W

hen the contents for this issue first began to come together, we were all just starting to understand what changes we might expect to see in the way we need to conduct our business.

In the short term, for my team, it meant collecting a few office supplies and reference materials before a prolonged abandonment of our office headquarters in East Melbourne.

Now, a couple of months later as we prepare to go to ‘print’, we are just beginning to catch the first

glimpses of what life might be like on the other side of this pandemic — which, clearly, is still weeks if not months away.

The changes between then and now have occurred so quickly there has scarcely been time to take notes on any of it. Such is the rapid pace of adjustment and life in isolation these days.

Without pretending it hasn’t come without huge sacrifice, both professional and personal, our industry has avoided outright shutdown.

Building and construction, as an officially designated essential service, has remained productive, albeit at a reduced pace, since the first day of restrictions. With lock-down looming, that was by no means a foregone conclusion, but with your support, Master Builders Victoria helped to ensure that our industry remained opened for business.

We recognise it has taken a tremendous amount of determination and effort to make the changes to your routines — embracing each iteration of the hygiene and physical distancing guidelines — to ensure our sector remained productive when so many other

sectors could not. And because of that, we are now able to look at ways to bring operations back to maximum capacity as federal and state governments start a safe easing of restrictions.

Through its exemplary demonstration of safe practice and its central importance to the economy, the building and construction industry is poised to help lead Victoria out of the pandemic doldrums and into better times, and we have asked our elected leaders to support us in that effort.

Virtually every topic in this edition — policy, training, finance, health and safety, events and so on — reflects the reach of the COVID-19 pandemic in some way.

If nothing else, it stands as a record of sorts of our time and place in history, and the determination to keep delivering our essential service to the people and businesses of Victoria and the legacy of Master Builders.

Are your showers ticking time bombs?

Despite builders best efforts, leaking showers are consistently listed in the BSA’s top ten defects.

Sadly, sometimes this is due to substandard workmanship, but most of the time it is the design of the shower itself which is creating the potential for disaster.

Most contractors are at a complete loss as to why, but detailed testing has shown how, by the action of expansion and contraction, water is “pumped” along glue cavities to escape the shower enclosure, no matter how well it is water-proofed.

The best way to prevent the problem is to seal the screen directly to the membrane, and NOT to the tiles.

PRESIDENT’S FOREWORD

Rising to the challenge

S

ince I last wrote to you, the world has dramatically changed, and so has the building and construction industry. Back in early January, when we first heard news stories from China of a strange new virus, few could have imagined the havoc that was soon to play out throughout the rest of the world.

By the time March came around, the situation was rapidly worsening every day, and our industry came to the brink of closure. The intense work of our team at that time played a critical role in preventing that outcome, which would have made our current

situation so much worse. As President at this time of crisis, I couldn’t be more proud of how our association responded to these events. We have been nimble, highly responsive and highly effective. There have probably been few times when our organisation has been more in the spotlight, and more effectively representing our members than recently.

Old rule books have been thrown out, as we have worked with pace and determination with a single purpose and focus to determine how we keep construction staff safe, businesses afloat and people in jobs. As a Board, we started meeting weekly to keep abreast of the rapidly changing situation and to work with CEO Rebecca Casson and the management team to achieve these goals.

The Master Builders Victoria team has been working harder than ever, representing you on government taskforces and enquiries, providing input into policy, and generally working day and night to not only keep the industry going, but help develop pathways out of the crisis with an ongoing pipeline of work.

We applaud the stimulus measures which have been announced by government, and we look forward to hearing of further measures to inject immediate work opportunities at all levels and all sectors of the industry.

Our association has an enviable reputation as a respected industry voice and is being sought after by the media, government and key stakeholders for comment and advice on behalf of our members.

I applaud the effort of Rebecca and her team for

working diligently to cultivate these important relationships. You will have seen the daily emails and updates highlighting the work being conducted

by Master Builders Victoria on your behalf. Of course, during all this, we have not stopped assisting our members and all the normal business of serving you to the best of our ability. All this has occurred whilst the team has been working from home, joining countless meetings over ‘Zoom’.

This is not to say that we are not all hurting. A national survey on the impact of COVID-19 undertaken by Master Builders Australia revealed that a majority were suffering delays and higher costs, seeing lower productivity, all putting a strain on margins and balance sheets. It is simply not true to say our industry hasn’t suffered.

I strongly believe that the value of being a member of Master Builders Victoria has never been higher and your support for us during this time is very much appreciated; it allows us to keep representing you as effectively as we can.

Sadly, I can’t get to see our members at functions such as the Apprentice Awards and the regional and state awards. Alternative plans are being developed for these events, so stay tuned. I look forward to once again meeting as many of you as possible soon.

I wish you and your businesses all the best through these most challenging times, and remember, Master Builders Victoria is there to assist at all times.

Building a road to recovery Rebecca Casson CEO

I

take this opportunity to acknowledge the commitment and dedication of Master Builders Victoria members who worked tirelessly during the onset of the COVID-19 pandemic to keep builders and tradies safely open for business.

Whether you’re a mum-and-dad builder, big builder, sub-contractor, tradesperson, supplier, manufacturer or apprentice, we appreciate your efforts! Your excellent work in implementing safe work practices on sites to reduce the risk of spreading coronavirus has allowed our industry to continue injecting life into the Victorian economy.

Also, a special thank you to all those members who have helped to contribute to our policy and advocacy work, often at short notice, to assist us in voicing to government what is needed most.

