced 420g can creamy chicken soup 1C water or white wine 1T chopped fresh thyme or 1t dried thyme 1/2 C lite sour cream, ■ Preheat oven to 180°C. ■ Heat a dash of oil in a non-stick frying pan and brown the chicken.

■ Remove and place in oven-proof casserole dish.

■ Add onion, carrot, celery and parsnip to pan and cook for two minutes or until just starting to brown.

■ Pour in soup, water or wine and thyme and mix thoroughly.

■ Pour into casserole dish. Cook for 1 1/2 hours.

■ Remove from oven and stir in sour cream.

■ Serve with mashed potatoes.

■ Preheat the oven to 140°C conventional bake.

■ Heat a little oil in a large pan over a high heat.

Trinity Roots heading to Methven Wellington-based Trinity Roots will play in Methven at The Blue Pub this Friday night as part of its release tour for its third studio album Citizen.

Band members Warren Maxwell and Rio Hunuki-Hemopo recently recruited “new cornerstone”, drummer and vocalist Ben Lemi.

Mr Lemi is a multi-instrumentalist composer from Wellington and jazz performance graduate of the New Zealand School of Music.

He has been contributing to the national music scene for the last 10 years and recorded and performed with various Kiwi acts across the country and in-

ternationally.

The third full studio album retains all the classic elements that define Trinity and more, he said.

“As an artist I feel honoured to help carry this momentum that has been so positively built up and supported over the years.”

Band members say their music defies “genre boxes”, but it “joins the dots between headnodding reggae, slow-burning funk and jazz adventurism”, and features poetic and poignant lyrics.

Pulse gunning for title in 2018

By Daniel RichaRDson It sounds preposterous to picture the Central Pulse as the 2018 ANZ Championship winners.

The perennial underachievers have never made the playoffs and have done little more than talk about how good they could be if it all clicks for the entirety of the trans-Tasman netball league.

But they named Tanya Dearns as their new coach yesterday and with it came a bold vision from chief executive Carolyn Young who said they wanted to build a side that could claim their maiden title in 2018.

You have to admire the direction – it’s something that has been lacking from the Pulse in recent times as they have bumbled from one season to the next.

“From my perspective, I need to step back and say ‘what do we need to do to win in 2018?’ and ‘how do we build to get there?’,”

Young said. “We need to create a team and a culture that’s going to aspire to those goals and aspire to want to do really well every week, every day, every training session and I think the championship will come.”

The Pulse have an ageing roster with the likes of 42-year-old goal shoot Irene van Dyk on the books this year, while import Ama Agbeze, wing defence Joline Henry and mid-courter Liana Leota are all 30 or older.

Henry and Leota were noted disciples of former coach Robyn Broughton and it’s hard to see them returning next season.

Dearns, who has had limited involvement with top-level netball recently considering she has worked as the general manager of National Basketball League outfit the Bay Hawks, said recruitment was a pressing issue.

“There is going to be conversations around some of the older members in the squad and those conversations haven’t been had yet,” Dearns said.

There could be a role for van Dyk with the team, either on or off the court, given the experience she has but Dearns said the side wanted to promote their promising young players from within the region.

Dearns was an assistant for the Waikato-Bay of Plenty Magic in 2013 and recently spent time with the Scottish na-

tional side in a coaching capacity, which sparked her desire to coach again.

She is close with Silver Ferns coach Waimarama Taumaunu and the pair speak regularly about the game.

Dearns took a more impatient attitude to the goal of winning a title in 2018.

said. “For me, it’s about winning games and it’s about making sure our product is right to do that.”

The Pulse look set to drop their flexible attitude around letting players jet in from out of town – goal attack Jodi Brown often commuted from the South Island this year – and the franchise wants players to be domiciled in the capital to add in more training time. They will likely move to four sessions per week next year, while three was the norm this season.

