ASC – Region 3 Electrical Competition October 18 – 21, 2017

PROBLEM INTRODUCTION Congratulations, your team has been selected to submit a fixed price proposal for installation of the newest CTA station in the Chicagoland area. The work will be completed in a 23 month span.

Proposals are to be prepared in accordance with specific criteria that will be distributed on Thursday, October 19th at 6:30am. At that time, teams should submit three (3) hard copies and (1) electronic copy of their qualification information. That should include but is not limited to: a brief firm profile, summary of safety and quality programs, and a summary of the considerations that you suggest the agency focus on in determining the successful bidder.

Maximum length of this document is 15 pages (8 ½” x 11” single-sided).

Following receipt of qualification packets, distribution of the full RFP, and a brief period of time to review and confer, a pre-bid conference will be held. This meeting is scheduled for 6:30am, and will provide an opportunity for team members to hear detailed project information and pose their initial questions. Questions that remain following this meeting should be consolidated and submitted as one RFI by 2:00pm.

Final written proposals are due in the Judge’s suite by 11:00pm on Thursday, October 19th and should include the following components: • The proposal for the project, broken down as defined in the formal RFP • High-level project schedule • Narrative describing the project approach • Any value engineering suggestions Submissions must include one (1) original signed color copy, three (3) black and white copies, and one (1) electronic copy on a USB flash drive.

Following receipt and evaluation of your prequalification information and written proposals, your team will be invited to present their qualifications and approach in person and answer questions from the selection committee. Interviews will be conducted on Friday, October 20th, 2017. Exact time and location of interviews will be determined at a later date and interview

times will be posted at the Aldridge ASC-designated meeting room. All presentations are limited to 30 minutes in length with a 15 minute Q & A period to follow, and each member of the proposing team must have a speaking role. Further interview requirements and parameters will be outlined in the formal RFP. SELECTION OF SUCCESSFUL BIDDER Scoring will be based on a 100-point scale with a maximum of 65 points for the written proposal, 30 points for the presentation, and 5 points for the statement of qualifications. The combination of the three scores will determine the overall team placement. Each team will receive a summary of their scoring following the competition. The first, second, and third place teams will be recognized with a trophy and nominal cash prize at the Awards Ceremony.

Note: Teams not submitting on time will still be judged, however points will be deducted from the overall team score.
