Amethodfor'theteaching ofLatinshouldbedevelopedundertheauthorityof the same congregation which,whileitshouldnever bealteredinsubstance'may beadaptedtolocalusages, butonlywiththecongregation'spermission.

Whileindeedthereismuchcontroversy,tensionand conflictinthenews,thereis,nevertheless,sageadvice inanoldLatinwriter,whoinreferencetoquestionsof faithandmorals,write:"Innecessariisunitas,indubiis libertas,inomnibuscaritas"(inessentialthings,unity; innon-essentials,liberty;inallthings,charity).
EssentialsInFaithAndLaw
First,unityinessentialthings,suchasbeliefinGod, theunbreakableunityofhusbandandwifeinmarriage, theunityofallcitizensinpursuitofthecommongood. Commercewouldgotopiecesiftherewasnotunity onthemultiplicationtable;anationalsoperisheswhen itlosesthehubofbeliefinGodwhichkeepsthespokes ofhumanitytogether.
Butindoubtfulthings,liberty.Evenwithinthe realmoftheology,therearemanyschoolsofthought. Architecture,whichrespectstheessentiallawsof structure,neverthelessadmitsvarietiesofinterpreta tion.Musicwithitslawsofharmonyaccordsliberty ofarrangementtocomposers.Allowancemustalways bemadeforanotherpointofview,asisevidencedby thestoryoftwoknightswhocameridingtowardsa statue-ahugefigureofvictoryholdingashield.One knightsaidthattheshieldwaspuresilver,theother saidtheshieldwaspuregold.Theygotintoadiscussion;bothdrewtheirswordsandwereabouttosettle itwithbloodshedwhenamaidranbetweenthemand said:"Putupyourswords.Theshieldyouhavebeen looking'atissilverontheonesideandgoldonthe other."
Butinallthings,namelythosewhichareessential andthosethatadmitofdifferences,thereistobe charity.Charityhereisnottobeunderstoodasafalse tolerance,whichadmitsevilonthesameplaneas goodness,norisitindifferencetotruth,whichendsby crucifyingitasPilatedid.Charityisloveforthe persondespitetheintellectualdifferenceswhich separate.Thoughagroceraddseightandeightto maketwenty-eight,oneisnottobetolerantorbroadmindedabouthiserror,butratherintolerantabout.the truth.Butthisintoleranceaboutthetruthdoesnot dispensefromcharity.Onewouldnotbepermitted tocutoffthegrocer'shead.
Oneevenhastobesensitivetothebeliefsofothers, nevergivingoffence.AsPaultoldtheCorinthians: "GivenooffencetoJew,ortoGreek,ortoGod's Church.Thatismyownrule,tosatisfyallalike, studyingthegeneralwelfare,ratherthanmineown, soastowintheirsalvation."Suchcharitynever interpretsanotherman'sactionsinanillsense,iscompassionatetohisinfirmities,bearshisburdens,excuses hisweaknessandloveshiminthemidstofhisimperfectionsandforgiveshimthathemaybeforgiven.

FirstElections
Theelectionwasthefirst sinceBritainsuspendedMalta'spreviousconstitution andrepresentativegovernmentin1958.Thissuspensionwaspromptedbyriots andgeneralunrestthatfollowedcollapseofMalteseBritishtalksinLondonover economicaidfromBritain.
Britainhasindicatedthat itdoesnotregardthepresentconstitutionasnecessarilyfinal.TheBritishdraftedconstitutionhasbeen attackedonvariousgrounds byvirtuallyallpoliticians
inMalta,andithadbeen fearedthatfeelingagainst theconstitutionwouldbring
AttheheartofMintoff's proposalwerefearsthat Malta,poorinnaturalresources,wouldlanguisheconomicallywhenBritain wentthroughwithitsplan todropitsnavalshipyard:; inMalta. TheseBritish navalinstallationswere theeconomicbackboneof theislandbuttheBritish feltthatMaltahadlostits strategicvalue.

Mintofffirstbeganhurling accusations,,againstthe BishopsofMaltawhenthey expressedfearsthatthe Catholicreligionwouldnot farewellinaMaltaintegratedintothepredominantlyProtestantUnited Kingdom.

