Letters to the Editor: We’re OK in Tombstone I recently met Billy while working on a construction project. He introduced me to Arizona Contractor & Community magazine, which I enjoy, particularly the vintage and historical aspects. It’s one of the first magazines I have read cover to cover in a long time.

My family is native to Tombstone dating back six generations. We have prospered in mining and construction since the late 1800's. I was raised operating much of the old equipment featured in the magazine.

Thanks to you and your staff for producing such an excellent publication.

Note from the editor: Meeting Mr. Wright I came to Tucson in 1950 from New Haven, Connecticut after achieving a degree in Architecture from Yale and after surviving a year-long bout with rheumatic fever. My doctors told me I had to move to a warm climate for my illness. My young wife and I chose Tucson, not only for the climate but its beauty and cultural life. Tucson in 1950 had a symphony, chamber music, opera, and a university.

My wife, Lois, was very interested in Planned Parenthood in New Haven so when we moved she was thrilled to get a job in Tucson with Margaret Sanger, President of Planned Parenthood World Federation. Lois worked as her secretary from 1950-1952, and was responsible for her correspondence and party arrangements, and sometimes met her visitors at the airport and took them to their hotels.

Mrs. Sanger entertained many visiting notables including her friend Frank Lloyd Wright, the famous architect, who was then in his 80’s. We attended some of her parties for the visitors, including one where Mr. Wright attended. At this party, Mrs. Sanger delayed her entrance until all the guests were assembled. Lois had to make all the introductions, so she introduced me to Frank Lloyd Wright.

I opened with, "I have always wanted to meet you, Mr. Wright." He replied,

"Now that you're here what have you got to say?" I told him I had recently graduated from the Yale School of Architecture. He said something to indicate to me that he didn't think that was a good thing for me to have done. I replied to him, "But Mr. Wright, it is only the beginning for me." He replied, "The beginning of the end," and turned on his heel and walked over to greet Mrs. Sanger.

My thrill at meeting the great man turned to ashes. I found it hard to believe a man of that stature could be that arrogant.

Despite Mr. Wright's opinion, I went on to enjoy a very successful and happy 40-year career in architecture in Tucson.

Edward H. Nelson, F.A.I.A. Tucson Architect 1953-1993 Below: In a bit of serendipity, Arizona Contractor & Community Editor Douglas Towne recently met famed Tucson architect Edward H. Nelson thanks to overnight lodging provided by his badminton doubles partner, Rob Waters.

Rob’s wife, Sarah, mentioned that her father, who designed “half the city,” was coming over for dinner. Learning her father’s name, Towne remembered that Nelson was the subject of our architecture columnist Doug Sydnor’s Fall 2015 column for Arizona Contractor & Community magazine. It is a small world sometimes.

ACC Celebrates Five Years Douglas Towne

“Y

ou’re fired!” Donald Trump would have told us with glee had we appeared on The

Apprentice.

After the Great Recession, print media was on life support, with famous periodicals releasing their farewell issues.

Was there a niche market for a publication about Arizona’s construction industry and its accompanying history?

An unlikely four-person team decided to give it a try, attempting to pull off the improbable feat of creating Arizona Contractor & Community magazine. At least it would be a memorable ride if we didn’t succeed. The team, all working part-time on the magazine, wasn't exactly an all-star roster that inspired confidence:

● Publisher William “Billy” Horner, a finish blade operator with a passionate vision for the magazine, but lacking media experience; ● Advertising Manager Chuck Runbeck, an Arizona construction publication legend, but a long-retired octogenarian; ● Production Manager Laura Horner, a corporate operative possessing an innate sense of style but lacking graphic design experience; and

● Editor Douglas Towne, a hydrologist, doing double-duty as a freelance writer for many years but a construction-industry neophyte.

One factor working in our favor was how organically we came together to create the magazine.

Billy, a third-generation Arizona construction worker, was the catalyst behind the magazine. A blade operator for Ace Asphalt, he’s also an accomplished drummer and performs regularly around the Valley. Despite his day job, musical inclinations, and tinkering with collectible vehicles, Billy was determined to launch a publication for the construction industry that highlighted its pioneer companies and vintage equipment.

To begin the project, Billy tracked down Chuck – and was surprised to find him spry and energetic. Since 1953, Chuck had worked on magazines such as Arizona Builder & Contractor, Arizona-New Mexico Contractor & Engineer, and Southwest Contractor. He also served for 34 years as Executive Director of the Associated Equipment Distributors of Arizona. Chuck retired in 1997, only to be lured back to work on the magazine.

Avenue. He performed there in bands while I curated the annual Grid Show art exhibit. The owner, Steph Carrico, suggested to Billy that I would be a good fit. As proof, she gave him a copy of another publication I edit, the Society for Commercial Archeology Journal, which focuses on roadside architecture and history.

Laura joined the magazine from a slightly different angle: she went out on a blind date with Billy. The two immediately hit it off. When the lack of a graphic designer stalled the magazine's launch, Laura grabbed the reins. Adept at learning new software, she put the magazine layout together and automated the essential business aspects of publication.

My initial expectations for the magazine were minimal: I figured the project would be a glorious failure, imploding after a few issues. Afterwards, Billy, Laura, Chuck, and I would occasionally get together and reminisce about what may have been.

Although I was busy with other writing assignments, one thing kept me committed to Billy’s project: history. Despite my ignorance of the construction industry, I’d long been fascinated with the infrastructure these companies built dams, bridges, roads, signs, and buildings.

The project also seemed as close as I would get to emulating City Magazine, a short-lived publication which covered civic life in Tucson in the mid-1980s, founded by the late iconic writer Chuck Bowden.

Mostly, though, I enjoyed brainstorming with Billy, Chuck, and Laura – and the many writers and professionals who have worked with us over the past five years. It's scary; we enjoy each other's company.

GCU Continues Camelback Corridor Revival Peter Cheng

T

he landscape of Phoenix’s Canyon Corridor neighborhood is rapidly changing with Grand Canyon University’s aggressive expansion plan. Several of the school’s projects are being built on the stretch of Camelback Road between 27th Avenue and the I-17 freeway.

GCU Campus Development Director Richard Oesterle said, “We’re building a 2,400-car garage and a 325,000-sq.-ft. office building on that site.”

The site also will include a new swimming pool, as well as restaurant and lobby attached to the 152-room Grand Canyon University Hotel, which opened

last summer. Like the hotel, the restaurant will be managed by the university’s hospitality management program.

“The pool and the restaurant will open June 1, the parking garage and the office building will be late fall,” Oesterle said.

Oesterle said the restaurant, “will serve a variety of food; it will be American cuisine. It's called Canyons '49 (because) Grand Canyon (University) was founded in 1949."

The project was designed by suoLL Architects out of Scottsdale and is being built by Pono Construction of Glendale.

Mony Wolver of Pono said her company is constructing nearly all of GCU’s current projects.

Over the past decades, this section of town has seen some hard times, but Oesterle said, "We are doing a lot of construction in the area, and I think it's

helped improve the area along Camelback and I-17.”

According to the Grand Canyon University development agreement with the city, a study by Elliot D. Pollack & Company found that “GCU’s development efforts over the next five years will result in a total of 6,743 direct jobs and 1,434 indirect jobs during the 10-year period from 2010-2019.

“GCU is responsible for an economic impact of $1.1 billion annually and an estimated $11.1 billion from 2010-2019.”

The same document states the city of Phoenix will reimburse GCU up to $19 million for infrastructure improvements made by the university.

T

he new Camp Verde Library is a repository of knowledge from around the world, but the building is very much of the Verde Valley.

“The library design makes use of the vernacular motif, which is a design philosophy that emphasizes regional context,” library architect Joel Westervelt, AIA, says. “Buildings must ‘fit in’ and have a sense of place; in this case, Camp Verde.

It makes use of native materials, local building forms and traditions.”

The new $3.8 million, 17,000 squarefoot community library is replacing the current facility, which dates from the early 1970s. Aside from reading rooms and book stacks, the new library will include hightech educational and social spaces. Camp Verde is a rapidly growing community of about 12,000 residents in Yavapai County.

“The most challenging part of the project was the community approval process, which took almost five years but ultimately united the community during a struggling economic period,” Westervelt says.

The library design uses a simple, economical form reminiscent of early agricultural buildings in the Verde Valley. fourteen

The walls and roof are primarily corrugated metal. The most unusual aspect of the library project was taking the economy of a pre-fabricated steel building and integrating other elements to allow for quality features, refined detailing, and other amenities.

These elements include a 36-inch-high stone base made of Verde River rock, which elevates the library out of the 100year floodplain. Other features are a timber entry structure and bronze accent panels to articulate the side walls of the building.

The design incorporates the latest green technology features to create a comfortable environment and modern

conveniences for the library patrons. The original intent was to achieve LEED certification, which the community decided not to pursue due to additional construction costs. Most of the LEED features, however, were implemented into the building.

“The library is a hybrid design of historic local traditions while blending formal and elegant features brought together with new technologies,” Westervelt comments. “It will serve as a civic icon the community will be proud of and provide the required library services necessary for Camp Verde’s citizens.”

fter nine months of construction, Queen Creek’s newest shopping center is in its final stages of development.

The QC District on the southeast corner of Rittenhouse and Ellsworth Loop roads includes 16 acres of retail and dining opportunities such as Sprouts Farmers Market, Starbucks, HomeGoods, Original ChopShop Co., Orangetheory Fitness, Pet Planet, MOD Pizza, and several others.

While the project broke ground in August 2015, it had been on the town's horizon since 2013 when Queen Creek first issued a request for the proposal of a mixed-used retail development on a 20acre town-owned parcel.

“We feel that it's going to bring in additional sales-tax dollars, and it provides some of those other amenities that I know our residents have requested,” said Doreen Cott, Queen Creek’s economic development director.

After receiving three offers, the proposal was issued to Indiana-based developer Thompson Thrift and contracted Chasse Site Superintendents Jeff Sermeno and Steve Cochren.

“Our team and consultants worked hand in hand with the town to come up with a cohesive design that would create an aesthetically pleasing shopping center,” said Chris Hake, Thompson Thrift Development Southwest Region vice president. “When developing any project, we want to make sure the project’s design fits in well with the area we are developing in.”

The project will occur in two phases.

The first resulting in the main shopping center and the second, scheduled for later development, to include an entertainment district and possible hotel amenities on the remaining four-acre section.

