OUR SPEAKERS Eddie Armstrong, Responsible Growth

Arkansas

Eddie works with clients to identify their strategic needs, connecting them with the right people to ensure their cannabis businesses and lobbying efforts are successful. He also helps cultivation clients on the nitty-gritty details of licensing applications and compliance. The former minority leader of the Arkansas House of Representatives, Eddie has been at the forefront of the fight to expand the availability of medical cannabis. His track record of success and expertise as a communicator makes him a forceful advocate for clients. Eddie has distinguished himself in the public eye on numerous occasions, recognized both for his political and business leadership, as well as his philanthropic endeavors. Eddie has deep relationships across the Arkansas cannabis industry. In addition to his contracted advisory and lobbying work on behalf of the industry, Eddie serves as campaign chairman for Responsible Growth Arkansas. In this role, he has built effective relationships with key corporate leaders, decision makers, and industry representatives. He has a track record of lobbying success on behalf of the cannabis industry and worked directly with the Arkansas Cannabis Industry Association on key legislation during the 93rd General Assembly. This was the first legislative session that the ACIA and lobbyists worked together to ensure success for the industry as a whole. Eddie played a pivotal role in multiple lobbying efforts, establishing a remarkable track record of success. Eddie is a graduate of the University of Arkansas in Fayetteville and makes his home in Little Rock, AR.

Angela Campagna MSW, LCSW, CCTP, Face2Face Therapy

Angela Campagna is a licensed clinical social worker and certified clinical trauma professional. She has been diagnosing, educating and treating those who suffer from post-traumatic stress for more than a decade. She is an advocate for medical marijuana in treating those who suffer from post-traumatic stress disorder. As a U.S. Marine veteran suffering from PTSD, she has a unique ability to connect and help others heal. This extensive professional and personal experience has allowed her to directly observe the therapeutic effects of implementing medical marijuana as a tool to overcome and manage PTSD.

Campagna founded Face2Face Therapy in 2018 in order to address an unmet need in Arkansas of a large-scale therapy practice that uses a collective and collaborative approach in treating complex symptoms. Campagna ensures that her clients have access to a complete range of evidencebased treatments that can support them in their goals and address multiple areas of healing. This includes an in-house registered dietitian and a medical massage therapist in addition to traditional clinical therapists.

Doralee Chandler, Director, Alcohol Beverage Control Division Doralee Chandler, a lifelong resident of Arkansas, was appointed to lead the Arkansas Alcoholic Beverage Control Division in November 2018. As director of the ABC, she is responsible for the oversight of not only alcoholic beverage manufacturers, distributors and retailers but also medical marijuana cultivators, dispensaries, processors and transporters. In January 2021, she was also assigned to oversee Arkansas Tobacco Administration. Before joining the ABC, Chandler served as general counsel for the Arkansas State Crime Laboratory. She obtained her law degree from the University of Arkansas School of Law in Fayetteville. In 2017, the speaker of Arkansas House of Representatives appointed Chandler to a five-year term on the Arkansas Parent Counsel Commission.

Robert Debin, CEO of Natural State Medicinals & President of ACIA Over the last four years, this Arkansas native has been recognized as a trailblazer and trusted expert in the cannabis field. He helped form and serves as the President of Arkansas Cannabis Industry Association (ACIA). This is Arkansas’ first and only cannabis industry trade association advocating for laws, regulations and public policies that foster a healthy, professional, and accountable medical cannabis industry in our state. He also co-founded and serves as CEO of one of Arkansas’ first medicinal cannabis operations, Natural State Medicinals (NSM) as well Founder of Arkansas finest purveyor of hemp products Buffalo Co.


Erika Gee, Wright Lindsey Jennings Erika Gee has been representing medical cannabis businesses since December of 2016 in a broad variety of matters, including regulatory and legislative lobbying, compliance counsel and general counsel for licensed dispensaries, cultivation facilities, processors, licensed hemp growers and processor and ancillary businesses. She is also the primary drafter of Responsible Growth Arkansas’s ballot initiative to authorize adult use of cannabis. She leads a multidisciplinary team of attorneys at Wright Lindsey Jennings who provide representation in tax matters, mergers and acquisitions, capital raises, employment law and other issues affecting the industry. She is a recognized expert and soughtafter speaker on the legal and regulatory aspects of medical cannabis in Arkansas, with multiple articles on the topic for Arkansas Business and appearances on Arkansas Week, Talk Business and Arkansas Public Media.

Stuart Jackson, Wright Lindsey Jennings Stuart Jackson is one of the most highly regarded employment attorneys in Arkansas, whose focus as of late has been on pandemic-related employment issues (including compliance with the various vaccine mandates), medical marijuana in the Arkansas workplace and defending collective and class actions under the Fair Labor Standards Act and the Arkansas Minimum Wage Act. On a day-to-day basis, he advises employers on compliance with the various civil rights laws and helps them develop personnel policies, employment agreements and covenants not to compete. He also defends employers in federal and state court litigation, including claims under Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, the Family and Medical Leave Act, the Fair Labor Standards Act, the Arkansas Civil Rights Act and the Arkansas Minimum Wage Act.