Theonlyhelperswho caneffectivelyunderstand andhandletheseaspects ofageing.manywelfare workersbeliev`e,are peopleofsimilarageand background.Likemust helplike.
ITwasthistheory thatmorethan fiveyearsagoledtothe formationinBritainofthe first"Self-HelpOrganisa-
tion"forpensioners.Its founderwasMr.Ariede Heus,thenheadofthepensionsdepartmentofthebig industrialfirm,Unilevers Limited.
Hedecidedtodosomethingpracticalaboutthe difficultiesofthisgeneration ofpeoplewhohadleisure whilestillactive,andwere indangerofleadinga barrenexistence.Hisfirm encouragedandactively supportedtheidea,andthe resultwastheformationof aPensionersWelfareOrganisation.
Itwasbasedonthepropositionthatthemostunderstandingwelfareworkers, andthosemostlikelytobe welcomedbythefirm's 11,000-oddpensionersand retiredemployees,wholive alloverBritain,wouldbe otherpensionersfromthe sameconcern.Sotheorga-
nisationwasbuiltarounda coreofvoluntary,unpaid pensioner"Visistors."
ITSaims,briefly, aretomaintain contactwithallretiredemployeesandwidowsofemployeesandtomakethem feel"theystillbelong."To visitthemregularly,seek outespeciallythelonely, sickorinvalidwhomight beinneedandtohelpand adviseinpracticalmatters.
Toarrangeintroductionsbetweenpensionersinthe samedistrictsandorganise meetingsandlocalgroups,
andprovidesurprisebirthdayandanniversaryvisits accompaniedbyagiftfor themoreelderly. Itwasalsoaimedtokeep theorganisationinformed ofthewelfareofeachone byareportfromtheVisitor aftereachvisit, Theideasucceelc,land sinceitslaunchinghiEnglandinApril.1957,nore thantwentyotherbigfirms haveadoptedsimilar schemes,orincorporated partsofthisoneintotheir welfareorganisations.Some hundredsofenquiriesabout theSchemefrommanyparts oftheworldreachUnilever everyyear.
RECENTLY the organisationhas expandedtocoverallof Britainandtotakeinvirtuallyeverypensionerofthe firm.Thecountryisdivided intofiveadministrative areas,whicharesplitinto numeroussmalldistircts.
Thepensionersineachof thesearethechargeofa Visitorlivinglocally,and therearenowabouttwo hundredofthesehardworking,enthusiastic"retired"people.Manyofthem spendalotoftimeand travelconsiderabledistances
toensurethatnopensioner isleftinisolation,want,or inneedofanykindofhelp.
"Theexistingbodiesofficialandvoluntary-do wonderfulwork,butthey faceconsiderabledifficulties,"Mr.D.A.Ronalds, administratorofthescheme, toldme."Theirofficialsfind. thatmanywhomtheywish tohelparestronglyindependent,andarenotalways readytoaccepthelp,oreven visits,fromstrangers.
"ButourPensionsDepartmentknowsthewhereaboutsofallourpensions, soitiscomparativelyeasy forustocheckontheirwelfare.AndourVisitors,being farfromstrangers,can "openmostdoors." MR. TheorganisationofdistrictsandofVisitorsfor themrequiresconsiderable planning.Aseachareais openedup,alarge-scalemap ispinpointedwiththe whereaboutsofeachpensioner.Themostsuitable centraltownforaVisitor ismarked,andanumberof pensionersintheareaare approachedandinterviewed todiscoveriftheyareinterested.Mostofthemtake totheideaenthusiastically.
EachVisitorthenreceives alistofpensionersinhis locality.Immediatecallsare madeonthoseknowntobe ill,lonelyorveryold,and arerepeatedfrequently wherenecessary.Helpand advicearegiven.When specialattentionisneeded, thehelpofthebigsocial organisationiscalledin.
AFTERthesecases arecovcred.the Visitorcallsoneveryother pensionerinhisdistrict,givingpriortytoanywhoare newlyarrived,andmight needadviceonlocalfacilities.Wheneverpossible, newcomersareintroduced tootherpensionersliving nearby.Tocementthisnew sociallink,theVisitorthen Organiseslocalmeetings,tea partiesand-whenofferedperiodicalinvitationstothe houseofsomehospitable member.
Afterthese'preliminaries, hisworkishalfdone,for thelocalpensionersbeginto coalesceintogroupsin whicheachhashispartand thishelpstokeepthesystem moving.EventheVisitors musteventually"retire"a secondtime.Butthebattle againstagecontinues,and newpurposeisbroughtinto thelivesofmanyretired people.