“When we issued the proposal, one of the things included was a need for family

entertainment,” Cott said. “We’re waiting to get phase one open, and I know they’ve been actively marketing the balance of the 20 acres for different types of uses, but we don’t have a definitive timeline.”

With 10 of 11 buildings completed, finalization of phase one is expected to wrap up this June. Sprouts Farmers Market will be the first to open on May 4.

"It's going to add to our economic base and diversify our economy so that we're not as dependent as a community on the growth model of new construction," said Chris Anaradian, Queen Creek’s development services director.

Metrocenter to Have Mixed-Use Rebirth Peter Cheng

iant, enclosed, air-conditioned, onestop shopping centers like Phoenix’s Metrocenter mall once ruled America’s suburban landscape, but their splendor has faded.

“I remember the thick pizza at Pizza D’Amore, there was a skating rink, it was always the main stop,” said lifelong Phoenix resident Tony Krznarich, 51, who

has fond memories of the Metrocenter in its glory days.

Krznarich said, “They didn’t have big box stores back then, so we had the Metrocenter. My family from Prescott would come down to go to the Metrocenter because they only had ‘ma and pa’ stores [in Prescott].”

But things changed. “In the mid-‘80s it started going downhill, so it had its 10-year run,” he said.

Still, decades beyond that, the old mall is still standing, and it's about to experience a rebirth.

Since its opening in 1973, Metrocenter – once the largest mall in Arizona – has

gone through several evolutions. There was a renovation in 1986, and another $32 million overhaul in 2007, according to current owners the Carlyle Development Group, who purchased the property in January 2012.

Warren Fink, COO of the Carlyle Development Group, said plans are to transform Metrocenter into a modern “mixed use, urban type of product,” he said.

He said his company has assembled a couple of concept plans for the property, “one showing the mall in place, another concept would be to take the mall out and create a new village.”

The Carlyle Development Group will be presenting its Planned Unit Development concept to the Phoenix City Council June 1.

No matter what the final incarnation of the site, Carlyle plans to expand the Metrocenter well beyond the realm of retail shopping. “We are already talking to senior-housing developers, multi-family housing developers,” Fink said. “We're talking about health care, education, and also office."

The first step in the redevelopment plan was to find an anchor business that could bring credibility to the project, and retail giant Walmart was brought in to do just that. Carlyle sold the section of the property where Macy’s once stood to Walmart last year, and recently cleared the site for the big box retailer to move in.

Walmart director of communications Delia Garcia said her company is ready to break ground on the new store.

“The first phase of construction – the demolition of the former Macy’s building – was completed recently. The next phase is to bid the construction contract. At this time, we expect to begin construction summer 2016. Grand opening is projected for 2017,” she said in an email.

A Walmart press release states that the new store will be a 24/7, 148,000 sq.-ft. superstore, with a full grocery department and pharmacy. Garcia estimated that this location will bring 300 new jobs to the area.

Local business leaders are hoping the whole area will benefit from Metrocenter improvements, which are part of the greater North Mountain Redevelopment plan that was approved by the city in 2014.

Marcia Veidmark, chairman of the North Mountain Business Alliance, which represents businesses in the Metrocenter area, said, “This is now a different society than it used to be and their [the developers] overview is to provide for an urban living center, and that will bring the types of industry we need.”

Veidmark said she also hoped the site will include higher education facilities, such as an ASU satellite campus. Besides Metrocenter itself, Veidmark said she sees the light-rail extension, which she calls “the finally” of the project, as a major boon for the area.

Fink agreed. “We spent a lot of time with the city to get them to move the

extension of the light rail beyond where they wanted.”

In January, the city council approved a fast tracking of phase two of the light rail line’s Northwest extension, which will terminate at Metrocenter’s ring road. The 3.2-mile extension’s completion date was shortened from 2026 to 2023.

Fink said the plan is to move the bus terminal, which already is on the property

to the east side, to create “an all-inclusive bus and train system, right there on our ring road.”

onstruction is underway at RDO Equipment Company’s second location in the Phoenix-area. The new store will be in the Lone Butte Business Park Development, located along Interstate 10 and south of the 202.

“The new store in Chandler furthers our commitment to our customers and allows us to expand our services and product support capabilities in an expanding market,” says Dennis Howard, RDO Equipment’s vice president of the company’s Southwest region.

Partnering with the Lone Butte Business Park Development has been a positive experience for both RDO Equipment and the general contractor serving on the project, Kennedy Design Build. “We are very excited to have RDO Equipment join the Lone Butte development,” stated Lone Butte Business Park Development General Manager Esther Manuel.

The new store will transform from a vacant, 11-acre lot into a full-service John Deere dealership. The facility will include a showroom with adjacent offices and support spaces; a parts warehouse with a mezzanine; and a 12-bay service shop with natural light and a drive-thru wash bay, all under one roof. A storage yard with a raised equipment display platform is also a part of the project. The store’s location

along Interstate 10 will provide impressive visibility and easy access.

"One of the more challenging aspects so far has been combining the different features of a metal building with the conventional framed building style, to make sure they go together smoothly to ensure a great looking finished project,” Chris Hagen, project manager at Kennedy Design Build, says.

It’s no surprise that as one of the largest John Deere dealers, only equipment featuring the jumping deer is being used for construction. Machinery used includes John Deere backhoes, graders, front end loaders, and a 9RT tractor with a pull-behind scraper.

RDO Equipment practices responsible environmental stewardship and is implementing effective conservation practices in the new Chandler location. The facility will utilize a ClearBlu Environmental water recycling system in the service department, which filters the water used for washing equipment, allowing for continual reuse. The new store will also feature LED lighting and polished concrete floors, which allow for a more efficient cleaning.

The new RDO Equipment location in Chandler is expected to open Fall 2016.

“Cloudy” Forecast for New Phoenix Data Center

T

he Valley of the Sun is scheduled to soon have more overcast skies thanks to a project recently started by Skanska.

The firm is building an expansive Aligned Data Centers facility, located at 2500 West Union Hills Drive in north Phoenix. The 550,000 square feet, 65 megawatt facility will be one of the largest data centers in Arizona when it’s finished in June 2016. In a twist, the center will be the industry’s first “pay-for-use” model for

service providers looking to reduce risk and improve control of their data center.

“We understand that businesses are relying more and more on the ‘the cloud’ to meet their customers’ expectations,” Skanska Executive Vice President and General Manager Ross Vroman says. “Our team is focused on safely delivering this project on schedule so that Aligned Data Centers can support each of its clients and their stakeholders.”

Aligned Data Centers’ approach eliminates the need for companies to forecast future IT demand, so its clients waste less and can better align the data center to the needs of their business.

The first phase of the project will be built to Tier III reliability standards and includes 150,000 square feet of data center build-out to accommodate up to 14 megawatts of critical power and cooling, with approximately 25,000 square feet of high-end office space. The mechanical and electrical plant has been engineered to reduce energy waste and consists of redundant generators, medium voltage uninterruptible power supply (UPS), static transfer switches, distribution gear, and the Inertech cooling infrastructure.

Aligned Data Centers will be guaranteeing 1.15 Power Usage Effectiveness (PUE) for its clients to help them reduce their monthly power bill.

“We have engaged the industry’s leading design, engineering, and construction firms to deliver the most reliable and efficient data centers available on the market,” Thomas Doherty, chief operating officer for Aligned Data Centers, says. “And coupled with our pay-for-use model, we believe our clients will be able to significantly reduce data center expense and have the capacity they need to grow their business.”

Sky’s the Limit for Skanska's Buckeye Park

ometimes a construction company’s work enhances land preserved from housing developments and commercial strip centers. The recently opened Skyline Regional Park in Buckeye spotlights construction amenities added to open space for the public’s benefit.

Skanska completed the $3.95-million park project for the City of Buckeye in January 2016. Recreational facilities included roadway construction, an entry gatehouse and monument, picnic ramadas,

restrooms, and a pedestrian/equestrian bridge across Skyline Wash.

The company’s work ranged from subgrade preparation and pipe and reinforced concrete box culverts to asphalt paving and landscaping.

“Skanska and their team provided seamless work, from beginning to end, for Skyline Regional Park,” says Christopher Williams, manager of the construction and contracting division for the City of Buckeye.

“I look forward to working with them in the future.”

Skyline Regional Park features ridgeline views of the Valley including downtown Phoenix and the Gila River. Park activities include hiking, mountain biking, horseback riding, wildlife viewing, and camping. Scheduled programs include stargazing, fitness classes, and educational presentations on the park’s many natural and cultural resources.

“There are six miles of multi-use trails of varying difficulty and durations for use by hikers, mountain bikers and equestrians,” Robert Wisener, City of Buckeye conservation and projects manager, says. Current trails include the

Turnbuckle, Valley Vista, and Mountain Wash, but an additional 11 miles of trails will be added by the fall, Wisener noted.

"There were a lot of moving parts to this project, and we are gratified to see the result, which will be enjoyed now and for generations to come," Skanska’s Phoenix Vice President Chris Halpin, says. "The City of Buckeye and our partners were such important parts of the incredible teamwork necessary to create Skyline Regional Park, and we thank them."

New Dementia Facility Emphasizes Nature Peter Cheng

edical Development Partners, LLC, of Chandler, plans to break ground on its sprawling 4 1/2 acre Parkland Memory Care facility in Chandler by midJuly. The 72-bed, 56-unit, facility will provide 24-hour care to residents suffering from Alzheimer’s disease and dementia.

It is expected to be open by summer 2017.

“We liked that real estate there on the corner; it’s a rapidly growing part of Chandler. There is a shortage of memory and dementia care facilities in the [Phoenix] metropolitan area, so we liked that site” said Raymond Poe, principal of Medical Development.

Poe said Parkland will allow local families to be closer to loved ones in need of 24/7 care.

The Parkland site is at 3500 S. Arizona Ave., just north of Hamilton High School on former farmland. Lenity Architecture, a Salem, Oregon-based firm that specializes in senior care facilities, designed the project. JF Construction of Lake Oswego, Oregon will be responsible for construction, and Ryan Associates of Waltham, Massachusetts created the landscape.

Parkland will be built in three phases, with the 36,377-sq.-ft. housing structure going up first, followed by two 2,250-sq.-ft. single-story office buildings. Neal Salmen, of Medical Development Partners, estimates the project will cost $11 million.

Poe said the project’s park-like setting will set it apart from competitors.

“Were on 4 ½ acres; typically a building of this size would be on 1 ¾ to 2

acres, so we’re going to have beautifully landscaped grounds, walking paths. We're going to have orchards, rose gardens, gazebos; there’s a lot to offer on the exterior of our property.”

