TheBenedictinepriest, whoisvice-rectorofRome's PontificalAthenaeumofSt. Anselm,disclosedthatthe councilFathersvotedtolet suchbodiesasnationaland regionalbishops'conferencesdecideonthevernacularquestion.Thedecisions oftheseconferencesneed onlyconfirmationbythe HolySee.

"nutsincetheuseofthe vernacularveryoftencanbe veryhelpfultothepeoplein theHolyMassorintheadministrationofthesacramentsandinotherpartsof theliturgy,alargerroleis concededtothevernacular especiallyinthelessons,instructions,insomeprayers andinsomechants,accordingtothenormslaiddown inthefollowing:

Asfarasispossible,the communityformofthelit-

urgy,withtheattendance andparticipationofthecongregation,istobepreferred totheindividualorprivate celebrationofliturgicalservice. Eachparticipantinthe liturgicaldramaplaysallof hispartandonlythat,and thispertainsequallytothe ministers,lectors,commentatorsandchoirandpeople.
Theactiveparticipation ofthepeoplemustbepromoted,especiallythrough theresponses,acclamations andhymns,andthismust bespelledoutintherubrics.

Thecouncil,whoseheadquartersarehereinGeneva, ismadeupofrepresentativesof198non-Catholic churchesin60differentcountrieswithatotalmembershipofabout350millionmembers.
"Comparedtothesituationprevailingintheearlier stagesoftheecumenicalmovement,"Dr.Visser'tHooft saidinanexclusiveinterview,"wemaybeproudthat inourlifetimewehavewitnesseddevelopmentswithin itsscopethatonewouldhaveconsideredalmostimpossibleonlyafewyearsago."
Thewelcomeextendedtothenon-Catholicobservers attheEcumenicalCouncilmeetings,inDr.Visser't Hooft'sopinion,wentbeyondallexpectations.
"Thehospitalitygrantedtothemwasdeeplyappreciated,"hesaid."Evidentlytheobserversweremade tofeelthattheyweremorethanjustthat."
Asaninstance,hereferredtocontactsestablished withthenon-CatholicobserversbySpanishbishops. Asaresult,hecontinued,thepositionofProtestant groupsinSpainandalsoinsomeLatinAmerican countriesmaybebetterunderstoodbyCatholicauthorities.
Dr.Vissett'tHooftwasemphaticinpointingoutthat inotherterritoriessuchasAustriaorBelgiumwhere thereisaCatholicmajority,Protestantsarenotbeing discriminatedagainst.
"IftheEcumenicalCouncilweretoadoptsomesort ofpronouncementstressingreligioustoleranceasa theologicalprinciple,thiswouldbeagreathelp.After all,truthcanneverbdarbitrary,andnevercanitbe imposedbyforce,"hesaid.
Inthisconnection,Dr.Visser'tHooftpointedout thatthedogmaofPapalInfallibilitystillisconsidered astumblingblockbyProtestantseagertopromote Christianunity.
"Likewisesomeapprehensionisfelt,"hesaid,"in regardtotheeffortsofcertainCatholictheologiansto havetheEcumenicalCounciladoptanewdogmatic definitionoftheBlessedVirginMaryasthemediatrix ofdivinegraces.
"Thereisnodoubtthatmanyinourcamptoday approachmariologicatissuesinadifferentmoodthan inthepast,butweareapprehensivelesttoomuch emphasisbeputonthemratherthanoneconcentrating onChristasthecentreofourfaith,justasmisgivings werevoicedwhenthePopedecidedtohaveSt.Joseph's nameincorporatedintheCaponoftheMass.
"HereagainwefeelthatScriptureandnottradition shouldfirstbeconsulted,andwewonderwhetherthe partnershipofthebishopsinthemagistracyofthe SupremePontiffissufficientlyrecognised."
TheWorldCouncilofChurches[representativeatthe EcumenicalCouncil,theRev.LukasVischer,reported extensivelytoGenevaheadquartersaboutcouncilpro- ceedings,Dr.Visser'tHooftexplained.
HesaidDr.Vischer'sreportsenabled"ustoacquaint ourselvesconfidentiallywithwhatwentonincouncil meetings,justasfullyasthecouncilFathersthemselves."
WhenaskedabouttheprospectsofChristianunity Dr.Visser'tHooftsaid:"Wedon'tknowwhatdecisions thecouncilultimatelywilladopt,butanauspicious beginninghasbeenmade.Thatallmaybeoneremains ourferventprayer-thatthepeaceofChristmay becomeourcommonheritageinthecomingofthe kingdomofChristbroughthometousespeciallynow, duringthisholyseason."
The"taking-the-Christ-out-of-Christmas"movementgathersstrengthyearlyinItaly. WhereasChrist'sbirthusedtobecelebratedwithcribsandceremonieswhichextended 12daysuntilthegift-givingatthefeastoftheEpiphany,nowitiscelebratedformonths beforeDecember25withhigh-poweredsellingcampaigns.
Untilthesecondworld warChristmasmeantcribs athomeandinthechurches, andpresentsofapplesand nutswereplacedinthe Christ-Child'soutstretched hand.NowFatherChristmas, aNorthernEuropeancharacterwhowasgivenagreat boostbyAmericanpublicity methods,hasmovedinon Italy.
Inthebigstores(andtheyaregettingbiggerallthe time)thereareboxesfor letterstoGesubambino(the ChildJesus),butthereare illuminatedpinetreesin frontoftheshops,and swarmsofFatherChristmasesinthestreets. TheseFatherChristmases areastudyinthemselves.
Inthenorthernindustrial cities,suchasTurinand Milan,theyarerecruited almostexclusivelyfrom youngsouthernerswhohave migratednorthinsearchof work.Theyarepaidabout sixorsevenshillingsaday toparadeupanddownin frontofthestorestoattract youngcustomers.
TheymakeleanFather Christmasesandtheygreet youngstersmorelikeelder brothersthanpaternalistic SantaClauses.
Astheystrollupand downinfrontofthestores theyadjusttheelasticwhich holdstheirbeardsinplace, switchonthetransistor radiostheycarryintheir pockets,orstoptoexchange awordwiththeirmatewho isFatherChristmasforthe storealongside,justasif theyweresoldiersonduty.
Theystamptheirfeet,too, andrubtheirhandstogether.EveninNorthern Italiancitiestherearemore greyChristmasesthan white,loutthesesouthern FatherChristmasesrememberChristmashomeassunfilled,eventhoughitcanbe bitterlycoldinSicilyand CalabriainDecember.
Inaword,theyarenotat homeinthisChristmasrepresentedbyafatoldman whosebeardseemstobe madeofsnow.Evenin Rome,whichissuchamixtureofpeoplefromthepro-

