Baby formula to be processed locally

From the outside there’s not a lot happening in a large building on the Ashburton Business Estate’s Ashford Drive, but walk inside and it’s a business in the making.

The New Zealand Dairy Collaborative building hosts a fledgling business that, come March, will be sending tins of blended, powdered infant formula around the world.

The 51 per cent Kiwi owned company has former mayor Angus McKay as its director, but the operations driver is general manager Brad Harden, who came to Ashburton after 10 years as nutritional dryer manager at Synlait.

He and his team are busy assembling rooms full of equipment that will shortly become a slick infant formula blending and packing business.

The steps from planning to implementation and finally to sign-off and production are long, Harden said.

Before the first order leaves the plant every step of the process will have been independently quality checked and the processes involved will have been triple tested, again by independent assessors.

Hundreds of thousands of cans will have been filled with infant formula and then discarded.

That’s all about ensuring the end product is 100 per cent, 100 per cent of the time, Harden said.

The barrier absorbs the impact, reducing the force on the people in the vehicle.” Connors said.

To make sure it put the right improvements in place, Connors said the agency asked road users for input.

“We needed to know what

makes this road feel unsafe and what worries users most and we’ve used this feedback, alongside our research to shape the proposed plan.”

Community input won’t end with the proposed plan as three community meetings are planned later in November.

Those events will be held in Dunsandel, Ashburton and Rakaia.

Once those meetings have been completed the agency’s project team will finalise the design and apply for construction funding.

Ashburton’s community meeting will be in the former Ashburton i-SITE building on November 23 from 10am to 1pm and Rakaia’s on November 24, at Salmon Tales, from 11am to 2pm.

THE PROPOSED PLAN INCLUDES: ■ Installing flexible road safety barriers down the middle of the road to stop head-on crashes.

■ Adding turnaround areas at regular intervals to give local people particular places to safely turn around.

■ Changing some intersections so there is no right turn in or out of side roads. This can help prevent side-on (T-bone) crashes caused by drivers turning across the busy highway. This will also prevent drivers from crashing into the back of vehicles that are waiting to turn right, and vehicles stacking over the railway line while waiting to turn right.

■ Improving other intersections and adding right-turning bays to make those intersections safer.

■ Installing sections of side barrier in high-risk locations (such as in front of a culvert or drain).

■ Laying rumble strips to give tired or distracted drivers a wake-up call if they stray across the line.

■ Improving road markings so they are easier to see at night and in wet weather.

■ Widening the centreline in places so there is more space between traffic travelling in opposite directions.

■ Instigating speed reviews at Dunsandel, Rakaia, Selwyn, Chertsey and across the Rakaia Bridge.

Mount Hutt College head students for 2019 named

Mount Hutt College’s new head boy and girl, and their deputies for 2019, are relishing the opportunity to be next year’s student leaders.

Head boy is Mitchell Barron and head girl is Caitlin Smith.

They are supported by deputies Simon Harford and Samantha Fitzgerald.

Caitlin said she was looking forward to increasing the cultural emphasis at the school.

The college benefitted from having 23 different ethnicities represented there, including Filipino, Japanese, Chinese, Korean, German and Thai. Increas-

ing knowledge and awareness of these cultures was a priority of hers.

Mitchell was looking forward to upholding and maintaining the school’s great reputation.

“And to further educate and help the students to become best versions of themselves, and walk alongside our community to further strengthen our school spirit and school name, and involve our school and students throughout the community,” he said.

The pair have the strong support of Simon and Samantha in their goals, and Simon said in particular that diversity was a big interest of his. This was not only from the perspective of increas-

ing cultural awareness, but also celebrating a diversity of interests among students across the full spectrum of sports and the arts.

The four said they felt privileged to have been selected in their roles, attaining the support of the students and teachers who voted, and then school management who made the selection after interviews.

“It’s quite overwhelming, it’s always been a dream of mine to be in this position, it’s quite lovely knowing you have the support, and knowing it’s going to be a good team for next year,” Caitlin said.

Prefects are to be selected at the beginning of the school year.

In brief Bridges safe Three bridges in the Ashburton District have been given the green light as being able to survive an earthquake. State Highway One bridges over the Rakaia and both Rangitata rivers state highway bridges have been given a detailed seismic assessment and were identified as up to standard.

Because the bridges are assessed as unlikely to collapse even in an extreme earthquake they have not been programmed for seismic strengthening work.

Rakaia Gorge track unveiled

It might be a short walk, a way to break a journey along Mid Canterbury’s foothills, but the new Taniwha track at the Rakaia Gorge also offers an opportunity to learn a little about the history of the area.

The track carves its way from the camping ground and scenic lookout at the southern side of the bridge to the river and, while it may take less than 10 minutes to

travel down, it provides both easy access to the river and an opportunity to read about the legend of the area as told on interpretative story boards.

It runs over Donna Field and Ben Todhunter’s Cleardale Station and was constructed by Barry Austin.

“We’re lucky, it’s a privilege to own this land and to make this track.

“We wanted to share this with others because it’s such an

important place.”

Austin had done a superb job and earned himself plenty of wasp stings while creating the track, she said.

The options for creating a comprehensive sports hub around the EA Networks Centre have increased with the addition of a new block of land to the potential sports field area. The Ashburton District Council already has significant land holdings around the centre, but a 1.5 hectare block of privately owned land protruded into what could be playing fields in the future. It has now bought that land at a price believed to be around $1million. This now gives the greenfield area good access from Alford Forest Road. There is a shed, but no house on the land and it is likely the council will lease the block until it is required.

Ashburton house prices gain a little spring

Ashburton’ housing market is showing the spring effect, with prices lifting 1.4 per cent over the past three months.

Quotable Value’s monthly sales data shows the average price of a home in the Ashburton District is

now $355,281, up 2.7 per cent on the same period last year.

Over recent months house prices in the district have been static, but, in common with most districts, spring has brought a lift in the market.

