Bernstein entered the environmental consulting industry as a report editor in 1986. Since 1989, he has performed Phase I Environmental Site Assessments of commercial, industrial, military, and multi-family residential properties in 35 states, Canada, Mexico, and Germany. He has conducted asbestos building surveys in accordance with City of Philadelphia regulations.

Mike has authored fulllength journal articles on the subjects of coastal plain geology, maritime history, and industrial history. A member of the Society for Industrial Archeology, he authored an article that was the primary reference in a successful nomination to the National Register of Historic Places. His archive pertaining to the shipbuilding industry on the Delaware River during World War I was recently transferred to the Historical Society of Pennsylvania for permanent preservation.

An avid fossil hunter, Mike has donated part of his collection to the New Jersey State Museum and Rider University. The remainder of his fossils will be bequeathed to the Academy of Natural Sciences of Drexel University. In 2012, he donated to Rowan University artifacts that he collected 30 years earlier at an archeological site located just off campus.

Mike’s time in Arizona includes visits to Luke Air Force Base and the Barry M. Goldwater Range, where he watched A-10 Warthogs strafe and drop live bombs.

Heather is an advocate for the preservation of mid-century modern architecture, art, and signage. Her primary focus is Northern California Modernism, with a particular interest in roadside architecture. As a writer for the Society for Commercial Archeology, she covers the West Coast.

In 2017, Heather celebrated the release of Motel California – a book ten years in the making. In 2018, Motel California was accompanied by an exhibit of the same name at the Museum of Neon Art in Glendale, California.

For the past two years, Heather has been documenting the history of Electrical Products Corporation (EPCO), once the largest electric sign maker on the West Coast.

EPCO was based in Los Angeles but its Southern Division covered Phoenix, Tucson, Flagstaff, and Yuma.

Some of the most spectacular signs in California were the work of EPCO – including the Hollywoodland sign in Hollywood, Coca Cola Weatherbird sign in Fresno, and Hamm’s Brewery sign in San Francisco.

Less is known of EPCO’s presence in Arizona.

Editor’s Column: Bear “Happy” to Find Refuge in Museum Douglas Towne

I

n April, the cry went out across Arizona to save an endangered bear in Phoenix named Moe Allen. The rescue would be costly, require specialized equipment, new habitat, and it needed to be accomplished ASAP. Jim McPherson of the Arizona Vintage Sign Coalition directed the heroic rescue.

McPherson raised more than $1,000 in contributions on short notice and enticed Cook & Company Signmakers, a Tucson firm, to drive their machinery to the Valley, gently rescue the “Happy Bear” in about four hours, and transport him back to their equipment yard.

The bear had advertised the Moe Allen Auto Body Shop at 3325 North 16th Street in Phoenix since 1955. But the business had recently closed, the buildings were being razed, and the historic neon sign on which the bear was featured was soon to be demolished.

The commercial parcel is being redeveloped and will feature a 125,000 square foot, three-story self-storage facility. “The building itself was interesting but aged,” says John Badura of Noblewest Properties, who purchased the parcel. “There had been a lot of haphazard additions over the years, some of which may not have been permitted, so it made sense to start fresh.”

McPherson, who serves as the president of the board of directors of the Arizona Preservation Foundation says, “Saving the Moe Allen sign is a bright spot in efforts to spotlight how meaningful vintage signs are to Arizona’s heritage. We’re hoping the outpouring of support on social media for this rescued sign will translate into financial support for future sign preservation.”

lished in 1917 as an auto luggage rack producer and used the slogan “Let Bear Lug Your Luggage,” according to architecture historian Debra Jane Seltzer.

“By the early 1920s, the company began producing wheel alignment tools,” Seltzer wrote in the Fall 2017 issue of the Society for Commercial Archeology Journal. “During this time, Bear developed the yellow “Happy Bear” character which was used in print and signs across the U.S. The bear symbol indicated that those auto shops had been trained by Bear and used Bear wheel alignment and diagnostic tools.”

Company Signmakers. Although the sign’s neon lightning has not worked for many years, Cook plans to bend new glass tubing to relight it. “The paint is in pretty good shape, so I don’t plan on touching it,” he says.

The 7,000 square-foot museum will feature many types of signs, especially neon. Most of the signs are from Tucson. A soft opening is scheduled for this October.

Classic rock fans might do a double-take when they see the refurbished bear sign. The Grateful Dead used a dancing version of the bear logo in the early 1970s. In her article, Seltzer says that it was used without permission, but Bear Manufacturing never pursued legal action against the band.

Fortunately, the recent move will allow the “Happy Bear” sign to “Keep on Truckin.”

he Camelback Inn was started in 1936

by Jack Stewart and financed by John C. Lincoln, in a then-remote area called Paradise Valley. Now called the JW Marriott Scottsdale Camelback Inn Resort & Spa Camelback Inn, the resort is proud of its past but interested in staying relevant, which included a recent upgrade.

The Paradise Ballroom is a state-of-theart conference center that opened in June 2018. The new space features floor-to-ceiling windows with views of Mummy Mountain and a unique amenity in the Marriott hotel portfolio: J. Willard Marriott’s Western art collection. “My father would go into Scottsdale back in the 1970s and negotiate the best prices to get the best art,” J. Willard “Bill” Marriott Jr., his 86-year-old son, says.

is building the Paradise Ballroom. Paul Rossi, director of food and beverage at Camelback Inn indicated that the construction company is having the same challenges as the resort. “Finding quality employees to fill jobs is tough right now,” he says.

Rossi said that glass walls with inspiring views have become standard for ballrooms throughout the Marriott chain. But sometimes the rooms need to be dark for meeting presentations and functions. Finding window shades that overlap so as not to let any light shine through has proved difficult. “You would think that something simple would have been worked out, but we’ve had to work with the shade manufacturer for almost a year to accomplish this,” he says.

The ballroom will be customizable, with adjustable walls that create up to eight separate meeting spaces. The smallest conference salon will accommodate up to 80 guests, while the largest will provide for up to 480 guests. With all of the walls removed, the full Paradise Ballroom will expand to 15,000 square feet, with the ability

to accommodate large groups of more than 1,500 guests.

The ballroom will feature a relic salvaged from the inn’s original meeting space - the Peace Pipe painting. Rossi indicated the art would be redisplayed after undergoing restoration.

Set on 125 acres of Sonoran Desert landscape, the Camelback Inn features 453 guest rooms and suites, each with a private entrance and garden patio or balcony. The resort also offers 36 holes of championship golf, six tennis courts, the Spa at Camelback Inn, two swimming pools, and seven restaurants and lounges.

Local First Arizona Hosts Subcontractor Expo Crystal Alvarez

Vendor booths lined the first floor of their office, which showcased their crafts.

Participants built instant connections and discussed vital information regarding their area of construction expertise. The event connected diverse stakeholders to promote sustainable development through collaboration.

The Subcontractor Expo concluded with a tour of Western Window Systems led by Vice President of Manufacturing Dean Seger. The journey took participants through the manufacturing facility and ended with a fun twist as participants slid down the office’s two-story red slide.

The event showcased the power of a

localized development supply chain and how collaboration among local subcontractors and developers can build a better Arizona. This expo was made possible through the support of Western Window Systems, in partnership with Courtesy Chevrolet.

Various vendors expressed positive feedback on the event and said that the unique opportunities that the Subcontractor Expo provides, because of the face-toface interaction, are priceless. Details for a second subcontractor expo are currently in the works.

Besides the Subcontractor Expo, the LFA For(u)m hosts other events focused on promoting sustainable development.

The event created an ideal space for local subcontractors including carpenters, steelworkers, engineers, and designers to showcase their exemplary work and connect with development leaders.

The Subcontractor Expo promotes sustainable and thoughtful development through techniques such as infill, adaptive reuse, preservation, and redevelopment practices. The program seeks to ensure that when new development projects launch, key stakeholders are part of the conversation allowing for strategic decisions.

This year, the event had an exceptional host. Western Window Systems, a vendor that participated in the inaugural event last year, opened the doors to their beautiful and innovative Phoenix office. Construction Firm “Races Ahead” for Good Cause Patti Luttrell

“R

unning Isn’t Our Specialty.”

