NOonewillrefusetoadmitthatwhen,sorrowand sufferingcomeintothisworldtheyarenot thingstobedeplored.Itisfirmlyagreedthat humanbeingsshould,inasfarastheyareable,take correctivemeasurestotrytoseethatthesorrowand sufferingdonotrecur.
Yetitisabhorrenttoright-thinkingpeoplewhenevil meansareproposedbynormallyresponsiblepeople andthosewhoguidepublicopiniontoremedythe sufferingwhich,whenexamined,hasahumancause.
Forsometimenowthedrugthalidomide,usually knownasdistaval,asbeenthecentreofacontroversy. Itappearsthatthedrughas,beenthecauseofbabies beingborndeformed-insomecaseswithmissinglimbs andotherdeformitieswhichcouldmakethelifeofthe childandthelivesofthosewholoveitfullofsuffering andmisery.
Ithasnowcometothepointwhereanexpectant motherwhohastakenthedrugwonderswhethershe shouldhaveherbabyatallandriskthepossibility'of thechildbeingborndeformed.
Sadasthesehappeningsare,themeansproposedto remedythesufferingarenotmoral.Itisproposedthat theunfortunatechildren,andthoseyettobeborn POSSIBLYdeformed,bemurdered.Thistobedone withthesanctionofcivillaw.
Thisisacaseofthedesireofpeoplebeingmadeinto law.AssuchitisatotaldenialofGod'sprerogative inthematteroflifeanddeath-"Thoushaltnotkill." Theexcuseissad,certainly,hutnopoweronearthhas therighttotakeinnocentlife.Civillawmustbebased onthenaturalandmorallawofGod.
Societycanneverbethearbiterofmorallaw.Once itbecomesacceptedasthis,throughActsofParliament oranyothermeans,onlyanarchywouldprevail. Humanmistakescannotberemediedattheexpenseof tryingtochangethemorallawtosuittheremedy proposed.ThisiswhatmanwithoutGodwantstodo.
Anothercauseofthepresenttroubleisthatdoctors areatthemercyofthebigpharmaceuticalhouseswho supplythesedrugswithjusttheirowntestingand prescriptionssupplied.Themedicalpractitionermust relyontheirwordfortheproperties,dosageandeffects ofthedrugsandonthesegroundshesuppliesthemto hispatients.
Itisnotheresuggestedthatthefirmsthrowproducts onthemarketwilly-nilly.Theirscopeoftestingwould appeartobetoonarrow.
Whatwassuggestedasameanstopreventthe RECURRENCEofthesedreadfulhappeningswas correct,butthatisasfarasthesanethinkinghas gone.Itwasproposedthatanindependent,competent Government-sponsoredauthorityshouldtestand approveanynewdrugscomingontothemarket.This isamustinthesedaysofever-increasingscientific discoveryandexperimentation.

Thewordsoftheprayerarenotimportant.There couldbeprayerinschoolwithoutwords;infact,the bestprayersarewordless.Whatwasatstakewas whetherourDeclarationofIndependencewouldcontinuetobeaDeclarationofDependence.Thiswasthe issue. TheDeclarationofIndependencestatesthatour rightsandlibertiesare"inalienable"becauseGodgiven.WeareindependentascitizensbecausedependentonGod.TheinverseofthisisprovenbyCommunism,wheretheexileofGodendsinthetyrannisation ofman.Ifwewishtokeeplightandheat,wehaveto keepoursun;ifwewishtokeepourfruits,wemust keepourtrees;andifwewishtokeepourrightsand liberties,wemustalsokeepourGod.
Ourschoolsarenowofficiallyputonthesamelevel astheCommunistschools.Inneithermayonepray;in neithermayoneacknowledgeaSourcewhencecome thelibertiesofourpeople.

AUTHORITYAND ADMINISTRATION
AUTHORITYinprimary andsecondaryeducationin Englanddiffersfromthatat presentexistinginAustralia inthatitischaracterisedby amixtureofcentralised directiononbroadpolicy mattersbythenational Government,andlocalautonomyinworkingoutthe details.InEnglandand Walesthereare146local educationauthorities,each onehavingbeenformedby aboroughorcountycouncil underthe1944Act. Administrationofthe wholesystemofprimary andsecondaryeducationis dividedbetweenthecentral Government,thelocaleducationauthorityandvarious "voluntary"organisations. Relationsbetweenthese threegroupsarebasedon co-operationandconsultation,bothbydirectcontact betweenthepartiesan:i throughHerMajesty'sinspectors,whoactasliaison officersbetweenlocalauthoritiesandthecentraldepartments.
Themajorityofschools inEngland(about70per cent)arewhatwewould call"State"schools,orpubliclyownedandoperated schools.Thesearecompletelyadministeredbythe localeducationauthorities, withinthebroadratlines laiddownbytheMinistryof Education.
VOLUNTARY SCHOOLS INGENERAL,a-voluntaryschool"inEngland meansaprivateschool,that is,oneestablishedbyaprivateauthority,usuallyone oftheChurches.Thereare over10,000oftheseschools inEngland,themajority, about8,000,beingcontrolled bytheChurchofEngland, andalessernumber,about 1,900,bytheCatholic Church.Thereareabout 900,000pupilsintheAnglicanschoolsandabout 550,000inCatholicschools. Thusthereisamajor differencebetweenEngland andAustraliainsofarasin Australiathevastmajority ofprivateschoolsareCatholicschools.

