Anundercrofttothe buildingwillprovidewet weathershelterandalsohas fourroomsformusicpractice,linedwithsoundreducingacoustictilesof canite.Cloakroomsare providedoneachfloor.

Thearchitectsforthe buildingwereMessrs.HendersonandThompsonand thebuilderC.B.Wildy.

Thecostoftheschool, withoutequipment,was £23,269.

largecrowdofparentsof thepupilsandfriendsof theSisters,Rev.J.Murphy B.A.,L.Ph.,Dip.Ed.,the parishpriestofMosman ParkwelcomedHisGrace onbehalfoftheSisters. FatherMurphyalsoassistedHisGracewiththeblessingoftheschoolaccompaniedbyRev.P.Quinn, D.C.L.ofSt.Mary'sCathedral. Rev.G.Harper C.M.,preachedtheoccasionalsermon.

Duringhisspeechtothe peoplepresentHisGrace expressedhispleasureat beingpresentforsucha notableachievementin Catholiceducation.

Whiletherehe,incompanywithtwoothers,representedtheNationalUnion ofAustralianUniversity Studentsatastudents'conferenceinManila.Atthis meetingsevenAsiancountrieswererepresented.Discussionrevolvedaboutthe establishmentofaregional studentorganisationfor AustraliaandAsia,thecoordinationofstudentactivitiesandthesponsoringof studentexchange.

InSaigontheyrepresented theNationalYouthCouncil ofAustraliaataseminar wheretheroleofyouthorganisationsinnationalreconstructionwasdiscussed.

Placesvisitedduringthe tourwerePortMoresby, Manila,HongKong,Saigon, Siemreap,Bangkok,Kuala LumpurandSingapore.

Whereverheplaceshistreasure,thereheplaceshis heart.Ifitisbentonevil,hisheartalreadyisinthe vestibuleofhell;ifitisbentonvirtue,hisheartis alreadyintheoutercourtsofbliss.

Ultimately,thereareonlytworivalsfortheaffections ofmen:beyondallthefleetinglittlepursuits,theonly twofinaltreasuresaretheearthlyandtheheavenly, thematerialandthespiritual.Treasureisthatwhich amanwantstoloselastofall,andwhichhewantsfirst ofalltogainregardlessofwhathemaysayorprofess. Amotherbirdhoversoverthenestofheryoung-that ishertreasure;thesunflowerfollowsthesun;theheart, likeamagneticneedle,turnstothepole-starofthe heavenorhellwithin.

Heartsthatarealreadyinheavencannotbeseriously disturbedbyanythingonearth.Nooneshalleverbe lessimmortalthanhistreasures.Everymantakeshis treasurestobedwithhimandtheymakethebedeither softorhard.Thegoodconsciencemakesofthema pillowthateasessleep;theevilconscienceisapillow, thatinthelanguageofShakespeare,"dothmurder sleep." TheeightBeatitudeseveryoneknows,butthereare alsoeight"woes"correspondingtotheeight"Blesseds." ANEIGHT-YEAR-OLDBOYinthegrimy industrialtownofBustoArsizo,inItaly,has gothisChristmaswishfromtheBambinoGesu, withaprovidentialassistfromakindlyFrenchman.

ItallstartedonDecember23withthereleaseof 5,000balloonscarryinglettersfromschoolchildren totheBambinoGesu.TheBambinoGesu,a woodenstatueoftheChildJesusinaRomechurch. receivesmailfromchildrenallovertheworld.The mailisespeciallyheavyatChristmastime,since theBambinoisregardedinItalyinmuchthesame mannerasSantaClausinothercountries.

Eight-year-oldClaudioChiccoliaddressedhis lettertoBambinoGesu,Paradise,andhitcheditto aredballoon.Intheletterheaskedforahistory book,sothat"Icanstudymore"andpromisedhe wouldlovetheChildJesusforansweringhis request.

Boylike,Claudiodidnotstopatthehistorybook. Healsojotteddownthathewantedtwobicyclesoneforracingandoneforordinarytransportation. Henotedthathecouldalsouseapencilcase,some tabletsandadrawinghook.

THESEASONOfPENANCE

THEmainpenitentialseasonofthe ChurchbeginsonWednesdaynextand thepreceptoffastingisbroughttothe noticeofCatholicsoveralongperiodoftime. Withtherelaxationoftherulesoffastingoverthe years,thesamedegreeofdifficultycanhardlybesaid tobeexperiencedbyallclassesofpeople.Ourparents talkof"blackfasts,"andtoourmindstheysoundas ifthefastwasaveryseriousconsideration.However, thelawsofdispensationforhardandexhaustingwork wouldhavebeeninoperation,becausetheChurchdoes notbindtoimpossibilities-whentheyarereal.

