Over the course of the past few months our business community has confronted issues the likes of which many of us have never seen. The personal and community health risks, and the ensuing disruption to personal and business activity, that the COVID-19 virus have wrought were unthinkable six months ago. Amid this pandemic our community, along with other communities throughout the nation, have ventured through needed personal and communal reflections regarding the death of George Floyd and calls for change that followed.

During this period each of us have been confronted with choices that bear upon our personal well-being, that of our businesses, and the well- being of our community and society. The guiding lights shined by the comments above assure us that our time and our challenges are not unique in history. Their common theme reminds of the importance of shared access, shared concern, shared effort, shared responsibility, and shared progress.

A successful Chamber is open to all and promotes a healthy and positive business climate while working to serve the good of the community. This edition of the Arlingtonian and the Arlington Chamber of Commerce website contains many examples of how your Chamber goes about this task every day and will continue to do so going forward.

advocacy Supporting Business Through the Coronavirus Pandemic The Chamber has been working to ensure that Arlington’s businesses have the best opportunity for success in reopening from the coronavirus lockdown. Knowing how much of a toll the closures have had on our small businesses, the Chamber took a lead role in advocating for local small business support. We partnered with Arlington Economic Development BizLaunch to promote the small business GRANT program, including co-presenting a webinar about how businesses could apply for these grants from Arlington County. Outdoor dining has been important to help restaurants to reopen with more distance between tables. The Chamber championed Arlington taking a flexible approach to tables. The Chamber has shared the Forward Virginia phase guidelines with members, and hosted Arlington’s Public Health Director and Environmental Health Specialist at a Government Affairs & Economic Development Committee meeting so business and property owners could ask questions about how to reopen safely. The Chamber will continue to work with our members, partners, and the government to promote policies that will help our businesses and community see the safest and most successful recovery.

Expressing Businesses’ Concerns About Noise Ordinance Enforcement The Chamber engaged with Arlington County on a proposal to change how it enforces its noise ordinance.

We hosted the County Ombudspeople to discuss the issue at a Government Affairs & Economic Development Committee meeting.The speaker’s report proposed the amendment to the County Board including a description of the intended escalation process as presented at our meeting. We were still concerned that, notwithstanding best intentions now, the amendment contained no safeguards to ensure that the desired escalation process is followed and enforcement is consistent and equitable.

Although the Board approved the amendment as drafted, several Board members acknowledged the Chamber’s concern and reiterated that they expect the escalation process to be followed. Moreover, the County Board members invited the Chamber and others to remain vigilant and to speak up if enforcement ever deviates from what has been promised.

General Assembly Wraps up 2020 Business The General Assembly met in Richmond in April for its annual reconvened, or “veto” session, where it acts on recommendations or vetoes from the governor on legislation passed during the regular session. The General Assembly agreed to amendments offered by the governor delaying some tax and minimum wage changes to next May to give businesses more time due to the impact of the coronavirus pandemic.

They also rejected an amendment, which the Chamber opposed, that would have delayed enactment of healthcare benefits consortia for small businesses and their employees, but unfortunately Governor Northam then vetoed the unamended bill. The governor and General Assembly took a mostly wait-and-see approach on the 2021-22 budget, removing much new funding from the budget and anticipating a special session later this year when the effects of the economic coronavirus are better understood.

Members can be involved in shaping policy positions through the Government Affairs & Economic Development Committee, which typically meets twice a month in the Chamber Boardroom.

Supporting Innovation in Arlington The Chamber has been active this spring and early summer in supporting many ongoing projects that will strengthen Arlington as an innovation hub.The Chamber was one of the earliest advocates for installing small wireless cells in Arlington to support 5G mobile technology. This technology has the potential to support many community needs, including business connectivity and digital equity for residents. Having approved the concept of small cells last summer, Arlington County now is working on deploying these cells. The Chamber is actively encouraging the County to set up a streamlined process for wireless providers to deploy this technology to get it up and running without unnecessary delays.

The Chamber also supported funding for several transportation projects that will strengthen the connections between Arlington’s business centers and the entire Greater Washington region. The Chamber encouraged the Northern Virginia Transportation Authority to fund Rosslyn multimodal network improvements, a new VRE Station and airport connection in Crystal City, a second Metro entrance in Ballston, and connector trail alongside Arlington National Cemetery as part of their six-year funding plan.

Innovation is not just for the private sector, and the Chamber is encourages Arlington County to be innovative in its policies. To support development along Columbia Pike, the Chamber endorsed recommendations from the Columbia Pike Revitalization Organization for changes to the Columbia Pike Form Based Code. The recommendations include allowing retail-equivalent uses in storefronts, design flexibility, and relaxing signage restrictions. The current code is very rigid and we expect that the proposed changes will promote more economic activity on Columbia Pike today, potentially seeding future development.

Chamber Holds Arlington County Board Candidate Forum Events The Chamber held two County Board Candidate Forum events this year sponsored by George Mason University. One for the regular election in November and another for the special election in July to fill the seat left vacant by Erik Gutshall’s passing.

