Themajorsacredscience shouldbetaughtinLatin fromLatintextbooks.

Thereshouldbeinstituted,undertheauthorityof theCongregationofSeminariesandUniversities,an academyofLatinusage composedofexpertsinLatin andGreekfromvariousnations.

Amethodfor'theteaching ofLatinshouldbedevelopedundertheauthorityof the same congregation which,whileitshouldnever bealteredinsubstance'may beadaptedtolocalusages, butonlywiththecongregation'spermission.

St.Paulwroteatlength onthisinhisEpistletothe Romans;ChristHimself taughtitinHisinstructions, "RendertoCaesarthethings thatareCaesar's,andto Godthethingsthatare God's."WhenHewassubjecttojudgmentHimself, HeremindedPilate,"Thou wouldstnothaveanypower overmewereitnotgiven totheefromabove."Christ knewthisbasictruthfrom HisCommunionwithEternalWisdom. Libertywillbecurtailed onlywhentherehasbeen lawlessness.Bothrightly understoodandrightlyused giverisetowhatSt.James calledthe"perfectlawof liberty."

Itisproper,therefore,to opentheLegalYearwith prayerandpomp-with prayer,thatGodmightgive

toallofusthegraceto administer,toinvoke,to applyandtoobeythelaw well;withpomp,thatwe mightberemindedofthe sacrednessofthelaw.

FatherBrownconcluded withthequotation:"Let everysoulbesubjectto higherpowers,forthereis nopowerbutfromGod. THEnameandpracticeofquarantine seemstoderivefromthesixweeks exclusionofsinnersfromtheChurch.

Beforethe11thcentury,personsguiltyofserious publicsins,suchasheresyoradultery,whentheyhad confessedthesesinswerebannedfromattendance withinthechurchesuntiltheirfullreconciliationon HolyThursday.Thisbanishmentfortheperiodof fortydayswasknownas"quarantine."Atitsbegining thesesinnersweresprinkledwithblessedashesonthe DayofAshes,asareminderandasignoftheirstateas penitents.

Ourlinkwiththiscustomistheblessedashesforall onAshWednesday,remindingallofdeath,andits root,sin,andofpenanceasapurifyingpreparationfor death,andimmediatelyforthecomingEasterFestival.

Fastingfromfoodisonemodeofpenanceinpreparationforfeastdays,andisasancientastheOldTesta,mentandaswidespreadasthehumanrace.Protestants whousethe"BookofCommonPrayer"findiniteven alistof"Daysoffastandabstinence,"thefirstitemof whichis"thefortydaysofLent."

WhydoestheChurchclingtotheseoldcustomary signsandreminders?Whyhasshesomanyexternal symbolsandpractices?Itisbecauseourlifei8saturatedandpackedwithsignsandsymbols,notfortheir ownsake,buttodirectourattentiontosomethingelse ortorecallpersonsandthingstoourminds.Every advertisement,notice,andfinger-postontheroadside drawsourattentiontosomethingelse:everywordwe useisasigntomanifestourthoughts,everyphotograph, picturestatueandmonumentislikewiseasign;and wehaveactionstosignify,suchasahandshakeor saluteshowingrespect.Signsareeverywheretoinform us,tobeofusetous,andtobringussomeaidorbenefit.

SignificationOfFasting

Likewise,theprescribedfastinthematteroffood showsandsignifiesandrecallsself-control;itisasign ofprivationofsense-pleasuresandenjoyment;itisa signofoursenseofguiltandofitspunishmentin ourselves,asignofremorseandofourwillfor readjustmentofourcondition;itrecallsthedivorce fromsinandpreparationforConfession,Absolution andAmendment.

