BYFEDERALPARLIAMENT

INESTIMATESDEBATE

CANBERRA.-SeveralFederalmembers,from allpoliticalparties,madestrongpleasinthe CommonwealthParliamentforGovernmentaid toindependentschoolsduringtheEstimates DebateintheHouseofRepresentatives.

Oneofthemostchallengingcallsforeducationaljusticewasmade byveteranCountryPartymemberMr.DavidDrummond(NewEngland),aformerNewSouthWalesStateMinisterforEducation,who bornebyCatholicparentsas"ascandalous describedtheburdens stateofaffairs."

PRIMEMINISTER

R.G.MENZIEStoldthe HousethathehadinpreparationafactualstatementabouttheCommonwealthinrelationtoeducation.

WhenthisWhitePaper wasproduced,hesaid,he wouldwelcomeanopportunitytogivemembersa chancetodebateit.

MR.F.CHANEY(Perth) saidhedidnotthinkitwas necessarytohaveaFederal enquirytolearnabouteducationinAustralia.

Speakingofhisownelectorate,hesaid:"Iknowthat thegreatpercentageofmigrantchildrenarenotbeing educatedatschoolswhich arecontrolledbytheState. About90percentofthe childrenatoneschoolinmy electoratearemigrantchildren.

"ThereisnotoneState teacherinthatschoolnoris thereonebuildingorany facilitieswhichhavebeen providedbytheState.

MigrantIntake

"Theallocationofloan fundstoourStatetakesinto accountourmigrantintake, andthatisthereasonwhy additionalfundshavebeen madeavailable.

"Mostofthestatements whicharemadeonthissubjectaremadewithoutdue regardtothefacts.

"AlthoughIadmitthata tremendousamountcanbe doneinrelationtoeducation inAustralia,Iwouldapply thefirstremedynotparticutotheschoolsbuttothe homesofthepeoplewho supplytheschoolchildren.

Inhisspeech,Mr.Drummondsaidallthemoney thatNewSouthWalescan acquirefromtheCommonwealthforeducationindirectlyisspentuponthe publicschools.

"ThePremierofNew SouthWales,andotherPremiers,makethecasethat theamountsavailableare notsufficient,yetsome 500,000children-25per centofthechildrenofAustralia-arebeingeducated outsidethatsystem.

"ThecostinNewSouth Walesofprimaryandsecondaryeducationisabout £100ahead,sosomething like£50,000,000hastobe foundbytheparentsof theseotherchildren.

"Inequitable"

"Amongthose500.000childrenare320,000Roman Catholicchildren-donotlet uswhisperit;letustellthe world-andthereare180,000 childreninotherindependentschools.

"Theparentsofthosechildrenaremakingtheircontributionstotheinadequate grantsgiventotheStates, andtheyare,inaddition, payingfortheeducationof theirownchildren.

"Ibelievethatthisisa scandalousstateofaffairs. Ibelievethatitisaninequitablestateofaffairs. Thefactthataquarterof thechildrenarebeing broughtupincircumstances ofsuchinequitycoulddrive awedgeintothecommunity andcreatebitternessthat shouldnotbepermitted.

"Idonotbelievetheindependentschoolsshouldbe givengrantsfromtheGovernmenttotheextentof £50,000,000,butIdobelieve theyshouldbegivenbursaryassistanceandsomethingtomeetthecostof teaching.

willbecreatedandthere willbeaneconomicloss.

FathersPaulPy,W.F. (61)andBernardChassine,W.F.(58),parish priestandcurateofSt. Cyprian'sparishhere, werekidnappedfromtheir residence.

Attackerscameduring thenightofOctober5-6 andforcedthedoorofthe residence.Theyseized FathersPyandChassine, forcedthemintoacarand droveoff.Shotswereheard shortlyafter. Athirdpriestescaped intothedarknessbyjumpingoverawallsurroundingtheresidence.Hespent thenightwandering aroundthecountrysideand returnedtotheresidence atdaybreak.

AnAlgerianMinistryof Informationcommunique said:"Themurderofthe twoCatholicpriestsisan inexcusablecriminalact. Theauthoritieshavefirmly decidedtofindtheculprits andtreatthemwithallthe rigoursofthelaw.

BothpriestswereFrench. FatherPy,anativeof Besancon,wasordainedin 1927.Hehadformerly servedassuperiorofall theWhiteFathersinAlgeriaandTunisiafrom 1948to1958,andwasappointedparishpriestofSt. Cyprian'sin1958.