BalancingProcess
Theproposalsconcerned thesizeofdiocesesandthe presentsituationofnational conferencesofbishops.
TheCardinal'sfirstproposalnotedthatbecauseof theirancientorigins,the sizeofmanydioceses,particularlyinEurope,does notcorrespondtothedemandsofthepresent.Noting thatsomeSeesaretoosmall andothertoolarge,theproposalsaiditisthetaskof thecommissiontofinda solutiontothemanyproblemsarisingfromtheimbalance.
Nationalbishops'conferences,thesecondproposal noted,havedevelopedin44 nationssincetheendofthe lastcentury.Itpointedout thatsomeofthesearestill inanexperimentalstage, particularlyintheyounger nations.Thecentralcommissionisnowstudying solutionstotheproblems broughtaboutbytheir establishment,aswellas waystoco-ordinatetheir efforts.

Thereportwascarriedintherecentlypublished "ActivitiesoftheHolySeein1961,"anofficialpublication.Thereportgivescomparativefiguresofthe numberofCatholics,priestsandseminariansforthe years1959and1960.However,thesestatisticsare drawnfromonly39countires,whicharenotidentified.
ThenumberofCatholicsinthesenationsin1960was repelledas427,788,715,anincreaseofmorethannine andahalfmillionsover1959.Thenumberofdiocesan andreligiouspriests,however,in1960totalled336,298, anincreaseof2,026overthepreviousyear.Moreovoer, 5,426priests,bothdiocesanandReligious,were ordainedin1960,or49lessthanin1959.
TheCatholicpopulationinthesenationshasgrownby morethan2percent,whilethenumberofpriestsin theworldhasgrownbywellunder1percent.

Hesaidthatanyonewho appliestheintentionsof thesemeditations-rememberingthenewbornchildren ofeachday,thepriests, teachers,workers,professionalpeople,handsof families;writers,journalists andsoon-wouldcertainly notfailtocomprehendthe universalityoftheFaithand oftheChurch.

Afterabouthalfanhour itwasquiteclearthatno seriousattemptathistorical accuracywasbeingmade, notonlyinarchitecturebut inalmosteverythingelse.I ceasedtoquibblethatthe Templeguardsworeauniformsimilartomediaeval FlorentinesorthatHerodias,inthetrialscene,wore adecorwhichwouldhave delightedTutankhamen.If aproducerispreparedto giveortakeacoupleof thousandyearsorsointhe interestsofcolourfuldetail, acriticwouldbesillynot tositbackandenjoyit. Similarlibertiestaken withnarrative,andtextare muchlessforgivable.Itis atruismthatHollywood mustalterabookradically inadaptingitforthescreen andthistraditionholdseven ifthebookhappenstobe theinspiredwordofGod.

Forthemostpart,these plotsarebuiltaroundhistoricalcharacterslikeBarrabasandPilate'swife;one sub-plotattemptstoexplain JudasIscariot'streachery, onthewell-wornthemeof tryingtoforceHishand.All thisprovidessomemarvellousbattleandmobscenes aswellasamildorgyor two.
Unfortunately,theseexcursionsintofictionmake therestofthefilm,which isbasedontrueevents,also haveanairoffiction-to Catholicsatanyrate.Jesus isthegreatestlivingreality oftheirlives,notjusta Manwholivedanddiedtwo thousandyearsago.What theywillseeonthescreen isn'ttheJesustheyknow butaprofessionalactor playingafictionalrole,a partquiteimpossibletoplay well.Thisairoffiction,toa lesserdegree,alsohangs aroundOurLadyandthe others.

Hesaidthattheoldschool inWalterRoadhadbeen gazettedbythegovernment asanindustrialarea.School childrenwereindangerof
theincreasingdailytraffic.
Sothenewsite,fouracres inextent,waspurchased, andthenewschoolbuilt. Thecostwas£13,134. HisGracethankedthe architect,Mr.Raymond Jones,andthebuilder,Mr. PeterSullivan,ofBrenton BuildingCompany,forthe excellentservicestheyhad renderedinthedesignand constructionoftheschool.
DOMINICANNUNSWILL BETEACHERS
HisGracethenthanked theDominicanNunsfor staffingtheschool.They hadestablishedahighstandard. Itwassaidthattherewas charmandfascinationin associationwithyouth. Nevertheless,theconstant drilling,thedeadening montonyofassociationwith mindsasyetfarinferiorto theteacher'sownmind, madeteachingoneofthe mostdifficultofallprofessions.Andwheninaddition theteacherwasactuatedby thedesiretopreparethe pupilnotonlyfojsuccessin life,butalsoendeavouredto layholdofthesoulofthe pupilcommittedtoher charge,moulditintoa closerimageoftheDivine Redeemer,andfashionitfor gloriouseternity,thenthe teacherwasengagedinthe highestformofChristian Charity.
