FatherFoleywasordainedatNedlandsin September,1954,afterstudiesatSt.Charles'SeminaryGuildford,andtheBrignole-SaleCollegein Genoa.HisfirstappointmentwastoShentonPark. In1957hewasappointedasassistantpriestatSt. Mary'sCathedralandduringhistimetherehad chargeofSt.FrancisXavier'sChurch,EastPerth.

First,heurgedtheworld's bishopstoinstituteasolemn novenaofprayertotheHoly SpiritthatthecouncilFathersmaybeshoweredwith heavenlygiftsandgrace. Headdedthataplenaryindulgencecouldbeattached tothisnovenatobegained byeveryonetakingpartin itundertheusualconditions.

Moreover,thePopesaid, "itwillalsobefittitngto organiseinindividualdiocesesapropitiatorypenitentialfunction.Thiswillbe aferventinvitation,which willbeaccompaniedby specialseriesofsermons,to performworksofmercyand topracticepenanceby meansofwhichthefaithful willseektopropitiateAlmightyGodandtoimplore ofHimarealrenewalofthe Christianspirit,whichis oneoftheprincipalobjectivesofthecouncil."

PopeJohnthenurged Catholicstoparticipatein bothexteriorandinterior penance. Interiorpenance,hesaid, comesfirstandconsistsof remorseandpurificationof sin,thatisofagoodconfessionandthereceptionof HolyCmmunion,which shouldbedoneduringthe novena.

ThePopesaidthatbecausethecouncilwillwork toincreaseCatholics'partin theworkoftheRedemption, "wemustindeedfeelhappy andhonouredthatweare calledupontoparticipatein thisredeemingofpoor humanity,whichistoooften drawnawayfromthehonest roadoftruthandvirtue."

Theencyclicalpointsout that"if,accordingtothe expectationofall,theforthcomingEcumenicalCouncil istoyieldinfactagreat increasefortheCatholicreligion .thegoodsuccess ofthiswilldependingreat partonthedispositionof thosepeopletowhomwill bedirectedthecouncil's teachingsoftruth,virtue, thepublicandprivateworshipofGod,disciplineand themissionaryapostolate."

PopeJohnmadehisappealtoallCatholics,but especiallytoallpriests, membersofreligiousorders andtothesickandsuffering.

Mayallthese,hesaid, "raiseprayersandpractise penancetoobtainfromGod forHisChurchthatabundanceoflightandsupernaturalassistancewhichit willespeciallyneedatthis time.

ITHASBEENSTATEDBYTHE"WESTAUSTRALIAN,"INITSLEADINGARTICLEOF 14/7/62,THATTHEFIGHT(FOREDUCATION FQUALITY)ISBETWEENCHURCHANDSTATE. INACTUALFACTITISBETWEENCITIZENS WHOARECATHOLICSANDTHESTATE.

They,thecitizens,nottheChurch,arebeingtaxed forsomethingfromwhichtheycannotreceiveany benefit.Thisisbecausetheyexercisearighttochoose theeducationfortheirchildrenwhichmakesthem,in theirconsideredopinion,completecitizens.Which righttheGovernmentallegedlyagreeswith.

TheStatehandleseducationasapublicservice,but ithandlesitonbehalfoftheparents.Inthismatter ofpublicservice,thereisalreadyaprecedentestablishedfortheuseofandassistancetofrompublic moniesforthoseorganisationswillingtoworkinthat sphere.

Itisdoneforothercommunityservices,likehomes fortheaged,thetreatingofthesickandsuchlike. Hereitisregardedasmoreeconomicalfromthe Government'spointofview.Whynotthesamewith education?

Isitbecauseofoneabsolutelyinsultingremarkthat wasmade,whichineffectmakesallthosewhohave beeneducatedinCatholicschoolsaclassapart,unsuitablecitizens,differentfromtherestofthecitizensof thisCommonwealth?AlltheMembersofParliament. theCivilServants,themembersoftheArmedForces, thebusinessmen,thetradesmenandtheordinary generalworkerswhohavecomefromCatholicschools -aretheythatdifferentasaresultofthe90yearsof runningourown"system?"