The damage endured under COVID-19 restrictions has been huge. Through March and April, there was a material drop of 90 per cent in visitations to display homes, land sales offices and sales suites and a decrease in excess of 50 per cent in total new-home sales. If consumer hesitation to purchase new homes and sign building contracts continues, builders anticipate there could be up to a 30 per cent decline in new builds. This is not acceptable and our efforts to breathe life back into the market are unrelenting.

Master Builders Victoria has taken every opportunity to be proactive in managing this crisis. We have collaborated with other industry associations and included, despite trepidations, the unions, to ensure our approaches to government were loud, strong and united.

From the very beginning, our office adapted quickly to the restrictions put in place and we have not skipped a beat in supporting and serving our members. We have continued to provide ready access to expert advice on OHS, legal, industrial relations and finance;

online training; educational webinars, and kept you well informed through special bulletins, videos and social media posts. The breadth of our media coverage has also been comprehensive as we either initiated interviews or responded to them to ensure our messages to support building and construction were being both listened to and heard.

Some key milestones over the last few months to protect jobs and boost productivity in the building and construction sector have included: • Securing building and construction as an essential service based on the advice of the state government Chief Health Officer • Providing you, your teams and clients with letters to verify that your reason for travel was related to an essential service • Publicly reminding home and property owners that they will not be breaking any rules, or endangering anyone’s health, by visiting display homes or going ahead with their building or renovation jobs • Securing a temporary agreement with the City of Melbourne to expand working hours for building and construction sites and appealing to the Municipal Association of Victoria requesting that all councils adopt the same best-practice approach • Welcoming the joint Incolink and state government initiative to enable Victorian building and construction workers to get more access to COVID-19 testing at selected building sites

• Accepting the state government’s invitation to be

one of the main industry peak bodies providing real-time advice on its Building Victoria’s Recovery Taskforce, which has initiated Project Fast Track to oversee the expediting of planning approvals within Ministerial powers, and is in the process of identifying financial incentives and reviewing current revenue opportunities to help businesses survive and recover from the major disruption caused by the COVID-19 pandemic • Collaborating with a range of stakeholders

such as the Urban Development Institute of Australia (Victoria), Real Estate Institute of Victoria, National Electrical and Communications Association, Master Plumbers and Civil Contractors Federation, together with the CFMEU and other unions to author letters to Premier Daniel Andrews, strengthening our call for new measures to provide immediate stimulus for building and construction.

There is no time to waste in delivering stimulus to our industry and we are tirelessly advocating for innovative and collaborative solutions to help building and construction contribute to Victoria’s economic recovery. These are unprecedented and challenging times; I encourage you to stay in touch and be supportive of your Master Builders friends and industry colleagues, and above all, stay safe and well.

eeping the building and construction industry open during the state of emergency declared in the face of the COVID-19 pandemic is testimony to the hard work of Master Builders Victoria members and the advocacy of a united group of industry associations, unions and stakeholders.

The building and construction industry is Victoria’s largest full-time employer and contributes more than 45 per cent of state tax revenue. Independent analysis showed that shutting down our industry would have cost $25 billion, with the loss of almost 200,000 jobs.

Building and construction affects everyone, it touches everyone, but by no means was it a fait accompli that our industry would be allowed to remain open. Despite the detrimental economic effects of closing, many other nations chose that path.

and figures, we understood to close building and construction would have a massive impact on our economy. So, that day, we held high-level discussions with members, employers and the CFMEU.

Preparing the case to remain open, at lightning speed

This was no mean feat when dealing with members’ projects, such as those in vertical construction, where there are often more than 1000 workers on site. Our members responded rapidly and led the way on how physical distancing and hygiene protocols could be

Just two days later, we compiled the results of those discussions into a document and stood united on the steps of Parliament House taking a historic photo to illustrate our unified approach. We met with the Premier’s private office, all the ministerial offices and, most importantly, the Deputy Health Officer, to give them assurance that we would focus on developing a bespoke set of safety guidelines for our industry.

Keeping members informed was essential to our success and since the early days of the pandemic we’ve delivered a series of daily updates. There was a great deal of information out there for our members to sort through, and members knew they could rely on Master Builders Victoria as a single point of truth.

During March and April, we had only two cases of COVID-19 occur on construction sites, and when these happened, they were embraced as learning opportunities. There was no point blaming anyone.

We knew then that we needed a dedicated industry liaison role and 1800 number for the building and

We collaborated with others to advocate for both and secured them.

Support for members In addition, during this time, many of our members, their employees and clients were being stopped by Victoria Police, who were questioning the reason for their travel. In response, we developed essentialservice letters to carry with them that offered evidence of the legitimacy of their activity.

We also conducted a lot of scenario planning with our residential members. Among that planning was preparing a case for opening land sales offices and display homes, which had seen an enormous drop-off in visitations by prospective clients. Our members

stepped up and assisted with developing guidelines for how visitors could be safely managed in and out of a property, while maintaining physical distancing.

This material was developed overnight, enabling Master Builders Victoria to promptly table this with the government for consideration. Many tireless hours of work campaigning and briefing the media on behalf of our residential members resulted in a big win, with confirmation that the initial easing of restrictions included the reopening of land sales offices and display homes – and that these can be visited without the need for an appointment.

closely, particularly the Urban Development Institute of Australia (Vic); Property Council of Australia in Victoria, Real Estate Institute of Victoria, Master Plumbers, Civil Contractors Federation, Housing Industry Association and the National Electrical and Communications Association; together with the CFMEU and other unions. Working with the unions in particular required deep consideration, but it was the right thing to do. In this time of crisis, we found we had a lot of common ground in protecting the best interests of our industry.

There are lots of lessons to be learned as we navigate through the ongoing challenges of the pandemic.

