Year-long animal ban after abuse

An Ashburton man has been banned from owning an animal for 12 months after being convicted on animal welfare charges. Courtenay Andre Wegman had admitted one charge of failing to care for injured puppies and two of wilful ill treatment. He had also admitted assaulting a woman and breaching a protection order. He was in the Ashburton District Court this week for sentencing, though Judge Joanna Maze said it was complicated because a brain injury suffered by Wegman had left him unsuitable for community work and he had no suitable address to serve an electronicallymonitored sentence like home detention.

She sentenced him to 12 months’ supervision and disqualified him from owning an animal for 12 months. The animal welfare charges were brought by the SPCA after Wegman was found with underfed puppies suffering from fractured bones. He also had a history of violent offending. The assault on the woman included a punch, which caused her to fall over. Judge Maze said Wegman had moved to Mid Canterbury and was trying to find a job and settle down. The court was told work employment in the dairy industry was a possibility. The judge said a ban on Wegman working with animals was unrealistic, given the rural nature of the district, but she imposed a condition of supervision

that any employment must be approved by his probation officer. In an ideal world, Wegman would have a welfare guardian in Ashburton that could help him, but none had been found, she said. The judge declined to award prosecution costs of $1153 to the SPCA, saying the case had been adjourned twice because they had not arranged an agent to be in the Ashburton court. On those occasions, a specialist support worker had been flown from Palmerston North to be with Wegman. The public purse had been put to considerable expense covering those travel costs, she said. The court was also not responsible for the SPCA’s under-resourcing issues.