INDEPENDENT SCHOOLS
MOSTofthewell-known "GreatPublicSchools"df England,suchasEton,Harrow,Winchester,andsoon, arecompletelyindependent, acceptingnopublicmoney andnotbeingunderpublic controlexceptforoccasional inspectionsfromtheMinistry-Whichtheyundergo voluntarilyasaself-check ontheireducationalstandards.SomelargeCatholic schoolslikeAmpleforth, StoneyhurstandPriorPark areinthiscategory. SodalistsDoSocialWorkAsWell
TheworkoftheSodalitiesofOurLadywasdescribed tomebyMissCarmenDominguez,editoroftheSanto Domingoarchdiocesanweekly,Fides.Shenotedthat themen'ssodalitieshavebeenfunctioningforsixyears andthoseforwomensince1958.Sodalistsdosocial work,holdeveningclasses,maintainadispensary,and operatestudyclubsdevotedtoCatholicsocialdoctrine.

Thepresumptiontoooftenisthatlifeisamatterof humanchoice,thatwecancreateatwillorshutoffat will.Thisstrikesmeasamodernexpressionofthesin ofAdamandEvewhowantedtobelikeGod.Only Godcangivelife,toquotetheobviousChristiantruth, butitseemsthattoomanypeoplearetoowillingto limittoostrictlytheconditionsunderwhichGodcan makeHisgift.
Itseemsobvioustomethatthereisananti-life campaignabroadintheland.Someofthepagansare veryfrankabouttheiroppositiontoanincreasing population.Eachnewhumanbeingisathreattothem, sincethereisalimittothethingsoftheearth.These pagansarelookingnotjustforexistencebutforallthe goodthingsandtheluxuriesoflife.Theyarevery franktostatethattheydon'twantmorepeoplebecause itwillmeanlessforthem.
Wecanadmiretheirhonestywhiledisagreeingwith theirphilosophy,butweoughttobecarefultoothat wearenotinfectedbythecompletepessimismoftheir outlook.Thisisthetimeforheroismandtoomany fearfulChristiansareaskingforcompromiseand adjustment,butwithinmorallimits.Itistimefora realisticChristianoptimism,butitseemsasthoughall wearedoingisallayingfears.Itistimetobedifferent fromthepaganandyet,theysay,nottoodifferent, becauseweareallpeoplewiththesamecommongoals. Itisatimetobenoncomformist,butinarespectable sortofway.
GODDISPOSES
*THEREseemstobeanon-verbalisedfeelingon thepartofmanyChristiansthatGodisnottoo respectableinHischoiceoflife.Hewillchooseto givelifewherethemostphysicalofphysicalreasons arepresent,asHewillchoosetodenylifewhere apparentlythemostspiritualofpersonalreasonsare present.
Thehumanresponsecanbe-let'sgetthisorganised. Itisobviousfromallhumanstandardsthatcertain peopleshouldnothavechildren-theyare,afterall, ratherstupidandsmelly,theirchildrenaredirtyand unmannerly,theyliveinshacksandtheyaredisgustinglyfertile.Thereisreallynothingniceabout them.
Ontheotherhand,theseothercouples-whoarenice andcleanandrespectableandgoodneighbours,who usedeodorantsregularlyandare,civic-minded,who couldgivetheirchildreneverything-thesearethe peoplewhoshouldhavechildren.
Whyislifegiven?Isitbecauseofthemotivesof thepeopleinvolvedorisitbecauseofthewiltofOise AndbehindthewillofGodisHisWisdom.Outchallenge,ashumanbeings,liesbasicallyinthisarea--that oncelifehasbeengivenbyGod,weshouldseetoitthat thegoodlifehasachancetodevelop.Ourbusinessis toimproveandperfecttheorderofcreation,sothat thosewhoarebornhaveanopportunityforadecent living.Ireallydothinkweoughttomindourown businessalittlemerestrictly.