We look forward to the enduring co-operation and collaboration with our members, industry partners, unions and governments as we focus on boosting productivity in building and construction and the economic recovery of Victoria.

Valuable research into new ways of working M

aster Builders Victoria was recently asked to be a part of what was ultimately a successful bid to establish a co-operative research centre (CRC) with the aim to help the construction sector become more efficient by taking advantage of new technologies.

Known as Building 4.0 CRC, the centre won a $28 million grant from the Australian Government to establish a new research centre for smart building solutions.

While the building industry is central to our economy, contributing 13 per cent of GDP and employing more than 1.4 million Australians, unlike other sectors such as manufacturing, it has failed to modernise and is plagued by rising costs and stagnating productivity.

Through deep collaboration and new technologies of the fourth industrial age, the Building 4.0 CRC aims to catapult the industry into an efficient, connected and customer-centric future.

There are many industry representatives involved including: Lendlease, Monash University, The University of Melbourne, BlueScope, CSR and Schiavello.

Building 4.0 CRC will focus on digitally enabled solutions and new manufacturing products to develop a more tech-focused, collaborative industry that can deliver better buildings faster, cheaper and safer.

Their goals include undertaking research and delivering programs that will: • facilitate the construction of better buildings that

have fewer defects and are energy efficient

• improve the policy and regulatory frameworks • improve safety • improve customer satisfaction.

They will also reduce project costs through digital technology and off-site manufacturing by: • decreasing delays • reducing waste in materials and manpower • improving communication

technologies • creating an open, collaborative, innovative,

inclusive and gender-diverse industry.

hile the delivery of events at the moment looks a little different, we are grateful that earlier this year we were able to celebrate and recognise most of Victoria’s regional apprentices at the 2020 Master Builders Regional Apprentice of the Year Awards.

These awards celebrate the next generation of builders, and we congratulate all apprentices who were nominated this year.

The apprentices interviewed were judged on their preparation and presentation, work experience, knowledge and career plans, attitude on and about the job, and industry representation.

We have highlighted each of our very worthy winners and their achievements.

he 2020 Regional Apprentice of the Year Awards for Gippsland were held on Thursday 27 February at Premier Function Centre, Traralgon.

Gippsland Training Provider Nominated Apprentice of the Year – Nicholas Dobbie Nicholas’ interest in building and construction started at a young age.

As a child, he would help his grandfather in the shed and he has always enjoyed hands-on work which naturally led him towards his Cabinet Making/Joinery apprenticeship.

His aspirations are to eventually run his own business and he hopes to learn as much as he can along the way, including the use of new technologies.

The judges were impressed by Nicholas’ maturity, the pride he took in his work and his clear ambition to continue and excel in his craft.

Gippsland Employer Nominated Apprentice of the Year – Blake Ward The judges felt Blake displayed a huge amount of enthusiasm towards his trade and particularly noted his general awareness of how construction companies operate in terms of safety, job management and working with others.

Looking forward, he would like to start a small local business.

He enjoys the craftsmanship involved in decks, pergolas and small extensions and he would be interested in specialising in these types of projects.

His advice to others is to go for an apprenticeship as it presents a great opportunity which provides lots of options, as well as a great lifestyle.

Gippsland Chairman’s Award winner – Colin McPhee After moving from Melbourne to Leongatha, Colin was presented with an opportunity to change his career and he jumped at the chance of taking up bricklaying as an adult apprentice.

His favourite thing about his work is the challenge it presents and he places huge importance on working to his best.

Throughout his apprenticeship, Colin has been driven to succeed. Colin has been recognised by his TAFE teacher for his motivation in completing theory work at home, which then enabled him to finish his off-site training well ahead of schedule. It was this determination and strong work ethic which stood out to the judges.

he 2020 Regional Apprentice of the Year Awards for Ballarat were held on Thursday 5 March at the Mercure Ballarat Hotel & Convention Centre.

Ballarat Training Provider Nominated Apprentice of the Year – Dylan Rethus Dylan initially got into carpentry as a school-based apprentice before going full-time once he finished high school. He has had the opportunity to step up and run some of his own jobs which has been one of his greatest achievements to date.

This experience has given him great exposure to leadership and has provided him with invaluable knowledge to grow as an apprentice. His strong work ethic and keenness to continue learning was recognised by this years’ judges.

Dylan absolutely loves carpentry work and has ambitions of becoming a registered builder and running his own business one day.

Tony Biffaro, Executive Manager – Commercial, Master Builders Victoria with Dylan Rethus, Winner, 2020 Ballarat Training Provider Nominated Apprentice of the Year.

Ballarat Employer Nominated Apprentice of the Year – Zachary Louder Zachary commenced his apprenticeship as a matureaged apprentice. After searching for some time, he became employed by QB Homes and hasn’t looked back since.

He enjoys many aspects of his job, but particularly loves that he learns something different every day.

Zachery has had the opportunity to work on some interesting projects such as the corrections facility in Ararat which has proven to be a very valuable experience.

With an interest in project management, he would like to move into this space in the future.

He loves the hands-on aspect of carpentry work and the fact that you can stand back and look at what you have achieved for the client.

His advice to others who might be considering an apprenticeship is to take a leap of faith and grab an opportunity with both hands if you get a chance.

Looking to the future, Joshua would like to do further study to assist him with eventually starting his own business.

he 2020 Regional Apprentice of the Year Awards for North East were held on Wednesday 11 March at the GV Hotel, Shepparton.

North East Training Provider Nominated Apprentice of the Year – Liam Hood Liam’s interest in construction started at a young age.