FatherChassine,bornin Chartres,wasordainedin 1931.Hehadservedasa missionaryintheSahara

andasaparishpriesi,ina suburbofAlgiers.In1958 hewasappointedtoSt. Cyprian'sasanassistant. Duringtherecentrevolution,manypriestswere seizedbytherebels.Some werekilled,butmostof themwerefreedafteran internmentinthemidstof rebeltroopswherethey hadbeentakentocarefor woundedinsurgents.

FatherPyandChassine werethefifthandsixth WhiteFatherstobekilled inAlgeriasince1957. Thistown,locatedabout halfwaybetweenAlgiers andOran,wasfoundedin 1872byCardinalLavigerie, thefounderoftheWhite Fathers,asarefugefor childrenorphan&,1bya faminewhichhadhitAlgeria.Theywerethecountry'sfirstArabconverts. St.Cyprian'sparishalso servesthenearbytownsof Ste-MoniqueandCarnot. Alltold,theareahotabout eighthundredC,tholies.

Whenthe'Roma' dockedatFremantleonMonday morning,onefamilygroupofthe110 Spanishmigrants wasimmediately brokenup.

AtleastonceaweekthepublicofWestern Australia,scanningthefilmadsinthelocal press,areinflictedwithanappealbased almostentirelyonerotica.Theappealis mademoreblatantastimegoeson:

TheRawTruth!DaringbutTrue!Variety strip-teaseDramathatleavesnothingtothe imagination.Catchlinesusuallyaccompaniedbyaseductive-looking"star"inapneumonia-invitingdress.

Wethinkthatitisabouttimethatitstopped.Notonlyforthemoralharmthatthis typeofmovieadvertdoestothemindofthe youngandeventheold,butbecauseofthe insultimpliedinthatitisgivingpeoplewhat theywantinentertainment.

Itisnogoodsayingthatthepicturenever measuresuptotheblurbontheadvert,we knowthatitcouldnot.Thefactoftheharmfuladvertbeingpresentedistheboneof contention.Itisalsoofnouseusingthe commentthat"tothepureallthingsare pure"becausetheyarenot.Thepurestay purebecausetheyrealisethatalotofthings arenotpureandhenceavoidthem.This easilyincludestherecentrashofmovie adverts.Theresponsibilityrestswiththefilm people.

Bythesametoken,thecontrollersofthe onlywidemeansofadvertisingreachingthe generalpubliccanquiteeasilybeexpected toexerciseresponsibilityinthismatter.They cantakeadvantageofeverynewspaper's prerogatveinrefusingadvertisingcopyunlessitisofastandardsuitabletothedecency oftheirpaper.Whenthereisnocompetitionfortheclienttogoto,thematteris easilysolved.Itisfairlyobviouswhowould winoutintheend.

Onthispoint,somewouldobjectthata newspaperwasbeingdictatorialandnot allowingfreeexpression.Quiterightwhen freeexpressioncandoharmtoothers,whom allhaveadutytoprotect.

Allthisshouldnotbenecessarybecause theideaofself-censorshipwhenthecommon goodisaffectedshouldbeenoughmotivation.Moresowhenwearecontinuallydeploringtherisingoratleaststeadyrateof delinquencyinyoungandold.

Sotodaytheevening newspaperpublishphotographsoftheposterswhich Dr.Ian,withfiftymembers ofhischurchpostedthis morningoutsidetheB.B.C. headquartersinBelfast, whereheaddressedameetingofthefifty.Theposters said:"TheB.B.C.isthe voiceofPopery"and"We protestagainstRomanCatholicActionintheB.B.C.in orderingrefusalofProtestantprotestsagainstthe B.B.C.'ssubmissiontoRome inUlster."

Allthatishappeningin Ulsterisanincreasein understandingandcourtesy betweentheCatholicand otherlargeChurches,anda newwindoftolerance.The PresbyterianChurchitself, thelargestProtestantgroup inNorthernIreland,andone whichinitstimesuffered persecution,hasofficially disownedDr.Paisleyand emphasisedthathis"free" churchhasnothingwhatevertodowiththePresbyterianChurchinIreland.

Fromallthisitwillbe seenthattheB.B.C.,the PresbyterianChurch,and thereforeaverylargesectionoftheProtestantcommunityintheNorthofIreland,aremovinginharmonywiththenewaimof greatertoleranceandunderstanding.

Platoheldthatperfectwisdomhasfourparts,namely, wisdom,theprincipleofdoingthingsaright;justice, theprincipleofdoingthingsequitablyinpublicand private;fortitude,theprincipleofnotflyingfrom dangerbutmeetingitandovercomingit;temperance, theprincipleofsubduingevildesiresandliving moderately.