Southland prices have shown the most significant lift in the

South Island over the past three months, up 7.1 per cent, but average sales price is still low, $278,927.

Over the past year Invercargill’s prices have risen the most, 13.1 per cent to sit at $280,275. Queenstown’s prices are the highest in the South Island at $1.180 million,

and lifted 8 per cent over the past year.

Across New Zealand, nine other areas, all in Auckland, join Queenstown in the million dollar plus bracket.

There are two areas where a home can be bought for under $200,000 – Ruapehu and Buller.

Big year ahead for Youth MP

Sixteen-year-old Jess Timmo is about to embark on the political adventure of a lifetime.

The Ashburton College student is among 120 teenagers chosen

by MPs in electorates throughout New Zealand to be a Youth MP. Labour List MP based in Rangitata Jo Luxton selected the Ashburton College student from eleven applicants.

Luxton said the calibre was extremely high, but as much as she had a tough job making the selection, in the end Jess ended up being a stand-out candidate.

Jess is an Ashburton Youth Council member and Ashburton Health Consumer Forum youth representative.

She said she was looking forward to the challenge of growing her self-confidence and putting herself out there.

“It’s an incredible experience, I feel very honoured to be selected,” Jess said.

Among her passions is youth

mental health; she is wanting to raise awareness and contribute to a national conversation on what can be done to improve this.

The Youth MP experience may even end up feeding into her future career choice, as she is considering politics among other interests such as psychology, youth work, drama and dance.

Youth Parliament is held every three years, and the 2019 programme kicks off in March, and runs to August.

Youth MPs will sit in Parliament in July, and debate draft legislation and important issues facing young people today.

It is a non-partisan programme and those chosen do not have to have political views aligning with the MP they work alongside.

Rangitata MP Andrew Falloon has previously announced Phoebe Scarsbrook from Temuka as his Youth MP, while Selwyn’s Amy Adams has previously announced Katelyn Twiss from Leeston as her Youth MP.

We are not walking our Free* workshops dogs enough – SPCA Kiwis aren’t walking their dogs enough despite believing they should be doing it seven times a week, new research shows.

The SPCA has released the findings of a study showing owners may not be doing all they can to take care of the family pet.

The findings show 60 per cent of Kiwis think a dog should be walked at least seven times a week, but less than 30 per cent of dog owners are actually doing so.

With canine obesity identified last year as the top health concern for dogs, the SPCA is encouraging owners to put in a little more effort to help their pooches avoid health problems, behavioural issues, and a shortened life span.

Eighty per cent of the people surveyed said walking their dogs helped them destress and unwind, with 70 per cent of dog owners saying that it puts them in a better mood for the day.

SPCA commissioned the research to look at the habits and perceptions of dog walkers across the country.

The research has been released ahead of SPCA’s new fundraiser, Walk Your Dog to the Moon, which will see Kiwis across the country uniting to walk the equivalent distance from the earth to the moon in a bid to raise money for abused, neglected and abandoned animals.

“The goal of our new fundraiser is to raise money to help animals in trouble, but it’s also about encouraging dog owners to get out walking more,” SPCA chief executive Andrea Midgen said.

“This research has shown us that Kiwis’ expectations around dog walking are very different from the reality. Part of our job is to make sure that animals are given the

best lives possible and regular exercise plays a huge role in this.”

Midgen’s own rescue dog, Jack, particularly loves walking, going to the park, and swimming.

She has not noticed any behavioural issues since adopting Jack, aside from a tendency to chew through leashes.

“Apparently this is very common for dogs that have previously been chained or tethered. Otherwise you’d never know the difficult past that he came from. I’m always amazed at the resilience of neglected animals like Jack and their ability to still trust people so easily,” she said.

“Dog walking is so beneficial - mentally and physically – for the dogs and their owners. Getting out on daily walks is so critical for the mental wellbeing of dogs, and helps to prevent obesity and behaviour problems.

“We hope this event encourages people and their dogs to get active, all while raising money for animals in need.”

SPCA’s chief scientific officer, Dr Arnja Dale, said many issues arise when a dog is not walked daily.

“It begins with boredom and problem behaviours like nuisance barking but can easily develop into much more serious issues like depression, diabetes, or heart disease.”

SPCA aims to raise $150,000 nationwide through Walk Your Dog to the Moon.

All funds donated will be used to directly help rescue, rehabilitate and rehome animals.

Nurse kills 100 patients A former male nurse admitted murdering 100 patients as he went on trial in Germany yesterday, making him postwar Germany’s most prolific serial killer.

Niels Högel is accused of deliberately administering 100 patients in his care with lethal doses of medication between 2000 and 2005, the Daily Telegraph reports.

Prosecutors allege the 41-year-old deliberately put the patients in life-threatening situations so he could show off his resuscitation skills.

The judge promised to shed light on the case, which he referred to as “a house of dark rooms”.

Although there are no formal pleas in the German legal system, Högel chose to admit the killing on the first day of his trial.

Asked by the judge whether the charges against him were true, he answered: “Yes. “All I have admitted is true.”

Högel is already serving a life sentence after being convicted of the murder and attempted murder of six patients in similar circumstances.

This is his third trial, but the first time he has been charged with mass killing.

He is accused of deliberately administering 100 patients between the ages of 34 and 96 with overdoses to cause cardiac arrest, so he could resuscitate them.

The killings took place at two hospitals in Oldenburg and Delmenhorst, both in northwestern Germany.

All of his victims were in intensive care at the time.

Högel was first convicted of attempted murder in 2006, after he was caught by hospital authorities injecting a patient with unauthorised medication and reported to police.

Högel allegedly boasted to fellow prison inmates that he had killed more than 50 patients.

At a second trial in 2015 he was convicted of murdering two patients and also of endangering the lives of three others.

During that course of investigations, Högel admitted to a psychiatrist that he had administered potentially lethal doses to around 90 patients and claimed around 30 had died.