Having helped his Dad build two family homes as well as furniture and wooden benchtops, his desire to become a carpenter was apparent to him early on in life and at the age of 16 Liam embarked on his apprenticeship.

Liam’s ambition for the future is to have his own successful construction business and having recently taken a keen interest in passive houses, would like to build in this space.

The judges recognised that Liam had a genuine passion for his trade and a real enthusiasm to learn more.

North East Employer Nominated Apprentice of the Year – Dale Cox This years’ judges were impressed with Dale’s initiative and potential for leadership roles in the future.

Along with this, Dale’s employer has described him as being an exemplary apprentice and has recognised Dale’s great eye for detail and a thorough thought process on the job.

Dale likes the satisfaction that comes with his job and loves seeing the finished product on, what was once, an empty plot of land.

He also values both the practical and life skills that are learnt throughout an apprenticeship and Dale recommends getting a trade to others for this reason.

he 2020 Regional Apprentice of the Year Awards for Bendigo were held on Thursday 12 March at All Seasons Resort, Bendigo.

Bendigo Training Provider Nominated Apprentice of the Year – Jacob Sinclair Jacob has always known that an apprenticeship was something he wanted to do.

While in school, he decided to undertake a preapprenticeship and started only two days after completing his year 12 exams.

His favourite things about his job are the variety of work he gets to experience and the sense of achievement upon project completion.

Jacob has been recognised by his trade teacher for consistently showing great skills, for striving to take on more knowledge of the industry and for his general passion about carpentry – all of which stood out to our judges this year.

Clayton’s advice to others thinking of doing an apprenticeship is to “go for it!” as you learn great skills that stay with you for the rest of your life.

His future aspirations include doing further study to help him achieve his builder registration and working on projects to help make peoples’ dreams come true.

aster Builders has been appointed to the Bushfire Recovery Taskforce established by the Victorian Government late last year. The Taskforce is co-ordinating the ongoing and long-term recovery effort – with the aim to cut through red-tape to ensure a single, dedicated group is focused on the changing needs of fire-affected communities as they rebuild. It will also focus on the ongoing economic recovery of these communities – particularly East Gippsland.

Recovery taskforce opens doors of opportunity M

aster Builders Victoria welcomed the establishment of Building Victoria’s Recovery Taskforce by the Victorian Government in early May to help boost the state’s building and development industry through the coronavirus crisis.

The Taskforce is providing real-time advice to Government on issues impacting the industry and is assisting to remove barriers to building and development works, while ensuring workers stay safe and healthy. This is vital for supporting Victorian jobs, housing and infrastructure.

The Taskforce is receiving advice from three industry working groups and is guided by a steering committee, of which Master Builders Victoria is part, together with other representatives from industry peak bodies and unions.

ith the uncertainty around the future economic impacts of the COVID-19 pandemic, Master Builders Association Insurance Services (MBAIS) has been working with insurers to provide increased flexibility on premium collection, underwriting guidelines and premium adjustment refunds for annual policies.

Construction insurance policies contain clauses limiting the maximum construction duration. This duration is typically 24 months through most annual policies placed through MBAIS, which is often as low as 18 or even 12 months through some insurers.

Exceeding your allowed construction period results in a project being uninsured, but these can usually be extended by the insurer when requested. With

potential project delays due to the coronavirus, please contact us if any projects are expected to be delayed beyond 24 months.

Single project policies can also be extended, so please contact us to revise project dates and we’ll work with your insurer to update your policy.

Materials in storage Project delays may lead to additional project materials being kept in storage. Policies typically have limits of $250,000 or $500,000; should project delays result in additional materials being kept in storage rather than on-site, please contact us to extend cover.

Site security Many policies contain proof of forcible entry requirements and/or ‘reasonable care’ conditions, so ensure your projects and property are as secured as possible to provide protection against theft and vandalism. Ensuring your sites are secure will also avoid any public access, minimising third party injury incidents.

Risk management ideas Ensure you’re following all the Work Health and Safety and COVID-19 guidelines for worksite distancing, display homes and staff and public safety. With information and government guidelines quickly evolving, check the MBV website COVID-19 page for updated information.

Schedule of deliveries Ensure that any high theft risk items are scheduled to arrive as close to practical completion as possible – these include whitegoods, heating and airconditioning units, water tanks, and miscellaneous electrical items.

Secure tools Where possible avoid having these kept on-site for an extended period, and if they need to be kept on-site, ensure they are in a securely locked container. Often tools are insured on an ‘on-site only’ basis, so if taking tools home or elsewhere for storage, check your policy or contact MBAIS to check your policy, and upgrade

Take all precautions to prevent water or storm damage for an extended period. Insurers have different timelines on event triggers, i.e. 72 hours – so some storm claims may be classed as two or three events if not identified and rectified if possible. Each event would likely result in an individual claim, so preventing losses is critical. If allowable, promptly check job sites following any storms during a potential shutdown period, and notify MBAIS in the event of damage occurring.

Cyber safety With many support staff working from home, it’s critical to avoid opening any unusual emails and/ or attachments to minimise hacking into less secure systems. Encourage your accounts staff to be extra vigilant with verbally confirming any changes to banking details or new payees. Implement or update internal processes to include verbal confirmation from internal directors when making payments, as impersonating staff over email becomes less challenging with unsecured networks.

Staff terminations Ensure that you obtain appropriate legal and industrial relations advice prior to terminating any staff to avoid Employment Practice Losses (this is a section under Management Liability insurance), and providing

employees with appropriate support in relation to mental and physical wellbeing, both during any terminations and in general over the period ahead.