In1870,theFirstVatican Councilleftacleardefinitionofthesupremepastoral dutiesandstatusofthe BishopofRome,successor ofSt.PeterintheChurch. Thiswasprovidential-the CatholicChurchfoundherselfsolidlyunifiedand strongtomeettheideologicalchallengeswhichwere tofollowandtoorganisethe missionaryworkofthelast 90years.
Episcopacy
But,besidesPeter,Christ choseotherApostles.The bishopsaretheirsuccessors. Theepiscopacyis,therefore, ofdivineinstitutionandto formulateacompletedoctrineonthegovernmentof theChurch,thecouncil shouldhaveexpressedbesidestheprimacyofthe Pope,thedutiesandrights ofthebishops.
Becauseitdidnot,many Easterntheologiansnof unitedwithRomehaveoften conceivedawrongnotionof theCatholicdoctrineonthe episcopacy.ItwouldcontributetobettermutualunderstandingiftheSecondVaticanCouncilcoulddefine moreexplicitlywhatthe firstonlyoutlined-thatthe bishopsarenotsimplyadministratorsofarestricted areainthenameofthe Popeandunderhiscontinualguidance,butthatin solidaritywithallthe bishopsoftheworld,under theleadershipoftheBishop ofRome,theysharetheresponsibilityforthewhole Church.
Further,thecouncil(If 1870clearlydefinedthat whenthePopeteaches solemnlyasheadofthe Churchheisprotected againsterrorbytheHoly
Spiritandthathisteaching doesnotneedtobeapprovedbyanycouncilor endorsedbytheChristian people.
Thebishopsinthecouncil wouldremoveapprehensionsamongmanyEastern non-Catholicsiftheyexpressedclearlythatthe Popeneverteachessolemnly whohewouldhavelearned onlybyprivaterevelation. Threeoftheothershaddiedattheageoftwoyears andafourthatthreemonths.Allofthemwereafflicted witha Schilder'srare,incurableneurologicalconditioncalled disease.Themotherisnowexpectingasixth childinMarch.Themedicalprognosisisthatthisbaby willbesimilarlydiseased.
This,inbrief,isthestory.Ittellsnothingaboutthe heartachesandthesorrowsinvolved.Butthenews accountdidquotetheparents,anditwastheattitude revealedintheirwordswhichsoimpressedmycorre- spondents.