That’s the name of Pono Construction’s fundraising team for the annual Run to Fight Children’s Cancer. And, while running might not be its specialty, Pono Construction is an expert in making a difference.

Led by owner Butch Glispie, Pono has always made it a point to serve the community, but it revved up its commitment in 2011 when Grand Canyon University asked Glispie if the company would sponsor a new run on campus to benefit kids with cancer. Glispie had been working with GCU since 1986 – Pono handled the massive build-out of GCU’s west Phoenix campus – and the firm was happy to lend support to a community race.

Pono’s leaders had no idea that raising money for childhood cancer would quickly become an urgent mission for the company, its employees, and its partners. “At that time, we didn’t have a personal connection to the cause, but we were always eager to give back to the community,” said Glispie.

“During the past eight years, we have met dozens of families who are fighting this nightmare disease. Pediatric cancer has touched many of our families, too.”

As a result, Pono’s support for the cause has grown steadily since the first event in the fall of 2011. Today, the walls of its Phoenix office are lined with photos and memorabilia from races over the years. Beyond an annual sponsorship, the

Pono team has become a fundraising machine, even enlisting its partners to join in the effort.

“The race has taken on a life of its own,” added Glispie. “Suntec Concrete and Kenyon Construction have formed race teams, and several of our other subcontractors are raising money with Pono.”

Indeed, with Pono recruiting Valley construction companies to support the cause, builders and their families show up in force for the Run to Fight Children’s Cancer every year. The race, presented by Children’s Cancer Network, takes place in March at GCU and raises awareness and funds to help Arizona families battling the disease.

ti Luttrell, executive director of Children’s Cancer Network and race director for the Run to Fight Children’s Cancer. “They rally their troops for the race, volunteer their time and talents at our resource center, and cheer on childhood cancer families in so many ways. They are a true partner in putting an end to pediatric cancer.”

The Run to Fight Children’s Cancer is the largest race in Arizona dedicated to children’s cancer. The event brings together thousands of runners and walkers, along with volunteers, spectators and childhood cancer survivors. It features a 5k, 10k, and a quarter-mile Cancer Survivors’ Walk to honor children who have beaten cancer, those who are still fighting, and those who have lost their battle with the disease.

“When we learned that pediatric cancer is the most overlooked and underfunded category of all cancer research, we knew we had to help,” said Glispie. “It became especially personal when a dear friend of mine learned his granddaughter had leukemia. I knew we had to do even more.”

To date, and with considerable help from Pono and its partners, the Run to Fight Children’s Cancer has raised nearly $600,000 for Phoenix Children’s Hospital and Children’s Cancer Network. The proceeds stay in Arizona and fund cancer treatments, patient and family education, health and wellness programs, and advocacy.

roundbreaking ceremonies typically have well-dressed executives looking a little out-of-place wearing hard hats and holding shovels. But a recent groundbreaking ceremony in Chandler added a new twist – a model rocket launch. The April blastoff signaled the start of a new campus for Orbital ATK, a global leader in aerospace and defense technologies. Officials set off a model rocket to recognize the launch vehicles that will be designed and manufactured at the Chandler facility.

The 617,000-square-foot Orbital ATK Chandler campus will be a multiple-building facility that includes office space and state-of-the-art manufacturing space. The campus is located at the intersection of the Loop 101 and 202 freeways on a 47acre site at the southeast corner of Price and Willis roads. Willmeng Construction of Phoenix is building the facility, which is scheduled for completion in 2019.

The new campus is along Chandler’s Price Road Corridor and within Park Place, a mixed-use development by the Douglas Allred Company of San Diego. The company had previously developed the Cotton Center in Phoenix in the late 1990s. Park Place is a 180-acre master-planned campus offering office/flex space development that includes a variety of low- and mid-rise office space, executive suites, hotels, conference centers, and light industrial parks.

Park Place has fully-leased the buildings constructed since development began in 2008, totaling 1.23-million square feet.

Tenants include Infusionsoft’s headquarters, which relocated from Gilbert in 2012.

al status and Orbital ATK’s new campus aids in that goal,” Allred President Dave Allred, said. “Chandler’s economic development team is very forward-thinking, planned out the infrastructure well, and is just top-notch to work with to achieve the long-term vision for Park Place and this innovation corridor.”

Chandler Mayor Jay Tibshraeny was happy to have the company. “Orbital ATK’s continued investment in Chandler — and in the Price Road Corridor — is a shining example of our long-term vision for this employment center,” Tibshraeny said. “Adding these sustainable, high-wage jobs to the community, along with the research and development that will take place, only solidifies our reputation as the Innovation and Technology Hub of the Southwest.”

Rich Straka, vice president and general manager of Orbital ATK’s Launch Vehicles Division, said he is looking forward to expanding the company’s business in Chandler. “The launch vehicles we design and manufacture here are instrumental in providing cargo to the crews on the International Space Station, launching satellites for space and earth science, and in defending the nation. This new campus allows Orbital ATK to continue to execute on these vital programs for our country.”

In 2017, Orbital ATK hired 250 employees at its Chandler facility. The company has plans to fill 200 open positions this year and eventually expand its Chandler workforce by at least another 50 employees over the next year and a half.

ow did you start in the trucking business? neighbor, who had a Super 14 dump truck, asked me to ride along with him one day. He said he enjoyed driving a semi over being a commercial pilot. This wasn’t the most comfortable riding truck but, nonetheless, I enjoyed it. He convinced me to buy one and go to work with him in 2007.

I found a truck for sale south of Tucson that I liked and went to pick it up. Now here's the exciting part of the story: I didn’t have a CDL [commercial driver’s license] and had never driven a semi before. Driving it home was an adventure. The truck was a 1996 Peterbilt with a Super 10 transmission pulling a pup trailer. I had no idea what I was doing! I got it home but couldn’t back the trailer in; it was a comedy of errors. But nobody died.

Describe your current fleet?

I currently own 41 Supers and Bellies, and most of the fleet is 2017 and newer. Kenworth is my truck of choice.

How do you keep experienced help?

It’s easy if you treat people with respect and pay them well. We offer safety incentives which are paying off tenfold. Our company just received an award from our insurance carrier for being one of the safest trucking companies with the highest retention of drivers in the U.S. I take a lot of pride in that achievement.

his is the last in a series of three articles that discuss certifications that help provide quality concrete construction. The first article discussed field testing of concrete and the second discussed flatwork finishers. This article will discuss the individual responsible for assisting the design engineer for the entire inspection process, the Concrete Construction Special Inspector.

The American Concrete Institute (ACI) defines the Concrete Construction Special Inspector as “a person qualified to inspect and record the results of concrete construction inspection based on codes and job specifications. The program covers inspection during preplacement, placement, and post-placement operations.”

Manual of Standard Practice (MSP)

The Concrete Construction Special Inspector is the link between the designers and contractors and must have the ability to document compliance or noncompliance items to codes, specifications, and the engineering drawings. In many cases, the Concrete Construction Special Inspector is the last independent person to see if the forms and reinforcements are correct and that the proper procedures are being followed to get acceptable concrete construction.

To obtain the Concrete Construction Special Inspector certification, a person must complete these steps: 1. Have a current Field Grade I certification 2. Meet a work experience requirement that varies depending on educational background.

The work experience must include: Decision-making authority and responsibility; Verification of compliance with plans, specifications, and codes; Evaluation of concrete construction in the field; Documentation and reporting of inspection results; and Proficiency in appropriate areas of concrete construction inspection 3. Pass a three-hour, open-book exam on the above-referenced documents. The person is not expected to memorize the information but have the ability to find the necessary information.

4. Pass a one-hour exam on reading plans.

The exam is meant to be comprehensive and covers more than 1,000 pages of reference material. The Special Inspector must also understand the differences between codes and standards which are written in mandatory language (using the word shall, thus a requirement) and reports/ guides (using the words may or can, thus providing good advice or options that are not mandatory).

Most individuals benefit from taking a review class, which can vary from a few hours to three days and are offered throughout the U.S. In Arizona, a three-day class is scheduled each fall (see azaci.org).

There are benefits for a technician or engineer to become a Concrete Construction Special Inspector. These individuals are versed in current manuals that provide the requirements and guidelines for quality construction. The ACI study books pro-

vide an excellent reference in the field and contain detailed information on inspection, tolerances and good construction procedures.