WiththeCouncilsof Ephesus(431)andChalcedon(451),theintervalbetweensummonsandfirst sittingwastooshortforall theWesternbishopstobe invited.Atthefirsteight Councilsonlyafewfrom theWestwerepresent;at

some,onlybishopsfrom theEast.TheseCouIcils, however,wereallecumenicalbecausethe BishopofRome,ashead oftheUniversalChurch and,inaspecialmanner, oftheWest,co-operated withthem,aswasespeciallyapparentatEphesus andChalcedon.Itis clear,then,that,inthe viewoftheearlyChurch, thedecisivefactorwas notsomuchtheproportionofbishopspresentto thewholeepiscopateas theirorganicunionwith theirheadandcentreof unity. Wemustdistinguishwhat isstrictlynecessaryforecumenicityfromthosefactors whichmakeaCouncilecumenicalinthefullestpossiblesense.
Suchfactorsare:
(1)Thepresenceofthe bishopsingreatnumber,indeedofamajorityofthem, makingtherepresentationof thewholeteachingbody somethingrealandnot merelyjuridical.Thiswill alsoensureacompletepresentationoftheFaithonthe partoftheteachingbody, forthefunctionofwitnessingtotheFaithisinseparablefromtheepiscopal order.Likewise,thebishops' testimonytothebeliefsof theirsubjectscanthenmost fullybepresentedtothe Council.
(2)Anotherfactorisfree andclosediscussionofall objectionsanddifficulties. Examplesofthisarethedetaileddiscussionsofthe CouncilofFerrara(Florence)ontheEasterncontroversies,andthoseof Trent,lastingsixmonths, onthedoctrineofjustification.
(3)Unanimityintheir decisionsismostdesirable: butobviouslythisisnot necessary.Asimplemajority issufficientforavaliddecision. Torequiretheactualpresenceofamajorityof bishopswouldbetooverlookthetriplefunctionof bishopsinaCouncil.They
agiven formula.
Providedthat,underthe existingconditions,anuenberofbishopssufficientto representthewholeChurch islawfullyassembled,that bodyactsforalltheother memberswhowereinvited, thoughnotpresent.Their resolutionsmayberightly saidtoembodytheconsensusoftheChurchasa whole.
WhatMakesThe Decisions
Ecumenical?
irtHEthirdkindof ecumenicity,that ofauthorityuniversallyacknowledged, isofgreaterimportance.
Itresults,asarule,from theecumenicalsummons andtheecumenicalassembly;anditisabsolutely essential.Incaseofnecessity,itmayactasasubstituteforthetwoothers,but nothingeverreplaceit.The firstandsecondCouncilsof Constantinople(381and 553)wereneitherofthem ecumenicalintheirsummonsortheiractualsitting, sincetheEasternsonlywere invitedandwere'present; buttheybecameecumenical throughratificationbythe Popeandtheresultingacceptancebythewhole Church.
ACouncilonlypossesses ecumenicalauthorityifitis theafithorisedorganofthe wholeChurch.ThisitcannotbeapartfromtheparticipationofthePope,for withouthimtheassembled teachingbodywouldlack itsvisibleheadandorganic centreofunity.Thatisthe reasonwhythedefinitionof thepapa]primacybythe VaticanCouncilhasnotin anywayalteredtheauthorityoftheCouncils.There hasneverbeenajuridically ecumenicalCouncilwithout thePope,thoughhiscollaborationhastakenvarious forms.
IntheChurchofthefirst milleniumitwasauniversallyacceptedprinciplethat nodecisioninmattersof faithcouldbefinaland bindingonallwithoutthe consentoftheBishopof Rome.
Thedecisiveauthorityof Councilsrestsontheinfallibilityoftheirdecisions.The theologicalbasisofthisis thattheepiscopalbodyin unionwiththePopeisthe successoroftheApostolic College.Admittedly,the bishopscannotintroduce newrevealedtruths,asthe Apostlesdid,buttheypos-