WhenJesusChristtoldusthatwewouldhavetodo penance,Heimposedanobligationonalltocarryout thatcommand,notonlyasapropitiationforoffences done,buttotrainourmindsandbodiestothetaskof refusingouriiNtlinationstothingsthatwewouldwant andcouldhaveinorderthatwemightthemoreeasily andreadilyrefuseourselvesthosethingswhichwere unlawful.

Todaythefactofthefastisnotasdifficultasitwas. Eachpersonishisownjudgeinthequantityoffood thatisnecessaryforhimtoeattokeephisbodily strength.Butfasteachonemust.Theideaofthetwo lightermealsforthedayaddedsoasnottomakethe quantityofthemainmealisagoodguide,butitwill notnecessarilyapplyineverycase.

PerhapsthemostdifficultpartoftheLentenregulations,andthatinwhichquitealotofCatholicshavea battlewiththeirconsciencesagainstself-inclination andhumanrespect,iswiththequestionofsupper.

Notthesupperthatonewouldhaveathomeforthe sakeofasnackbeforeretiring,buttheorganised,the socialsupper,whetherathomeoratsomefunction. ThelawsoffaststillbindandsomeCatholicsfeelthe positionacutely-someforthedelicacyofthedishes prepared,othersforthefactthattheywillbepinpointedasCatholics.Eitherwayitisgoodforus.If thesalivatingdishesareatemptationtobreakthefast, thenourobservanceofthefastisstrengtheningour resistanceandcontainsagreatmeritinthefactthat wearesimplyobservingaseriouslawoftheChurchin itsimplementationofChrist'scommand.

Thesecondcaseiswherewecanshowaunityof purposeandself-control,orwecouldholdtheChurch uptoridiculebycurblatantnon-observanceofthe fast.PeopleknowthatCatholicshavetofastduring Lent,andiftheydon'tknow,itisabouttimethey learned-andalsothereasonwhy.Thereisnonebetter thanyoutotellthem-ittakesonlyoneCatholictobe blatantabouthisorhernon-fasting,becauseofsocial commitments,tomakeitawkwardforothersinthe samecircumstances.

Thepracticeofnoteatingathomeifoneisgoingout, whilemorallysound.initselfcanleadtotheimpression thatthelawoffastisbeingfloutedandshouldtherefore beexercisedwithcare.

Theupshotofthewholematteristhatregardlessof everythingelse,unlesslawfullydispensed,weare boundtofulfilalawoftheChurchforthebetterment ofourselves,nomatterwhattheworldaroundusthinks ofour"crazynotions"or"dictatorialmandates"about tellingpeoplewhatandhowmuchtheycaneat.

IfallenterintothespiritoftheLentenseasonwith theideaoffulfillingthewilloftheChurchinthematter offasting,immeasurablegoodcouldcometothisage ofself-indulgence.

FLANKEDASITISbyKenya,Congoand Nyasaland-countrieswhereracialtroubles arerampant-Tanganyikaisunique.There islittleornoracialstrife.FewEuropeans holdlandcovetedbyAfricans,andthoughthe Asiangroupshaveamonopolyonbusiness, serioustroublecanbeavoidedifthenew Africangovernmentactsquicklyandwisely.

ThepolicyoftheBritishGovernment,whichisadministeringTanganyikaasatrusteeshipfortheUnited NationS,hasbeenthatthisEastAfricancountryshould becomeatruestate.BecauseEuropeanandAsian immigrationhasnotbeenencouraged,missionariesand administrationofficerscomprisethebulkoftheEuropeanslivinginTanganyika.

Afterthe1914-18war,Tanganyikachangedhands fromaGermancolonytoaBritishterritory.Following WorldWarII,itbecameaUnitedNationstrusteeship underBritishadministrations.Afewmonthsago, Tanganyikawasgrantedwhatiscalled"responsible government."Electionswereheldandthepeoplechose theirlegislativebodyandfilledseveralministerial posts.Itisnowbutamatteroftimebeforecomplete independence.

