Loan-to-value restrictions spike Ashburton property prices. Debbie Boon and Mick Hydes Bayleys Canterbury First home buyers stampeding in to beat the recently introduced loan-tovalue home buying restrictions have caused a pricing spike in Ashburton’s residential property market, according to a senior real estate specialist in the town. Bayleys Ashburton residential licensee Debbie Boon said latest Real Estate Institute of New Zealand sales statistics released last week showed a whopping 6.3 percent rise in Ashburton property values in just one month – skyrocketing from a median price of $268,000 in September to $285,000 in October…. a leap of $17,000.

“The number of houses sold in the greater Mid Canterbury region in October was 49 - up by nine compared to October last year. That shows that demand remains strong despite the introduction of the LVRs. Anecdotally, we have heard that many first home buyers forged ahead with their purchasing decisions to exercise their loan approvals before they expired,” she said.

ANZ chief economist Cameron Bagrie, who said: “The housing market remains buoyant, with house sales picking up in September and average days to sell still low. Building consents continue to lift from historical lows. Mortgage lending continues to pick up.”

Mrs Boon forecast little let-up in Ashburton’s upward pricing spiral. Her assessment of the Ashburton residential property market was substantiated by

“Strong migration is exacerbating the demand and supply-demand imbalance,” Mr Bagrie said. “The economy is firmly into an economic expansion, and that’s

Industry Comment a step up from recovery. The drivers are not hard to identify… global dairy prices are sky-high, the Canterbury rebuild is gaining pace, and the Auckland housing market is responding predictably to near-record low mortgage rates and housing shortages.” In addition to first home buyers, Mr Bagrie said residential property investors were also in a buoyant mood. “Many of New Zealand’s property investors have banked some good returns over the last couple of years. According to the ANZ’s annual survey of property investors (compiled in conjunction with the NZ Property Investors’ Federation), the good times are generally expected to continue. “Growth values next

in property over the year was

anticipated by 92 percent of respondents, with a median increase of four percent expected. Yet on average, investors expect their property values in five years time to have increased by less than 10 percent, reflecting a degree of realism that will be comforting for the Reserve Bank. While the housing market in Auckland is running hot at present, the Reserve Bank is on the warpath, interest rates are rising – particularly for low-equity borrowers – and housing affordability constraints will inevitably kick in at some point. Investors would do well to focus on the long-term big picture rather than target shortterm gains.”

residential property investors having enjoyed an 18-month growth spurt in capital values and no reason to assume a slow down, they are back in the market to buy. In combination with the first home buyer rush to purchase in October, the anomaly led to the 6.3 percent pricing spike. We are advising those potential buyers on our books to take careful note that, on average, they now need $17,000 more to buy the same property they were looking at just seven weeks ago.” Meanwhile, the BNZ’s latest Confidence Survey, also out last week, reflected a strong resurgence in the numbers of people happy that house prices are going up. A net 13 percent of respondents - up from just a net six percent in October were happy that house prices are going up. BNZ chief economist Tony Alexander said: "The Reserve Bank with its warnings and credit controls, has certainly not generated a tendency for people to believe that rising house prices are a danger.” "A net 65.7% of the 469 respondents are optimistic about where the economy's heading in a year's time compared with a net 45% in October and 57% in September," Mr Alexander said. "Sentiment has been broadly trending upward since the middle of last year." Mrs Boon said this wider economic confidence simply mirrored the optimism shared by Ashburton residential property investors.

Mrs Boon said a number of Ashburton residential property investors she had spoken to had enjoyed not only capital growth since early 2012 but also solid rental returns – some upward of eight percent While some investors were now looking to cash up and take their profits, others had indicated an intention to use the higher equity levels to bolster their portfolio through acquisition.

The delight of a gorgeous garden is primal. The Earth delivers beauty and nourishment through the soil, and has provided life since the beginning of time. Audrey Hepburn was famously quoted as saying, “to plant a garden, is to believe in tomorrow.” With the stunning flora unveiled for the Secrets of Staveley garden tour, it’s safe to say that tomorrow is in good hands.