TheLawOfTheChurchAReminder

ThegenerallawoftheChurchisrestrictedtofood (SeeRegulationsthispage);butitremindsusofthe attitudeweshouldhaveinlesseningtherelaxation, amusementsandpleasuresweusuallyenjoy;thatis whyCatholicsreducetheirparties,dancesandshows, theirsmokingdrinkingandsleepduringthistimeof Lent.Thechoiceandemphasisislefttoeachoneof us;theChurchonlyforbidsinparticularthesolemn blessingofweddingswhichwouldbeaccompaniedby notablepompanddisplayattheChurch.

BISHOPdeclaredinLimarecentlythat thereisaremarkablecoincidenceinthe factthatboththeVaticanandMoscowhave giventopprioritytothebattleforLatin America.

BishopJosephM.Marling,C.PP.S.,anAmerican, saidthat"ourpeoplearealwaysaskingwhatwecan dotofightthecommunists.Theanswerdoesnotlie injoininganti-communistorganisations.WhatisrequiredisapositiveresponsetotheHolyFather'sappeal forpriestsBrothers,Sistersandlayvolunteersfor LatinAmerica."

BishopMarlinghasjustcompletedaten-daytripto Perutoprepareforthearrivaloffourpriestsfroma dioceseinAmerica.Thepriestswillworkinthe ArchdioceseofArequipaandintheDioceseofPuno.

TheBishopstatedthatafterobservingthesuccessof theworkoftheAmericanpriestsalreadylabouringin Peru,itwasquiteobvioustohimthat,theyweremaking atremendouscontributiontorevitalisingecclesiastical organisationinLatinAmerica.

Thefourfresharrivalswillbegintheirworkwith theMaryknollFathersinestablishedparishesand graduallyopenoutintonewareasandstaffabandoned parishes,astheygainexperiencesintheSpanishlanguageandPeruviancustoms.

"SomediocesesinNorthAmericahaveonepriest foreveryfourhundredCatholics,'theBishoppointed out."Theirownneedsaregreat,buttheyarenothing comparedwiththoseofPeru,whichhasanaverageof onepriestforevery5,500Catholics,andtownsof50,000 inhabitantswithonlyonepriesttoattendthem,"he continued.

BishopMarlingmarvelledatthewarmacceptance themissionarypriestreceivesfromthePeruvianpeople. "WhenItoldthemIwasgoingtosendthemsome priests,thepeopleinArequipagatheredroundmeand kissedmyringandwept,'hesaid.

Referringtotheracequestion,theBishopsaidthat thePeruviantreatsthevariousracesthatlivewithin hiscountry"withacharitythatismissinginother nations,"

CommentingonProtestantactivityinLatinAmerica, BishopMarlingsaidthatheishighlyedifiedbythe sacrificeswhichProtestantsevidentlymakeintheir countriestokeeptheirmissionarieswellsuppliedwith fundsandpersonnelinthefield.

"ThissupportcomesprincipallyfromProtestantsof ordinarymeansandnotfromtherich.Itisgenerosity thatCatholicscouldwellemulate,"theBishopsaid.

I.Everyoneingoodhealthwhohasreachedthe ageofreasonisobligedtoabstain.Toabstain isaseriousobligation.

2.AllFridaysandAshWednesdayaredaysof abstinence.

3.Fleshmeatandmeatsoupareforbidden.Lard anddrippingmaybeusedondaysofabstinence providedtheybeusedmerelyasacondiment orseasoning.

FAST:

1.Everyoneingoodhealthover21yearsofage andunder59,andnotengagedinexhausting work,isobligedtofast.Thisisaseriousobligation.

2.EverydayofLent,fromAshWednesdayto midnightonHolySaturday,isadayoffast, exceptallSundaysandSt.Patrick'sDay (March17).

TheBishopwasaskedifhehadnotedanychangesin theCatholicsceneinLatinAmericaduringthelast15 years. "Therehasbeenadecidedchange,"heanswered. "TheChurchinLatinAmericatodayisverymuch awarethatitisindifficultiesandisactivelylooking forhelp.Afewyearsagomanydidnotunderstand thattherewasaproblem.

