ONSATURDAY,February11,HisGroce theArchbishopblessedandopenedthe newChapeloftheMostHolyTrinityat TrinityCollege,Perth.

TheceremonyofblessingwasfollowedbyHigh Mass,celebratedbyRev.R.Kelly,withRev.J. ChaunceyandRev.T.TomichasDeaconandSubDeaconrespectively.Thethreepriests,together withthepreacheroftheoccasionalsermon,Rev. J.McNamara,areallpastpupilsofChristian Brothers'College,Perth.

AssistingHisGraceweretheRightReverend MonsignoriJ.T.McMahonandF.O'Connor.The St.Mary'sCathedralchoirsangtheMassand accompaniedtheceremoniesunderthedirection tafRev.P.Ahern.withMrs.A.Goerkeattheorgan.

SomeUniqueFeatwes

Thenewchapel,circularinshape,isinmany waysuniqueandhagbeendesignedbythearchitect,Mr.JamesThompson,ofthefirmHenderson andThompson,asthefocalpointofthecollege buildinggroup.

Thecirclehasaradiusof40feetandis23feet highatthewalls.Thesanctuaryisdirectlyinthe centreofthechapelandastheroofissupported fromthewalls,nothingcanimpedethefullview ofthecongregation,whichisgroupedaroundthree sidesofthealtar.Immediatelybehindthealtar arethesacristiesandconfessionalswiththechoir galleryabovethem.

Themajoradvantageofthistypeofstructure.is thatitlendsitselftoamorecompleteparticipation bythecongregation-inthiscasetheCollegestudents-intheHolySacrificeoftheMass.The chapelwillseat340boys,noneofwhomwillbe morethansixbenchesfromthesanctuary,which israisedabovethefloor.

TheexternalwallsofthechapelareofToodyay stoneandinternallytheyarefacedwithsalmon brickworkdividedintopanelsbywhitecolumns.

Thewindowsofthechapelareuniqueinthat theyarethefirsttypeofconcreteandglasswindowsusedinAustralia.Theyweredesignedby

theLondonstainedglassartistMr.CarlEdward andwereexecutedlocallybyGowersandBrown.

Theglasspieces,aboutoneinchinthickness,are insertedinwhiteconcreteanditistotheirunusual thicknessthatthebrilliantcolouringisattributed. Eachwindowisdesignedwithitsowntheme,with specialemphasisbeinggiventothePersonsofthe MostHolyTrinity,andthePrincipalPatronsofthe ChristianBrothers'Institute,theBoyJesusandthe BlessedVirgin.Thelowersectionsofthewindows opentoaheightofsixfeetandarefullyglazedin amberantiqueglass.

Theeffectoflightingtothechapelhasbeen consideredingreatdetailwiththemainnatural lightingfromthelanternoverthealtarinthe sanctuary.Thelanternissuspendedoverthealtar andisfacedwithnaturaltimberboardingof blackbuttandwandoo.Naturaltimberisused extensivelyalsointheseatingandbalustrading. Themainfloorismosaicparquetry,whilethatof theraisedsanctuaryisinblackmarble.Allthe marble,togetherwiththestonefacing,was executedbytheWestralianMarbleandGranite Company.ThebuilderswereMessrs.Greenhalgh andHewitt.

TheCrucifix,designedbythesculptressM:s. MargaretPriest,isinaluminium.Mrs.Priestalso wasresponsibleforthesemi-abstractStationsof theCrossandisatpresentworkingonthealuminiumstatuesofOurLordandHisBlessedMother forthesidealtars.Toharmonisewiththealuminiumofthecrucifix,thealtarornamentsare silveredinsteadoftheusualbrass.

FreeStandingCrossGreetsAll Abandofwhitestonepebblescompletelysurroundsthechapel,whichisconnectedwiththe otherbuildingsonthesitebycoveredways. Standinginfrontofthechapel,attheheadofthe maindrive,isagreatwhitefree-standingCross,a signtoallwhoseeitthatthisisaCatholicCollege whoseaimisthecompleteeducationofyouth, enshrinedinthelove,knowledgeandserviceof God. TheofficialopeningofthewholeCollegeasa completeunitwilltakeplacetowardstheendof March.

ProtestantPastor's UnityPlea WarnsAgainst Sentimentalism

ONEofFrance'sforemostProtestantleadershaswarnedthat thesentimentalism whichoverlooksreal obstaclestoChristian unityconmakethat unityharderto achieve.

