It’s vital district promotes itself

Donald Campbell is a man who wishes he could forget, but knows he never will.

This was the day one year ago that the love of his life and soul mate Peg Noble was killed in the Winz tragedy which rocked Ashburton.

Mr Campbell and Ms Noble lived just a few blocks from the site forever marked by the awful events of September 1 and Mr Campbell continues to live there today, in the same unit, which is pretty much the same today as it was when he shared it with his partner of 11 years.

“We only rent, but still everything here we have done together,” Mr Campbell, 58, said.

“Peg spoilt her rotten,” Mr Campbell recalled. It was a testimony to her big heart, as those years certainly had their typical teenage moments.

Southern Cross Health Society and Business New Zealand’s nationwide study of 113 employers, with 116,000 employees, also found that 80 per cent of workplaces did not cater for the ageing workforce and only a third provided health insurance for their staff. The survey, titled Wellness in the Workplace, has found stress levels in big businesses, defined as those with over 50 staff, rose by 35.6 per cent, compared with 23.3 per cent for smaller businesses. The top reasons for stress and anxiety increasing were general workload, relationship issues, long hours, pressure to meet targets and financial concerns.

BusinessNZ chief executive Phil O’Reilly said stress in the workplace was a critical issue.

British band lured north Legendary British ska band UB40 has added a Northland show to their upcoming tour of New Zealand wineries.

Original band members Ali Campbell, Terence “Astro” Wilson and Mickey Virtue will kick off the six-date tour with a concert at Kainui Vineyard, on State Highway 10 just north of Kerikeri, on January 6. It will be their only concert north of Auckland. Promoter Jackie Sanders, of Jacman Entertainment, said demand for previously announced shows had been so strong that one had been shifted to a bigger venue and a Northland date had been added.

“We’re extremely pleased to be able to add another date, especially in Northland as we know the band has many fans in the region who would normally have to travel a lot further to see them,” she said. Kainui Vineyard was a boutique, family-run vineyard with a natural amphitheatre and plenty of parking in surrounding paddocks.

Girlfriend, New Idea lose local content From October New Idea and Girlfriend magazines on New Zealand shelves will lose their local content, replaced by the Australian versions. NZME, which also publishes the New Zealand Herald, has been producing the local versions under licence to Pacific Magazines for five years but in July decided to pull out. Pacific Magazines chief executive Peter Zavecz says the Australian editions of the magazines would be distributed in New Zealand past the September 30 licence expiry date.

However, the other magazine NZME produced, that’s life!, would continue with both Australian and New Zealand content.

Cyrus slams Thicke ahead of VMAs Miley Cyrus has hit back at Robin Thicke’s claims that he had no idea what was going to happen when he performed with the singer at the now infamous 2013 MTV VMAs. Nature lesson from whale Children at a Far North primary school had a nature lesson they’ll never forget when a whale called in for a visit. Normal lessons were abandoned at Matauri Bay School on Thursday when a southern right whale spent the morning hanging out at nearby Wainui Bay. Teacher Jason Taylor said one of the buses that calls in at Matauri Bay each morning is big enough to fit the entire school, so the driver agreed to take everyone – kids, teachers and staff – about 10 minutes north to Wainui Bay. They spent 45 minutes watching the whale just 10m offshore. Each time it came to the surface the kids fell silent to listen to it breathe.

“There were lots of oohs and ahs. They were fascinated,” the Year 2-3 teacher said. “Then we came back, did some research online, and wrote about it. It was a really good opportunity for inquiry learning. The kids loved it.”

‘We have to promote district’

Ashburton businesses need to work as one team if they want to capitalise on a new wave of Chinese tourists who could pump millions into the district’s economy says Experience Mid Canterbury board chairman Dominic Moran.

With an increase in direct flights between southern China and Christchurch tipped to push $100 million into the South Island economy, Dr Moran says it is critical Ashburton’s tourism sector positions itself to ensure it gains a share of that money.

But critical in capturing a

slice of that market is the district marketing itself and the attractions it has, Dr Moran said.

“We need to have our house in order on two levels. Our businesses need to be engaged at every level and the other level is our marketing budget. We’re out there competing with other regions and an extra $10,000 or $50,000 spent in marketing converts into millions of dollars in spend,” he said.

From December China Southern Airlines will fly three services a week from Guanghzhou to the South Island, an extra 70,000 seats.

“When tourists fly into Queenstown they just do that loop. When they fly into Christchurch they tend to spread themselves around the South Island but that means it will be the areas that say ‘come to us’ who will get the business.”

Chinese tourists now tended to hire cars and run their own itineraries, but they were all looking for similar things – great scenery, user-friendly businesses and genuine New Zealand experiences, Dr Moran said.

“Our first challenge when they come into Christchurch is

to get them to come south and then to get them to slow down and take their time in Mid Canterbury, but if we’re not on their radar to stop, then they won’t.”

The two keys to capturing those tourists was having businesses that were prepared to provide appropriate food and signage and in launching a high level marketing campaign.

Money spent by tourists spread far wider than the tourism sector; it spread across the business community if those tourists over-nighted in the district, he said..

“Unfortunately, if the district

next to you is pumping more dollars into marketing then they can make a far louder noise than you can. There are enormous opportunities for us. It bodes well for us but we need to get our house in order and capitalise on it.

“We need a team Mid Canterbury approach. We need to give them reasons to stop and reasons to stay.”

Christchurch and Canterbury Tourism is looking at the increased flights out of China as a significant game changer for the South Island’s tourism, anticipating it will boost visitor arrivals by 20,000 a year.

Today Ashburton remembers the day when two Winz workers were killed.

Members of the public are welcome to attend a wreath laying ceremony at 10.52am, which will follow two minutes of silence at 9.52am.

Peg Noble and Leigh Cleveland were shot and killed at the Ashburton branch on Cass Street on September 1 last year.

Fellow staff member Lindy Curtis was also shot and badly injured.

The Ashburton office, now

at a temporary site located further north along Cass Street next to the Ashburton Police Station, will be closed until 1pm.

This is to allow local staff to mark the anniversary as well as to attend the wreath laying at the former Winz site.

All other Winz offices will remain open, while Ministry of Social Development staff across the country will observe two minutes of silence at 9.52am to remember their colleagues.