A Concrete Construction Special Inspector should be able to solve the following questions: 1. The maximum size of aggregate used in structural concrete must not be more than: A. One-fifth the narrowest dimension between sides of forms.

B. One-third the depth of the slab.

C. Three-fourths the minimum clear spacing between the reinforcing bars.

Answer: all three conditions listed above must be met (ACI 318.26.4.2.

2. What is the fineness modulus for a fine aggregate with the following gradation?

Answer: Air temperature, relative humidity, concrete temperature, wind velocity (ACI 308, Fig.4.1).

4. We have a one-hour delivery time for an open dump body truck that is delivering concrete to our job site. The required concrete temperature on the job site is 50°F and the air temperature is 25°F. What is the required concrete temperature at the batch plant?

Answer: 55°F (ACI 306. 5.8) 5. What is a dropchute?

Answer: A device used to confine or direct the flow of a falling stream of fresh concrete (ACI Concrete Terminology) The problems the Concrete Construction Special Inspector is required to solve are not easy and most questions will require finding the right references. From my experience, a person wanting the Concrete Construction Special Inspector certification would benefit from a review class before they attempt to take the exam.

veryone fears discovering asbestos, the litigation of which is the longest, most expensive mass tort in U.S. history. What should contractors know when potentially dealing with this hazardous material that has been used for insulation for much of the 20th century?

The scope of work for a Phase I Environmental Site Assessment typically includes observations for asbestos-containing materials (ACMs), and might also include discretionary sampling for laboratory analysis. Although asbestos is no longer the raging issue it was years ago, an assessment for this silicate mineral must be performed carefully and reported properly.

ACMs are categorized as thermal system insulation, surfacing material, and miscellaneous materials. ACMs are friable (can be crumbled by hand pressure) or non-friable.

The most common form of thermal system insulation is pipe insulation, and the most common type of asbestos pipe insulation is generically referred to as “Air Cell.”

It looks like multiple layers of corrugated paper. Because Air Cell was manufactured under quality control, it is of a predictable nature.

Less predictable is the asbestos content of “mud” insulation applied to pipe elbows, valves, and tees because this material was often mixed on the work site in a relatively casual manner. By the early 1970s, fiberglass insula-

tion was commonly used on straight pipe runs, while asbestos-containing insulation was still being installed on elbows, valves, and tees. In other words, don’t dismiss the insulation on the pipe fittings just because the straight runs are fiberglass. Air Cell asbestos insulation was banned nationwide in 1975.

Surfacing material includes sprayedon fireproofing, “popcorn,” and stucco.

Sprayed-on fireproofing was banned nationwide in 1973. Popcorn is the soft material that looks like crumbled popcorn and is often found on the ceilings of motels and hotels, where it was used for its sound-absorbing quality. Unpainted popcorn is so friable you can run a finger through it. Popcorn and its kind were banned nationwide in 1978.

Miscellaneous ACMs include everything else, with the most common being vinyl floor tile and its mastic (glue). Square, 9 by 9-inch vinyl tile is relatively old and usually contains asbestos, while 12 by 12-inch vinyl tile is newer and also often includes asbestos. Black mastic is older and often contains asbestos. Yellow mastic is newer and, in my experience, doesn’t hold asbestos. Old vinyl floor tile and vinyl sheet flooring are often hidden beneath carpet or newer layers of tile.

“A-word” in the presence of tenants in a residential building. Doing so could cause a public relations disaster and telephone calls to lawyers.

Only a lawyer would seriously care about this technical point (it has resulted in lawsuits being dismissed), but a good test of your consultant’s knowledge is their use of the term “Transite.” Transite is a registered trade name for cement-asbestos products manufactured by Johns-Manville.

But Johns-Manville was not the only company that manufactured such materials. A knowledgeable asbestos professional will not use the word Transite unless he or she knows that Johns-Manville produced the product at hand. Otherwise, the material should be referred to generically as a cement-asbestos product or a cementitious ACM. I’m not suggesting that you bait your consultant and raise the issue without provocation. But if the word Transite appears in your consultant’s report, ask them if and how they know it’s a Johns-Manville product. Watch to see if they squirm.

In years past, the scientific issue of asbestos became an emotional issue, especially in schools, and there was a general panic to remove the material. Unfortunately, some abatement workers during the boom years of the 1980s were dismissive of health and safety practices, and they are now affected by asbestos-related disease.

The author has reviewed enough Phase I reports of Arizona properties to know that while much construction is too new for asbestos, older buildings are a concern. General contractors and demolition contractors should adhere to the applicable Arizona DEQ asbestos regulations. Maricopa, Pima, and Pinal counties have been authorized by the EPA to regulate asbestos matters in their jurisdictions.

Asbestos is still an issue in buildings constructed into the late 1980s. Today, undamaged ACMs are usually left in place and managed under an Operations & Maintenance Program. But the hype has mostly passed, and the matter has settled down to the scientific and rational basis where it belongs.

A MESSAGE FROM THE AZUCA PRESIDENT

y now, most of you have probably heard that AZUCA‘s Executive Administrator, Connie Peretz, has decided to move onto a new adventure in her life and left us at the end of May. For AZUCA, that meant an immediate replacement.

The Board of Directors met for several weeks searching for a replacement prior to Connie’s departure. After interviewing several qualified firms, “Premium Organization“ was selected and is currently under contract to update all documentation and get in stride with AZUCA‘s Board of Directors. So far, they have done a phenomenal job!

Specifically, Stephanie Weadock will be our main point of contact for all things administrative. While we are still in the process of updating the website, all emails and phone calls are being rerouted automatically so that Stephanie will be answering and assisting whenever necessary.

When the Arizona Chapter of NUCA decided to split off from the national organization and created “AZUCA,” we were faced with several challenges.

At the time, we were all facing the worst economic downturn we had seen in the US since the I930’s, and the fees associated with the national organization were cost prohibitive. We lost several of our smaller members

with an industry-specific guest speaker could be a great way for all of us to reconnect with each other, learn something new, and provide assistance to members who need it the most.

I have reached out to a number of resources and have secured a high level executive at Century Link to be our first guest speaker in October. Be looking for flyers and updates on date, time and location as well as a bio on the speaker. I’m excited to begin this new phase in AZUCA’s ongoing progress! I think this is an excellent first step to regaining the momentum we once had.

If we are to survive and maintain the scholarship program that we have had for many years, we will all have to look for ways to support the organization by stepping up to the plate and volunteering. Getting your employees involved at the grassroots level is by far the most beneficial, as they will someday be our industry leaders. The Board of Directors and I are doing our part to maintain services that we all depend on so greatly. I look forward to your insight, input and assistance over the next couple of months.

The benefits of belonging to the national organization included administrative assistance and leadership in advocacy. These benefits were supported by the national fees that put us all in a state of complacency.

The organization’s work historically handled by administrative staff and a small handful of volunteers, could no longer afford the luxury provided by National. Just like at home, a small organization like AZUCA cannot afford to maintain a lavish lifestyle on a small budget. The Board recently asked for a minimal increase in membership fees and we were met with disgruntled members and some who simply felt that leaving AZUCA was the better decision. This organization cannot and will not survive if only a few are willing to pitch in and help. Our main goal is to support our scholarship program.

If you compare AZUCA to similarly sized professional organizations in the Phoenix area, you will find that the majority of the work is done by member volunteers (and not just those on the Respectfully, Board of Directors).

For the last five years, she has served as Business Development Manager for DBA Construction, Inc., a heavy civil construction firm based in Phoenix. Prior to that, she worked for Austin Bridge & Road (no longer operating in Arizona) and Sundt Construction.

Educated in California, she attended Occidental College and moved to Arizona in 1979. Ms. Sapon is married and has two sons, Nicholas – 23 and Terrence – 34, both of whom still live in the Phoenix area, and two grandsons. Arvid Veidmark, III Director SSC Global Arvid has been a part of Arizona’s underground utility construction community for nearly his entire life. As the third generation owner of SSC Global, a Phoenix based trenchless technology/vacuum potholing contractor, Arvid grew up in the business running projects in the field before taking over the estimating role in 1995 and now serving as Executive Vice President. Arvid brings his 30+ years of hands on underground and trenchless experience to many construction teams as a consultant, and to the Maricopa Association of Governments as a technical advisor on MAG Spec sections 602 and 608.

