It’s been a busy Spring and the Arlington Chamber hasn’t slowed down in its efforts to support the business community. The Chamber has been engaged in a variety of activities and there are more on the way. In March, we hosted our Tenth Annual Legislative Breakfast. This virtual event gave us firsthand access to our local government representatives to learn about what’s happening in Richmond with the General Assembly. Important topics highlighted during the breakfast were the Commonwealth’s budget, affordable housing, affordable childcare, and transportation funding, all of which impact the Arlington business community on some level. The Chamber is grateful we have a strong working relationship with our delegation and appreciates their participation in making our annual legislative breakfasts a valuable benefit of Chamber membership.

In April, we held our 98th Annual Arlington Business Gala and annual Arlington Volunteer Day. Both events were successful, engaging chamber members and business leaders. The Gala attracted fun-seekers who were ready to “let their hair down,” while dining and dancing with friends, neighbors, and business associates, while raising funds through the silent auction, raffles, and sponsorships. Arlington Volunteer Day was another success, matching nonprofit organizations with volunteers who provided several hours of help and support, depending on the organization’s needs. In May, we are looking forward to the 36th Annual Arlington Best Business Awards, scheduled for May 25. The Chamber will recognize and celebrate Arlington County’s best businesses, selected from nominations submitted by Chamber members. It will be a proud moment as Sonia Johnston, a longtime member and supporter of the Arlington Chamber is inducted into the Arlington Hall of Fame. Congratulations Sonia! Behind the scenes, the Chamber has been very busy advocating for Arlington businesses, sending letters on behalf of the membership. The Chamber encouraged the Arlington County Manager to include the construction of a second entrance to the Ballston Metro Station in Arlington County’s Capital Improvement Plan, ensuring that it remains a priority for the County. An additional entrance at North Fairfax Drive and North Vermont Street would improve access around Glebe Road and provide a huge boost to the restaurants and other customerfacing businesses on that side of Ballston. Additionally, the Chamber joined the Northern Virginia Transportation Coalition in opposing the proposed suspension of the Commonwealth’s gasoline tax and the proposed permanent 2% cap on its annual indexing for inflation. The gasoline tax is one of the top three dedicated sources of Virginia transportation funding. Making such a significant cut to state transportation revenue would have long-term consequences for Arlington’s transportation network, making it harder for people to access jobs, products, and services. The Chamber released a joint letter calling on the General Assembly to reject this proposal. As you can see, your Chamber is steadily at work, supporting it members and the Arlington business community. It certainly has been a very busy spring; thanks to everyone who made it such a success.

Virginia General Assembly 2022 Session Adjourns

The 2022 Virginia General Assembly session adjourned on March 12 without the passage of a budget. The General Assembly continued all legislation that was still in conference committee, including the budget, to a special session, which convened on April 4. Most legislation was either passed or defeated during the regular session. On Wednesday April 27, the General Assembly reconvened to consider amendments to bills and vetoes sent by the Governor from the regular session. Although amendments were proposed to a couple of bills supported by the Chamber, the changes were relatively minor. All other Chamber-supported legislation that passed was signed into law. The Chamber’s policy priorities finished in a mostly positive position. The Chamber worked throughout session to advocate for our policy priorities. Highlights included bills relating to group benefit plans, extending land use permits, promoting new sources of energy, and making the laws on liability for overtime wage claims more business-friendly. We also engaged strongly against bills that would have risked over-regulating business, subjected bars and restaurants to excessive litigation, allowed localities to dramatically increase their commercial and industrial tax, and prevented businesses from taking measures to mitigate the spread of COVID-19.

Chamber Opposes Gas Tax Holiday

The Arlington Chamber strongly opposes the proposed suspension of the Commonwealth’s gasoline tax and the proposed permanent 2% cap on its annual indexing for inflation. Along with a coalition of businesses and organizations from around Virginia, we signed a joint letter calling on the General Assembly to reject this proposal. The gasoline tax is one of the top three dedicated sources of Virginia transportation funding. Arlington County Board Approves Amazon PenPlace

The Arlington County Board approved PenPlace, the second piece of Amazon’s HQ2, which the Chamber supported. PenPlace includes the Helix, a signature building that will distinguish National Landing for decades to come. In addition to the Chamber testifying, Chamber staff coordinated several local businesses who have benefitted from Amazon’s presence in Arlington to speak in favor of the project and talk about what it means for Arlington’s business community.