It’s down to the final four alternative flag designs

By NicholaS JoNeS The final four alternative flag designs will be released today – as a new poll shows nearly half of voters are open to a change.

Those numbers could shift further after All Black captain Richie McCaw revealed he wants a change to a design with the silver fern – a symbol also favoured by Prime Minister John Key. “I think it’s great that there is a debate about it. The silver fern

is what it means to be a Kiwi and wearing the black jersey, so I am obviously biased in that regard,” McCaw told 3News.

“The silver fern means a lot when you are playing for the All Blacks, something like that probably wouldn’t hurt.”

A long-list of 40 alternative flag designs already released by a flag consideration panel has now been whittled down to a shortlist of four.

Cabinet was shown the designs yesterday, and Prime Min-

ister John Key said they were “excellent”, and he would choose three of them over the current flag.

A Herald-DigiPoll asked voters which statement best fit their general view on changing the flag.

A majority – 53 per cent – said that in principle they did not support a change.

Twenty-three per cent said that in principle they did support a change – and another 24 per cent said it would depend

entirely on what the alternative looked like. New Zealanders will rank the four designs in order of preference in a referendum towards the end of this year.

Once an alternative flag is chosen, it will then go up against the current flag in a second referendum in March.

Meanwhile, it has been revealed that one of the flags on the long-list was removed for consideration after a copyright claim.

Profit Foundation objected to the “Modern Hundertwasser” design, named after artist and architect Friedensreich Hundertwasser.

The Herald-DigiPoll survey of 750 eligible voters was conducted between August 14 and 24, and has a margin of error of plus or minus 3.6 per cent.

Women were more likely to be against change – with 61 per cent wanting to keep the current flag, compared to 44 per cent of men.

Ashburton remembers one year on

September 1, 2014, winter was ebbing and the first hint of spring was on the horizon.

It began, a day like any other, a Monday morning, kickstarting a working week.

It ended as a day that would go down in Ashburton’s history as one of its bleakest. Two women would lie dead in the town’s Work and Income building, a manhunt would be wrapping up for the person who allegedly shot them and wounded another.

In the hours after the shootings search teams scoured the Ashburton riverbed, schools went into lockdown. The Ashburton community was numb as people watched and waited nervously.

As darkness fell and what had been a bleak, grey day faded into dusk, the man who would be charged with the shootings, Russell John Tully was captured.

Over the days that followed the community mourned and wrapped itself around the grieving families of the two victims Peg Noble and Leigh Cleveland and that of injured woman Lindy Curtis. And over the days that followed, people asked, ‘why’?.

There were no answers. It was a tragedy that had no single cause; it was a tragedy that changed lives, changed a community and left a social services organisation struggling to deal with creating a better and safer future for its staff.

As the days ticked by, details about the shootings and the alleged shooter began to emerge.

And as the days ticked by the amount of support that flooded into Ashburton from around New Zealand was overwhelming. Our tragedy became a national tragedy, one that could have happened in any Winz office in any city, any town.

One year on, the ripples from the shootings continue to be felt, not just in Ashburton, but around the country.

Ashburton’s Winz staff now work from a new, temporary base in the grounds of the Ashburton Police Station and the Cass Street building that was the scene of the shootings is being given a new future as the district’s social and community group hub, Community House.

For Winz staff there is heightened security with 250 security staff in offices around New Zealand. Staff have undertaken wide-ranging training in

dealing with conflict and have undertaken simulated incidents where offices are put in lockdown.

Rangitata MP JO Goodhew, who is also associate minister of social welfare, said her office had kept in close contact with Ashburton’s Winz office and that the drive to improve safety and security would be ongoing.

“I think that Ashburton showed great strength after the incident and it was wonderful to see the many ways that members of the community reached out to those so badly affected by the tragedy. I guess communities can become stronger as a result of tragedies, but I would certainly never want it to happen, anywhere, again,” she said.

For the Ashburton community, the Winz tragedy would remain a sad part of the district’s history, said mayor Angus McKay. “People will always have their memories but we have moved forward on a positive note with Community House. This means people will continue to help people from that building.”

The new use showed that out of the tragedy the community was finding a positive way into the future, he said.

And for members of the New Zealand Police working in Ashburton, the tragedy was one staff, like everyone else involved, would never forget, said senior sergeant Scott Banfield.

“While the community has high expectations of their police and emergency staff it is timely to remember events like that affect us just the same as everyone

Remembering today’s one-year Winz tragedy anniversary began for one of the victim’s mothers last month.

Kathleen Cleveland said she could talk to her daughter Leigh on the phone to wish her a happy birthday last year, but this year there was no such opportunity.

Her daughter would have turned 56 on August 2.

“Well you just have to keep going. It started because it was her birthday at the beginning of the month. She’s there in the back of your mind all the time,” Mrs Cleveland said.

She had talked to Leigh in August for her birthday last year and then again on the phone about one week later.

“So that was the last time I spoke to her, I still find it hard.”

She takes some solace in the

fact her daughter was happy in Ashburton. When Leigh first went and looked at the house she ended up buying in the town, she phoned her mum and told her it had felt right from the time she walked in the door.

“She was happy there.”

Today Mrs Cleveland planned to stay at home in Alexandra, where Leigh was brought up and her sister and two brothers continued to live.

With publicity at this time of year and an impending trial, they were an ordinary family which had been thrown into a life they had never asked for. “The thing is, there’s no closure,” Mrs Cleveland said.

Her thoughts today would be with the surviving Winz workers and fellow victim Peg Noble’s family, as well as Leigh’s dog club friends, who had been like her second family.

Winz: Zero tolerance for abusive behaviour to staff

But at the same time, he knows it is not that easy. He has taken up an offer of counselling, with about one session per fortnight, but also he admits he has relied on alcohol and cigarettes just a little too much. He had cut down his smoking to the occasional cigarette in the evening before Peg was killed; now he smokes about 25 per day.

“One of my daughters has stolen them off me many a time.”

Today he planned to be at work, he is a shepherd at Silver Fern Farms, at the Fairton and Pareora plants. He did not want to attend the wreath-laying ceremony at the former Ashburton Community Link site.

“I will never be able to forget, but I think it’s better me being away doing something. I’m not into those sort of public things.”