Outside of the office, Arvid keeps busy with his wife and four children ages 17, 16, 14 and 12. He is an avid outdoorsman, hiker and hunter, as well as sharing his love of archery with youth through volunteer efforts with Saguaro Camp Cedarbrook where he serves as the vice-president on the board of directors. Arvid is also a USA Archery Level 2 certified coach and a USA Archery Judge.

uesing Corp was involved in “Taming the Desert� the last two years, as a major site development contractor for the Apache Sky Casino in Dudleyville, located about halfway between Globe and Tucson on State Route 77. Buesing Corp was awarded a subcontract in

January 2015 by Killian Construction for this new development project by the San Carlos Apache Nation. The initial phase one project consisted of a 170acre site and one-mile access road that was planned and built with minimal disturbance to the nearby pristine desert. Still, more than 450,000 cubic yards (cy) of mass excavation and cut/ fill earthwork was involved in the road development.

The initial RFPs in the Fall of 2014 were based solely on two basic color 11 x 17 schematics over laid on a Google Earth image. The initial project budget was refined somewhat with a few more schematics in early 2015, and the basis of a subcontract scope and price was formed so that early site work could begin. This alternative project delivery method

(APDM) of design-build is becoming more popular across all market sectors to help expedite projects to completion.

Killian asked Buesing Corp to start the mass excavation and road work based on a draft soils report and recommendations. Jump-starting the project before the civil design was completed helped meet the sched-

ule.

The geotechnical report recommendations and the civil engineering design both initially required substantial over excavation and recompaction and the import of thousands of cubic yards of spec soil to use as fill for embankments, roadways, and parking lots. Through some expedited value engi-

neering options of approach and cost evaluations submitted by Buesing Corp, hundreds of thousands of dollars were saved by collaboration with the project team surrounding these soil issues and the final resolution.

The deceleration, or turn lane off, of State Highway 77 onto the new access road in-

culverts, and widening the roadway cut through a ridge. While the earthwork initially seemed easy, a power line structure and its alignment needed to be protected. Buesing Corp performed a design-build scope to install a permanent soil nail shoring/earth retention system on a batter. This shored wall was more than 30 feet high at its peak. Also, to save time and costs, Buesing proposed and installed a permanent structural shotcrete wall facing using colored shotcrete.

Much of this project was constructed by Killian, Buesing, and its subcontractors working extended hours due to the remoteness of the site and to meet the schedule. The project required 9-10 hour days, including many Saturdays. In the final push leading up to the April 2017 deadline, our crews worked even longer days and a few Sundays. Our schedule milestone was met due to these extraordinary efforts by Buesing’s crew and our subcontractors.

Buesing’s work was substantially completed in April 2017, while the modular gaming facility was completed in Fall 2017. Although the San Carlos Apache Nation has plans for future phases of a larger, more permanent gaming casino and hotel, phase one of this project is complete, gaming has been ongoing since October 2017, and the “Desert has been Tamed” - for now.

• Mission U.G. installed the fire line consisting of 1,187 lineal feet (lf) of 8” ductile iron pipe (DIP), 290 lf of 6” DIP, and 6,880 lf of 4” diameter DIP, and miscellaneous fire hydrants, valves, and risers.

• Mission U.G. installed the commercial use water line, consisting of 1,838 lf of 2” diameter force main pipe, cleanouts, and air relief valves.

• Mission U.G. installed the sewer line, consisting of 160 lf of 4” diameter SDR 35 sewer pipe and cleanouts.

• The modular building, packaged sewer treatment plant, and lighting were all subcontracted by Killian directly.

Jim says one of the most important factors behind the success of his company, Sun

All these years, there’s been one constant with Chamberlain. “I never really regarded it as work, as crazy as that may be. I still enjoy my job and love going to the office.”

Chamberlain, who was 26 years old when he launched Sun State Builders, emphasizes the relationships he’s built with clients more than the many buildings his company has constructed. “In the grand scheme of things, we‘ve had a tremen-

Initially Sun State Builders designed buildings in modular increments so that they never had to cut a block or piece of plywood. dous number of great customers and made a lot of friends along the way,” he says. “It hasn’t all been chocolate cake and ice cream; everyone gets scuffed up along the way and has a few unpleasantries, but we’ve worked and played hard, enjoyed life, made many friends and built hundreds of buildings.

Most all of them, we’ve ended the project as friends with the

customer.”

Of all the projects Sun State Builders has worked on, there’s one specific type that is particularly special to Chamberlain – repeat customers. “Repeat customers are very gratifying,” he says. “They trusted me the first time as well as the second and even a third and fourth time, in some cases.” Chamberlain’s recipe for repeat custom-

ers consists of rigorous honesty, the best in quality and service, and looking after the customer’s best interests.

These are values that Chamberlain was raised with, as his father was a contractor who owned Chamberlain Drilling and farm companies that were based in Ventura County and Santa Barbara, California.

“I grew up wanting to be a contractor,” he says. Jim graduated from the University of Southern California and then worked four years for Kaiser Aetna. “I was a financial analyst until they realized my background and moved me to become a construction project manager. After I was fired from Kaiser Aetna for building a custom home on the side, I decided to take the big leap.”

The transition was more challenging than Chamberlain anticipated. “I started Sun State Builders in the middle of a recession and took any job I could get my hands on,” he says. “I now regard the timing as a benefit; it was a difficult period, and I had to tough it out. I worked seven days a week for the first six years in business.”

Sun State Builders did small commercial work and custom homes at McCormick Ranch for about five years. Chamberlain was a one-man show until he was able to hire a secretary, part-time, and later a few more employees.

Then Chamberlain made a meaningful connection when Dwayne Lewis introduced him to Glenn Martin at CMD. “That was a great relationship. We constructed 70 buildings and three industrial parks for CMD. For a young pup, it was a wonderful opportunity to launch my ultimate desire to be in the commercial building business.”

This very efficient technique allowed the first 12,000 square foot building for CMD to be built for $10.12 a square foot. “In those years, I was the first to introduce tilt-up construction to the Phoenix area as well as the “Design-Build” style of general contracting,” Chamberlain says. “I started working with the commercial brokerage community and generated sales through them, which we still do today.”

One of Sun State Builders’ most recent project has been constructing a new building for Runbeck Election Services, a leader in ballot printing and election technologies. The job was managed by Andrea Piering, and the architect was Bob Winton. “It was a design-build project, and we’ve enjoyed being the general contractor and making friends with the Runbeck family,” Chamberlain says.

“In all regards, it’s been a very successful venture and relationship.”

Chamberlain feels like he has won the lottery multiple times. First, being born in this country, second, being allowed to start his business at 26 years old. “There were many days that I was just jubilant with life and my career,” he says. “I’ve been a contractor, developer, rancher, and have shown hors-

es at a very high level. I am fortunate to have a high-performance jet airplane that I fly with my wife.” At one time I had a ranch in Yavapai County where we sold the top Angus in Arizona. Chamberlain’s goal has always been to try to maximize life’s experiences.

The success Chamberlain has encountered throughout the 45 years he has run Sun State Builders focuses on a simple but essential philosophy.

“There’s no substitute for hard work, creativity, integrity, service, quality, and most of all, surrounding yourself with terrific people,” he says.

Cindy Thomas, CFO Cindy Thomas, CFO, joined Sun State Builders in March 2016 bringing thirty years of extensive accounting experience, including an eighteen-year focus specializing in construction and real estate development. She has a proven track record as

an enthusiastic accounting professional with strategic and dynamic approach while driving results. Cindy graduated from the University of Phoenix with a degree in Business Administration, with certificate programs in both Accounting and Finance.

Vic Chapman, General Manager of Prescott Development Operations Vic joined Sun State Builders in 1984. He is currently overseeing the development of over 800 acres in Prescott which includes the infrastructure for various residential subdivisions, parks, etc. Vic has built a great rapport with the various governmental agencies over the years which has been beneficial in keeping projects on track. His experience has been valuable in assisting Project Managers and

their assistants with their day to day responsibilities such as budget/contract management, scheduling, problem solving, and subcontractor and client relations.

Stephen Brown, Sales & Development Manager Stephen heads the Sales division of Sun State Builders.

