TheNationalEducationCommision'srecommendationofareligiousquotasystemforadmissiontotheUniversityofCeylonandto thecivilservicehasstrucktheCatholicsofCeylonasabsurd.

STUPIDLETTERS DOHARM

SOMEpestilencesrecurlikerashesevery nowandthen.Nomatterhowoften warningsaregivenaboutthemandhow toavoidthem,somestupidpeople ignorethewarningsandspreadthe pestilence.Soitisonagainwiththe particularpestilenceofchainletters askingaboutnovenasandwritingto fourfriends"anddonotfailtomention yourname."

Theproposalwasviewed immediatelyastheworkof Buddhistextremistsonthe commission.Thegeneral feelingamongCatholicswas thatthefair-minded-BuddhistmajorityinthispredominantlyBuddhistnation woulditselfconvincethegovernmentthatacceptanceof therecommendationwould befolly.Sotherehasbeen nogreatCatholicoutcry.

TheEducationCommissionreporttothegovernmentsaidthatBuddhists shouldbegiven74percent oftheenrolmentatthenationaluniversity.Itrecommendedthatotherreligions shouldhavethefollowing enrolmentpercentages:Hindu,10;Catholic,7:Moslem, 7;andProtestantChristian, 2. ThefirstCatholicreactionmadepublicwasthat oftheNation'sCatholic newspaper,TheMessenger. Itcommented:

"Wefailtoseehowthe publicserviceanditspersonnelcomewithinthepurviewofaneducationcommission;"andhow'theblatantintroductionofreligion (andnottalent)asafactor foradmissiontotheuniversity iscompatiblewith thefindingsofanational commission."

"Iftherecommendations ofthenationalcommisionare implemented,"TheMessengersaid,'itwillbetoenthronereligiousdiscriminationinthelawoftheland.

"Wefeelconfidentthatthe governmentwillnotaccept suchablatantlydiscriminatorymeasure,whichseeks

tomakeaman'sreligionthe qualificationtoanyformof highereducationinthenew Ceylonthatwearealltryingtobuild."

Catholicexpectationsthat impartialBuddhistswould provideeffectiveoppositionto therecommendationproved sound.Dr.J.E.Jayasuriya, thechairmanoftheNational EducationCommissionitself, dissentedfromtherecommendations,Jayasuriyi,a professorofeducation,said: "Itseemstomethatthere canbenoendtothedivisive processifpublicorofficial sanctionisgiventoit,even temporarily."

SnowballEffect

AnotherBuddhistmember ofthecommission,L.V. Alagiyawanne,stated:"The inevitableconsequencesof enforcingreligiousopportunismwillbetoaddreligiousopportunismtoallthe otherformsofopportunism thatbesetthiscountry."

AnotherprominentBuddhist,WilmotPerera,former Ceyloneserambassador to communistChina,saidina publicaddress:

"Inthis21stcentury,itis inconceivablethatabodyof responsiblemenentrusted withthe*askofmakingrecommendationstoreform theeducationalsystemofthe countryshouldbesobigoted astobecarriedawayby suchsentiment."

Thewholeworldwould laughatthoseresponsiblefor therecommendations.Perera said.

Thenon-profitorganisationsaidthe"uncertainty" ofthesituationinCubashouldbea"red-flagwarning" totheChurchandaspurtoitsadaptationtomeet modernneeds.

Theseconclusionsarecontainedina"management audit"oftheCatholicChurchpreparedbytheA.I.M. inconnectionwiththeecumenicalcouncilopeningon October11inRome.

ThestudywasmadepublicinNewYorkonAugust 22byJacksonMartindell,chairmanoftheboardofthe AmericanInstituteofManagement.Itoutlinesthe historicalbackgroundofpastecumenicalcouncils,the lessonstobelearnedfromthewaytheyweremanaged, andtheireffectsonthelong-rangemanagementofthe Church.

ThereportisthethirdontheCatholicChurch preparedbytheA.I.M.inrecentyears.Ananalysis releasedin1956gavetheChurchanefficiencyrating of8,800pointsoutofapossible10,000.In1960,a revisedratinggavetheChurch9,010points.Arating of7,500pointsisrequiredtobecertifiedas"excellent" byA.I.M.standards, AnA.I.M.spokesmansaidnonewratingwaspreparedforthepresentstudy,andthe1960ratingis considered"stillvalid."Thespokesmansaidthestudy waspreparedbyinstitutepersonnelwhowenttoRome anddidresearchthereontheadministrativeoperations oftheChurch.

Theinstitute'snewstudyrecommendsthatecumenicalcouncilsbeheldmoreoften."Sogreatisthepurpose andsousefularetheresultsofsuchagatheringthat holdingecumenicalmeetingsatshorterintervalshas becomehighlydesirablefortheChurch,"itsays.