The first forum, for the regular election, featured a moderated discussion with current County Board Chair Libby Garvey (D) running for re-election and (Top L-R) Chamber Government Affairs Manager Scott Pedowitz, Chamber President & CEO Kate Bates, and Audrey Clement (I) (Bottom L-R) Alex Koma, Washington challenger Audrey Clement (I). The second, for the Business Journal, Deb Crawford, George Mason University, and County Board Chair Libby Garvey (D) special election, featured Bob Cambridge (R), Susan Cunningham (I), and Takis Karantonis (D). Both events were held virtually as webinars.

Alex Koma of the Washington Business Journal moderated both discussions, which centered on topics relevant to the Arlington business community, and provided candidates the opportunity to address these issues and engage with local business leaders.

The questions covered priorities, including the impact of the coronavirus on the local economy, housing affordability, and Arlington’s overall future direction. The moderator asked each candidate what the most important priority is, how they plan to deliver these goals, and what they want to see Arlington look like in the future. The question and answer session ended with a response from each candidate on how they would make it easier for businesses to operate in Arlington.

Washington Workplace Named 2019 Best in Industry: Furniture Vendor by CREBA Washington Workplace was recently awarded the 2019 Best in Industry: Furniture Vendor

by The Commercial Real Estate Brokers Association of DC (CREBA). These annual awards recognize the highest-performing and most influential brokers in the industry for 2019.

COVID-19 prevented the awards ceremony, but CREBA revealed the winners in a series of online announcements in April.

Arlington Community Federal Credit Union (ACFCU) announced the retirement of long time Chief Financial Officer, Bill Maher. Virginia Chamber celebrates 25th Anniversary of Fantastic 50 recognizing small, fastest growing companies The Virginia Chamber of Commerce announced the names of the 2020 Virginia’s Fantastic 50.

Celebrating its 25th anniversary, the Fantastic 50 program is the only statewide awards program of its kind which honors the fifty fastest growing companies in the Commonwealth. Among this year’s honorees, Chamber members Enterprise Knowledge and U. Group have been recognized.

To be eligible for the Virginia Fantastic 50, a company must be privately held with headquarters in Virginia, show revenues between $200,000 and $200 million, and demonstrate positive revenue growth and positive net income in its most recent fiscal year over the previous year.

Culpepper Garden Welcomes New Executive Director Culpepper Garden and Susan Philp, Board Chair of Arlington Retirement Housing Corporation (ARHC), announced that Marta Hill Gray was named the new Executive Director of the ARHC and began on July 1. Marta replaces Linda Kelleher, ARHC’s first full-time Executive Director, who is retiring after a 46-year career, the last five of which were spent advocating and fundraising on behalf of Culpepper Garden and it’s residents. Linda served on the Arlington Chamber Board of Directors and as Chair of the Community Action Committee. “Our Board is thrilled to welcome Marta and we look forward to her devoting her strong nonprofit leadership and fundraising skills on behalf of our residents,” said Philp.

Freddie’s partners with Amazon to provide meals to frontline workers Amazon partnered with Arlington institution Freddie’s Beach Bar and Restaurant to coordinate with neighboring restaurants on Crystal City’s 23rd Street Restaurant Row to provide 10,000 meals to public safety officers, healthcare workers, and Arlington residents in need during the month of May. In addition to supplying lunch and dinner to the frontlines and the most vulnerable during the COVID-19 crisis, the program provided much-needed revenue to a number of local restaurants that provided the meals each day.

Signature Event Garvey Addresses the State of Arlington County, Local Heroes Honored On June 16, 2020, the Arlington Chamber of Commerce held the State of the County & Public Safety Awards, which celebrated Arlington’s economic achievements, the community’s future, and those who make the area an excellent place to live and work. Arlington County Board Chair Libby Garvey gave an address highlighting Arlington’s economic status. The Chamber then honored public safety personnel and first responders from Arlington County’s Police Department , Fire Department , and Sheriff’s Office who have exemplified heroic actions and exceptional performance of their duties.

The annual event was held for the first time as a webinar in accordance with social distancing guidance amid the coronavirus pandemic. In place of the traditional breakfast for attendees, catered breakfast was provided to 150 first responders and public safety personnel through the support of event sponsorships and registrations. Libby Garvey began her State of the County address by saying, “Considering everything, Arlington County is doing pretty well” and that “one of the major reasons is the quality of people in our community, both within and outside of our government.” Addressing the response to the coronavirus crisis, Garvey thanked Arlington’s businesses, nonprofits, and residents for “stepping up throughout the County to help.”

Garvey also discussed engagement with the community over policing policies in the past month. “Our goal should always be to be a model for the nation,” said Garvey.

Garvey expressed optimism about the state and direction of Arlington’s economy. “While Arlington’s corporate community is certainly feeling the impact of COVID-19, we are fortunate to have a diverse economy,” Garvey said. “Our fundamentals of talent, location, and transportation are solid, and they will withstand this pandemic. We have a well-educated and a wellconnected workforce. This continues to be a great place to live, work, and play.”
