DENISE REID HOGGARD We meet in Hot Springs for the 119th Annual Meeting June 1416 with a program of continuing education, a forum for conversations on important hot topics, an opportunity to learn from legal giants, and to hear messages from our governor, legislators, educators, and our attorney general. We will also be inspired and informed by our new Chief Justice Dan Kemp. You are sure to be inspired, encouraged and challenged to set high standards for your continued service as officers of the court. The Arkansas Bar Association represents all practice areas and settings across the state. It is the voice of Arkansas lawyers. That voice is strong because you work through the year and your presence at our 119th Annual Meeting is vitally important, especially in these interesting times. To keep our voice strong to protect our courts, it is important we come together and lead together. Arkansas lawyers meeting and working together with Arkansas judges can ensure our judiciary remains a separate branch of our government, that it stays free from undue political pressure—independent from party politics, separate and equal to the General Assembly and the governor. It is so significant that we meet together jointly with the Arkansas judicial council and we appreciate the opportunity this provides for us to work and learn side-by-side. May we never take for granted our fine judiciary and their commitment to the integrity of our justice system. As you stroll through the program, I feel certain you will struggle with the realization that there are simply too many quality programs to be in all of them. The Association welcomes Chief Justice Kemp to our joint meeting with the Arkansas Judicial Council. He will present his first “State of the Judiciary Address” on Friday at 11:30 a.m. In an interview published in The Arkansas Lawyer magazine this February, Kemp outlined his plans to lead the Court. Kemp’s goals include strengthening the administration of justice through the use of technology, encouraging better communication with the public and other branches of the government, and improving civility in the legal profession. Chief Justice Kemp was officially sworn in as Chief Justice of the Arkansas Supreme Court on January 1, 2017. He started his law practice in Mountain View following his graduation from the University of Arkansas School of Law in 1976. His service to the judiciary began when he was appointed as municipal judge in 1977. He held this position until he was elected circuit judge for the Sixteenth Judicial Circuit in 1986, a position he held until the end of 2016. In addition to serving as circuit judge, he served as a drug court judge for 12 years.