"Letusbewareofbringingintothesearchfor ('hristianunityasentimentalismwhichhasnathing todowithtruelo"eand obscurestheimmensedifficultieswhichtodayare insurmountable,Pastor MareBoegneradvisedinan articlepublishedbythe nationaldailynewspaperLe Figaro. WINGSUPPORT INTENTIONS

THEresignationofItaly'sChristianDemocratgovermentwasastepdesignedtomake wayforaleft-leaningcoalitionpreparedbytheChristianDemocrats'recentcongress. PremierAmintoreFanfani,irrepressiblestrongman ofthe17-month-oldChristianDemocratgovernment. submittedhisresignationtoPresidentGronchion February2.

Hismovewasexpected.Itfollowedbyonedaythe endoftheChristianDemocraticparty'sweek-longcongressinNaples,whichconcludedwiththeresolution thattheCatholic-orientedpartyshouldattemptanew governmentcoalitionwiththeSocialDemocratsand theRepublicanparty,alongwiththeinvitedoutside supportoftheSocialistparty.

Therewasnothingnewinthecoalitionitself,for theSocialDemocratsandtheRepublicansareoldallies oftheChristianDemocrats.Thenewelementwas foundinthedeclarationthatthesupportoftheSocialists,formeralliesofthecommunistparty,wouldbe accepted.

Inrealitythiswasa"wait-and-see"attitudeonthe partoftheChristianDemocrats.Butthecatchwas thattheSocialistsalsowantedtowaitandsee.

TheChristianDemocratsweresayingineffect:"Let's seeiftheSocialistshavereallyseparatedfromthe communists."TheSocialistsweresaying:"Let'ssee yourprogrammebeforewepromiseoursupport."

ThustheChristianDemocrats,atleastforthetime being,weretradingoneweaknessforanother.Whereas eversincethegovernmentofAlcidedeGasperi,late ChristianDemocratleaderwhocametopowerin1948, ithadsufferedfromaslimandshakymajority,nowit wasgamblingforastrongermajorityonthebasisof theSocialists'support,whichmightormightnotbe given.

ThisgamblewastheChristianDemocrats'response topressurefromtheirSocialDemocratandRepublican alliesforan"openingtotheleft."

InOctoberof1961theleaderoftheSocialDemocrats, GiuseppeSaragat,madeitknownthatifsupportfrom theleftwasnotadmitted,hispartyandtheRepublicans wouldendtheirmajorityagreementwiththeChristian DemocratsonJanuary27,1962.Thedatewassetto coincidewiththeopeningoftheChristianDemocrats' congress.

moderate-leftistRepublicansandconservativeLiberals, theFanfanigovernmentwasabletoremaininpower. TheLiberalshavenostomachforan"openingto-the left." Theextreme-leftSocialists,headedbyPietroNenni, untilafewyearsagoformedafrontwiththecommunists,workingtogetherintradeunion,municipal administrationsandsharingthesameviewonpolicy mattersin,foreignaffairs.

In1956thetwopartiesbrokeoverthehandlingofthe ill-fatedHungarianuprising.SincethenSaragathas consideredtheextremeSocialistssufficientlymature anddetachedtoshareintheactualgoverningofItaly. ThisviewhasalsobeensharedbytheRepublicansand theleft-wingoftheChristianDemocraticparty.

ManyChristianDemocrats,however,donotshare thisopinion.MinisterofJusticeGuidoGonellahas saidthatifthe"openingtotheleft"werepermitted, itwouldresultinaschismwithintheChristianDemocraticparty.EvenmoreopposedisInteriorMinister MarioScelba.

ThatWorrying"OpeningToTheLeft"

Amajorquestionis:Whatistheattitudeof'the Churchtothe"openingtotheleft?"

InthefinalstatementofthemeetingsheldinNovember,1961,theItalianEpiscopalConferenceexhorted Catholicstoremainunitedandtorecallthedirectives oftheHierarchyagainstanykindofcollaborationwith Marxists.

OntheeveoftheNaplesconvention,L'Osservatore RomanocalledontheChristianDemocratsto"place thegeneralgoalofsafeguardingtheState above specialinterests."