"ThewarhadcreatedaninterestinlearningEnglish, andEnglish-speakingpriestsandSisterswerewelcome toteachEnglishintheschools,butcoulddolittlemore. TodayallthatischangedandclergyandReligiousfrom EuropeandAmericaaretakinganactivepartinall phasesoftheapostolate.

ALITTLEoveradecadeago,inoneof thebestbookspublishedinourtimes, RichardM.Weaverinhis"IdeasHaveConsequences,"putforwardthepositionthatthe presstodayisverymuchguidedbyadesire forconflict.

Underthepressureofholdingattention,newspapers, heclaims,thriveonfrictionandconflict.Asheputit, "Behindthebigstorytherenearlyalwaysliesabattle ofsomesort.Conflict,afterall,istheessenceofdrama, anditisatruismthatnewspapersdeliberatelystartand prolongquarrels;byallegation,byartfulquotation,by theaccentuationofunimportantdifferences,theycreate antagonismwherenonewasfelttoexistbefore."

Whileindeedthereismuchcontroversy,tensionand conflictinthenews,thereis,nevertheless,sageadvice inanoldLatinwriter,whoinreferencetoquestionsof faithandmorals,write:"Innecessariisunitas,indubiis libertas,inomnibuscaritas"(inessentialthings,unity; innon-essentials,liberty;inallthings,charity).

EssentialsInFaithAndLaw

First,unityinessentialthings,suchasbeliefinGod, theunbreakableunityofhusbandandwifeinmarriage, theunityofallcitizensinpursuitofthecommongood. Commercewouldgotopiecesiftherewasnotunity onthemultiplicationtable;anationalsoperisheswhen itlosesthehubofbeliefinGodwhichkeepsthespokes ofhumanitytogether.

Butindoubtfulthings,liberty.Evenwithinthe realmoftheology,therearemanyschoolsofthought. Architecture,whichrespectstheessentiallawsof structure,neverthelessadmitsvarietiesofinterpreta tion.Musicwithitslawsofharmonyaccordsliberty ofarrangementtocomposers.Allowancemustalways bemadeforanotherpointofview,asisevidencedby thestoryoftwoknightswhocameridingtowardsa statue-ahugefigureofvictoryholdingashield.One knightsaidthattheshieldwaspuresilver,theother saidtheshieldwaspuregold.Theygotintoadiscussion;bothdrewtheirswordsandwereabouttosettle itwithbloodshedwhenamaidranbetweenthemand said:"Putupyourswords.Theshieldyouhavebeen looking'atissilverontheonesideandgoldonthe other."

Butinallthings,namelythosewhichareessential andthosethatadmitofdifferences,thereistobe charity.Charityhereisnottobeunderstoodasafalse tolerance,whichadmitsevilonthesameplaneas goodness,norisitindifferencetotruth,whichendsby crucifyingitasPilatedid.Charityisloveforthe persondespitetheintellectualdifferenceswhich separate.Thoughagroceraddseightandeightto maketwenty-eight,oneisnottobetolerantorbroadmindedabouthiserror,butratherintolerantabout.the truth.Butthisintoleranceaboutthetruthdoesnot dispensefromcharity.Onewouldnotbepermitted tocutoffthegrocer'shead.

Oneevenhastobesensitivetothebeliefsofothers, nevergivingoffence.AsPaultoldtheCorinthians: "GivenooffencetoJew,ortoGreek,ortoGod's Church.Thatismyownrule,tosatisfyallalike, studyingthegeneralwelfare,ratherthanmineown, soastowintheirsalvation."Suchcharitynever interpretsanotherman'sactionsinanillsense,iscompassionatetohisinfirmities,bearshisburdens,excuses hisweaknessandloveshiminthemidstofhisimperfectionsandforgiveshimthathemaybeforgiven.

ChurchesHaveA RightToAdvise OnPolitics

Achurchhostherighttogiveitsmembers adviceinregardtopoliticalelections,accordingtoarulingoftheHigherProvincialCourt ofNorthRhine-Westphaliastate.