In the run-up to the new trial, relatives agreed for the bodies of 130 of Högel’s former

patients to be exhumed and tested.

“We will do our utmost to learn the truth,” Judge Sebastian Buehrmann told the court.

“This case is like a house of dark rooms.

“We want to bring light into the darkness.”

More than 120 relatives of former patients are taking part in the trial as co-plaintiffs, and yesterday’s hearing had to be delayed to find space for them all in the courtroom.

Four former colleagues of Högel are facing charges of failing to report evidence that could have prevented the killings.

A former heart surgeon at Oldenburg is alleged to have had Högel transferred rather than report his concerns.

A former chief nurse is accused of giving Högel a glowing reference despite later testifying that she knew doctors were concerned he was involved in too many resuscitations.

Two senior surgeons are accused of covering up an incident in which Mr Högel was caught administering a potentially lethal overdose to a patient rather than reporting it to police.

More dying from thrill-seeking selfies She was a self-described “adrenaline junkie,” and he took “wow-worthy photos” of the couple posing at the edge of cliffs and jumping from planes that appeared on social media and a travel blog that attracted thousands of followers.

In one post at the Grand Canyon this year, 30-yearold Meenakshi Moorthy even warned daredevils who try to snap selfies from dangerous heights: “Did you know that wind gusts can be FATAL???”

Moorthy and her husband, Vishnu Viswanath, 29, who were Indian expats living in California, fell to their deaths in Yosemite National Park last week while taking a selfie, the man’s brother said yesterday.

They set up their tripod near a ledge at a scenic overlook in the California park, Viswanath’s brother, Jishnu Viswanath, told AP. Visitors saw the camera the next morning and alerted park rangers, who “used high-powered binoculars to find them and used helicopters to airlift the bodies,” he said.

A study published this month in the Journal of Family Medicine and Primary Care said 259 people had died taking selfies between October 2011 and November 2017.

The report, based on findings from researchers in India who scoured worldwide media reports, said the main causes of selfie deaths were drowning, usually involving people being washed away by waves or falling from a boat, followed by people killed while posing in front of a moving train, deaths involving falls from high places or while taking pictures with dangerous animals.

On-set misconduct Kip Pardue has been accused of on-set sexual misconduct by his TV pilot co-star Sarah Scott. The 35-year-old actress told the Los Angeles Times she was about to film a post-sex scene wearing only nipple covers and boy shorts when Pardue, 43, became aroused. Scott claimed that he took her hand while they were filming the pilot Mogulettes in May and placed it on his groin. She filmed the scene and afterward Pardue summoned her to his dressing room and masturbated in front of her. Pardue when contacted by The Times apologised for putting Scott’s hand on his penis while on set, but denied her other allegations.

■ In a small saucepan melt the butter over a low heat.

40g butter 1 clove garlic 1/4 t salt 1T chopped coriander (or parsley if you prefer) 150g scallops 2T olive oil + 1T Juice of half a lemon 1/4-1/2 C water 24 dumpling or wonton wrappers 1t sesame oil

pieces, about half centimetre cubes. They need to be small, but you want pieces of scallop inside the dumplings, not a puree. Add the scallops to the herbed butter mixture and stir well to combine. That’s your filling ready.

■ To make the lemon dipping sauce simply combine second measure of olive oil with the lemon juice.

■ Prepare a pastry brush and some water to moisten the edges of the dumpling wrappers.

Working with one wrapper at a time, place a small teaspoon of the filling in the middle of the wrapper, moisten the edge with water, fold in half and press

edges together to seal. Continue until all filling is used.

■ Heat a frying pan with sesame and olive oil until hot. Add dumplings; you may need to work in two batches depending on your pan. Cook over a high heat until golden on one side, add the water (just enough to cover the base of the pan).

Watch out for spitting! Quickly cover the pan with a lid to allow the dumplings to steam. When you hear the sound change back to more of a sizzle, remove the lid and allow the bottom of the dumplings to crisp up again.

■ Remove from heat and serve immediately with lemon dipping sauce.

Rewarding the promise of the future A

fter another big schooling year, the chance to recognise the efforts of students both in the classroom and out of it is upon us.

Last night a busy period of school prizegivings kicked off with the Year 13 Prize Giving at Ashburton College.

It is followed by the Year 12 equivalent tonight and then the Year 11 awards tomorrow before Mt Hutt College takes it’s turn next week.

These occasions are special moments in any student’s time at school, they’re a chance to reflect on a year of hard work and, in some cases, be rewarded for that dedication.

And it is important that

we hold them.

By awarding prizes for achievements in the academic sector, the community and on the sporting stage, we are highlighting the mammoth achievements of our young adults as they prepared themselves to head out into the big wide world and face their next challenges.

We have some incredibly talented and promising young students

within our district – all of whom deserve their moment in the sun as they look back on their schooling year – and prizegivings are the perfect opportunity to do that.

Sure, they’re not everyone’s idea of a good time and some students would probably rather be at home watching television than sitting through a horde of awards being given out. But those who want to be there far outweigh those who don’t.

Looking through the list of recipients from the Year 13 prizegiving at Ashburton College, the future looks bright.

We’ve got students who have simply excelled in the classroom and look set for big careers in whatever profession they decide

to pursue, just as we have some extremely talented potential leaders of the future.

And from a sporting perspective, Ashburton College’s efforts across the country are well recognised, whether it be in a big sport like rugby or netball or a smaller sport like multisport or shooting.

But just because the awards have been handed out, there’s no opportunity to rest on laurels.

The next few weeks, as exams approach, will be some of the most critical in any young person’s life, as the results from these can set the pathway for the future.

So, by celebrating success early, prior to such a big undertaking, it gives those who are getting pre-

pared for those exams a chance to relax, reflect and then prepare again.

