National President’s Message

Welcome to the 2023 Property Council of Australia/Rider Levett Bucknall Innovation & Excellence Awards. It is my great honour to present to you this year’s finalists and winners.

For the last 41 years, we have proudly honoured the projects shaping our skylines, our cities and our communities, and showcased the contribution our industry makes to designing, building and managing great places.

The 157 finalists showcased in this book, across 19 categories, are the best of the best. Each finalist underscores our industry’s capacity, ingenuity and contribution to nation-building.

The projects on display combine both elegance and efficiency and demonstrate why Australia leads the world in sustainability, innovation and people-centric design.

I extend my warmest thanks to our national judges for the time and commitment they have contributed this year.

Message from Rider Levett Bucknall

The Property Council of Australia/Rider Levett Bucknall Innovation & Excellence Awards is a celebration of the industry’s best projects, developments, people and companies. Finalists are vying for one of 19 prestigious award categories with the overall winner crowned Rider Levett Bucknall Australian Development of the Year.

The awards champion the people who show up each day to create a strong and thriving property industry. The superior examples of iconic projects showcased contribute to cities that are liveable, prosperous and vibrant, and communities where people love to live and work.

Last year, RLB was privileged to play a role in delivering Billbergia’s Wentworth Point Town Centre. This spectacular project was a worthy winner of the Rider Levett Bucknall Australian Development of the Year award for its industry-leading transformation of an isolated industrial site into a vibrant residential community.

We are, once again, pleased to recognise the role that public art plays in creating brilliant spaces, enriching and enlivening our cities and suburbs, with the Rider Levett Bucknall Award for Best Public Art Project.

It is also fantastic that so many in our industry are now prioritising the application of sustainability practices that reduce a project or existing building’s eco footprint.

To those in the running for the first time: you are among an elite group of gamechangers within this invigorating industry. It’s wonderful to have you join us. And to past finalists: welcome back. I hope 2023 is the year you’ve been waiting for.

In 2006 our awards program evolved once more, rebranded as the Innovation & Excellence Awards to celebrate leading-edge practice and inspire innovation within our industry.

As Australian cities continue to expand, our industry responds to myriad challengers — from delivering affordable housing to supporting Australians as they age, and from improving the environmental sustainability or buildings or creating a rich and diverse workforce.

As a result, a number of new categories have been introduced.

In 2007, we began to recognise our next generation of talent through Future Leader of the Year Award. In 2010, the Retirement Living and office Workplace categories were introduced, and the following year the Sustainable Development category was expanded to recognise the different approaches taken on new and existing buildings.

In 2012, the Award for Innovation first gained its moment in the spotlight and has since transformed into two awards: one for Project Innovation and another for Development Innovation.

The Award for Best affordable Housing Development was presented in 2015, while the Award for Diversity, introduced in 2016, has been split into two categories in 2017 in response to the number of entries.

In 2022, the Award for Best Public Art Project was revived to commemorate the 40-year celebration of the awards and the longstanding partnership with Rider Levett Bucknall and the Property Council.

While the categories and number of entrants have grown, and the quality and sophistication of the entries have increased, the underlying aim of the awards remains the same: to support and showcase the developments creating brilliant places for all Australians.

In 1982, as the property industry gathered to present its first annual awards for excellence and innovation, many of the buildings that now shape our skylines, bring life to our cities and energy to local economies were still distant dreams or sketches on the drawing board.

Denis is a National Director of Colliers International. Having completed over 46 years in the property industry, Denis is an industry leader in the management of major assets and portfolios for Global and Australian institutions, Federal and State Governments, Developers and Private Investors.

Denis has specialised in the planning, leasing, commissioning, management and sale of major commercial, industrial and retail projects. Denis is the chair of the Property Council of Australia’s Professional Development Committee and, since 1997 has been involved with a range of state and national committees and industry conferences.

Rosina is a Principal in global architecture and design firm Woods Bagot. She is an Interior Designer with extensive global experience across Europe, Russia, Asia and Australia.

In London, Rosina led HSBC’s Global Headquarters at Canary Wharf and other prestigious projects for Bloomberg, Google, Barclays Capital, Cisco and Macquarie Group. Rosina delivered notable projects such as Grosvenor House by Jumeirah, Eccleston Square Hotel and award-winning Minthis Hills Golf Resort in Cyprus.

On her return to Australia, Rosina has led the interior design of the ground-breaking South Australian Health and Medical Research Institute (SAHMRI), Adelaide Convention Centre expansion, Hilton Collins Bar, the refurbishment of iconic Great Southern Rail’s Platinum Class on The Ghan and is leading BHP in their global portfolio of works and the refurbishment of the National Gallery of Australia’s James O Fairfax Theatre.

Rosina holds a position on the Property Council of Australia SA Division Council. She is a strong supporter of the Arts and is Ministerially appointed as a Board Member of Jam Factory and Carclew Youth Arts. She is a national judge for multiple industry design awards.

