from nominations submitted in five categories reflecting the work of professional artists and arts educators, and the support of individuals, businesses and organizations that encompass South Dakota’s arts community, including a new award this year recognizing outstanding support of the arts to Native Nations with lands in South Dakota.

Recipients of this year’s awards are Dwayne “Chuck” Wilcox, Rapid City, for Distinction in Creative Achievement; John F. Colson, Brookings, for Outstanding Service in Arts Education; Dr. Ronald M. Reed, Rapid City, for Outstanding Support of the Arts by an Individual; The Heritage Center at Red Cloud Indian School, Pine Ridge, for Outstanding Support of the Arts by an Organization or Business; and Lakota Funds, Kyle, for Outstanding Support of the Arts to Native Nations with Lands in South Dakota.

Festivities will begin with a reception at 5:00 pm on February 12, followed by a banquet honoring the award recipients.

Arts highlights include music by the Jim Szana Trio and an art exhibit curated by Artists of the Black Hills. Arts Advocacy Day at the Legislature also includes the presentation of arts information and a copy of Arts Alive to elected officials and legislators and floor announcements celebrating South Dakota’s arts in both the House of Representatives and the Senate.

2019 Governor’s Awards in the Arts Camp near Rapid City. In addition to being program coordinator for the Brookings Chamber Music Society, bringing in hundreds of guest artists from around the world, Colson was the founder and director of the Contemporary American Music Festival at South Dakota State University. He has also served on the Board of Directors and the Artistic Committee for the South Dakota Symphony Orchestra. Colson continues to be active as a teacher, mentor and author in his retirement.

A lifelong producer of art and a full-time artist since 1987, Dwayne “Chuck” Wilcox has revolutionized ledger art by using it to depict the lives and dilemmas of modern Native Americans.

An enrolled member of the Oglala Lakota Tribe, Wilcox was born in Kadoka and attended Crazy Horse High School. Active in the state’s arts community, Wilcox has supported regional arts activities, serving on the Rapid City Arts Council, the Dahl Arts Center exhibits committee and The Heritage Center at Red Cloud Indian School advisory committee. He has written essays, mentored young artists and emerging arts professionals, helped to organize events and participated as a core artist for The Horse Nation of the Oceti Sakowin exhibition development.

In addition to numerous private and public collections in South Dakota, Wilcox’s work has been widely exhibited throughout the U.S. and is included in collections at the Smithsonian, Dartmouth’s Hood Museum, Harvard’s Peabody Museum, The Heritage Center in Pine Ridge and the Dahl Arts Center’s Permanent Collection.

Professor emeritus of music at South Dakota State University, John F. Colson has also been the conductor and music director of the South Dakota State UniversityCivic Symphony Orchestra for 34 years. At South Dakota State University he taught conducting, trumpet and French horn for 37 years, influencing generations of music educators and performers. For 34 years, Colson adjudicated John F. Colson, honored for the South Dakota All-State Outstanding Service in Arts Education.

Although most of his work has been done backstage and behind the scenes, Ron Reed’s impact on the arts in South Dakota stretches from the halls of higher education to the state capital and through numerous theatrical productions from border to border. Reed has been a vital arts advocate, a memorable teacher and an inspiration to students, colleagues and fellow volunteers for over a half century. As chair of the University of South Dakota theater department, and director and set designer at the Black Hills Playhouse, Reed expanded the impact of the arts. He spearheaded the successful effort to build the Warren M. Lee Center for the Performing Arts and served as the SD Ronald Reed, chosen for Outstanding Secretary of Education and Support of the Arts by an Individual.

Cultural Affairs. Reed was a pioneer for special education and care for people with disabilities, especially in the area of arts access and participation.

In Rapid City, Reed became a volunteer director and fundraiser for the Black Hills Community Theater, renewed his ties to the Black Hills Playhouse and brought diverse arts organizations together to create the Performing Arts Center. Reed’s willingness to work outside the spotlight, mostly on a volunteer basis, to advance the arts in South Dakota has been a lifelong commitment for him and a cultural benefit to his state.