Health and safety Ensure that you comply with the Department of Health recommendations specifically related to preventing the spread of the coronavirus in the workplace. Employees may be entitled to workers compensation if they contract coronavirus. Safe Work Australia recognises that employers may not be able to completely eliminate the risk, but must do all that is reasonably practicable to introduce appropriate control measures and regularly communicate these to all workers.

Ensure OH&S advice is provided to employees working from home to avoid any repetitive strain injury related workers compensation claims.

Mastering virtual learning I Ingrid Mountford Careers and Registration Manager

n hard times we need good stories and the Master Builders Training Institute has one to tell.

Along with keeping projects going in the face of changeable conditions, many members were under way with training when social distancing requirements were announced, and some that we spoke to were feeling uncertain and anxious about how their training would continue.

Before these measures were in place, Master Builders was working hard behind the scenes to offer more remote learning options.

The result of this preparation has seen the almost seamless transition of our training delivery.

We have pivoted much of our training, including qualifications, short courses and builder registration technical workshops, to real-time connected delivery.

In addition, our first ever virtual simulation session was delivered to Swinburne University Master of Business Administration (Executive) students, with participants coming in from around the country.

Everyone has played a vital part in this transition, and it is important to acknowledge this contribution.

Trainers have learned new ways of delivering courses and have put in extra time to become familiar with video, sharing screens, virtual breakout rooms and engaging with students online.

Our team has run practice sessions with our trainers and actors, and also with students, to ensure everyone feels comfortable and confident with the new technology, and our instructional designers have adapted activities to suit remote delivery, ensuring a quality learning experience.

Seeing our students embrace this new way of learning has spurred us on.

Even with an occasional technical glitch or hiccup in our online sessions, we have only seen support, understanding and offers to help.

This can only help us get even stronger in our training in future.

Master Builders’ invitation to sit on the Industry and Workers Advisory Panel for Bushfire Recovery Victoria was commended, with committee members viewing this as a prime example of the organisation’s continuing engagement with members and representing them to government.

The Housing sector committee emphasised the importance of the rebuilding effort and ways in which Master Builders members can contribute to this.

The committee also highlighted the need to address mental health and noted that providing counselling services for affected members and their families was just as important as the rebuilding effort.

The General Contracting and Specialist Contractor sector committees had a joint meeting where attention was given to the cladding crisis and the government’s approach to address it.

Much of the sentiment from the Housing sector committee was also echoed by the Country sector committee, too.

Committee members noted the government’s desire to collaborate with industry and appreciated their understanding of the issue as being beyond that of the work of ‘dodgy builders.’

COMMITTEE ROUND-UP economic effects that COVID-19 has had on the industry and throughout the country more broadly was still in its infancy.

Nevertheless, by this time, members were already experiencing issues with procurement and stated that this could soon have a detrimental effect on the industry.

Some members of the General Contracting sector committee raised the problem of difficulty sourcing high-performance glass in China due to the closure of the country’s manufacturing factories.

This was problematic given the prevalent use of these materials in large commercial builds.

Those from the Materials, Manufacturing and Supply (MM&S) sector committee raised similar concerns and pointed out that with conditions in the retail sector already dampened due to falls in consumer spending, COVID-19 could potentially worsen this.

All in all, the lack of uncertainty as a result of COVID-19 prompted members to raise concerns over the potential negative economic effects of it.

More than ever, the role of the sector committees is vital to raise issues facing members and address support needed so that Master Builders can represent these views on behalf of its members to government and key stakeholders.

New data showing signs of weak growth in new building work in midst of COVID-19

N

ew building approvals data from the Australian Bureau of Statistics for the March 2020 quarter are showing signs of weakness as the COVID-19 pandemic is proving to have a significant, adverse effect on the volume of building work.

For the three months to March, Victoria saw a decrease of 1.7 per cent in total dwelling approvals, due largely to the fall in approvals for apartment/multi-unit dwellings which saw a quarterly fall of 8.1 per cent.

The increase in detached housing approvals (3.9 per cent) cushioned much of this decline. However, the

marked fall in total dwelling approvals for the month of March compared to February is indicative of the extent to which COVID-19 has adversely affected confidence.

The month-to-month change in building approvals for March saw a fall of 25.5 per cent in total dwellings, with apartments/multi-units the key driver in the decline with a fall of 44.9 per cent.

In contrast, the detached housing market, which historically has proven to be more resilient to economic pressures compared to the apartment/

multi-unit market, total approvals fell marginally, at just 1.7 per cent.

This fall accords with the decline in value of building work approved both in the residential and commercial sector. A total value of $10.4 billion for residential building work approved for the three months to March was 1.4 per cent less compared to the previous quarter.

Likewise, there was a decline of total value of commercial building work, with $4.3 billion in the same period – a drop of 1.6 per cent compared to the previous quarter.

MBV joins taskforce steering committee to build COVID-19 recovery

“The nation-leading Taskforce rightly places building and construction at the centre of economic recovery for our state,” Rebecca Casson, CEO of Master Builders Victoria, said.

A national survey on the impact of COVID-19 undertaken by Master Builders Australia revealed that over half of the respondents were already grappling with delays on work.

“Not only is building and construction Victoria’s largest full-time employer, it contributes 45 per cent of its tax revenue.

A further 60 per cent of members anticipated further delays going forward and 70 per cent expected they will be forced to absorb the costs associated with these delays, putting even greater strain on the building and construction industry.

“The housing sector alone generates $3 of economic activity for every $1 invested. We therefore strongly back the State Government’s measures to support businesses and jobs.”