Thecourthandeddown thisdecisionafterasocialistcandidateinlastyear's municipalelectionshadallegedinalawsuitthata pastoralletteroftheCatholicBishopsofNorthRhineWestphaliawasincompatiblewiththeGermanConstitution.

Thepastoral,issuedprior totheelectionsinMarch, 1961,urgedCatholicstovote only"forcandidateswho notonlyliveaccordingto Christianprinciples,but whoalsotrytobringChristianorderinpubliclife."

Thelawsuitwasinstituted byamemberoftheGerman SocialDemocraticparty.

Nominatedasasocialist candidateinasmallWestphalianvillage,hisparty gotlessthantenpercentof thevotesinthevillageand helostinhisbidtobecome amemberofthemunicipal council.

InvalidClaim

Thecandidatecharged thatthepastoralviolated theprincipleoffreedomin votingaswellastheGermanConstitution,andasked thecourttoconsiderthe electioninvalid.

FirstElections

Theelectionwasthefirst sinceBritainsuspendedMalta'spreviousconstitution andrepresentativegovernmentin1958.Thissuspensionwaspromptedbyriots andgeneralunrestthatfollowedcollapseofMalteseBritishtalksinLondonover economicaidfromBritain.

Britainhasindicatedthat itdoesnotregardthepresentconstitutionasnecessarilyfinal.TheBritishdraftedconstitutionhasbeen attackedonvariousgrounds byvirtuallyallpoliticians

"ButourPensionsDepartmentknowsthewhereaboutsofallourpensions, soitiscomparativelyeasy forustocheckontheirwelfare.AndourVisitors,being farfromstrangers,can "openmostdoors." TheCardinal'sfirstproposalnotedthatbecauseof theirancientorigins,the sizeofmanydioceses,particularlyinEurope,does notcorrespondtothedemandsofthepresent.Noting thatsomeSeesaretoosmall andothertoolarge,theproposalsaiditisthetaskof thecommissiontofinda solutiontothemanyproblemsarisingfromtheimbalance.

Nationalbishops'conferences,thesecondproposal noted,havedevelopedin44 nationssincetheendofthe lastcentury.Itpointedout thatsomeofthesearestill inanexperimentalstage, particularlyintheyounger nations.Thecentralcommissionisnowstudying solutionstotheproblems broughtaboutbytheir establishment,aswellas waystoco-ordinatetheir efforts.

AREVIEWofafilmofthelifeofChristmust inevitablybemany-sided,withthespiritual impactandthedramaticcontent.hadheard thatcriticselsewherehadtorn"TheKingof Kings"toshredsandsomadeaspecialpoint ofreadingnothingwhatsoeveraboutitsoas tohoveanopenmind.neednothavebeen soscrupulous;whatwasneededwasnotan openmindsomuchasavacantmindtoenjoy thisfilm.

Asahighly-coloured spectacleitistrulymagnificent.Iwasalittle puzzledbythewonderful panoramaofJerusalem beingoccupiedbyPompey,ascenewithwhich thefilmopens.There Wasanoddlymediaeval airaboutthecitywalls andthearchitectureof theTempleseemedabit ontheGreekside.However,Ifreelyconceded thatiftheproducersdid notknowmoreabout Judeanarchitecturethan Idid,theywouldn'thave beenabletogetthefilm started.

Afterabouthalfanhour itwasquiteclearthatno seriousattemptathistorical accuracywasbeingmade, notonlyinarchitecturebut inalmosteverythingelse.I ceasedtoquibblethatthe Templeguardsworeauniformsimilartomediaeval FlorentinesorthatHerodias,inthetrialscene,wore adecorwhichwouldhave delightedTutankhamen.If aproducerispreparedto giveortakeacoupleof thousandyearsorsointhe interestsofcolourfuldetail, acriticwouldbesillynot tositbackandenjoyit. Similarlibertiestaken withnarrative,andtextare muchlessforgivable.Itis atruismthatHollywood mustalterabookradically inadaptingitforthescreen andthistraditionholdseven ifthebookhappenstobe theinspiredwordofGod.