He planned to attend an approaching unveiling ceremony, for which Peg’s family members were coming from as far away as the North Island.

Mr Campbell still goes to the RSA on a Thursday night, sitting at the same table that he and Peg would always sit at together. He enjoys a bet on the races and the Devon Tavern is his local. He

The tragic shootings at Work and Income in Ashburton last year prompted an organisation-wide overhaul to try to prevent the events of September 1 from ever happening again.

A massive scaling-up of security and a shift in staff culture are just some of the changes that were hastily introduced following the tragedy.

While there was no desire to take away the ability of staff to talk face-to-face with clients, the Ministry of Social Development (MSD) wanted them to be safe, said associate minister Jo Goodhew.

“One of the biggest changes has been the zero tolerance for threatening, abusive, and violent behaviour towards our staff,” she said.

“We also have an extra 250 security guards, controlled access at our public facing offices to manage, and we are continuing to flag high risk behaviour clients in our systems so staff can plan to manage them.”

The ministry also worked closely with police in managing incidents when they did happen.

“These security measures have definitely enhanced the ability for staff to mitigate potential incidents, and staff tell us they are feeling much safer as a result,” Ms Goodhew said.

While practical safety measures such as extra security guards had been introduced, there has also been a shift in the culture of Winz staff.

Winz was building a more “risk-aware” culture and managing how offices worked,

according to Ms Goodhew.

“For instance, with the zero tolerance policy our staff have a much better understanding of if and when they should be reporting certain clients,” she said.

“They are also much more aware of when a trespass notice may be an appropriate step, and they are working more proactively with the police.”

Additional conflict and de-escalation training has also been rolled out to support staff in frontline service delivery sites.

The ministry is currently rolling out regular nationwide site safety practice drills to all sites and staff working at the Ministry, which Ms Goodhew said had been well received by staff.

In March a charge was filed against the Ministry of Social Development (MSD) alleging it failed to take all practicable steps to ensure the safety of its employees while at work.

The charge, laid in the Wellington District Court, follows the conclusion of a WorkSafe investigation that began shortly after the incident. The charge was laid under Section 6 of the Health and Safety Act. Following the shootings last year, the ministry commissioned an independent review into its physical security environment.

That review, led by former Police Commissioner Rob Robinson and Murray Jack of Deloitte New Zealand, found the ministry had taken all practicable steps to ensure the safety of its employees.

MSD has pleaded not guilty and the case looks set to be heard next year.

Peg was 10 years his senior, an age difference Mr Campbell never took any notice of. “Age is nothing,” he said.

Brawl sparks more patrols

Ashburton police will be ramping up street patrols and targeting crime hotspots in the wake of two violent brawls in just four days.

An alcohol-fuelled fight in the CBD in the early hours of Sunday morning saw four people arrested and buildings on Burnett Street damaged, while 10 people were arrested for rioting after rival gang associates armed with axes and baseball bats faced off in a Netherby park on Thursday.

Police, the district council, bar owners, and local security companies have been working

to stamp out late night violence in town, and a plan is expected to come into effect this summer.

However in the interim, more police will be out on the beat to reassure the public that their town is still a safe place to live.

Senior sergeant Scott Banfield said there had been an increase in staffing on weekend shifts to combat any unruly late night behaviour.

There will also be an increased focus on the Netherby area, which was the site of last week’s violent gang brawl.

“The increase in patrols in the Netherby should prevent

any escalation of that sort of problem,” he said.

“It also provides reassurance to the residents there that are good people, they’ll see the police floating around.”

While there had been high profile incidents recently, people claiming that Ashburton had a problem with violence needed to “look at the big picture”, he said.

“People need to look around, look at national news, and they’ll see that Ashburton is still a very safe place in today’s standards,” he said.

“I think the community here has high standards, and when those standards fall they get

upset - and rightfully so.”

The council’s Local Alcohol Policy (LAP), which includes a 2am closing time for bars and a one-way door policy after 1am, would also help curb late night violence, Mr Banfield believes.

“My staff constantly tell me that when they’re doing hotel visits, they see happy drunks between 11pm to 2am,” he said.

“Anything after 2am, for whatever reason, people have either gone home or there’s angry drunks left. That’s layman’s terms of speech, but that’s what they’re seeing.”

Appeals have been lodged against the LAP, and it is awaiting a hearing date.

Court cases Matthew John Gordon was denied bail after an application was made in the Ashburton District Court yesterday. Mr Gordon was remanded in custody on charges of possessing a methamphetamine pipe and breaching a protection order. In other matters, an arrest warrant was issued for Boi Takairangi after he failed to show up to court.

Clarification In regards to the ‘When you are a prisoner in your own body’ feature published on Saturday, August 29 Dr Claire Reilly would like to clarify that unlike more common conditions, such as bowel cancer, which, if detected early enough, can be treated, Motor Neurone Disease has no treatment and is always significantly debilitating.

Ambulance calls A teenage girl was airlifted to Christchurch Hospital with moderate injuries following a skiing accident at Porters Ski Field on Saturday.

Two people were treated for “minor smoke related issues” following a fire at a property on Zig Zag Rd in Windwhistle on Sunday evening, according to a St John spokesman. Neither patient required hospitalisation.

Masterchef fans upset Viewers of Masterchef NZ are upset after an apparent screen error revealed who was going home last night – before the episode ended.

During last night’s cook-off the name of the person that would be eliminated at the end of the pre-recorded show – Takapuna 19-year-old Sarah Glading – came up on the screen.

Her name was run in a promotion for a radio station interview they were giving this morning.

Fans of the show were outraged.

Camille Guzzwell tweeted: “That awkward moment when your 10-year-old spots who is going home on @MasterChefNZ after an on screen error ... Uh oh.”

Chris Goldsbury said: “Yep whoops @MasterChefNZ gave it away early ... fail!”

At the end of the show Masterchef also posted a tweet about the gaffe.

“Sorry for the spoiler guys, we’re going to make sure this doesn’t happen again. Thanks for watching!”

Glading retweeted a number of posts about her elimination at the end of the show including one from broadcaster Hilary Barry who outed herself on Twitter as a fan of the young aspiring chef.

She is yet to comment on her elimination or the botched announcement.