Started in 1969 as an art show, The Heritage Center at Red Cloud Indian School in the Pine Ridge Indian Reservation has become a unique cultural destination. The Center evolved into a source of inspiration for the Lakota people and visitors from all around the globe who wish to honor and celebrate the Lakota culture and Native art.

opened its doors in 1982 in a historic brick school building on the Red Cloud campus. Today, the Heritage Center at Red Cloud Indian School provides authentic Native-made works for audience appreciation and education and is one of the few sources of economic growth for residents of the Pine Ridge Indian Reservation. The Center’s gift shop annually purchases and resells over $100,000 worth of locally made Lakota tribal arts and fine arts, both contemporary and traditional. For over five decades, the Red Cloud Indian Art Show has celebrated the continuum of Native art and honored the artists who create it. The Heritage Center’s permanent collection has grown to include nearly 10,000 pieces of Native American contemporary and historical Lakota art. As one of the earliest and most successful cultural centers and museums located in a reservation, The Heritage Center continues to be a model and source of inspiration for others because of its extraordinary focus on Native artists.

2019 Arts Education Institute

shares campus with band directors The 20th annual Arts Education Institute (AEI) offers an educational and fun-filled week of learning to infuse the arts into classrooms and into curriculum development. This year, hands-on art and music workshops will offer many opportunities for all Pre-K through 12th grade educators July 15-18 at Northern State University in Aberdeen. Registration opens in March and you DO NOT need to be an educator to participate in AEI—we encourage everyone to attend.

South Dakota’s annual Band Directors Institute will make its NSU debut at the 20th annual Arts Education Institute.

The Band Director’s Institute, scheduled for July 15-17, is a workshop designed to expose music teachers to the newest and best band literature, as well as pedagogical methods and materials. The headline clinician will be Michael Sweeney, Composer and Director of Band Michael Sweeney Publications for Hal Leonard.

The three-day institute will include new music reading sessions, instrument master classes and clinic sessions that focus on a wide variety of teaching subjects for band directors.

AEI is offered for up to two graduate, undergraduate, recertification (CEU) or career technical (CTE) credits. Registration begins in March. For complete workshop information, please

South Dakota artist wins at Santa Fe Indian Market

Kevin Pourier’s “Winyan Wánakiksin,” which means Women Defenders of Others, is a carved horn three-dimensional work illustrating the power of women, contemporary Native issues and a commitment to advocacy by women worldwide. Pourier researched, interviewed and collaborated with eight influential Native women to create the design.

Each individual portrait panel took about two weeks to complete, in addition to the distinctive individual background designs.

After 21 years of showing his work at the Southwestern Association for Indian Arts (SWAIA) Santa Fe Indian Market, Oglala Lakota artist Kevin Pourier won Best of Show in the 2018 competition for his elk horn belt, Winyan Wánakiksin.

Pourier’s intricate artistic creations are an extension of Lakota culture. While on a research fellowship he discovered a buffalo horn vessel belonging to Crazy Horse featuring holes drilled into the horn and inlaid with blue stone to represent stolen horses. Pourier’s work retains a connection to the past as he creates artwork introducing younger generations to current Native issues.

Pourier has received many awards over the years, including the 2014 Native Arts and Cultures Foundation Regional Artist Fellowship, but he said that Best of Show at the annual Indian Market is one of his proudest moments. Pourier attributes his success to the partnerships he has made through granting foundations, because that financial support has given him more time to focus on projects that have advanced his career. Pourier’s 2018 award-winning belt, Winyan Wánakiksin, was purchased by the Smithsonian’s National Museum of the American Indian.

Grant deadline is March 1

Grant applications for the South Dakota Arts Council’s FY20 funding cycle are being accepted through March 1, 2019 and this year SDAC staff has designed an Applicant Portal with an array of helpful resources to assist applicants in writing the best possible grant.

The South Dakota Arts Council carefully considered the grant application process to include all of the common questions and challenges we hear about from grant applicants. These resources include everything from help with technical issues related to the online grants system to explaining what panelists frequently notice when reviewing applications to ensuring you’re providing the best possible support documentation.