Building Victoria’s Recovery Taskforce will focus critical attention on overseeing the fast-tracking of planning approvals within Ministerial powers, identifying financial incentives and reviewing current revenue opportunities to help businesses survive and recover from the major disruption caused by the COVID-19

“Given this data, Master Builders Victoria supports the work of the Taskforce to identify stimulus measures that will give certainty to clients throughout our state that they can continue to engage builders and construction companies. This means families will have the confidence to build or renovate their dream home, and large construction and infrastructure projects can continue,” Rebecca Casson said.

“Master Builders Victoria is pleased to be one of the main industry peak bodies providing real-time advice to the Taskforce and Government on issues impacting the building and construction industry,” Ms Casson said.

“We will continue to provide a strong voice for each of the 100,000 companies across our sector.”

Master Builders Victoria submission on the better apartments design standards final draft

Revised building and construction forecasts: M the impact of COVID-19 economic shock

aster Builders Victoria has provided its submission to the Department of Environment, Land, Water and Planning (DELWP) on its discussion paper detailing the proposed new external amenity standards for apartments.

This is in addition to the regular engagement Master Builders has had with DEWLP throughout the past year.

he previous building and construction forecasts for Victoria, published in February 2020, provided a mixed interpretation of the medium-term outlook for building and construction activity.

Residential building activity was forecast to fall and bottom-out in 2020/21 before a period of recovery.

Forecasts for commercial building and engineering construction activity provided a more sobering picture, however, as it was expected commercial building activity wouldn’t recover until 2022/23.

However, due to the COVID-19 crisis and the significant changes it has brought to the economic environment, revisions have now been made to the February 2020

forecasts for Victoria to better reflect this. Members would have already received forecasts for Australia.

The revisions depict the expected downgrade to the original forecasts as a result of COVID-19.

However, given the volatility of the current economic environment, the ultimate performance of the building and construction industry may not necessarily be reflected in the revised forecasts.

The tables and graphs summarise the significant downgrade to the February 2020 forecasts for new home and commercial building activity in light of COVID-19.

Master Builders remains a strong proponent of improving the quality of the built environment. Nevertheless, we have identified key areas of concern among the draft standards and have addressed this in our submission.

These include: • the current requirements for tree canopy

cover is appropriate and any increase in its requirements will compromise medium-to-high density builds; • and communal open space requirements

should include a combination of outdoor and indoor spaces and have the flexibility to consider external amenities.

DEWLP has noted that the standards will not be in effect until the second half of 2020.

Considering the current difficult economic circumstances as a result of the COVID-19 pandemic, we noted the introduction of the new standards be postponed until economic conditions have noticeably improved.

Local Government Victoria echoes call to extend hours for building and construction

O

n 24 April, Local Government Victoria issued a bulletin calling for widespread cooperation among local councils to consider extending operating hours on construction worksites in their municipality during the coronavirus (COVID-19) pandemic.

This followed Master Builders Victoria’s call for expanded hours of operation from the City of Melbourne, who responded by accommodating more flexible operating hours on a temporary basis for commercial, large residential and mixed-use development construction work.

The bulletin cites the example set by the City of

Melbourne, noting a rapid approval process to help keep projects moving forward, as well as a summary of revised hours of operation: • Weekdays: 6am to 8pm (and up to 10pm for

internal fit out works that are not externally audible, such as plastering, painting) • Saturdays: 7am 5pm (and up to 10pm for internal

s COVID-19 continues to reshape our lives, employers and employees alike are having to cope with the challenges of an economic downturn and uncertain times.

We may need to manage flexible working arrangements, remote workforces, new ways of working and managing teams and interacting with clients, stakeholders and each other using new technologies.

Within this chaotic environment we are finding that our members are being challenged to manage poor performance effectively.

While it may be tempting to cut corners, it often ends up consuming more time and money than if done properly.

We thought it was timely to remind members of the common pitfalls and how to reduce the risk of an unfair dismissal claim.

While you can’t always avoid a claim, you can ensure that you are well placed to defend the claim successfully by following a proper process.

This article deals with underperformance, poor behaviour and non-adherence to policies, it does not deal with ‘serious misconduct’ where summary dismissal might be warranted.

Common pitfalls Ensuring the termination does not come as a surprise to the individual concerned Before making any decision to terminate, an employee must be given an understanding of what the performance issues are, the standard that is expected of them and provided a reasonable period of time to improve.

There is no specified timeframe applied but it needs to be ‘reasonable’ in relation to the circumstances.

An employee must also be given a warning of the consequences if they don’t improve.

Again, there is no specified number of warnings that need to be given but it is recommended these are provided in writing so that there is a clear record of the warning and there is also an agreed improvement plan for reaching the required standard. Remember, no surprises!

ADVERTISING FEATURE ACRS certification of welded steel sections to AS/NZS 5131 Exploding the myths.

W

ith growing use of structural steels, it is understandable that misconceptions might arise about different types of certification, the role of product certification in particular, and comparative acceptability of steel and steelwork certified by different schemes applicable to structural steelwork construction.

ACRS is receiving an increasing number of inquiries about ACRS 2-stage certification system and its role in steel fabrication.

Here Philip Sanders, Executive Director of ACRS, explodes four dangerous myths recently encountered in the supply of structural steels and structural welded sections misstating ACRS certification to AS/NZS 5131, and which has resulted in unverified and nonconforming steels arriving on construction sites.

Myth 1: “ACRS only certifies steel mills, so I used other certification for the structural welded sections.”, or “I only use ACRS certified steels in fabricating my welded sections, so I don’t need ACRS Stage 2 certification.”

Fact: ACRS certifies both steel mills and the structural welded sections made from that steel to AS/NZS 5131 and other associated standards, and both certificates are required.