Poe said rents at the high-end facility will start at around $4,700 per in month, which is the average cost for 24/7 memory care facilities in Arizona, and slightly below the $5,000 per month national average, according to Aplaceformom.com.

Once opened, Parkland will be managed by Seasons Management, LLC of Lake Oswego, Oregon. Seasons has been involved in the planning and operation of more than 200 senior housing projects since 1998, according to its website.

uring the next months, the city of El Mirage will see construction on six major roads, including Thunderbird Road, Grand Avenue, Cactus Road, Peoria Avenue, Northern Avenue and El Mirage Road.

The $31.5-million road improvement project aims to increase road capacity, improve traffic safety and make way for the city’s growing population and local business sector.

Construction began in August 2015 and is expected to be completed in August 2017. Residents can expect road closures and restrictions along Thunderbird Road from 127th Avenue to El Frio Street, and El Mirage Road from Grand Avenue to Northern Avenue.

Christopher Hauser, an assistant city engineer for El Mirage, said, “We need a 21st-century road because we are a 21stcentury city that is a part of a major metropolis – of Phoenix metro. With these road improvements, we're hoping to generate further economic stimulants and growth here in the city.”

During the past 60 years, the number of residents has more than quadrupled in El Mirage to more than 30,000.

Tempe-based Sunland Asphalt is the project's principal contractor. It is in charge of phase two, three and four, which includes all road improvements except for the southern strip of El Mirage Road from Northern Avenue to Peoria Road. Maricopa County is responsible for phase one construction.

The project is part of the Arterial Life Cycle Program, established by the Maricopa Association of Governors. El Mirage will be reimbursed up to a maximum of $25.7 million by the county.

Funding for the Arterial Life Cycle Program comes from the county’s half-cent sales tax.

The project currently consists of 14 main subcontractors and three main utility and communication partners, said Mark Soyster, Sunland vice president, and acting project manager.

Cox Communication, Century Link, and APS are working closely with Sunland to ensure the safe relocation of utilities, which has posed the greatest challenge during construction.

“The underground utilities have been very unstable,” Soyster said. “We’ve had some issues getting the existing utilities, the underground utilities, and power and communication utilities relocated.”

El Mirage Road is the only street in the West Valley that runs continuously from north to south and was deemed a “road of significance” by the Maricopa Association of Governments, Hauser said.

Q

: How did you get your start in construction?

A: I started building houses in high school during the summers and through my senior year. I went off to the University of Arizona but was sidelined with knee surgery.

Instead of going back to college I went back to working full time. After building houses, I moved to commercial buildings and did a lot of concrete work – forming, pouring, tilt-up, high rises, and a parking garage. I then built bridges for six years and ended up learning roadway work too. So that got me into the civil work vs. the vertical. I used to work for Ames Construction, Kraemer & Sons, and then was hired by Combs Construction as a superintendent.

Q: What are the most significant challenges as a manager?

A: The biggest challenge is dealing with the newer generation; they realize there's more to life than work. Older guys never turn down overtime but the newer employees might. It's a challenge to learn how to motivate people and keep them with the company. You have to know each employee (field and office staff) and what motivates them because they all have different priorities – some worry about

retirement, some worry about the money they have now. But giving people different things can cause conflict so you have to keep a level playing field as much as you can.

Q: What brought about the change to company president?

A: Jim Combs wanted to retire, and so he began building a succession plan. He made me president but stayed on as CEO. It worked for a while, but he's here full time again. Can't stay away! His oldest son has his company (Paveco, Inc.) and his younger son is getting trained as part of the plan.

Now I deal more with the company’s financials than I did before – cash flows, bonding, and financial reviews.

Q: What is the most rewarding aspect of working in construction?

A: It’s always nice to drive around and look at the jobs that you’ve built, the finished product that helps the traveling public get around.

Q: What is one of the most rewarding aspects of serving as president?

A: Keeping your employees working and able to feed their families. You’ve got to look at all the decisions you make and how they affect a lot of people. Being able to keep all those people employed and giving them a safe work environment is very rewarding.

Q: What’s been the most challenging project?

A: The Border Fence Project with the schedule, the logistics, dealing with border patrol, and seeing what happens down

there with the illegal crossings. It was the craziest schedule we had ever done. We worked 55 days straight doing double shifts and had to haul water 55 miles.

There were one-way roads 10 miles long, and you had to wait for someone coming through before you could start traveling on your end. There was also a wildlife preserve with protected species including bighorn sheep that would wander onsite as well as lots of protected cacti.

Q: What is your most significant project?

A: We were the winning team for a designbuild for Bullhead City with Stantec. Kiewit and Sundt were also shortlisted, and no one expected us to win the job. The project was a connector road between Bullhead Parkway and Highway 95. The city only had funding to build and pave half of the ultimate configuration, but our team was able to deliver the earthwork for the entire roadway prism, right-of-way to right-ofway, and pave the half street. When they receive the additional funding, they will only need to place AB and pave the other ½ of the street.

Q: What are some current projects?

A: We’re building a new 22-acre parking for the Cardinals Stadium, intersection improvements at 99th Avenue and Union Hills, a mill and overlay in Showlow, and a roadway widening in Apache Junction.

Q: What plans do you and Jim have for the future of Combs?

A: We just want to keep the company running and going. We don’t want to really grow because we’ve been so successful at this size for 20 years so why change it?

We’d like to continue in our present state and see if we can make it more profitable.

n 2008, Lorenzo Perez and his business partner Jon Kitchell took a bold risk.

Today, their intrepidity has paid off, and metro Phoenix is all the better for it. From new construction to redevelopment and from custom home building to restoring historic commercial properties, the owners of Venue Projects and co-owners of Venue Builders are not only constructing creative mixed-use properties, but they're also building our community. We caught up with Lorenzo for a closer look at his companies’ past and how they are shaping our future.

Q: How was Venue Projects formed?

A: My business partner Jon Kitchell and I met at Kitchell – the company his father founded in 1950 – and became close friends. When we were going into the recession, I shared a business plan with him. Jon loved it! He said, “There is only one problem – it doesn’t include me.” And I said, “that could be arranged,” so we explored that in 2007 and launched officially in 2008 with Venue Projects – the real estate development arm of our company – and Kitchell-Perez – our initial construction company that evolved in 2013 with two new partners into Venue Builders.

Q: What was your vision for the enterprise?

A: It was about taking advantage of the buying opportunities we would see going into the downturn, based around the idea of small-scale creative redevelopment projects to create community and a sense of place in central Phoenix. It was to not only conceive but to execute projects. We would, in effect, create our own building opportunities by pursuing this direction.

Q: What was it like launching a company during the Great Recession?

A: I’ll never forget the day Shearson Lehman Brothers financial firm went under and the financial markets went into disarray. Jon and I met for coffee that afternoon and looked at each other like, “This is gonna be interesting,” because we left the safety and perceived security of the big company, but we knew the downturn was coming, and no one would be exempt from it.

We spent that whole year marketing and setting up our business and looking for building opportunities. Our idea was to launch through our construction practice and then be patient developers looking for the right opportunity. It took us just about the whole year, and I think we broke ground in October on a custom home remodeling project…it was scary because the world was collapsing and we were totally going on faith that we were going to get something going. We never looked back. We scraped and crawled through 2008, 2009 and 2010. Every year we've had

positive growth, but it wasn't until 2010 that we built our development project – the Windsor restaurant redevelopment at Central and Oregon avenues.

Q: What are the challenges with older structures?

A: Some of the biggest challenges are the unknowns that often lurk beneath the surface, discovered through the demolition process. We call this "peeling the onion."

In the Beef Eaters building, when we pulled it back, it had been vacant for years with a leaking roof, and we found saturated structural sheathing and broken structural members that wouldn't have been found had we not removed the duct work.

Sometimes you might find a wall and not be able to locate the foundation.

Q: How did you select your office location?

A: I always joke that we launched our office out of Lux coffee shop on Central and finally when we got projects to look at we needed an office to be our home base and we were also pretty driven to be part of the downtown redevelopment creative scene. My 1920s building, located at 9th Avenue and Pierce Street, was a great place that expressed what we wanted to do.

Q: What’s your connection to the Grand Avenue neighborhood?

A: I've been investing in inner city real estate since 1996 and I couldn't afford the nicer areas, so I focused my search in the emerging neighborhoods. I remember when it was a rough area in the 90s, but I saw it was making progress. I saw my building years before I owned it and made a mental note that if it ever becomes

available, I was going to jump on it. I credit that construction project with igniting my interest in creating a whole business model around redevelopment. It was cool to give it new life and see the impact it had on that neighborhood to stimulate reinvestment nearby.

Q: What’s your most unusual redevelopment project?

A: I would say the Newton, where we took the old 1960s steakhouse and completely reconfigured it into a small mixed-use multi tenant retail, dining, events and

office space. It’s very creative. Today, it functions as a restaurant/ bar, bookstore and a small office user on-site.

Q: Where do you envision the company being in 10 years?

A: My gut tells me we are going to be doing a lot of the same. I envisioned this whole company because of sustainability, and the greenest building is one that is recycled and repurposed. Not many people were focused on this niche, so I think because of sustainability, we’ll continue and because people are cherishing our heritage and

culture more than they have in the past. I don’t see a future where buildings aren’t going to be morphing and reinventing themselves to accommodate new thinking and new models. So, I think we’ll continue to be a redeveloper focusing on creative concepts. We want to see ourselves at the forefront of testing new technology and new paradigms and maintain our strong commitment to creating dynamic environments where life happens and people gather, so I hope we are all doing that stuff in the future.

A

major challenge on a construction project is to vibrate the concrete long enough to remove trapped air. However, often the person vibrating the material is poorly trained and doesn’t realize how important their job is to achieve wellconsolidated concrete. Since the rate of concrete placement exceeds the rate of consolidation, this is often a troublesome construction task. It is management's responsibility to train their employees to perform this job correctly.

Poured concrete contains an excessive amount of entrapped air. Without its removal, the concrete will have voids, called honeycombing, which results in a porous, unattractive product that is weak.

Consolidating concrete removes the excessive air, allowing a uniformly solid mass of concrete which has the needed strength. Consolidation also levels the fresh concrete and improves the bonding with the reinforcement.

How is consolidation achieved on the construction project? The simplest way is by hand rodding. Although it can be successful with higher slump concretes, it’s a slow process. Thus, most companies use the internal vibrator called the poker or spud vibrator. The vibrator has a spinning weight encased in a metal housing that will shake or vibrate the nearby concrete, causing it to settle and force the entrapped air out of the concrete.

