Readersmayhavewonderedwhyheadlines havebeenusedsofrequentlyincallsto prayerforthesuccessoftheVaticanCouncil.Itisbecauseoftheirnecessityand undoubtedefficacy.

Bishopsinalldiocesesthroughouttheworld havetakenuptheHolyFather'srequestand urgedtheirpeopletogreatereffortsof prayer.

Thefinalpre-Councileffortistobethemost powerfulofall.Itiswellunderstoodthat theMassisthebestofprayersandthe offeringofaNovenaofMossesasaspecial formofpetitioncanhavenoequal.

Itisuptoasmanyascanmaketheeffortto realisetheseriousnatureoftheplea.Much hasbeensaidoftheimportanceofthe Council.Muchhasbeensaidoftheneed forprayerinallourdeliberations.So,with thisinmind,letalljoininthisnovena,with itsspecialprayertotheHolySpiritthatHis guidancewillbegiventotheFathersofthe Councilintheirdeliberationsonthefuture directionoftheChurch.

PressCampaignThreatens Pakistan

THEPRESSCAMPAIGNagainstChristianinstitutionsinPakistan has"onlybegun,"accordingtoAltafHusain,editoroftheDuwn, English-languagedailynewspaper,whichispublishedinKarachi.

Thispaper,whichclaimsthelargestdaily circulationinpredominantlyMuslimPakistan,hasbeenmostthevehementinattacking ChristianinstitutionsandChristianity.

"IhopethatPakistanwilltakeoverallChristian schoolsandhospitals,"Husaintoldmeinaninterview. "I'ddoit in24hours."

Heclaimedthathiscampaignhasbeendirectednot againstChristianswhoarePakistanibut"mainly againstmissionsrunbyforeignersandfinancedby foreignfunds."

AskedifhecouldsaywhatproportionoftheCatholic priests,BrothersandSistersinthecountryarePakistaninationals,hereplied:"Icouldn'ttell."

Actually,itismorethan30percent.InHusain'sown cityofKarachi,fourCatholicschoolsforboysandfour CatholicschoolsforgirlsarestaffedentirelybyPakistaniteachers,Religiousandlay.

OutsideKarachisuchschoolsarefewer.Likemost othersectionsofthepopulationinthisyoungandstill developingcountry,theChristiansofPakistanstill needassistancefromabroad,especiallythepersonal serviceofmissionaries.

TheeditorofDawnwouldwishallforeignassistants ofwhateverkindto"getout."

"Ipreferthecommunists'waybutnottheirdoctrine," hesaid.

Apparentlyaconcertedeffort,thepresscampaign gatheredmomentumlastyearandwasmaintainedwith increasinganimosityuptothebeginningofAugust. Sincethentherehasbeenalull,butHusainindignantly rejectecidheviewthatithad"dieddown."

SANTIAGO(Chile).--AnewRedeffortto enlistLatinAmericanworkersonthesideof communismhasreceivedimpetusatatrade unionconferenceofLatinAmericanworkers.

OrganisedandrunundercommunistandCastroist auspices,themeetingbroughttogetherMarxist,socialist andneutralistdelegationsfromthroughoutLatin Americaunderthetwinbannersoftradeunionunity anddefenceoftheCubanrevolution.

Thepro-communistorientationofthemeetingwas underlinedbythefactthatitwasboycottedbyLatin America'stwoleadingdemocratictradeunionmovements,theInter-AmericanRegionalOrganisationof Workers(O.R.I.T.)andtheLatinAmericanFederation ofChristianTradeUnionists(C.L.A.S.C.).

Observerssawintheconferencethreeprincipalaims: strengtheningC.E.T.A.L.,thecommunistLatinAmericantradeunionorganisation:neutralisingtheincreasingeffortsofC.L.A.S.C.;andcapturingindependentor dissidenttradeunionsofO.R.I.T.

Thetoneoftheconferencewassetbyanagenda whichdealtwithsuchtopic,aslabourunityagainst imperialismandcapitalism,andthedefenceof Castroism.

Themeetingwasprecededbymonthsofcommunist preparation.Ithasbeenestimatedthatsomeone hundredagentsfromIronCurtaincountriesorCuba wereonhandtomanagetheaffair.

Thesefigurespalesomewhat,'however,besideothers indicativeofcommunistactivity-anestimated50.000 to80,000paidcommunistagentsactiveinLatinAmerica ininfiltrationandagitation;somethreehundredactive RedagentsintheSanMiguellabourdistrictinSantiago andanestimatedfivehundredagentsworkinginthe ruralareasofChile.

