ANEIGHT-YEAR-OLDBOYinthegrimy industrialtownofBustoArsizo,inItaly,has gothisChristmaswishfromtheBambinoGesu, withaprovidentialassistfromakindlyFrenchman.
ItallstartedonDecember23withthereleaseof 5,000balloonscarryinglettersfromschoolchildren totheBambinoGesu.TheBambinoGesu,a woodenstatueoftheChildJesusinaRomechurch. receivesmailfromchildrenallovertheworld.The mailisespeciallyheavyatChristmastime,since theBambinoisregardedinItalyinmuchthesame mannerasSantaClausinothercountries.
Eight-year-oldClaudioChiccoliaddressedhis lettertoBambinoGesu,Paradise,andhitcheditto aredballoon.Intheletterheaskedforahistory book,sothat"Icanstudymore"andpromisedhe wouldlovetheChildJesusforansweringhis request.
Boylike,Claudiodidnotstopatthehistorybook. Healsojotteddownthathewantedtwobicyclesoneforracingandoneforordinarytransportation. Henotedthathecouldalsouseapencilcase,some tabletsandadrawinghook.

THEmainpenitentialseasonofthe ChurchbeginsonWednesdaynextand thepreceptoffastingisbroughttothe noticeofCatholicsoveralongperiodoftime. Withtherelaxationoftherulesoffastingoverthe years,thesamedegreeofdifficultycanhardlybesaid tobeexperiencedbyallclassesofpeople.Ourparents talkof"blackfasts,"andtoourmindstheysoundas ifthefastwasaveryseriousconsideration.However, thelawsofdispensationforhardandexhaustingwork wouldhavebeeninoperation,becausetheChurchdoes notbindtoimpossibilities-whentheyarereal.
WhenJesusChristtoldusthatwewouldhavetodo penance,Heimposedanobligationonalltocarryout thatcommand,notonlyasapropitiationforoffences done,buttotrainourmindsandbodiestothetaskof refusingouriiNtlinationstothingsthatwewouldwant andcouldhaveinorderthatwemightthemoreeasily andreadilyrefuseourselvesthosethingswhichwere unlawful.
Todaythefactofthefastisnotasdifficultasitwas. Eachpersonishisownjudgeinthequantityoffood thatisnecessaryforhimtoeattokeephisbodily strength.Butfasteachonemust.Theideaofthetwo lightermealsforthedayaddedsoasnottomakethe quantityofthemainmealisagoodguide,butitwill notnecessarilyapplyineverycase.
PerhapsthemostdifficultpartoftheLentenregulations,andthatinwhichquitealotofCatholicshavea battlewiththeirconsciencesagainstself-inclination andhumanrespect,iswiththequestionofsupper.
Notthesupperthatonewouldhaveathomeforthe sakeofasnackbeforeretiring,buttheorganised,the socialsupper,whetherathomeoratsomefunction. ThelawsoffaststillbindandsomeCatholicsfeelthe positionacutely-someforthedelicacyofthedishes prepared,othersforthefactthattheywillbepinpointedasCatholics.Eitherwayitisgoodforus.If thesalivatingdishesareatemptationtobreakthefast, thenourobservanceofthefastisstrengtheningour resistanceandcontainsagreatmeritinthefactthat wearesimplyobservingaseriouslawoftheChurchin itsimplementationofChrist'scommand.
Thesecondcaseiswherewecanshowaunityof purposeandself-control,orwecouldholdtheChurch uptoridiculebycurblatantnon-observanceofthe fast.PeopleknowthatCatholicshavetofastduring Lent,andiftheydon'tknow,itisabouttimethey learned-andalsothereasonwhy.Thereisnonebetter thanyoutotellthem-ittakesonlyoneCatholictobe blatantabouthisorhernon-fasting,becauseofsocial commitments,tomakeitawkwardforothersinthe samecircumstances.
Thepracticeofnoteatingathomeifoneisgoingout, whilemorallysound.initselfcanleadtotheimpression thatthelawoffastisbeingfloutedandshouldtherefore beexercisedwithcare.
Theupshotofthewholematteristhatregardlessof everythingelse,unlesslawfullydispensed,weare boundtofulfilalawoftheChurchforthebetterment ofourselves,nomatterwhattheworldaroundusthinks ofour"crazynotions"or"dictatorialmandates"about tellingpeoplewhatandhowmuchtheycaneat.