ACRS has issued certification for welded beams since 2012, and other fabricated welded sections (e.g. to AS/NZS 5131) since 2018, as part of a fully integrated, 2-stage system designed to ensure conforming steels are used in the as-built structure. You cannot do this by only certifying “at mill gate” (What ACRS calls “Stage 1”), as fabrication of welded sections may turn even ACRS Stage 1 certified steels into nonconforming steel. ACRS “Stage 2” certification of welded sections is therefore essential.

Any break in the ACRS “chain of certification” of Stage 1 and Stage 2 certification means the welded sections cannot claim reliance on ACRS certification, and breaching supply requirements if ACRS

certification is specified. (Note: ACRS Stage 2 certification is not required in general steelwork fabrication not involving structural welding. In that case, ACRS Stage 1 (mill) certification is valid on its own, as there is no change to metallurgical properties.)

Myth 2: “ACRS is not JAS-ANZ accredited to certify to AS/NZS 5131, so I used other certification to AS/NZS 5131.”, or “I’ve been given welded steel sections with other certification that’s equivalent to ACRS”.

Fact: ACRS is JAS-ANZ accredited to AS/NZS 5131. Also, different certification schemes assess to different scopes and levels of rigour. You need to verify any claim of “equivalence” very carefully and specifically accept the differences. So does the engineer and customer.

So, whist this myth looks like a valid technical reason which might seem persuasive at first sight – after all there are different means of certifying steel – the argument is false for two reasons.

Firstly, the ACRS Scheme was accredited by JAS-ANZ to AS/ NZS 5131 in January 2018 – the first scheme to be accredited, and AS/NZS 5131 is listed on the relevant ACRS certificates - all of which show the JAS-ANZ logo.

Secondly, providing any “thirdparty certification” (e.g. to ISO 9001) with supplier test certificates is not product certification, and is not independent verification of steel to any Standard. Also, whilst other schemes may certify to AS/NZS 5131, none do what ACRS does, nor does ACRS do what these schemes do, because AS/NZS 5131 is a unique standard covering the full range of structural steelwork supply from steel manufacture to delivery and erection. Just as the ACRS independent, expert, product verification scheme for welded sections does not replace broad-range, fabricator schemes, these in turn do not replace ACRS Stage 1 certification (steel mill) and ACRS Stage 2 certification (welded sections).

ACRS’ consumer-oriented scheme includes in both stages, independent sample selection,

testing, reporting, and verification of sites, processes, and products

by ACRS’ qualified, technical assessors, and independent review of every report by an expert panel.

Myth 3: “I can’t find ACRS certified steels (or, “ACRS steel is more expensive”). So, I used other steel the supplier said meets AS/NZS Standards.”

Fact: ACRS certified firms are reported to supply over 70% of structural steels supplied to AS/ NZS standards. So, ACRS certified materials are widely available.

ACRS issues 200 certificates, covering almost 300 sites, in 24 countries, and over 80 steel companies. ACRS certification includes local suppliers including Infrabuild and Bluescope, and premium overseas suppliers such as Nippon Steel, Posco, and Hyundai.

Additionally, ACRS certification does not increase the “cost” of steel supply; quality does. So, whilst you might find cheaper steel, will you accept steel that may be noncompliant?

Myth 4: “My project uses justin-time procurement. So, even though ACRS certification is in the specification, I have to take whatever steel I can get to keep the project moving.”

Fact: With ready availability of ACRS approved steels, there is no expected delay in supply.

JIT procurement offers many advantages. However, JIT is not an excuse to ignore the specification.

If the specification issued months ago requires ACRS certification, then looking to source steel only at very short notice is not meeting a reasonable duty of care. Putting steel procurement on the critical path and locking-in suppliers with a proven capacity to deliver ACRS certified steels is both a realistic option and a reasonable expectation – especially when, as noted above, most steel available locally is ACRS certified, and ACRS certification does not add to the cost of conforming steels.

PTA Landscapes tackle Pentridge Shopping Centre beautification A

s specialists in the construction of commercial, residential and educational spaces, PTA Landscapes has been integral to the beautification of the new Pentridge Shopping Centre.

PTA Landscapes’ work on the project was extensive and included much of the external hard and soft landscaping elements.

“Prior to work beginning, we conducted client consultations to go over the project’s differing elements,” said PTA Landscapes co-director, Dion Loncar.

“The landscape construction phase included the installation of new and reconstitute walling types, such as new in-situ concrete walls with interpretative heritage recesses, to the bluestone walls, seating and feature elements using reclaimed site stone.

“Pavements included both water-exposed and sandblasted concrete, along with five different types

and formats of bluestone pavements.

“We built split-level timber deck structures, water feature components, and a new steel and timber entry portal. The hard works are softened by lawns, garden beds and established trees,” Dion explained.

Due to site restrictions, the work was approached in stages.

“Being situated at a live site meant we had to tackle this project with a piecemeal approach. Co-ordination, communication and site/project management was key in achieving efficient progress while maintaining a high level of safety and quality,” Dion said.

Co-ordinating with active trades was done in advance to ensure safety was maintained while enabling access to large quantities of materials.

On top of this, any contaminated soil had to comply with government regulations, and changes in relation

to the underground services network meant open communication and collaboration were ongoing.

PTA Landscapes are now constructing the first landscape stage of the Moonee Valley Racecourse redevelopment and recently completed the Victorian Emergency Services Memorial in Treasury Gardens.

Quick answers for common worker questions Q: How does a worker claim Incolink?

A: The easiest and quickest way to claim is to use the Incolink smartphone app.

Q: How much tax is paid on funds?

