A group opposed to water consents attached to a 10-hectare block of land has warned there is a case for legal action if the Ashburton District Council does not abide by its request to abandon the deal to sell. Bung the Bore committee members held a public meeting in Tinwald on Tuesday to gauge support and get the facts about the controversial Lot 9 consent into the public domain. A consent attached to Lot 9 would allow the purchaser to draw 45 litres of water a second from a deep aquifer in the Ashburton Business Park. In April Roydon Hartnett, managing director of NZ Pure Blue Ltd, outlined

the company’s plans to build a water bottling plant on the site that would create more than 100 jobs. Reportedly worth $8 million, the water consent did not require public notification prior to ECan approving it. Bung the Bore committee member Jen Branje said the 40 billion litres the consent allows to be extracted over its 35-year lifespan equated to the amount of water the Ashburton township would use over the same period. “Giving it away to somebody to put in bottles and sell doesn’t make sense to us.” She said the consent and the sale of Lot 9 in the Ashburton Business Park were the result of backroom deals which excluded public input.

“Any farmer applying for a water consent does not go and sit down with ECan colluding to find the best way to get the consent through,” she said. Plans to recharge the aquifer at a rate of 60L/second, with water from an existing stock water consent attached to the Ashburton River were also flawed, Mrs Branje said. “Two weeks ago the flow in the Ashburton River was so low it fell below the stockwater race intake. “The water bottling company has guaranteed water for the next 35 years. If that tap is turned off we (the ratepayers) would have to pay for it.”