TheVaticanCitydailypointedoutinaneditorial signedbyeditor-in-chiefRaimondoManzinithatthe flexibilityofCatholicsengagedinpoliticsmusteventuallybelimitedbyChurchdoctrineandinfluencedby higherconsiderations.

suchisan Englishproverbwhichsuggeststhatbecause intentionsdonotcarryoverIntoacts,they countasnothing.

Theproverbcouldbetrue,ifoneneverhadthe intentiontoactonanywish,buttherearecertainother aspectsinwhichthisproverbisnottrue.Itistobe recalledthatOurBlessedLordaccountedtheevil desireasanact,sayingthatifanymanlookedaftera womaninlust,hehadalreadycommittedadulterywith herinhisownheart.Onewouldbeguiltyofrobbery, intheorderofconscience,ifoneintendedtostealbut waspreventedbyexternalcircumstancesfromdoing so.

Onthesideofgoodnessthereissuchathingasthe blessingofunrealisedaims.KingDavid,ingratitudeto Godforstoppingaplague,promisedtobuildaTemple inJerusalem.Hisresolvewassointensethatitcould almostbesaidtohavebeengravenuponhisheart.In hisdreams,foryears,hehadseentheTemplecrowning thecrestofZion.Nightanddayheplannedforit,as everyotherwishwasmadesubordinatetothis.But thoughhehadtheintention,theTemplewasnever built.Thoughhehadcollectedvaststoresofmaterial, neverwasastonelaiduponastone.Thedreamnever becameareality,northeintentionafact.Butthough hewentdowntohisgravewithhisdream,theintention wasaccountedbyGodasthedeed.Itwasreservedfor hisson,Solomon,tobuildtheTemple.Whenitwas dedicated,SolomonspoketoGodsaying:"Andwhen he,myfather,wouldhavebuiltahouseinhonourof theLordGodofIsrael,theLordtoldhimthathehad donewelltoconceivesuchapurposeinhisheart;but itisnotforthee,Hesaid,tobuildMeahouse."

SaragatshowedhemeantbusinesswhentheSocial DemocratsandtheRepublicansabstainedinavoteof confidencerequestedbythegovernmentoverarecent scandal.

ResignedButStillRetainedInOffice

WhenFanfanisubmittedhisresignation,thePresidentaskedhimandhisministerstoremaininoffice pendingconsulationwiththenation'spoliticalleaders. Suchconsultationslastseveraldaysatleast,andonthe basisofthemthePresidentmustdecidewhether governmentresignationsshouldbeacceptedorrejected.

PresidentGronchihadthefurtherchoice,upon acceptingtheresignation.ofappointingFanfanitoform anewgovernment.ThenFanfaniwouldformhisnew governmentalongthelinesdecideduponbythe ChristianDemocrats'partycongress-acoalitionwith SocialDemocratsandRepublicansplussupportfrom theSocialists.

Fanfani'sChristianDemocratshold72seatsinthe ChamberofDeputiesoutof596,27shortofanabsolute majority.ButwiththehelpoftheSocialDemocrats,

THESECONDVATICANCOUNCIL,THEOPENING DATEOFWHICHWASANNOUNCEDBYHIS HOLINESSTHEPOPEASOCTOBER11,THISYEAR, WILLBETHETWENTY-FIRSTSUCHMEETING.

Themeetingsofanecumenicalcouncilarepresided overbythePopeorhislegateanddealwithmattersof faith,morals,worshipandChurchdiscipline.Its decrees,ifapprovedbythePope,areinfallibleand bindingonallCatholics.

ButthecouncilderivesitsauthorityfromthePope anditsdecreeshavenobindingforceuntiltheyare confirmedandpromulgatedbythePontiff.However, decreesdecidedonatameetingpersonallyattendedby thePoperequirenofurtherconfirmation.

EverythingRestsOnThePope

ThereisnoappealfromthePopetoanecumenical council.IfthePopewhocallsacouncilshoulddie whileitisinsession,itwouldbeautomaticallysuspendeduntilreconvokedbythePontiff'ssuccessor.

ThePopehasrighttodeterminethematterstobe discussedbythecouncilandmaysuspendordissolveit.

Thoseentitledbycanonlawtoattendacouncilincludecardinals,eventhosewhoarenotbishops;patriarchs,primates,archbishopsandresidentialbishops, eventhosenotyetconsecrated;abbotsandindependent prelates:headsofcertainmonasticcongregations,and headsofotherreligiousordersandtitularbishops,if invited.