What are the effects of poor vibration techniques? Poor vibrations will result in voids or honeycombing at the surface of the concrete. Entrapped air causes honeycombing which doesn't allow the concrete to settle in the unfilled voids.

Concrete with voids can have a weak strength and deteriorate quickly. Materials such as water can easily enter the concrete, resulting in corrosion of the reinforcements and further deterioration of the material, especially with freeze-thaw cycles.

What are the proper techniques to prevent honeycombing problems? Here are four simple guidelines: Thiity Four

1. The area affected by the vibrator is approximately six times its diameter. Thus, a one-inch diameter vibrator will consolidate a circle with a diameter of about six inches. For larger areas, the vibrator must be reinserted in different locations.

2. Vibrators must be inserted into the fresh concrete vertically and not used to move the concrete.

When moving concrete with the vibrator, the concrete will segregate; the lighter materials such as water move while, the heavier materials (cement and aggregates) stay put.

3. The vibrator needs to be inserted into the previous layer about six inches to combine them.

4. The vibrator should remain stationary in the concrete for up to 15 seconds and then removed slowly for adequate vibration.

How do I know when the concrete has consolidated? Four items must occur: 1. The concrete is at a uniform height in the forms, which is called “melting down the concrete.”

2. The large aggregate will disappear as the vibrations cause the paste to fill in the voids.

3. The air bubbles will cease to rise and exit the concrete surface.

4. A thin film of water appears on the surface because it’s lighter than the cement and aggregates.

Accomplishing these four items means you have finished vibrating the concrete in that one area and are ready to move the vibrator to an adjacent place to begin the consolidation process again. Repeat this process until all the concrete is consolidated.

Can I over vibrate the concrete? Yes, if the vibrator is left in the concrete too long, a thick film of water will settle on top

of the concrete layer, and the cement will sink. Lower strength cement at the surface will result. In my career, I have only occasionally witnessed over-vibrated concrete, but many times have seen undervibrated concrete. My recommendation is to err on the side of over-vibrating the concrete.

Does the person doing the vibrating determine how fast the concrete is applied? Yes, they are the key person that determines the placement rate. Concrete can be placed with a pump or from a chute much quicker than vibration occurs. Thus, the consolidation rate determines how quickly to place the concrete.

The American Concrete Institute (ACI) Committee 309 that researched consolidation created a table to assist in determining the speed of placement. For example, a single one-inch diameter vibrator limits the placement rate to less than five cubic yards per hour. A six-inch diameter vibrator allows a placement rate of 25-50 cubic yards per hour. Thus, the number and size of vibrators on the project determine the rate of concrete placement.

Can vibrators break down? Yes, and those who use them regularly know this.

The vibrators are utilized in all types of weather and in environments that are both dusty and wet. Cement splash can also affect vibrators. These conditions interfere with the motor’s operation. Thus, breakdowns are probable and should be expected. A contractor should always have other spare vibrators so they can maintain the desired placement rate.

What is the best way to make sure I get adequate vibration? The people doing the vibration should be well trained and know when the concrete consolidation is complete.

It Is Not Maryvale: John F. Long’s Historic Infill Project

T

he name John F. Long is synonymous with housing developments in West Phoenix, especially the Maryvale neighborhood. But Long’s company, in a little-known project, also constructed some homes in the central part of the city.

These homes are in the Coronado neighborhood, located northeast of downtown Phoenix, in the context of the first formally planned infill project for the City of Phoenix in the late 1970s. The project consisted of 15 homes designed by John F. Long, constructed on long-standing vacant lots in what is now one of the city’s designated historic districts.

The impetus for this project was neighborhood revitalization, a popular nationwide trend in the mid-1970s. White

flight or, in Phoenix’s case, suburban flight contributed to the blight found in the city’s central core. Homeowners who remained in the inner city were often part of an aging, economically disadvantaged population.

To combat this challenge, the Phoenix mayor at the time, John Driggs, headed a municipal committee which created the Neighborhood Housing Services (NHS) site selection committee. Chaired by Joseph Burkhart, a vice-president of Valley National Bank, the NHS group selected as a pilot project the Coronado neighborhood, encompassing McDowell Road north one-half mile to Virginia Street, and Seventh to 16th streets.

Most Coronado homes in this area dated from the 1920s and 1930s, but there were many vacant lots too. This area predated developer-driven subdivision construction, with most homes individually built by different contractors. Some lots, purchased by early real estate speculators in the 1920s, remained empty. The vacant parcels languished, often changing owners without any development.

The City of Phoenix, 14 financial institutions, and the non-profit Phoenix NHS, one of 22 in the nation, aimed to upgrade the Coronado neighborhood. The NHS’s mission was to help stem blight in areas before the creation of a historic neighborhood designation, of which Phoenix currently has 35 such districts.

Initially, NHS offered improvement loans to owners whose homes in the selected area were in “early stages of deterioration.” These owners would not have qualified for traditional bank loans.

Mayor Driggs, however, had plans beyond the initial success of the NHS loan program. As an executive of Western Savings and Loan Association, Driggs persuaded the institution to purchase 21 often weedy and junk-filled vacant lots in the Coronado neighborhood.

He subsequently convinced John F. Long to be the builder on these lots. Mayor Driggs’ argument was that “new homes on vacant lots could ease central blight,” and thus, improve the area.

Using his connections, Mayor Driggs arranged for the waiver of development fees to jumpstart construction of the first six homes by Long. For the infill project, the homebuilder selected two of his popular house designs: The Challenger and The Champion. The former was a twobedroom model that featured 45 exterior designs and 28 floor plans. The Champion had three-bedrooms. Five of the homes were of the Challenger design, and one was of the Champion model. Long made

the design selections rather than the future buyers.

It was difficult for Long to fit his home designs onto Coronado’s odd-shaped lots, which were smaller than those found in Maryvale. Long made the homes work, even when the lots had no curbing and challenging water and sewer hookups. The homebuilder, however, was unhappy about having to reduce the length of the walls of at least one house by four inches so it would fit the required setbacks. This frustration may have been the primary reason that Long did not continue with infill projects beyond this original commitment to Mayor Driggs and Western Savings and Loan.

Coronado residents, who predominantly lived in older brick bungalows, were not necessarily enamored with the infill consisting of tract homes, located throughout the neighborhood. Long's homes stood out from the area's typical architectural style.

Long's infill homes attracted attention on the real estate market, with 115 interested owner-occupant parties, as real estate investors were not allowed to apply.

Thirty candidates emerged from the applicant pool, and a drawing for the six homes took place on May 30, 1978. One of the lucky winners kept their John F. Long home in the family for more than 35 years.

The second owners of another infill have been in their home more than 35 years too.

Like their much older historic neighboring houses, numerous changes have been made to the exteriors and interiors of these infill homes, which will likely soon qualify for historic status.

Seven more homes became available for purchase and occupancy in the fall of 1978. Altogether, John F. Long and Western Savings and Loan completed the construction of 15 homes in the Coronado neighborhood. It’s unknown what happened to the additional lots that Western Savings and Loan had initially purchased.

Coronado: Phoenix's Most Diverse Historic District

C

oronado is the second historic district established by the City of Phoenix, in 1986. Construction for much of the neighborhood took place before World War II, and the modest homes attracted workingclass residents to the streetcar suburb. The Phoenix Trolley system's Brill Street Line, which went north on 10th Street until ending at Sheridan Street, served the neighborhood.

Unlike modern subdivisions built by a single developer, Coronado was composed of individual lots. Buyers would purchase a lot to construct a home themselves or hire someone to do the work.

Home construction moved north from McDowell Road and, later, eastward from Seventh Street. Homes were built during two time periods, before and after the Great Depression.

The first homes were constructed between Seventh and 12th streets in the 1920s. Most were bungalows, one-story houses with pitched overhanging roofs and large front porches. The remainder of the Coronado District, a mishmash of housing

styles including English Cottage and Tudor Revival, was built in the late 1930s and 1940s. Most homes have architecturally similar garages located in the rear of the lot.

Coronado’s first developer-driven subdivision started in 1939. Andy Womack was a successful Phoenix building contractor who later became a rodeo clown, appearing in the movie Bus Stop with Marilyn Monroe.

He also opened the former Chez Nous lounge at the southeast corner of Seventh Avenue and Indian School Road in 1963.

Womack purchased two blocks in the Coronado neighborhood in the area bordered by Monte Vista, 14th Street, Palm Lane and 13th Street. This subdivided area was renamed Womack Heights and had 24 homes by 1940. Seeing Womack’s success, other developers subdivided Coronado’s remaining tracts east of 12th Street.

Over time, Coronado became blighted, with many homes in need of repair.

Improvements started in the mid-1980s, as a new generation discovered the bungalowfilled neighborhood. Today Coronado is vibrant, filled with young professionals, retirees, families, artists, and well-known restaurants that create a character unlike any other in Phoenix.

Salad Dressing Douglas Towne

A

s a prelude to Phoenix’s Second Annual Salad Bowl football game, former heavyweight boxing champion Jack Dempsey (left) and movie star Bill Boyd (right) of the Hopalong Cassidy cowboy films took part in the Salad Bowl parade on New Year's Day, 1949. The celebrities are in front of the Mathews Paint Company store, located on the northwest corner of Central Avenue and Roosevelt Street.

The Salad Bowl parade featured 35 floats and more than 2,000 high school musicians performing for 200,000 spectators. The Peoria High School float, decorated with lettuce, carrots, broccoli,

and other vegetables, won the parade’s grand prize.

The bowl game was played at Montgomery Stadium before a crowd of 14,000. The Drake Bulldogs beat the University of Arizona Wildcats 14-13, because of a missed extra point in the third quarter. The Arizona Vegetable Growers Association helped organize the game, which was sponsored by the Kiwanis Club. All proceeds from the event went to assist children with disabilities.

Carving Out the Road to Success: Three Horner Generations on the Cutting Edge

n the Horner family, the blade is in the blood.

For more than 65 years, generations of Horner men have carved out parking lots and roads as well as a reputation as some of the finest finish blade operators in Arizona.

Beginning in the 1950s with Bill Ray and Robert “Bob” Horner and continuing today with the youngest generation and Arizona Contractor & Community publisher William “Billy” Horner, operating the finish blade is as much a part of the Horner family DNA as their hazel eyes and brown hair.

