Understanding Funding for Services Activities
Recently, we received feedback regarding the pricing of items in several Services activities In response, we want to provide insight into our pricing structure, along with an explanation of the different funding sources
Appropriated Funds (APF)
APF consists of money allocated by Congress as part of the National Defense budget.
These funds are essential for missionsustaining activities and are authorized to receive maximum APF support.
Non-Appropriated Funds (NAF)
NAF is not controlled by Congress but results from operating Services activities on the installation
We adhere to specific spending rules for each type of funding.
In addition our activities are categorized as:
CAT A: Mission Sustaining Activities
Essential to the military mission.
Authorized to receive maximum APF support
Little or no capability to generate revenue.
Cat A facility at Arnold AFB includes: Fitness Center
CAT B: Basic Community Support Activities
Provides fundamental core programs
Capable of generating some NAF revenue but authorized to receive some support from APF
Cat B facilities at Arnold AFB includes:
ALC (Community Activity Center)
Outdoor Recreation (programming and skill development)
CATC:Revenue-GeneratingActivities
Capability to generate revenue Should be self-sustaining with their business model.
Cat C activities at Arnold AFB include: Food/Beverage and Entertainment Programs
ALC
Café 100
Golf Course
ODR including recreational lodging such as FAMCAMP, Wingo Lakeside Lodge, and Cabins
Why is this information important for our customers to know? Cat C activities must operate as a business Similar to off-base establishments, our Cat C activities face challenges such as rising operating costs and increased wages that impact our sustainability. In 2022, an executive order mandated pay increases for all federal employees, resulting in higher wages than comparable private sector jobs. Additionally, while we do not pay rent for the usage of government facilities, we do pay utilities which significantly impacts our financial status. To maintain solvency, we must adjust prices accordingly for our goods and services.
Café 100 lost over $52K in the last year Unfortunately, due to reduced customer traffic, beginning this month, Café 100 will be closed on Fridays and Hap’s After Hours will only be open one Tuesday per month We will continue to monitor operations Incremental price adjustments are still needed to align with inflation and mandated staff pay and will help maintain financial stability for Services activities

Join us at the ALC to for an evening of fun brought to you by Air Force Entertainment and Arnold Services. This all-request family friendly show features an interactive performance where the audience calls the shots! The unique act combines music and humor; promising an evening of fun facilitated by expert pianists and entertainers.
Whether you’re into John Lennon or John Legend…Beach Boys or Beastie Boys…Frank Sinatra or Lady Gaga…audience participation is encouraged, so be prepared to sing and dance at this high-energy show by Felix and Fingers.
The night will also feature Cinco De Mayo specials, as well as an all-you-can-eat Taco Bar (Adults $18, 12 and under $12).

Constantly moving around and adjusting to new surroundings, new friends and sometimes even countries, military children become resilient and resolute at a young age. April is designated the Month of the Military Child to celebrate the sacrifices they have made to support their Active Duty parents. Services is dedicated to helping military children adjust to life at Arnold AFB, with various activities throughout the Month of the Military Child for Active Duty dependents 17 & younger.
Every Friday in April, we ask you to Purple Up! for our military children. Purple is the official color of the Month of the Military Child because it incorporates all of the colors of the six service branches in the U.S. Military.

THE JOHN S. MCCAIN NATIONAL DEFENSE AUTHORIZATION ACT (NDAA) OF 2019 ALLOWS VETERANS (PURPLE HEART/MEDAL OF HONOR RECIPIENTS, FORMER PRISONERS OF WAR, OR WITH SERVICE-CONNECTED DISABILITY (SCD) AND THEIR GUESTS) AND OTHER CERTAIN VETERANS USE OF THE COMMISSARY, MILITARY EXCHANGE AND CERTAIN MORALE WELFARE AND RECREATION FACILITIES.
DO YOU HAVE A VETERAN’S HEALTH INDENTIFICATION (VHIC) CARD?
The VHIC is the credential used to establish identity for the purpose of access control. A REAL ID-compliant (STAR) driver’s license is used to establish identity for the purpose of force protection. The VHIC establishes purpose both for the cardholder and for the cardholder’s accompanying guest. The card will only display the veteran’s name, picture, and special eligibility indicators on the front of the card, if applicable. Veterans will require a VHIC that displays “PURPLE HEART,” “MEDAL OF HONOR”, “FORMER POW,” or “SERVICE CONNECTED” below the photo on the front of the card for installation and benefit access.