Todissect,bitbybit,themultitudeofqueer "reasoning"thathasbeendemonstratedbythenational Pressintheirowncommentsontheeducationcrisis wouldfillabook.

Thepuzzlingthinghasbeenthatbyandlargethe actualreportingofeventshasbeenfair,thoughsome ofthesub-editinghasraisedaqueryortwo,yetthe obviouspolicyofallthenation'ssecularpapershas beenagainstus-which,ofcourse,isnothingverynew.

Oneglaringexamplewasthestatementattributedto adelegationofcombinedProtestantChurches,who allegedlytoldtheN.S.W.MinisterforEducation,Mr. Wetherell,thattheywerestronglyopposedtoschools beingusedto"indoctrinate"childrenwithChristianity. ItishopedforthesakeofChristianity,howevergeneral, andforAustralia'ssake,thatitwasjustacaseofbad reporting.

Perhapsthebestsummaryofthetwofundamental positionscanbedemonstratedbythewordsofoneman HenryParkes.In1886,whilethePremierofNewSouth Wales,hesupporteddenominationalschoolsandregardedthesecularistpositionasessentiallyunjust anddeclaredthat"solongasweappropriatethe revenuesofthecountryforeducation.wehavenoright toapplytheminawaythatwillexcludealargeproportionofthepopulationfromthebenefitsofexpenditure.-"Callitwhatyouwill,"hesaid,''thiswillbe nothingshortofoppression."

Threeyearslater,thesameman,havingchangedhis opiniontosecularliberalism,flatlycontradictedthe foregoingprinciples.HeintroducedthePublicInstructionBillin1879andsaid:"Iholdinmyhandwhatwill bedeathtothecallingofthepriesthoodofRome."

Theavowedsecularistwantsthepresentsituation tocontinueuntilbyforceofeconomicstheChurchis madetostoptrying.Thentheywillhaveeducation completelyintheirpower.Itwillbecomemerelya State-imposedmonopolywhichwilltakeawayany freedominamatterwhichshouldbefree.

WehavebeentaughtasAustraliancitizenstovalue freedom,tofightforfreedomasourwayoflife,to standupforourrightsandsomakethisagreatnation offreemen.Itcannotbeachievedbyregimentationor byinjusticethatisconstantlyignored.

IrresponsibilityChargeAgainst CommercialTelevision

LONDON.-Agovernment-appointedCommitteeonBroadcastinghasrebukedBritain's commercialtelevisionnetworkforirresponsibility.Itwarnedthatthenotion'smoralscould beunderminedunderaconstanttelevisiondietofviolence,amorality,materialismand appealstosnobbery.Thisprocessofdegenerationhasalreadybegun,itsaid.

Thecommittee,headedbyBritishindustrialistSir HarryPilkington,hitcommercialtelevisionandurged thataproposedthirdnationaltelevisionnetworkbe entrustedtocommercialtelevision'sgovernmentsponsoredrival,theBritishBroadcastingCorporation.

Thegovernmentimmediatelyagreedtoputthethird televisionnetwork,duetostartbroadcastinginmid1964,undertheB.B.C.Butitdeclareditwouldundertakeastudyofitsownbeforeheedingthecommittee's recommendationtoreorganisetheIndependenetTele-

BeingThankful

Averyinterestingphenomenoninchildren isthatgratitudeorthankfulnesscomesrelativelylateintheiryounglives.Theyalmost havetobetaughtit;ifnot,theyareaptto growupthinkingthattheworldowesthema living.Howoftengrownsonsanddaughters aftermarriageandaftersomeyearsspentin caringfortheirownchildren,willsoy:"I neverknewbeforehowmuchlovemyparents putintoraisingme."ThanksgivingDay comeslateintheyear,andthanksgiving comeslateinlife.

