Mental health experts are turning their attention to youth in rural communities in the wake of the district’s dairy slump. Methven is set to become a testing ground for a new initiative that aims to provide mental health support for rural youth. With rural communities

sometimes missing out on mental health support, and with the added stress of the dairy downturn, health professionals are looking to bring urban health services to rural areas. A series of workshops will be held in Methven over the next two months covering everything from maintaining mental health to managing grief and loss.

The rural workshops are the first of their kind in the region, and if the Methven meetings prove successful, they could be expanded to other rural communities. Youth health and development organisation The Collaborative Trust is running the meetings in conjunction with Pegasus Health.

One of the workshop organisers, Dr Sue Bagshaw, said rural communities could often be neglected when it came to mental health support. “There’s often work done in urban areas and in schools because they’re so handy, it’s easy, whereas rural areas often get missed out,” she said. The economic impact of the

dairy downturn also made it important to focus on rural areas, she said. “We’re trying to tackle the issues that seem to be uppermost on the minds of people in Methven.”

Miley no ratings boost

Miley Cyrus’ outlandish performance as the MTV VMAs host has failed to boost the music awards’ flagging ratings. MTV’s decision to hand over proceedings to a scantily-clad Cyrus, who stole the show at 2013’s awards with a risque performance with Robin Thicke, seems to have backfired, with the TV audience falling 5 per cent across the US compared to last year. It’s a worrying trend for MTV, with ratings for the awards plummeting 18 per cent in 2014, but the network said online streaming was up 155 per cent from last year. Nearly 10 million American viewers tuned in to the show where this year Cyrus flashed a breast, engaged in a catfight with Nicki Minaj and ate marijuana brownies.

Kiwi haven for sale after 50 years Another slice of Far North coastal paradise is up for sale, with tenders closing next week for a 77-hectare headland on the Karikari Peninsula. The land, which has access to about 1km of unspoilt coastline and the magnificent Puheke Beach, has been in the same family for more than 50 years. It has a registered valuation of $1.535 million, but the agent selling the land, David Baguley from Bayleys, says it is expected to sell for “substantially” more than that. Bayleys said the owners were hesitant to sell the place and bidding farewell to the idyllic property on the Karikari Peninsula would be heartbreaking for owners Michele and Chevy Saunders.

Game of Thrones a record breaker Game of Thrones has made the Guinness Book of Records for the largest TV drama simulcast. This comes after episode two of season five was broadcast in 173 countries simultaneously. Actress Maisie Williams, who plays Arya Stark in the show, picked up the award on behalf of the show. “So pleased for Game of Thrones to be a part of Guinness World Records, I’m not going to tell my step brother as he gets the book every year for Christmas,” she said. “I can’t wait to see the look on his face!” Singers Ed Sheeran, Taylor Swift, Modern Family’s Sofia Vergara and boyband One Direction have also secured records. Sheeran’s accolade is the “longest time to reach number one” on the UK singles charts. His single Thinking Out Loud took 19 weeks to top the charts. His close friend and music star Swift has been awarded the title for most million selling weeks on the US albums charts.

Grylls, Obama on walk Survival expert Bear Grylls has bagged his biggest celebrity yet for a walk in the wilderness – President Barack Obama. NBC and the White House said yesterday the president will meet with Grylls during his visit to Alaska to discuss climate change, then spend some time in the wilderness. NBC said Grylls would give the president a crash course in survival techniques for an episode of his show, Running Wild, to air later this year. Grylls has taped previous episodes of his show with the likes of Kate Winslet, Drew Brees, Kate Hudson and Channing Tatum. “I will not deny your suspicion that there may have been some suggestions put forward by the Bear Grylls team that were not approved by the Secret Service,” said White House Press Secretary Josh Earnest. “We have been able to work with the Secret Service to find a couple of interesting things” for the president to participate in, he said.

Friends, colleagues and community members gathered yesterday morning to mark one year since two women were killed and another was seriously injured when they were shot at the Ashburton Community Link premises. Led by Winz staff, people paid tribute to Peggy Noble and Leigh Cleveland, who were killed on September 1, 2014, at a wreath laying ceremony outside the former Work and Income offices on Cass Street. A Maori blessing began the ceremony, followed by a prayer and two minutes’ silence. Tears flowed freely among those who had called the women colleagues and friends, as oneby-one they placed floral tributes at the front door of what was once a community hub. Rangitata MP Jo Goodhew said the anniversary would always be tough for those whose lives changed on that day. “This community has rallied, they’ve pulled together,” she said. “I’ve been just absolutely heartened by the way people have looked out for each other, it’s absolutely fantastic that they’ve done so.” Speaking of the families, Ms Goodhew said they would never have expected their loved ones not to come home. “This was something that really hit this community hard,

It was a cold and dismal day similar to September 1, 2014, when alleged offender Russell John Tully walked into the Winz building on Cass Street and shot dead two of the organisation’s dedicated workers – Peg Noble and Leigh Cleveland. The sombre weather reflected the mood of those attending yesterday’s wreath-laying ceremony. The building today looks vastly different to what it did one year ago. There is temporary fencing around part of the structure as it awaits renovations. About 50 people, including more than 20 members of the public who joined with staff and Ministry of Social Development representatives, attended the wreath laying. They bowed their heads and huddled under umbrellas as karakia and two minutes’ silence was held, several holding bunches of flowers or single spring flowers. For many there were tears. After the small footpath streetside ceremony those left in the crowd talked among themselves. “It’s still raw and it still doesn’t make sense,” one woman told the Guardian. A Victim Support volunteer from Timaru, Muriel Grant, was attending with her Ashburton colleagues who had worked through the tragedy. “The community and the people who worked here are hurting, they are all hurting, it will be ongoing for quite some time,” Mrs Grant said. A family member of one of the victims said to see the building, where she had once enjoyed visiting her loved one, was “heartbreaking”.

and the individuals hard, but as we mark the one year anniversary, we will need to continue to support those people because it’s a very long road.” Ministry of Social Development chief executive Brendan Boyle was in Ashburton to be with staff on what proved to be an emotionally charged day. Some staff members spent the morning at the grave of Peggy Noble, which Mr Boyle described as “an emotional time”. The Ashburton Winz office,

now located beside the Ashburton police station, closed for the morning. Winz staff across the country observed two minutes’ silence at 9.52am. The tragedy sparked an overhaul of processes and procedures at Winz, which has seen an increase in violence and threats during the past year. “Apart from the awful shock on the day, it made us look closely at our security arrangements,” he said. “We had thought, as many or-

ganisations do, that is kind of the worst thing that could happen. “In reality, it’s almost impossible to be able to put those kinds of protective measures in place for an event as extreme as that and still operate in an environment where we still need face-to-face contact.” Russell John Tully has been charged with the murder of the two women, as well as the attempted murder of Lindy Curtis and Kim Adams.