We’ve loved being able to tell the stories of some of the students whose names will feature over the coming days, as we wrap up all the prizegivings, but equally, we look forward to unearthing some new names, those who might not yet be in the public sphere but who are names to watch out for in the future as well.

Congratulations to all award winners last night and to those who will be announced over the course of the next week – this is just the first step, how you go forward from here is in your own hands.

Housing the less fortunate I

t has been ten years since state houses were built in Ashburton.

This fact alone, proves the previous Government was little more than an ill-equipped deer in the headlights of our nation’s housing crisis.

A crisis which drove demand to record highs, saw our families left homeless, in limbo on housing waiting lists or putting up with unhealthy rentals which only increased their medical bills.

In just 365 days, this Government has taken swift action on the core issues knee-capping our community’s wellbeing – opening access to education, making healthcare more affordable and housing New Zealand.

As a result, I am proud to say that more Kiwis right here in Ashburton can now make a house a home.

This is thanks to six new onebedroom state homes opening on Allens Road in the last month.

Four more on Trevors Road.

from Minister Phil Twyford’s announced Regional Housing Programme, will soon be improving the health outcomes and general wellbeing of their very first tenants.

This means an end to living in limbo for many of the 11 Kiwis and their families that were on the Social Housing Register for Ashburton last June.

This means a sign of genuine hope for our whanau in need, as planning begins on potentially developing more homes across Mid Canterbury.

New Zealanders can see, the solution was common sense; in a housing crisis, you don’t sell off state houses, you build more.

Every home we build means

one less family wondering where they’re going to sleep.

This Government is committed to building 6400 public housing places over the next four years, and I wouldn’t be surprised if we over deliver.

Earlier this year, our target was to create 1500 additional places for the homeless over winter, we created 1764.

We did this by rolling up our sleeves and focusing on delivering real results for real New Zealanders.

In line with this kaupapa, we’re also making public housing tenancy reviews fairer.

By making households where the tenant or their partner has a permanent or severe disability/health condition, or is aged 65 or older, exempt, we are protecting our most vulnerable, providing stability for long-term tenants, and freeing up homes for people in need.

Families that have dependent children 18 years old and under will also be freed from this unnecessary stress, as will tenants that are providing full-time care

for a person other than their spouse or partner who would otherwise need hospital level or residential care.

I am proud of the empathy of this Government in making these overdue changes happen.

There is a lot more to do in the Housing space, and heading into our second year, you will see we are just getting started.

Sheep breeding in the genes

The late Peter Hampton was often at his happiest exhibiting sheep or in his later years leaning over the sheep pens and watching the judging at the Ashburton A&P Show.

His presence remains after the family presented for the first time the Peter Hampton Memorial Cup to the winner of the supreme champion meat breed ram hogget at the show on Saturday.

Hampton, who died last year, bought his first south suffolk ewe lambs as a 15-yearold in 1959.

Five years later he started exhibiting sheep at the show pens and didn’t stop until his death last year.

“As far as we know there has been a Waterton ewe ever since,’’ said son Chris Hampton, who presented the cup to the winner.

Chris Hampton said the south suffolk, suffolk and charollais studs remain in the family, although a poll dorset stud begun in the mid-1980s was discontinued.

Hampton’s father moved to Waterton near Longbeach when he was two years old and stayed there for 61 years until 2008 when the family farm was sold and Belmont Station was bought at Cave.

“We could see that sheep were getting pushed out of the flat country and into the harder country and we wanted to stay in sheep so we moved to Cave where we are farming sheep and beef and producing rams for the commercial industry. Dad died on March 20, 2017, and two days before that he told us it was the best decision we made to go down there and he was really happy.’’

In between those years, Peter moved into suffolk breeding, paying 100 pounds each for six purebreds in Australia in 1970. They ended up costing the same amount to ship them over to New Zealand, arriving on New Year’s Eve. In 2012 father and son began a charollais stud. After Chris and his wife moved to Cave, Peter bought 16 hectares of land just south of Ashburton to run the charollais, putting an end to talk of retirement.

Initially, they couldn’t bring them into New Zealand because of a foot and mouth outbreak in the UK. Officials opened up importation from Australia and after three generations had passed they were able to bring in embryos. The family were among the first sheep breeders to start a charollais stud in New Zealand and their stud flock is number four for the breed in the stud book.

At the show a Hampton purebred charollais ram hogget made the final of the supreme champion ram hogget competition.

A third generation Hampton has started breeding stud sheep with Chris’ daughter, Elizabeth, joining the family affair.

Today the Hamptons have 200 suffolk stud ewes, 100 south suffolk stud ewes, 50 charollais stud ewes and 100 charollais suffolks. They also run a perendale commercial flock.

A catalogue of 90 rams from the studs will be offered at their on-farm stud sale at Cave on December 18.

NZ dairy farm prices drop 18%

By Jamie Gray Environmental rules and tighter restrictions on foreign ownership are denting dairy farm prices which have fallen more than 18 per cent.

The Real Estate Institute of NZ said the median price per hectare for dairy farms had dropped by 18.3 per cent during the past 12 months. The median size was 178ha.

Reinz’s dairy farm index, which adjusts for differences in farm size and location, dropped by 15 per cent in September compared with a year earlier.

Across all farm types, the median price for the three months to September was $25,447, down 7 per cent on the same period a year, but Reinz’s all-farm index gained 4 per cent over same comparative periods.

Reinz said the early spring farm market for all farms was subdued, with 21 fewer farm sales than for

the three months to September last year.

The institute’s rural spokesman, Brian Peacocke, said there had been a significant fall in the number of farm sales over the three months, and they were down by 35 per cent compared with two years ago.

Economic issues beyond the farm gate, “both political and financial”, continue to impact, and the positives were being offset by the negatives, he said.

Colliers International, in its Canterbury Dairy Market Overview, said it expected dairy farm prices in the province - which is responsible for 21 per cent of the country’s milk production - to decline this season.