In 1959, cotton picker Bill Horner was searching for work in Sacramento when his brother Bob helped him get into the union.

Their first job together was working on the Interstate 8 interchange at Gila Bend.

"Back then they didn't have cabs, and there was no air conditioning, so it was pretty grueling," said Danny Horner, son of Bill Ray Horner. "They put umbrellas on their equipment back then to have some cover."

Despite the extreme climate and tough work, the Horners persevered. In 1971, Bill bought his first 12F motor grader and became an owner/operator. Then in 1974, he earned his contractor’s license and went into business as a contractor. “In the early 70s, they went to hydraulic systems [from geardriven systems] and my Dad wouldn’t upgrade to the newer machines,” Danny said with a chuckle.

“Everybody else in town upgraded and he still had two 12F blades.”

Bill’s company, called G&P Contracting, specialized in commercial and industrial jobs, but also did a lot of parking lots, golf courses, and subdivisions. With not even an 8th-grade education level, Bill became a full blown general engineering contractor. And in time, his sons Billy Joe,

Steve, and Danny joined the family business.

“Both my brothers and I, right out of high school, all three of us worked together,” Danny said. “For a few years there, it was my brothers, myself, my two cousins, my Uncle Bob and my Dad…that was pretty much the whole company.”

But like their fathers before them, success didn’t come easy for the Horner boys. They started with a shovel in their hands and worked as laborers long before they were ever allowed to step foot into a piece of heavy equipment.

“My Dad taught me how to estimate and do takeoffs on jobs and put jobs together on bids,” said Danny, who today is a superintendent at Sunland Asphalt.

"Now and then you'll run into someone, and if they hear you are a Horner, they'll ask if you're related to Bill – they all knew him."

Leon Slade, who started Roadrunner Paving, was one of those people who knew Bill well. The two worked together at Mesa Paving. When Slade remembers Bill, two things stand out in his mind – his talent for operating the motor grader and his love for pranks.

Slade recalled one time where Bill needed to go to the bathroom, so he relieved himself on the job site. “When the water truck driver pulled up, Billy told him, ‘You put too much water over here,’” Slade said with a laugh. “The water truck driver pulled up and smelled it, and that caused quite a roar.”

But although the jokes flew during breaks and off-time, when it came down to working, Bill was all business. "He had a natural ability to run equipment, especially a blade and he had confidence in himself because he knew," Slade said. "Other people would often take three passes to Bill's one."

“Bill and Bob were some of the best blade hands I ever worked with,” Serratt said. “It was just like an art to them.”

Wayne Serratt, who married Bill’s sister Betty Horner, credits Bill with helping him get promoted into running equipment.

“I was chasing stakes and Bill said at lunch, ‘When are you gonna quit laboring and start operating?’” Serratt said. “I said, ‘As soon as I can,’ and he said ‘Well, I’m gonna help you,’ so he tutored me on a lot of equipment and helped me get into the union.”

Serratt said he was never quite as good as Bill and Bob, but that he continued to improve and grow in his career thanks to them. “Bill and Bob were some of the best blade hands I ever worked with,” Serratt said. “It was just like an art to them.”

With a good foundation, the three Horner boys grew well in construction.

107th and Northern avenues. They constructed a whole subdivision for Lennar homes and countless other communities during the 1980’s housing boom.

Then in 1986 tragedy struck. Bill Horner passed away, and months later, his son Steve died in a construction accident.

Brothers Danny and Billy Joe kept the company going for a few years, but eventually closed the doors. Danny went on to work for many large construction companies, and Billy Joe bought his own motor grader in 1996 and contracted with different companies.

Lynn Horner, the wife of Billy Joe, said her husband was “obsessed with doing a good job” on the blade. “When he was on the blade, he would always make it easy for the stake chaser, because he knew what it was like to be a stake chaser himself” Lynn said.

Billy Joe's son William "Billy" Horner, third-generation blade operator, and current Arizona Contractor & Community magazine publisher, started as a stake chaser as well, and became spoiled by how neat and tidy his Dad's jobs were.

"He was so good, he would leave no mess," Billy said. "I always thought that's how everybody did it…and then I saw how much everyone else was making a mess, and I said ‘I'm not shoveling all of this material off the curbs!’” He added, “There are still things today that he did where I know what he was doing, but I can’t do it.”

Lynn said her husband was a Good Samaritan, who would help stranded motorists and give money to strangers, even when he shouldn't have. He was an early riser and was always proud to point out the different projects around town, which he and his father had helped build.

Little Billy soon took an interest in the family trade as well. “When he was just two years old, if he saw cones and barricades, he would get all excited,” Lynn said of her son.

In fact, Billy and Danny’s son ‘little Danny’ had what they called “the job” in the family’s backyards, where they stored their mini equipment and pretended to report to work. "I always tell people I was kind of born on the blade because there were pictures taken of me when I was like two months old of my Dad holding me on the blading tire," Billy said.

Billy said he has many happy memories of his father taking him out to the job site and letting him do things that today would never be allowed. But although Billy took a strong interest early on in the family business, his father didn't give him an easy pass – much like Bill Ray didn’t give his three sons an easy pass.

"My Dad told me at one time, ‘You don't have what it takes to be a blade operator,'" Billy recalled.

Billy was young at the time and finding his way – playing drums and gigging with his band for many hours a week. "I reached a breaking point where I was a pretty decent operator, but still had a lot to learn and then when I kept getting better and better, I just thrust myself into (a career) as a blade operator," Billy said.

Over time, he and his Dad would come home and talk about their jobs. Billy would ask his father questions, and Billy Joe would give him tips to improve his work.

He would always reply, “Oh it’s simple,” or “There’s a trick to it,” Billy said, “and he would teach me what that was.”

Like his father, who also played the drums, cooked delicious cuisine, and could repair just about anything, Billy became

somewhat of a Renaissance man himself.

After his father died from complications from a stroke in July 2007, Billy took one of his biggest challenges yet – starting this magazine.

"I used to talk with my father and my uncle about the old days and old stuff, but when your Dad dies abruptly, who do you talk to about it?" Billy said. "That was something we bonded about, and I was trying to fill that void."

Billy started by blogging online – uploading photographs and posting about

them – and then one day he received an old construction magazine from a neighbor and “it set off a light in my head.”

"It was from 1949, and I looked up all the people from the magazine and tried to find relatives of them,” Billy said. “And I learned there were archives of the magazine, and I looked at the more recent issues and found a name in there – Chuck Runbeck.”

Chuck sold advertising for the old publication, so Billy met with him and asked him if he thought it could work to

create a small construction magazine that talks about both the old and the new. “He said, ‘I don’t know. I’d have to check the market,’” Billy said.

In a short time, Billy persuaded Chuck to come on board. He also recruited a writer to become the editor, Douglas Towne – a history buff himself – and along with his now-wife Laura and a $5,000 personal investment, Arizona Contractor & Community magazine was born.

Today, the magazine is celebrating its five-year anniversary and remains the only construction publication focusing on history in the state. With a circulation more than 5,000-strong and growing, the little project to fill the void in Billy’s life after his father’s passing has evolved into an important voice in the construction industry and a jewel of the preservation and history communities.

By digging up old names and companies of the past, the magazine seeks to highlight some of the state’s most treasured memories. And as, one by one, Arizona’s historic and iconic buildings are renovated, reconstructed or destroyed; Arizona Contractor & Community aims to preserve their memory through powerful

images and the significant stories behind them.

“William has put his heart and soul into this magazine,” said Lynn, “and he deserves every bit of credit and praise.”

At a time when the construction industry was still not recovered, and many said print was dead, this "little magazine" found a place in the community's heart.

“I realized this year, we kind of beat the odds,” Billy said. “We’ve managed to make something work that didn’t exist before, so everything going forward is a net benefit.” He added, "I don't want to get rich off of it and ruin a good thing, but it's a nice working hobby, and it gives us

the chance to talk together and share stories and memories."

Celebrating 40 years of serving Arizona

“W

e’ve been stopping traffic for 40 years!" laughs Evert L. Farmer Jr., president of Contractors West Inc., as he describes the irony of leading one of Arizona’s premier highway electrical contractors.

Contractors West Inc. specializes in highway electrical, fiber optics, and signing construction. Since beginning operations in 1976, the company has grown steadily along with metropolitan Phoenix. Their primary customers are municipalities and contractors that work in the roadway construction industries, but they provide services to many other entities.

What’s been the secret to the success of Contractors West Inc.? Farmer has a simple answer. “Our people,” he says. “We

take very good care of them, train them, and pay them well with benefits. Several employees worked for us for many years until retiring. The company now even has a couple of second generation foremen.”

Another reason Contractors West Inc. shines in the construction industry is their policy of being able to perform all the work in their contracts. If the company was frequently asked to do a task, they geared up to do the job themselves.

"A good portion of our business occurs at night and on weekends," Farmer explains. "It can be difficult to schedule specialty services, such as large cranes to work at midnight. We solved that problem by obtaining our own crane and operator.

There are other examples of Contractors West Inc. taking the initiative to complete jobs efficiently. After the company had difficulty with a boring subcontractor that had challenges meeting their schedule, what was their solution?

"We purchased our own boring machine and saved countless hours and money by controlling our schedule," Farmer says. "We now sometimes bore where others would trench, to preserve the road or some landscaping."

Contractors West Inc. is proud to be on the cutting edge of technology, such as purchasing equipment to service their government clients, including the state and many Arizona counties, who were using fiber optics. "We invested in the technology and personnel to splice the fiber and integrate it into the existing network," Farmer explains.

The company experience allows for creativity when determining how best to complete a project. For instance, when Contractors West Inc. performed a signalization contract for ADOT on Grand Avenue, they were faced with very labor intensive work that would have to be done during off hours. "Our people came up with a way to build the tube structures off site and haul them to the job site preassembled,” Farmer proudly says. “It took one long day to install the structure and hook it up, but it paid off in savings.

“We try to be innovative in our work,” says Farmer, summing up the company’s philosophy.

Company History

A

lthough Contractors West Inc. is all about planning to perform the job efficiently and on time, the company began with a serendipitous meeting between Evert Farmer and his former employee, Joe Smith. The pair had worked together at E.L. Farmer Construction.

Smith was looking for a job and had recently been working for a company performing highway electrical work. "It's a good business to be in," Smith said. “But the company lacked management talent and was filing for bankruptcy.”

“I started Contractors West Inc. based on this conversation in 1976,” Farmer says.

I hired Smith as the company estimator and another person as the office manager.

