Thiswasrevealedina commentary,accompanied byamplequotationsfrom theactualtext,publishedin theVaticanCitynewspaper, L'OsservatoreRomano.

ThecommentarywaswrittenbyFatherCipriano Vagaggini,O.S.B.,liturgical scholarwhoisoneofthe "experts"appointedbyHis HolinessPopeJohnXXIII toaidtheworkofthecouncil.

TheBenedictinepriest, whoisvice-rectorofRome's PontificalAthenaeumofSt. Anselm,disclosedthatthe councilFathersvotedtolet suchbodiesasnationaland regionalbishops'conferencesdecideonthevernacularquestion.Thedecisions oftheseconferencesneed onlyconfirmationbythe HolySee.

TheVagagginiarticleunderlinespointforpointimportantelementsoftheprefaceandthefirstchapterof the"constitution"onthe liturgywhichwereaproved bythecouncilFatherson December7. Therewere 2,118councilFatherspresentatthatmeeting.Atotal of1,922votedinfavourof thetext,11against,180in favourbutwithreservationsandfivevoteswere void.

ThatpartoftheconstitutionquotedinL'Osservatore whichreferstotheuseof thevernacularisArticle36 ofthetext,whichreads: "TheuseoftheLatinlanguage,exceptbyparticular dispensationistobepreservedintheLatinrites.

"nutsincetheuseofthe vernacularveryoftencanbe veryhelpfultothepeoplein theHolyMassorintheadministrationofthesacramentsandinotherpartsof theliturgy,alargerroleis concededtothevernacular especiallyinthelessons,instructions,insomeprayers andinsomechants,accordingtothenormslaiddown inthefollowing:

Commentingonthegeneralruleswhichwillgovern theChurch'spublicworship inthefuture,FatherVagagginisaidthatoneofthe mostimportantelementsis containedinArticle22of thetextoftheconstitution inwhichitisestablished thatthebishopsthemselves mayeffectreformsinthe liturgy.Thisprivilegeis granted,accordingtothe text,"tothevariouskinds ofcompetentterritorial bodiesofbishops,aslawfullyconstituted

FourSections

Theprinciplesuponwhich liturgicalreformistobe basedarethentracedby FatherVagagginiinthefour sectionsofthefirstchapter oftheconstitution.These are:generalnorms(Articles 22-25);normsbasedonthe natureoftheliturgyasa hierarchicalandcommunity action(Articles26-32): normsbasedontheteaching andpastoralnatureofthe liturgy(Articles33-36);and normsforadaptingtheliturgytovariousculturesand traditions(Articles37-40).

Concerningthesectionof thetextdealingwiththe socialcharactejoftheliturgy,FatherVagaggini tractsthesepivotalnorms ofreform:

Asfarasispossible,the communityformofthelit-

urgy,withtheattendance andparticipationofthecongregation,istobepreferred totheindividualorprivate celebrationofliturgicalservice. Eachparticipantinthe liturgicaldramaplaysallof hispartandonlythat,and thispertainsequallytothe ministers,lectors,commentatorsandchoirandpeople.

Theactiveparticipation ofthepeoplemustbepromoted,especiallythrough theresponses,acclamations andhymns,andthismust bespelledoutintherubrics.

Forthislastpointonthis score,FatherVagaggini quotedfromthetextof Article32oftheconstitution:"Intheliturgy,except thedistinctionsforliturgical officeandhonoursdueto civilauthoritiesaccordingto liturgicallaws,theremust benoregardforpersonsor conditions,eitherinthe ceremoniesorinexternal pomp."

Inthisregard,thepriest pointedtothepracticein somecountriesofhaving various"classes"offunerals andweddings,andsaidthe "intentoftheChurch"isto eliminatesuchthings.

VERYREV.FATHERFRANCISCHAPMAN,Superiorof St.Columban'sinAustralia,celebratedthesilverjubilee ofhisordinationonDecember21.

AfterordinationatDalganPark,Ireland,in1937,Father Chapmanwasappointedtomissionaryworkinthe Philippines.HeservedFor12yearsonMindanao,the mostsoutherlyoftheislands.LaterhewasSuperiorfor fouryearsofanewmissionontheneighbouringisland ofNegros.In1955hewasrecalledtoAustraliaand sincethenhasdirectedtheworkoftheSocietyinthis country.