“Market sentiment appears subdued, due to the limited liquidity, the threat of Mycoplasma bovis, the removal of international purchasers, the risk of further environmental regulations and the performance of Fonterra,” Col-

liers said.

Colliers’ associate director Greg Petersen said farm prices were going backwards.

“There is not the same competition out there between purchasers for prices to strengthen,” he told the Herald.

Now calving has finished, Petersen expected more farms to come on to the market through to April.

From their 2014/15 peak, prices dropped with the ensuing low payouts, recovered a little, and are now easing again.

“Looking further out, there are more clouds out there than we would have anticipated,” he said.

Con Williams, head of investment research at rural syndication firm MyFarm Investments, said dairy farm prices were on a “slow burn” lower.

“There are quite a number of properties for sale and they are probably not shifting that quickly,” he said.

“The reduction in foreign investment is quite significant, particularly for large-scale operations,” he said.

“The combination of that, together with tighter bank credit, is making it a challenge to sell some of those large-scale operations,” he said.

Williams said he expected dairy farm prices to “trundle along” as long as the milk price stayed above $6/kg.

“If we do get a material drop in the milk price, then that could add a bit more pressure on farm prices,” he said.

Dairy farm prices peaked in 2014-15 around the time Fonterra’s farmgate milk price reached a record high of $8.40/kg.

The farmgate milk price for 2018/19 is $6.25 to $6.50/kg, down from last season’s price of $6.69, but ahead of Dairy NZ’s estimate of break even of $5.40 to $5.50.

Office to raise the bar in overseas applications to buy sensitive New Zealand land.

Farmers also face tighter rules regarding nitrate runoff into the nation’s waterways.

“The economic reality, when you factor in all the environmental regulation, restrictions on foreign investment, long-term milk prices – all those factors that people talk about – is that probably we are still anywhere between 10 to 20 per cent overvalued for dairy assets,” Williams said.

The Reserve Bank, in its latest financial stability report issued in May, said the dairy farming sector remained highly indebted, and vulnerable to a future downturn in dairy prices.

“Dairy farms also face a number of longer-term challenges, including the impact of the response to environmental concerns,” it said then.

The central bank’s next report is due on November 28.

Petrol prices due to fall

By Liam Dann The good news for drivers is that petrol prices are due to start falling soon.

Westpac chief economist Dominick Stephens told the Economy Hub that his forecast was for prices to ease off in the coming year.

The bad news is that the fall will likely be driven by a slowing global economy.

Oil prices have already fallen more than 10 per cent since peaking in early October, which should flow through to retail prices in the next few days.

Brent Crude oil, for example, peaked at $US86.29 a barrel on October 3 and was trading down almost 12 per cent at $US75.95 yesterday.

Stephens said petrol prices had spiked sharply this year due year due to a combination of factors.

Demand, driven by the strong global economy, had pushed crude oil prices up, the New Zealand dollar had fallen and there had been some supply issues with producers in Iran, Venezuela and Angola.

That had coincided with the new Auck-

land regional fuel tax and increase in the nationwide tax to really hit consumers in the pocket.

“Tax makes up about 45 per cent of the cost of petrol at the pump now but actually the lift in tax was a relatively small part of the lift in prices,” Stephens said.

Consumer concerns about the retail prices weren’t entirely unfounded either, he said.

“The importers’ margin, or retailers’ margin, is a lot wider now than it was five years ago,” he said.

“You also look across the regions and you see that the ones with more competition had lower prices.

“So there certainly is an element of lack of competition in the market” Meanwhile, the rise in costs would have an impact on the wider economy, Stephens said.

But the higher prices were taking an extra $10 a week off families on average but the timing had coincided with an increase in the Government’s Working for Families payment so consumer spending had held up reasonably well so far.

“If we want to avert climate change, one of the best ways to achieve that globally would be to make petrol more expensive,” Stephens said.

However, his long-term forecasts were for petrol prices to ease further next year.

“That’s based on our view that global economy is peaking right now.

“We’re seeing China slow, we’re seeing Europe slow. I don’t think America’s economic largesse can continue forever either,” he said.

“Secondly you are seeing the shale oil [producers], or frackers, in the United States ... Love them or hate them, they are sinking a lot more wells in response to prices and that burst of supply should bring global oil prices down.”

Lastly, the kiwi dollar was expected to be more stable – having dropped around 10 per cent against the US dollar this year.

Westland Milk Products lowered its forecast payout for the current season by as much as 6.6 perc ent due to the decline in global dairy prices and butter in particular.

New Zealand’s third-largest dairy company now expects to pay between $6.10 and $6.50 per kilogram of milk solids versus a prior forecast of $6.50 to $6.90.

Based on current indications, it expects to come in at the middle of the range, chairman Pete Morrison said in a statement.

In the prior season it paid $6.12, less a 5 cent retention.

The factors driving the revision were largely out of Westland’s control, involving international market forces and an increasing abundance of milk supply globally, Morrison said.

“Ironically, we have had a very good start to the season.

“However, the build-up to peak milk period is higher than predicted and lasting for longer.

“While this might appear to be a positive for the cooperative, the reality is that during peak our processing capacity means we have to produce mostly low-value bulk commodity powders in order to ensure we can get the milk through.

“That means we have to make less high-value product, such as Infant and Toddler Nutrition, which give us the best returns,” he said.

The move follows a similar reduction on October 10 by dominant processor Fonterra Cooperative Group, which cited weaker global demand and a deeper sup-

ply pool for its lower forecast.

Since Westland’s initial 2019 forecast, the GDT price index has declined 2.1 per cent at two Global Dairy Trade auctions; butter fell 3.7 per cent to $US4114 per tonne.

According to Morrison, Westland is focusing on specialised products produced from milk segregated by different qualities.

He said demand for its Ten Star Premium Standard milk is high, a product based on grass-fed milk, produced on farms complying with very high environmental, animal welfare and human resource standards.