St.PaulhadtoteachhispeoplegratitudetoGodby remindingthem:"Whatistherethatyouhavenot received?Ifyouhavereceived,whydoyougloryas ifyouhadnot?"Somebelievethatoneshouldnotplant treesiftheirfruitcannotbeeateninone'slifetime. Thisforgetfulnessthatothersplantedtreesforthe presentgeneration,shouldmakeonewillingtoerect livingmemorialstothosewhofollow.Fewthereare who,likelittlebirds,lookuptoheavenaftertheyhave takenasipofwater.

Thepointhereisnotthatchildrenarenaturally ungrateful,butratherthatthereisanotherattitude whichprecedesit.andthatispraise.Thoughtheir parentshavetobeconstantlytellingthemwhenyou: "Say'thankyou,'"theyneverhavetotellthemtobe enthusiasticaboutsomethingthatpleasesthem.They ignitequicklyattheprospectofabicycle,candyora picnicortoy.Theyrunoutandtelleveryoneinthe blockwhattheyreceived.Itmaybeanewdressthe mothergave,oranewfootballthefathergave,ora triptheywillmakewiththeirgrandmother.Nothing somuchcoolsofftheirburningardqurasthefailure ofsomeonetoreactwarmlytothegreatthingsthat havebefallenthem.

Butwhatispraise?Itismadeupoftwofactors: first,aknowledgeaboutsomethinggood,orpleasureable,orhappy;second,anemotionalinabilitytokeep stillaboutit.Secretsarehardtokeepbecausethey areaboutsomethingnotgenerallyknown,andtherefore destinedtocauseaninterestingrecoil.Inthis,praise differsfromthanksgiving,becauseittakesonlytwo personstohavegratitude:theonewhodidthefavour, andtheonewhoreceivedit.Butittakesthreetohave praise:bothoftheabove,andsomeonedelightedbythe favourbestowed.

NOWWHENIHADMYOPERATION

Inasocietywhichisasindividualisticasours,itis ratherdifficulttofindpeoplewhothrillwiththeblessingswhichhavecometoothers;ifablessingdoesnot benefitus,itisgenerallyignored.Everyegotistwants totalkabouthisownoperation.Hehasnotimeeither tolistentothestoryofanotherperson'sillness,orto thankGodforhisownrecovery.Theegotistsjust wanttoboastaboutthelengthoftheirownincision, orhowmuchmoneytheyinherited,orhowmanysuits theyown,orhowmanyfoxtailstheyhaveontheir motorcycle.

ThoseofuswhoareobligedtoreadallthePsalmsevery week,anddoitgladly,areoftenstruckbythefactthat theprayersofIsraelwererathersongsofpraisethan thanksgiving.Thisisbecausetheywerenotindividualistic;theyweremembersofamysticalcorporation ofareligiousnation,andnothingthatwasreceivedby onewaswithoutablessingtoIsrael.Theyrejoicedas thebodyrejoices.Ifthetonguetastessomethingsweet anddelectable,thewholeorganismseemstoechoand reverberatewiththepleasure.Nocellinthebodyhas "fun"alone.

Itwouldseemthenthatthoughthanksgivingor gratitudeisnoble,itwasprecededhistoricallyby praise,asitisinchildren.Morethanthat,itemphasised thecharity,thebrotherhood,themutualitywhichbinds mentogether.TheIsraelitesinsteadofthankingfora favour,extendedablessing,asbeggarsarewonttodo whentheyreceivealms.EveryblessingbringsGodinto it;everywordofthanksdoesnot.

Thusthenoblestthingsinlifehavetobelearnedby effort,suchasmusicandpoetry.Sodoesthanksgiving havetobetaughttochildren,butevenbeforetheyhave learnedtothank,theymustkerntopraise-tobless othersandtopraiseGod.

Oftelevision'simpactonthenation'smorals,thecommitteereported:"Thereisnodoubtthatconcernis widespreadandacute.

"Itcannotbedismissedasunrepresentativeopinionof afewwell-meaningover-anxiouscritics,stilllessof thatofcranks.Thecriticismscamefromallpartsof thecountryandfromwidelydifferingorganisations, fromlocalauthorities,religiousdenominationsand educationalbodies."