Steve attended the University of Illinois from 1970 to 1972, then the Embry-Riddle Aeronautical University from 1978 to 1980, where he graduated with Bachelor of Science degree in Aviation Management. In between he held various positions in sales and construction-related fields. He was also a pilot for an air freight company in the Midwest for two years, and a flight instructor at Embry-Riddle. In 1980 he went to work

Brian Snow, Sales & Development Manager / Environmental Impact Manager Brian has been in the construction industry since 1975, working various positions from laborer to corporate executive. He graduated in 1981 with a Bachelor of Science degree in Industrial Construction

Management from Colorado State University. Upon graduation, Brian worked at his family’s commercial general construction business for thirteen years. He joined Sun State Builders in 1999 and has not only managed projects, but has been instrumental in streamlining procedures for the project management staff and their assistants so that they can work more efficiently, re-working sub-contract forms and purchase orders to more accurately reflect the subcontractors and suppliers scopes of work, as well as enhancing the estimating program to develop more accurate budgets for clients. He is involved in training junior project managers and assistants to further enhance their construction careers. In addition to these duties, Brian is primarily a part of the Sales Division, establishing relationships with new clients as well as providing services to repeat customers. Brian also oversees the company’s compliance programs and efforts regarding dust control and storm water pollution prevention.

Crew in 1986 Mike Forst, Sales, Finance, & Development Manager Mike joined Sun State Builders in 2000 after graduating from Northern Arizona University with a finance degree. Initially he worked as a superintendent and project manager under mentor Jim Vallas, during which time he drew from Jim’s extensive knowledge of construction practices, standard of excel-

lence, and sense of fairness in contracting. While managing projects during the day, Mike earned an MBA from Arizona State University in 2003. He developed into a seasoned project manager and then transitioned into a member of the sales and development team. Mike currently performs roles of estimating, sales, leasing, project planning and entitlements, financing and underwriting, and project management. He has

Back When Phoenix’s Polynesian Palace Douglas Towne

Geography has shifted dramatically in the past half-century. Today, Tahiti lies roughly 4,300 miles southwest of Phoenix.

But back in the Swinging 1960s, an overnight visit to the South Pacific island nation could be had just a few miles east of downtown.

The Tahiti Inn opened at 2900 East Van Buren Street in 1959. Contractor R.L. Branaman constructed the motel, which offered “the finest of everything for its guests,” according to the Arizona Republic. The 73-room motel opened a few months after Hawaii achieved statehood in 1959, which was near peak infatuation with all things South Seas in the U.S. The Tahiti joined

other misplaced Tiki-themed motels on Van Buren, including Cocanut [sic] Grove, Samoan Village, Aloha Hotel, and the Tropics. The grandest Polynesian accommodations on the self-described “Funset Strip,” the Kon Tiki Hotel, opened in 1962, capping the trend.

The Tahiti ditched its tropical theme to become the Airport Travelodge in 1977.

The motel is currently a Days Inn by Wyndham Airport. All vestiges of its exotic locale have long ago been swept away by imaginary trade winds.

From Fire to Empire: The Remarkable Story of Mesa’s Buckhorn Baths Jay Mark

espite our best efforts to remain in control, life can deliver the unexpected – sending us careering down unanticipated paths.

When events brought tragedy into the lives of a newlywed couple eking out a modest living along a barren stretch of highway east of Mesa, little did they know

such devastation would ultimately lead to unimaginable success.

Ted and Alice Sliger had been married just three months. They were settling into a tiny cottage they purchased for $125, behind a gas station they rented to sell automotive basics, tourist trinkets, and snacks to motorists traveling along a lonely stretch

of Highway 60 – now Main Street in Mesa.

To bring in some extra dollars, Ted, an untrained but talented taxidermist, ran a side business mounting wildlife for those who brought him specimens after admiring his handiwork on animals stuffed from his own hunting treks.

some severe burns – scars he would carry throughout his life. His entire collection of taxidermy went up in flames. Except for a single buck head he had recently loaned to a Mesa restaurant.

Nearly broke, the young couple made a fateful decision that would ultimately lead the pair from a dreadful fire to an expansive empire.

They decided to own rather than rent their next business. With a loan from their friend, local Shell oil distributor Ronald Ellsworth, they purchased five acres for $250 from Mesa Journal Tribune publisher Charles Mitten, who assured them he would continue to sell them his additional 160 acres as the Sliger’s could afford to buy them.

and business on the northwest corner of present-day Main Street and Recker Road – using the cottage they relocated from the burned gas station property.

A man of unlimited imagination, Ted began building his dream. With little money and resources, he bartered and traded – doing whatever he could to get going -- starting with a load of 1,000 bricks that Alice purchased for $10 from workers demolishing the 1890s North School in Mesa.

Soon they had a handsome new Pueblo-style building from which they could pump gas, sell snacks, sodas, and curios to travelers heading to Mesa. Once again Ted was busy rebuilding his taxidermy collection and business.

They decided to name their new venture Buckhorn in honor of the antlered deer that remained the sole survivor of the fire.

One at a time, buildings were added as needed. Alice would later recall that Ted never hired an architect or contractor – designing from his imagination, laying out the dimensions for a new structure with his boot heel dragged through the sand. Day labor did most of the work.

Little by little, their enterprise grew as they added more acreage. But two drawbacks constrained growth: power and water. There was no electrical service to their property, so they used generators.

And there was no water service to their property. In the early years, Ted made

regular trips to town, hauling back as much water as his truck could carry. In 1939, after one trip too many, the couple decided to drill for water on the property. And not too far down they found water, but not the kind they expected. In another twist of fate, instead of cool, refreshing potable water, up out of the ground came a 113-degree, highly mineral-laden liquid. It was definitely not for human consumption.

Sensing an opportunity from this disappointing discovery, Ted sent a sample off to California for analysis. What came back would propel the Buckhorn in an entirely new direction.

It turned out that the Buckhorn just happened to sit right over a hot water fissure that ran from the southeast to the northwest – all the way to Castle Hot Springs near Wickenburg. handful of tubs.

Over time, word spread about the Buckhorn’s healing waters – the only such spa in the Valley. Then came another momentous twist of fate.

Horace Stoneham was the owner of the New York Giants baseball team. Stoneham had a winter home in the Valley. But he often lamented having to travel to Florida at the best time of the year to watch his team prepare for the upcoming season.

Enter Bill Veeck, owner of the Cleveland Indians whose team practiced in Tucson. Veeck suggested that since Stoneham had a home here, why not bring his team out to Arizona for spring training? The two then agreed to have their teams play each other.

What sealed the deal for Stoneham was his discovery of the Buckhorn and its therapeutic waters. What better way to pamper his star players than to put them up for a week or so at the Buckhorn?

So in the spring of 1947, the Buckhorn colorfully welcomed its first contingent of baseball players – a tradition that would continue for more than a quarter of a century. First with the Giants, and later the Chicago Cubs. It was baseball that really put the Buckhorn on the map and helped attract a cadre of celebrities over the years, including President Harry Truman’s sister, Mary Jane.

Ted Sliger’s son, Ted Newton, recalls the President phoning the Buckhorn nearly every day to check on the health of Mary Jane.

Ted and Alice were proud that the Buckhorn grew organically, without professional assistance. There was one instance in 1947, however, when Carl C. “Doc” Waterbury, a pharmaceutical salesman, close friend, and frequent guest, took it upon himself to hire M. Louis Kroman + Associates, a prestigious Chicago architectural firm, to design a new Spanish Revival main building.

Ted and Alice turned down the unsolicited “proposed building” plan.

In 1952, the Sliger’s were presented with a design for a second monumental neon sign. It is unclear whether or not the recently discovered, unsigned watercolor rendering was intended to replace the now iconic sign or serve as another along the vast expanse of property on Main Street.

Whatever the circumstance, the somewhat racy sign with an unclad feminine bather lounging in a hot tub was rejected and never erected.

– the first health spa in the Valley and the first to host a professional spring training baseball team. Some argue the Buckhorn helped contribute to the start of the Cactus League in Arizona.

The Sliger’s were the first in Mesa to incorporate extensive use of vibrant neon – from building outlines to numerous signs including the monumental Buckhorn sign that still stands today.