He also said Westland will break ground on new capital works at

Hokitika next month to increase capacity to process segregated milk – even during peak milk periods.

“This will help move the cooperative towards a more secure future,” he said.

Westland is currently undergoing a strategic review which Morrison said was “proceeding as planned”.

He still expects to update shareholders at the annual meeting on December 5.

“Accessing new capital and reducing debt is a key element of our plans to further develop our segregation capacity,” he said.

On Friday October 26 we played the Friday Triples on the Ashburton Greens. They were in good condition and there were a heap of bowls on the bank in the first end but the players settled down after that and played some good bowls.

On Tuesday last week a couple of great games of Ladies fours were played, the final going down to the wire with Diane, Dianna, Shirley M & Alison winning on the last end.

Runners up were Wendy S, Shirley M, Margaret W & Judy. It was a spectacle to watch, and the bowls were great as well.

Ashburton County Lions President Nicola Kelly welcomed a good turnout of members to the October meeting of the Ashburton County Lions held at the Ashburton Hotel on Wednesday 24.

Our speakers for the night were Dawn and Janet from women refuge.

Their talk was entitled ‘The point is….’ looking at why women’s refuge is needed in our community.

They outlined the work their group does helping families in need. It is an organisation run by women, for women and while their safe house is in Timaru they have workers based in Ashburton and support all families at risk from family violence from Oamaru to Ashburton.

Zone Chairman Garth Bateup then spoke to the meeting congratulating the club on our recent Trust Power Award acknowledging the work done in running our annual Toot for Tucker.

Donation made by the club this month focused on youth activities,

supporting Mania-o-roto scouts to send a leader and scout to their summer adventure camp, helping one young person to take part in the Spirit of Adventure ‘Inspiration Voyage’ and awarding a prize at the Ashburton College prize giving.

Money raised from our recent raffle was forwarded to Camp Quality supporting children with cancer.

Marie McAnulty then reported on another very successful sold out ‘Stars in your Eyes’ and thanked all those who helped make this night another one to remember.

After finalising details for our next major event ‘Toot for Tucker’ to be held on 19th November the meeting closed with the drawing of the raffle and more amusing tail twisting.

Ashburton Golf Club Another lovely weekend saw plenty of golfers taking advantage of the beautiful Brandon course.

The weekend starts early these days with around 150 experienced golfers and novices, having a bash on Friday evenings with the Midland Seeds team’s tournament.

This is a wonderful end to the working week, well organised by Wendy, Nutts, Lefty and all the team. Great work.

On Saturday we had round 2 of the DCL Cup, and it’s not often you can shoot a nett 64 and finish third, but that’s what happened to Dave Gill.

We had three super scores of 64, so a countback was called for, and Phil Kerr pipped Charlie Alexander for top spot, leaving poor old Gilly with Bronze.

DCL round 3 is this Saturday, Matt will have collated the first 2 rounds scores, so you will know where you sit in the pecking order, going into round 3.

Better news for Gilly, is that his 12 points for equal top score catapulted him from 45th right into the top 30 of the RMF cup and

We now have the top 30 sorted out, and after a couple of drop outs through unavailability, 45 points was sufficient to sneak you in, and Chris Ralston just scraped in on that score.

The points have now been re allocated with Phil Kerr sitting proud on the top with 30 points, and Chris on the bottom with 1.

So this Saturday for the RMF Cup, we will only be looking at these, top 30 players, cards.

With the best score of this 30, getting 15 points next best 14 points and so on down to zero.

These points are then added to the table and the bottom 5 players are eliminated.

That means Gordy Crawford, Gilly, Hamish, Wilson and Chris, who are the bottom 5 now, have to pick up points, or they are gone, and Phil can put his feet up at home if he wishes, because he is safely through the first week.

I hope this all makes perfect sense, but if in doubt, just play great golf and the result will take care of itself.

This Saturday, 8 “Jolly Boys” are setting off to North Shore Auckland on Hoppy’s annual tour of Golf and debauchery.

Hopefully we will keep the Clubs good name intact, and if my iPhone behaves, will send next week’s Club Report from base camp.

I’m not sure if they have wi-fi in Auckland, but I will take a postal pigeon just in case.

Lastly, a big shout out to the Men’s Mayors Cup team for getting top score last Sunday, especially young Sean Strange, after last year’s blow out, he bounced back well with a nett 69.

Brendy Davo led the team well with a 68.

Then Trev Tindall and the Yorkshire pudding managed not to implode to bring home the spoils.

We won’t mention the Ladies team score!

Ashburton MSA Petanque Club Last week we played the fourth and final round of our Super Six competition and it was played on our home ground.

It was so nice the other teams had to travel and we didn’t. It turned out to be popular and all clubs want to see it run again next year.

Our Twilght evenings didn’t bring the amount of prospective players that we hoped and this would be partly because the weather hasn’t been kind to us.

It was the same with the Sunday Open Day where we had more committee and members than we did interested players, who had some enjoyable games.

The Piste of Origin tournament was played in Christchurch and only three clubs participated this time.

We had three players take part in the National events in Panmure recently doing very well against some top competition with team entries between 32 and 47.

November the Chartered Club tournament is to be held in Timaru and we have teams entered in each of the three events.

The following week is the South Island Senior Doubles in Alexandria and we have players taking part in this event.

A new concept in golf that’s aimed at getting young people into the sport is set to make its debut in Ashburton this weekend.

Team Golf is golf with its rules softened a little, allowing kids to have fun and learn more about the game in a relaxed environment, and Aorangi Golf community golf manager Malcolm Wood hoped it would be a hit in Mid Canterbury.

Played in a format that is great for young beginners wanting to build their confidence on-course, Team Golf is a new concept from New Zealand Golf aimed at kids from four to 14.