Glading was the youngest contestant on the reality cooking show. She is a commerce student and according to her Masterchef bio her ultimate food dream is to “own a fine dining, hatted restaurant somewhere in Sydney or Melbourne”.

Grisly find shocks street’s residents By nikki PaPatsoumas Shocked residents of a quiet Porirua street are reeling after the grisly discovery of neighbour’s decomposing body weeks after he died on the floor of his home.

The man’s neighbours complained to police after noticing a smell coming from his property on Manaaki Way – a small cul-de-sac in Titahi Bay. Officers then made the gruesome discovery on Sunday.

Yesterday, nearby residents were left questioning the cir-

cumstances which led to his death.

The tiny street was deserted yesterday afternoon, as tenants chose to stay inside.

Police tape cordoned off the brick house the man once lived in and a security officer stood guard, as residents peered at the sad scene from their windows.

One neighbour, who did not want to be named, said he noticed the smell a few days ago.

He said after that he told his friends: “I think there is a dead body in there.” No words could

describe the smell coming from the man’s house, the neighbour said.

Although he didn’t know his neighbour well, he said he was “harmless” and had only been in the area for a year or so.

He said he believed the man shared the house with his wife and she was there when police discovered the body.

Police were unable to confirm whether there was another tenant living at the property, or whether there was anyone else at the house when the man’s body was found.

Ashburton and Timaru lead the way in pumping up Canterbury’s new dwelling consents in July.

While the region’s consent numbers rose by 6.7 per cent in July over July 2014, Ashburton’s jumped by 26 per cent and Timaru’s a massive 153 per cent.

Waimakariri showed a small drop while Selwyn’s numbers fell significantly, by 33 per cent.

Christchurch city’s numbers rose 17 per cent. During the month Statistics New Zealand data shows that 19 new dwelling consents were issued in the Ashburton District, up from 15 last July. Consents number 425 in Christchurch, the highest for any month this year. Across Canterbury a total of 650 consents were issued for the month with a value of $210 million. The figures show that for the year to July 31, 206 new dwelling consents were issued in the Ashburton District, part of a massive 7005 issued across Canterbury. Those consents had a total value of $2.266 billion.

Snatch and grab A jewellery thief ran a red light, narrowly missing a bus and pedestrians, as he fled a central Dunedin heist with a $2500 ring, police say. The man walked in to Stewart Dawsons and asked to view a $2500 ring before he “grabbed the box and ran off”, Constable Jonathan Chatfield said. A 27-yearold Waimate man was later found in bushes outside a Spey St address in Mosgiel. The ring was not recovered and the man was unhelpful to police, saying “he reckons he’s dropped it”, Mr Chatfield said. A man was charged with shoplifting and was bailed to a Waimate address when he appeared in the Dunedin District Court yesterday afternoon. He is due to appear in the Dunedin District Court again on September 22.

IS attacks famed temple The Islamic State jihadist group has blown up parts of the Temple of Bel in Syria’s ancient city of Palmyra.

The Syrian Observatory for Human Rights said that the jihadist group had placed explosives inside the famed temple, at least partially destroying the building considered Palmyra’s most significant.

Mohamed Hassan al-Homsi, an activist from Palmyra, also reported the partial destruction on Sunday night, a week after IS destroyed the Baal Shamin temple at the historic GrecoRoman site.

“They laid the explosives today, using booby-trapped boxes and barrels that were already prepared by IS,” he said.

“This was the most important temple for tourists and for the people of Palmyra. They used to hold festivals there.”

Homsi, who goes by a pseudonym, said the inner part of the temple was destroyed in the blast.

ter IS blew up the smaller Baal Shamin temple in the UNESCO-listed Palmyra ruins.

That destruction was first reported by activists and Abdelkarim, and later confirmed in images released by IS online.

IS, which controls swathes of Syria and neighbouring Iraq,

captured Palmyra on May 21, sparking international concern about the fate of the heritage site described by UNESCO as of “outstanding universal value”.

Known as the “Pearl of the desert”, Palmyra, which means City of Palms, is a well-preserved oasis 210 kilometres northeast of Damascus.

Before the arrival of Christianity in the second century, Palmyra worshipped the Semitic god Bel, whose temple was considered the city’s most significant, along with the sun god Yarhibol and lunar god Aglibol.

Before the Syrian conflict erupted in March 2011, more than 150,000 tourists visited Palmyra every year.

IS mined the ancient site in June before destroying the Lion Statue of Athena outside the Palmyra museum.

More than 240,000 people have died in Syria’s conflict since March 2011.

53 Indian babies die At least 53 babies have died in less than two weeks at a state-run hospital in eastern India, sparking protests over alleged negligence.

The deaths at the Child Centre in Orissa state’s Cuttack city, occurred over the past 11 days. A team of experts visited the hospital at the weekend to investigate the problem, Health Department official Surjo Misra said.

Defence budget up Japan’s defence ministry has made its biggest ever budget request, as Tokyo bolsters its military amid lingering territorial rows and worries over China’s expanding naval reach. The ministry wants Y5.09 trillion ($NZ115 billion) for the next fiscal year, with the focus on strengthening protection of a string of southern islands that stretch from Japan’s mainland to waters near Taiwan.

Blast suspects sought Police investigating the deadly Bangkok blast are seeking a Thai woman and an unidentified man after bomb-making materials were discovered in a second apartment raided by police. The blast that hit the Erawan shrine on August 17 was Thailand’s worst single mass-casualty attack, with most of the victims ethnic Chinese tourists from across Asia.

It’s still hard going one year on Stu Oldham

oday, families, friends and colleagues will remember the lives of the women shot, killed and injured in the Ashburton Work and Income and Child Youth and Family offices this time last year.

They will remember Ashburton women Peg Noble and Leigh Cleveland, who were shot and who died at the scene, and Lindy Curtis, who was seriously injured when she was shot in the leg.

Many do not need an anniversary to prompt them to remember. Notwithstanding the media glare that just won’t go away, family and friends remember them – and grieve for them – every day.

The victims were from ordinary families suddenly, publicly, thrown into an extraordinary, dreadful situation. A year on, the anniversary marks another day in a situation with an illdefined end.