Thereareexcellentrelationsbetweentheindependencemovementleadersandthegovernment-duein greatparttothepresentChiefMinister,JuliusNyerere, whohasbeenmoderateinhisdemandsandpatientin hisprogress.IfthiscapableCatholicstatesmancontinuestoleadthenewgovernment.Tanganyikawill experienceacomparativelycalmbirthasanindependentnation.Problemstherewillbe-andmany-but littleornoviolence.

IfthereisacommunistapparatusoperatinginTanganyika,sofarithasn'tshownitself.However,there arebetween350and400studentsnowstudyingbehind theIronCurtain.WhenthesestudentsreturntoTanganyika,weexpecttoencounteralittlebitofcommunistinfluence.Also,manyyouthswhogotoEurope forconferencesorhighereducation-iftheyshowany potentialqualitiesofleadership-manageto"earn"a freetriptoMoscoworPeking.Thesestudentsare boundtoexertpoliticalpressureontheTanganyikaof thefuture.WeonlyhopethatourAfricanleaders recognisethedangernowandarepreparingforit.

BarringundueMoslemorcommunistagitationin highplaces,theChurchwillcontinuetomaintainits marvellousrateofgrowthandexpansion.Catholics numberoveramillionandrepresentabout15percent of especiallythetotalpopulation.Conversionsareplentiful, inthoseareaswhicharestillprimitive. Mosleminfluenceisapparentonthecoast,andcertain Protestantsectsarestrongtothenorth-eastandsoutheast.ButtheChurchismakinggiantstridesevery- whereelse.

TherearenowfourTanganyikandiocesesunder African-bornbishops.Inthenearfuture,therewillbe moredioceseswithAfricanbishops,directinganative clergythathasbeen,sofar,exemplary.

Inthefieldofeducation,Catholicismhastraditionally heldthelead.TheChurchwasinvolvedineducation longbeforethegovernmentwasabletodoanything. Today,CatholicandProtestantmissionsoperatemore than50percentoftheeducationalfacilities.Catholic hospitalsanddispensariesdotthecountryside.Inshort. theChurchhasalong-establishedrecordofsympathy withthepeople,astoreofgoodwillatitscommand.

Maryknollmissionariesale_comparativenewcomers totheAfricanfield.Wecamein1946andnowhave twodiocesesunderourjurisdiction-Musomatothe north,Shinyangatothesouth.

WellBalancedEducationalSystem

WhenwetookoverthedioceseofMusoma,there werebuttwomissions.Nowthereare15.Inaddition, wehaveaminorseminaryservicingbothdioceses,with about125students,atrainingcentrerunbytheMaryknollSistersfortheAfricanSisterhood,threedispensaries,amaternityhosiptal,16elementaryschoolsand threemiddleschools.ThenumberofChristianshas multipliedfrom8,000toapproximately40,000.

In1954,Maryknollmovedintoanothervastareanow knownastheDioceseofShinyanga.Insixyearsthe numberofresidentmissionshasgrownfromfiveto13, elementaryschoolsfrom11to30,middleschoolsfrom noneto threethree.TherearethreeAfricanpriestsand boysinthemajorseminary.Twodispensaries, oneleprosariumandahospitalarenowonthedrawing board.ThenumberofChristianshasgrownfrom5,000 to15,000.

Allmissionschoolsareunderonegovernment-con- trolledDepartmentofEducation,whichsupervisesall educationintheterritory.Bothgovernmentandmission schoolsuseacommonsyllabusandadheretoacommon standardof administerteachingandequipment.However,we andsuperviseourownschools.Although wereceivesubstantialgrantsfromthegovernment towardsconstructionandteachers'salaries.weare completelyfreeintheemploymentofourteachers,and intheadmissionofpupils.

BecauseCatholicschoolsarenaturallyorientedto- wardsChristianeducation,wegivefirstpreferenceto Catholicchildrenandtothosewhowishtobecome Catholics.AllourteachersareCatholic.

Therehasneverbeenresentmentonthewaterfront, forpriests,anymorethantherehasbeenresentment bythefarmerforrain,duringtimeofdrought;the resentmentisfortheabsenceofrain-andtheabsence ofpriests.

THEBISHOPSoftheDominicanRepublichavesentGeneralissimo RafaelTrujilloaletterplacingresponsibilityfor"thecurrentantiCatholiccampaign"athisdoorstep.

Theletter,couchedin diplomaticterms,spokeof he"deterioration-in Church-Staterelationsin thepastyear.Itwenton tospeakofinterferencein ecclesiasticalaffairs,slander,measuresagainstreligiouseducationandCatholicschools,andbarring priestsandReligiousfrom enteringthecountry.