Curiously, Dearns will still commute from Hawke’s Bay but she defended that choice despite it giving a look of ‘do as I say, not as I do’. “It’s all about the team, so I will be here when I have to be here and I will be available,” she said.

Dearns’ assistant coach will be named at a later date, while the Pulse also confirmed that skipper Katrina Grant will return for the 2016 season.

Ko clinging to No 1 spot

By Daniel RichaRDson Lydia Ko will be out to defend her No 1 world ranking on her return to the fairways this week.

The 18-year-old Kiwi will tee it up at the Manulife LPGA Classic in Canada with Inbee Park closing in on the top billing after the Korean finished in a share of fifth at the Shoprite LPGA Classic in New Jersey last weekend.

Park’s top-five effort saw her move to 10.73 ranking points, while Ko, who didn’t play in New Jersey, has 10.89 points.

Park is a former world No 1 but Ko has held the top spot for 18 weeks and the pair have a comfortable lead over the third-placed Stacy Lewis (9.54), while there’s an even bigger drop to HyoJoo Kim (6.32) who is in fourth.

Sweden’s Anna Nordqvist was the big mover in the rankings this week as she jumped to seventh with 5.45 points following her victory at the Shoprite LPGA Classic.

Park is the defending champion at the Manulife LPGA Classic that will take place in Ontario but Ko will be well-rested after having a break last week.

After the Canadian event, the focus will turn to Ko’s search for an elusive first major title when the tour heads to New York for the Women’s PGA Championship, which is the second major of the year.

Despite all of Ko’s accolades, she is yet to win a major crown.

She finished in a share of 51st at the ANA Inspiration, the first major of the year, in California in April.

Argentina, who boast a side laced with promising players have been one of the biggest disappointments. They were held to a 2-2 draw against Panama in their opening match on Saturday and were then upset by a Ghanaian side who played with unlimited passion. With their fans banging drums in the stands and waving flags, their team delivered the level of football that matched their supporters for enthusiasm.

BIODIVERSITY GRANT SCHEME NOW OPEN Funding applications are now being sought from groups and organisations for financial assistance from Ashburton District Council’s Biodiversity Grants Scheme.

Council provides annual grants to protect and/or enhance indigenous biodiversity in the Ashburton District. The maximum amount per grant can be no more than 50% of the total project cost and $5,000 is the maximum Council can provide per grant. The applicants’ share of the project’s cost can be in kind, or financial. Application forms and full criteria can be found on the Council website ashburtondc.govt.nz or from the Council office.

Ashburton District Council gives public notice of a road closure for the purpose of allowing the Ashburton District Council to hold “Ashburton College Road Crash Day” (with the exception of emergency vehicles) for the period indicated hereunder.

Visit the Road Safety page on Council’s website for an entry form. The road safety calendar competition is for children aged 4-14 years.

Sport College hangs on

Ashburton College senior boys basketball team captain Kody Stuthridge is airborne during a shot at goal last night with Cathedral College’s Terrence Hill in defence. Stuthridge led from the front with 16 points as Ashcoll survived a lightning raid by the small and fast Cathedral team 68-63 in round six of Canterbury Basketball’s Thompson Trophy competition for school sides. Thomas O’Brien also banked 16 points and Matt Rae 15 in a game that almost got away from the hosts at the EA Networks Centre. Ashcoll blasted out of the first quarter to lead 22-10 but found themselves four points down at three-quarter time when regulation shots just failed to drop. A couple of steals managed to turn the table with five minutes to play and Ashcoll held on, reeling but relieved from the close encounter. Ashcoll plays Hillmorton next week and is hoping for a shot at promotion into division one, given the side has won five from six and plays the bottom division side next week.

Cup future hangs in balance New Zealand’s future at the Under-20 World Cup hangs in the balance, after a resounding 4-0 defeat at the hands of the United States last night.

An occasion that promised so much was ultimately flat, as the home side offered little against a superb American team.

They lacked the energy and conviction they had displayed