Herearethethreetheologicalvirtuesinpractice- faith,hopeandlove.Theirfaithtoldparentslikethese that,howeverbrieftheearthlylifeoftheirchildren mightbe,aneternityoflivingwasaheadofthemin heaven.Italsohelpedthemaccepttheirownhelpless- nessatseeingalittlechildsufferandtheirsorrowat hisdeath,fortheyknewhewasreturningtohis Father'shouse.

Sixhundredbishopsfrom misionlandsattendedthe firstsessionoftheSecond VaticanCouncil!Neverbeforehavesomanyofthe hierarchyfrommission landsgatheredaboutthe HolyFatherinimmediate contactwithbishopsfrom thoselandsthathavebeen Catholicforcenturies.
Theresultshouldhave beenanimpetustotheMissioncausethroughoutthe world BishopsofCatholiccountrieswillobtaina deeperandmorerealpictureofthedimensionsand difficultiesoftheapostolate amongpagans,thusimbuing theirownflockswithnew zealandmorevocations Missiontirybishops,whose churchesdevelopslowly amidthediscouragingatmosphereoftheotherideologies,willrealisethatthey arenotmerelylivingonthe fringeoftheChurch,butare surroundedbytheinterest andaffectionofthewhole ofChristianity.

Thisyear,hesaid,"the congratulationsofthewhole associationgototheoldest andmostfamousPioneer, ArchbishopMannix,who hasrecentlycelebratedhis GoldenJubileeasaBishop."
ThePioneerAssociation,he added,owedatremendous debttothisgreatprelate whohaddonesomuchfor themovement.Sixty-one yearsago,whenArchbishop Mannixwasaprofessorat MaynoothCollege,hebecameamemberandpromisedhissupport.In1950, heinvitedthelateFather Dohertytogooutfromthe Pioneercentralofficesin DublintosetupthemovementinMelbourne.
Duringtheyear,itwas reported,threemembersof theassociationwereraised totheepiscopacy-Most Rev.Dr.McKeown,AuxiliarytotheArchbishopof Perth,MostRev.Dr.Birth, CoadjutortotheBishopof OssoryandMostRev.Dr. Corboy,BishopofMonze, Rhodesia.Lastyear,140 newPioneerCentreswere established-70inIreland andtheothersoverseas,including21inBritain.
Theguestspeakeratthe meetingwasRev.Aedan McGrath,oftheColumban Fathers,whointroducedthe LegionofMaryintoChina in1935,wasarrestedbythe Communistsin1951when, inthewordsofFatherDargan,"hewasaccusedof beinganinternationalspy whotappedoutradiomessagestoAmerica." FatherMcGrath,whowas inaCommunistprisonfor almostthreeyearsbefore hisexpulsionfromChinain 1954,saidthathiscolleagues andhimselfhadnowbeen inEnglandforsevenyears, attherequestoftheIrish andEnglishHierarchies, workingforIrishimmigrants:"Wefindthatwheneveranimmigrantis broughtintoalayorganisationofsomekindwhich
ritywereyoungmenand women. Hewarnednotonly againstthetragediesbrought aboutbydrink,butanew element-"theterribleevil ofdrugs."