There are three different workshops taking place in September and October. Maintaining Mental Health, on September 16, will look at dealing with stress and what to do when coping strategies don’t

work. The second workshop, Alcohol and Other Drugs, will be held on September 30 and will focus on how they affect the brain, how they affect the developing brain, and what can be done to prevent damage.

The third and final workshop, Grief and Loss, will be held on October 14 and will discuss how to help when loss occurs. All three workshops will be held at St John’s Hall in Methven.

Muddy Good Run gear, trailer stolen By Daisy HuDson

Hundreds of people looking forward to the annual Muddy Good Run could be disappointed after important equipment used in the popular event was stolen. A trailer containing cargo nets, timber, and other equipment was stolen from outside the Lone Goat Winery in the early hours of Monday morning. Thieves allegedly removed the wheel clamps from the trailer and towed it away during the night, leaving owner and CJM’S Events Limited director John Moore “gutted”. As well as the Muddy Good Run, the equipment stolen was

also set to be used in the CBD Stampede in Christchurch on September 17. While both events will still go ahead, some of their big drawcards will be missing if the gear is not found, Mr Moore said. Because some of the gear had to be imported from overseas, it would be impossible to get replacements in time. “I’m just gobsmacked,” he said. “It’s just unbelievable.” The Muddy Good Run, which sees competitors slip and slide their way through a mud-filled course in Rakaia, attracted over 700 keen athletes last year. It is set to take place on October 18. The incident has been reported to police.

Officer on assault charge slapping her face. When police arrived later that day the complainant was verbally abusive, resisted arrest on the assault matter and was handcuffed. Prosecutor Chris Hunt alleged the defendant used unreasonable force by punching the teenager in the head a number of times in the back of a police car en route to the Timaru Police Station. Defence counsel Pip Hall QC argued force was necessary to restrain the teenager who had spat a mix of mucus, blood and spittle in the officer’s face. He had then claimed to have the Aids virus. He questioned the boy’s credibility given he claimed to have been hit three, five and 10 times in three respective police interviews following the alleged assault. In the witness stand the now 17-year-old admitted spitting at the officer but said he was

provoked. The boy said the officer had got into the back of the car using the left-hand passenger door. After the spitting event, the officer gripped his right shoulder tightly by passing his arm behind his back, before grabbing a handful of hair and punching him “two or three times” in the head. He then alleged his head was forced down onto the officer’s knees where he was punched “approximately eight more times”. Under cross examination the boy was unable to answer a number of questions, saying he was in shock and dizzy after he was “beaten up” and “could not remember”. Witnesses told a different tale. Two attested to the officer entering the car through the right-hand passenger door, contradicting the complainant’s version. In the rear view mirror the officer driving the car saw the

defendant hit the boy once before forcing his head down between the boy’s own knees. He then saw the officer punch him twice more. The complainant’s former partner said she had arrived at the address as the complainant was being put into the car and attested to his aggressive state of mind. After he was released on bail, she met up with him at his mother’s address in the early hours of the morning. She did not notice his black eyes but said he complained of a sore mouth. Dr Grant Shrimpton gave evidence of seeing the complainant with bruises around his eyes and a small contusion on the back of his head on June 24. There was no evidence of the chipped tooth the boy claimed to have received during the alleged assault but there was an ulcer inside his mouth. The trial continues today.

Early finish Mount Hutt College students who reside in the foothills had an early finish at school yesterday after it started snowing. Light snow fell in Methven mid-afternoon, but did not settle, however it began to settle in foothills areas. Bus controllers decided to send buses on five foothills routes home about 2pm as a precautionary measure. Mt Hutt Ski Area was welcoming the snow, with management expecting 20 to 40 centimetres by today.

The trial of a Timaru police officer accused of assaulting a handcuffed teenager in his custody is under way in the Ashburton Court. Court suppression orders prevent the identification of either the complainant or the defendant, who has been on restricted duties since the night in question. Judge Raoul Neave heard police were called to the address of the complainant, aged 16 at the time, on June 21 last year to issue trespass orders to a number of people overstaying their welcome and to arrest the defendant on an assault charge. The trespass orders were instigated by the teenager’s mother, who was being “eaten out of house and home” by a group of his friends staying at the property. He was angry when she ordered them out earlier in the day, and was alleged to have assaulted her by pushing her out of the way and

Students and staff were back on deck at South Westland Area School yesterday, five days after fire destroyed a senior block at the Hari Hari school. Principal Ross Brockbank said two rooms smoke-damaged on Thursday were ready to be re-occupied yesterday morning. However, the home economics, woodwork and metalwork rooms gutted by fire would be out long-term. Woman found An elderly woman reported missing from Wanaka on Monday has been found. Janette Eleanor Anderson, 83, went missing on Monday at 12pm and police were concerned about her wellbeing, due to health issues. Police said yesterday she was located safe and well. - NZME

Son a suspect The adult son of a New Zealand woman was last seen six years ago is now a person of interest in his mother’s murder investigation. Linda Frances Sidon, who had been living in the Gold Coast at the time of her disappearance, was last seen in June 2009 at the Ashmore home where she lived with her son Daniel. She was also known as Linda Jackson. Now Queensland police have begun searching bushland in the Numinbah Valley where they believe the body of Ms Sidon is buried. Ms Sidon was a single mother who reportedly lived a lonely life with her son in a housing unit at Ashmore. - NZME

The president of Ashburton’s RSA is firmly in favour of keeping New Zealand’s current flag. While much of the country is abuzz with the thought of changing the nation’s flag, Maurice Baker remains staunch in his view. Yesterday, four cabinet-approved flag design alternatives were released to the public. The designs were narrowed down from more than 10,000 which were then shortlisted to 40.