The past year has been punctuated by reminders of what happened. The man accused of shooting the women has appeared in court numerous times and WorkSafe is prosecuting their employer.

The Social Development Ministry has committed to tightening workplace safety and Community House plans to redevelop the Community Link site in a fitting response forged of community unity.

It seems barely a week goes by when the Ashburton Winz tragedy is not in the news. And each time, the many victims of that awful, long-lived flashpoint are forced to confront what happened.

Last year, people gathered under a cold, grey sky to comfort each other and lay flowers at the police cordon hastily drawn around the building. There was a vigil, and church and civic services.

Ministry of Social Development staff will today lay a wreath at the building in which those lives were ended, maimed and dislocated. There is no official public service so others will remember as they can.

Ms Noble’s partner, Donald Campbell, will be at work and Ms Cleveland’s mum, Kathleen, expects to stay at her home in Alexandra. They say life must go on; but in such a public tragedy, getting on is hard.

hen examining the current low dairy payout there are a number of factors that come into play.

One overriding issue is the protected nature of dairy trade throughout the world. For some strange reason, dairy seems to be one of the most protected food commodities.

This high level of protection means there is only a small global market for dairy products that are freely traded and so, if we get even the slightest market shock, you get quite a big price fluctuation whether it’s up or down.

For me, this emphasises how critically important breaking down trade barriers are for New Zealand’s prosperity not only on farm, but for all those regional economies that rely so heavily on agriculture.

I found it incredible looking at a recent press release from the NZ Dairy Workers’ Union where they came out in support of American unions.

It said there should be no deal on dairy in the Trans Pacific Partnership (TPP) as it might hurt dairy factory workers in the United States.

Well if Americans actually stopped and thought for a while they might realise that a good dairy deal in the TPP is actually beneficial for them as they are a major exporter of dairy products.

It’s also odd to see New Zealand unions are more concerned about jobs in foreign countries than the jobs of those who actually pay their union dues.

Continued volatility in the dairy industry worldwide not only hurts New Zealand farmers but long-term could have detrimental impacts on jobs in our support industries. Some people though, seem more concerned about the apparent investor state provisions in the TPP. My understanding of these provisions is that if the state was to do the dirty on an investor by reneging on a commit-

When you consider how well we do in a less than perfect trading space, it just goes to show what we could achieve with a more level playing field.

So my message for the Government and Trade Minister Tim Groser is stick to your guns.

You have delivered us great quality trade deals in the past just do so again and make sure dairy is part of it.

Business confidence slips to GFC levels Business confidence has dropped to levels last seen in the immediate aftermath of the global financial crisis, however ANZ New Zealand chief economist Cameron Bagrie cautions “we’re not talking panic stations”.

A net 29 per cent of firms were pessimistic about the general economic outlook over the coming year, deteriorating from a net 15 per cent in July, according to the ANZ Business Outlook. One of the major contributors was uncertainty in the global economy.

“Some of the stuff is starting to look more positive [in New Zealand],” Bagrie said. “So dairy prices are starting to recover and building consents are starting to lift.

“We’re still seeing strength across the tourism sector so there’s some real reason to believe we could be at a turning point but of course there’s still some pretty material challenges out there and the biggest one is the global scene – to say it looks wobbly is putting things very optimistically.”

Falling commodity prices and a lack of inflation look set to keep profits down, and businesses have scaled back their intentions to take on new staff or invest in their business.

A net 12 per cent of compa-

nies see their own activity expanding, down from 19 per cent a month earlier, and a net 1.5 per cent expect shrinking profits, compared to a net 8.9 per cent expecting growth in July.

“Confidence may not be the economic engine that drives growth [ultimately incomes do], but it’s critical for keeping the economic wheels turning,” Bagrie said.

“Lacking confidence, firms don’t invest, or take a punt on that new employee. Activity can grind to a halt. That’s a growing risk.”

Strong growth over the past couple of years is expected to slow down as slumping global dairy prices erode dairy export receipts, and as the tailwind from the Canterbury rebuild starts tapering off.

Although it was gloomy, Bagrie said New Zealand was not out of bullets yet.

“We have a good macro framework – The New Zealand dollar has the capacity to keep dropping and the Reserve Bank has the capacity to drop rates a long way so we have ammunition we can throw at this thing,” he said.

“But if the China story starts to go pear-shaped, that’s when they’ll start to talk about the Reserve Bank taking the cash rate to 1.5 or 2 per cent.”

Yesterday’s survey was the fifth monthly decline in business confidence and its second in negative territory, with agriculture the most downcast among the sub-sectors.

A net 39 per cent of respondents see a contraction in livestock investment, compared with a net 8.3 per cent a month earlier, while a net 9.4 per cent of firms see commercial construction intentions shrinking, compared with a net 6.6 per cent in July.

Residential work is still seen expanding, with a net 12 per cent of firms positive on the sector’s outlook, up from a net 6.2 per cent a month earlier.

Of the 473 respondents, a net 0.4 per cent expect investment to contract, compared with a net 11 per cent seeing expansion a month earlier, while a net 2.8 per cent plan to take on new staff, down from 9.3 per cent in July.

A net 11 per cent of firms anticipate exports increasing over the coming year, down from 19 per cent a month earlier.

Bagrie said a lower New Zealand dollar and falling interest rates should help stabilise the economy, and dairy prices have shown signs of recovering after their freefall through the first half of the year.

MARKET REPORT Dairy Another cool week for the region and more rain forecast ahead, but warmer temperatures are needed to ignite spring growth.

Calving is progressing well and managers have been ruthless in culling late calvers and any inefficient cows as they look to minimise the losses in this difficult year.

One negative outcome of the heavy cull is the loss of beef cross bobby calves conceived in these late cows, ones the beef sector is desperate to purchase.

Interest in goat and sheep milk schemes builds as farmers may have to look past the cow and powder production, in favour of more specialist operations to convert pasture into milk.

Coloured fleeces may be worth more than you think

Once a scourge in woolsheds, across the country black and coloured wool is now worth money and growers can find out how much at a baling day next month.

The Mid Canterbury Branch of the Black and Coloured Sheep Breeders Association (BCSB) have opened the doors to the event to be held in Burnham on September 20.