Thecommitteefurthercommented:"Fromtherepre- sentationswhichhavebeenputtous,thisistheunderlyingcauseofthedisquietabouttelevision:thebelief deeplyfeltthatthewaytelevisionhasportrayedhuman behaviourandtreatedmoralissueshasalreadydone somethingandwillintimedomuchtoworsenthe moralclimateofthecountry.

VESTEDINTERESTSATTACKREPORT

"Weareleftinnodoubtthatfailurefullytoassess consequencesisamainfaultoftelevision."

ThereportalmostcompletelyexoneratedtheB.B.C. fromsuchirresponsibility,butassertedthatcompetition fromcommercialtelevisionhastendedtolowerthe qualityofB.B.C.productions.Commercialtelevision beganoperationsinthemiddle1950's.

ThePilkingtoncommitteereportgoadedsomesectionsofthepresstoviolentreaction.Manynewspapers financialyinvolvedincommercialtelevisionattacked itsfindingsbitterly.

The350-pagereportsummarisestwoyearsofhearingsandinterviewswith852sociologistsandother expertsandorganisations.Thenation'schurcheswere represented,andtheCatholicHierarchyandCatholic Women'sLeaguesubmittedtheirviews.

ThecommitteebackedtestimonyofCatholicrepre- sentativesthatreligiousbroadcastsofthevariousde- nominationsshouldbeallowedtoexpressthedenomi-nation'sdistinctivebeliefs:"Theexplicitexpositionof adoctrinalstandpointmustbepermittedifreligious broadcastingisnottobecomeanaemic."

Thereporttackledcommercialtelevision'susualdefenceagainstchargesofirresponsibility:thatitis merelyamirrorofsociety,notitsmentor.

"Thechoiceisnotbetweeneithergivingthepublic whatitwantsorgivingthepublicwhatsomeonethinks isgoodforit,andnothingelse,"thecommitteereplied.

"Thereisanareaofpossibilitybetweenthetwoand itiswithinthisareathatthechoicelies.Thebroadcastingauthoritieshavecertainlyadutytokeepsensitivelyawareofthepublic'stastesandattitudesasthey nowareandinalltheirvariety;andtocareaboutthem. Butiftheydomorethanthat,thisisnottogivethe public'whatsomeonethinksisgoodforit.'Itisto respectthepublic'srighttochoosefromthewidest possiblerangeofsubjectmatterandsotoenlarge worthwhileexperience.

THEBROADCASTER'SCHOICERANGE

"Becauseinprinciplethepossiblerangeofsubject matterisinexhaustible,allofitcanneverbepresented norcanthepublicknowwhattherangeis.Sothe broadcastermustexploreitandchoosefromitfirst. Thismightbecalled'givingalead,'butitisnotthe leadoftheautocratorarrogant.Itistheproper exerciseofresponsibilitybypublicauthoritiesduly constitutedastrusteesforthepublicinterest."

Thereportthatcommitteememberswere"disturbed" byapleaoftheI.T.A.that"theresponsibilityofthe broadcasterisprimarilyandnecessarilypassive,"and thatthebroadcastermust"mirrorsocietyanditstastes astheyare." Itfurthercriticisedthecommercialauthorityfor refusingtoputbackthetimeforshowsunsuitablefor childrenfrom7p.m.to9p.m.

Oftelevisioncommercials,itsaiditfoundtoomany ofthem"playedonimpulseswhichwerediscreditable -uponacquisitiveness,snobbery,fear,uncriticalconformityandkeepingupwiththeJoneses."Others abusedfineimpulsessuchaslove,manlinessand maternallove.Stillothersmaderomanceandloveor happinessinthehomeappeardependentontheuseof acertainproduct.

