InFebruary,1960,ManuelSerra,amemberofthe PortugueseCatholicAction movement,wasarrestedfor allegedcomplicityinan abortiveuprisinginMarch, 1959.HeescapedfromaLisbonhospitaldisguisedasa priest.Itwasallegedthat thecassockheworecame fromFatherCostaPio. SerrasoughtpoliticalasylumintheCubanlegation andthenleftthecountry forBrazil.Butnow,having returnedtoPortugalclandestinely,hehasbeenarrestedinconnectionwiththe Bejaassault.

THEthreattothequasipeaceoftheworld thatisbeingpresentedbyPresident SukarnoofIndonesiainhisfrenziedclaims toWestNewGuineaappearstobethecase ofalittlebullybackedupbyabigbrother.

ThecontradictoryreportsofthestrengthofIndonesia'sarmedforcesandtheircapabilitiesseemtohave lefteveryoneinaquandaryasto-whethertheincident beshruggedofforwhatseemsmorelikelythatthe bubblewillburstandthesplashwill'gofarandwide.

TheworryisnottheeffectofIndonesiaontheworld situationbuttheeffectofbigbrother'ssupport.

EverybodyknowsthatthepolicyofRedChinainthe implementingoftheMarx-Leninistcreedisthatthe worldrevolutioncanonlybesuccessfullycarriedout bywar.

EventhoughthispolicyisplayeddoVinbytheeverincreasingcapitalistcommunismofRussia.RedChina isoftheopinionthatshecould"goitalone."Thisalso isunlikelybecauseoftheseriousnatureofafuture conflict.Involvementbygreaterpowerswouldseem tobeinevitable.

Appealsforpeaceweremadelongagobymany interestedparties,yetthePresidentoftheIndonesian Republiccontinueshisone-sidedsabre-rattling,focusingworldattentiononthispartoftheworldtothe detrimentoftheshamblesintheCongo.

TheDutch,forwhomnobigpowersseemtocaretoo much,havealreadyofferedtotheU.N.aresolution whichprovidedfortheinternationalisationofNetherlandsNewGuinea,andtheestablishmentofaUnited NationsCommissionfortheareatoinvestigatethe possibilitiesoftheterritoryreachingindependence,in accordancewiththewishesofthepeopleofWestNew Guinea.

Thisdraftresolution,afteradebateandseveral suggestedchangesbyothers,waswithdrawnasdefeat fortheresolutionwasobviouslygoingtobetheresult.

Themain:noralissueinvolvedisthatnobodyseems tocare,excepttheDutchwhoarethere,aboutwhat thepeopleofDutchNewGuineathink.

Sukarno'sratherspeciousargumentsthattheyought totryhis firstbeforeanytryatself-determination couldapplytoanycountryusingthatsameargument priortoapeoplebecomingindependent.

Theonebigfearisthatappeasementwillwinthe dayrather negotiation.Biggerpowersthanthe Dutchbringingpressuretobearcouldforceanissue whichwill:implybethatgivingintoalldemands madebyanaggressornationalistwhosecatch-cry seemstobe-youhaveit;Iwantit;giveittomeorI willtakeit.

Thesetwomovementsarenotunrelated.They whowilledtocontrollifewhichisagiftofGod, nowhavetheirwith.Theirprayershavebeenaxis-, wered.Theyshallhaveneitherbirthnorcontrol. Thefearofhavingtoomuchlifehasnowbecomethedreadofhavingnone.Suddenlytheloathsome sightoftoomanygrandchildrenhasdwindledto thehorrorthattheremayneverbeanymoregrandparents.Wecontrolledthatwheatthatwouldgrow onthefield,andnowdiscoverthatablightmaydestroythelittleweallowedtogrow.Thedreadof Itomuchlifehasbecomethedisquietedterrorthat wemayhavetoolittle.

Howpopulationexplosionhasexploded! How ourprophetsofdoomwhoworriedaboutnothaving anacreforfuturelife,nowprophesythatwemay havetheacresofashes,butnolife.

Thereisagreatmysteryhere.Whenwedisobey God'slaws,weproducecertaineffectswhichwe neverintended,andwhichbecomeajudgmenton thewaywelivedandthought.

Thewelfareofanationandthewelfareofhumanitydependupontheircorrespondencewiththe dueorderofthingswhichGodhaswritteninnature,inconscienceandinthefulnessofHisMysticalBody.HencetheJewswerebidden:

"ItisfortheetolivebyHiscommandments, by.thedecreesandobservancesHehasenjoined onthee,toobeytheLord'sgoodpleasure."