Mr Baker said his personal opinion, and the impression he has got from the RSA members within the region, was that the flag should stay. “I mean that is the flag we have used all the way through with the RSA and that is what we have acknowledged so I think that is where it comes to at the end of the day,” he said. “I want to stay with the flag we have got … that is from the main body too, they were quite staunch about it.” Mr Baker said he didn’t see there was a need to change it and he also didn’t like the ex-

pense of changing the flag. “At the end of the day quite frankly the money could be spent on a lot of other things at this stage.” The Flag Consideration Panel unveiled the shortlisted designs at Te Papa yesterday. The silver fern is Prime Minister John Key’s favourite symbol and All Blacks captain Richie McCaw has also spoken in favour of it. The public will rank the four designs in order of preference in a referendum in November. The preferred alternative will go up against the current flag

at a second referendum next March. Flag Minister Bill English said there had been much debate about the level of engagement in the flag after low turnout to public meetings but he believed most of it was driven by social media. He said the panel that selected the shortlist was independent and the four designs were confirmed by Cabinet on Monday. He said it was now up to voters to make the final decision. - NZME

While some Mid Cantabrians are staunchly against changing the current flag, there did seem to be consensus on the streets of Ashburton when it came to a possible alternative. The Guardian’s Caitlin Porter took the four designs out and about, and asked the people of Ashburton what they thought.

An application to establish a bottle store in an Ashburton shopping complex may rise or fall on its management and staff training plans. On Friday an application for a Bottle-O franchise store in the Redpath development on East Street was heard by licensing commissioners Jim Burgess, Robin Kilworth and Al Lawn. When it was publicly notified the application attracted 21 objections, but only four of those objectors chose to speak at the hearing. For the applicant company

AD Liquor Limited, director Amarjit Singh outlined his proposal to establish an off-licence in the complex and said it would be run under the BottleO franchise. While he had not run an offlicence before, Mr Singh said he had held a manager’s licence and had worked in a restaurant. “We have taken this application very seriously and I’m confident we’ll set up our business in a safe manner,” he said. Mr Singh said he was committed to not having liquor advertised on the pavement or outside his store and that the only advertising on his shop

windows would be that required by the Bottle-O brand. Hearing commissioner Al Lawn was determined to find gaps in Mr Singh’s application and challenged him on his knowledge of the area around the planned store, on his lease, his franchise agreement and on his staff training plan. Four objectors outlined their concerns and these ranged from what some believed was an over supply of liquor outlets, to concerns at the proximity of the proposed store to Ashburton Intermediate School. Neither the intermediate nor Ashburton College lodged an objection.

Panel chairman Jim Burgess said that while the majority of objections were on the grounds that another liquor store was not needed, this was not legal grounds for objection. Neither the New Zealand Police nor the Medical officer of Health objected to the offlicence being granted. However Sue Newton said that the medical officer would want to inspect the completed premises before it signed off on the licence. The commissioners adjourned the hearing to deliberate. No indication was given on the likely date of a decision.

The trophy cabinet at Church Road Winery in Greenmeadows may have to be extended in the wake of picking up a major award at the Japan Wine Challenge. Just days after emerging with a trophy and three gold medals at the Romeo Bragato Wine Awards, winemaker Chris Scott was delighted to get the news that the Church Road Grand Reserve Hawke’s Bay Syrah 2013 had won the trophy for Best New World Red Wine at the prestigious Japanese event. Test results awaited Police are awaiting details of a pathology report before releasing more information about the death of a man found inside a Housing New Zealand house in Porirua on Monday. The man’s body was found after neighbours complained about the smell. A police spokeswoman said details of a pathology report were needed before police would comment further. An initial examination showed the man might have been there for some time, Detective Senior Sergeant Grant Ferguson said on Monday. “It is important that a cautious approach is taken at this stage, so we can do the best job possible for the deceased’s family.” - NZME

A sixth place finish by the men’s U23 team at the World Under 23 Ultimate Frisbee Championships has pushed New Zealand into the 11th spot in the rankings. In its newly updated list, the World Flying Disc Federation ranked New Zealand up two places since January, and just 10 points outside the top 10. The rise up the rankings was due to the strong showing by the New Zealand Under-23 Men’s team, who finished sixth at the world champs in July. “This news from WFDF confirms that New Zealand is right up there with the best in the world at Ultimate,” Iain Stewart, executive officer of New Zealand Ultimate said. Attack ‘not random’ - police Police investigating a home invasion in Matamata early yesterday believe the victim and his attackers may be known to each other. Police were still carrying out a scene examination at the Sylvan Street address where they found a man suffering from severe facial injuries at 2am. Eastern Waikato Area Investigations Manager, Detective Senior Sergeant Graham Pitkethley said they don’t believe the attack was random and it was likely the various parties were known to each other. A Hamilton man murdered in a city toilet was a convicted paedophile. The Sensible Sentencing Trust (SST) confirmed to the New Zealand Herald that Jacques Donker, also known as Jack, had been on its offender database for many years. Donker died after Turei Kingi smashed a bottle of Jim Beam over his head after using the London Street toilets on August 11. Trust spokesman Ross Crosby said Donker’s death brought to light his horrific offending which spanned 13 years, according to court reports. - NZME

A motorcyclist who died after a collision with a car in Waikato last week had been the subject of a complaint about his riding only moments before the crash. Terrance Rodney Stewart Ward, 25, was seriously injured in the crash on the corner of Colgan St and St Mary’s Ave, Te Awamutu, last Wednesday. The Rotoorangi man was taken to Waikato Hospital’s intensive care unit but died on Friday. Waikato district road policing manager Inspector Freda Grace yesterday revealed Mr Ward’s riding had been the subject of a complaint. “Minutes before the crash, which is still being investigated by the serious crash unit, police had received a complaint from a member of the public via the *555 line about the nature of his riding but tragically, the crash occurred before police arrived,” she said. - NZME

Mid Canterbury’s iconic Sharplin Falls walk may not re-open in time for the summer tramping season. A favourite with Mid Canterbury families, the Sharplin Falls 1.2 kilometre easy-walking track was closed due to a rock fall caused by rain in February. The Department of Conservation considered at the time it would be shut for several weeks, however, it remains closed today. Department of Conservation senior ranger Murray Thomas said a geologist was continuing to assess the track, and once this was completed, repairs would have to be undertaken and the track cleared. Repairs would include fixing a gantry that a large rock had smashed through. The track has a previously-identified fault-line underneath it, so rock fall could be affected by weather events as well as earthquakes. Mr Thomas could not guarantee the walkway would be open in time for the summer walking season. Sharplin Falls has been a popular track in the district since it opened in the early 1900s. The track leads to the Sharplin Falls waterfall, named after an early Staveley sawyer. The department spent $120,000 in 2009 upgrading the track.