TheBishops'letterwas presentednottothePresidentofthecountrybutto GeneralissimoTrujillo,who hasmaintainedhistightrule overthenationforover threedecades.Thesix Bishopstoldthedictator that"becauseofyourindisputableauthorityyouare theonlyonewhocan"end thecurrentcampaignagainst theChurch.

TheBishops'letterwas

readovertheTrujillo-controlledRadioVozDominicana,whichpreviouslyhad beenamajorfactorinthe propagandacampaign againsttheChurch.Thefact thatLaVozDominicana broadcasttheletterwas seenasanindicationthat GeneralTrujilloisactually seekinganamicablesolution tothedisputewiththe Church.

TheDominicanradiostation,inpresentingthe Bishops'letter,firstreadan answeringlettertothe BishopssignedbybothGen. TrujilloandPresidentJoaquinBalaguernotingthat theBishops'letterwasdelivered"atthesolemnaudiencewhichitwasaparticularpleasuretoustogrant youonJanuary10."

TheTrujillo-Balaetterlet-

terdoesnotrefertothe Bishops'chargesconcerning therunninganti-Catholic campaign,butrathercites theBishops'statementthat theirpastoralofJanuary, 1960,seekingmercyforpersonsaccusedofsedition,had beendistortedlyreported.

Thecivilleaders'letter doespromisealet-upofthe entryrestrictionsagainst priestsandReligiousandthe fightagainstCatholiceducation.

Itstates:"Thenecessary measureswillbetakenso thattheimmigrationauthoritieswillfacilitateentry, underthelaw,ofpriestsand monksintothecountryand allgovernmentservants shallproceedwiththe broadestspiritofharmony andco-operationintheirrelationswiththeecclesiasticalauthorities.

"Thegovernmentwilldo allinitspowertomaintain, withoutimpairingthefreedomofworshipguaranteed byourconstitution,the teachingofCatholicismin educationalinstitutionsdependentontheState,and seetothefulfilmentofcontractspendingwithreligious foundations."

TheBishops'memorandumhadcongratulatedGen. Trujilloon"themanygood works"hehasdone.Then, implicitlyrecallingthe months-longradiocampaign againstthem,theysaid:

FORTHEPRESENT,however,Latinisstilltheofficial languageoftheliturgyandexperienceconvincesthat itisnotaninsurmountablebarrier. Therearefartoomanyplaceswhere averagecongregationshavemade extraordinarystridesinlearning,not onlytheshortresponsesbutalsothe longerpartsoftheMass,suchasthePaterNoster.the GloriaandtheCredo,inLatin.

Whatisnecessaryarethevirtuesofpatienceand understanding.Priestsmustrealisethatthisprocess ofparticipationissomethingentirelynewformost congregationsandtrytomakeitaseasyforthemas possible.Nothingshouldbeattemptedwithoutapreviousexplanationsinceitavailslittletodosomething whenwedonotunderstandwhatwearedoing. Furthermore,nottoomuchshouldbeattemptedatone time.

IttookagenerationtobringtheaverageCatholicto theregularuseofthehandmissal.Itwilltakeanother generationbeforetheproblemsinvolvedinvocalparticipationatMassarecompletelyironedout.

Priests,therefore,mustbepatientwiththeircongregationsandparticularlywiththoseindividualiststo whomthe"new"participationrepresentsaserious infringementoftheirprivatepiety.Ourpeoplemust betaughtthatpublicworship,especiallyHolyMass,is notaprivateaction.Theywillhavetolearn,from experiencingitthemselves,thatthereisapsychological andasociologicalbenefitattachingtothepracticeof joiningtheirvoicesinprayer.

THELEPERCOLONY

Itrains nearlyeveryday;thepaths .aresteepandslippery,yet theyarealwayspresentat Massandcommunityprayersinthelittlechurch.And, mindyou,theyareunderno compulsiontodoso. I haveoftenseenthosepoor suffere.ssmilingbrightly wheneverImetthem;but 1haveneverheardasighor groanescapetheirlips. And,mindyou,thereare manylittleboysandgirls amongthosefootlessones. Otheronesamongourpatients,notsodreadfullyafflicted,lendvaluablehelp inthemaintenanceofsanitationandorderaboutthe colony. Thebuildings servingaswardsareindeed ramshacklestructures,with rottingthatchedroofsand shakywallsofcrudematting.Stilltheyareswept cleaneveryday,andsoare allthewalksthroughoutthe wholecolony.