One can only imagine how the brilliant neon, seen for up to a mile, lured motorists, along the two-lane highway, out of the darkness into the colorful glow of this oa-

sis.

The story of the Buckhorn is a unique rags-to-riches tale, likely unachievable today. Uncertain of the property’s future, this writer and Ron Peters assembled an illustrated history of the iconic Buckhorn.

Buckhorn Mineral Baths and Wildlife Museum, published by Arcadia Publications, chronicles the fascinating story of the Siglers and their legacy. The book is available in local bookstores and from the non-profit Mesa Preservation Foundation that is the designated beneficiary of sales proceeds.

ost old-school fans know the hierarchy of the Valley’s professional sports arenas. There’s the 19,000seat Gila River Arena (aka, the Glendale Arena and Jobing.com Arena) that opened in 2003, the 18,422-seat Talking Stick Resort Arena (aka US Airways Center and America West Arena) completed in 1992, and the 14,870-seat Arizona Veterans Memorial Coliseum finished in 1968.

But few recall the name of the 8,000seat venue that opened in 1956. Hint: the opening act was the Bob Hope Variety Show starring Jane Russell, and Les Brown and his Orchestra. Three days of hockey followed, featuring the Winnipeg Warriors and the Seattle Americans of the Western Hockey League. Next was the figure-skating production, “Holiday on Ice.” This was the Phoenix Coliseum, which had a short life as an entertainment venue. Long, Forrest Cox, Ralph Staggs, and John Hall built housing during the Valley’s post-World War II boom, one developer specialized in constructing industrial facilities. When companies needed new or updated manufacturing and warehousing facilities, they turned to Andrew P. Tell.

Like so many people who relocated to Arizona at the time, Tell arrived in 1945, hoping the dry climate would help him recover from his ailments. The move to Phoenix helped his health but not his pocketbook. Tell’s first business ventures were duds but he found a way, with a little luck, to become a pioneer of industrial development. Not bad for someone who quit school in the sixth grade to work in a needle manufacturing plant ten hours a day at 10 cents an hour to help support his family.

Svit in what is now Slovakia in central Europe. The family, including six siblings, immigrated to the U.S. five years later and settled in Connecticut. By 1925, Tell was a foreman in the screw manufacturing department at Hubbell Electric in Bridgeport, Connecticut.

A year later, Tell moved to Akron, Ohio to court a girl, Mary Pavelda, whom he had known in Connecticut. Tell was hired at the Goodyear Tire and Rubber Company, starting on the night shift at 35 cents an hour.

Three years later he married Mary and they moved into a house that Tell had built.

Tell worked at Goodyear for 11 years, quickly rising to management. He also attended classes at the company’s Industrial University, which he later credited for Sep-Oct 2018

In 1937, Tell bought the struggling Akron Wholesale Coffee Company. Aided by his youngest brother, Paul, he made the company profitable. By 1942, they had absorbed six other food-related companies and changed the name to the Akron Coffee and Grocery Company. But amidst this success, came a significant health issue.

In the winter of 1944, Tell developed rheumatic illness that prevented him from walking. After experiencing the same debilitation the following winter, he took his doctor’s advice and traveled to Phoenix arizcc.com

“He was so proud of the buildings he built,” Betty Hirschberg, his daughter, says.

“He would take the family every Saturday

to show us the progress that was made. I would take my roller skates with me and skate on the huge cement floors.”

Tell’s next project was a 60-acre parcel on Grand Avenue between Thomas and Indian School roads, called the Payne Industrial District. Tenants included the Western Hardware Company, Pioneer Plumbing and Supply Company, a shirt manufacturing firm called Grunwald Marx, Inc., U.S.

As the Central Industrial District filled in, Tell acquired 40 acres between 11th and 15th avenues from Durango to Watkins streets. A railroad spur built by Santa Fe to serve the Fischer Contracting Company went through the property. The parcel, known as the Tell Industrial District, was outside city limits but close enough to

The all-purpose structure was designed to host sporting events, theater, conventions, expositions, and auto, horse, and ice shows. Many of these events came to Phoenix for the first time, since there was now a large enough arena to accommodate them.

The Coliseum opened on September 28, 1956 but closed six months later due to high operating costs and a heavy debt load. Tell reclaimed the building from the original owners and soon had the Philadelphia Symphony Orchestra, Frank Sinatra, an automobile exhibit, and ice skating shows booked at the venue. “I have too many business irons to operate it myself,” Tell told the Arizona Republic. After trying to sell it to the city for $400,000, Tell converted it into commercial space.

Tell built many other industrial facilities around the Valley, including the Komar lingerie plant in Mesa, the Spring City Knitting Mill in Glendale, and the Motorola plant on 52nd Street south of McDowell Road. A devout Christian, he also built many churches and religious facilities around Arizona. But he’s most well-known for bringing big-time for entertainment to the Valley, however briefly, in the mid-1950s with the Phoenix Coliseum.

His daughter recalls Tell for other reasons. “He was a loving father who had a heart of gold,” Hirschberg says. “He was so trustworthy; he did business with a hand shake. He gave God all the glory for his success.” arizcc.com

efore the turn of the century, travel within the U.S. was an option reserved for the wealthy—and the train was the preferred vehicle for continental mobility. With the introduction of the automobile, people took to the roads, especially those with a hunger for adventure. The automobile, however, was a machine in its infancy and not always reliable. The roads were unpaved. There were few if any, places to stay.

All this would soon change.

From 1910 to 1920, the number of registered autos in the U.S. ballooned from 500,000 to eight million, increasing to more than 19 million by 1926. Free auto

Tropical Paradise

During World War II, U.S. mainlanders became fascinated with the South Pacific: its customs, foods, fashions, and architecture. For several years following the war, and again following the statehood of Hawaii in 1959, there was a proliferation of Polynesian-themed establishments across the U.S. Arizona once had a fair number of tropical motels. In some cases, the theme did not extend far beyond the signage, such as Tucson’s Tiki Motel, however, in other cases, the motel offered a fully immersive experience.

Billed as “A Little Bit of Waikiki in the Heart of Phoenix,” the Kon Tiki Hotel opened in 1962 with fine dining, tropical landscaping, and a generous helping of tikis. The Kon Tiki’s giant roadside sign, featuring two tribal masks, mounted on twin bamboo poles, was near impossible to miss... unless you were staring at the resort’s unusual architecture. Designed by the architect James Salter of Haver & Associates, the Kon Tiki Hotel featured a roofline that appeared ready for takeoff. It was the perfect marriage of Tiki and Googie… and by the late 1990s, it was gone.

Desert Oasis

In the 1950s and 1960s, Arizona’s desert landscape inspired the construction of numerous desert-themed motels. Phoenix alone was home to at least a dozen. From general desert themes – like the Desert Inn, Desert Sky, and Desert Sun, to themes borrowed from the Middle East – like the Caravan, Bagdad, and Pyramid, Arizona offered a variety of motel oases.

The Dunes Motor Hotel was one such oasis. The Dunes opened around 1959 with a “gay, resort-like atmosphere.” Guests were treated to “vacation luxury at moderate prices.” In addition to beautifully furnished rooms, with individual carports, the motel featured a heated swimming pool and shuffleboard court. A convenience store and several restaurants were located nearby.

Cosmic Voyage

In 1957, the Soviet Union successfully launched the first satellite into space: the Sputnik 1. This impressive feat was followed by sending the first human being— Yuri Gagarin—into space in 1961. By the early 1960s, the Space Race, a competition between the Soviet Union and the U.S., was in full swing. In 1969, the nation made its own significant mark in history by landing the Apollo 11—with astronauts Neil Armstrong and Buzz Aldrin—on the moon.

Not surprisingly, Americans had a fascination with space in the 1960s. Popular

television programs included The Jetsons, Lost in Space, and Star Trek. Cars featured tailfins in the like of rocket ships. Disneyland unveiled a revamped Tomorrowland.

And space-themed motels dotted the country.

In 1964, Arizona businessman Al Stovall launched a “new achievement in motel design” with his Space Age Lodge in Anaheim, California. A second Space Age Lodge opened in Gila Bend, Arizona shortly after that. Rooms were creatively furnished using “jet-age metals and plastics.”