IfallenterintothespiritoftheLentenseasonwith theideaoffulfillingthewilloftheChurchinthematter offasting,immeasurablegoodcouldcometothisage ofself-indulgence.

ThepolicyoftheBritishGovernment,whichisadministeringTanganyikaasatrusteeshipfortheUnited NationS,hasbeenthatthisEastAfricancountryshould becomeatruestate.BecauseEuropeanandAsian immigrationhasnotbeenencouraged,missionariesand administrationofficerscomprisethebulkoftheEuropeanslivinginTanganyika.
Afterthe1914-18war,Tanganyikachangedhands fromaGermancolonytoaBritishterritory.Following WorldWarII,itbecameaUnitedNationstrusteeship underBritishadministrations.Afewmonthsago, Tanganyikawasgrantedwhatiscalled"responsible government."Electionswereheldandthepeoplechose theirlegislativebodyandfilledseveralministerial posts.Itisnowbutamatteroftimebeforecomplete independence.
Thereareexcellentrelationsbetweentheindependencemovementleadersandthegovernment-duein greatparttothepresentChiefMinister,JuliusNyerere, whohasbeenmoderateinhisdemandsandpatientin hisprogress.IfthiscapableCatholicstatesmancontinuestoleadthenewgovernment.Tanganyikawill experienceacomparativelycalmbirthasanindependentnation.Problemstherewillbe-andmany-but littleornoviolence.
IfthereisacommunistapparatusoperatinginTanganyika,sofarithasn'tshownitself.However,there arebetween350and400studentsnowstudyingbehind theIronCurtain.WhenthesestudentsreturntoTanganyika,weexpecttoencounteralittlebitofcommunistinfluence.Also,manyyouthswhogotoEurope forconferencesorhighereducation-iftheyshowany potentialqualitiesofleadership-manageto"earn"a freetriptoMoscoworPeking.Thesestudentsare boundtoexertpoliticalpressureontheTanganyikaof thefuture.WeonlyhopethatourAfricanleaders recognisethedangernowandarepreparingforit.
BarringundueMoslemorcommunistagitationin highplaces,theChurchwillcontinuetomaintainits marvellousrateofgrowthandexpansion.Catholics numberoveramillionandrepresentabout15percent of especiallythetotalpopulation.Conversionsareplentiful, inthoseareaswhicharestillprimitive. Mosleminfluenceisapparentonthecoast,andcertain Protestantsectsarestrongtothenorth-eastandsoutheast.ButtheChurchismakinggiantstridesevery- whereelse.
TherearenowfourTanganyikandiocesesunder African-bornbishops.Inthenearfuture,therewillbe moredioceseswithAfricanbishops,directinganative clergythathasbeen,sofar,exemplary.

Theletter,couchedin diplomaticterms,spokeof he"deterioration-in Church-Staterelationsin thepastyear.Itwenton tospeakofinterferencein ecclesiasticalaffairs,slander,measuresagainstreligiouseducationandCatholicschools,andbarring priestsandReligiousfrom enteringthecountry.
TheBishops'letterwas presentednottothePresidentofthecountrybutto GeneralissimoTrujillo,who hasmaintainedhistightrule overthenationforover threedecades.Thesix Bishopstoldthedictator that"becauseofyourindisputableauthorityyouare theonlyonewhocan"end thecurrentcampaignagainst theChurch.
TheBishops'letterwas
readovertheTrujillo-controlledRadioVozDominicana,whichpreviouslyhad beenamajorfactorinthe propagandacampaign againsttheChurch.Thefact thatLaVozDominicana broadcasttheletterwas seenasanindicationthat GeneralTrujilloisactually seekinganamicablesolution tothedisputewiththe Church.
TheDominicanradiostation,inpresentingthe Bishops'letter,firstreadan answeringlettertothe BishopssignedbybothGen. TrujilloandPresidentJoaquinBalaguernotingthat theBishops'letterwasdelivered"atthesolemnaudiencewhichitwasaparticularpleasuretoustogrant youonJanuary10."
TheTrujillo-Balaetterlet-
terdoesnotrefertothe Bishops'chargesconcerning therunninganti-Catholic campaign,butrathercites theBishops'statementthat theirpastoralofJanuary, 1960,seekingmercyforpersonsaccusedofsedition,had beendistortedlyreported.