The portal is linked directly from the front page of our website at www.artscouncil.sd.gov, and even with the deadline looming, it’s still possible to write a great grant if you use the resources in this portal. Just follow the simple steps at right:

offers opportunities for organizations, artists

outh Dakota organizations can take advantage of the South Dakota Arts Council’s partnership with Arts Midwest to bring high-caliber touring arts groups to their communities with grant support from the regional organization.

We’ve learned that many organizations aren’t aware of this partnership opportunity, and with the Arts Midwest Touring Fund application deadline coming up April 24, 2019, we encourage interested organizations to review the eligibility requirements and guidelines and take advantage of this program.

Arts Midwest Touring Fund engages people in meaningful experiences with the fine arts of dance, music, theater or musical theater, and other performing arts forms.

Engagement Requirements

Applicants must meet four requirements to be considered for potential support. Application review will be based on artistic excellence and artistic merit.

1. Present a professional performing artist/ ensemble of artistic excellence and merit in the fine arts of dance, music, theater or musical theater and other performing art forms.

2. Program a public performance.

3. Include a community activity.

4. Reach an audience with limited access to the arts.

If demand in a state is higher than the availability of funds, priority will be given to applications that present a performing artist/ensemble from the Midwest who resides in Illinois, Indiana, Iowa, Michigan, Minnesota, North Dakota, Ohio, South Dakota, or Wisconsin and outside of the state of where the applicant is located and/or applications which deepen participation with a community residency that includes five or more community activities, plus the public performance and occurs within two or more days.

Awards are dependent upon available funds and demand within a state and will generally be up to 20% of the artist’s contract fee. Applications that qualify as a community residency may be eligible for up to 25% of the artist’s contract fee. The maximum award is generally $4,000 with a minimum award of $500. Community residencies may be eligible for up to 25% of the artist/ ensemble’s fee in support.

When we share creative experiences, we build powerful connections with our community and the world around us.

Arts Midwest Touring Fund grants are made directly to organizations in Arts Midwest’s nine-state service area. Funded engagements must feature a public performance and community activity and reach an audience with limited access to the performing arts with the goal of fostering exchange between professional touring artists and Midwest communities.

Guidelines are now available to support professional performing artists and ensembles touring between July 1, 2019, and June 30, 2020, in the Midwest region.

Additional funds for Indigenous artists

This year, Arts Midwest is partnering with Western Arts Alliance (WAA) on their Advancing Indigenous Performance Program that promotes the touring and engagement of Indigenous artists from the United States or its Territories (inclusive of Alaskan Native, Native Hawaiian, Native American and other Indigenous artists from the Territories).

An application that meets the engagement requirements and features an Indigenous artist may be eligible for a matching grant from WAA dependent upon available funds. For example, an artist’s contracted fee of $20,000 may receive up to $4,000 from the Arts Midwest Touring Fund and up to an additional $4,000 from Western Arts Alliance. Selected applicants may need to complete additional reporting requirements for WAA and participating artists may be asked to complete a survey.

There’s no place quite like South Dakota. With the rich traditions and the creative talents of our people, South Dakota’s cultural heritage and artistic vision are incredibly valuable resources. This year, we have the opportunity to celebrate our arts community with the Governor’s Awards in the Arts. I’m thrilled to congratulate this year’s recipients and thank them for their work to preserve and enhance the culture of art in South Dakota.

This wouldn’t be possible without the vision of the South Dakota Arts Council and Arts South Dakota to advance arts across our state. Building on a strong foundation, these two organizations have developed programs to bolster South Dakota’s artists and creative organizations. Furthermore, these groups have worked to educate schools and communities about the value of art while allowing them to experience and appreciate it for themselves.

We have a lot to be proud of in South Dakota when it comes to our arts programs. The quality of South Dakota’s arts community has put our state in the public eye, both nationally and internationally. We have worked to make the arts a creative expression, initiating and growing the Art for State Buildings Collection and continuing the touring Governor’s Biennial Art Exhibition, which highlights South Dakota artists and their work.