“All coloured wool is worth something, so we are encouraging non-members, as well as members, to bring along your coloured wool that has been stored in the garage, woolshed or back bedroom,” BCSB promotions coordinator Georgie Fairless said.

“If you have only two or three coloured sheep in your flock of white sheep it can still be useful.”

Fleeces should be kept separate and must be free of contamination.

“If you store your wool in plastic bags, punch small holes into the body of the bag to allow the wool to breath, it is a living fibre,” Mrs Fairless said.

“If you store your wool in feed bags, turn the bags inside out to prevent contamination from feed dust. These bags will deteriorate over time and ruin the fleece so a wool pack is the best option for storage.”

At the baling day fleeces will be weighed, assessed, skirted, priced for quality, then colour graded into wool packs.

Good quality hand-craft fleece wool will fetch a higher price than skirts.

ligation to sell, but will get an idea of the value of a fleece. Payments will be made when the fleece is sold on. Non-members will be charged a 10 per cent levy.

“There is a demand for coloured wool, it may be worth more per kilogram than your white wool,” Mrs Fairless said.

The coloured wool baling day will be held at Green Acres Fibres in Burnham on September 20 from 10am to 4pm.

Green Acres Fibres will also host an open day at 122 Burnham School Road, October 18, 10am to 4pm.

The event will be open to the public and feature craft demonstrations. Fleece, carded wool, spun yarn and other merchandise will be offered for sale.

Rural banks offering support

Rural banks are introducing farmer-to-farmer relationships and outside support to help farmers, as well as offering support to their own managers on the front line in the wake of the dairy price slump.

ANZ Mid Canterbury commercial and agri-relationship manager, Mark Grenside, said the diversity within Mid Canterbury was a strength at the moment as 60 per cent of the driveways their bank managers entered were mixed cropping and arable farmers.

“And many of those arable farmers have had to face challenges before and had to build resilience over a long period of time so there is a lot of learning off farmers themselves.”

Mr Grenside said through the commercial side of the bank the townspeople had

shown “a real empathy for the plight of farmers” as it was an integrated agri-business community.

Although the dairy industry was suffering at present, Mr Grenside said they found most farmers had been prudent in past years and had built their balance sheets as well as diversified income off farm.

“They have got ways of managing. Not every dairy farmer is facing a crisis.”

While bank managers were on the front line of the difficulties some farmers faced, Mr Grenside believed the bank’s broad strategy around developing the capability of its people meant staff were well equipped to deal with adverse situations.

“We actually choose people on their skill sets and they often have a background in agriculture so they can relate and live in local communities.”

ANZ wants to collaborate with all professionals and encourage farmers to seek a wide perspective, including accountants, consultants and farmers, he said.

Staff have been encouraged to attend mental health workshops and are provided with inside training.

Rabobank Northern South Island regional manager David Clarke said Rabobank had held a series of roadshows on wellness last week in each region where all staff were included.

Training included tips on looking out for colleagues, understanding what stress looked like and how to deal with it.

“And what it might look like in our customers.”

Mr Clarke said if employees are feeling stress when dealing with clients they also have access to employee assistance programmes.

Curd re-elected as rural women president The status quo remains at Mid Canterbury Rural Women with Sandra Curd re-elected as president at the annual general meeting recently.

Ngaire Brown was also reelected as secretary, while Trish Small remained as the treasurer.

Rural women should not be afraid to engage and be proactive in social media, according to a senior communications manager in Federated Farmers.

Speaking at the FAR Women in Arable meeting in Ashburton last week Penny Clark-Hall told those attending that social media offered a “hugely” influential tool for agriculture and it was fundamental for farmers to tell their stories.

“You can be a voice for those not yet on the platform.”

Ms Clark-Hall said farmers could be “foot soldiers” for businesses like Fonterra when issues arose, particularly when there was incorrect information on social networks.

“One of the greatest values in social networks is the ability to foster and engage with different farming communities ...

It’s about building and growing

your networks and industry values within them.”

She advised farmers to be transparent, consistent and selective in what was shared on social platforms.

“The internet is a track record of your life, but don’t let it stop you taking a stand. Be proud of who you are and what you represent.”

The worst thing farmers could do was to hide or delete tweets on Twitter should they be challenged, she said.

“Don’t be intimidated ... transparency is the ultimate form of trustworthiness.”

Farmers were valuable in correcting hysteria and had a great opportunity to calm the storm and highlight the positive issues in farming industries, she said.

However, Ms Clark-Hall also advised farmers not to engage in arguments or fights on a public forum as it could affect credibility.

Flying flag brings back memories

W

hile we each have our allotted tasks, here in the museum we share many of the day-to-day duties.

At the moment, I’m the one who hoists the replica red Ensign to commemorate the death of local men in World War One. While I don’t have any connection to, or often knowledge of, the men, I still think about them as I hoist the replica flag on a refurbished original flag pole.

In the past, all those who served in World War One were glorified – lumping them all together as a great lot – brave, selfless and noble.

Recent television dramas and documentaries, however, paint the men as individuals – some good, some bad and a lot inbetween.

On my family tree, or associated with it, are three examples of the variety of men who enlisted.

The one not related (truly) was sent home from overseas due to having contracted venereal disease. One family member was court-martialled for desertion and given the choice of being shot by a firing squad or going to the front (where he was killed). His defence included the fact that he had been a heavy drinker since childhood and on arriving in France he decided to have a wine-tasting holiday – returning to battle when his money ran out.

The other family member took over the role of senior commander after the other officers died. He was killed attacking a gun emplacement and received the Military Medal. Brave or foolish, I find Arthur’s story the most poignant, as having a German mother (and being very Germanic in appearance) he was often abused for being a “hun” and many records delete his middle name as it was obviously German. Ignoring all this he was an early volunteer and paid the price for his patriotism to New Zealand.

mixed bunch, and yet, somehow this hotchpotch of humanity fought together forging the Anzac spirit that we are all so rightly proud of. While we, at the museum, fly the flag to remember those faceless fallen, we are also keen to help relations discover more about their military ancestors, transforming

them from just a name to a onceliving person with their own unique tale to tell. If you would like assistance, please come in and ask for information.