Police investigate allegations Sexual allegations involving students at Opotiki College in the Bay of Plenty are being investigated by police. Police yesterday said they were providing support to affected students, their families and the school as they investigated the claims. There was no indication at this stage that any of the alleged offending had occurred at the school or that it involved any school staff, police said. Detective Inspector Mark Loper said police were in the

“initial phases of the investigation” and were taking the matter seriously. “Police are following all proper processes, including working closely with the young people concerned, their families, the school and other agencies to ensure the proper support and resources are in place,” he said. “This has involved talking with a number of students who have provided information, and their families, and providing them with the appropriate ongoing assistance.

ly, and ask that the community have patience while that occurs. “In the meantime, we will continue to keep the affected students and their families appropriately informed as our inquiries progress. “We also encourage anyone who may have information on this matter, or who may be a potential victim, to please contact police.” The sexual allegations, stemming from the latter part of last year, were believed to involve senior boys and junior girls at

the school, 3 News reported. There was also believed to be an online aspect to the allegations, police confirmed to 3 News, but not on the scale of the Roast Busters incident. Ministry of Education head of sector enablement and support Katrina Casey said the ministry had been working closely with Opotiki College since the allegations were reported. “Allegations of this type are very concerning and will affect the school and the wider community.” - NZME

Pragmatic proposals still have consequences

atepayers will hope council advisers and decision makers will spend more time considering risk in the wake of a dispute that made car parks part of the controversy surrounding the development of the art gallery and heritage centre. After months of uncertainty and the prospect of time in the High Court, the council and some Wills and Cameron street residents last week announced they had agreed to settle a disagreement over the provision of residents’ only car parks whenever events are held at the centre. The council will pay the neighbours’ lawyer but ratepayers will want it to focus on minimising the cost and fallout of future decisions in light of a dispute that one cannot help but think could have been avoided had the council considered what it was letting itself in for. Forging a side agreement to avoid neighbours’ appealing the centre’s resource consent in the Environment Court might have been a pragmatic response to a potentially costly, timeconsuming problem but its unintended consequences have been far-reaching and damaging. The council had to abandon the parks plan when it became clear changing the parking bylaw would limit the council’s decision making powers under the Local Government Act. It became a council that reneged on a deal. The latest deal clears that up – sort of – but it is still reasonable to wonder how the 2011 council could have overlooked how the deal would play out when it came to changing the bylaw. It is reasonable to wonder whether it spent enough time considering whether the deal would work. This is moot now, but ratepayers will hope another batch of neighbours won’t have to challenge future councils to follow through on decisions that should have been considered much more closely, when it counted.

YOUR VIEW A Law Unto Themselves As the writer of A Law Unto Themselves, the Methven Theatre Company’s most recent production, and having attended one of the performances I’m in a good position to comment on the support the production received from the local community. I’ve been fortunate enough to sit in the audience at various venues around New Zealand to watch theatre groups bring my plays to life, but nowhere have I experienced the type of support the Methven Theatre Company received for this production from the

local community. It was outstanding. The company must surely be the envy of many other small-town theatre groups who struggle to get bums on seats. Clearly Methven’s theatre group have built themselves a reputation for delivering a quality product to audiences, but the people who made the effort to get along to the show deserve a fair dose of credit themselves for helping to keep amateur theatre alive in the area. ast week I was in Wellington as part of a representative group of local government chief executives who meet periodically with their central government peers. The group was formed in 2012 as a high-level forum to enable officials to discuss issues relating to how central and local government interact and work together on initiatives that affect local government. In particular, the group focuses on technical and policy impact perspectives. One of the main items of business at the latest meeting was to discuss where the Government was heading with local government structures. While amalgamation of political structures appears to be somewhat off the agenda, the Hon Paula Bennett, Minister of Local Government, nevertheless called for “…sustained, locked-in change” when she spoke about council structures at Local Government New Zealand’s annual conference in July. The minister acknowledged there were many areas where councils worked well together and shared services, resources and expertise. However, she gave a clear message that to facilitate the Government’s growth agenda, she wanted councils to go well beyond these close-working relationships with their neighbours. She wanted to see “structural changes”. “This might mean a councilcontrolled organisation on water or transport across a region. “It could mean a different business structure or increased responsibilities and accountabilities for regional councils.” The minister went on to say: “That is why the Local Government Commission will

be working up various structure options for each region to look at and decide what works best for them and then, where necessary, I will legislate to either set a new CCO up across a region – or even to take something away.” She implored the local government delegates not to wait around – to get on and do something about it. Sandra Preston, the chief executive of the Local Government Commission, was at the meeting last week. She confirmed work was under way and that the commission would be visiting Canterbury in due course. As part of a statutory review of Environment Canterbury, the Government reviewed and settled on a new governance structure for the regional council earlier in the year. A new mix of communityelected councillors and Government-appointed members on ECan’s governing body will come into effect at the Septem-

ber 2016 local body elections. However, ECan’s functions remained untouched by the review. If the Government had wanted to change the structural arrangements for the way ECan went about delivering its current functions, that review would certainly have been an opportune time to have done so. Passenger transport was deliberately left out of the ECan review. It is an area where a new joint committee arrangement is now being proposed between ECan, Christchurch, Selwyn and Waimakariri to try and get a better outcome. Here in Ashburton, the council decided in June that it would make sense to merge its rural fire activity with the South Canterbury Rural Fire District. The SCRFD is an ‘enlarged’ rural fire authority made up of Mackenzie District Council, Timaru District Council, Waimate District Council, forest owners and the New Zealand

