Announcementofthecreationofthecommittee,and adescriptionofitsduties,wasgiveninadocument called"NormsfortheWorkDuringtheIntervalBetweentheFirstSessionoftheCouncilandtheBeginningoftheSecond."

ThedocumentwasdistributedtothecouncilFathers justtwodaysbeforethecloseofthecouncil'sfirst session.

HeadofthenewcentralcommissionisAmletoCardinalCicognani,PapalSecretaryofState,whoispresidentofthecouncil'sSecretariatforExtraordinaryAffairs.Theinitialannouncementsaidonlythatthecornitissionwouldinclude"severalcardinalsandbishops."

Thesixnormsfortheinterimwork,weresetdown bythecouncilsecretariat,undertheauthorityofHis HolinessPopeJohnXXIII,asfollows:

"Itisnecessary(duringthelonginterval)toprovide forare-examinationandaperfectingoftheprojects. takingintodueaccountTheworkalreadydone."In carryingoutthiswork,thedocumentsaid,thecouncil commissionswillbehelpedbythespecialsub-commissionsonmixedmaterial."

Thestressisonthepastoral,ratherthandoctrinalor juridical,natureofthecouncil:"Thesalientpointof thiscouncilisnotthereforethediscussionofonearticle orotherofthefundamentaldoctrineoftheChurch whichhasrepeatedlybeentaughtbytheFathersand byancientandmoderntheologians,andwhichispretobewellknownandfamiliartoall.Forthis,acouncil wa4notnecessary.

Anewcentralcommitteeiscreated"todirectandcoordinatetheworkofthecouncil."Thecommittee's president,CardinalCicognani,willinformthePope"of whatisbeingtreatedinthecouncil."

Thetasksofthenewcommittee-"whichshouldbe carriedoutinagreementwiththepresidentsofthe councilcommissions"-includeco-ordinationofthe workofthecommissions,notsomuchproblemsof competence,butallthatconcernsthepurposeofpromotingandensuringtheconformityoftheprojectswith theaimofthecouncil."

Thefourthpartalsoprovidesforcallingexpertsto helpcommissions.

Projectsshouldbesenttobishopsassoonastheyare preparedbythecommissionsandapprovedbythePope. Bishopsareasked"toexaminethemandreturnthem withinatimelimittobesetlatertothegeneralsecretariatofthecouncil."

Inoneofthesesanctuaries, Greccio,St.Francishadthe ideaofrepresentingChrist's firstnightinthestableof Bethlehem.Shortlybefore, hehadvisitedBethlehem; evidentlyhethoughtit wouldbesalutaryforthe localpeopletoseetheChrist ChildinsteadofsolelyhearingsermonsaboutHim.

Accordingtooneofhis biographers,St.Francissaid tohisfriendGiovanniVelita ofGreccio"insomewayhe wishedtoseewiththeeyes ofhisbody,andnothis mind'seye,thediscomforts oftheHolyChildowingto thelackofeverythingnecessarytoanew-bornchild." Herethereisasmall churchwithbarrelvaulting, andbehinditawooden13th centurydormitory.

Thedormitoryhasanarrowcentralcorridorwhose floorboardscreak,crackand groanasiftheyarethe passagewaysinanoldsailingship, Thewoodpanellingbrings tomindtheskilodgeson MountTerminillo,whichis oneofthehighestAppenine peaksandisvisiblefrom

TheLatin,andCatholic, countriesareknownfor theircrueltytoanimals. Thismayhavemuchtodo withtheLatintemperament, butalsocouldresultfroma teachingthatanimalsare notredeemedbyChrist.

Tofindanattitudesimilar toSt,Francis'onehasto gotoEnglandorAsia.These attitudescanleadtoexcess andarecriticised,aspantheistic,but,atbest,reveala commendablereligiousview ofcreation.

TheFranciscancribseems tohavebeenadoptedand adaptedineverycountryin theworld,except,perhaps, Greenland.InPolishcribs therearewholeregimentsof Prussians,Muscovites,Hunsars,UhlansandHungarians onguard,therearepalmreadinggypsiesinSpanish cribs,earthandgrasshuts fortheHolyFamilyin Eskimocribs,Indiancribs withruinedHindutemples inthebackground,Neapolitancribswithtavernsinthe foreground.