Thereportsays:"Advertisementswhichappealto humanweaknesscouldwellinthelongrunhavea deplorableindividualandsocialeffect."Itrecommended thatcommercialtelevisionrefusetoacceptsuchadvertising. Ondenominationalbroadcasting,thereportsaid representativesoftheCatholicChurchcriticisedpreseet policyofavoidingcontroversialissues.Theysaidthis hastheeffectofmakingsuchbroadcastingsoundenonilnationalastofailtocarryconviction.

"AsmembersofateachingChurch,RomanCatholics everywherebelievedthattheirreligiousbroadcasts shouldteachandexpoundreligioustruthsastheysaw it,"thereportaddedinquotingtheCatholiccase.

ThecommitteeobservedthatBritainisaChristian countrywithstandardsrootedintheChristiantradition. Itthereforerejectedclaimsofgroupslikethehumanists thattheyhavearighttoshareinreligiousbroadcast ingtimeandineducationalbroadcasting,time.Butit saidsuchgroupsshouldbegivenafairdealelsewhere inthebroadcastingday.

Onlychurchesconsideredtorepresentthe"main stream"ofreligiousthoughtshouldbegivenbroadcasts ingtime,thereportrecommended.

Thiswasannouncedby theMelbournepresidentof theY.C.W.(MissE.Mills) whenshegavedetailedfindingsofthe"LeisureSurvey,"conductedrecentlyby theYoungChristianWorkers.

"Hisfamilyandfriends shouldbeinattendanceat hisbedside,notseatedin somehospitalalcove.His careshouldnot,however,be lefttoattendants.Hisphysicianshouldbeinfrequent attendanceaslongasthe patientisconsciousoris likelytoremainso.

"Whenitisdetermined thattheactualprocessof dyinghasbegun,restorative measuresshouldbediscontinuedbecausetheyareunavailing.Theexceptionhere wouldbetheyouthful,previouslyhealthypatient,for whomtreatmentmustbe vigorouslypursuedupto veryactofdying."

Theywroteajointpastoral,issuedonJanuary20, 1960,atatimewhenallthenation'speople,eventhe bravest,wereafraidtospeakout.Iwasconstantly reminded:"InthosedaysnoonesmiledinSanto Domingo."

TheimpressionmadebythepastoralwasoverwhelmingandeveryonestillspeaksofitexcepttheBishops themselves.

DuringmystayintheDominicanRepublic,Iwas told:"ManyCatholicsheardmorethanoneMassthe SundaytheBishopsspokesotheycouldagainlistento thepastoral.Somecouldnotbelievewhattheyheard. Theythoughttheyweredreaming.Eventhosewhohad notbeeninchurchforyearswentthatday.Sincethe peoplecouldnotapplaud,theydugintotheirpockets togivemorethanusualinthecollections."

AnotherpersonrecalledthatFides,weeklyofthe SantoDomingoarchdioceseandtheonlyDominican papertopublishthepastoral.receivedlargeanonymous donationsafteritdidso.

Thepastoralwasevenbroadcast.ButFatherAngel Abad,C.M.F.,superioroftheClaretianFathersinSanto Domingo,whoreaditduringtheMassforthesick whichhebroadcastthatday,wasexpelledfromthe countryalmostatonce.

REACTIONNOTSLOWINCOMING

ThentheTrujilloregimeunleashedaviolentcampaignofpersecutionagainsttheChurch.Priestswere attackedandexpelled.Churchesweresetonfireanda Catholicnewspaperwasindangerofbeingsuppressed becauseitmentionedthepovertyinwhichmany Dominicanslived.Thegovernment-controlledradio broadcastblasphemousprogrammes,whiletheTrujillo regimemadefriendswithitsformerenemy,MarxistruledCuba,andsoughtdiplomaticrelationswiththe SovietUnionandotherRednations.

Meanwhile,BishopswerethreatenedandtheApostolicNuncio-thenArchbishopLinoZanini-hadto leavethecountryafterbeingattackedasan"tinternationalprovocateur"byacabinetminister.