A conversation with Dale Lamphere Artist Laureate is new chair of Arts South Dakota

Arts Alive: As the new chair of the Arts South Dakota board, what are your main priorities for the year ahead?

Dale Lamphere: My priorities for the coming year can be

summed up with one word: INCLUSION. As advocates for the creative and expressive edge of our society, we realize that creative impulses exist in every facet of human experience.

We want to acknowledge, encourage and advocate for these creative efforts wherever they originate. Specifically, I am seeking more involvement from the business community, better service to arts education, more opportunity for working artists and more recognition of our shared cultural heritage. Among many other efforts, South Dakota has already taken significant steps to include Native nations in our voice and has for the past 10 years created a collection of original art from South Dakota artists that will be an important legacy for future generations.

What role can Arts South Dakota play in arts education across South Dakota?

At age 4, I was involved in an experimental program at the University of Wyoming called “nursery school.” To this day, I recall specific experiences involving art. As a young college student I had the opportunity to visit museums around the world. I realized how their contents demonstrated the values and character of each society. This inspired me to become an artist. Creative thinking is a key to progress in society and can be applied to all vocations. It begins early. Every year Arts South Dakota sponsors an Arts Education Institute that encourages inclusion of the arts in the curriculum. Because the arts and culture industry adds tens of millions to the South Dakota economy, I think a strong case can be made for more attention in this area.

Why is it important for a working artist like you to serve on the Arts South Dakota board?

In my 50 years as a working artist, I’ve found that science, technology, engineering, ART and math are indeed woven together in a STEAM curriculum. Each of these subject areas contains elements of the other. Personally, I could not create without a solid background in all of them. To me, the arts are a serious profession to which I am completely committed. I want to encourage young people to consider creative thinking in all vocations and to pursue their artistic passion as a profession.

We have several working artists on the Arts South Dakota board, so there is a genuine empathy for the efforts of emerging artists.

As Artist Laureate, have you seen impacts in our state from arts advocacy?

Why is an organization like Arts South Dakota so important to the future of our state?

South Dakota is rich in beauty and diversity. I believe that until we recognize diversity as strength, we cannot reach our full Page 10

Over the years I have watched the arts grow, through the efforts and advocacy of many people, into an industry that generates millions of dollars and enhances the lives of participants, patrons and the public. Personally, I’ve seen the increasing power of art to influence society in the response to the Dignity sculpture on the Missouri River, and we have all seen it over the years in the monumental carvings of the Black Hills, which form the foundation of our tourism industry. The arts reflect and affect our values, our understanding and our economy. The arts provide an opportunity to help us have a better future.

New leadership for South Dakota cultural groups

From the Black Hills to the I-29 corridor, new executive directors are beginning 2019 at the helm of South Dakota arts and cultural organizations.

Teisinger will lead South Dakota Symphony

The South Dakota Symphony Orchestra in Sioux Falls has chosen Jennifer Teisinger as the group’s executive director. Teisinger’s career spans more than 20 years of executive leadership in the performing arts, most recently as executive director of Bravo! Vail Music Festival. Teisinger served as executive director of the Sun Valley Summer Symphony in Idaho, and was also executive director of the Vancouver Symphony Orchestra in Washington. She begins her new role on February 19 and will lead the organization through its centennial in 2022.

Matthews Opera House chooses new executive director

Becky Naccarato Eastburn is the new executive director at Matthews Opera House and Arts Center in Spearfish. Eastburn became a member of the organization’s board of directors after attending shows at the venue. She has a degree in psychology and political science from the University of Colorado-Boulder. She worked for the Colorado Rockies Baseball Club and rose to the position of Group Sales coordinator.

Relocating to Spearfish, she worked as an outreach liaison in the Growth and Innovations and Strategic Marketing and Communications departments at Regional Health.

Fredrickson is executive director at Jazz and Blues

Sioux Falls Jazz and Blues has named Trygve Fredrickson as the organization’s new executive director, succeeding Robert Joyce. Fredrickson has extensive experience in education, business and nonprofit organizations. Most recently he was principal/CFO for TSP, Inc., and prior to that CEO for the Sioux Empire Fair Association.