Thecivilleaders'letter doespromisealet-upofthe entryrestrictionsagainst priestsandReligiousandthe fightagainstCatholiceducation.
Itstates:"Thenecessary measureswillbetakenso thattheimmigrationauthoritieswillfacilitateentry, underthelaw,ofpriestsand monksintothecountryand allgovernmentservants shallproceedwiththe broadestspiritofharmony andco-operationintheirrelationswiththeecclesiasticalauthorities.
"Thegovernmentwilldo allinitspowertomaintain, withoutimpairingthefreedomofworshipguaranteed byourconstitution,the teachingofCatholicismin educationalinstitutionsdependentontheState,and seetothefulfilmentofcontractspendingwithreligious foundations."
TheBishops'memorandumhadcongratulatedGen. Trujilloon"themanygood works"hehasdone.Then, implicitlyrecallingthe months-longradiocampaign againstthem,theysaid:
"Whiletheremayhavebeen shortcomings,wehavenot sowndiscord,nomatter howmuchthecontraryis insisteduponbyunderhand enemiesofGodandHis Church.Allofushave spokenaswethoughtaccordingtoourconsciences thatweshouldspeaktoour people Ithasnever beenourintenttoinciterebellionorencourageanybodytorebel

Theyconcluded:"Atthe timewefirmlyhope, anditisourunanimous petition,thatYourExcellencywillintervene: "1-Sothattheauthorities shallnowshowdisaffection fromtheChurch,butwant togetalongandco-operate withitforthecommongood -forthatisthegoalofboth powersintheirrespective fields-andnotinterferein ecclesiastical-religiousaffairs:
"2-Sothatthereshallbe anendtosuspicionanddistrustoftheChurch,and concretely,webeseechYour Excellencytointerveneeffectively,sincewebelieve thatbecauseofyourindisputableauthorityyouarethe onlyonewnocan,toendthe currentanti-Catholiccampaignbypressandradio. THEGREATESTISTHELANGUAGEBARRIER.The otheristheunwillingnessofpriestsandpeopletobea littlepatientinlearningtodosomethingsounfamiliar. Thefirstdifficultywillremainwithusforsomewhile yet,althoughtherearegrowingsignsofarecognitionin officialcirclesoftheproblemsinvolvedinparticipation inalanguagewithwhichoneisnotfamiliar.Perhaps induetimeRomewillacknowledgethisdifficultyand permitagrowingmeasureofthevernaculartongue,as hasbeendonewiththesacraments.

FORTHEPRESENT,however,Latinisstilltheofficial languageoftheliturgyandexperienceconvincesthat itisnotaninsurmountablebarrier. Therearefartoomanyplaceswhere averagecongregationshavemade extraordinarystridesinlearning,not onlytheshortresponsesbutalsothe longerpartsoftheMass,suchasthePaterNoster.the GloriaandtheCredo,inLatin.
Whatisnecessaryarethevirtuesofpatienceand understanding.Priestsmustrealisethatthisprocess ofparticipationissomethingentirelynewformost congregationsandtrytomakeitaseasyforthemas possible.Nothingshouldbeattemptedwithoutapreviousexplanationsinceitavailslittletodosomething whenwedonotunderstandwhatwearedoing. Furthermore,nottoomuchshouldbeattemptedatone time.
IttookagenerationtobringtheaverageCatholicto theregularuseofthehandmissal.Itwilltakeanother generationbeforetheproblemsinvolvedinvocalparticipationatMassarecompletelyironedout.
Priests,therefore,mustbepatientwiththeircongregationsandparticularlywiththoseindividualiststo whomthe"new"participationrepresentsaserious infringementoftheirprivatepiety.Ourpeoplemust betaughtthatpublicworship,especiallyHolyMass,is notaprivateaction.Theywillhavetolearn,from experiencingitthemselves,thatthereisapsychological andasociologicalbenefitattachingtothepracticeof joiningtheirvoicesinprayer.