A: Depends on the account the worker has chosen. Severance Account or Genuine Redundancy Account – Incolink deducts the tax from the amount as instructed by the Australian Tax Office. The worker can check their tax rate by logging into WorkerLink.

Q: The worker’s online claim cannot be processed.

A: Often the claim cannot be processed because the employment end date has not been entered. Employers should enter the employment end date in EmployerLink so the claim can be processed.

Q: Why is the amount of Incolink contributions shown on a payslip different to the balance in the account?

A: Incolink entitlements are made up of severance payments, insurance contributions and often an industry training levy. The amount shown in their account is the total of severance payments only.

Michael rewarded for three decades of dedicated service to the CFA

M

ichael McLinden’s mantra of helping to resolve issues rather than create them has served him well in his profession as a Master Builder Victoria Building Surveyor and proud CFA member.

Based in the Wodonga office, Michael recently received a 35-year service medal and a first and second clasp to his national medal for his work in the CFA and is still an active member.

Not only is Michael passionate about serving his community, but he and his family have a long history of commitment to the building and construction industry.

His dad was a builder and his son is a carpenter/joiner.

Michael is well known in the Wodonga community having run his own building surveying business in the area, before joining Master Builders Victoria 15 years ago.

“As a building surveyor working in a regional area, I get a lot of enquiries about fire protection and I am often approached to sit on various committees about bush fire ratings and assessments, and my CFA experience has certainly complemented this work,” Michael said.

“

Michael has held many positions in the CFA including as an aircraft officer where he was responsible for managing the aircraft doing the fire-bombing and plotting of fires.

Michael has been involved in many of the past campaign fires in Victoria and NSW and in January, he was on the front-line of the Corryong (near the border of NSW) fires helping to manage the response with more than 500 fire crew and support staff.

“After the Corryong fires, Steve Donaghey, also from the Master Builders Wodonga office, and I were able to support Master Builder Victoria’s CEO, Rebecca Casson,

to lobby the Victorian Government to aid owners who had lost homes and outbuildings during the fires,” Michael added.

“As members of the local MBA Albury-Wodonga committee, we were also able to gain the support of local politicians and councils to help builders in the rebuilding program.”

Little Constructions’ display home in Moriac opened just before the COVID-19 Pandemic hit.

Giving small builders a voice G

eelong-based boutique builder Mark Little, of Little Constructions, values his seat at the Board of Master Builders Victoria so he can share the views of ‘mum and dad’ builders who account for less than $8 million in turnover a year, but make up approximately 90 per cent of membership.

After developing his trade skills in carpentry and becoming a registered builder, Mark started his own business – Little Constructions - in 2004, which typically builds around 12-15 projects a year.

He knows the challenges faced, and the opportunities that can make a big difference to the viability of running a small building business and he shares these insights in his Master Builders’ Board and committee roles.

Mark has also brought this knowledge and experience to the Geelong community as a guest on radio BAY-FM, where he has spoken on behalf of Master Builders to help answer questions from callers.

“I’ve been a member of Master Builders since 1998, when I joined as a student, and the many services, training and awards programs offered has helped me to grow both personally and professionally,” Mark said.

“As well as being on the receiving end of this support, I decided early on in my career to give back and get involved with Master Builders to play an active part in improving the industry.

“I started on the Geelong Section Committee, moving up to Chair, and volunteered time to help judge the Master Builders Apprentice of the Year Awards.

The residential sector has been hit hard, and during March and April, there was a 90 per cent decrease in visitations and a 50 per cent decrease in residential sales. But Mark’s proactive and positive approach has helped his business through the uncharted waters of the health crisis.

Then I became a representative on the Country Sector Committee, where I am now Chair, and I also currently serve on the Council of Management and Board.

“It’s a privilege to be involved with Master Builders at this level and while juggling time is a constant, the experience is really rewarding.

“Serving on the Board and the Country Sector Committee at this time has never been so important to provide real-time feedback to the rapid changes through the initial phases of the pandemic, and helping to identify new stimulus measures for the industry is vital to the economic recovery of every big and small building business.”

“We finished a new display home late last year in Moriac, 25km west of Geelong in the Surf Coast Shire, and the official opening was held over the Australia Day long weekend in January,” Mark explained.

“We were really pleased with the level of interest generated and we had 10 to 20 groups visiting daily over the weekends which resulted in two to three enquiries a day; then the lockdown came and this dropped to two to three enquiries a week.

“We jumped on the front foot right from the start and put plans in place to help us manage the business through the pandemic restrictions which we knew had to be sustainable for possibly many months ahead.

“Staff hours were reduced to four days a week and we introduced social distancing work practices in the office.

“On-site, we stipulated there was only to be one trade at a time on the property to adhere to health and safety measures. Our team has always worked well together and they were great about implementing these changes.

“We also adapted our client interaction,” Mark said.

“As an example, we did a three-hour Zoom call with a potential client to discuss colour selection which meant a visit to the office to make the final selections could be done quickly. Pleasingly, this resulted in a new contract as the client felt comfortable with our approach.

“

he first International Women’s Day breakfast hosted by Master Builders Victoria on Wednesday 4 March at the National Gallery of Victoria’s Garden Restaurant was an outstanding success. More than 150 members, sponsors and guests, both men and women, attended the sold-out event.

The insightful and entertaining presentations by Master Builders Victoria CEO Rebecca Casson and special guest, Susan Halliday AM, kept everyone engaged and many questions from the audience followed. The feedback was excellent and there is already a high expectation to run a similar event in 2021, albeit it may be in a very different format to cater for the COVID-19 world we now live in.