He has been involved with numerous Sioux Falls organizations, including The Butterfly House and Aquarium, the Sioux Falls Area Chamber of Commerce and the Graduate Business School Association at USD.

Volin chosen for SD Humanities Council post

The South Dakota Humanities Council, a statewide nonprofit that provides humanities programs for South Dakotans, has hired Dr. Ann Volin, shown above left with her mother, as the group’s new executive director. Dr. Volin, former director of the Aylward-Dunn Learning Center at Rockhurst University in Kansas City, MO, returns home to Brookings to take the helm of the literatureoriented nonprofit, which was founded in 1972. She succeeds retiring executive director Sherry DeBoer, who has worked for SDHC since 1987 and served as director since 2007.

Hughes was born in Chicago, raised in Woodland Hills and ended up in Hawaii living mostly on the Big Island. Her career has been as an executive director of many of Hawaii’s premier nonprofit organizations, including the Hawaii Island Chamber of Commerce, Habitat for Humanity Leeward O’ahu, Aloha Medical Mission, the Arthritis Foundation and the Diabetes Association.

Color unifies

Visual Arts Center exhibits

Three exhibitions currently on display at the Visual Arts Center of the Washington Pavilion in downtown Sioux Falls are each totally unique in medium, subject matter and technique. But all three are explorations of color to brighten any winter day.

Leaning on the Paint, exhibited through March 31 in the Contemporary Gallery, presents a rare showing of South Dakota artist Dorothy Morgan’s paintings of her home state. To anyone who’s driven through rural southeastern South Dakota, Morgan’s paintings feel instantly familiar. In thick, satisfying paint, she captures the expanse of the sky, the shine of creeks and ditch puddles, and the texture of sparse trees and snow-covered fields.

Morgan, a South Dakota native, studied art at South Dakota State University in Brookings and, since 1987, has been represented by the John Pence Gallery in San Francisco, CA. Morgan’s work has been featured in many publications, including South Dakota Magazine, Midwest Living and American Art Collector.

This Land, on display through May 12 in the Jerstad Gallery, is an exploration of South Dakota’s state parks by local artist Laura Jewell. Jewell received a grant from the South Dakota Arts Council to research and visit each of our state parks, resulting in more than 60 abstract landscape paintings inspired by the natural wonders of South Dakota. In Jewell’s signature style, layers of paint create subtle shifts in color as she captures quiet moments of beauty—the glitter of frosty air over a lake, the faint dots of flying geese and the changing seasons. Raised in the small town of Holton, KS, Jewell received her BFA from the University of South Dakota.

United States, Australia and Canada. Jewell’s work has been recognized by the South Dakota Arts Council with a 2016 Artist Career Development Grant and a 2018 Project Grant.

Pink Field, Blue Fog, an installation on view through June 2 in the Corner Gallery, allows visitors to step into a glowing field of color composed of thousands of embroidered flowers.

Amanda McCavour is a Toronto-based artist who creates largescale embroidered installations. She is interested in the thread’s assumed vulnerability, its ability to unravel and its strength when it is sewn together. Pink Field, Blue Fog transforms the Corner Gallery into a neon environment of flowers and floating clouds in a faux surreal landscape. McCavour received her MFA from Tyler School of Art in Philadelphia, PA in 2014, and has since exhibited her work throughout the United States and Canada. She has received awards and scholarships from The Canada Council for the Arts, The Handweavers and Spinners Guild of America, and The Embroiderers Guild of America.

Photos capture mountain life in Dahl show

One of the best representations of Black Hills photographic talent and the unique aspects of mountain life is the annual Dahl Mountain Photo Competition and Exhibition, which will be on display from March 1 through April 20 at the Dahl Arts Center in downtown Rapid City. An exhibition based on mountain culture, juried by local photographers and educators, the show is a celebration of the lifestyle shared by people who thrive in the environments unique to mountainous terrain. There are three exhibit categories: Youth (18 and younger), Adult-Amateur/Hobbyist, and Adult-Experienced/Professional.