Theconstitutionwillalso allowbishopsincertain placestoadapttheculture andtraditionsoftheir peopletotheliturgy,accordingtoArticle37ofthe text,whichL'Osservatore quotesasfollows: "TheChurch,whenit.is notaquestionoftheFaith orthecommongood,does notintendtoimpose,even intheliturgy,arigiduniformity.Moreover,itrespectsandpromotesthe characteristicsandgiftsof

CardinalCicognanitold themhehadjusthadatelephonecallfromHisHoliness PopeJohnXXIIIexpressing hisregretthathecouldnot bidgoodbyetoeachofthe observersinperson.The Cardinalpresentedeach withamedalofthePope's pontificate.Healsocomplimentedthemfortheinterestandattentionthey hadgivenattheworking sessionsofthecouncil.

Rev.LukasVischerof Geneva,researchsecretary oftheFaithandOrder CommissionoftheWorld CouncilofChurches,who servedastheWorldCouncil'sobserver-delegateatthe Vaticancouncil,spokeon behalfofhiscolleagues.

GENEVA.-"THESECONDVATICANCOUNCIL MARKSATREMENDOUSPROGRESSININTERFAITHRELATIONS,"THEREV.W.A.VISSER'T HOOFT,SECRETARYGENERALOFTHEWORLD COUNCILOFCHURCHES,HASSAID.

Thecouncil,whoseheadquartersarehereinGeneva, ismadeupofrepresentativesof198non-Catholic churchesin60differentcountrieswithatotalmembershipofabout350millionmembers.

"Comparedtothesituationprevailingintheearlier stagesoftheecumenicalmovement,"Dr.Visser'tHooft saidinanexclusiveinterview,"wemaybeproudthat inourlifetimewehavewitnesseddevelopmentswithin itsscopethatonewouldhaveconsideredalmostimpossibleonlyafewyearsago."

Thewelcomeextendedtothenon-Catholicobservers attheEcumenicalCouncilmeetings,inDr.Visser't Hooft'sopinion,wentbeyondallexpectations.

"Thehospitalitygrantedtothemwasdeeplyappreciated,"hesaid."Evidentlytheobserversweremade tofeelthattheyweremorethanjustthat."

Asaninstance,hereferredtocontactsestablished withthenon-CatholicobserversbySpanishbishops. Asaresult,hecontinued,thepositionofProtestant groupsinSpainandalsoinsomeLatinAmerican countriesmaybebetterunderstoodbyCatholicauthorities.

Dr.Vissett'tHooftwasemphaticinpointingoutthat inotherterritoriessuchasAustriaorBelgiumwhere thereisaCatholicmajority,Protestantsarenotbeing discriminatedagainst.

"IftheEcumenicalCouncilweretoadoptsomesort ofpronouncementstressingreligioustoleranceasa theologicalprinciple,thiswouldbeagreathelp.After all,truthcanneverbdarbitrary,andnevercanitbe imposedbyforce,"hesaid.

Inthisconnection,Dr.Visser'tHooftpointedout thatthedogmaofPapalInfallibilitystillisconsidered astumblingblockbyProtestantseagertopromote Christianunity.

"Likewisesomeapprehensionisfelt,"hesaid,"in regardtotheeffortsofcertainCatholictheologiansto havetheEcumenicalCounciladoptanewdogmatic definitionoftheBlessedVirginMaryasthemediatrix ofdivinegraces.

"Thereisnodoubtthatmanyinourcamptoday approachmariologicatissuesinadifferentmoodthan inthepast,butweareapprehensivelesttoomuch emphasisbeputonthemratherthanoneconcentrating onChristasthecentreofourfaith,justasmisgivings werevoicedwhenthePopedecidedtohaveSt.Joseph's nameincorporatedintheCaponoftheMass.

"HereagainwefeelthatScriptureandnottradition shouldfirstbeconsulted,andwewonderwhetherthe partnershipofthebishopsinthemagistracyofthe SupremePontiffissufficientlyrecognised."