Themakersofaspectacle filmmustbeatabitofa losswhenitcomestoOur Lord'slife.Histeachings abouthumility,self-effacement,patience,prudence, chastity,modestyandsoon aremostunspectacular.The producersof"Kingof Kings"thereforeintroduced anumberofsub-plots,all ofwhichMIGHThavehappened;thereisnotthe slightestscrapofevidence thattheyactuallydid.

Forthemostpart,these plotsarebuiltaroundhistoricalcharacterslikeBarrabasandPilate'swife;one sub-plotattemptstoexplain JudasIscariot'streachery, onthewell-wornthemeof tryingtoforceHishand.All thisprovidessomemarvellousbattleandmobscenes aswellasamildorgyor two.

Unfortunately,theseexcursionsintofictionmake therestofthefilm,which isbasedontrueevents,also haveanairoffiction-to Catholicsatanyrate.Jesus isthegreatestlivingreality oftheirlives,notjusta Manwholivedanddiedtwo thousandyearsago.What theywillseeonthescreen isn'ttheJesustheyknow butaprofessionalactor playingafictionalrole,a partquiteimpossibletoplay well.Thisairoffiction,toa lesserdegree,alsohangs aroundOurLadyandthe others.

Thisfilm,then,isan entertainmentandnota spiritualexercise.TheCrucifixionsceneonthescreen willnotreachtothebottom ofyoursoulasdidtheIona PassionPlaylastyear.For thisreason,itisquiteinnocuous,inspiteofitsmany errorsoffact.

HisGracerespondedby thankingFatherAlphonsus forhiswelcomeandwent ontoexpresshissatisfaction withthewaytheCarmelite FathersadministeredMorleyParkParish. Theschool,saidHis Grace,wasanadmirable, impressiveanddignified building.Theexcellent classrooms,ventilationsystemandfurniturewould certainlymeetthedemands oftheEducationDepartment. HisGracecongratulated theparishionersonprovidirlgafirst-classschoolfor theirchildren;onewhich wouldbeaboontothe Sisterswhowouldteach there.

TheCarmeliteFathers werethencongratulatedby HisGrace,whogaveanaccountofthebuildingofthe school.

Hesaidthattheoldschool inWalterRoadhadbeen gazettedbythegovernment asanindustrialarea.School childrenwereindangerof

theincreasingdailytraffic.

Sothenewsite,fouracres inextent,waspurchased, andthenewschoolbuilt. Thecostwas£13,134. HisGracethankedthe architect,Mr.Raymond Jones,andthebuilder,Mr. PeterSullivan,ofBrenton BuildingCompany,forthe excellentservicestheyhad renderedinthedesignand constructionoftheschool.

DOMINICANNUNSWILL BETEACHERS

HisGracethenthanked theDominicanNunsfor staffingtheschool.They hadestablishedahighstandard. Itwassaidthattherewas charmandfascinationin associationwithyouth. Nevertheless,theconstant drilling,thedeadening montonyofassociationwith mindsasyetfarinferiorto theteacher'sownmind, madeteachingoneofthe mostdifficultofallprofessions.Andwheninaddition theteacherwasactuatedby thedesiretopreparethe pupilnotonlyfojsuccessin life,butalsoendeavouredto layholdofthesoulofthe pupilcommittedtoher charge,moulditintoa closerimageoftheDivine Redeemer,andfashionitfor gloriouseternity,thenthe teacherwasengagedinthe highestformofChristian Charity.

TheexistenceofavigorousParentsandFriends' Associationwaspraisedby HisGrace,whourgedthe parentsoftheschoolchildren toco-operatewiththe teachersinprovidingfacilitiesfortheschool. HisGraceconcludedhis speechbywishingallwho hadbeenassociatedinthe projecteveryblessingfor future.