Penrith legend Greg Alexander insists the board had no issues handing Ivan Cleary a five-year deal despite being forced to payout their past two coaches – including Cleary himself. Cleary this week made an unceremonious return to the foot of the mountains and unite with son Nathan after being granted a controversial release from the Wests Tigers. However Alexander, who is a board director and led the club to its first premiership in 1991, said there was no hesitation in signing off on another long-term financial commitment.

The length of the course is shortened to suit young golfers, and each of the events is run over six holes to encourage play to be done within 80 minutes.

Canterbury Golf and Aorangi Golf ran Team Golf pilots earlier this year and Wood said they were a huge success.

While the numbers for Ashburton’s first Team Golf day on Sunday weren’t looking as good as they had for those held at other clubs around the Aorangi district at this stage, Wood was hoping they’d pick up by the weekend.

The Team Golf concept had led to the development of Family Team Golf, which made a successful debut at the Ashburton Golf Club a couple of months

ago, and saw parents – or grandparents – actually playing alongside their kids.

“We are getting some damn good numbers coming along for the Family Team Golf and the parents just seem to love getting out and playing with their kids,” Wood said.

“It allows them to get children off technology and get them outdoors, and more importantly, it’s family time together. It’s something they can all enjoy.”

Wood was hoping numbers for this weekend’s first running of Team Golf in Ashburton would follow suit.

He had spread the word around the district’s schools and was hoping that the district’s existing

golfers might bring their kids, or even their grandkids, along on Sunday.

If the numbers didn’t pick up by later this week, there was a chance the day could be canned, but Wood said he hadn’t given up and would be doing his best to ramp up support.

Kids didn’t need to have their own golf clubs, equipment could be provided and as it was played in an ambrose format, teams could share clubs, Wood said.

Team Golf will take place at the Ashburton Golf Club this Sunday, and again on Sunday 11 November. For more information on how to register, check out the Aorangi Golf website or Facebook page.

Roger Federer said he turned down an invitation to play in a planned exhibition match in Saudi Arabia in December which his rivals Novak Djokovic and Rafael Nadal have committed to play in. Saudi Arabia is under growing pressure from the international community following the killing of writer Jamal Khashoggi in Istanbul on October 2. Amnesty has urged Nadal and Djokovic not to play in the event and both players said on Monday they intend to monitor the situation before making a decision.

In brief Carling joins England Will Carling is to join the England’s rugby union team staff under coach Eddie Jones as a mentor to senior players. Carling will start the part-time role next week and has been given the brief of developing the skills of the leadership group spearheaded by co-captains Dylan Hartley and Owen Farrell. Dallas in the big time Former Mt Hutt College student Dallas McLeod has been selected to attend a New Zealand Rugby under-20s development camp next month.

The camp in Palmerston North is part of the road to the 2019 World Rugby Under-20 Championship, which is being held in Argentina, and McLeod’s inclusion came just a couple of weeks after he was named Canterbury’s under-19 player of the year.

McLeod, who attended Mt Hutt College until the start of year 13 when he left to take up a rugby scholarship at Christ’s College, started this year with a strong club season with Christchurch before being one of the stand-out performers in

the Canterbury Under-19s.

The experience and leadership he gained from being a part of the side in 2017 helped him guide Canterbury all the way to the national under-19 championship final in Taupo a few weeks ago.

Now he’s in with a shot of making the national side to go to Argentina.

New Zealand Under-20 coach Craig Philpott and his new assistant coaches Aaron Good and Derren Witcombe announced the 50 players who would attend the camp from December 3-8.

The players were selected from the Mitre 10 Cup, the Jock Hobbs Memorial National Under 19 tournament and the New Zealand Secondary Schools team.

“The New Zealand Under 20 programme is a proven stepping stone towards a professional rugby career.

“From this year’s squad, 26 of the 28 players have gone on to represent their provinces in the Mitre 10 Cup, and it was only last year that new All Black Dalton Papali’i was in this environment.

“While there are 10 players from this year’s under 20 team who are eligible for selection again, there is genuine depth and competition in every position.

“We want to see players preparing professionally and displaying their competitive edge so that this team’s legacy of developing the future of Mitre 10 Cup,

Investec Super Rugby and the All Blacks continues,” said Philpott.

After December’s camp players would return to their provincial unions, with many set to be involved with Super Rugby development or age grade programmes.

Players would reassemble in March before a squad of up to 32 players is be selected to play in the Oceania Championship in Australia in April.

The final squad for the World Rugby U20 Championship would be named in May. Among the current crop of All Blacks to have represented New Zealand at under-20 level are Beauden Barrett, Brodie Retallick and Sam Whitelock.

South Africa head coach Rassie Erasmus says Danny Cipriani’s omission from England’s squad for the upcoming internationals caught him by surprise. First-five Cipriani started the final test of England’s series against South Africa and was largely responsible for halting their six-match losing run by setting up Jonny May’s try that sealed a 25-10 victory. Yet he was left out of England coach Eddie Jones’ 36-man squad for the internationals, with Owen Farrell and George Ford preferred as the first-five options.

Veteran Wallaby back Matt Toomua has welcomed returning veteran Adam Ashley-Cooper’s competition as much as his guidance in the Wallabies backline, a year out from the World Cup. Crusaders welcome Whetu Douglas back for 2019 The Crusaders squad will feature five new players in the 2019 Super Rugby competition.

There are two new additions to the forwards.

As previously announced, Whetu Douglas returns to the side having played six times for the Crusaders during their 2017 season.

Following a stint with Italian club, Benetton, the former Waikato player returned to Christchurch for Canterbury’s 2018 Mitre 10 Cup campaign where he was named as co-captain, but was ruled out midway through the season due to a fractured thumb.

Mistakes will decide V8 title

The Longbeach Coastal Challenge – an event which attracts everyone from Sunday strollers and enthusiastic kids, to fast pace competitive mountain bikers – is gearing up for its 12th running next month.