TheWorldCouncilofChurches[representativeatthe EcumenicalCouncil,theRev.LukasVischer,reported extensivelytoGenevaheadquartersaboutcouncilpro- ceedings,Dr.Visser'tHooftexplained.

HesaidDr.Vischer'sreportsenabled"ustoacquaint ourselvesconfidentiallywithwhatwentonincouncil meetings,justasfullyasthecouncilFathersthemselves."

WhenaskedabouttheprospectsofChristianunity Dr.Visser'tHooftsaid:"Wedon'tknowwhatdecisions thecouncilultimatelywilladopt,butanauspicious beginninghasbeenmade.Thatallmaybeoneremains ourferventprayer-thatthepeaceofChristmay becomeourcommonheritageinthecomingofthe kingdomofChristbroughthometousespeciallynow, duringthisholyseason."

The"taking-the-Christ-out-of-Christmas"movementgathersstrengthyearlyinItaly. WhereasChrist'sbirthusedtobecelebratedwithcribsandceremonieswhichextended 12daysuntilthegift-givingatthefeastoftheEpiphany,nowitiscelebratedformonths beforeDecember25withhigh-poweredsellingcampaigns.

Untilthesecondworld warChristmasmeantcribs athomeandinthechurches, andpresentsofapplesand nutswereplacedinthe Christ-Child'soutstretched hand.NowFatherChristmas, aNorthernEuropeancharacterwhowasgivenagreat boostbyAmericanpublicity methods,hasmovedinon Italy.

Inthebigstores(andtheyaregettingbiggerallthe time)thereareboxesfor letterstoGesubambino(the ChildJesus),butthereare illuminatedpinetreesin frontoftheshops,and swarmsofFatherChristmasesinthestreets. TheseFatherChristmases areastudyinthemselves.

Inthenorthernindustrial cities,suchasTurinand Milan,theyarerecruited almostexclusivelyfrom youngsouthernerswhohave migratednorthinsearchof work.Theyarepaidabout sixorsevenshillingsaday toparadeupanddownin frontofthestorestoattract youngcustomers.

TheymakeleanFather Christmasesandtheygreet youngstersmorelikeelder brothersthanpaternalistic SantaClauses.

Astheystrollupand downinfrontofthestores theyadjusttheelasticwhich holdstheirbeardsinplace, switchonthetransistor radiostheycarryintheir pockets,orstoptoexchange awordwiththeirmatewho isFatherChristmasforthe storealongside,justasif theyweresoldiersonduty.

Theystamptheirfeet,too, andrubtheirhandstogether.EveninNorthern Italiancitiestherearemore greyChristmasesthan white,loutthesesouthern FatherChristmasesrememberChristmashomeassunfilled,eventhoughitcanbe bitterlycoldinSicilyand CalabriainDecember.

Inaword,theyarenotat homeinthisChristmasrepresentedbyafatoldman whosebeardseemstobe madeofsnow.Evenin Rome,whichissuchamixtureofpeoplefromthepro-

vincesandoverseas,there is-resistancetothenew Christmas,oratleasta nostalgiafortheold.

Thezampognariarepart oftheoldertradition.They arepiperswhocomedown fromtheAbruzzihillsto playinthestreetsofRome overthefestiveseason.The whineoftheirbagpipesis almostincessantatthat time;itisenjoyableifone canonlygetawayfromit atbedtime.

Theauthenticzampognari areshepherdswhostill wearthesamestylesandals astheRomansatthetime ofChrist.Thelessauthentic campognariareRoman youthswhousemotor-car tubesorfootballbladders fortheirbagpipesandkick upaterribledininthe streetsinthehopethatthey willbepaidtogoaway.

PaganIdeasRemain

ChristmasceIebrations usedtocontinuefor12days andNewYear'sEvewas partofthem,butinRome ithasalwaysretainedmuch ofitspagancharacter.

Themottoforthenightis throwouttheoldandring inthenewandeverythingbuteverything,including thekitchensink-ishurled outofsomewindowsto crashdownontheroads. oftenfromtheseventhor eighthfloors.