Governor’s Biennial exhibition opens at South Dakota Art Museum he South Dakota Governor’s 8th Biennial Art Exhibition, featuring works from 64 South Dakota artists, begins its statewide tour at the South Dakota Art Museum in Brookings now through April 20.

Jodi Lundgren, South Dakota Art Museum curator of exhibitions, served as one of the four jurors who reviewed 298 entries from 112 artists in a blind jurying process. Established in 2003, the Governor’s Biennial Art Exhibition recognizes South Dakota artists, promotes the artistic identity of South Dakota, celebrates the cultural and artistic heritage of South Dakota and encourages a larger sense of community and connection across separate artistic communities within the state.

The exhibition is organized through the collaborative efforts of staff at four South Dakota exhibiting institutions. After being displayed at the Art Museum, the show will travel to the Dahl Arts Center, Rapid City, May 3 through August 17; the John A. Day Gallery at the University of South Dakota, Vermillion, August 30 through October 11, and the Visual Arts Center at the Washington Pavilion, Sioux Falls, October 26 though January 19, 2020.

The biennial exhibitions are a snapshot of the tremendous quality and unique diversity of artistic creativity within the state at a specific time. What does it take to win a Governor’s Award in the Arts? Funding a music scholarship?

Donating your priceless collection of original paintings? Or attending the high school band concert?

This year, Arts South Dakota and the South Dakota Arts Council, along with Governor Noem, are presenting the biennial Governor’s Awards in the Arts.

I hope you’ll get the chance to see the recipients’ names and congratulate those outstanding individuals and organizations. But I’m not writing today to only congratulate them. I also want to congratulate so many of YOU who, like our Governor’s Award recipients, are major participants in the arts in our state.

The fact is that we could give out dozens of awards every year, to people who make a difference for the arts in their towns, their schools and their state. The panel of judges for the Governor’s Awards looks through so many nominations— and all of those nominated deserve an award. Every day, people are changing their communities for the better through the arts.

Some are donating time, talent and resources to programs that will uplift students through the transformative power of the arts. Others are working to save a historic building by baking cookies, buying an auction item or sanding wooden floors. Still others are creating art of their own and serving as an inspiration for a new generation of painters, dancers, actors and musicians.

These participants, for the most part, do not receive awards. But that doesn’t mean they don’t receive rewards. They are rewarded with a more active, vital, dynamic community in which to live, by students who love school and have an enhanced education through the arts, and by a feeling that they’ve achieved something lasting for South Dakota. Making our state a place where the arts flourish is a great long-term strategy for development—and for attracting new families to live and work here.

As you look around your community in this new year and plan for an exciting and vibrant 2019, think about the award-winning arts efforts of your friends and neighbors, teachers and business people, students and citizens. And think about what you’ll do to make this year a reward-winning year for your community and South Dakota!

Lakota creation story comes to life in

Bringing together the creative visions of multiple artists is the purpose of the South Dakota Arts Council collaboration grants.

Micheal Two Bulls and Bryan Parker illustrate the power of collaboration with a mural depicting a Lakota creation story.

Painted on the outside of Racing Magpie Art Gallery in Rapid City, the mural runs along two exterior walls of the art gallery, and is all in black and white, highly contrasted with geometric shapes. The collaborating artists began the project by exploring their own Indigenous identities, the place in which they live and the community that exists around them. The goal of the project is to share with viewers the importance of the earth, the world around us and to encourage an active acceptance of

cultures in our everyday lives. The design involved research into the history of the Black Hills and celebrates the diversity of the people in the community. The location of the mural on the walls of a cultural hub like Racing Magpie will ensure its appreciation and high viewership by people from all backgrounds.

Two Bulls works in two- and three-dimensional art along with making music, while Parker mainly works in mixed media and different forms of paint. Two Bulls and Parker combined their styles for the collaboration.

“The overall mural is a representation of the Great Race, a story in Lakota culture,” Two Bulls said. “We’re playing off that but with other, different imagery that just meets our style choices.”