The reason for the change was to include a new branch of the inspirational Can movement, CanTackle. CanTackle teaches their participants to make fishing flies and then go out and learn to fly fish. This is done over a series of three evening sessions with support from the wonderful team at Hunting and Fishing Ashburton. Asbestos still a hidden killer Peter Duncan Asbestos never really meant anything to me until I had children. It was only a term I’d heard and knew very little about. It was when we were renovating a house in Berhampore that it really hit home. We had decided to scrap the ceiling in the living room and my wife was a few months pregnant. It was one of those old ornate,1950’s style ceilings with patterns, which to me looked like normal stipple coat. We were covered from head to toe in the resulting dust and flakes! After scrapping about a third of it off, my brother-in-law, who lived around the corner, came over to see how we were progressing – I think he was a bit parched! Anyway he picked

up a piece and said the dreaded A word! Neither of us had really encountered asbestos before, so we started panicking a bit. We decided to get it tested and they sent it out to a laboratory in Upper Hutt. It came back negative luckily. So, we got pretty lucky really and because of our indifferent approach or might I say ignorant approach, we put a lot of people at risk. Asbestos can’t be identified by looking at it. It has to be labelled or identified through a sample and analyses by a professional with a white coat sitting in a laboratory.

Common Areas for Asbestos 1. Roofing and Siding Shingles - Shingles being overlapping elements, which are typically laid in overlapping rows and are flat and rectangular. 2. Homes constructed between 1930 and 1950 may have insulation which is asbestos. 3. Can appear in textured paint and compounds used for patching on the ceiling joists and walls. 4. Old gas fire places with artificial embers and ashes may have asbestos 5. Old Stove top pads may contain asbestos compounds. 6. Wood-burning stoves with protection around floors and walls with asbestos cement sheets, millboard (stiff gray pasteboard) and some paper. 7. Vinyl flooring tiles and the adhesive to hold the tiles can contain asbestos. 8. Asbestos blanket and tape around hot water and steam pipes as well as asbestos coated material for the same use. 9. Coal and furnaces as well as door gaskets may have asbestos insulation.

It’s actually a group of minerals if we want to be exact, that are made up of lots of small fibres. They are resistant to fire, chemicals and heat. Because of the strong retardant properties they became a popular choice for building materials such as: 1. Cladding and roofing 2. Textured ceilings and wall surfaces that were sprayed on 3. Thermal protection for backing boards around fireplaces 4. Drainage spouting 5. Insulation around heaters, hot water cylinders and pipes 6. Different types of textiles Incidentally it was also used for oven gloves, ironing board pads, simmer mats for stoves etc So it was pretty handy for a while eh? Mining of asbestos started around 4000 years ago and became popular with manufacturers in the late 19th century. Toxicity – In the early 1900s researchers began to notice a large number of early deaths and lung problems in asbestos mining towns If we want to get a tiny bit technical it’s made up of 6 different naturally occurring minerals, which we won’t go into

Asbestos in the home what should you do? Asbestos In The Home What should you do? If you find asbestos in a home, there are protection measures, which should be discussed with a health protection officer. But some of the options are: Leaving it as is, removing it or sealing, encapsulating or enclosing it. Enclosing involves constructing something around the area effected. Encapsulating happens when a coating is applies to the area, which soaks through to the effected area, hardens and prevents it from loosening and crumbling as it ages. Sealing it with paint will again, prevent it from loosening and crumbling.

What is Asbestos?

Asbestos becomes a risk when it is inhaled as a fine dust. It increases with the frequency of exposure and the number fibres replaced. When it is inhaled it is the finer fibres that are difficult to remove and can be lodged in the lung or go onto further penetrate the body. The following are some of the diseases that Asbestos causes:

• Mesthelioma – Cancers and malignant tumors, which develop around the lungs and intestines. • Asbestosis – Scarring of lung tissue • Plural Plaques – Thickens membranes around the lungs • Lung Cancer