Inallprobabilitythecentralcommissionwillmeetalmosteverymonthinthepresentyear,beginningwithits thirdmeetinginmid-January. Thecriterionfortheselectionofthemembersandconsultorsofthecentralcommissionwaseithercompetenceinaspecialisedfield orpastoralexperience.The nationsrepresentedbyits membersandconsultors,as wellasthoseoftheother preparatorycommissionand secretariates,comprisevirtuallyeverycountryofthe newandtheoldworlds.

BishopJohnRaffertywas bornbut49yearsagoin Kallaloe,intheIrish countyofClare,ofafamily ofrespectedartisans,which forgenerations,ascraftsmen,hadservedthatancientepiscopalcity. Hisearlierstudieswere completedatSt.Flannan's SeminaryinEnnis,the countyseat,andhisimmediatepreparationsforthe priesthoodweremadeatSt. Kieran'sCollege,Kilkenny,

wherehewasordainedin 1936. Allhispriestlylifewasin theimmediateserviceo. HisGracetheArchbishopascurateinthisCathedral parish, as Archbishop's secretary,asCathedraladministratorandfinallyas assistantBishop,forwhich highofficehewasconsecratedbeforethisvery altarinOctober,1955.

BishopRaffertywasat homeinKillaloewithhis lovedsisterandbrothers whensuddenlythecall came.Withthepromptness ofanever-obedientservant totheMaster'ssummonshe replied:"Ecce,adsum""Here,Iamready." TheRedCrosssaidits attempts'toaidpolitical prisonersinCubahadbeen turneddownrepeatedly sincethesummerof1959 bytheregimeofPremier FidelCastro.

V.S.O.wassetupin1958 inthreesmallroomsinthe headquartersoftheRoyal CommonwealthSocietyin NorthumberlandAvenue, London,W.C.2,underthe generalcontrolofasmall committeewhichstillincludesDr.Fleming,with Mr.Dicksonasorganiser andprojectalviser.

Afterabriefperiodof scepticismitquicklyfound supportfromvolunteersand backersathomeandoverseas.Soonoverseasgovernmentswereaskingformore andmorevolunteers.In Britainsuchbigfirmsas Rolls-Royce,Metro-Vickers, EnglishElectricandBritish Thomson-Houstonoffered aid,mainlyby"loaning" youngapprentices-whose skillwasparticularlyvaluable-foruptoayearand bysponsoringtheirtrips. Someshippingcompanies gavecheaporfreefares.

ThemethodsofV.S.O. aresimpleandelastic.It findsandsuggestssuitable ice,orareasneedinggeneralhelp,forsuitablevolunteers.Itdoesnottrain,but carefullyscreensapplicants inseveralinterviews,choosingthemforcharacterand personality,intelligence,enthusiasm,staminaandparticularaptitudes.

Nosalariesaregiven,but V.S.O.paysforfaresand volunteers'keepandallots asmallamountof"pocket money."Itavoidsdetailed "directives,"relyingonthe youngsters'ownjudgment andinitiativeinchoosing suitabletasks.

Hebuilthimselfahouse, madeanewwharf,launchedasmalltimberindustry, setupavillagecounciland trainingcentre,andfinally startedahousingscheme.

A19-year-oldlad,who helpedtoplanandbuilda townshipfromscratchin Nyasaland,isshortlyreturningtoreadBantu StudiesattheUniversityof London.

Girlvolunteershavebeen nursing,training 1oca1 peopleinhomccraft,cookingandsewing,teaching andgivingemergencymedicalaid.Onehelpedtodelivertwinsinalonely Pacificislandsettlement.

Ineveryparttheyoung volunteersfoundanenthusiasticresponsefromthose onwhomthecountries' futureprogressmainlydepends-thelocalyoung people.Perhapsthisinternationalco-operationof youthisV.S.O.'sgreatest success.

FOURYEARSIN PRISON

FatherTseuwasbornin 1912.Afterhisordination tothepriesthoodin1941 hewascalledbytheMost ReverendIgnatiusKiong, BishopofShanghai,tolive intheepiscopalresidence. Hewasoneofthebishop's mostdevotedcollaborators. WhenBishopKiongwasarrestedbythecommunists, FatherTseuwasplacedunderguardinhisownresidenceinTongKaDou. Therehebecameillwitha recurrenceoftuberculosis whichhehadsufferedinhis youth.Hisillnessaggravated rapidlybecauseofthelack ofpropercareandnourishment.Itisreportedthathe died"amonghisfamily." Thismean'sthatthecommunistsseeingthathisend wasnearfiredhimfrom internment.FatherTseubelongedtoaveryoldCatholic familywhichhasgivenmany priestsandSisterstothe Church.Atthepresenttime twoofhispriestbrothers areintheUnitedStates.