WalkingthroughRofneon NewYear'sEveislike makingone'swaythrougha citywhereguerrillafighting isunderway.Scoresof peopleareinjuredeach time;anarmouredcaristhe mostsuitabletransporttoa NewYear'sEveparty. Topavethewayforreunion,Christiansofboth EastandWestmustcometo understandthattheirliturgical,asceticalandtheologicaltradtionsarecomplementaryandthatbothhave muchtoimparttoeachother fortheircommonspiritual progress.

In1870,theFirstVatican Councilleftacleardefinitionofthesupremepastoral dutiesandstatusofthe BishopofRome,successor ofSt.PeterintheChurch. Thiswasprovidential-the CatholicChurchfoundherselfsolidlyunifiedand strongtomeettheideologicalchallengeswhichwere tofollowandtoorganisethe missionaryworkofthelast 90years.

Episcopacy

But,besidesPeter,Christ choseotherApostles.The bishopsaretheirsuccessors. Theepiscopacyis,therefore, ofdivineinstitutionandto formulateacompletedoctrineonthegovernmentof theChurch,thecouncil shouldhaveexpressedbesidestheprimacyofthe Pope,thedutiesandrights ofthebishops.

Becauseitdidnot,many Easterntheologiansnof unitedwithRomehaveoften conceivedawrongnotionof theCatholicdoctrineonthe episcopacy.ItwouldcontributetobettermutualunderstandingiftheSecondVaticanCouncilcoulddefine moreexplicitlywhatthe firstonlyoutlined-thatthe bishopsarenotsimplyadministratorsofarestricted areainthenameofthe Popeandunderhiscontinualguidance,butthatin solidaritywithallthe bishopsoftheworld,under theleadershipoftheBishop ofRome,theysharetheresponsibilityforthewhole Church.

Further,thecouncil(If 1870clearlydefinedthat whenthePopeteaches solemnlyasheadofthe Churchheisprotected againsterrorbytheHoly

Spiritandthathisteaching doesnotneedtobeapprovedbyanycouncilor endorsedbytheChristian people.

Thebishopsinthecouncil wouldremoveapprehensionsamongmanyEastern non-Catholicsiftheyexpressedclearlythatthe Popeneverteachessolemnly whohewouldhavelearned onlybyprivaterevelation. Threeoftheothershaddiedattheageoftwoyears andafourthatthreemonths.Allofthemwereafflicted witha Schilder'srare,incurableneurologicalconditioncalled disease.Themotherisnowexpectingasixth childinMarch.Themedicalprognosisisthatthisbaby willbesimilarlydiseased.

This,inbrief,isthestory.Ittellsnothingaboutthe heartachesandthesorrowsinvolved.Butthenews accountdidquotetheparents,anditwastheattitude revealedintheirwordswhichsoimpressedmycorre- spondents.

Thecouplesaid:"Wearenotcrusheddown.Wehave morefaiththanthat.Andwealwayshavehope.With- outhope,therewouldbenosensetolife."

Themotheradded,"Wehavelovedourchildrenand wealwayshopeforahealthyone."

Herearethethreetheologicalvirtuesinpractice- faith,hopeandlove.Theirfaithtoldparentslikethese that,howeverbrieftheearthlylifeoftheirchildren mightbe,aneternityoflivingwasaheadofthemin heaven.Italsohelpedthemaccepttheirownhelpless- nessatseeingalittlechildsufferandtheirsorrowat hisdeath,fortheyknewhewasreturningtohis Father'shouse.

Theirsenseofloss,multipliedfivetimesaninfinity, wasnotlesspoignantbecauseoftheirfaith.Allthey clungtowastheawarenessthatthepresentpartingwas temporaryandthatoneday,Godwilling,theywould bewouldbereunitedwiththeirchildren.Theirparent- hoodwasalreadyprovenasuccessintheirowneyes andintheeyesofallbelieversinGodsincetheyhad, intheshortspaceoftenyears,knownbrieflyand returnedtoGodforever,fivesaints.

OnehasonlytorememberthePhoenixcaseinAugust andtheBelgianincidentinNovembertoknowthat thesesolutionsarebecominggenerallyaccepted.They arenolonger+beingdefended.Theyarebeingpromoted asapositivegood.