Notingthatithasbeenalmostacenturysincethe lastsuchgathering,theFirstVaticanCouncil,which endedin1870,thestudysaysthat"perhapstwiceina hundredyearswouldbettercorrespondtotheneedfor reappraisal"ofChurchaffairs.

TheMessengergavethis background:

"thattheyhadevenrecommendedthatappointmentsto thepublicserviceshouldbe onareligiousbasis.Whatisourcountryheadingfor, ifpeoplethinkinthisway, oncaste,communalandreligiouslines?Allsectionsof thepeoplehavetherightto liveandenjoytheircitizenshipwithoutanybarriersof religion,casteorcommunity, especiallyatatimelikethe present,whenthecountry isgoingthroughaneconomic crisis."

TheMessengerdeduced furthersignsofreligious bigotryonthepartofthe commissionwhenitwasreportedthatthecommission hasaskedthatthegovernmenttakeoverAquinasUniversityCollege,highlyrespectedCatholicinstitution.

Therecommendationfor thetake-overofAquinas UniversityCollegewasmade ongroundsthatitallegedly received£189,000inaid throughtheColomboPlan, the11-year-oldmutualassistanceprogrammeinitiatedbyBritishCommonwealth countriestoaidSouthand SoutheastAsia.Thecommissionsuggestedthatthe aidtoAquinasdidnothave Cabinetapproval.

Duringthegovernmentof PrimeMinisterS.W.R.D. Bandaranalice,whowasassassinatedIn1959,theMinistryofEducationsponsored arequestforColomboPlan aidtoAquinas.TheEducationMinisterWijayananda Dahanayake,whowastobecomePrimeMinisteron S.W.R.D.Bandaranaike's death,receivedexpressapprovalofthePrimeMinister fortherequest.

Theactualvalueofaid receivedbyAquinaswas 11,306,not£189,000.Thiswas intheformofphysicsequipment,andcamefromGreat Britain,notCanadaandAustralia,asthecommission held.

Twotemporarylectureshipswerealsopromised. Butthelecturerswerenot infactappointed.

TheCatholicpapersaid thatitwason"facts"such asthesethattheeducation commissionarrivedatits conclusions.Itadded:

MOREthantwothousandpeople attendedtheopeningandsolemnblessing ofSt.Mary'sStaroftheSeaWarMemorial CathedralinDarwinonSunday,Aug.19. ItwasthefirstcompletecathedralopenedinAustralia since1908andthegreatestoccasionoftheChurch's historyintheNorthernTerritory.

REPLYINGtothe welcomingadresses,BishopT.Muldoon,assistantto CardinalGilroyof Sydney,said:"Thisis auniqueoccasionin thelifeofanygeneration.Severalgenerationshavepassedby andneverwitnessed suchathrillingand historicoccasionas theopeningofa cathedral."

Itwasthefruitionofa dreamheldbymany.Catholiclaymenhadworkedday andnightforweeks,as volunteers,tohavethe buildingasnearcompleteas possiblefortheceremony. Themaintaskremainingis partoftheexteriorstonework,whichwillbeattendedtooverthenextfew months.

TheBishopofDarwin, Dr.J.P.O'Loughlin,to whomthecathedralproject owedsomuchintheinspirational,designandorganisationspheres,helpedwiththe manualworkaswell,and hadlentahandpolishing theCrosswhichlooksdown onDarwinfromitsmajestic archedeminence,103feet abovethepavement.

Itmusthavebeenaproud momentforhismother,who hadvisitedDarwinforthe openingceremony.

Delegatesfromover50 countriesmetinHelsinki, Finland,whereamuchpublicisedgatheringofyoung peoplewouldannouncetothe worldaspirationsforpeace andfriendshipsodearto everyone.

Heldbienniallysince1947, exceptlastyear,theso-calledWorldFestivalofYouth isaclevervehicleforcommunistpropaganda.Itsformulaisdaringlysimple: Gatheragroupofyoung studentsandtheirfriendsin oneplace,fillthemwithfood, music,games,andcompetition,andtheywillberipe fortheemotionalupheaval ofcommunism.

Intheearlyyearsthe iptnulawasquitesuccessful.Whathasbeenthereal stumblingblockfortheorganisers,however.hasbeen theunpredictableblocof delegatesandobserversfrom AfricaandtheLatinAmericancountries.

Facedwiththeopposition ofGhana'sPresidentKwame Nkrumah,theU.A.R.'sPresidentGamalAbdelNasser andother"neutralist"leaders,thefestivalwasondifficultterritorythisyear.As inthepasttherewereseveral'puppet"delegations fromcountrieswhichdidnot officiallyparticipate.And withunbelievablegall,the communistseveninvented delegations,givingtothem titleswhichwereobviously falseandexposedthemtori-

dicule.Thisdidnottake wellwithmanyoftheobserversfromthosecountries soabused.Theyexposed theliesofthecommunists inavarietyofways.The endresultwasthatseveral delegationswalkedoutof thefestivalinprotest.