Honouring the Fallen During the period of the First World War, 1914 to 1915, many men from the Ashburton District signed up to fight for the Empire against the German army. Many did not return - almost 450 from Ashburton were killed. The first Ashburton men were killed on April 25, 1915 - the first Anzac Day. Ashburton philanthropist and patriot Frederick Ferriman presented a special flag and a flagpole to the families of those men. The Ashburton Museum, with the assistance of the Rotary Club of Ashburton, has erected in front of the museum one of the original Ferriman flagpoles, and on the centennial of the death of each Ashburton soldier will fly a replica flag. Stars align for Dixon A heartbreaking week.

A jaw-dropping final few laps.

A tiebreaking finale.

And a familiar face hoisting the championship trophy.

Scott Dixon captured his fourth IndyCar championship yesterday by winning the season finale to snatch the title from Juan Pablo Montoya.

Montoya led the standings from the season-opener until the final lap of the year.

But in a race worth double points, Dixon dominated and overcame a 47-point deficit to tie Montoya in the standings.

The title went to the New Zealander based on the number of wins: Yesterday was Dixon’s third of the season, while Montoya had two.

“There was still a chance, and that’s what we were hoping for,” Dixon said. “I still can’t believe it. We were such a long shot.”

Dixon and team owner Chip Ganassi celebrated by leaping from the championship stage to crowd surf.

It was one of the few uplifting moments at the end of a sombre week following the death of Justin Wilson.

Wilson was struck in the head by a piece of debris from another car last Sunday at Pocono Raceway and died a day later from his injuries.

Dixon was one of the many supporters who remained in Pennsylvania to stay with Wilson’s family at the hospital.

“We all raced with heavy hearts this weekend,” Dixon said.

“It’s been a very tough week.

It’s such a small community.

“But Justin would have wanted us to go out and race, and today I gave it my all from when the green flag dropped. Much love to the Wilson family.”

The victory was the 100th for Chip Ganassi Racing, while a Team Penske driver failed to win a championship in the finale for the ninth time since 2002.

It also marked Chevrolet’s fourth consecutive manufacturer championship since the company returned to IndyCar in 2012.

“I’m shocked,” Ganassi said.

“We knew we had a car to be at the front, and then a lot of other things had to happen.

“And they happened.”

Indeed, Dixon was third in the standings as he began the race and everyone assumed it was Montoya’s title to lose.

And he did.

Team Penske was in trouble from the midway point of the race when Montoya hit teammate Will Power.

It sent the Colombian to pit lane for repairs and he was mired in the middle of the pack for the bulk of the race.

Although he picked off a few positions, his break came eight laps from the end when Sebastien Bourdais spun Graham Rahal. Needing to get to fifth to

win the title, he moved up one spot to seventh when he passed Rahal.

He got up to sixth when Bourdais was penalised, then had five laps to close a 3.5-second deficit on Ryan Briscoe to move to fifth.

Montoya made a hard charge, ultimately slicing Briscoe’s lead to 1.6 seconds, but he ran out of time to grab that final spot.

He was pragmatic after the race.

“It doesn’t matter what happened,” Montoya said. “We had a few ways to win the championship and we just threw it away. We didn’t close it.” - AP

A battle royal for All Blacks’ No10 jersey Perhaps his place wasn’t quite on the line or even remotely likely that he wouldn’t be picked, but it was intriguing to hear All Black coach Steve Hansen say the pressure was firmly on Daniel Carter to perform in that final test in Auckland.

Intriguing because it signalled two things: the intense competition for places at firstfive and that even senior, world class All Blacks were in danger of missing out if they didn’t perform.

That first point is worth dwelling on for the simple reason that the 2011 campaign became all about the All Blacks’ lack of depth at first-five.

They were right to have little conviction but somehow they got through it - scrambled a way to the finish line after they lost Carter to injury.

There’s no way they could get away with that again - going to a World Cup with just one valid option at No10 - but nor will they have to.

World Cups tend to be won by cool heads and good decision makers.

Accurate goal kicking helps, too and the All Blacks have three men who can wear the No10 jersey and do so while retaining the confidence and faith of the

coaches, their team-mates and the rest of the nation.

They will also have a fourth back home in Lima Sopoaga who could be whistled over.

“Really close,” was Hansen’s assessment about how close Sopoaga came to being picked.

“He played in the South African test and he played extremely well.

“He’s coming in confident that he’s been in an environment - Ellis Park is as good as it gets - against the Boks and we are comfortable he can cope with it.

“That was the big reason we got him to play and the fact he played so well put a lot of pressure on us to say ‘wow’ what do we do now?”

College girls on winning roll

Ashburton College’s junior girls’ basketball team have been in exceptional form at the South Island Junior Secondary Schools’ Tournament in Nelson.

Ashburton notched a 100 per cent record in the competition’s pool stage with wins over Rangi Ruru (59-40), Middleton Grange (60-50), Marlborough Girls’ (6453), Nayland College (102-32) and Waimea (81-39) to win the group and book a semi-final against Kaiapoi, which they won impressively 73-48.

The final is against St Hilda’s today at 2.15pm.

Those six wins brought the team’s tally to 26 victories for the season with no losses and coach Mark Douglas is confident his side’s success can continue.

“The girls have really gelled well, they’ve played really well with great team performances,” he said.

The junior boys’ team have also been in good form, winning their opening tie 49-44 against Nelson Boys’ B on Saturday, but a 63-40 loss to Dunedin’s John McGlashan College followed.

College then bounced back in style with a solid 92-40 win over Kaipoi in game three, before falling to Shirley Boys’ 72-47 after leading at the second quarter 19-9.

The junior boys finished pool play with a 67-54 win over Nayland College yesterday.

Kyrgios looks for upset Nick Kyrgios plans to let his racquet do the talking as he bids to spring the first big shock of the US Open tonight. Condemned and sanctioned for his trash talking, Kyrgios hopes to remind fans of his playing talents with a first-round upset win over thirdseeded former champion Andy Murray in the headline act on day two at Flushing Meadows. Nerves may stop Serena Samantha Stosur, the only player to bring down Serena Williams in the last four years in New York, believes suffocating pressure shapes as the American’s biggest threat to her grand slam quest.

Maguire ‘going nowhere’ South Sydney have ruled out releasing coach Michael Maguire from the final two years of his contract to link with Newcastle.