The pool was built in the shape of a space

capsule. Adjacent to the pool, there was a geodesic dome cabana called “the Moon House.” Stovall’s unique concept proved so popular that more space-themed motels would follow. Today, the Gila Bend establishment is the only motel in the Stovall chain that retains its space-age theming.

Diving Ladies

In the 1950s and 1960s, diving ladies appeared on U.S. motel signs to advertise the presence of swimming pools. Once a common sight of the American roadside, these signs have become increasingly rare.

Early postcards of Phoenix’s Horseshoe Motel (circa 1955), feature a neon roadside sign with a giant horseshoe and palm tree. In the early 1960s, a diving lady was incorporated into the motel signage. Within a decade, the sign was revamped yet again, the central panel replaced with plastic, the horseshoe raised from the center to the top, and the diving lady repositioned through the horseshoe. It was a fantastic piece of roadside advertising, but by the late 1990s, it had been razed for improvements to Grand Avenue.

The decline of themed motels in Arizona mirrored the trend in the rest of the country. The referral and chain motels started appearing in Arizona in the early 1960s. The once mighty Van Buren Street, for decades the main thoroughfare through Phoenix, became far less traveled following the opening of the Maricopa Freeway.

Today, there are few intact Arizona motel survivors and even fewer where you’d actually want to stay the night.

Elementary School Passes the Test of Time John Bueker

F

or eight glorious years from 1964 to 1972, I had the privilege of attending an amazing elementary school in Phoenix by the name of Sahuaro.

Opened in 1960 to accommodate the newly-minted Staggs-Bilt Westown subdivision, Sahuaro Elementary School has long since passed into the realm of local legend.

The school is regarded with exceeding fondness and reverence by countless alumni, current and former staff, and longtime residents of its surrounding neighborhood. A 50th-anniversary celebration at the school

in 2010 drew an overflow crowd of more than 800 to commemorate this unique institution and celebrate its rich history.

There was an elusive magic about Sahuaro that was probably inseparable from the time and place of its conception. Beyond the first-rate faculty and administrative staff, and the sturdy midcentury classroom construction design and robust curriculum, there was the idyllic setting of a 1960s suburban neighborhood perched upon the dusty outskirts of an emerging Southwest metropolis. Put simply, this was

a great time and place to be a kid. The character of the school was both a reflection of this environment and a vital element in its emergence.

I’ve stayed close to the school over the years, visiting often, attending events, participating in the organizing committee for the 50th birthday celebration. I even created a historical archive website at www. sahuaroschool.com. Sahuaro PTA leader Angi Fisher generously granted me unfettered access to the Sahuaro archive photo albums from the 1960s and ‘70s, which enabled me to digitize hundreds of images and enshrine them on the website.

It’s obvious that the Sahuaro School is a venerable old educational institution deeply cherished by myself and many others in the community.

Imagine my surprise and concern in June 2017 as I drove by the school and saw it being transformed into something re-

sembling a war zone. Trees lining the playground areas were torn down together with long-standing softball backstops and the fencing surrounding the property. The parking lot was ripped asunder, and the Above: Sahuaro School, facing southeast, 1960.

kindergarten playground bulldozed into an unidentifiable mound of soil and debris.

Alarmed at this spectacle, I made inquiries and learned that Sahuaro was undergoing a significant reconfiguration and expansion of its parking lot and playground

facilities under the auspices of the general contractor, the Alexander Building Company based in Scottsdale.

Project manager Jeff Keck at Alexander Building explained that the primary purpose of the project was to relieve traffic congestion around the school. “The student pick-up and drop-off process at the school has become very hectic,” he reported. “Our primary goal is to relieve this problem for the school.”

When I attended Sahuaro in the 1960s and early ‘70s, this was a non-existent problem; students walked to school. For my siblings and myself, the journey took a total of about 10 minutes from our front door on Joan De Arc Avenue to our arrival at Sahuaro, depending of course on how much goofing off we did along the way.

For a variety of reasons, especially student safety, this dynamic has gradually changed and has now flipped in the opposite direction. Today, most Sahuaro students are driven to school, causing increasingly difficult conditions for an academic entity whose facilities were never designed for such a contingency. In those days, being driven to school by your parents was an unimaginable luxury.

Alexander Building was a fine choice for the project. Founded in 2007 by Shane Alexander, the contractor specializes in retail, education, office, and tenant improvement projects. Project manager Keck has 34 years of school construction experience, most recently working with the Pendergast Elementary School District in the Arizona Contractor & Community

West Valley. Keck characterized the site improvement project at Sahuaro as “fairly routine,” although the work entailed by far the most extensive modifications made to the school’s infrastructure in its 57-year history.

The company accepted the job in March knowing construction would need to be completed by August 7, the first day of school. The work commenced in late May with the removal of trees and other structures lining the northern end of the school, along with an extensive amount

of concrete and asphalt.

Alexander ultimately exported 80 loads of material from the site, including more than 700 yards of soil.

Before the new faculty parking lot could be constructed, new underground water storage facilities were installed, including a ten-foot-diameter

corrugated metal pipe to speed run off into new dry wells. During the process, older sewer lines were uncovered and replaced as they were situated higher than the new curbing arrangement would allow.

The revised Sahuaro design creates 78 new parking spaces along the northern periphery of the school and features a sophisticated traffic flow method that can queue up 36 cars for student drop-off and pick-up.

During peak usage, six vehicles can now simultaneously pick up or drop off students.

Parents also have the option of parking and retrieving their children in a designated area situated off the parking lot grid.

The two-lane queuing line features speed bumps to slow traffic and a speed table added for pedestrian traffic.

Bus traffic will now be diverted to the newly expanded south parking lot at Sahuaro, which was formerly used exclusively for the school’s daycare facility. This lot is now doubled in size, allowing space for bus traffic pick-up and drop-off, which is effectively segregated from the van traffic that services the nearby daycare building.

Such appreciable changes will affect the school’s daily routine and require some significant adjustments for Sahuaro staff, students, and parents. “There’s a learning curve involved, so police will work handin-hand with the school to re-direct people to the correct drop-off lanes,” Keck said.

The school has posted information on their Facebook page and district website to aid in the transition.

Approximately 40 percent of the school’s playground area was sacrificed to create the expanded parking and dropoff space. To compensate for this loss, the school district has deployed abundant new playground equipment, shading structures, and wood-chip laden play areas for students. All new security fencing encloses the school’s periphery.

Scrambling to make their deadline, the Alexander Building team worked hard to ensure the project’s on-time completion. The result was a very impressive and complex modification of the school’s structural design and function in just two short months of work.

elementary school being transformed in this manner has been a somewhat painful reminder of the impermanence of things.

Familiar playgrounds of my youth are now gone, and the school will never appear quite the same again. Still, I marvel that Sahuaro School retained for almost 60 years the original configuration bestowed by its planners and builders.

Change, however, is inevitable, and this impressive array of improvements was necessary for Sahuaro to move forward. The project was initially planned a full decade ago and has only now come to

fruition, as funding became available and planning was finalized.

There are schools in the Washington School District that were constructed later than Sahuaro and yet have been demolished and rebuilt. That Sahuaro still stands is, I believe, a testimony to the exceptional affection and esteem with which this institution is held in the community. It’s also a tribute to its enduring strength and character as a great mid-century Arizona school.

Building on the Past 1958: GE Brings Good Things to…Computers?

“W

hile there are many segments of this business which we will not enter, we do expect that computers labeled ‘GE- Phoenix’ will eventually be located in most factories, utilities, and banks throughout the United States.” So declared H. R. Oldfield Jr. at the groundbreaking ceremony for the firm’s computer manufacturing facility on the southwest side of Black Canyon and Thunderbird roads on May 13, 1958.

Oldfield, manager of the $4 million General Electric facility, also noted in the Arizona Republic that “It is hard to predict any reasonable limit to our business. The computer industry is moving toward the $1 billion level.”

nor Ernest McFarland, T.G.K. Construction Company began construction of a 104,000 square-foot, two-story building on a 160acre site for the plant. The building’s design provided for future additions after the factory was in operation. The plant was dedicated in February 1959.

GE’s first Phoenix facility opened in 1956 with 50 employees. GE offered the first standard computer system package for electrical power generating stations in 1961. Three years later, it pioneered “time sharing” on computers such as the GE-200,

GE-400, and GE-600 series, which allowed Phoenix businesses and schools to access a computer without having to purchase one.