Tothosewhoobserved previousfestivalsitisalways puzzlingtounderstandthe successofthecommunists. Itseemsthattheycampaign inthefaceofallodds,and bybrowbeatingandharassingtheoppositionintosubmission,theycomeoutwinners.Themostunrewardingoftasksistoengageone inconversationordiscussion. Examplesofthiswereseen inthevariousforumsand seminarsheldduringthefestival.

WhenthequestionofPuer- AtthedailypressconfertoRicoorCubawasraisedence,heldbytheinterna-

intheearlydaysofthefestivalwereincompletedefianceoftheorganisers.the Redswereneverworried. Theywentrightonpushing. Theironlymistakewasthat thistimetheypushedalittle toohardandtheyouthof theworlddidn'tlikeit.

ThepresenceinFinland ofAmericangroupslikethe YaleUniversityRussian Chorus,whichnightlyserenadedtheFinnsontheirmain streetwithAmericanfolk songs,andtheexhibitionof artandcultureentitled "YoungAmericaPresents," didmuchtocounteractcommunistpropaganda.

TheCommunistscried foul,althoughtheMoscow Circushappenedtobein townand,onthelastdayof thefestival,CosmonautYuri Gagarinwasparadedthrough thestreetsinafinalbid for"peaceandfriendship."

THENECESSITYOF VISIBLEUNITY

ITisnotenoughfor separatedChristiansto respecteachotherand meetinaspiritofcharity. Thisverycharityoftheirs shouldmakethemseek visibleunityintheone ChurchofChrist.

TheRomanCatholic Churchhaspreservedsuch aunityinspiteofallthe divisionsthathaveoccurred. Nodoubtthesplendourand forceofthisunitywere lessenedbythebreakaway oftheEasternChurchand bytheReformation,but

Norisitenoughtopostponetheachievementof unityofallChristianstothe endoftheworld,andtosay thattheunityoftheChurch isaneschatologicalgift,or toputforwardthe"branch theory"thatthedifferent Christianconfessionsare branches'ofthetreewhich istheoneChurch.Finally, itisnotenoughtoclaima hiddenunityandtosaythat allwhobelieveinChristas GodandRedeemerarealreadyinvisiblyone,andwe mustbesatisfiedwiththat. Christundoubtedlywilled avisibleunity.Christianity initsorigin,theChurchof thefirstage,formeda visibleunityinthedoctrines offaith,inworship,ingovernment.IgnatiusofAntioch,IrenaeusofLyons, CyprianofCarthage,Augustineandthegreatdoctorsof theEastgavethisvisible unitytheologicalformulation,andtheecumenical councilsaimedatprotectingorrestoringit. Thescandalofvisible separatenessanddivision cannotbeconjuredawayby appealingtoaninvisible unity.Whatsortofimpressioncoulditpossiblymake onthenon-Christianworld'? Theworldsetsstoreonwhat itsees,andwhatitsees atpresentisaChristendom splitupintomanyleparate bodies.Nothingshorlofthe visibleunitywilledby Christcanprovetothe worldthatweareallchildrenoftheoneheavenly Father,brothersandsisters ofJesusChrist. Allhavethedutyofseekingthisunity,inobedience totheLordoftheChurch. OnSunday,Auguit26. theannualFranciscanPilgrimagetotheShrineof OurLadyatLesmurdiewas held.Theprocessionof aboutthirtycarsandtwo busesfollowedthepilgrim statuefromMidland.Despitetheinclementweather,' nearlythreehundredpeople fromtheparishesofMidlandandBellevueandthe PerthFraternityofthe ThirdOrder.afSt.Francis attended.

Becauseoftheheavyrain, itwasimpossibletohave theprocessiontothegrotto. ThepilgrimstatuewascarriedintotheMonastery churchandtheprayerswere recitedbeforeit.

Aftertheprayersaninspiringsermon"onOur BlessedMotherwaspreachedbyRev.FatherKevin Halpin,O.F.M.,recentlyarrivedfromSydney.Heexhortedthepilgrimstobe faithfultotheRosaryandto bepreparedtomakethose sacrificesandpenancesthat arenecessaryfortheliving ofasincereCatholiclife.

Theothersideisdevoted tomusicforcelloandpiano byCouperinandSchumann, togetherwithanadaptation ofsomeCatalanfolksongs. Ofthis,onlytheSchumann hasbeenrecordedelsewhere andonlyinitsoriginalform (AdagioandAllegrofor HornandPianoinAflat, Op.70).Allthissideis beguilinglybeautifulandan extraordinaryperformance forsuchanagedman.