Themeetingalsofocusedattentiononthecommunist programmeinChile,where20communistssitinthe parliamentand86moreholdpostsasmunicipalmagistrates. ThecommunistdesignsontheLatinAmericanlabour movementhavenotgoneunnoticed.Onenon-communistlabourgroup,Bolivia'sAccionSindical,saidina recentpublicationthattheRedgoaliscreationofa singleuniongroup"withtheaimofmakingitthe instrumentofaCastro-communistexpansionservicefor thesecountries." ObserversnotethatanewReddriveonlabourwould findlargegroupsofworkersalertandeagerforavital tradeunionmovement.ThisenthusiasmhasbeenreflectedinthegrowingattendanceattradeuniontrainingcoursesconductedbyC.L.A.S.C.

Whilethedevelopmentofthedemocraticunion groupshasbeenencouraging,theLatinAmerican labourmovementhassufferedattimesfromanarchist, socialistandPeronistinfluenceandoppressionby dictatorships.Factorslikethesetendtocreateconditionsencouragingtothecommunistefforts.

Whatisthebasisforthiscampaignandforthe speeches,intheNationalAssemblyandoutside,that havecoincidedwithit?

Husainstatedseveralallegedgrievances-thatChristianschoolsdidnotprovideteachingintheMuslim ScripturestoMuslinchildren;thatinsomeChristian schoolsMuslimchildrenhavebeenforcedtoattend Christianassemblies;thattextbooksmisrepresenting Islamichistorywereusedinsomeschoolsorfoundin theirlibraries:thatpoorMuslimsareproselytisedby materialinducementsofferedbyChristians.Hedid notdistinguishbetweenCatholicandProtestantschools. HeadmittedthatKoranic(Muslimscripture)teachingisnowgiven,bygovernment-paidteachers,in Christianschools.Fortheotherassertionshecould namenospecificcurrentexamples,otherthanthecase ofahistorytextbookfoundinaBritishnon-missionary school.

[AllChristianschoolsinPakistanareprivateinstitutions.Muslimchildrenattendthembythefreechoice oftheirparents.EveryChristianschoolreceivesfar moreapplicationsfromMuslimparentsthanits capacitypermitsittoaccept.]

ThestatementsaboutconversionofMuslims,by materialinducementsorotherwise,donotstandup underinvestigation.Thedirectorunderwhomthe latestcensuswasmadehasdeclaredthemunwarranted.

Apparently,nomatterwhattheChristianinstitutions inPakistanmaydo,happeningsoutsidethecountry wouldbeusedasapretextforsomeofthepress agitation.

"It'snotmerelywhatishappeninginsidePakistan. butalsowhatishappeningoutsidePakistan,"Husain said.Hecitedarticles"misrepresentingIslam'sProphet" thatarenowfindingtheirplaceinsecularpublications abroad.

Thepresscampaignheretooktheformofaneditorial, staff-writtennewsstories,aseriesofcontributed articlesandastreamofletterstotheeditor.Nearlyall thelettersprintedwereanti-Christianinonewayor another.

Itiscommonknowledgethatanumberofreaders wroteprotestingagainsttheattacksontheChristians andtheirmissionaries,butextremelyfewofthese lettersappeared.

IaskedHusainifhispaperhadreceivedlettersfrom ChristiansandfromMuslimswhodisagreedwiththe campaign,andhowmany.

"Thatisnoneofyourbusiness,"hereplied."Irefuse todivulgethesecretsofthisoffice."

PresidentMohammedAyubKhanandmembersof hiscabinethavevoicedassurancesthatthegovernment willprotecttherightsofChristiansandotherminorities inPakistan.Therecentinflammatorypresscampaign, however,andtheprospectofitsbeingresumedhave givenallPakistaniChristiansasenseofinsecurity.

TheChristianscanonlylooktothegovernmentto applytheexplicitprincipleoftheconstitutionwhich banstheencouragingofsectarianprejudice.Sofarthe presscampaignagainstChristianinstitutionshasbeen carriedonwithimpunity.