Arlington County Board Approves Clarendon Sector Plan

The Arlington County Board also approved the Clarendon Sector Plan, for which we spoke in support. The Plan allows step-backs to be reduced from 20 feet to 10 feet, converts Fairfax Drive to a public space, allows for taller buildings with more units, and paves the way for a redevelopment of the Joyce Motors site that would preserve part of the façade as a part of the new building for decades to come.

COVID-19 Workplace Standards Rescinded

The Virginia Safety and Health Codes Board voted unanimously to rescind the Permanent Workplace Standards for COVID-19. The Chamber wrote in favor of ending these standards, as they were out of date and in conflict with current CDC guidance. On March 31, the Arlington Chamber hosted the Tenth Annual Legislative Breakfast sponsored by Nestlé. Business, government, and community leaders gathered virtually for a moderated discussion with Arlington’s General Assembly members.

Moderated by Nick Minock of WJLA/ABC7, the Chamber welcomed Sen. Adam Ebbin (30th District), Sen. Barbara Favola (31st District), Del. Patrick Hope (47th District), Del. Alfonso Lopez (49th District), Del. Rip Sullivan (48th District), and Del. Elizabeth Bennett-Parker (45th District). Members of the delegation agreed that the ongoing budget negotiations would likely produce the most important results of this year’s session and expressed concern about some of the tax proposals that could reduce transportation funding. The conversation continued with discussion of issues that impact the workforce, including childcare. The event concluded with the General Assembly members addressing specific questions from several members of the audience about a range of other issues, including housing and mental health. “This Legislative Breakfast serves as one of our community’s key events to learn about what is happening in Richmond directly from our legislators,” said Kate Bates, President & CEO of the Arlington Chamber of Commerce. “We value our strong working relationship with our delegation, and appreciate all the work they do in the General Assembly and its importance to our business community, and all of Arlington.”

30 Years Arlington Community Foundation Arlington Partnership for Affordable Housing, Inc. United Bank

Greystar’s plans to redevelop the vacant Wendy’s site were approved by the Arlington County Board in March. Their plan is to convert the lot into a 16-story apartment building with 4,000 feet of retail space and on-site parking. Greystar will also include a public plaza in the site plan. Arlington residents welcomed their plan for residential use over office use. Throughout the planning process, Greystar has implemented feedback to better design the building for community wants and needs.

AED Unveils New Logo and Branding

Shortly after Arlington County’s recent logo rebrand, other departments released new logos as well. Arlington Economic Development (AED) and BizLaunch, a subdivision of AED, have introduced new logos and online presence. Their new website, created from feedback from the business community, is expected to streamline AED processes. As part of their reband, their new tools will help businesses grow and take advantage of Amazon’s HQ2 momentum. This logo and image rebrand is intended to generate a “new voice” that is a valuable resource and a channel to highlight Arlington assets. AHC

Welcome Paul Bernard, AHC’s New President/CEO

AHC Inc.’s Board of Directors unanimously selected Paul Bernard as the organization’s new President/CEO, begining on April 4. Mr. Bernard brings nearly 30 years of experience in urban planning and real estate development, public finance and investing, community development, and affordable housing. He has worked in both the public sector as well as the private sector. Throughout his career, Mr. Bernard has demonstrated a commitment to addressing economic and social issues, including housing as the foundation for economic success. Mr. Bernard will replace Susan Cunningham who served as Interim CEO since July 2021 and will support AHC as a senior adviser.

EMBRACING ARLINGTON ARTS

Embracing Arlington Arts Releases Survey Results

As part of the business plan being drafted for a potential new performing arts center in Arlington, Embracing Arlington Arts (EAA) conducted a survey with over 220 responses. Overall, patrons overwhelmingly supported a new performing arts center in Arlington, with 87 percent of respondents saying they would “likely” or “very likely” attend performances there. The survey also covered patrons’ attendance at online events, as well as the types of productions and art genres they most attend. “One of the most interesting results from the survey was that almost 30 percent of the respondents were under the age of 50,” Janet Kopenhaver stated. The hope is that the arts organizations are attracting younger patrons to their performances, and thus diversifying their audiences. ARLINGTON COMMUNIT Y FEDERAL CREDIT UNION (ACFCU)

ACFCU Announces $10,000 to Local Nonprofit

Arlington Community Federal Credit Union (ACFCU) announced a $10,000 grant to local nonprofit, Rebuilding Together- Arlington, Fairfax, Falls Church (AFF) a local nonprofit that serves low-income homeowners and nonprofits. The grant was part of a national give back program award from national credit union credit card vendor PSCU to be given to a local nonprofit of ACFCU’s choice. Rebuilding Together-AFF was for the grant based on the two organizations’ shared vision for housing in the Northern Virginia region. Karen L.