Fire Service. DOC is a member, but with no financial or operational involvement in the entity yet. As we move forward with an implementation plan to join the SCRFD we are mindful that it’s not actually a CCO at the moment. And we don’t think we want it to become one. There are not insignificant establishment and reporting costs associated with forming CCOs. While we might not see amalgamations of councils in Canterbury anytime soon, the minister’s speech puts the pressure on councils to look at forming new joint entities that can deliver council activities or services more efficiently and effectively than they can do by themselves. Crackdown on smugglers The hunt for people smugglers has led to a security crackdown and massive tailbacks on Austria’s border with Hungary as Europe struggles to present a united front on the huge influx of migrants and refugees. Austria’s tightened security followed the discovery of 71 dead migrants, four of them children, in an abandoned lorry near the border with Hungary last week. Since the checks on vehicles began on Monday, more than 200 migrants have been picked up and five suspected people smugglers arrested. Trains carrying hundreds of migrants arrived in Vienna from Budapest, police said, after they had been stopped at the Austrian border with Hungary for several hours. After arriving at Vienna’s Westbahnhof, many of the migrants, most of them without visas, boarded a train to Salzburg, while others climbed on to another one headed for Munich, with police looking on, an AFP correspondent at the scene said. Much-flouted EU rules stipulate that refugees should be processed in the first country they reach, but Hungary says it cannot deal with the influx. The chaos and piecemeal responses have been reflected across Europe as the continent struggles to cope with the biggest movement of people since World War Two, with more than 300,000 arriving this year. Most are fleeing war, persecution and hardship in the Middle East and Africa, and at least 2500 have died trying to make

the treacherous journey across the Mediterranean Sea. Austria has called for EU funding for states refusing to take their share of migrants to be cut, in the latest sign of deepening divisions over the crisis. EU interior ministers will

meet on September 14 in Brussels in a bid to “strengthen the European response”. “If Europe fails on the question of refugees, if this close link with universal civil rights is broken, then it won’t be the Europe we wished for,” said German Chancellor Angela Merkel.

She implicitly criticised countries including Slovakia that have said they would reject migrants from majority Islamic countries, saying: “if we start saying ‘I do not want Muslims’ ... that cannot be good”. Her comments echoed those of French Prime Minister Manuel Valls in Calais, who said “too many countries are refusing to play their part. “It goes against the European spirit and we can’t accept it.” Most of the migrants land in Italy or Greece, then make for the wealthier countries of northern Europe. Two weeks ago, Macedonia declared a state of emergency after a surge of people across its border with Greece. The right-wing government in Hungary, which has seen 50,000 new arrivals this month, has laid razor wire along its border with Serbia to try to keep migrants out, and is building a four-metre fence to be policed by border guards and sniffer dogs. But the barrier has proved ineffective, with police saying 3080 migrants crossed on Saturday, the second-highest daily total. Hungary has arrested four Bulgarians and an Afghan in connection with last week’s abandoned truck tragedy. Four of them pleaded not guilty during their first court appearance last week. Inside the Hungarian-plated truck were the decomposing bodies of 59 men, eight women, a toddler and three young boys, all thought to be Syrians. - AFP

US smokers down The number of cigarette smokers in the United States has dropped to about 15 per cent of the population, its lowest point in decades, US health authorities say. “The prevalence of current cigarette smoking among US adults declined from 24.7 per cent in 1997 to 15.2 per cent in January-March 2015,” the report said. According to the US surgeon general, smoking is “still the leading preventable cause of death in the United States, killing 480,000 people each year”. - AFP

Death camp tours The Holocaust-denying historian David Irving has sparked anger by organising £2000 (NZ$4830) tours of concentration camps. The disgraced academic has been accused by Holocaust memorial groups of insulting the memory of those killed in the Second World War by spreading ‘pro-Nazi propaganda’ on the tours. Irving, 77, is notorious for his attempts to play down the extent of the Holocaust, and his insistence that Hitler was unaware of the plan to exterminate the Jews. - AP

Tourist driver jailed A Hong Kong tourist had been licensed to drive for less than two months when she drove on the wrong side of the road and killed two men in an oncoming car in Queensland, a court has heard. Pui Shan Rachel Wong, 31, was sentenced to four years’ jail, suspended after 15 months, yesterday for dangerously operating a vehicle causing death on Childers Road at Bundaberg on August 21 last year. - AAP

Mother kills twin sons A US woman told investigators that she drowned her 2-year-old twin sons and tried to kill her 3-year-old stepbrother in the same way because she didn’t want them to live with the difficulties she faces. 22-year-old Mireya Alejandra Lopez told investigators that she takes medication for depression, schizophrenia and psychosis. Still, investigators say it’s unknown whether her mental condition was linked to the deaths or whether the difficulties she cited were psychological issues. She is accused of drowning her sons in a bathtub at her stucco house in suburban Avondale, Arizona, and then wrapping them in a blanket. Police also said she stuck a pen in the neck of one of her sons to ensure that he would die. - AP

A UK politician is being investigated after sharing a photo of a boat full of 14 naked women with the caption: “If Carlsberg did illegal immigrants.” Mike Kusneraitis, a Conservative councillor on the Toryrun Runneymede Borough Council in the south of England, said he should be judged on his actions in the community, not by “misjudged postings on social media”. The councillor admitted making a number of “offensive” postings on a Facebook page, which have now been removed. Brazen Bitcoin theft A former US Secret Service special agent pleaded guilty to taking more than $800,000 of electronic Bitcoin currency while investigating the “Silk Road” online black market, the Justice Department said yesterday. The “Silk Road” was a website where sometimes illegal transactions could be conducted secretly in Bitcoin. The site’s creator was sentenced to life in prison in May for charges including money laundering and drug trafficking. Former Secret Service member Shaun Bridges, 32, pleaded guilty to money laundering and obstruction of justice over taking the Bitcoins while assigned to an electronic financial crime unit during the investigation. The Secret Service is charged with the protection of the US president and other national leaders and also investigates counterfeit currency and other financial crimes. Bitcoin is a virtual currency that has no central bank or government backing it, and is instead regulated by users. Bridges is scheduled to be sentenced by a California judge in December. “Mr. Bridges has now admitted that he brazenly stole