HIGH PLAINS WOODWINDS making unique music in Sioux Falls

igh Plains Woodwinds is a distinctive ensemble based in Sioux Falls that brings together adult woodwind players for the sheer joy of making music. The group, one of just 10 woodwind ensembles in the U.S., began with Sharon Lehmann’s realization that she missed playing her clarinet regularly with other woodwind musicians.

“It was hearing the music of a woodwind ensemble at a music camp in Door County in 2008 that gave me the idea for a South Dakota group,” she said. “We sent out a survey to see if anyone was interested, got retired band director Bob Goheen involved as our first leader and got things off the ground.”

Lehmann applied for grants and a 501(c) 3 nonprofit designation and, more importantly, found practice venues and like-minded musicians to get the group started. Today, there are 31 musicians playing up to six concerts a year with High Plains Woodwinds, now under the baton of Spenser Kruse, a music instructor at Roosevelt High School.

Now that the group utilizes free rehearsal space at Grand Living, one of the annual concerts is performed there, and many of the High Plains Woodwinds audiences gather in churches and retirement communities. A spring concert is planned for May 5 at Gloria Dei church, and the ensemble’s Holiday Celebration was a solid success.

With growing audiences and a group of dedicated musicians in the ensemble, High Plains Woodwinds is looking forward to another year of making music together and increasing the appreciation of woodwind concerts in Sioux Falls during 2019. As the world greeted another new year with the advent of 2019, South Dakotans were also approaching a host of new beginnings.

Pierre cleared the confetti from New Year’s parties just in time to usher in a new Governor and administration the following weekend with Inaugural celebrations.

Only one week into 2019, Governor Kristi Noem cast a new vision for South Dakota with her “State of the State” address to a lawmaking body and gallery punctuated by fresh faces as the 94th South Dakota Legislative Session commenced.

Transitions like this signal more than ordering different name plates at the Captiol—they introduce new approaches to solving problems and enhancing the quality of life for South Dakotans. Without even considering policy ideas, it is safe to say Noem will bring a new perspective to the west wing of the Capitol as the first woman elected Governor in South Dakota’s 130-year history.

As of the writing of this column, it was far too early to tell how these new perspectives will affect the arts in South Dakota. It will be exciting for the statewide arts community to hear from Noem when she offers the “State of the Arts” address at the 24th Biennial Governor’s Awards in the Arts February 12 in Pierre.

And without question, Noem’s interest in the arts extends well beyond handing out trophies to the new class of Governor’s Awards recipients, as important as that honorable job is.

Based on the “State of the State” address, one thing seems certain about Noem’s direction: she does not intend to let rural areas languish. This is not only good for South Dakota, but imperative for the arts community. The Arts Council’s strategic plan is founded on a mission “to make quality arts programs accessible throughout the state through funds, services and information,” which can present a challenge in a mostly rural state.

We strive to achieve our mission and are happy to report our grants reached 111 unique communities and more than 86 percent of all South Dakota counties last year. Still, there is room to improve, and we look forward to working with the state’s new Chief Executive to broaden our scope and benefit even more residents, artists, schools, organizations and visitors.

While much has changed in the last month, one thing remains the same: the Arts Council is committed to serving ALL South Dakotans, regardless of characteristics or geography.

ARTFOR LIFE connects the arts to good health

rts professionals across the country are recognizing the connections between health and wellness and engagement with the arts. An active engagement in the arts is part of a healthy lifestyle and builds both healthy individuals and healthy communities. Over the past year and a half, one of the major projects of the South Dakota Arts Council (SDAC) Folk & Traditional Arts Program has been establishing a new program called Art for Life in South Dakota.

Art for Life, developed by North Dakota Council on the Arts folklorist Troyd Geist, works to bring both fine and traditional arts into elder care facilities across the state. The program acknowledges countless medical studies showing that for elders in residential care facilities, intensive engagement in art can work to eliminate the “three plagues” of loneliness, boredom and helplessness, creating a better standard of living for our elders.