Oneofthebiggestcelebrationswe'vehadwasfor thededicationofthenew churchinSafotulafai.Ithas takenmorethantenyearsof hardworktobuild.Thisis oneofthefewvillageshavingchiefswithveryhigh titles,soformonthsahead, thefamiliesinthevillage workedhardtoprepare housingandfoodforthe manyvisitorswhocould comeforthebigoccasionamatterofcows,pigs,kegs ofsaltbeef,taro,etc.It seemedlikeaterriblewaste, forafterwardsthepeople wouldgohungryforawhile. Mostpeople,knowingthe long-establisedreligioustraditionsofIrelandandseeing itscrowdedchurches,did nottakeveryseriouslya recentstatementbyadelegateataGovernmentParty conventionthataCommunist"assault"hadbeen launchedwithintheState. Theythoughthemightbe seeingCommunisminsome ofthesmallerLeftWingor Socialistmovements,such asthosewhichseeknuclear disarmamentorto"banthe bomb,"andsomethought thatothersmightevenbe seeingitintheEncyclicals ofPopeLeoXIIIandPope JohnXXIII,andaltogether confusingCommunismwith Catholicsocialprinciples, whoseaimissocialjustice.

As,somesaid,everyone whoadvocatesajustsocial orderistobelabelleda Communist,evenifheisa goodCatholictakinghis standonthePapalEncyclicals.

Now,however,moreevidenceisemerging;twoof theleadingIrishnewspapers -the"SundayIndependent" andthe"EveningHerald"haveturnedthespotlighton theactivitiesofthefewbut activeCommunistsatwork inIreland,andtheirreports suggestthattheseactivities cannotbeshruggedofflightly.

FatherMichaelO'Neillhas writtentoanewspaperprotestingthatCommunist parties,ontheContinentare beingdescribedasSocialist parties,thussuggestingthat theassociationofafew Irishmenwiththeirconventionsisnot,infact,associationwithCommunism.

AndjustasIwaswriting this,anotherpriestwhohad droppedintodiscusssomethingdifferent,andwhois wellinformedonCommunistactivities,toldmethere isnoconfusionwhatever betweenCommunismand ordinarysocialCriticism.

ThoseengagedinspearheadingtheCommunist"assault,"hetoldme,arenot Socialistsintheordinary politicalmeaningofthat term,butmeninreceiptof fundsfromoutsidethe countryandwhosetargetis religiousbelief.

Suchstatementsinthe pastfewweekshavealerted theIrishpublicaboutthe realaimsandobjectsof whatmustbeaverysmall numberofpeopleinIreland -atmost,afewhundredwhoseenergyandresourcefulnessmakeupforwhat theylackinnumbers.

Tolabelasocialreformer, quitewrongly,asaCommunistcouldhaveregrettableconsequences-but Irishpriestsaresatisfied thatnosuchmistakeisbeingmade.

TheIrishGovernment. parliament,everylocalauthorityandeveryorganisationofanysize-everyorganisation,indeed,exceptthat oftheCommuniststhemselves-isirrevocablyopposedtoCommunismandis adefenderofreligiousfreedom.

ThenatureoftheCommunistorganisationisnot easytodetermine:partof itsmethodmaybetoappear unrecognisableasaCommunistParty,andtotryto makeprogressinother guises.That,certainly. wouldbeitsonlyhopein Ireland,whosehistoryand whosedailylifeareanegationofCommunism.

Forcenturies,priestsand peoplewereasonein battlingforreligiousfreedomandsocialemancipation -anexamplewasthelong, bitterLandWarinwhich farmerssoughttheownershipofthelandstheyhad toworkwithouttenant-right -andthewholeteachingof theChurchhasbeenagainst extremesofwealthand poverty.

TheCatholicChurchin Irelandissupportedvoluntarilybythepeople-there isnoStateappropriationandahundredorsoCommunistswould,indeed,have agigantictaskinpushingit outoftheaffectionsofthe people.

ahundredmembersofDail andSenate,askingfor Doyle'srelease. Twenty-fiveBritishLabourMembersofParliament havepublishedaletterin Londoncallingforhisrelease. MeantimeinDungannon, intheNorthofIreland.anotherbranchoftheRelease thePrisoners'Association, withNationalistMembersof ParliamentJosephStewart aschairman,hasbeenformed.Itpledgesitselftobring pressuretobearontheNorthernGovernment"toreleasemenheld,notfor criminaloffences,butfor theirpoliticalviews."

TheGovernmentinthe RepublicfollowingtheillegalI.R.A.'sofficiallyannouncedendofitsphysical forcecampaignagainstthe Border,freedalldetainees, andsetasideitspowersof internmentanditsspecial militarycourt.Ayearlater, however,interneesarestill heldwithouttrialinBelfast, andthemovementfortheir releaseisgrowingin,among otherplaces,Britain.

TherearemanybigSocialistpartiesontheContinent withtheirrootsdeepin Catholicphilosophy,there areCatholicsocialistparties, confederationsofCatholic tradeunionsandmanyother evidencesofthefactthat thetypeofCommunism whosefirstmajorobjective isthechurchesisathing apart.

Theslightestevidenceof thatparticularthing,ina countrysuchasIreland,is certaintocausedeepconcern,evenontheextremely smallscaleonwhich,most peoplearesatisfied,itis presentlyworking.