NATIONAL JUDGE — INVESTMENT

Daniel is a real estate investor with 35 years’ experience managing direct and listed property investment portfolios. He has been active in Australian and international REIT markets for many years and launched one of Australia’s first Global REIT funds. He has experience as a commercial real estate valuer, UTS Property Economics course lecturer and Property Council Academy Property Investment and Finance course facilitator.

He currently chairs the Dexus Real Estate Securities Investment Committee, lectures part time and provides real estate advisory and valuation services with Sovereign Valuations.

Médy is the Founder of Haus Holdings, Cofounder of Vitae Capital, a Member of the University of Canberra Council and Chair of GenCap Wealth Funds Group.

His passion is applying commercial strategies to maximise improvements in financial, social, and environmental wellbeing. His companies are fundamentally social enterprises which specialise in equity, property, and the venture markets. He is a recognised national champion of diversity, inclusion and belonging.

With 25 years global and national experience working across all tiers of government, universities, corporate institutions and private investors, he has overseen $3B of investments and transactions. Désirée spent 20+ years in the private sector as a planner and development strategy advisor across most development types and with particular interest in large and complex renewal projects, large residential and mixed use developments. Having moved to the State Government, Désirée now leads the planning and development assessment functions across Queensland’s Priority Development Areas.

Stephen is the Managing Director of Rider Levett Bucknall (RLB) in New South Wales, and a member of the Global Board and Oceania Executive Committee. He has extensive experience in cost planning and financial reporting related to construction projects and prides himself on attaining the best value for money while respecting the clients project goals and bringing their imagination to life.

Stephen’s flagship projects include the new Sydney Fish Markets, Barrack Place, 33 Alfred Street revitalisation, Chatswood Chase Redevelopment, Greenland Tower, Opera Residence and David Jones refurbishment.

John held an executive role in a professional cost consultancy practice for thirty-two years and has experience in every major facet of the profession working on projects with the smallest of budgets through to those in the hundreds of millions. His experience covers projects within the major cities of Australia, isolated civil projects and those overseas. He has lectured in cost planning and economics to graduate and post-graduate courses and provided expert witness advice in legal disputes.

John’s skills lie in a hands-on approach bringing his experience in contractual and cost planning matters together to provide risk-averse strategies.

Clinton Ostwald

DIVERSITY, EQUITY & INCLUSION JUDGE

Clinton is an economics and property investment expert, with a focus on developing urban environments that create material benefits – for his clients and the community. He is adept at preparing market and economic insights that shape the development of major cities elements such as town centre mixed-use precincts, retail centres, residential areas and employment nodes.

Clinton applies his analytical and creative skills in areas as diverse as highest and best use strategies, economic impact assessments, retail master planning, residential market assessments and specialised land uses – such as student accommodation, education, health and tourism.

Clinton has had a long involvement with the Property Council of Australia, being a past member of the Diversity Committee (Deputy Chair), Corporate Real Estate Committee (Chair) and Retail Committee (Member). Karen Wong

Karen is a Studio Director at Bates Smart’s Melbourne studio, where over the past decade she has created a lasting impact on the way people and communities engage with the practice’s designs.

Karen has been instrumental in the delivery of complex projects including Collins House, Capital Grand, Hilton Melbourne Little Queen Street and Box Hill Central North. Karen’s extensive international experience has also enabled her to adeptly engage with clients looking to enter the Australian market.

Acuity Business Park, Robina is a modern commercial office business park presenting optionality, flexibility and sustainability to occupiers on the Gold Coast. As part of the strategic intent of Alceon to develop quality suburban office accommodation the project architect NettletonTribe have created modern, high quality architecturally designed ‘A’ grade office buildings located within an activated business park. Acuity Business Park typifies cutting edge urban design and place making promoting efficiency, sustainability and

community integration. Lifestyle, business and sophistication within the largest growth corridor in South East Queensland. The Business Park is a landmark development showcasing quality architecture and class-leading initiatives to ensure users are delivered efficiency and comfort, in a sustainable way. The landscape plaza responds to the south-east Queensland climate, providing various opportunities for covered and open-air recreation for visitors and occupants. An intentional density of planting defines the large plaza into several smaller,

intimate scaled spaces changing the site in a vibrant ‘Urban Village’ with activated street edges. Within the site the public are encouraged to activate the space and the ambience is softed by the inclusion of green zones.

The project was master-planned as a family of buildings within a park environment. This family of buildings used a similar architectural rectangular language and a neutral palette of colours but the same materiality. The buildings aesthetically reflected each other whilst still expressing their individuality.

The Metricon Building located at 209 Robina Town Centre Drive, Robina was designed to Metricon’s requirements with functionality and flexibility front of mind. The development team worked closely with the Metricon fitout architect to design their interior space accordingly as well as interior design spaces for the remaining tenancies. The building is built to last with long lifespan materials that were carefully selected to reflect the quality and respectability befitting the company’s reputation.