The office manager didn’t last very long, but the estimator retired from the company in 2013.”

Contractors West Inc. started bidding jobs, hired some field employees, and never looked back.

Highway electrical work did not enjoy a good reputation in the construction industry. “It took several years and a lot of completed contracts before the contractors realized that we were here to stay,” Farmer reflects. “We were capable, and we used sound business principles in running our company,” he says, revealing the secret their success.

Hoover Dam: Hagen Construction’s Arizona Connection ElaINe hAGen McBriDE

C

onstruction began on April 20, 1931, on what is considered one of America’s Seven Modern Engineering Wonders: Hoover Dam. Spanning the Colorado River from Arizona to Nevada, this monstrous concrete gravity-arch dam harnessed the famous waterway that drains the Southwest.

Hoover Dam created Lake Mead by impounding the Colorado River and also generated hydroelectricity that fueled tremendous growth across the region.

Originally named for President Herbert Hoover, a Republican, who was also a mining engineer, the structure was often referred to by its alternative name, “Boulder Dam,” for political reasons. The name Hoover Dam was made official by President Harry Truman in 1947.

The construction of the massive dam was beyond the means of any one construction company during the Great Depression. Instead, a consortium of firms banded together and, using the name Six Companies, combined to build Hoover Dam for $48.8 million. It was the largest contract awarded by the federal government at the time.

The immense project employed more than 21,000 workers over the almost five

years of construction, an average of 3,500 laborers per day.

Hoover Dam’s creation resulted in 96 construction-related fatalities, usually accidents involving falling rock and heavy equipment. Contrary to popular folklore, the pouring of the dam's concrete archway entombed no workers.

Along the top of Hoover Dam ran U.S. Highway 93. The road, also known early on as the Hoover Dam-Grand Canyon Highway, served motorists who came to view the spectacular art deco structure and linked Arizona to Las Vegas, then a small gambling town on the Union Pacific Railroad line.

Hagen Construction Company built the last two miles of the highway on the Arizona side before reaching Hoover (or Boulder) Dam in 1933-35. “In 1935, Dad (Harry Hagen) bought a new AC Model L tractor, 75 horsepower, with a LeTourneau

dozer for the Boulder Dam job,” Hal Hagen, his son who passed away last year at age 87, recalled. “He also bought a shovel and two International HS74-C eightcubic-yard dump trucks from the Six Companies that built the dam.”

Harry Hagen commented that the Hoover Dam road job started in 120degree temperatures because of a sixweek delay brought on by “Pop” Lyon, the Arizona state engineer. “It was so hot that summer that meat and ice were delivered by truck daily,” Hal Hagen recalls his father saying. “Sometimes when the truck arrived, the meat had already spoiled so the driver had to turn around, go back to town [Kingman, Arizona], and bring back another load of meat.”

Hoover Dam became the world's biggest dam upon completion on March 1, 1936.

A

fter putting in an eight-hour day running a tractor, Emery Harper enters the Circle H Sand & Rock office looking like he’s ready to tackle another shift – or burst through the line of scrimmage on the football field. Harper’s warm greeting and firm handshake belie his age of 87.

Indeed, his stature and gait make it easy to imagine a younger Harper as the linebacker and defensive signal caller on Arizona State football teams in the early 1950s. He then went on to become a successful general contractor, aggregate producer, farmer, and developer. Despite this seemingly idyllic life, Harper’s success

was far from assured, as he managed to rebound from several tragedies.

Harper was born into a family of Arizona pioneers in 1928. His parents, Frank A. and Eva Hill Harper, mined aggregate at the Salt River near Seventh Street, later the location of the Arizona Sand and Rock Company. Earlier, his father hauled water using mule teams for the Clifton mines in eastern Arizona. Emery’s grandfather, Ira Harper, also worked in the Clifton mines before starting one of the state’s first sawmills in Alpine.

All this family history came crashing down in 1937 when Harper was nine, and his father died in an auto accident. Frank Harper left behind a wife and nine children during the Great Depression.

The family moved to 13th Avenue and Camelback Road, where Harper attended Osborn Elementary School #3. He would skip school to hang out at Chris Harri’s dairy farm, the current location of Christown Mall. “Chris used to let me ride the tractor with him, and he made sure I got home safely,” Harper says.

But times were tough, and Harper bounced around living with various family members. He moved to the dude-ranch town of Wickenburg in 1939. “I would shine tourist’s shoes to make a little money, maybe ten or fifteen cents,” he recalls. “I had a little box that I carried my supplies in.”

Hearing the circus was in Phoenix, Harper decided to catch a freight train to see if he could get a job putting up tents.

"I jumped into a railroad gondola car and was just barely tall enough to see over the top,” Harper recalls.

Apparently someone saw Harper and alerted the railway. "When I got to Six Points [the intersection of McDowell, Grand, and 19th avenues), the train stopped, and the bulls [railroad police] arrested me,” Harper says. He stayed for a week at Jamison's Reform School on East Southern Avenue, until his oldest brother, Oscar, took him back to Wickenburg.

Harper moved back to Phoenix to live with his older sister, Evelyn, near 28th and Belmont [now Northern] avenues. He attended Washington Grammar School, excelled at softball, and often ditched school to earn money plowing farm fields.

His seventh-grade teacher, Mrs. Pennington, spied him working, and they had a chat. She promised he could play softball if he came back to school. "Who knows where I'd have ended up if it wasn't for her," Harper reflects.

At Glendale High School, Harper became friends with Marty Robbins, the famous country singer. “Marty was older than me, he had been in the service,” Harper recalls. “He had a girlfriend at the high school, Marizona Baldwin, who he eventually married. Marty would always show up at lunch to ‘protect his interests.’

She was a beautiful girl who had one brown and one blue eye. He was afraid she'd get away - he sure didn't come to

have lunch with the rest of us!”

Robbins performed at Fred Kare's Cocktail Lounge at 4806 East Van Buren, and afterwards, at the Riverside Ballroom to sing with Buster Fite and His Western Playboys. "My friends and I would listen to him sing,” Harper says. “One time these guys were harassing Marty. We told those guys to shut up or step outside. They were silent after that.”

Harper excelled in sports, earning 14 letters in basketball, football, track, and baseball before graduating in 1948. He received a football and track scholarship to Arizona State College (now ASU), where he played linebacker from 1948-1951. He teamed with Wilford “Whizzer” White, Bob “Hot Dog” Alford, Harold Self, Billy

Hammer, Don Fancher, Henry Rich, Bobby Fuller, Keith Gunville, and Manuel Muniz.

Harper called the signals for the defense but refrained from post-game interviews.

“I guess you’d say I had stage fright,” Harper says.

To cap off successful seasons, ASU was twice invited to the long-defunct Salad Bowl, held at Phoenix’s Montgomery Stadium. In 1950, the Sun Devils lost to the Xavier Musketeers, 33-21 before 20,000 people, the largest football crowd in Arizona.

The following year, with a record 24,000 in attendance, ASU lost to the Miami Redskins, 34-21. “Miami of Ohio had a great fullback called Jim “Boxcar” Bailey,” Harper recalls. “He got his nickname by running over tacklers.”

The toughest opponent in the bowl games, however, was the field. “The turf was like concrete; my cleats wouldn’t even go in,” Harper recalls. “I could barely walk by the end of the game from hitting the ground.”

Although the Salad Bowl only lasted a handful of years, festivities included a great parade float. “They took a cement mixer from the Arizona Sand & Rock Company and filled it with lettuce and other fixings,” Harper recalls. “My brotherin-law, J.H. Robbins, was the truck driver and turned on the mixer, creating a tossed salad everyone could enjoy.”

After college, he started Emery Harper Contracting in 1952, primarily doing road building and hauling with Jim Bond, Halsey

Royden, Bailey Sanner, and Gus B.L. Gustafson. That same year, he married Shirley Y. Wirth in Wickenburg. They had three sons: Randy, Ronnie, and Larry.

Harper opened Tempe Sand & Gravel with his brothers, Dean and Morgan, in 1959. The operation had universal crushing and washing plants, a batch plant, and seven new Willard Transit Mix Mixers mounted on Mack trucks. Harper closed the business because of a labor strike and a bad economy in 1962 and returned to general contracting and road building.

His next business was a materials pit at Skunk Creek, which opened in 1967.

Harper and his sons also began growing alfalfa and cotton, irrigated with seven

wells, on 2,000 acres south of Wintersburg.

Flooding from Centennial Wash destroyed the crops in the early 1980's. Pumping groundwater became too expensive after the Palo Verde Nuclear Plant became operational, and they sold the farm in 1984.

Emery and his sons started Harper Sand & Rock at 115th Avenue and the Gila River in 1988. Tragedy struck the successful business when his youngest son, Larry, died in a work accident two years later.

The family temporarily left the aggregate business and developed Pinon Estates, a housing community with 108,

one-to-two acre lots near Peeples Valley in Yavapai County.

In 1999, Harper and his sons opened Circle H Sand & Rock at El Mirage Road and Southern Avenue. Currently, there are three generations of Harpers mining together: Emery, his two sons, and two grandsons. “There have been five consecutive generations of Harpers mining in Arizona,” he says.

As a general contractor, road builder, and aggregate producer, Emery Harper has made a significant contribution to Arizona.

And by the looks of things, he’s not slowing down anytime soon.

Fifty Years Later: Remembering the Ciné Capri Theatre

he original Ciné Capri Theatre, one of the last single-screen theaters built in Phoenix, would have had its half-century anniversary on March 31, 2016. Instead of celebrating this occasion, however, this piece is a tribute to the opulent theater, whose demolition generated an amazing outpouring of controversy and sadness in 1998.

The Ciné Capri story began in 1964 when Arizona Paramount Theaters petitioned the Federal District Court of New York to construct and operate a new motion picture theater in the Barrows Plaza at 24th Street and Camelback Road.

Antitrust laws made such legal requirements necessary for theaters owned by major motion picture studios.

With the granting of court approval, work began on Ciné Capri with an impressive work team: ● George M. Aurelius, vice president and general manager of Arizona Paramount Corporation, ● Henry George Greene, A.I.A., N.C.A.R.B., consulting architect to ABC Theatres, ● W.E. "Bill" Homes, Jr., president of Homes & Son Construction Company, Inc., ● Ralph Haver, president of Haver, Nunn & Jensen, architects for Barrows Plaza, and ● Spero L. Kontos, head of the Los Angeles-based John Filbert Company.