El Nino ‘worst ever’ The developing El Nino weather system off Australia’s east coast could be the most significant on record, forecasters say. Bureau of Meteorology acting regional director in South Australia, John Nairn, says the system is producing very warm Pacific Ocean waters over a large area and will mean lower rainfall in the east of Australia in the coming months. “We’re seeing a very large event. It’s going to challenge the 1997 El Nino which is the largest we’ve ever seen,” Mr Nairn said yesterday. - AAP

Sea scorpion found A monstrous creature from the distant past, named after a Trojan war ship, could have stepped straight from the pages of Greek myth. The newly discovered sea scorpion lived 467 million years ago and grew to a length of nearly 1.83 metres. It was one of the most powerful ocean predators of its time, with an exoskeleton “helmet” shielding its head, a sleek narrow body, and large grasping limbs for trapping prey. Scientists named the beast Pentecopterus decorahensis, after the “penteconter” - an ancient Greek ship rowed by 50 oarsmen that saw service in the Trojan war. - PA Bitcoin is a virtual currency with no government backing regulated only by its users.

Husband suspected of top pianist’s murder A world-renowned pianist is believed to have been murdered by her husband in a domestic incident. Natalia Strelchenko, 38, was found at the family home in Manchester in the early hours of Monday morning with multiple head and neck injuries. One report suggested she had gone from door-to-door for help. Her husband, John Martin, 48, a double bass player who also acted as her manager, was arrested on suspicion of murder and remains in police custody. The family home in Newton Heath, Manchester, was sealed off and forensics experts spent all day working there yesterday. The couple moved to Britain when her son, Leo Strelle, a talented violinist won a scholarship place at the Chetham School of Music in 2009 aged eight. The family had often played together, using their combined initials to call themselves Trio Lenajo. Ms Strelchenko, who was also known as Natalia Strelle, was born

in Russia but spent much of her life in her husband’s native Norway. Her family said in a statement: “Natalia was a talented, beautiful, much loved mother, daughter, sister and friend. She will be greatly missed.” A post-mortem examination found that she died as a result of multiple head and neck injuries. Birds eating plastic About 90 per cent of all seabirds alive today have eaten plastic of some kind, scientists say. Australian and British researchers say it demonstrates the urgent need for all nations to better manage their waste and cut down on packaging. Scientists from CSIRO and Imperial College, London have analysed published studies dating back to the early 1960s. In 1960, plastic was found in the stomachs of less than 5 per cent of individual seabirds, but by 2012 that figure was at 80 per cent. The scientists predict that plastic ingestion will affect 99 per cent of the world’s seabird species by 2050, based on current trends. - AAP

Huge fire in Adelaide A major fire has roared through a three-storey building in the Adelaide CDB, collapsing its roof and sparking fears the property’s facade could give way. The blaze broke out in the Wing Chun Academy, a martial arts centre, off Hindley Street just after midday yesterday. It forced the evacuation of nearby buildings, including the Hotel Grand Chancellor, as more than 70 firefighters battled to bring it under control. - AAP

Witch hypnotised girls A male witch who hypnotised two 15-year-old girls then prostituted and abused them wants his final months under supervision in Victoria to be easier. Robin Angus Fletcher, 58, must remain at the Corella Place sex offenders facility for another 10 months after he was jailed in 1998 for offences including prostituting a child. Fletcher used hypnotism and mind-altering techniques to ensnare the two 15-year-old girls, telling them it was necessary to fulfil their destiny as “high priestesses of the dark covenant”. Fletcher is prohibited from possessing any whips, chains or similar items. - AAP

NZ dairy farmers’ payout the lowest BY FIONA ROTHERHAM New Zealand dairy farmers bracing for the lowest payout in a decade probably won’t welcome the latest analysis of global trends in the industry – their counterparts in every other dairy-producing country are being paid more. An expected uplift in dairy prices in the overnight GlobalDairyTrade auction won’t change the fact Kiwi dairy farmers are the lowliest paid. AgriHQ analysed milk prices from around the world converted to $NZ/kilogram of milk solids to allow valid comparisons, although some dairy farmers incomes in other countries are boosted by subsidies and support schemes. Fonterra’s forecast farmgate milk price, which is the price setter in the New Zealand dairy industry, is $3.85/kgMS for the current season, the lowest in a decade. That compares to China at the other end of the scale at

its biggest farming co-operative, Murray Goulburn, which takes 38 per cent of the milk produced. After releasing its 2015 profit result on Monday, Murray Goulburn warned it may be forced to cut the milk price it pays farmers below the $A6/kgMS it originally forecast for this season to between $A5.60 and $A5.90/ kgMS. Other processors typically have to match whatever Murray Goulburn pays. Fonterra is due to update its Australian milk price next week and last month said while it was holding to its farmgate milk price of $A5.60/ kgMS at that stage, suppliers needed to be prepared for the possibility of a step down in milk price this season. Fonterra chief executive Theo Spierings was quoted in the Australian Financial Review last week as saying Australian dairy farmers were being paid too much for their milk and that the price didn’t reflect the collapse