Witnessthewordsquotedfromarecentsermonofa modernchurchman:"Thetrulycivilisedmindwouldbe hardputtodeviseagreatersinthantocondemna helplessinfanttothetwilightworldoflivingdeath,or tosentencetwoinnocentparentstoalifetermof caringfor-yes,andloving-acreaturewhoisa grotesquemockeryofGod'simage."

Theguestspeakeratthe meetingwasRev.Aedan McGrath,oftheColumban Fathers,whointroducedthe LegionofMaryintoChina in1935,wasarrestedbythe Communistsin1951when, inthewordsofFatherDargan,"hewasaccusedof beinganinternationalspy whotappedoutradiomessagestoAmerica." FatherMcGrath,whowas inaCommunistprisonfor almostthreeyearsbefore hisexpulsionfromChinain 1954,saidthathiscolleagues andhimselfhadnowbeen inEnglandforsevenyears, attherequestoftheIrish andEnglishHierarchies, workingforIrishimmigrants:"Wefindthatwheneveranimmigrantis broughtintoalayorganisationofsomekindwhich

Bothawakenantagonism.ThebirthatBethlehem developedahostilityofHerod,andthebirthofChrist insoulsawakensthehostilityofweakhumannature anditsimpulses,whicharereluctanttofollowthe promptingsofthespirit.

DECISIONDEPENDSONOURATTITUDE

ItwasthesecondbirththatSt.Paulinsistedonwhen hewrotefromprisontohisbelovedpeople,the Ephesians.askingthatChristmaydwellintheirhearts byfaithandthattheyberootedandgroundedinlove, ThisisthesecondBethlehem,orthepersonalrelationshipoftheindividualhearttotheLordChrist,its SupremeLover. TherearemanywhoknowwellthefirstBethlehem, buthavenoexperiencewhateverofthejoysofthe second.ThedifferencebetweenthetwoisthedifferencebetweentheinnkeeperofBethlehem,andMary; betweenHerod,andtheshepherds.Onecanknowall aboutChrist,andstillnothaveHisbirthinthesoul. Herodknewallofthepropheciesandwasnotparticu- larlysurprisedwhenheheardthatChristwasborrt buthisreactionwaspersecution.

ThereasonthestoryoftheinnkeeperofBethlehem holdssuchanimportantplaceintheChristmasstoryis becauseitisrelivedinthosewhorefusetheinnoftheir soulsinthesecondBethlehem.Theinnkeeperhad reasonsforhisconductidenticaltothosewhorefuse Christ'srebirthinsouls.Thatinnkeeper.mayhave turnedawaytheIncarnateGodbecauseHewasnot known,orbecausehewasverybusywithhisclients whowerepouringintothecityforthecensus.Hzmay alsohavehadaneconomicreason;namely,Maryshould havecontrolledthebirthinsomewayandnothave broughtachildintotheworldinsuchpoverty.Furthermore.theappearanceoftheMotherandherluggage mayhaveindicatedtothismanofworldlystandards thattheywereofnogreatimportance.

THEBIRTHOFCHRISTINASOUL

Thereisnotapersonintheworldwhodoe::not becomeatsomemomentofhislifetheinnkeeperof Bethlehem.Thedecisionthathetakesdependsupon theattitudeinhishearttowardsDivinity.TheDivine Visitormaynotbegivenareception,butHehascreated aresponsibility.Perhapstheprincipalreasonofthe innkeeperwasthatthepresenceofthatpregnant womanandnewbornchildcryinginthenight,might driveotherguestsaway.ThatispreciselywhatChrist's secondBethlehemalwaysdoes.Itdrivesawayother guestsoftheheart,suchaspride,lust,avarice,hatred, selfishness,greed.Theseguestsfindwelcomeinmost hearts,andarethemostrespectablegueststosome.

Then,too,maybetheinnkeeperthoughtitwouldnot beremunerativetoaccepttheMotherandChild.They wouldnotbe"paying"guests.Itisverylikelythatthe hotelrateswentupconsiderablybecauseofthegrave needinhousing.Thentobefacedwithsomeonewho couldnotpaywasintolerabletotheprofitmotive.It isthis,aswellasloveofpleasure,whichkeepsoutthe DivineGuest:namely,theloveofgain.Itisanold cry,ringingthroughthecenturies:"Noroom,noroom, noroom."