TheGeneralSecretary, Dr.Visser'tHooft,inhis accountoftheproceedings, warnedagainst"viewingthe WorldCouncilasacounterpoisetoRomeorlookingon bothasengagedinastruggle forpowerinthesphereof ecclesiasticalpolitics.The WorldCouncildoesnotaim atendingtheseparationinto manysmallgroupssoasto substituteforthemlarger, butfewergroups.Itdeclines totreatanyChurchorgroup ofChurchesasopponents, butitsobjectistheunityof allwhoacknowledgeJesus ChristasGodandRedeemer."

TheresolutionoftheexecutivecommitteeonrelationswiththeRoman CatholicChurchputsforwardthefollowingpoints:

(1)THEFACTthatdiscussionswiththeRoman CatholicChurcharemade possibleistobewelcomed.

(2)YETitistobehoped thattheunofficialconversationsthathavebeenheld betweenRomanCatholic theologiansandother Churcheswillnotbeentirelysupplantedbyofficial conversations,foratpresent theseinformalcontactsare mostsuitedtoremovemisunderstandings.

(3)THECONSTITUTION oftheWorldCouncilof Churchesdoesnotenableit tospeakoractforitsmemberChurchesinquestionsof Churchunion.Inthisfield eachChurchmakesitsown decisionincompletefreedom.Forthisreason,the questionnowatissue, whethertheWorldCouncil intendstoholdconversations,formalorinformal, withtheRomanCatholic Churchonthequestionof Churchunity,istobeansweredwithadefinite"No."

(4)NONETHELESS,the WorldCouncilmayusethe opportunitiesthatariseto acquainttheRoman"secretariatforthefurtheranceof Christianunity"withcertainfundamentalconvictions ratifiedbytheplenaryassemblyorthebentralcommittee.

Weoughttowelcomethis frankandrealisticattitude oftheWorldCouncilof Churchestotheproblemof union.Itshowsonceagain howthequestionofthe natureofChurchunityis therealcoreoftheological controversyandinterconfessionaldiscussion.The answertothisquestiondependssocloselyontheidea formedoftheessenceofthe Churchthatwemaywell

mindonbothsides,and applyingtobothlearning andlife,isaconditionhighlyfavourabletoacontinuanceoftheologicaldiscussions,whetherontheprivateorofficiallevel.The establishmentofaRoman secretariatforChristian unityshouldnotrestrain, butratherencourage,the privateinitiativeoftheologians.

OBSERVERSATWORLDCHURCHCOUNCIL

Thenew,extendedversionmentionsScripture,but nottheearlyCouncils,confessingChrist'sdivinity andredemptionaccordingto HolyScripture.Thetrinitarianformulaisusedexplicitly,andreferencemade totheChristianconfession ofGodasTrinity.

TheCentralCommittee hasdeclaredthatthenew versionisnottobetakenas eithera"creed"oracomprehensiveexpressionofthe Christianfaith.Neitherdoes itsignifyanyfundamental alterationofthebasis hithertoaccepted,butonly expressesinscripturallanguagewhatbindsandholds togethertheChristiancommunitiesoftheWorld Council.

Nonetheless,we+naysay thattherevisedformula somewhatclarifiesthe Christologicalbasis,which canbeunderstoodinthe senseofNiceaandChalcedon.St.Athenasiusalways insistedonthescriptural basisoftheNiceandefinitions,andtheCouncilof Chalcedonclaimedthesame foritsown.

ItistruethatmanyProtestantdenominations,by reasonoftheirdivergentinterpretationsofScripture, maypressforadifferent interpretationoftheformula;but,onthewhole,we welcometheadvancemade inclarifyingtheChristologicalbasisoftheCouncil. *

OFTHE HOLYSPIRIT

ONNovember14, 1960,thePope solemnlyopenedthe preliminariesofthe SecondVatican CouncilinSt.Peter's inthepresenceofthe presidents,members andconsultorsofall theCommissionsand ofbothsecretariats.

Council.Aftermentioning theCounciloftheApostles inJerusalem,healludedto thoseofNicea,Ephesusand Chalcedon,withtheirincreasinglyclearandcomprehensivedevelopmentof thedogmasconcerningthe TrinityandChrist,andfinallyspokeofthelasttwo councils.

Hesaidthat"intheSixteenthCentury,thewhole constitutionoftheChurch hadbeenquestioned"by thereformers,andthatthe FathersofTrenthadansweredclearly,onthebasis ofScriptureandTradition, questionsonfaithandworship,andsacramentsand thereformofmorals.Finally,theVaticanCouncil had"intheshorttimealloweditsetforthclearly thedivineconstitutionof theChurch,particularlyin regardtotheinfallibilityof thePopeinmattersoffaith andmorals.