Their goal was to design, build, and outfit a unique, state-of-the-art, motion

picture facility that would complement neighborhood development and accommodate ever-changing film distribution patterns.

The spacious, 16,500-square-foot facility featured strikingly beautiful dual colonnades flanking both sides of the theater. These ten pre-cast white, sculpted concrete columns weighed seven tons each and supported overhangs trimmed with a copper fascia cured to achieve an antique green patina. The patio off the east lobby provided shelter for patrons during intermission breaks while the larger western portico served as the main entrance. Imported hexagonal jade Italian tile overlaid the lower building facade. In the center was a multi-paneled, 24-footlong, custom-made stained glass window, which served as the focal point inside and out. Low-profile desert landscaping surrounded the building.

Upon entering the theater, patrons found themselves in a spacious two-level lobby with clean, modern lines. A generous oval confection area stood in front of the auditorium’s back wall, with working gold “waterfall” draperies, duplicating the interior decor. More than 4,000 yards of lustrous antique gold fabric lavishly enveloped the auditorium, covering the proscenium and walls from carpet to ceiling.

The electronically synchronized front cascade drape moved vertically at different speeds to reveal the title curtain behind, which opened horizontally to expose the film on a giant, curved screen extending out to the fifth row of seats. This drapery action typically evoked spontaneous applause from audiences. including Cinemascope, VistaVision, and Cinerama from its 70/35mm projectors and stereophonic sound system, offering superb tonal quality and visual pleasure.

To celebrate the theater opening, Charlton Heston came to Phoenix on March 31, 1966. Festivities began with a youth drama clinic held in the auditorium, followed by an afternoon reception with Mr. Heston in the theater lobby. The evening event began with the Scottsdale High School marching band entertaining the premiere attendees as they waited outside for Charlton Heston, who arrived in an open convertible. At the entrance, he officially launched the theater with a ribbon-cutting ceremony.

Inside, Mr. Heston addressed the audience, saying they were most fortunate to have, “this new, outstanding prototype of the motion picture theater of tomorrow,” in their community.

The lights dimmed, the front drapes rose, and the opening credits fell on the title curtain as it opened to the premiere showing of the 20th Century Fox film, The Agony and The Ecstasy, starring Charlton Heston and Rex Harrison.

A few years later the Arizona Paramount Corporation and ABC Paramount disposed of their theater holdings, including the Ciné Capri. Over the next three decades, the Ciné Capri would be operated by other film companies, and Arizona contractor & Community

would continue to be a favorite of Phoenixarea movie buffs as it hosted such blockbuster movies as The Godfather, True Grit, and, most notably, Star Wars.

The locally owned Harkins Theatres chain assumed the lease in 1988, but ten years later, the landowner and another developer determined that the building was blocking "progress." Dan Harkins, and his executive vice president, Wayne Kullander, who had also been the inaugural Ciné Capri manager, worked tirelessly with a massive grassroots community effort to save the Ciné Capri. This effort proved unsuccessful even though more than 250,000 individuals signed a petition supporting the theater.

The final engagement was Titanic, and like so many of the blockbusters before, it played to overflow crowds to the very end.

On January 5, 1998, the final showing of Titanic at the Ciné Capri ended with the curtain lowering at 2:12 a.m., about the same time the real Titanic slipped beneath the icy Atlantic Ocean. Then, on February 18, 1998, the wreckers came, and the beautiful Ciné Capri retreated into memory with other Phoenix motion pictures palaces such as the Phoenix, Rialto, Fox, Vista, Palms, and the Bethany West. Only the Orpheum, through the successful infusion of community interest and money for restoration, has managed to retain a heartwarming tie with the city's past.

A few weeks before the demolition, Bill Homes, the retired president and CEO of Homes & Son Construction Company, Inc., the contractor who built the Ciné Capri, died of cancer. His many

contributions to the Phoenix area included 20 years of service on the board of directors, including six as chair, at John C. Lincoln Hospital. During that time, he helped petition the state legislature for the certificate of need that allowed the construction of the trauma center at the hospital, as well as contributing to establishing the John C. Lincoln Health Foundation.

He also served as president of the Arizona General Contractors Association, on the Salvation Army Board, and on the Maricopa County Community College.

During his tenure, Homes & Son built notable Phoenix landmarks, including the St. Francis and First Methodist Churches.

The Ciné Capri, however, was one of his personal favorites.

As a tribute to her father, and as a thank you to the theater’s many thousands of fans, his daughter, Gayle Homes Martin, commissioned a 1/4 inch-scale architectural model of the Ciné Capri in his memory. With the help of local architect Harold Williams, the top model makers in the Valley vied for the model’s contract, which was won by architectural designer Doyle Hostetler in March 1998.

He used copies of the original theater blueprints to create a model approximately 4 x 5 feet and weighing nearly 200 pounds.

The outside signage was laser cut by Robert Kramer of Master Designs in

Tempe. Gayle Martin herself meticulously redrew the stained glass window by hand and completed the image with PhotoShop, while Image Craft outputted the final window artwork on transparent film. The memorial plaque, dedicated to Mr. Homes, is on a hexagonal jade tile salvaged from the Ciné Capri.

The Ciné Capri model was officially dedicated at the Arizona Historical Society Museum in Tempe, Arizona on May 15, 1999, where it is part of their permanent collection.

George Aurelius, Wayne Kullander, and architect Harold Williams, a member of the Save the Cine Capri Committee, unveiled the model.

A silent auction held at the museum that day featured two paintings of the Cine Capri by Gayle Martin, an opening night photo, autographed by Charlton Heston, and a Family Circus cartoon by Bill Keane, paying homage to the Ciné Capri. That auction, along with donations from the family and friends of Bill Homes, raised more than $2,800 for two charities, the John C. Lincoln Health Foundation Cancer Fund and the Arizona Historical Society.

And They’re Off! Cluer’s Enduring “Paradise” John Bueker

his year marks the 60th anniversary of a bona fide Phoenix institution, Turf Paradise horse track. The Sport of Kings began racing there in January 1956. Generations of local racing fans have since screamed with jubilation at a trifecta, or threw their non-winning tickets into the air like confetti at the legendary facility located at 19th Avenue and Bell Road. As such, it would seem difficult to envision another entity inhabiting that site.

Interestingly, however, this was not the original plan.

Turf Paradise was initially slated for construction, appropriately enough, in Paradise Valley. Walter R. Cluer, a Phoenix businessman and horseman who envisioned a state-of-the-art horse track in the Valley, initially selected a site at 56th Street and Shea Boulevard. The intersection was in a decidedly remote

area northwest of Scottsdale. Much to the surprise and chagrin of Cluer, opposition to the new racetrack arose from residents and stubbornly persisted. After scrapping plans to open Turf Paradise at the Paradise Valley site in the fall of 1955, the search began for a new location.

This disappointment would ultimately prove fortuitous for Cluer’s Turf Paradise Inc. The group would relocate in a remote area 13 miles north of downtown Phoenix on Bell Road that provided more land for less money.

The site would be more accessible thanks to the new Black Canyon Freeway

undergoing construction through the northwest Valley.

The location was exceptional for Turf Paradise. Nestled in the undeveloped desert in Deer Valley, eight miles from the nearest urban amenities, 1,400 acres were acquired by Cluer’s group for $600,000.

The property was vast, extending west from 15th Avenue to the freeway. There was plenty of room for future developments beyond the race track, and few nearby residents to kick up a fuss about the facility. Of course, the remote nature of the location also raised a few eyebrows at the time. Would many racing fans make the trek to this out-of-the-way track?

Cluer’s background prepared him well for the venture. A wealthy Phoenix door and sash manufacturer and building contractor with a passion for thoroughbred horse racing, Cluer began buying, breeding, and racing horses as a hobby. He soon became deeply involved in the emerging Arizona racing circuit. He owned the old Sportsman’s Park track on the northeast corner of Osborn and Seventh Avenue, a functional facility that only whetted his appetite for an exclusive horse track.

Cluer’s vision drew him together with C. Thad Mullen, an Arizona native and state racing official with a history of raising cattle and breeding thoroughbred horses.

Mullen shared Cluer’s burning desire for world-class horse racing in Phoenix. The two men also possessed considerable financial savvy: their new track would be

skillfully financed almost entirely through stock sales and an array of private investors.

The plan for the new racing facility was ambitious. Cluer perceived the explosive growth of the Phoenix area and thought a world-class race track was appropriate. In addition to the luxurious clubhouse and great racing track, he insisted on water and sewage systems, a private police force, sanitation department, restaurant, and recreation area, a barber shop, internal telephone network, and fire-fighting personnel. Given its somewhat remote location, Turf Paradise would need to be essentially a self-contained community.

“In time we expect to duplicate practically every function and convenience of a modern city,” Cluer announced shortly before the track’s opening.

The original architectural design, landscaping, and even the employee attire at Turf Paradise were of a Spanish flavor.

Shortly before opening day, Mullen remarked that the facility’s design had drawn on “styles south of the border, but

blended with completely modern utility.”

The exterior of the building incorporated some Spanish Colonial Revival features, including graceful archways, terracotta roof tiles, terraces, towers, balconies, and beautiful hand-painted tiles depicting scenes of horses frolicking in the desert.

Turf Paradise was one of the biggest Phoenix construction projects of its time, with many local contractors working to build the new facility. The track, with its clay base topped with four inches of loam soil, was laid in late 1954, with the construction of the buildings commencing in the summer of 1955. Mullen Construction built the fireproof all-

concrete barns, which are still standing today. King Construction Co. of Phoenix was the general contractor for the almost $2 million project.

The area acquired for Turf Paradise had been used for agricultural purposes, and there were five irrigation wells located on the site. The wells aided plans to build a scenic lake in the track’s infield, which still exists and is used to irrigate infield vegetation. The wells also originally supplied the track’s private water system and fire control system.

Turf Paradise's infrastructure remained remarkably intact until the construction of the Turf Club atop the Clubhouse, and a turf race course in 1976.

Aside from technological advances in wagering and the advent of race simulcasting, not much has changed at Turf Paradise in the last 40 years. In a town where change is rapid, the enduring horse track is a happy exception.

Current owner Jerry Simms, a Valley businessman, has invested millions in renovating the facility. In 2007, the Turf Paradise Marketplace was born with a Sam's Club and Super Wal-Mart constructed on 70 acres of surplus parking space. And while the emergence of offtrack betting in Arizona has rendered the racing fan’s physical presence at the track unnecessary, General Manager Vince Francia notes that attendance at Turf Paradise has remained remarkably stable.