Set to run on November 25 this year, entries were rolling in and expectations were that the event would be close to reaching capacity – as it had done for the last two years.

This year organisers were putting the challenge into the Longbeach Coastal Challenge.

One of the consistent themes in the Ruralco Longbeach Coastal Challenge each year was the good, friendly competition amongst the teams entered in either the 35km D&E Classic Team event, or the 23km Aon Team event.

A new restriction in the 23km team event was that three of the four team members had to be employed by the business/organisation whose name they were entering under.

The BNZ was one of the businesses that had supported the event every year, and this year they had three teams set to race – two in the 23km event and one team in the more gruelling 35km event.

“We look forward to this event each year and it’s such a great way to get staff together, enjoy the exercise and have some fun along the way,” Chris Wylie, senior partner at the Ashburton BNZ branch, said.

He said he’d like to see other financial institutions also jump on their bikes and challenge them for the titles.

There were two trophies up for grabs – the Longbeach Gate and the Longbeach Field title.

“Last year we achieved a second, a third and a fourth – which was fantastic.

“Perhaps 2018 will be our year to take a trophy home,” Wylie said.

The funds raised from the event gave each of the organisations involved in the running of the event a huge boost.

The Hinds and Districts Lions invested that money back into the local community as well as other worthwhile causes.

This year the Lions donated $5000 of the money raised from the 2017 event to the Maia Health Foundation raising funds for a roof-top helipad at Christchurch Hospital.

Neil Simons, principal of Longbeach School, said the event was not only a great fundraiser but a great way to build the community spirit.

“It is huge for us as it brings the community together as volunteers work towards a common goal – it strengthens the rural connections and creates that feel good factor.

“As the saying goes; do good to feel good.”

The event had gone from strength to strength, from humble beginnings in 2007 with just 259 competitors, to over 1200 last year and raising $45,000 which was split between the Hinds and Districts Lions and Longbeach School.

The stunning scenery, country hospitality and challenging but fun course, were just some of the reasons people gave for coming back year after year.

By Laine CLark The game plan to win the 2018 Supercars championship is simple for Holden’s Shane van Gisbergen – no more mistakes.

But that will be easier said than done at this weekend’s crunch Auckland SuperSprint round after the Red Bull Racing star’s errorriddled display that let his championship series lead slip.

Van Gisbergen heads into the season’s second last round in his native New Zealand 14 points behind fellow Kiwi and Ford gun Scott McLaughlin, after a forgettable last round on the Gold Coast.

The 2016 Supercars champion was denied pole position for kerbhopping in qualification for the Gold Coast 600’s opening race before he and co-driver Earl Bamber limped home in 10th after receiving a drive-through penalty.

Van Gisbergen held a 19-point series lead before the Gold Coast debacle, but now finds himself again trailing season pace setter McLaughlin.

He was still kicking himself over the Gold Coast gaffes and admitted a repeat effort in the final two rounds would cost him the chance to win a second championship.

“It is going to be about no mistakes,” van Gisbergen told the Supercars website.

“That is sort of what this year has been about.

“When we were clawing points back in the middle of the season, he (McLaughlin) wasn’t making mistakes and he was always in the top five as well.

“That’s what you need to do, be up there every week and minimise your bad days.”

Van Gisbergen said he knew what needed to be done to win a cut-throat title battle with McLaughlin after holding out Red Bull Racing team-mate Jamie Whincup to claim his maiden title two years ago.

“You don’t have to do anything different to what you have been doing,” the 29-year-old said.

“It comes down to these last two rounds but it has been the whole year. I am not treating it any different.

“Because it is so close I will still go out there and try and win them.”

The Aoraki Secondary Schools Sports Awards are set to celebrate their 20th anniversary in style in Timaru on Friday night.

Some of the winners since Waitaki Girls’ High School netballer Tara Pate – who was from Ashburton – and Waimate High School’s cyclist Heath Blackgrove took out the inaugural awards back in 1999 have gone on to do some pretty amazing things on the world stage.

There were three world champions, seven Olympians and two Commonwealth Games champi-

ons among the past winners.

Shot putter Tom Walsh from Timaru Boys’ High School took out the boys’ award in 2009 and since then has won the world indoor and outdoor titles and is an Olympic bronze medallist.

Cyclist Marc Ryan (TBHS) won the Aoraki boys’ prize in 2000 and Dylan Kennett (Waitaki Boys’) followed him more than a decade later in 2011.

They however teamed up to be team pursuit world champions.

In between Shane Archbold (Mountainview High School) took the title in 2007 and 2008 and went on to become the Common-

wealth Games scratch race champion.

Cyclist Lauren Ellis (Ashburton College) also won twice at the Aoraki Schools awards and progressed to win the silver at the Commonwealth Games in Delhi in the team pursuit and was also a 3-time medallist at the world championships.

Mayfield rower Emma Dyke (Craighead) was part of the women’s eight at the Rio Olympics that finished fourth.

Inaugural winner Pate also had success in her chosen sport of netball representing New Zealand at the World Youth Cup in 2000

as a defender and then made the New Zealand under 21 team to the world championships under captain Adine Harper.

In 2001, Southern Sting coach Robyn Broughton rated the Otago Rebels’ Pate as one of the best players in netball’s national league.

Representatives from 16 different sports have won over the 19 years with athletics leading the way with eight, cycling seven and rowing five.

Ashburton College leads the award winners with 10 in total (six girls, four boys) from TBHS with seven and Craighead Dioc-

esan School with five.

Five students have won the title more than once including 400m runner Samuel Wilson (Ashburton College), cyclist Lauren Ellis (Ashburton), tennis player Emily Fanning (Craighead), clay target shooter William Rooney (TBHS) and rower Veronica Wall (Ashburton).

Wall managed to smash all sorts of records at the Maadi Cup and along with fellow 2017 winner, rugby player Cullen Grace (TBHS), looks set for big things so it will be interesting to see where their undoubted talent takes them.