ItmaybehighlysignificantthatthePopespeaksof theworkofthefuture Councilwhilealludingto thesubjectsdiscussedinthe twoprecedingones,whose treatmentofthemcouldnot becompletedonaccountof prevailingconditions.

Theappointmentbythe PopeofMonsignorWillebrandsaspresidentofthe newlyformedsecretariatfor theunionofChristians,in viewofthecomingVatican Council,wouldgreatlyease interconfessionaldiscussions;forMonsignorWellebrandsknowstheWorld Councilalmostbetterthan anyoneelseontheCatholic side.

Thestrengthoftheecumenicalmovement,overcomingallobstaclestothe formationoftheWorld CouncilofChurches,ultimatelyderivesfromanintensedesireforChurch unity.Whenwetthinkhow youngthismovementisand howdifferentaretheProtestantbodiesthatbelongto it,webegintorealiseboth theinternaldifficultiesof theWorldCouncilandthe wonderfulachievementof thecommunityalreadyattained.Allthesame,the outstandingdifficultiesare great;theyarerootedin differentconceptsofthe Church,andtheseshow themselvesindifferent viewsonChurchunity.

TheviewsoftheOrthodoxChurchesaretheclosest toCatholicteachingonthe unityoftheChurchasmost

formedcommunities,inthe processofseparation,gave upsomanyelementsof visibleunityintheChurch's structure,sacramentsand lifethatsubsequenthistory broughtfurthersplittingup amongProtestantsanda numberofnewdenominations.

Nowthereformedcommitteesaremakingstrenuouseffortstoovercomethis internalcrisis,butthisby nomeansimpliesthatthey seektoreturntotheRoman CatholicChurch.Inno sense,eitherhistoricalor ecclesiological,arethey contemplatingareturnto the"father'shouse"leftby theirforebears.

Theywanttoreturn neithertotheRoman ChurchChurchoftheSixteenthCenturynortotheir ownstarting-pointatthe timeoftheReformation,the historicalformsofwhich theywouldliketoforegoin obediencetotheoneLord oftheChurch.Atthesame time,theunitytheysee realisedintheRomanCatholicChurchissomething alientothem,bothinthe historicalandtheecclesiologicalsense. Alltheyarepreparedto doistomakecontactwith thisChurchandtorecognise theirrelationtoitasan essentialproblemofthe ecumenicalmovement.Most ecumenicaltheologiansof thereformedconfessions areatpainstokeepan opennessofmindthatwill makesuchcontactfruitful andwillrecognisethevalue ofthatChurch'sChristian witness.Thisattitudeof

TheChurch'sinneressenceandstructureisrooted inChristology,andsoitis highlysignificantthat revisionhasbeenmadeof thebasicarticleoftheconstitutionoftheWorldCouncilofChurches.

InitsconferenceatAmsterdamithadadoptedthe followingform:"TheWorld CouncilofChurchesisa communityofChurches whichacknowledgeour LordJesusChristasGod andRedeemer."Thiswas judgedinsufficientbythe Orthodoxespecially,since theChristologyoftheWorld Councildidnotproceed fromthedoctrineofGod mademan,andwasnotin linewiththepronouncementsoftheearlyCouncils, particularlythatofChalcedon.TheAnglicantheologian,OliverTomkins,had observedthattheAmsterdamformulawascapableof verydifferentinterpretations.

Inviewofaproposal fromtheNorwegianChurch, madeasfarbackin1954, andtomeettherepeated wishesoftheOrthodox,the CentralCommittee,meeting atSt.Andrews,resolvedto submitanewformulatothe plenaryassemblyatNew Delhiin1961.(Theformula adoptedatNewDelhireads: "TheWorldCouncilof Churchesisafellowshipof Churcheswhichconfessthe LordJesusChristasGod andSaviouraccordingtothe Scripturesandtherefore seektofulfiltogethertheir commoncallingtotheglory oftheoneGod,Father,Son andHolySpirit.")

Campaignsforthecoming yearwereoutlinedatthe Councilmeetingoftheboys' Y.C.W.andtheDiocesan Executivemeetingofthe girls'Y.C.W.lastMonday nightbydelegateswhorecentlyreturnedfromthe NationalCouncilofthe movementsinNewcastle.