The Phoenix GE facility had more than 5,000 employees in 1967, according to the Republic. GE sold its computer manufacturing business to Honeywell in 1970.

Growing up in Phoenix, I have many fond memories of films experienced at memorable theaters. Movies were a mechanism to escape daily realities and stimulate your imagination. The structures that captured these experiences could also stir your thoughts in their own way. Unfortunately, many have been demolished, including the following examples.

Fox West Coast Theater, located at 109 East Washington Street in downtown Phoenix, was a sizeable 1,800-seat theater that opened on July 30, 1931, to become

one of the most significant architectural icons in Arizona. The Moderne-style design featured abstract zig-zag patterns and crisp geometries and was designed by S. Charles Lee, an architect known for his motion picture theaters.

The Fox was used for film premieres, live performances, radio broadcasts, and special events. The theater occupied most of a city block, and its marque identified the entry. Voluminous interiors had wall and ceiling surfaces activated with Art Deco designs of sculptural and custom-painted

effects. The auditorium ceiling had a metallic sunburst that focused on the proscenium arch, and the Arizona landscape was abstracted on the fire curtain. The interior theme was, “The Archer and the Hunt,” and was carried throughout with features and graphics. Robert E. Power Studios of Los Angeles was the interior designer and orchestrated the elaborate interiors.

The Fox was the first theater in Phoenix to have air conditioning and was popular during the summer. I was quite young when experiencing this fantastic edifice, but I vividly recall attending a Wallace and Ladmo Show on a Saturday morning with hundreds of other kids. We all received bags, watched a cartoon, and introduced the feature film. By the mid-1950s, downtown Phoenix was in decline, including the Fox. By 1975 the City of Phoenix owned the theater, and it was demolished to create a bus terminal.

Palms Theater, located at 2612 North Central Avenue, opened on March 23, 1945. Paramount Nace Theaters Inc. owned and operated the theater that was designed by Lescher & Mahoney with William L. Pereira, FAIA, as the consulting architect. Its Streamlined Moderne style had low horizontal lines and a shade canopy that addressed Central Avenue. The structure used native flagstone at exterior walls and columns, extensive glazing, a neon sign, and an outdoor-reflecting pool that extended under the glazing and directly into the lobby interior.

My favorite Palms Theater memory was seeing the Swiss Family Robinson on my 8th birthday in 1960. Already thinking about architecture, I was mesmerized by the notion of living in a tree house on a deserted island. I remember paying attention to details such as elevating the small pavilion away from the critters, having smart features such as operable roof hatches to sleep under the stars and utilizing the native bamboo as a building material. Palms Theater closed in 1981, and the property has been redeveloped into mid-rise office buildings.

Cine Capri Theater, located at 2323 East Camelback Road in Phoenix, opened on March 31, 1966. Arizona Paramount Corporation initially owned the theater, and Harkins purchased it in 1988. Henry George Greene, AIA designed the single-screen, 900-seat theater. Greene was a consulting architect to ABC Theaters, and Haver Nunn & Jensen. Homes & Son Construction Company constructed the building.

nental style with no center aisles. Gold-colored fabric curtains rose dramatically to unveil the widescreen. The theater was built for Cinemascope, 70 mm and 36 mm widescreen movies, and, locally, was the first with Dolby Stereo. The auditorium reflected an oval arizcc.com

plan with exterior green-colored side walls, curved masonry end walls, and was capped with precast concrete tees and a copper fascia. The entry drop-off drive was choreographed with a shade canopy composed of sculpted precast concrete columns and copper fascia. The curved lobby was clad in

a jade Italian tile, had view windows, an interior outfitted with exotic finishes, and a snack bar.

I experienced many movies there including The Bible (1966), the premiere of Paint Your Wagon (1969), The Godfather (1972), the rerelease of The Sound of MuArizona Contractor & Community

sic (1974), and Star Wars (1977). The latter was one of my favorite movies and was the only one I returned to for a second viewing.

The Cine Capri closed on January 5, 1998, and the site was redeveloped.

1960. The theater was owned and operated by Harry Nace Theaters. Ray Parish, one of the first Scottsdale architects, designed the theater, which was constructed by E.L. Farmer.

The lobby, restrooms, and snack bar were small compared to other local theaters, and the auditorium was a large shoe

box. A single curved screen was designed for Cinerama with its three projectors. The 600 seats were wide and comfortable. The exterior played to the Kachina theme as reflected in the stylized name and a very tall abstracted arrow extended vertically from the ground, through the structure, and to the sky.

The movies I experienced there included How the West Was Won (1962), the premiere of 2001 Space Odyssey (1968), and one of the best date movies ever, Love Story (1970). After its demolition, the property was redeveloped into the Galleria project with an IMAX theater and a TGIF restaurant.

Over the years, we have been critical of local municipalities, historic preservation commissions, and elected leaders for not saving these critical architectural resources. All too often, these properties are owned by out-of-state businesses that are not committed to our community. To be more effective, we must educate these property owners about the importance of these architecturally-significant structures and demonstrate how they can remain viable commercial properties.

THE GOVWAY BUILDING: A SHOPPING “COLISEUM” William Horner

ost people today wouldn’t consider the area around Indian School Road and 35th Avenue a Phoenix hotspot. The neighborhood, however, was a happening place back in the mid-1950s.

Nearby, John F. Long’s Maryvale residential development was in full swing. This housing boom was complimented by industrial and commercial growth along Indian School Road. The Airhaven Airport along with its flying school and 24-hour coffee shop operated nearby at 4050 Grand Avenue. Plans were being made to construct the large Western Electric cable plant at 3750 West Indian School Road. Across the street from the cable plant, developer Andrew P. Tell created Arizona’s first major indoor arena when the Phoenix Coliseum opened in 1956.

The 8,000-seat Phoenix Coliseum was designed as a multipurpose structure with dressing rooms and a removable stage by architect Francis W. Bricker. The primary activity was ice skating, but the rink could be converted in a day to accommodate events such as horse shows, square dances, athletic contests, and concerts. The build-

The most interesting feature of the Coliseum was its truss-less cantilevered steel roof with a clear span of 120 feet that permitted an unobstructed view. At the time, it was believed to be the widest span ever built in the U.S. Wonder Building Company of Chicago sent a crew to work with a local firm, Acme Steel Company, to assemble the roof.

of prominent local businessmen. Construction began in February 1956, with Tell confident the project could be finished in 180 days using precast concrete side walls.

The facility opened in September. “This was something local residents have been urging for 10 years,” wrote Arizona Republic Real Estate Editor Henry Fuller.

But the venture struggled despite being well advertised. Patrons voiced disappointment over the high

parking cost and an inadequate heating system. This led to financial difficulties that resulted in the Coliseum closing in April 1957, with Tell reacquiring the property.

Tell was not interested in operating the building as an entertainment facility and, after a few more events, leased the property to Govway department stores.

The store held its grand opening on October 15, 1958. Govway was an early membership-only store, a

forerunner to Costco and Sam’s Club. Govway was composed of individual vendors selling their goods and services and even included a gas station. Another Govway store was located in Scottsdale at McDowell and Hayden roads.

Govway, however, had a shaky run with vendors filing several lawsuits against the company. The firm had an advertising nightmare when the neon “V” burned out in 1962, resulting in the message, “GO WAY.” The store president was accused of embezzlement and was sued for back rent in 1964. Govway closed in 1971.

The former Coliseum building had several tenants, including Warehouse Food, a wholesale distributor from Boise, Idaho. In 1981, the facility was converted into an indoor soccer venue by Tom Sodaro and Jerry Seaver. The place remains a mecca for indoor soccer fans and is currently operated as the Phoenix Sports Centre. General Manager Felipe Plascencia said that Roger Behrens, the owner of Soccer Locker, purchased and renamed the facility in 1987.

I recently visited the venue to watch my niece play soccer, and ran into Scott Starkle, an old friend who was arriving for a men’s game. The building looks similar to its original design except that the arched dome ceiling cavity, still visible from the outside, has been capped off with a more standard interior ceiling. While the facility flopped as Phoenix’s first major entertainment arena, it’s still kicking as an indoor soccer venue.