Maguire has been approached by Newcastle management to take up the vacant Knights coaching position next year. He is believed to be one of two candidates for the position along with ex-St George Illawarra mentor Nathan Brown. He would need to secure a release from the last two years of his contract but the Rabbitohs are refusing to entertain letting go of Maguire.

Will play either the Roosters or Broncos away in week one of the finals. Only a Roosters or Broncos loss and a massive, unprecedented shift in for-andagainst their way can give them a home final in week one of the playoffs.

CRONULLA (4th, 32pts, -5) Manly (h) A win over Manly will hand the Sharks fourth spot. If Cronulla lose and Melbourne, Canterbury (who host the Warriors) and South Sydney all record wins, they can fall as far as seventh.

MELBOURNE (5th, 30pts, +112) - Brisbane (a) Need a win over Brisbane at Suncorp Stadium and a Sharks loss to finish fourth. Storm can fall as low as seventh if they lose to the Broncos and both the Bulldogs and Rabbitohs win.

CANTERBURY (6th, 30pts, +38) - Warriors (h) Can move all the way up to fourth if they defeat the Warriors, and Souths, Cronulla and Melbourne lose. Will fall to seventh if they lose to the Warriors and Souths and Melbourne both win.

SOUTH SYDNEY (7th, 30pts, +28) - Roosters (h) If Souths beat the Roosters and the Bulldogs, Storm and

Sharks all lose they can move to fourth. If they lose to the Roosters, they will finish seventh because the Dragons can’t leapfrog them even with a win.

ST GEORGE ILLAWARRA (8th, 26pts, +25) - Tigers (h) A win over the Tigers will earn them the final spot in the eight. A heavy loss and a big win by Manly over Cronulla and the Sea Eagles will take eighth spot instead.

MANLY (9th 24pts, -36) Cronulla (a) Have to hope the Dragons cop a hammering from the Tigers and then they need to do likewise to Cronulla to jump up into that coveted eighth spot.

The return of Wayne Bennett was not enough to convince Brisbane veteran Justin Hodges the Broncos could be 2015 NRL title contenders. A week ahead of the finals, skipper Hodges admits he is now a believer. Bennett made no promises when the master coach regained the Broncos’ reins for 2015 after a seven year absence.

But the Broncos’ long suffering faithful dared to dream of a seventh premiership in Bennett’s first year back. He may not initially have had the belief this year but Hodges now has the burning desire to win another premiership. - AAP

Cleary coming back?

Warriors managing director Jim Doyle has reiterated his support for under fire coach Andrew McFadden and slammed suggestions former coach Ivan Cleary could replace him next season. McFadden’s position has come under increasing scrutiny as his side’s finals hopes disappeared.

Sydney’s Triple M radio hosts Matt Johns and Mark Geyer yesterday suggested Cleary, currently coaching at Penrith, could replace him at the Warriors in 2016. - AAP

Guineas test for colt Promising three-year-old Mr Conductor is ready to kick off his season this weekend. “He goes to the Wanganui Guineas on Saturday – we’re very happy with him,” said Johno Benner, who trains the colt with his partner Hollie Wynyard. Coffers boosted The tipping skills of Hawke’s Bay Racing’s general manager Andrew Castles benefited the Cancer Society to the tune of $3000 at the weekend. In Saturday’s final, High School Old Boys rushed to a 3-0 lead early on, but Mid Canterbury skipper Paul Bradford said his side could have been further behind before Conal Harkin gave his side a lifeline with a

goal on the stroke of halftime for a 3-1 score line at the interval.

Mid Canterbury returned for the second half with more urgency but conceded first as Old Boys extended their lead to 4-1.

United quickly replied as a well-weighted pass from Galbraith found Bradford, who

netted his side’s second of the afternoon.

Mid Canterbury continued to attack and were rewarded with a third as Graham Hannon struck a right-footed volley home with five minutes to play, but it proved too little, too late as Old Boys clung on for a 4-3 win.

Top New Zealand-bred and owned stayer Who Shot Thebarman is likely to kick off his spring campaign at Randwick this Saturday. The Gr.1 Melbourne Cup placegetter is one of 11 horses trainer Chris Waller will nominate for the Gr.2 Chelmsford Stakes.

Call for rugby clubs to help out

Mt Somers Rugby Club president Dale Stanley is calling for the nine Mid Canterbury clubs to donate to Glenmark following last Friday’s fire.

Glenmark has produced 10 All Blacks, including Todd Blackadder, Robbie Deans, Bruce Deans, Craig Green and Andy Earl in its history but the blaze, which is thought to have been caused by an electrical fault, destroyed

the clubrooms and club memorabilia including Robbie Deans’ gifted jerseys.

Since the fire, a Givealittle page has been created and more than $3000 has been donated to help Glenmark rebuild.

Stanley said Mt Somers have donated $200 while club secretary John Fulton confirmed that Methven will be giving $500.

“I was talking to some people in the weekend about the fire and we thought it would be a good

thing in general, from our club to another club and thought why don’t we ask the other clubs in Mid Canterbury to get involved as well,” Stanley said.

“Methven have already got on board, they’ve put in a $500 donation, Southern have said they would but they’re going to talk to their committee, we’ve had a great response, everyone thinks it’s a brilliant idea.

“They lost pretty much everything by the sounds of it, we

wish them (Glenmark) all the best and hope they get back on their feet soon.”

Glenmark club president Andy Evans said the local rugby community is positive, despite the damage caused by the fire.

“All Blacks jerseys, a New Zealand sevens jersey, Robbie Deans donated a lot of jerseys and a lot of local memorabilia, a lot of photos and things were destroyed,” he said.

“There’s been a great level of

support, people have offered diggers and all sorts to help, there’s still a lot of people getting over it but they’re positive, we’re very grateful for any support.

“It’s pretty overwhelming, it makes you feel pretty good in a bad time like this.”

Mid Canterbury Rugby Union ceo Ian Patterson said assisting Glenmark collectively will be discussed at the rugby administration council meeting on Monday.

They haven’t offered any particular reason why but that hardly matters. What matters is

He’s not keen on the idea that his side has any kind of proprietorial claim to the World Cup. “There is not an expectation that we should win it by right,” Hansen said. “We’re not going to defend the World Cup because it’s not ours to defend.”