The 300 or so investors in Hubbard Management Funds have been repaid the $35.6 million capital they initially invested after a five-year statutory management, where the administrators had to pick apart “poor accounting records” that inflated the fund’s value. Statutory managers Trevor Francis, Richard Simpson and Graeme McGlinn of Grant Thornton have wrapped up their administration of the fund, which they assessed had a value of $47.7 million in June 2010 when they took control of the portfolio, less than the $82.8 million value that deceased Timaru financier Allan Hubbard ascribed to the fund in March of that year. For their part, the statutory managers were paid $4.5 million in fees and disbursements on the HMF port-

folio, with a further $2.6 million going towards legal fees, $1.1 million to other third party disbursements, and $1.2 million on GST. “The statutory managers had to follow an exhaustive and slow process of reconstructing the financial records of every investor, back to the launch of the fund, to separately establish what assets the fund actually owned, unravel related party transactions and loans, seek court direction on the methodology to determine what investors were entitled to, and take time to sell assets to achieve the best possible outcome for the investors,” they said in a statement. In effect, investors who may have had funds invested with HMF for extended periods of time have had their original capital returned, but without earning any return. Former Commerce Minis-

ter Simon Power appointed the statutory managers of deceased Hubbard and his wife Jean, and various entities, in mid-2010. The HMF entity emerged from their investigations into Aorangi Securities, another Hubbard vehicle. The appointment controversially left out Hubbard’s primary entity, South Canterbury Finance, which ultimately cost the taxpayer an upfront bill of $1.7 billion when it failed, triggering a claim against the deposit guarantee scheme established by the Government amid the 2008 global financial crisis. Aorangi Securities’ administration was completed last year with a 99 per cent recovery, worth $101.2 million, for 400 investors. Across the entire Hubbard administration, the Grant Thornton managers racked up fees totalling about $10.5 million. – NZME

Sanford quits Pacific tuna business BY PAUL MCBETH Sanford, New Zealand’s largest listed fishing group, will quit its underperforming Pacific tuna business and put the unit’s fleet up for sale. The Auckland-based company sold its San Nanumea vessel and

is in talks with a potential buyer of San Nikunau, its other Pacific tuna ship, after reviewing the viability of the business, Sanford said. On April 9, it entered into a conditional agreement to sell both international purse seiner vessels, according to Sanford’s interim report released in June.

“Continuing unsatisfactory returns driven by low prices and the strict commodity nature of skipjack tuna coupled with ever increasing access costs to the fishery, resulted in the decision to exit this business and offer the vessels for sale,” chief executive Volker Kuntzsch said. – NZME

Take another look at mince

t’s easy to underestimate or under-rate mince and yet if you buy the best quality available you’ll have an incredibly versatile and nutritious raw ingredient to work with. Mince comes in a range of guises – beef, lamb, pork, venison or chicken. And, apart from chicken, most often you can mix and match the variety you use. Mince has the advantage of being able to be used in dozens of ways and marries happily with just about any spice or sauce. And when it comes to vegetables, it’s a natural partner with them all. Toss some mash, rice or pasta into the mix and you have the complete meal.

Quick and easy potatoes and mince 600g lamb or beef mince 3C prepared tomato pasta sauce 2T fresh parsley, chopped Salt and freshly ground black pepper 1kg waxy or all-purpose potatoes, scrubbed Extra olive oil, to brush over potatoes ■ Preheat oven to 180°C ■ Heat oil in a large saucepan and brown mince for 5 to 10 minutes. ■ Drain off any excess fat, then add tomato pasta sauce and parsley. ■ Stir to combine, season with salt and pepper, then set aside. ■ Cook whole potatoes in boiling, salted water for 7 minutes to half-cook, then drain well and slice. ■ Spread half the meat sauce over the base of a lasagne-style bak-

served crumb mix. ■ Bake for 40-45 mins until the top is golden and crunchy. ■ If the top does not colour in the oven, pop the tin under the grill and brown the top for five minutes. ■ Cool in the tin for five minutes, then lift out using the baking paper and put on a board. ■ Slice and serve with potatoes and green beans.

pepper, to taste 1 medium potato, cut into small cubes ■ In a frying pan, heat 1T oil on fairly high heat ■ Brown the minced beef, breaking it up as it cooks. ■ When cooked, drain and rinse in hot water. Leave in colander. ■ Wipe frying pan and add 2T oil. ■ Over medium heat, saute onion until translucent. ■ Add the garlic and gently fry for 1 minute. ■ Do not brown garlic as this makes it bitter. ■ Add the curry paste. Stir and cook until aromatic. Add a little more oil if needed. ■ Add the coconut milk and stock, bring to boil. ■ Stir until well combined. ■ Add the fish sauce, salt, pepper, sugar and cooked minced beef. ■ Stir well. Bring to a boil. Turn heat down, cover and simmer 20 minutes. ■ Add cubed potato to curry 8-10

minutes before end of cooking time. ■ Serve with basmati rice.

Italian meatloaf 50g fresh white breadcrumbs 4T finely grated parmesan 500g lean minced beef 1 onion, finely chopped 100g pancetta, chopped 1 garlic clove, chopped 1 egg, beaten 1t tomato purée ■ Heat oven to 190°C. ■ Line the long sides and base of a 1kg loaf tin with double thickness baking paper. ■ Mix 2T each of the breadcrumbs and Parmesan in a small bowl and set aside. ■ Tip all the remaining ingredients into a large bowl with a good shake of salt and pepper ■ Mix well – hands are the best for this job. ■ Press the mixture into the loaf tin and sprinkle with the re-

Shape into little meatballs. ■ Heat the rest of the oil in a nonstick pan and fry the meatballs until golden. ■ Stir in the sauce with a splash of water. ■ Cook gently until the meatballs are cooked through. ■ Serve with pitta bread and salad.

Mid Canty Choir concert to feature guest artists

The Mid Canterbury Choir will perform its first concert under new musical director Anthony Ferner on Saturday. The concert will have the additional attraction of a guest chamber group and guest piper, the latter having just returned from Scotland where he competed in the 2015 World Pipe Band Championships. Hamish Sloper, 14, of Ashburton, played with the St Andrew’s College Pipe Band at the Glasgow championships and the band was awarded fifth place out of 42 bands in the juvenile section of the competition. Hamish has been learning the pipes since he was 8, beginning on the practice chanter with tutor Peter Ireland. His mother Deborah, who will be the concert’s accompanist, said St Andrew’s seemed an obvious choice for her son’s secondary education, as the school had a good piping programme. “He was lucky enough to be chosen for the team for Scotland, even though he is one of the youngest members of the band,” she said. The guest chamber group will be Ashburton’s Phoenix Trio, who were awarded the adjudicator’s prize at the Timaru Regional Second-

ary Schools’ Chamber Music Contest recently. The chamber group comprises accomplished musicians Angela Naui on violin, Lucy Clough on piano and Zoe Diedricks on cello. Glimpses Around the Globe will stage at the St Andrew’s Church on Havelock Street at 7pm. It will feature music from countries around the world, including Japan, Australia, South Africa, America, Italy, France, Austria, Germany, Scotland and, of course, New Zealand. Mr Ferner is looking forward to the staging of the first concert under his musical directorship. Since his appointment earlier this year, he has been gearing up for this occasion. His aim is not only high calibre local performances, but he is wanting to develop the choir in combination with Christchurch performances, as well as attract more male members. Tickets for Glimpses Around the Globe are $15 and available from a Mid Canterbury Choir member or at the door. Choir members will be wearing new uniforms which have been made by Methven seamstress Melinda Lattimore.