Authorityandresponsibilityinthelivesofyoung workerswillbethesubject ofaseriesofenquiriesby theboys.AtNewcastle, FatherK.Toomey,the NationalChaplain,had stressedthevitalimportance ofdevelopinginyoung peoplethetrueattitudeto authorityinallitsforms andthegrowingneedfor youthtobeassistedtowards agreatersenseofresponsibility. Thegirls'movementdecidedtoconcentrateits energiesduring1963ondiscoveringwhatpreparation wasbeingmadeinthelives ofgirlsforfamilylifeand howthemovementcould helpinthismatterandorganisetheco-operationof asmanyagenciesaspossible inaworksoimportantfor thefutureofthiscountry.

Othermotionspassedby theNationalCouncilconcernedthepromotionofthe movementpaper,"New Youth,"thesafeguards neededtopreservethe Y.C.W.frombeingassociatedwithpoliticalmovements,andthemeansnecessarytogivetogeneralmembersamoreactiverolein campaigns.

Thesameoldtextswith minoremendationsandadditionsstillservethepresentgenerationastheydid theirfathers,andanew HistoryofAustraliahas longbeenbadlyneeded, particularlyinviewofthe primarymaterialwhichhas becomeavailableinthepast generation,andtheunutterabledullnessofmostofthe textsavailable.

Thetworequisitesofa goodhistoryarethatit shouldbecarefullydocumented,andthatthedocumentationshouldnotspoil theflowofthenarrative. MarjorieBarnard'sbook iscertainlywelldocumented;Ibaulkedatcounting thereferences,butthey rangefromtentoonehun-

Perhapsamongthefirst twoorthreeBeethoveninterpretersintheworldtoday,Arraudevotedthefirst halfofaverylongrecital entirelytotwoBeethoven sonatas,theOpus27,Eflat major,andthemorefamous "Appassionata."Theseperformanceswentwellbeyond technicalexcellenceinto thoserealmswhereArrau revealednewbeautiesand newtruthsinBeethoven. Indeed,itisscarcelytoo muchtosaythatArrauputs almostasmuchthoughtinto

hisplayingasBeethovendid intothewriting. Thesecondhalfoftherecitalwasanothermarathon, thistimetheentirefirst bookofDebussy'sPreludes. HereArraushowedmastery inacompletelydifferent formandgavetoeachindividualimpressionthesame intenseconcentrationand thecarefulevaluationof almosteveryindividual note. Theeveningfinishedwith twoEtudesd'Execution TranscendantebyLiszt,both heroicallydifficulttestsof technicalskill.

Itisalmostimpertinentto praiseanartistofsuchgreat stature.Theuproariousapplauseofthelargestaudienceatanyrecitalforsome yearswasatributeto Arrau'sgenius.-Amadeus.

ThelateBrunoWalter, hereconductingtheColumbiaSymhonyOrchestra,had amasterlygraspofthe Viennesemastersfrom HaydntoMahler-andwho ismoreViennesethan Schubert?Imustownthat Iwasatrifledisappointed withthisperformance,not becauseitisbadinany sensebutbecauseitdoes notrisetoWalter'sown standardlaiddownbyhis superbBeethovenseries.Of course,Schubert'sNinthis alongwaybehindBeethoven,butevenitssprawlingfourthmovementhas ouraffectionateregard. IratemothersInFlorence, Kentucky,haveledabout75 Catholicschoolpupilsalong thebusyU.S.Route42on severaloccasionstoprotest againstthefailureoftaxpaidschoolbusestocarry theirchildren.

Thewomen,whoseprotestwasorganisedbyMrs. BernicePennington,walked thechildrenfromtheir homesinasubdivisionalong the11-mileroutethepupils musttaketogettoSt.Paul's school.

Thewomenandchildren havebeenaccompaniedby StatepoliceandaFlorence patrolman.Themothers havecarriedsignssuchas "TaxationWithoutTransportation."Thegrouphas beenheadedbyasmallboy carryingaflag.Thehighway hasnofootpaths.

Mrs.Penningtonsaidthe demonstrationwasarranged toshowthat"ourchildren can'tpossiblywalkthis highwaytoschool."

Themothers,whooriginallyplanneda"one-day protestonSeptember5,decidedlatertowalktheir childrentoschoolindefinitelytodramatisetheirplight.

Lastyear,parochialschool pupilswerecarriedonthe countyschoolbuses.But thisyeartheBooneCounty FiscalCourt,whichruleson financialpolicyforthe county,refusedtoallot fundstothecountyschool boardfortheparochial schoolpupils'transportation.