AttheSecondVaticanCouncilitisexpectedthat leader5ofnon-CatholicChristianchurcheswillalso beprdentasobservers.

Hewaspraisedforhavingthedesireinhisheart, AFather'sDreamBecomesSon'sDeed Onemansowsandanotherreaps;oneagebeginsthat whichthenextbringstoperfection.Itisnevertobe thoughtadisparagementtomentopursuegreatdesigns eventhoughtheyrestonlyuponafoundation.Little aimsmakelittlemen,andgreataimsmakegreatmen. Thereisarefiningandenrichinginfluenceinthemere possessionofloftypower.ThoughDavidcouldnever lookuptothecedarsofLebanonwhichstretchedacross theroofofSolomon'sedifice,noonemaydaresaythat itwasawasteforDavidtohavecherishedsuchan ambition.Thematerialsthatthefathercollectedthe sonused,asthedreamofthefatherbecamethedeed oftheson.Godveryoftenaccountstheintentionas thedeedandthehonestpurposeforachievement. Thoughweseemtocloseouraccountsonthisearth unfinished,wewillbesurprisedonJudgmentthatso manyTempleshavebeencompleted.

Anotherlessonisthatlifeisbitternotbecauseitis short,butbecauseitisincomplete.Thegraveisnot justaburyingplaceoflifelessbodies,itisalsoa buryingplaceofmanyhopes.Thisissadandtragic onlybecausefindingdifficulties,wedidnotputforth fullenergytocompletetheedifice.IfGodpunishesthe evilwish,asmuchHedoestheactualperformance,it mustbethattheperformanceisbutthewishperfected withpower.Ifherewardsthegoodwishasmuchas theperformance,itmustbethatthecompletionHe kepttotallyoutofourhands.Thoughitmayneverbe formentoseethecompletedwish,nevertheless,itmust bejudgedfitbytheDivineMastertoWhomallwork isreferred.

InsettingOctober11fortheopeningofthecouncil, thePontiffputmajorstressontheancientdoctrine thatMaryisMotherofGodratherthanonmore modernMariandefinitions,whichareviewedbysome Christiansasastumblingblocktounity.

"Wehaveespeciallychosenthisdate,"thePopesaid, "becauseitlinksuswiththememoryofthegreat CouncilofEphesus,whichwasofextremeimportance inthehistoryoftheChurch."

Actually,theCouncilofEphesus-heldintheearly ChristiancentrewhichhadbeenvisitedbySt.Paul, andwhoseruinsarelocatedaboutthirtymilessoutheastofthewesternTurkishcityofIzmir-openedon June22.431,andconcludedthatSeptember.

Oneofthese,O.E.E.C.,has sincebeenwidenedintoa newstructure,O.E.C.D. (OrganisationforEconomic Co-operationandDevelopment).toincludeCanada andtheUnitedStates,so thatEuropeisnotincluded initstitle.

Irelandbecamepartof both,andbotharesolelyon theinter-Governmentlevel; theGovernmentsmeetand thereisnoConsultativeAssemblywhere,fromeach State,thevoicesofGovernmentandOppositionparliamentarianscanbeheard,as intheCouncilofEurope.

ThisCouncil.nowwith16 membersfollowingtherecententryofCyprus,isby farthemostremarkableof theEuropeanbodies;its executiveorgan,theCommitteeofMinisters,ismade upoftheForeignMinisters ofthe16member-States,

andtheycaniftheywish makeimportantdecisions.

Constantlypressingthem todosoIstheConsultative Assembly,inwhichthere are138scats,fourofthem allottedtoIreland.Thisis onapopulationbasis,and countriespaytheirsubscriptionsonthesamebasis,givingIrelandallthefacilities oftheCouncilforaboutone percentofthecost.

For13yearsnow,the CouncilofEurope,ofwhich Irelandwas a. founder' member,hasbeenpromotingtheEuropeanidea. UnderitsConventionon HumanRightsandFundamentalFreedoms,anycitizenoftheIrishRepublic canappealtotheCommissionofHumanRights, whichinturncansenda casetotheEuropeanCourt ofHumanRights;Ireland appliedalltheserightstoits citizens,andinthatrepect isaheadofsomeEuropean countries.Nowthereis, withasomewhatsimilar purpose,aEuropeanSocial Charterdrawnupbythe Councilaftersixyearsof work,aCharteraimedat givingworkersguarantees oftheirfundamentalrights, includingtherighttostrike.