"ArchbishopZaniniwasahero,"thepeopleinSanto Domingotoldme.TheyparticularlyspokeoftheoccasiononwhichtheNunciorefusedtoreceiveTrujillo whenthedictatorshowedupatthenunciaturefora

"reception"forwhichthe"invitations"hadbeensent byhisowngovernment.

Today,theDominicanBishopsdonotliketorecall thepast.Theyprefertotrytosolvethedifficult'prob- lemsofthepresentandmakeplansforthefuture,while encouraginggoodCatholicstotakepartinpubliclife. Theyhavetwobasicaims:providingthepeoplewitha Christianeducationandincreasingvocationstothe priesthood.

LiketherestoftheDominicanHierarchy,Bishop Reillyisfacedwiththeproblemofaseverepriest shortage.Recently62peoplefromthetownofPeder,nales,whichhasapopulationof5,000,senthimaletter askinghimtosend"toourparishapriestandtwoor threeSistersforthegoodofthesoulsofthiscommunity, whichhasbeenabandonedforalongtime."

Thetown'speople,thelettersaid,arelike"aimless sparrows."Mostofitschildren,theletterwenton,"do notknowdoctrineandhavenotbeenbaptised."

ThegreathopeoftheChurchintheDominicanRe- publicliesintheSeminaryofSt.ThomasAquinasin theSantoDomingoarchdiocese,thenewseminarysoon tobeopenedinSantiagoandthosewhicharetobe builtinotherSees.

AtSt.Thomasseminary,saidFatherPalacio,S.J., "wehave123youngmen-60intheminorseminary and63inthemajor.Thisyearthreeofthemwillbe ordained.Degreesareequivalenttothosegrantedby theCatholicUniversityofAmericainWashington.D.C., withwhichtheseminarybecameaffiliatedin1955. Maintenanceforaseminarian,everythingincluded, amountstoapproximately£135ayear.Mealsare satisfactory.

Isawtheroomsofthemajorseminarians.Theyare verysmall,butcleanliketherestoftheschool.Each hadabed,awashbasinandasmallbookcase.Thereis a forspaciouschapelandtheyoungmenhaveamplespace outsiderecreation.

AsFatherPalacioandIwalkedby,theseminarians greetedthepriestwithrespectandaffection.Thepriest recalledthattwoyearsagoTrujillofollowershadkilled aseminarianandthattheregimehadgonesofarasto sendspiestotheschool.

Inabookwrittenbyaformerseminarystudent, BishopPolanca,Ireadthehistoryoftheschoolthat markeditscentenaryin1948.TheBishop,however, tracesitsstorybackto1510andthetordinationinthe DominicanRepublicofFatherBartolomeodelasCases, thefirstpriesttoreceiveHolyOrdersintheNewWorld.

Atonetime,whenitwasstillunderSpanishruleand knownasthe"AtheneofAmerica,"theDominican RepublichadtwoCatholicuniversities:thePontifical UniversityofSt.ThomasAquinas,foundedbythe DominicanFathersin1528,andthePontificalUniversityofSantiagodelaPaz,establishedbytheJesuitsin the18thcentury.

ManyCatholicsgettheirnotionofheavenfromthe aspirationsaidintimeofdeath-"Eternalrestgrant untothem,0Lord."Theylookuponheavenasaplace whereyouwillcatchuponallthesleepyoumayhave lostoverthelast20years,especiallywiththe2a.m. feedings.

IftheyhavereceivedtheLastRitesoftheChurch, theyappearbeforeGodstamped"ChurchApproved." likeasideofbeefcomingintoabutchershopmarked "U.S.Approved."Godtakesalookatthestamp,slips youintoyourslotintheheavenlydeep-freezeand thereyoustay,stiffforalleternitywithadifferentkind of"stiffness"thanalotofpeoplepickupontheaverage weekend.Atanyrate,nobodywillbotheryouandthis isnotunattractiveattimes.