Sharing artistic skills Renowned New Zealand painter Julie Greig (right) shared her expertise with aspiring artists, including Anne Skelton, at the Ashburton Society of Arts’ Short Street Studio last week. Ms Greig uses a multi-layered pastel technique, which she describes as “rendering ﬁne details, texture and atmosphere … (making) the inﬁnite possibilities of painting enthralling”. She also experiments with other media and texture under soft pastel, and paints in oil on canvas or panel, creating oil mono prints and expressive works in graphite or charcoal.

Ashburton College’s junior girls’ basketball team’s dreams of an unbeaten season ended with a 72-50 loss to Dunedin’s St Hilda’s Collegiate School in the South Island Junior Secondary Schools’ Tournament final in Nelson yesterday.

College headed in to the final with a perfect record after downing Rangi Ruru (59-40), Middleton Grange (60-50), Marlborough Girls’ (64-53), Nayland College (102-32) and Waimea (81-39) in the pool stages before an impressive 7348 win over Kaiapoi to book a place in the final.

The disappointing final defeat brings the junior girls’ team’s tally for the season to 26 wins and one loss. Coach Mark Douglas said his players performed well throughout the tie, but will now look ahead to the team’s last match of the season in the Christchurch Secondary Schools’ In-

termediate final against Rangi Ruru on Tuesday, September 8 at the EA Networks Centre. “They fought hard and to the end and played very well but St Hilda’s executed very well,” he said. “Everyone played well, it was a great game and they gave all you could ask for.”

Kawi ‘too good’ for Ginner

Partner back in business Partner In Time will return to action at Te Awamutu today after a much longer than anticipated break from racing. The gelding will reappear in the Waipa Centennial Meeting 1150 after nearly four years away from competition. “He’s got plenty of ability, but he had a stifle issue,” trainer Brendon Hawtin said. “He’s a half-brother to Fraajilistic and he wasn’t meant to have been out this long. “His owner David Chantrill was concentrating on his other horses and when Fraajilistic started to kick a few goals in Singapore he said we’d better get the big horse back.” Partner In Time placed in five of his seven starts before he went amiss and while 1400 metres is short of his best distance, Hawtin expects the eight-year-old to give a strong account of himself. “He’ll be lost for a bit of early

speed, but he should be coming home well,” he said. Formerly in partnership with his father Keith, Hawtin will be chasing his first winner since branching out on his own account at the start of this season. He nominated Shebang as one of his leading chances when the mare steps out in the Vernon & Vazey 1150. “She’s probably the best of the day,” Hawtin said. “She’s no superstar, but she’s honest and she goes well at Te Awamutu.” Stablemate Secretary Of State has been around the money for much of his New Zealand career and he will get few better opportunities to add another win to his record. “He’s not going to get it any easier,” Hawtin said. Secretary Of State won as a juvenile in his native Ireland and failed to add to his tally in Hong Kong before he joined the Hawtin - NZME team.

Alexander Fieldes has waved the white flag and he won’t be returning with Ginner Hart for the second day of the Hawke’s Bay carnival. While delighted with the seven-year-old’s resuming run for third in the Gr.1 Makfi Challenge Stakes, the Wanganui trainer will shy away from a rematch in the Gr.1 Windsor Park Plate on September 19. “We had a crack and beat a few of the guns, but I’m going to pull him out,” Fieldes said. “We’d have to start now to beat Kawi.” Ginner Hart will instead be saved for the final day of the meeting on October 3. “He’ll run in the Group Three race over 1400 metres, but if the track is too dry then we can wait for the Rotorua race that he won last year,” Fieldes said. Ashburton College’s girls’ football team will lock horns with Oamaru’s St Kevin’s College in the Gary Sowden Cup at the Ashburton Domain today. College are in the ninth to twelfth place playoffs after recording one win and two losses from their three pool matches. Ashburton notched a convincing 2-0 win over Auckland’s Northcote in their opening tie on Monday. The first goal was created by Amy Pearson, who beat two

players before producing a perfectly-weighted cross for Annalise Reilly to score from the edge of the six-yard-box. Pearson’s fine form continued as she latched on to Ashleigh Leonard’s flicked header and netted her side’s second. Ashburton then fell to a 2-1 loss to Kaiapoi in their afternoon fixture on Monday. Leonard opened the scoring for the home side through a deflection from a direct free kick, before Kaiapoi responded with two late goals to take the three points.

In the final match of pool play yesterday, College faced Cashmere in greasy conditions and went down 3-1. The Christchurch side rushed to a 2-0 lead with goals from Beth Elliot and Terri Jennings before Ashburton’s Maggie Tarry held her nerve to beat goalkeeper Emma Hunt at her far post in a crowded penalty area. Despite a valiant effort, Cashmere put the tie out of reach with a late goal from Jonelle Arthur to secure her side a quarter-final spot.

Ashburton College coach Donald Sutton said Cashmere kept possession well in the first half, but praised his young team’s performance in the second period. “In the first half Cashmere kept us away from any ball, in the second half we gave them a bit of a rev up and we scored to make it 2-1,” he said. “It was good when you consider we’ve scored four and conceded five, we’ve got a goal difference of minus one, but we have a young team and those players will be the backbone

of the team for the next two or three years.” Ashburton College’s boys’ football team kicked off the Jim Wishart Tournament in Christchurch with 1-all stalemate against Middleton Grange. Nic Ross netted for College against Middleton before scoring a brace for a 2-0 win over Timaru Boys’ High School in the afternoon fixture on Monday. The boys’ team finished pool play with a 5-0 drubbing of Hagley Community College yesterday and head in to the playoffs today.