Art for Life consists of a partnership between SDAC, a local arts council and a local elder care facility. The three organizations work together to bring quality, interactive arts opportunities into the local care facility. While engaging with both fine arts and traditional arts is an important component of Art for Life, it is important to make sure local, communitybased traditional artists are being involved. These artists are likely to have existing social and familial connections to the elders, and they may share a culture or hold other things in common with the seniors.

This familiarity inspires the confidence necessary to encourage participation by seniors.

Utilizing the toolkit created by NDCA, we have implemented a pilot Art for Life program in Sisseton, partnering with the Sisseton Arts Council and the Edgewood care facility. The first AFL activity, held in May, was called timeslips, a collaborative storytelling activity based on images of regional, vernacular, cultural themes—i.e., rodeos, German-Russian weather forecasting traditions and water dowsing.

The activity engaged elders in creative storytelling, relieving them of the pressure to remember something specific, but drawing on shared folklife and cultural experiences. Several more Art for Life programs have followed, including a three-part ceramic bowl making activity, a multi-media wallpaper quilting activity, traditional Dakota dancing with Tiospa Zina Tribal School’s Traditional Culture Class and more.

Additional Art for Life activities are planned for the coming year.

Not only does Art for Life improve the lives of our elders in care facilities, it also provides paid teaching opportunities for local fine and traditional artists.

Further, there is opportunity to partner with local schools to allow our students to engage in the arts alongside their elders. The hope is that Art for Life enhances the standard of living for the entire community.

Harmony South Dakota connects kids to community hen Dr. José Antonio Abreu gathered together 11 children to play music in a parking garage in Caracas, Venezuela, he created an international musical movement called El Sistema. Today, the program teaches music to more than 350,000 of Venezuela’s poorest children, demonstrating the power of ensemble music to dramatically change the life trajectory of a nation’s youth while transforming the communities around them. Harmony South Dakota has brought the transformational power of El Sistema to Sioux Falls.

Harmony executive director Dan Goeller traveled to Chihuahua, Mexico to conduct performances of his music with members of an orchestra presenting free concerts to orphans.

The professional ranks of the orchestra were supplemented by the musicians’ teenage students. Goeller was struck by the contrast between the life trajectory of the kids on the stage and the at-risk children in the audience.

He brought his vision for a local El Sistema back to Sioux Falls, shared it with his wife, Heidi, and they launched Harmony South Dakota six months later, in 2014. They began with 22 students ages 6-10 from Hawthorne Elementary School for whom English was their second language and whose families came from a dozen different nations. Music provided a common language, establishing a community founded on the principles of respect and excellence.

Hawthorne Elementary is across the street from the mostly unused St. Joseph Cathedral School. Bishop Paul Swain and the Catholic Diocese granted permission to use the building—including utilities and other services—free of charge.

Harmony South Dakota believes that the experience of making music in community develops a child’s self-discipline, self-confidence, concentration, coordination, emotional awareness, patience, cooperation, imagination and cognition.

The program follows several musical tracks. Violin, viola or cello students in Harmony’s String Orchestra ensembles rehearse in

small groups and then come together for full orchestra rehearsals. Instruments are provided to students who don’t have their own. Percussion ensembles learn to read rhythms and notes while playing drums, hand chimes, xylophones, glockenspiels and other percussion instruments.

Harmony South Dakota uses ensemble singing to teach teamwork and to train student ears to hear pitches and harmonies. Students learn proper singing techniques and sing in multiple languages throughout the year.

There are now 66 kids, ages 6-15, from over a dozen different schools, representing 18 different nationalities, who participate in Harmony. The program includes a Harmonics elementary foundations class for younger kids who spend a year preparing to become a member of one of two orchestras and two choirs. Mentoring and helping one another is an integral part of the El Sistema model. From the beginning, students are expected to tutor and assist one another as they learn their choral and orchestral parts. Older students are teaching private lessons, leading sectional rehearsals, and serving as teachers in the Harmonics class. The Harmony staff is also supplemented by talented volunteers who dedicate their time to ensuring that every child is known, valued and loved.