"Inallpartsoftheworld millionsofsignaturesare gatheredrequestingclemencyforcriminalssentenced todeath.Itisthennota crimeforthebishopstodo thesameinthecaseoftheir sheep." THEPEOPLE,TOO,mustbepatient.Nothingworthwhilewaseveraccomplishedovernight,norwillthe benefitsofactiveparticipationbecome TWO-WAYimmediatelyapparent.Butaskany CatholicfromaparishwherethispracSTREET Licehasbeenintelligentlyexplained andintroducedwhetherhewouldwant togobacktotheformer"silent"Masses. Ourprieststhemselveswillhavetoundergoareeducation.Afterall,DialogueMassisatwo-way street.Thepriestcelebrantmustaccommodatehimself tothecongregationaswellastheytohim.Sincethis willinvolvethebreakingofhabitsoflifelongexperience,itisnowonderthatsomepriestsareslowto attempttheintroductionofparticipation.
Itisdifficulttoexplaintoapriestoralaymanwho hasneverexperienceditthesatisfactionthereisinthe greatjointactionoftheMassatwhichChristiansjoin withtheirfellowChristiansinthepews,andwiththeir ordainedpriestatthealtar,inanewrealisationofwhat itmeanstobejoinedwithChristthegreatHighPriest asHeonceagainoffersHimselftotheFatherinatonementforoursins. Allatoncethedreadof dailyassociationwithlepers -perhapsthroughalong pericdofyears-Whichhad oftenkeptmeawakeat night,beforeIleftTechny, departedfrommeaswould aterrifyingnightmareuponwakening,andmysoul wasfilledwithastrong confidencethatIwould neverbetroubledinthat wayagain.Thefriendly greetingofthosepoorsufferershadworkedakind ofmiracleinme,andI knewthatIwouldbevery happyinthesenew,but soverystrangesurroundings.
THELEPERCOLONY
crutches,balancingthemselvesontheirpoorbandagedstubbsastheyshift theirweightfromthe crutchesinpreparationfor anotherswingforward. Abouttwentyofthemen andwomeninthisconditionareamongthemost assiduousattendantsatMass andotherChurchservices. Theylovetokneelinthe presenceoftheBlessedSacramentsayingtherosary overandover. Itrains nearlyeveryday;thepaths .aresteepandslippery,yet theyarealwayspresentat Massandcommunityprayersinthelittlechurch.And, mindyou,theyareunderno compulsiontodoso. I haveoftenseenthosepoor suffere.ssmilingbrightly wheneverImetthem;but 1haveneverheardasighor groanescapetheirlips. And,mindyou,thereare manylittleboysandgirls amongthosefootlessones. Otheronesamongourpatients,notsodreadfullyafflicted,lendvaluablehelp inthemaintenanceofsanitationandorderaboutthe colony. Thebuildings servingaswardsareindeed ramshacklestructures,with rottingthatchedroofsand shakywallsofcrudematting.Stilltheyareswept cleaneveryday,andsoare allthewalksthroughoutthe wholecolony.
MISSIONARY'S ACCOMMODATION
THELEPERS AfterIhadspentfivedays atourbeautifulSVDresthouseatMt.Hagen,where theBishopwasstayingtemporarily.Iwasabitsurprisedonemorningwhen HisExcellencycalledmeto hisroomandinformedme thathehadmadearrangementsformytransportationtoYampu,twodays later.OnabeautifulTuesdaymorning,Nov.8th,our veteranpilot,FatherHenry Hoff,landedhislittleCessnaplaneattheMt.Hagen airstripandtookmewith mytwosuitcasesonboard, asalonepassengerfora flightof50milesoveran entrancingly beautiful stretchofmountainterritory,glidingdowntothe fineairstripofourlarge missionstationatPar,at aboutnineo'clockthat morning.AsIalightedfrom theplane,themissionary incharge,FatherVerwilt, threemissionarySistersof theHolySpirit,andabout 250Kanakapupilsofthe missionschoolaccordedme amosthearteningwelcome.Infacttheboys sangaprettysongofgreetinginPidginEnglish,especiallycomposedforthe

Thisarrangement hasbeenworkingoutquite welltodate,tomymind, dueprincipallytotheheroiccharityandremarkable abilityofthetwonuns wieldingauthorityoverthe nativemedicalattendants, (calleddoctor-boys)attendingtofooddistribution, keepingvoluminousrecords,supervisingclinical tests-overandabovedisplayingamarvelousmissionaryzeal.Thegovernmentofficialstoohave beenshowinggreatfairness inthefulfillmentoftheir obligationstowardsthecolony.