PopeJohnXXIII,inanaddressreferringtotheRoman diocesansynod,expressly statedthat"thelaityarenot directlysummonedtotake partinthesynod."They arerepresentedthrough theirbishops.Theteaching bodyoftheChurchisin intimateunionwiththe wholebodyofthefaithful. Togetherwiththemthe bishopsformanorganic bodythatpreservesand givesexpressiontoChristian truth;thisbodyisthe Church.

PiusXII,inhisencyclical MunificentissimusDeus (MostBountifulGod),emphasisedthetheologicalimportanceofthepeople'switnessandinsightintothe Faithand,atthesametime, stressedthedirectingand controllingfunclionetthe teachingChurch. Thissensewhichthe peoplehavefortheFaith mustnotbeemanicipated fromtheteachingfunction oftheChurch.Thelatter takesintoaccountthesense ofthefaithfulandtheirwitnessasadatumofTradition, whichhastobeassessedby theteachingauthorityalone.

Thusthebishopsarethe primaryandofficialguardiansoftheChristianrevelation,_andthatiswhy theearlyCouncils,intheir doctrinaldecisions,appealed toScriptureand10the:traditionofDoctorsofthe ChurchandtheFatherswho werebishops.Butgreatimportanceattachesalsotcthe witnessofthefaithfulin general.Itconstitutessecondaryevidenceforthe

Church'stradition;andsc, inlatertimes,doctrinaldecisionshaveoftentakeninto accountthewitnessofthe faithfulandregardeditas asignofgenuinetradition.

InaCouncil,thebishops testifytothebeliefofthe Churchwithoutinanyway lesseningtheindependence andauthorityoftheteachingbody.Theydonotrepresenttheirpeopleintheway aparliamentrepresentsa country.Itistheirepiscopal office,notapointmentbythe faithful,thatmakesthemat theCouncil"testesfidei"witnessestothefaithofthe Church.

Bishopsalonearethe authentic"doctores teachersoftheFaith.When assembledinCouncil,they represent,intheirunion withthePope,thewhole Churchinthemostsolemn form.Butthefunctionof theirswhichismainly stressedbyaCouncilisthat of"judicesfidei-judgesin mattersoffaith;itisthey whodecidequestionsofdoctrine,ofChristianlifeand morals,andtheirdecisions areuniversallybinding. Thatisthereasonwhy,even intheearlyChurch,itwas insisted:"Conciliaesseepiscoporum"-Councilsarethe concernofthebishops.

Themusichasalightnessof touchwhichismissingfrom thelargeorchestrasandthe effectisverycharming.

AmoredetailedandcriticalevaluationofRonald Knoxandhislifeworkwill doubtlessbewrittenbefore long.Inthemeantime. Waugh'sbiographyservesas anexcellentintroductionto theuniquemanwhoadded somuchlustretotheEnglishCatholicstoryofthe firstsixdecadesofthecurrentcentury.

Againstthebackgroundand inanenvironmentvastly differentfromthestandard patternoflifeinthiscentury,RonaldKnoxmaywell havebeena"privileged survivorofagoldenage," buthisachievementsand influencearenonetheless realforthat. Waugh,aconverthimself, andwithareputationfor slighteccentricity,writes withasympatheticappreciationandunderstandingof Knox,thesonofanAnglicanarchbishop,thebrilliant scholar,theacademicand chaplainsointimatelyconnectedwiththeuniversity lifeofOxford.

Onreflection,perhaps onlyEnglandcouldhave producedamanlikeKnox. Hisfame,likethatofan earlierEnglishmanbythe nameofNewman,will doubtlessgrowwiththe passingyears.

Evenacasualreadingof thebiographyprovidesarevealinginsightintotheslow, oftenpainfulgropingto. wardsCatholicismofmany Englishintellectualsinthe firsthalfofthecentury.An understandingofRonald Knoxandhisfrientisand contactswillhelptofurther understandthemulticolouredaspectsofRoman CatholicisminEngland.

Obviouslythecircumstancesandconditionsunder whichKnoxtranslatedthe Bibleprovideoneofthe mostfascinatingfeaturesof thebiography.Itwellworth readingforthisinitself.