Tangelia Marshall, Natural State

Tangelia Marshall is the vice president of Human Resources of Natural State Medicinals. Marshall joined Natural State Medicinals in April of 2020. Before being named vice president, Marshall served as the director of human resources at Natural State Medicinals. Marshall has more than 10 years leadership experience working with senior executives, boards of directors and various other stakeholders. Before joining Natural State Medicinals, Marshall served as board liaison and part of the CARTI Foundation Leadership team. She also served as deputy director and director of business administration for the Arkansas Health Insurance Marketplace and as program manager for the Arkansas Insurance Department. Marshall earned her bachelor’s degree in business administration from Philander Smith College and her master’s degree in public administration from Arkansas State University. Marshall is currently pursuing a doctorate in public policy and administration from Walden University, where she is A.B.D. Marshall is from Warren, but has resided in Little Rock for her entire adult life where she along with her husband, Joey, their four younger children, and furry friend Blu love to call home. Marshall also serves on the ASU Executive Den Committee, was appointed as chair of College Relations for the Central Arkansas Human Resource Association Board in 2019. She also serves as a member of the ARSHRM College Relations Committee.

Dan Roda, CEO ABACA & Vice President of ACIA

Dan Roda is co-founder and CEO of Abaca, a North Little Rock-based financial technology company that provides banking, payment processing and treasury management services to the cannabis industry. Educated at Tulane University and Villanova Law School, Roda entered the professional world as a corporate attorney. He first experimented with the cannabis industry in 2017, helping clients with dispensary license applications in Arkansas. During this process, Roda was exposed to the cannabis banking problem, which led him and three partners to found and launch Abaca. Roda represented Abaca in the CanopyBoulder accelerator program in fall of 2018 and is a founding board member of the Emerging Markets Coalition. Roda is also vice president of the Arkansas Cannabis Industry Association and is on the National Cannabis Industry Association’s Banking & Financial Services Committee.

Trevor Swedenburg, Vice President Culinary Operations Natural State Medicinals Arkansas native, Chef Trevor Swedenburg, is a classically trained chef with an affinity for innovation and altruism. When Trevor isn’t whipping up the newest creation in the kitchen of Natural State Medicinals, where he serves as the Vice President of Culinary Operations, he can be found pushing the limits of imagination at Buffalo Co. Trevor has a lady cat named Jeff - who was named after Natural State’s Head Grower.

CEO, Arkansas Center for Health Improvement and Professor, Colleges of Medicine and Public Health UAMS Dr. Joe Thompson works at the intersection of clinical care, public health and health policy. A nationally recognized leader in the quality and financing of health care, he leads the Arkansas Center for Health Improvement in its efforts to address emerging and legacy health issues through individual choice and influential policy. Thompson also is currently co-principal investigator on a first-of-its-kind

medical marijuana study, funded by the National Institutes of Health, to review consumers’ cannabis purchase information, insurance claims records and other data to analyze Arkansans’ experiences — both positive and negative — with medical marijuana. Since the beginning of the COVID-19 pandemic, he and ACHI have been assisting in Arkansas’s response to the public health emergency, an effort that includes collecting and analyzing local data on the pandemic and disseminating vital information to decision-makers across the state. Thompson was the inaugural surgeon general of Arkansas, serving in the administrations of Republican Gov. Mike Huckabee and Democratic Gov. Mike Beebe, and he previously served on AcademyHealth’s Advisory Group on Diversity, Equity, and Inclusion in Health Services Research. He was the U.S. Agency for Healthcare Research and Quality’s first Child and Adolescent Health Scholar, a Robert Wood Johnson Foundation Clinical Scholar and assistant vice president of the National Committee for Quality Assurance. Thompson is a professor of medicine and public health at the University of Arkansas for Medical Sciences.

Dr. Brandon Thornton, CEO Steep Hill Arkansas

Dr. Brandon Thornton is co-owner and CEO of Steep Hill Arkansas, a cannabis science company with a focus on analytical testing. He provides pharmacist consultant solutions to cannabis businesses, including patient counseling on cannabis products, the creation of educational materials, physician outreach and staff training on pharmaceutical compounding methods. Thornton serves on the Quality Assurance & Patient Safety Committee of the American Society of Cannabis Pharmacists and as secretary for the Arkansas Cannabis Industry Association. He is a member of the Society of Cannabis Clinicians and has completed detailed cannabis training through its TCMI program. He resides in Little Rock. Thornton also has experience working in the Food and Drug Administration MedWatch program in Rockville, Maryland. He earned his doctor of pharmacy degree from McWhorter School of Pharmacy at Samford University and is licensed to practice pharmacy in multiple states.

Hippie Hounds Andrea Harris is the CEO and founder of Hippie Hounds Treats. She is a certified instructor with the American Association of Veterinary State Boards and an international master speaker. She has provided continued education to veterinarians and technicians in the United States, South America and South Africa. In 2021 she began working with The Federal University of Santa Catarina (UFSC) in Brazil.