sess,asabody,theinfallibilityChristpromisedHis Church.Whenassembled inCouncilinaccordwith theirvisiblehead,theyare keptfromerrorbytheassistanceoftheHolySpirit.
Thebishopsassuccessors oftheApostlesexercise theirteachingfunctionin themostsolemnmanner whenassembledataCouncil,andallbelieversare boundtoaccepttheirdecisionsinmattersoffaith.
Forthatreason,theearly Churchheldtheconviction thatEcumenicalCouncils wereinfallible.
TheconvictionoftheinfallibilityofCouncilswas universaltilltheReformation,andhardlyquestioned evenatthetimeofthe mediaevalconciliarmovement.
TheAssistanceof TheHolySpirit
ONEofthemost currentobjectionstotheinfallibilityofCouncilsis expressedinthesayingthatCouncils cannotplacethe HolyGhost"attheir disposal."
Thispopularobjection wouldhavebeenimpossible inthetimeoftheancient Church;ithasitsoriginin anecclesiologyquiteother thanthatoftheprimitive Church,andbearstoothe imprintofrationalism.
Whatismeantbytheexpression?"HavingGodat one'sdisposal"isfoundonly inmagicalpracticesandin degenerateformsofreligion. Theideaiswhollyaliento theChristianrevelation.In theCounciloftheApostles (Acts15:1-25),thereisno questionoftheir"having theHolyGhostattheirdisposal;"yettheydobegin theirresolutionswiththe words:"Ithasseemedgood totheHolyGhostandto us."TheApostlesreceived therevelationsoftheHoly Ghost,butdidnothaveHim attheirbeckandcall.The bishopsassembledinCouncilreceive,aswehavesaid, norevelation,theyare simplypreservedfromerror intheirdoctrinaldecisions bytheHolyGhost.
Ifwemustspeakof"disposing,"itisratherthe bishopswhoareatthedisposaloftheHolyGhost.Yet thatwouldbeinexact,for theactionofthebishops requires,asarule,aconsiderableeffortoftheirown intellects,enlightenedby faith.Theyhavetostudy thequestions,searchinto ScriptureandtheApostolic Tradition,abidebyrevelatonasconveyedintheOld andNewTestamentsand thedoctrinaltradition,and thenformtheirjudgment accordingtoconscienceand inthepresenceofChrist, theirsupremeLord.
TheChristianpeoplehave alwaystrustedintheassistanceoftheHolyGhostat GeneralCouncils.Theyhave keptthatconfidencebecause theyhavelearnedtodistinguishhumanstrivingand humanweaknessfromthe workingofGod,whichis themoremarkedthemore itiscounteredbyhuman blindnessandinfirmity.
InGod'shands,thetool's defectsdonotpreventasuccessfuloutcome,butmake itallthemorewonderful, andpointallthemore clearlytotherealcause. Theinfallibleteachingoffice
isentrustedtohumanweakness;andallcanseethatit isnothumanwisdomand theologicallearning,noryet highsanctityandafaith thatcanmovemountains, buttheassistanceofthe HolySpiritthatguarantees theinfallibilityoftheCouncils,preservingitsmembers fromerror.
Itwould,therefore,be bothunrealisticandunChristiantoarguefromthe shortcomingsofthememberstothefalsityoftheir teaching.Itisnomatterfor surprisethattheparticipantsinaCouncilshouldbe foundtosharetheweaknessesoftheircontemporaries.Yettheunbiased historianmustadmitthat themembersofCouncils comeoutwellfromsucha comparison,and,infact, riseconsistentlyabovethe prejudicesandpassionsof theirtime.
IntheChurch,sowidely spreadovertheworld,justiceandtruthnaturallyencounterobstacles,andthese maybefoundtoowithin Councilsthemselves.Butit remainstruethat,bothin theChurchatlargeandin Councilstheredemptive workofChrist,throughthe activityoftheSpirit,continuestopreserverevealed truthandtokeepthe Church'sofficialanduniversalteachingfromerror.
Thebishopsgatheredina CouncilarefarfromimaginingtheyhavetheHoly Spiritattheirdisposition. Onthecontrary,theyare wellawarethattheirown, ability,theirtheological learningandsubtlety,are inadequatetothemagnitude oftheworkathand.For thatreason,theCouncil openswithprayertothe Spirit;infact,itssessionisnotonlyanactof jurisdiction,oroftheteachingandpastoraloffice,buta liturgicalcelebration.The liturgicalpartisnotjustan appendageoradecorative feature,butbelongstothe essenceoftheCouncil, which,infulfillingitsfunction,performsanactof divineworship.

FatherCarrollexplained howthelayapostolatecan combatCommunistforcesin thecommunity.Hesaidthat theyarealreadyatworkandhavebeenfor35years -inthiscountry.

Comoleadersgroup,due totheabsenceoftheirchaplain,willthisweekcombine theirmeetingwiththe Applecrossbranch.Atfirst, thissuggestionappeared awkwardasonegroupis doingthepreliminaryand theotherthenationalcampaign.However,sincethere liesasimilaritybetween manyoftheGospels,itwas decidedtousethecampaign Gospelandmakeboththe enquiriesasameansofdiscussion.

Therearetwokindsofrings thatthephonewillmake, butonlyatrainedearwould noticethedifference.One ringresultsfromdialling 668,whichisthenormal officecalltothefiredepartment,andtheotheris theringfor444,whichis thefirealarm.
Anotheralarmsysteminstalledinthefiredepartmentheadquartershasnothingatalltodowithfires. Thisisaboardwithnumbersfromonetosix,each numbercorrespondingto oneofthesixelevatorsin theVaticanpalaces.
IfOtteelevatorstops operating,thelightbeside itsnumbergoesonanda firemanisdispatchedtothe rescue.Someyearsagoone ofthesecallswastorescue PopePiusXII,whowas trappedinanelevatorfor morethan15minutes.
