2018 Associated Schools of Construction – Great Lakes Region III Heavy Civil Estimating Competition Introduction Welcome, and thank you for your interest in the ASC Region III Heavy Civil Estimating Competition. Problem Description This year’s problem is a heavy civil project consisting of demolition of two existing Chicago Transportation Bureau (CTB) Stations and the construction of new, combined station. The project is located in downtown Chicago’s “Loop” on Wells Avenue, a dense urban area making public safety and site logistic planning critical. The CTA tracks will remain active throughout construction with trains passing through the project site every 5 minutes. Proposals must include work plans indicating the logistical and safety measures planned to allow both the public to pass through and construction crews to work within the construction area. Being in downtown Chicago the foundations for the new station are expected to encounter unforeseen conditions subgrade. Proposals should include work plans and potential methods proposed to mitigate the impact of unforeseen conditions. In order to be prepared for the competition, teams should be familiar with the takeoff, pricing, means and methods, and scheduling of the major scopes of work which include structural piling, structural steel, track alignment / replacement, demolition, underground utilities, earth retention, etc. Each team will be provided with electronic copies of the project specifications and plan sheets at the beginning of the competition, as well as one 11x17 set of the plan pages and one set of specifications.

Evaluation F.H. Paschen, acting on behalf of the owner, will form a panel of judges, who will utilize a detailed scoring sheet to make evaluation of your work as objective as possible. This detailed rubric will be provided to teams at the beginning of the competition. It is highly recommended that teams exercise effective time management and prioritize their efforts on the items of greater point value. Successful teams will demonstrate full knowledge of the plans, the specifications, and construction methods. They will also exhibit professionalism and strong communication skills in all aspects of the competition.

Team Dynamics (10/100 points) Judges will evaluate team dynamics through observing the interactions between team members for professionality, ingenuity, and collaboration. This will begin Thursday morning through the Owners Meeting.

Written Proposal & Pricing (60/100 points) Two (2) copies of the written proposal shall be turned in: one (1) hardcopy and one (1) electronic copy. The hardcopy shall be submitted in a binder (2” or smaller) with binder tabs for each section. Teams will receive project documents on a flash drive provided by F.H. Paschen. This flash drive may be used to