Turf Paradise may expand in the future. Francia entertains the hope that the racino model of casino-style wagering at race tracks may yet materialize in Arizona, which would require major construction to accommodate slot machines and other casino-style games.

“We would either construct a new building to the east of the grandstands or remodel the grandstand area itself to accommodate the introduction of slots,” Francia says. Such a development would require action by the Arizona legislature in the face of robust political opposition from the tribes who currently hold a local monopoly on such enterprises. Francia hopes to see this change, noting “I believe we have a free enterprise system in this country.”

Whatever the future may hold for Turf Paradise, its popularity seems robust. The track recently celebrated its 60th birthday with a January 2016 ceremony led

by Phoenix Mayor Greg Stanton. The mayor issued an official Turf Paradise Day proclamation, cut a huge birthday cake, and

expressed his gratitude that horse racing is "still alive and well in the city of Phoenix." More than 5,000 racing aficionados enjoyed the festivities.

For all the elegance, comfort, and fine dining offered in the Clubhouse and Turf Club, Francia’s favorite spot at the track remains the open-air grandstand area and its ancient wooden benches. “I still enjoy that beautiful vista, with the mountains and homes framing the track from off in the distance,” Francia says.

The remote, idyllic desert setting in which Walter Cluer situated his race track has changed dramatically in character over the last six decades, with luxury homes replacing much of the surrounding desert landscape. While many Valley institutions have come and gone in that space of time, Turf Paradise effortlessly endures, with no end in sight.

Francia smiles and says, “We expect to be around for at least another 60.”

tarting in the 1960s within Scottsdale, I discovered an architecture that resonated with me in a personal and profound way. The designs expressed different characters, but were consistently of a contemporary nature, composed of natural materials, and well crafted.

Over the decades, the inventory of this excellent work grew and, much to my amazement was often authored by the same architect: T. S. Montgomery. I only recently learned that T.S. stood for Thomas Stuart. For the longest time, Montgomery remained somewhat of a mystery with little known about him.

Fellow architect Mark Vinson, FAIA, ASID, is authoring a forthcoming book about midcentury modern architecture in the East Valley. Through his research, there has emerged valuable information on Montgomery.

Montgomery was born in 1917 and moved from Virginia to Tempe, Arizona in

1948 with his wife and three children.

While in Virginia, Montgomery worked for Ring Engineering Co. in Washington DC for ten years. He was an architect and project manager for the design and construction of garden and multi-story apartments, hotels, and office buildings.

In 1954, while designing Craftsman Court, he established the office of T.S. Montgomery Architect on Fifth Avenue in Scottsdale.

Three years later, he moved his office into the historic Harry Walker House at 118 East Seventh Street, then in a neighborhood on the outskirts of downtown Tempe.

Following Montgomery’s untimely death in 1970, associate Craig Walling completed the firm’s current projects.

Subsequently, Walling and former associate Earl Florence opened a successor firm, Florence and Walling, with Montgomery’s widow, Susie, continuing as office manager.

Before her death in 2007 at the age of 88, she expressed pride in her late husband’s legacy of public and residential architecture, but especially of the many beautiful churches he designed.

Montgomery’s work had a quiet confidence about an appropriate scale; expressing the nature of masonry, concrete, and metals; and executing finecrafted details. His body of work represented more than 200 projects and included multi-family residential, religious, higher education, commercial, and municipal facilities.

Let’s examine in detail three of Montgomery’s finest projects.

The Craftsman Court at 7121–7141 East Fifth Avenue in Scottsdale was designed and constructed from 1955-58.

This series of seven, one and two-story retail structures are clustered around an outdoor courtyard with a reflecting pool, landscape, and shade. The project was developed to feature artists at work, including Leona Caldwell with fabrics, goldsmith Alexander Kowal, Lloyd Kiva New with leather goods, and perfumer Erne.

Structures had low-pitched roofs with cantilevered overhangs, recessed fullheight glazing, and exposed masonry walls in a stacked pattern. The project integrated custom stained-glass and tile inserts to capture the craftsman focus. Moving through the breezeways and arriving at the courtyard was a pleasant, pedestrianoriented experience. It is an impressive case study demonstrating how a courtyard plan can create a cool microclimate in the hot Sonoran Desert.

Loloma Vista Apartments at 6928 East Second Street in Scottsdale were constructed in 1958, the same year as Craftsman Court. The floor plan and twostory structure stretch in an east/west direction, which makes it a very energyefficient approach to minimizing the heat gain on the severe exposures. The structure overlooks a swimming pool patio defined by exposed masonry walls and steel railings. Walls exploit the masonry units by shifting the various four-inch courses in and out, thereby creating long

Center, Our Lady of Mt. Carmel Catholic Church, among others, in Tempe.

Montgomery delivered an architecture that is well scaled, integrates natural materials, and features exquisite detailing. His structures have held up well over the past 50 years and are a testament to the overall design, durability, and ongoing care and maintenance shown by the proud owners.

Montgomery is best described by Florence, his former associate, in a quote from Vinson’s upcoming book. “Softspoken, but powerfully thoughtful and decisive; a gentle man, gifted as an architect and absolutely devoted to his work.”

horizontal shadows and having the composition visually anchored to the site.

The main building continues with the exposed masonry walls capped by lowpitched roof forms. The roof line is broken by angular projections and articulated with custom vertical wood framing. The overall character is reminiscent of Frank Lloyd Wright’s Prairie Style, which is also attributed to other early 20�� Century Chicago-based architects. Despite it being affordable residential rental units, the apartments are executed with great care and skill.

The First Church of Christ, Scientist at 6427 East Indian School Road in Scottsdale was constructed in 1962. The project initially included a 300-seat sanctuary and classrooms for a Sunday school. The sanctuary roof structure was quite innovative at the time. Cranes lifted umbrella-shaped concrete columns and braced them in place until the burnt adobe walls arrived.

The elevation facing the street is composed of precast, concrete units with open centers, stacked in a staggered pattern, and in front of full-height glazing.

This grill allows the north-facing, indirect, and soft light to bathe the sanctuary interior while avoiding any glaring light sources. This feature transforms the interior, makes for a well-lit volume, and provides privacy from the public side. The structure is capped with a custom, scalloped copper fascia, which is a cool-

Working for Uncle Bob was not easy, as he played no favorites and performed all the fine grading. My dad followed his straight-frame blade, smoothing out tire tracks with a rake in every cul de sac before paving. The crew would balance out the ABC and finished three per day.

As a kid I was obsessed with machinery and, with my friends, operated a construction site on the side of my parents' house. Tonka changed our lives when they released the Mighty Turbo Diesel, a road grader with an extended blade wing. We would line up the toy equipment like real operators did after a shift. It was a big treat when my dad would take us out to run machinery on weekends.

When I got older, my interests diverged into girls, driving, and drumming in the marching band during high school.

Playing house parties with punk rock bands took up my weekends. My father was a fan of my drumming but not of the “look” of those bands. My parents, however, would often let us “turn up to 11” and practice in the house.

During high school, I had a part-time job at Achen-Gardner Construction, where my dad also worked. These were odd times for me. My dad wasn’t thrilled having his cocky son as his guinea hopper. Although I did a good job for him, he was a little embarrassed by my punk-inspired clothing.

On the days my dad and I didn’t see eyeto-eye, I worked for Uncle Dan, who ran the other blade.

I chased stakes for an entire summer, and even got to handle two blades on a three-mile street project between Ellsworth and Meridian roads in Mesa.

Somewhere along that stretch, my initials are carved in the sidewalk. On this job, to anger my dad, I first was going to use a wire coat hanger as a belt but instead pierced my belly. Even with the tension with my father, I felt a lonesome void when we finished this construction after my dad moved on to another project.

After high school, I had no college plans as I already knew everything there was to know. Besides, I was going to be a famous rock drummer like my idol, Stewart Copeland of The Police. performing with my band for three punk chicks and a bartender late at night.

Eventually, my laboring, chasing stakes, riding on equipment, studying blueprints, talking with the soil technician, and general inquisitiveness earned me a spot occasionally running a blade. Jack Lambert and Brian McGhan, my superintendents at Gunsight Construction, gave me the opportunity on an older toggle-switch John Deere blade and 14G Caterpillar blade.

Novice blade operator that I was, my dad offered operating advice and sometimes let me practice on his machine.

My dad helped out others in the field too.

His approach to grading was more mental than physical, which is something I strive for too. He graded like a surgeon along the concrete, barely leaving any cleanup for laborers.

Dad was a funny guy too, a trait that I try and carry on. Leave it to him to give trick gum to a supervisor, turning the guy’s mouth blue just before a meeting.

The years I spent absorbing his approach to construction have aided my career. I would like to think that I've carried on his grading philosophy and art. There are still tricks I saw him do on a blade which I've been unable to mimic. Maybe one day.

Digging Through the Archives: Bob Horner William Horner

efore Arizona Contractor & Community magazine came to fruition, I gathered stories while working as a heavy equipment operator.

My goal was to capture accounts, including some I had previously heard, and let construction veterans know that their stories – and lives – were important.

Fortunately, I interviewed my GreatUncle Bob Horner before he passed away in August 2010 in Coalgate Oklahoma. Bob had just received his 50-year pin from the International Union of Operating Engineers (IUOE) and was eager to talk.

Bob was born in Claremore, OK but spent most of his career in Arizona as a blade operator through the IUOE Local 428. During the 1930s Dust Bowl, his family along with many “Okies” moved west.

While still young, Bob left home to begin his long grading career at the Beardsley Water Users, where he worked on roads and canals in the West Valley in the early 1950s.

Bob’s next position was finishing grade on a four-month Yuma road project for J.D. Roberts Construction. Afterwards, many union contractors sought Bob's skills as a finish blade man.

In the early 1970s, Bob became good friends with Bill Pulice of William Pulice Construction. "Pulice were big, and there

wasn't a job around town I didn't work on for them,” Bob recalled.

Pulice was offered a demo of the new Caterpillar 12G blade and purchased one of the first in the state. Bob declared that he would run the new 12G model but didn’t care for it. When it came time to finish a project, Pulice would bring out Bob’s 12F blade for him to operate.

Bob left Pulice in the late 1970s to grade for G&P Contracting, owned by his brother, Bill.

As the F model blades were phased out during the 1980s, Bob moved back to Oklahoma, where he had family. He finished his grading career working for Granite Construction in Oklahoma.

Perhaps most amazingly, Bob never operated a piece of equipment with air conditioning in his career.