Oneofthosetocondemn itinnouncertaintermsin thepastfewdaysisthe PresidentofCatholicUniversitySchool,Dublin,Very Rev.T.Butler.

ThisdistinguishedMarist hassaidcategoricallythat "thereareCommunistsin Irelandwhoaresparingno efforttobringaboutthe downfalloftheChurchand legitimateauthority."They used,hesaid,"allthemedia ofmosscommunicationto promotetheirMarxistphilosophy.Press,radio,televisionandliteratureare theirprincipalweapons, whileslightingreferencesto Church,clergyandhierarchyaresmallleversused toalienatethepeopleand theirpastors."

Nevertheless,theChurch haswarnedagainstapathy whichcouldmaketheCommunist"assault"much easier,andnowthatthe publicisbetterinformed aboutthesituation,itis takingitmoreseriously.

PEACEONTHEBORDER

Foraconsiderabletime therehasbeenpeaceonthe BorderseparatingtheindependentIrishStateandthe sixNortherncountieswhich areintheUnitedKingdom. TheGovernmentsonboth sidesopposetheuseofforce toendtheBorder,andthe illegalIrishRepublican Armyhasdiscontinuedits campaignofviolence,whiclf lackedpublicsupport.

Manyofthoseengagedin thecampaign,andothers suspectedofsympathywith it,remainingaolinthe North,anddemandsare growingfortheirrelease. Therehavebeennopolitical PrisonersintheSouthfora considerabletime,butin'the Northanumberarestill heldwithouttrial,underinternmentordersmadeduringtheBordercampaign.

AmongsentencedprisonersisoneinEngland,Joseph Doyle,ofBray,County Wicklow,ontheEastCoast ofIreland,whoisservinga lifesentenceinWakefield gaol,andwhowassentenced afteraraidonamilitary barracksatArbourfieldin 1955.

Theultimatereasonwhywecantrustoursciences isbecausethereisorder,logicandtruthintheuniverse; DivineReasonisbehindit.WhenDivineTruthbecame Incarnateandwalkedthisearth,Hecouldsaytoall whowerelookingtoescapefromthefalsewaysoflife: "IamtheTruth."Thatinherentattributewhichhad beeninGodfromalleternity,whichwasexercisedin thebeneficentactofcreation,wasfinallyshownforth tomortaleyesinthelowguiseoftheCarpenterof Nazareth,inWhomwas"thefullnessofgraceand truth." BecausenatureisthehandiworkofDivineTruth,it beautifullyremindsmantobetruthful.Theacorn neverproducesanelephant;thewheatfieldsarealways honest;grapevinesdonotmovethemselvesfromtheir vineyards,refusingtopayfortheearththeyoccupy; thecornthatgrow:4isnevercounterfeit.Could,itbe, therefore,thatthosewhoworkinagricultureare,by nature,morehonestthanthosewhoworkincommerce?

Atleast,theyhaveanimmediateexampleoftruth, whichthefieldsandtheseedsandtheeggsportray.

MISLEADINGADVERTISING

Businessdoesnotalwaysimitatethetruthfulnessof nature.Commercialuntruthfulnessismanifestedin thesellingofadulteratedgoodsasgenuine,theadvertisingofuselessnostrumsasspecificremedies,orthe promisingofhighinvestmentonworthlessstocks.Grant thatreadersknewmanystatementsareexaggerated, thatadvertisementsareatrickoftrade,thatthepur- chasesofgoodsbuysathisownrisk,thatsucha genuinearticlecouldnotbesoldatsocheapaprice, nevertheless,allthesefallunderthecategoryofalie, andwillbesojudgedbyDivineTruth.

Thewell-beingofsocietydependsuponman'struthfulness,onetoanother.AsChrysostomputit:"Letnot theeyelietothefoot,northefoottotheeye.Ifthere beadeeppit,coveredwithreeds,whichmakesitseem assolidground,willnottheeyeusethefoottoascertain whetheritishollowunderneath,orwhetheritisfirm andsolid?Willthefoottellalieandnotthetruth? Andwhatagoiniftheeyeweretospyaserpentora wildbeast,would,itligtothefoot?"

Thepurposeofeducationisnottheaccumulationof facts,buttheacquiringoftruth.Truthisorganic,not mechanical;likestonesinabox.Thiswasillustrated inthestoryofthetwowomeninthecourtroommentionedintheOldTestament.Twowomenhadclaimed achild.Thejudgeaskedfonaswordandsaidthathe woulddividethechild,givinghalftoeach.Onewoman agreedtothearrangement;theotherprotestedsaying: "Givethechildtoher."Twolessonsarehererevealed: Truthisorganic,likealivingbody.Itcannotbe divided,orcutintoparts,whichistheessenceof heresyandschism; Itisuntruthwhichgenerallymakesthemorenoise, isdidtheunlawfulmother.
